2. In this reSard, it is stated thal tmnsportation charges allowed in the provisional cost sheet fordisribution stage are orily lor transportadon of Wleat fiom storage point to designated d€pors. Forfansportation of W]eat &om designated depots to FPS, transportation charges will be regulated as pergazette nolificalion dated 17.08.2015 regarding Central Assistance to StalesruTs for m€eting the expenditweon inra-State movem€nt and handling of food grains and FpS dealers margin under Sedion 22(4)(d) of lheNFSA Act, 2013. It is also clarified thal designated depots means depots to be specified from lime to time byGo!'l. of India for the purpose of distribution of foodgrains under NFSA. While submitting irs claim forsanction of advaoce/provisionayfinal subsidy stare goU. should c€dt, that transportation charges fortransportation of wheat ftom designated depot to FPS are nol claimed under food subsidy as same is beingseparately claimed under Central Assistance for NFSA.

3. On the basis of covemment of India letters No. 176(2)/95-py.I Vol. II dated 25.11.99 andNo.I76(2)/95-Py.l Vol. III dated 2E.10.2003 moisrEe gain @l% for whear stored in covercd godowns and0.7% for wheat stored urder CAP shall also be adjustable ftom out of the incidentals payabte to the StateGovernmmt/agencies subject to the condition that no storage gain in wheat due to absorption of moisturewould be raken on th€ stocks which would be sroreaydispatched upto 30o June every year, and thereaffer, onelime slorage gain would be realized inespective of the period of storage.

4. The mte/ cost of RMS and other elemenrs as indicated in Annexue I & II are provisional in nature.The state covemment should send its claim for final incidentals alongwith accounts auditeal by the auditorsappoinled by the Comptroller and Audit Ceneral afid documentary proof and derailed justificarion for eachitem at the earliesl after the €nd of the season and in any case not later than 12 months fi","'h"*R>

2. The rates of HDPE/PP bags is issued vide Deparrmenfs letter No. l5-9/20l7-pyt[(E.339599) dt.06.03.2019.

3. In this regard, it is stated that transporlation charges allowed in t}e provisional cost sheet fordistribution stage are only for transporration of Wheat fiom storage point to designateal depols. Forransportation of Wheat Fom designated depols to FpS, transporiariofl charges \r,ill be regulat€d as pergazette notification dated 17.08.2015 regarding cenrral Assistance to statesruTs for meeting ihe expenditureon intra-State movement and handling of food grains and FpS dealers rnargin under Section 22(4Xd) of theNFSA Act, 2013. lt is also clarified tiat designated depors means depots to be specified fiom time to rime byGo\,1. of lndia for ihe purpose ol disrribution of foodgrains under NFSA. While submitting its claim lorsanction of advance/provisional/final subsidy srate gol,t. should ce ify rhat transportation charges fortransportation of wheat from designated depot to FpS are not claimed under food subsidy as same is b€ingseparately claimed under Cenlral Assistance for NFSA.

4. On the basis of Goverrunent of India letrers No. 176(2)/95-py.t Vot. ll dated 25. .99 andNo.l76(2)/95-Py.l Vol. III dated 28.10.2003 moisture gain @1% for wheal stored ir covered godowns and0.7'Z for whear srored under CAP shall also be adjustable iiom out ofthe incidentals payable to the StateGovenunent/agencies subject (o the condition thar no storage gain in wheat due to absorption of moisturewould be taken on the stocks which would be stored/dispatched upto 30d June every y€ar, and thereafter, onetime storage gain would be realized irrespective ofthe period ofstorage.

The rale/ cost ofRMS and other elements as indicaled in Amexure I & lI are provisional in nature.'lhe State Govemment should send its claim for final incidentals alongwith accounrs audited by the audirorsappointed by the Comptroller afld Audil ceneral and documenlary prcof and detailed justificatjon for eachilem at the earliest after the efld of the season and in any case not laler than 12 months from the end of$efinancial year in which th€ season has ended.
