1. INTRODUCTION

1.1. Preamble

2. This report represents the Final Environmental Monitoring Review (FEMR) for the

construction of four lane M4 Motorway, Faisalabad to Khanewal (M-4) 184.487 Km

Package III Shorkot – Shamkot (Khanewal) (65.287 Km).

3. The project has now been completed and this report represents the final submission

relating to environmental safeguards monitoring. The report provides EMR information

since the last Semi-annual EMR (SAEMR) July – December 2018, and additional

information relating to an overview of the performance of the project during the

construction phase in terms of environmental safeguard application.

1.2. Report Format

4. This FEMR is divided into two main sections. The first section provides information

relating to the final construction period, extending from the date of the last SAEMR which

was the December 2018, through to the formal end of the construction period which is

April 2019. This information is a continuation of the previously submitted SAEMR’s, a

total of 4 of which have been submitted since project construction commenced on 15th

December 2016.

5. The second section is intended to provide a summary of the whole project construction

and its compliance with ADB safeguards. This information will assist ADB and the PIU

in reporting the overall outcomes of the project SSEMP monitoring and further will allow

lessons learned to be documented and used by ADB and PIU’s in their process of

continuous improvement.

1.3. Overview of Project and Main Stakeholders

1.3.1. Project Description and Purpose

6. The environmental monitoring for the construction of Motorway M4 Package III Shorkot

to Shamkot 65.287 KM, commenced in the month of December 2016. The third package

of M4 project comprises of two sections; package/ section IIIA and package/ section IIIB.

The construction of section IIIA (Shorkot to Dinpur 31 Km) has been carried out by China

Gezhouba Group Co. Ltd, and the construction of section IIIB (Dinpur to Shamkot 34.287

KM) by Xinjiang Beixin Road & Bridge Group Co. Ltd., hereinafter called as “The

Contractor section IIIA” and “The Contractor section IIIB” respectively, under the

supervision of M/s Renardet S.A Consulting Engineers Geneva Switzerland hereinafter

called as “The Consultant” or “The Engineer”.

7. The construction of Faisalabad-Khanewal Motorway (M-4) is part of National Trade

Corridor (NTC) Projects. The proposed Motorway Project with other NTC Projects will

provide a reliable, safe and throughway for transportation of goods between Central Asia,

China to Karachi and Gawadar ports. This Project will uplift the trade activities and will

increase the economic growth rate of the country. This Motorway will also provide easy

access to residents of Faisalabad, Toba Tek Singh, Khanewal and Multan districts and

will facilitate easy transportation towards Islamabad, Rawalpindi and Lahore. The section

III of M4 starts from end of M4 Package II at Shorkot and ends at Shamkot (Khanewal)

with 65.287 KM length. The Package III is divided into two sections, section IIIA and

section IIIB. The section IIIA starts from end of Package II of M-4 at Shorkot (Km

119+200) and ends at Dinpur having a length of 31 Km and section IIIB starts at end of

section IIIA at Dinpur (Km 150+200) and ends at Shamkot having a length of 34.287 Km.

8. The Right of Way (RoW) of the proposed Motorway Project is 100-meter-wide, while 300

meters at the locations where interchanges will be constructed. Major construction work

generally remained confined within the RoW. Most of the land of the RoW of the

Proposed Project is agricultural. The design speed is 120 Km per hour and maximum

grade of 4%. Guard rail has been fixed on both sides of the carriageway. Average height

of embankment is to be 3m ~ 4m. The height of embankment generally increases to

nearly 6m ~ 7m near bridges and 5m ~ 6m near subways and other drainage structures.

The proposed Package III of M-4 falls under the administrative jurisdictions of District

Jhang and Khanewal.

2. Final Reporting Period

2.1. Project Activities During Current Reporting Period

For Package IIIA all of major works up to asphaltic layers are almost completed as a

successive activity after completing all the culverts, box structures and bridges including

expansion Joints. The ancillary Works are underway at a good pace in section IIIA while

the section IIIB work is lagging far behind the actual deadline. The construction works are

in progress and near completion.

2.2. Description of Any Changes to Project Design

10. No major changes have been made to the project’s original design.

2.3. Description of Any Changes to Agreed Construction Methods

11. No changes were made to the pre-defined construction methods.

2.4. Environmental Safeguard Activities

2.4.1. General Description of Environmental Safeguard Activities

12. The Contractors sections IIIA and IIIB had prepared Site Specific Environmental

Management Plans (SSEMPs) separately for their respective sections which were

reviewed and approved by NHA and ADB. The Contractor section IIIA prepared one

Environment Due Diligence Report (DRR) for construction of a site camp at KM 141+300,

and another DDR for installation of asphalt plant at KM 134+161. Moreover, Contractor

section IIIA prepared one Environmental Monitoring and Management Report for

installation of asphalt plant at KM 146+100. All these documents were reviewed and

approved by NHA and ADB in 2017 and 2018. In Package III total 30 Affected Person

Committees (APCs) for the Grievance Redress Committee were constituted. The

Grievance Redress Committee (GRC) for section IIIA had been constituted in the first

week of March, 2017 and for section IIIB in the second week of May 2017 respectively.

The GRC in each section comprises of representatives one each from the all APCs,

Concerned Contractor Environmental Engineer, the Consultant Environment Specialist

and headed by the concerned Project Director NHA for section IIIA and IIIB respectively.

The Contractor Section IIIA and IIIB have provided complaints registers in all camps. In

section IIIA total 61 grievance received and all were redressed successfully. While in

section IIIB, 30 grievances received and all of them have been redressed successfully.

13. The Contractor section IIIA has employed one Environmental Engineer and one health,

safety & environment engineer, while the Contractor section IIIB has employed one

Environmental Engineer since commencement of the project and all worked till

completion of the project. The Contractors environmental teams has been regularly

inspecting fire extinguishers, hand and power tools, machinery, PPEs, housekeeping,

and in addition delivered safety tool box talks at camps, plant and active construction

sites. From commencement of the project in December 2016 till April 2019, 512 tool box

talk sessions were delivered by the Contractor section IIIA environment team, and 214

sessions by environmental engineer Contractor section IIIB respectively.

14. The service road on left side of the carriageway was utilized till October 2018 only and

the construction vehicles use the main carriageway for the time being. However, service

road has been maintained to a certain extent in both sections. Safety signboards at the

construction’s sites, plants, workshops and traffic signboards on the service road and

main carriageway were installed. Earthwork material for embankments was borrowed

from approved borrow pits 500 meters away from the RoW as prescribed in the EMP. In

section IIIA, 64 borrows pits had been approved, utilized, and all of them have been

rehabilitated, while in section IIIB 60 borrows pits had been approved, utilized, levelled

and rehabilitated as well.

15. In all the camps and concrete and asphalt batching plants in both sections waste water

treatment and solid waste management is being done as per the SSEMP. In the camps

waste water is being collected in the septic tanks and disposed in the soakage pits. Solid

waste is being collected primarily in the waste drums provided at necessary locations,

and then collected to waste collection points for segregation; the reusable and recyclable

materials are collected and the remaining wastes are disposed in the municipal solid

waste dumping sites. Solid waste management in section IIIB Contractor main camp

however needs improvement. Fire extinguishers have been installed at the offices,

camps and plants which are inspected and refilled regularly. Personal Protective

Equipment (PPE) including high visibility vests, safety helmets are being provided to all

the staff and workers, working at camps and construction sites. Furthermore, they are

instructed regularly regarding their proper use and importance. The provision and use of

PPE by Contractor section IIIA has been satisfactory while that of Contractor section IIIB

remained unsatisfactory. Provision of safe drinking water is being maintained for the

workers and staff at site camps and construction sites. The quality analysis of drinking

water at section IIIA has been conducted in the month of April, 2018. The quality analysis

of drinking water at section IIIB main camps has been conducted in the month of October,

2018. The drinking water provided at all camps is fit for drinking. The ambient air quality

and stack gases analysis of the asphalt plants 1 and 2 in section IIIA have been

conducted in the month of April and July 2018. While in section IIIB the ambient air quality

and stack gases analysis of asphalt plant was conducted in the month of October 2018.

16. The overall occupational health and safety measures implemented by the Contractor

section IIIA remained reasonable, while unsatisfactory by Contractor section IIIB.

2.4.2. Site Audits

17. The Supervision Consultant Environment Specialist regularly visited the Contractors

camps, construction sites and borrow pits along with concerned Contractor environment

team. Moreover, visiting for environmental monitoring, safety audits, grievances redress

and joint safety tool box talks as well. The Contractors environment teams are checking

construction sites, camps, borrows pits, delivering safety tools box talks, and orientation

sessions to workers, staff and following up grievances redress, on daily basis. The

frequency of Consultant’s environment specialist monitoring visits varies from month to

month but ranges from 2 to 3 times per section every month. Furthermore, the frequency

of Contractor section IIIA and IIIB environment team from 20 to 25 times per month,

almost one visit daily in a month.

18. The ADB environment specialists Ms. Safia Shafiq and Ms. Shazia Shahid visited M-4

project Package II and III on November, 12, 2018; to inspect construction sites, camps

and compliance of environmental management plan. The significant observations/ non-

compliances during the visit had been communicated to the Contractors.

19. For instance, it was observed that some workers in the main camp and active

construction sites on the main carriageway were working without PPE both in section IIIA

and IIIB. The mission advised that PPE should be provided to all staff and workers.

Housekeeping in the main camps was found unsatisfactory especially in the workshops

areas in Contractor section IIIA, therefore proper housekeeping was advised. The team

advised that concrete flooring should be paved where oil spillage is taking place

particularly in the fence weaving workshop inside Contractor section IIIA camp 1.

20. The mission observed that adequate safety measures/ barricades were not in place at

active construction zones, workers and staff were exposed to hazards due to vehicles

commuting on the main carriageway. It was advised that proper safety measures need

to be implemented including barricades, signboards and deployment of flagmen, etc. The

mission advised that site restoration plans for the camps, pug- mills and batching plants

or wherever the Contractor had acquired land for temporary facilities, should be prepared

separately for both sections and submitted to ADB for approval. A heap of waste concrete

was found outside the main gate of Contractor section IIIB main camp, the ADB visiting

team advised that it should be disposed of as per the project SSEMP.

21. The common issues/ non-compliances being observed over the current year are non-

availability of PPE and safety signboards. Moreover, redress of grievances particularly

regarding levelling of borrow pits lands has been a major issue during the construction of

Package IIIB.

2.4.3. Issues Tracking (Based on Non-Conformance Notices)

3. Noncompliances have been there from the commencement of the project till the end in

both section IIIA and IIIB, and being communicated to the Contractors regularly both

verbally and in writing. However, non-conformance report had never been issued to any

Contractor. The major HSE issues in both sections has been nonavailability of PPE and

safety & traffic control signboards, poor housekeeping and oil spillage in the camps, and

delayed redress of grievances.

3.2.1. Trends

22. Implementation of the environmental safeguards as per the SSEMP in both sections IIIA

and IIIB varied throughout the project, from commencement till completion. However, in

general, implementation of the SSEMP by Contractor section IIIA has been better than

that of Contractor section IIIB. The major non-compliance that consistently prevailed has

been dust control on the service road in both sections and solid waste management and

grievances redress in section IIIB in particular. Following are the major issues/ non-

compliances observed and reported during the entire construction period of sections IIIA

and IIIB, and their compliance status. These major issues/ non-compliances have been

communicated to the concerned Contractors throughout the project construction period.

23. Section IIIA: the compliance of SSEMP by Contractor Section IIIA has been reasonable

to certain extent. Use and provision of PPEs, safety and traffic control signboards

installation, housekeeping etc., and provision of welfare facilities in the camps has been

satisfactory.

24. Section IIIB: the compliance of SSEMP by Contractor section IIIB has been

unsatisfactory. The provision and use of PPEs, housekeeping, dust suppression, welfare

facilities and grievance redress has not been up to the requirements.

3.2.2. Unanticipated Environmental Impacts or Risks

25. Two schools i.e. Government Elementary School Shahadat Kandla and Government

Primary School Tirholi came in the ROW for motorway and their relocation outside the

project area was necessary. To minimise the impacts of construction activities on the

schooling and to relocate the two schools outside the project ROW, two separate due

diligence reports (DDR) were prepared. Those DDRs were reviewed and approved by

the proponent and ADB and were implemented at site. By April 2019, both school

relocation and construction has been completed and schooling continued without any

disruption due to project activities.

3.2.3. Results of Environmental Monitoring

3.2.3.1. Overview of Monitoring Conducted during Current Period

26. The qualitative environmental monitoring is being carried out during construction

activities and verifies that they are undertaken in compliance with the requirements set

forth in EIA/EMP and Site-Specific Environmental Management Plans (SSEMPs). In

section III the service road is no longer utilized since July 2018, therefore the PM10 has

not been monitored in section IIIA. In section IIIB the service road is no longer in use

since December 2018 by the project vehicles and machinery instead the main

carriageway is being used. PM10 analysis has not been conducted by the Contractor

section IIIB without any reason. Moreover, the service road on the left side is levelled and

maintained from time to time for public use. Moreover, noise monitoring is being

conducted regularly by both contractors. The ambient air quality monitoring and stack

gas analysis for asphalt plants has been conducted in the month of July and October

2018 in section IIIA and IIIB respectively.

3.2.3.2. Summary of Monitoring Outcomes

27. Environmental monitoring has been conducted in both sections regularly, and results

show that construction activities has been conducted in compliance with the relevant

SSEMPs.

3.2.4. Material Resources Utilisation

28. Following has been the average number of persons on section IIIA & IIIB.

29. Water Utilization: This utilization is based on (minimum 30 liters and max 50 liters)

assuming an average 40 liters per capita per day X 25 days per month.

3.2.5. Waste Management

32. Solid waste is being managed in both Package IIIA and IIIB as per the respective

SSEMPs, to some extent. The wastewater is being managed as per the SSEMP, i.e.

waste water is collected in septic tanks and then disposed in the soakage pit. Currently

no waste water is disposed into irrigation water channels and/ or agriculture fields. All the

solid waste (garbage and trash) generated in the camps is being collected in waste drums

and shifted to a primary waste collection point inside the camp. After collection it is

segregated, and the reusable and recyclable wastes are separated. The remaining waste

is disposed of properly at the nearest designated municipal solid waste dumping sites.

Following is the estimated data of solid waste generation in both sections. However, the

data and amount of construction waste i.e. steel, waste concrete, wooden shuttering

waste, used vehicles filters, mobile oil, cement bags etc., is not being maintained by

Contractors, and hence cannot be estimated. The solid waste generation assumed based

on generation average of 0.7 Kg per person per day and 25 days per month (average).

3.2.6. Health and Safety

3.2.6.1. Workers Health and Safety

35. The construction activities have certain impacts on the occupational and public health. At

the work sites hazards are eliminated/ minimized through engineering controls and

administrative controls. If the controls do not eliminate the hazards appropriate PPE is

being provided to the workers. Workers are being trained and equipped with the

appropriate Personnel Protective Equipment (PPE). The Contractor’s Environmental

Staff are regularly visiting the construction sites and plants, inspecting workplaces, hand

and power tools, working platforms and delivers safety tool box talks. The Contractor

section IIIA is comparatively better than the Contractor section IIIB in implementation of

safety measures and provision of PPE. It is ensured that the workers wear the required

PPE according to their nature of work. They are being motivated to wear safety helmets,

safety shoes, hand gloves, dust mask and other necessary protective equipment while

working at site, plant and workshops. The provision and use of PPE by workers, staff of

Contractor section IIIB is poor while, that of Contractor IIIA is satisfactory. A first aid facility

with paramedic has been providing first aid to workers and staff in both sections. First aid

was provided to a number of workers and staff in the first aid facilities in both sections.

3.2.6.2. Community Health and Safety

36. For the health and safety of surrounding communities certain measures are implemented.

For instance; safety and traffic control signboards are installed on the service road and

road crossing where necessary, in addition to flagmen deployment. Moreover, water

sprinkling is maintained on service road to suppress dust. Several safety, caution and

informatory signboards have been installed near community houses at the edge of

service road. Unauthorized trespassing particularly of children is strictly monitored. In the

beginning of the project sessions regarding health and safety awareness had been

delivered in the surrounding communities of the motorway. Furthermore, community’s

grievances are also being registered and redressed positively.

3.2.7. Training

37. Workers are being trained in order to impart awareness to them about the actual and

potential hazards in their workplace and prepare them for safe work practices. In this

regard tool box talk sessions have been delivered on regular basis. The list and details

of tool box talk sessions delivered by Contractor’s environment team in both sections is

attached as Annexure III. The common topics covered in the tool box talks are about use

and importance of PPE, working at height safety, housekeeping, hand and power tools

safety, electrical safety etc. the duration of tool box talks is usually 10 to 15 minutes.

1. Summary of safeguarding during construction

3.1. Changes in Design, Construction and Management

3.1.1. Design

38. No major changes have been made to the project’s original design

3.1.2. Construction Processes

39. No significant change was made to the original and approved construction methods and

processes, except for two extensions of times. The completion date for section IIIA has

been extended from August 2018 to January 2019, while for section IIIB it has been

extended to April 2019.

3.1.3. Project Organisation

40. No major changes in the Contractor’s or Supervision Consultant’s key staff was made.

However, General Manager of the Implementing Agency/ proponent (National Highway

Authority was changed during the course of the project construction. Initially Mr. Sajjad

Ahmad Goraya served as General Manager NHA M-4 project from January 2016 till April

2017. Then Mr. Sham Sundar took over as GM and served till November the same year,

succeeded by Mr. Mukesh Kumar who served till October 2018, succeeded by Mr. Shoaib

Ahmad Khattak who is serving to date. The Engineer’s representative Dr. Majed Assad

has been serving as Chief Resident Engineer/ Team Leader, since commencement of

the project to date.

3.2. Summary of Safeguard Compliance During Project Construction

41. The Contractor section IIIA has employed one Environmental Engineer and one health,

safety & environment engineer, while the Contractor section IIIB has employed one

Environmental Engineer since commencement of the project and all worked till

completion of the project. The Contractors environmental teams has been regularly

inspecting fire extinguishers, hand and power tools, machinery, PPEs, housekeeping,

and in addition delivered safety tool box talks at camps, plant and active construction

sites. From commencement of the project in December 2016 till completion of the project

512 tool box talk sessions were delivered by the Contractor section IIIA environment

team, and 214 sessions by environmental engineer Contractor section IIIB.

42. The service road on left side of the carriageway was utilized till October 2018, and the

construction vehicles used the main carriageway for the time being. However, the service

road has been maintained to a certain extent in both sections. Safety signboards at the

construction’s sites, plants, workshops and traffic signboards on the service road and

main carriageway were installed. Earthwork material for embankments was borrowed

from approved borrow pits 500 meters away from the RoW. In section IIIA, 64 borrows

pits had been approved, utilized, and all of them have been rehabilitated, while in section

IIIB 60 borrows pits had been approved, utilized, levelled and rehabilitated as well.

43. In all the camps and concrete and asphalt batching plants in both sections waste water

treatment and solid waste management is being done as per the SSEMP. In the camps

waste water is being collected in the septic tanks and disposed in the soakage pits. Solid

waste is being collected primarily in the waste drums provided at necessary locations,

and then collected to waste collection points for segregation; the reusable and recyclable

materials are collected and the remaining wastes are disposed in the municipal solid

waste dumping sites. Solid waste management in section IIIB Contractor main camp

however needs improvement. Fire extinguishers have been installed at the offices,

camps and plants which are inspected and refilled regularly. Personal Protective

Equipment (PPE) including high visibility vests, safety helmets are being provided to all

the staff and workers, working at camps and construction sites, furthermore they are

instructed regularly regarding their proper use and importance. The provision and use of

PPE by Contractor section IIIA have been satisfactory while of Contractor section IIIB

remained unsatisfactory. Provision of safe drinking water is being maintained for the

workers and staff at site camps and construction sites. The quality analysis of drinking

water at section IIIA has been conducted in the month of April, 2018., while the quality

analysis of drinking water at section IIIB main camps has been conducted in the month

of October, 2018. The drinking water provided at all camps is fit for drinking. The ambient

air quality and stack gases analysis of the asphalt plants 1 and 2 in section IIIA have

been conducted in the month of April and July 2018, respectively. In section IIIB the

ambient air quality and stack gases analysis of asphalt plant has been conducted in the

month of October 2018.

44. The overall occupational health and safety measures implemented by the Contractor

section IIIA remained reasonable, while those of Contractor section IIIB were

unsatisfactory.

3.2.1. Summary of performance of Grievance Redress Mechanism

45. In section III a total 30 Affected Person Committees (APCs) for the Grievance Redress

Committee were constituted. The Grievance Redress Committee (GRC) for section IIIA

had been constituted in the first week of March, 2017 and for section IIIB in the second

week of May 2017 respectively. The GRC in each section comprises of one

representative each from the all APCs, Concerned Contractor Environmental Engineer,

the Consultant Environment Specialist and is headed by the concerned Project Director

NHA for section IIIA and IIIB respectively. The Contractor section IIIA and IIIB have

provided complaints registers in all camps. In section IIIA a total 61 grievance were

received and all were redressed successfully, while in section IIIB, 30 grievances were

received and all of them have been redressed successfully.

3.3. Summary of Monitoring Results for Construction Phase

3.3.1. Monitoring/Measurements

46. The qualitative environmental monitoring is being carried out during construction

activities and verifies that they are undertaken in compliance with the requirements set

forth in EIA/EMP and Site-Specific Environmental Management Plans (SSEMP). In

package III the service road is no longer utilized since July 2018, therefore the PM10 has

not been conducted since the in section IIIA. While, in section IIIB service road is no

longer in use since December 2018, by the project vehicles and machinery and instead

is using the main carriageway. PM10 analysis has not been conducted by the Contractor

section IIIB without any reason. Moreover, the service road on the left side is levelled and

maintained from time to time for public use. Moreover, the noise monitoring is being

conducted regularly both contractors. The ambient air quality monitoring and stack gas

analysis for asphalt plants has been conducted in the month of July and October in

section IIIA and IIIB respectively.

3.3.1.1. Noise and Vibrations:

47. Noise monitoring is being done on a monthly basis at various locations in both sections.

Noise level results shows that most of the activities are being done in its permissible

limits. The result of noise monitoring is attached as Annexure II.

3.3.1.2. Drinking Water Quality Analysis:

48. At section IIIA camp 1, drinking water is provided from government supply line and its

quality analysis was conducted in April 2018, while at the camp 2 and site camp drinking

water is taken from ground source. The quality analysis for both camp 2 and site camp

was conducted in the first half of year 2017, and the results show that ground water taken

for drinking in the aforementioned camps was fit for drinking purpose. The drinking water

quality analysis for section IIIB main camp has been conducted in the month of October,

2018, and the results reveals that it is fit for drinking purpose. The result of drinking water

quality analysis is attached as Annexure II.

3.3.1.3. Waste Water Analysis:

49. Waste water from washrooms and kitchens are collected and treated through septic tanks

and soakage pits at all camps in both sections. Currently no waste water is discharged

into agriculture fields or irrigation water channels from any camp.

3.3.1.4. Air Quality:

50. The ambient air quality monitoring and stack gas analysis for section IIIA asphalt plant 1

and asphalt plant 2 have been conducted in the month of May 2018 and July 2018

respectively. While for section IIIB asphalt plant it has been conducted in the month of

October 2018. The results of ambient air quality monitoring and stack gas analysis

monitoring are attached as Annexure II.

3.3.1.5. Particulate Matter (PM10)

51. The particulate matter monitoring has not been conducted from July, 2018, in both

sections except for the asphalt plants. The monitoring result is attached as Annexure II.

3.3.2. Resource Utilisation

52. About 40102000 (40.1 million) liters of water was utilized in Package III of M-4 by project

personnel. The water utilized for construction purposes has not been recorded. The

cumulative water Utilization (in liters) for the project duration (December 2016 to April

2019) is maintained. Following is the graphical representation of the same. This data is

assumed based on an average 40 liters per day per person and 25 days a month.

3.4. SSEMP Review

3.4.1. Changes in SEMP

55. No changes were made to the original and approved Site-Specific Environmental

Management Plans of section IIIA and IIIB. However, two Environmental Due Diligence

Reports were prepared for installation of asphalt plants in section IIIA, and one

Environmental Due Diligence Report was prepared for installation of asphalt plant in

section IIIB. These Environmental Due Diligence Reports were reviewed and approved

by NHA and ADB and have been implemented by both Contractors. Similarly, two due

diligence reports were prepared, for the two schools in section IIIA, to manage and

monitor the environmental, and health & safety impacts in a sustainable way and relocate

the schools without hindering schooling.

3.4.2. SEMP Effectiveness

56. The overall performance and implementation of SSEMP by Contractor Section IIIB is

unsatisfactory. Provision and use of PPE was poor, solid and liquid waste management

in the camps is unsatisfactory, working platforms were found unsafe and safety measures

at active construction sites and camps were not up to the requirements. The partial

implementation of SSEMP and poor work zone safety is due to Contractor’s low

understanding level of the importance of safety requirements. However, the

implementation of SEMP and the health & safety measures implemented by the

Contractor Section IIIA is satisfactory. PPE is provided to all workers/ staff and is being

used. The health & safety measures implemented at the active construction sites and in

the camps are satisfactory.

57. The mitigation measures outlined in the EIA and SSEMP were sufficient however their

implementation remained weak.

3.4.3. Recommendations

58. Health, safety and environment is a vital part of the construction projects, where prior to

every construction activity proper procedure i.e. work permits, risk assessments, method

statements etc., are set and implemented. However, the Contractors are not yet familiar

with these concepts. These aspects should be included as an integral part of the bidding

contract. Moreover, there is lack of penalty procedures in the contract in case of major

non-compliance by Contractors. Therefore, Contractors are least interested in the

environmental and health & safety compliance. In light of the above it is recommended

that:

A substantive penalty should be incorporated in the project contracts in the future and

must be applied in case of non-compliance, depending upon the nature and severity

of the non-compliance/ non-conformance.

A specific amount for environmental and health & safety compliance should be

allocated in the BOQ.

The amount allocated for environmental and health & safety compliance should be

paid to the Contractor, if complied otherwise deducted.

3.4.4. Unanticipated Impacts

59. Two schools i.e. Government Elementary School Shahadat Kandla and Government

Primary School Tirholi came in the ROW for motorway and their relocation outside the

project area was necessary. To minimise the impacts of construction activities on the

schooling and to relocate the two schools outside the project ROW, two separate due

diligence reports (DDR) were prepared. Those DDRs were reviewed and approved by

the proponent and ADB and were implemented at site. By April 2019, both of Schools

relocation and construction has been completed and schooling continued without any

major disruption.

4. Lessons Learned

4.1. Good Practice

60. The provision and use of PPE, safe working platforms by Contractor section IIIA from

start of the project till to date remained adequate. A first aid qualified paramedic staff at

both camp 1 and camp 2 have been operational while an ambulance vehicle has been in

place in section IIIA camp 1. The health and safety measures implemented by Contractor

section IIIA resulted in a safe working environment, negligible incidents and injuries.

Environment team of both Contractors section IIIA & IIIB arranged safety tool box talk

and orientation sessions regularly. Solid and liquid waste management has been carried

out as per the SSEMP, which subsequently resulted in minimal harm to the environment.

4.2. Opportunities for Improvement

61. The Contractor’s environmental engineers were not qualified and experienced enough

for the job they were appointed for. Contractors should consult and hire environmental

engineers with consent of the Consultant. Contractors should submit written method

statements prior to every major construction activity to the supervision consultant and

implement them accordingly.

Noise Level Monitoring

The record of noise monitoring data from Commencement of the project in December 2016 till

end of the project in April 2019 is given below. In addition to conducting noise level monitoring at

construction sites, regular noise level monitoring has been conducted at the two schools to check

whether construction activities have any noise impact on the schooling inside the two schools i.e.

Government Elementary School Shahadat Kandla and government Primary School Tirholi. The

results meet the needs of Pak NEQs (Scanned copies of the test results are attached as Annexure

IV).
