Foreword

I am very glad to know that the Publication Division of Directorate of Economics &

Statistics (DES) has brought out District Statistical Hand Book-2018. This book contains key

statistical data on various socio-economic aspects of the District and will help as a reference

book for the Policy Planners, Administrators, Researchers and Academicians. The present issue

has been enriched with inclusions like various health programmes, activities of the SHGs,

programmes under ICDS and employment generated under MGNREGS in different blocks of

the District.

I would like to express my thanks to Sri P. M. Dwibedy, Joint Director, DE&S,

Bhubaneswar for his valuable inputs and express my thanks to the officers and staff of

Preface

The District Statistical Hand Book, Balasore’ 2018 is a step forward for evidence based

planning with compilation of sub-district level information. It furnishes block-wise statistics on

Area & Population, Agriculture, Co-operation, Forest, Fisheries, Live Stock & Animal

Husbandry, Industry & Mining, Power, Transport & Communication, Education, Health and

Family Welfare, Banking, Revenue, Police, Crime and Judiciary, Labour & Employment, Public

Distribution, Local Bodies, Election, Women & Child Welfare Programme, Poverty Alleviation

Programme, Disaster Statistics etc. Besides, the publication provides district wise information

on selected indicators which helps to access the relative position of the district in the State.

This publication will be a handy guide to the line Departments at the district and State

level for sectoral and decentralized planning. This will also carter to the district and block level

data requirement for Non-Government Organizations working in the field.

I acknowledge with thanks the valuable help and co-operation of various Government

offices of Balasore District as well as at the State level, which have made available the required

SOCIO ECONOMIC PROFILE: balasore

1. Location: Balasore district is one of the coastal districts of Odish.a. It lies between

86o20’ to 87o 29’ East longitude and between 21o03’ to 21o59’ North latitude. It is

bounded by the Mayurbhanj district in north, Bhadrak district in south, Bay of

Bengal in the east and Keonjhar district in the west.

2. Area and Population: The district has an area of 3806 sq.kms and 23.21 lakhs of

population as per 2011 census. The district accounts for 2.44 percent of the state

territory and shares 5.53 percent of the state population. The density of population

of the district is 610 per sq. kms as against 270 person per sq.km of the state. It

has 2932 villages (including 297 un-inhabited villages) covering 12 blocks 12

Tahasils and 2 Subdivisions. As per 2011 census the schedule caste population is

478586 (20.60%) and schedule tribe population 275678 (11.09%). The literacy

percentage of the district covers 79.8 against 72.9 of the state.

3. Climate: The climate condition of the district is generally hot with high humidity

during April and May and cold during December and January. The monsoon

generally breaks during the month of June. Annual rainfall of the district was 1838.6

m.m in 2018 which is higher than the normal rainfall (1592.0 m.m).

4. Agriculture: During the year 2017-18, the net area sown was 186 thousand

hectares against 3863 thousand hectares of the state. The production of paddy

was 7478421 quintals, 10722 quintals mung, 5584 quintals biri, 177 quintals till and

6458 quintals groundnuts,1558 quintals mustard,17962 quintals potato and 980

quintals jute. During 2017-18, the total fertilizers used in Balasore district is about

39956 MT with a breakage of 20829 MT nitrogenous, 11777 MT phosphatic and

7350 MT pottasic and the consumption of fertilizer per hectare is 139.65 Kg.

5. Irrigation: During the year 2017-18, it is reported by Deputy Director, Agriculture,

Balasore that the irrigation potential created during Kharif and Rabi are 112083

hectares and 91013 hectares respectively from different sources.

6. Co-operation: The district has 143 agricultural Co-operative societies with a

membership of 411155. The loan advances is to the tune of Rs. 75197.47 lakh and

loan outstanding stood at Rs. 87944.99 lakhs as of 2017-18. The agricultural credit

Co-operative societies are more or less evenly distributed across 12 Blocks of the

district. Besides there are 70 non-agricultural credit co-operative societies and 2

Marketing Co-operative Societies in the district.

7. Forest: District of Balasore has abundant of Forest area that contributed 8.73% of

the total geographical area of the district.

8. Veterinary Services: During 2017-18, Milk production is 157.29 thousand MT,

production of eggs is 1042.86 lakhs nos. and production of meat is 9.96 thousand

MT in this district. During 2017-18, 21 nos. of Hospitals and Dispensaries, 124 nos.

of Livestock Aid centers, 132 Artificial Insemination Centers and 32 nos. of VAS

and Additional VAS were functioning in the district.

9. Industry and Mining: During the year 2017-18, 2551 nos. of small scale industries

have been established with total capital investment of about Rs. 6182.84 lakhs with

7048 nos. of Employment generated in Balasore district. Besides various kinds of

handicraft works like Handloom have been developed by the skilled workers and

artisans of the district.

10. Power: During the year 2017-18, villages so far electrified as on 31.03.2018 is

2633 which constitutes 99.9 % to the total villages of the district.

11. Transport & Communication: During 2017-18, 122.41 Kms. of National

Highways, 161.24 Kms. of state highways, 122.91 Kms. Major district roads,

454.47 Kms of other district roads, 116.30 kms of forest roads, 2818.72 kms of

Inter-village roads, 4863.52 kms of Intra-village road and 2131.95 Kms of village

roads are operating in the district.

12. Education: There were 1629 nos. of primary schools, 1462 nos. of Up-primary

schools, 607 nos. of secondary schools and 167 nos. of general colleges in the

district during 2017-18. Besides, there are 8 nos. of polytechnic school and 8 nos

of engineering colleges in the district during year 2017-18 to impart technical

education. The pupil- teacher ratio in the primary, upper primary, Secondary

School stood at 24, 22 and 23 respectively.

13. Health: The medical facilities are provided by different agencies like Govt., Private

individuals and voluntary organizations in the district. There were 2 nos of DHH,21

nos. CHC, 97 nos. PHC of the Allopathic medical institutions including 243 nos. of

Sub Centre in the district during the year 2017-18. There were 32 nos. of

Homoeopathic dispensaries and 25 nos. of Ayurvedic dispensaries in the district

during the year 2017-18.

14. Banking: As on December, 2018, there were 239 nos. of all Banks having

10959.55 crore rupees deposit and 5679.47 crore rupees credit in the district. The

district has banking branches network of 239 out of which 41(17.15%) in urban

area 47 (19.67%) in semi-urban area and 151 (63.18%) in rural areas. The total

number of ATMs in the district stood at 297.

15. Collection of Land Revenue: The total collection of land revenue in the district

for 2017-18 was Rs. 2654.91 lakh. The total collection of Tax in the district during

2017-18 was Rs. 8865.2 Lakh.

16. Poverty Alleviation Programme: In the district total no. of Job card issued was

3.42 Lakh and total no. of person days generated was 21.12 lakh during the year

2017-18.

17. Disaster Scenario: In terms of Disaster activity the district is graded as very high

risk zone for wind & cyclone, Liable for get flooded, Moderate risk zone for drought,

moderate damage zone and less damage zone for earthquake & high risk zone for

accident.
