MESSAGE

GREETINGS!!!

The 7.2 magnitude earthquake that struck our province last October 15, 2014

has brought significant changes in our Bol-anon lives. The start of the year 2014, has

posed a great challenge to our DILG Field Operations. Bringing back what was lost

and destroyed maybe impossible but springing back to resiliency is doable.

MLGOO’S have to embrace the difficulties and shun incoveniences to face the

challenge of rising from the ruins.

Despite the enormity of task and seriousness of odds, D’ ONE Cluster LGOOs

remain steadfast in pursuing the responsibilities bestowed upon us. We may have

experienced stumbling blocks, yet, giving up is not in our vocabulary. I can say that

the work virtues instilled deep in us by our mentors during the formative months of our

LGOO II Center Training, has equipped us with special skills of scaling thru adversities.

This is the true essence of D’One... our dynamic, one, nurturing and empowering

field officers.

As we are about to unfold the events of the year, 2014, may we continue to

be an inspiration to the people that we serve. With the same selfless service and

dedication, we pray that our communities continually benefit from the labor that we

do. My dear clustermates, it is with great honor and pride, that we share what we

have done in the cluster, thru this Annual Report. May you be guided always with

Dear Director Villacorta,

Our warmest greetings from the peace-loving local government managers in

the province of Bohol !!!

For years, DILG D’ONE Cluster of Bohol Province composed of twenty-four

(24) dedicated Local Government Operations Officers have been with us in our

struggle for effective and meaningful local governance. The DILG’s presence and

untiring partnership was more proven with the aftermath of the 7.2 magnitude

earthquake that struck our beloved province a year ago.

Great tasks were done this year, not only to rebuild the physical structure of

our dear province of Bohol but also on building more capable local leaders in the

grassroots level. We affirm the cogent efforts manifested by Field Officers.

First and foremost is the conduct of the Barangay Newly-Elected Officials

(BNEO) Program where the guidance of the DILG Field Officers were at the limelight.

Barangays were able to map-out their need-basedbarangay development plans

(BDP) and Capacity Development Agenda (CapDev). We have the Seal of Good

Local Governance (SGLG) Assessment and the submission of documents for our

Local Poverty Reduction Action Plans (LPRAP). We also can not afford to disregard

the contributions manifested during the legworking of the Bohol Earthquake

Assistance (BEA), which undeniably can not be realized without the assistance of our

C/MLGOOs.

We humbly believe that the services of your DILG Field Officers in D’ONE

Cluster, which are being defined in the form of accomplishments in this Annual

Report need be given due recognition. We therefore endorse for the perusal of the

Regional Management as we look forward to a more meaningful engagements for a

transparent, accountable and responsive local governance.

EXECUTIVE SUMMARY

Year 2014 is a year of challenge to D “ONE” Cluster. Field operatives were

compelled to operate at odds considering the aftermath of the 7.2 magnitude

earthquake that severely devastated its component LGU’S. For the record, seven

(7) municipalities and the city has vacated their government offices and were

forced to conduct their official functions in uncomfortable sprawling and open

spaces. The internet services were also difficult to access, just as, it is difficult to

travel to places where these amenities are functional because of the collapsed

bridges and the badly deformed concrete highways.

Rising thru the occasion, the DILG Field Officers of D “ONE” Cluster has shown

that no adversity can keep this band of people out from the sphere of good

performance. It is with pride, that we share with everyone this humble story how the

MLGOO’S of D “ONE” Cluster had contributed to the recovery efforts while keeping

in tow the regular program mandates of the Department of the Interior and Local

Government (DILG). This condensed Annual Report includes: preliminaries, tidbits of

LGU information - its current state after the quake, highlights of accomplishments in

the four (4 ) outcome areas, coordinative linkages, cluster innovations and annexes.

In the first outcome area there were several noteworthy achievements for the

year. The first is the enactment of the long-desired Panglao Investment Incentive

Code which is now valid and operational and the provision of foundational works for

the LGSP-LED initiatives, namely: the Workforce Development Program for

mainstreaming the unemployed sector into the tourism and business employment

needs, the Bohol Skills Registry System ( BSRS ) - a data base for tourism/business

establishments in scout for skilled labor force and the Skills Training for Accelerated

Growth in Local Government ( STAG-LG ).

The MGOO’S also played a crucial role in the Streamlining of the Business

Permit and Licensing Systems of the twenty four ( 24 ) LGU’S in the cluster. As a

result, for the province of Bohol, three (3) LGU’S were seen in the rankings of top

performing LGU’S by the National Competitiveness Council, these were: Tagbilaran

City ranked 28th , Talibon ranked 24th and Tubigon ranked 26th. The assessment was

based on the three pillars, namely: economic dynamism, government efficiency

and infrastructures. Remarkably, Tagbilaran City was ranked 6th nationwide and 1st in

Region VII on government efficiency.

Being placed as head of the procuring entity in the Provincial Road

Maintenance Fund PRMF, the DILG has been involved in the implementation of the

Bohol Emergency Road Repair and Rehabilitation Projects. MLGOO’S in the cluster

are involved in the management of the nine (9) of the twelve (12) contracts

covering a total road length of roughly eighty eight (88) kilometers. Activity ranges

on-site validation of work accomplished, attendance in the conduct of community

consultative assemblies, gathering of data for the environmental assessment, work-

site safety inspection and others.

For the second outcome, there were a lot of routinary advocacies being run

and pushed by the Field Officers, such as those covered in the seal of disaster

preparedness parameters. However, the biggest work to hurdle is the accessing and

implementation of the Bohol Earthquake Assistance Fund. Of the P2.3 billion BEA

Fund for the entire province, PhP 1,648 billion is allocated for the cluster requiring the

preparation of six hundred ninety nine (699) programs of works and detailed

engineering designs. While pushing for the engineering requirements, the MLGOO’S

are also preparing for the project monitoring and documentation of the same

number of sub-projects mentioned.

Another facet of work is the creation of items for the Municipal Disaster Risk

Reduction Officer ( MDRRMO ) and support staff, articulated in R.A. 10121. For the

record, in the entire province of Bohol, only the little town of Corella has created

and filled up the SG –18 position of MDRRMO and support staff ( SG- 18 ) as a result

of the MLGOO’S persistence and marketing. Other LGU’S of the Cluster are also

doing their best to follow. Meantime, the rest of the LGU’S have their designated

MDDRRMO manning their respective DRRM Programs.

It is surprising to note that up to this day the provision of potable water supply

is still a big question among LGU’S. For the cluster, thirteen (13) municipalities

proposed in their 2014 GPB for SALIN–Tubig funding. Due to voluminous

requirements, only four (4) has been downloaded with the fund with the municipality

of Panglao as the first to complete its requirements for its three (3) project

components. To date, another five (5) LGU’S have completed their documents and

are awaiting for the release of their fund. The first to be released are now gearing for

the project implementation.

On the fourth outcome, matters on the PNoys “Tuwid na Daan” is being

aspired for. It is for this reason, that an amount of P1 million performance challenge

fund is being tagged as incentive to winners of these prescribed perimeters. Of the

twenty six (26) Bohol LGU recipients for the 2012 Performance Challenge Fund (PCF)

, seventeen (17) were accounted in D “ONE” Cluster. Various projects prioritized by

the Local Government Units utilizing the PhP 1 million stimulus fund are now on its

way to implementation.

Pursuit of Codification is strongly campaigned in the area. For the year, the

municipality of Clarin is in the process of working its: Code of General Ordinances,

Local Revenue Code, Local Investment Incentive Code, Environmental Code and

Health and Sanitation Code. The various Codes are now in in different stages of the

formuation. The Sangguniang Bayan of San Isidro is also working their Code of

General Ordinances, Local Revenue Code, Local Investment Incentive Code,

Environmental Code and Health and Sanitation Code similar to that of Clarin.

At the Barangay level, several interventions are being done by the MLGOO’S.

These were the conduct of the BNEO Seminars on all the five hundred fifty eight (558)

barangays in the Cluster, the administration of the Barangay Governance

Performance Management Systems (BGPMS) and in the coming up the State of

Barangay Governance Report (SBGR’s) which were then presented to the new

officials for their guidance and information. As an output of the BNEO Seminar all the

barangays are made to craft their BAGAD’S , BDP’S and CAPDEV’S to chart their

devlopemnt for the term.

During the recently concluded Synchronized Barangay Assembly, the

rekindling of the tri-partite UGNAYAN NG BARANGAY AT SIMBAHAN (UBAS) was done.

It was embedded in the message of the Secretary of the Interior and Local

Government which was read during the assemblies. the church and the people

are made aware of their responsibility of knowing how the barangay is ran

particulary in the use of their finances posted in the Barangay Transparency Boards.

For the Search of the Ten Outstanding Barangay Officials of the Year (TOBOY),

the Cluster won the main event, The Barangay Captain Category. Winning in the

Provincial Award was the Barangay Captain of Patrocinio, Cortes, Bohol, Honorable

Frederick Namoc. Ably assisting in the documentation was MLGOO Jose Jekeri

Taningco.

There were helpful innovations seen for the year which were very relevant in

improving the Cluster’s Performance. The Strategic Planning, the Diagnostic Meeting,

Benchmarking and others… There are still more to come as we brace this task in

shepherding the LGUs towards higher degree of performance.

Local field operations for DILG Field Officers is very requiring. Given the upper

management’s mandates, each field officer has to be extra mobile and visible in all

areas of action where they are expected. Cognizant to these demands, Local

Government Officials went beyond the giving of moral support by providing

manpower, communication allowances, travelling allowances, supplies and other

forms of logistical supports.

The acronym D’ ONE stands for Dynamic -One, Nurturing and Effective Cluster.

Guided its descriptive values, the Cluster has manifested these traits in its workings in

their respective LGUs. Thus, it defines its team.

TACT Strategic Planning Program Review

On February 6, 2014, the MLGOO’S off the Cluster held a one-day

Planning Conference at the Sayas Restaurant Tagbilaran City. The day was

devoted to peek at the past years performance as well as its finances. The

second part was on the setting of the Cluster’s strategic direction and

operational standard to follow. The day’s activity was a success as the

Cluster has mapped its year’s direction. Clarity of direction is a vital ingredient

towards the generation of team synergy in achieving organizational

objectives.

TACT Annual Assessment

Last October 8, 2014, the D “ONE” Cluster held its Annual Assessment

at Berraca Resort at Sto. Niňo, Talibon, Bohol. PD Wella Lucino and staffs

were also at said meeting . She emphasized the problem on the compliance

on the full disclosure policy and its import specially when LGU’S are

contending to apply for loans. The higher management is expecting 100

percent posting and nothing less. Henceforth, concerned MLGOO’S are

directed to catch up.

TACT Annual Report Committee was formed to put into official

documentation the achievements and milestones made during the year.

TACT Diagnostic Meeting

Towards the end of the first quarter, it was observed that the submission

of reports and requirements has been lower than usual. To correct the issue,

the TACT was convened for a diagnostic meeting to find out the individual

members’ concerns. Main issues identified were the displacement of offices,

the absence of internet services, and the multiplicity of problems as to coping

with the damages of the earthquake. Struggling members were mentored by

the veterans on how to deal with their problems, providing them with remedial

measures in coping with the existing situation.

TACT SEAL

The seal displays four hands held and locked

onto each other symbolizing strengthened unity

and with colors of LGRC logo for their knowledge to

be shared. The center is map the cluster LGUs from

among Bohol province municipalities. The 24 stars

are the number of LGUs that comprises the D’ONE

cluster. The star encourages the member to batted

“ beyond OPB” performance delivery.

TACT GO with the TREND

Facebook page and the electronic mails seem to be handy in the

dissemination of issuances, monitoring of compliance of reports and

accomplishment of the Cluster members.

Some of the programs and activities of the Cluster were posted on the

Cluster facebook for probable replication of the cluster LGUs and same were

shared on the some of the meetings.

“ BUDDY- BUDDY “ System

With the adverse effect of 7.2 earthquake of Bohol which have mostly

affected D`One cluster LGUs , the cluster opted to adopt the “strong-stronger

link buddy-buddy system” to improve further the cluster members`

performance in terms of the quality and timeliness of reports submission and to

ensure a 100% attendance in every activity.

TACT Empowered thru Benchmarking Tour

While in attendance, during the Seminar in Cebu City, the Cluster

Coordinator noticed that, the main Resource Person Engineer Petronilo

Muring kept on mentioning the well managed waterworks project of Tubigon,

Bohol. On this cue, the Coordinator scheduled a benchmarking trip to

Tubigon instead of the conventional periodic cluster meeting. Last August 11 ,

2014, the entire Cluster travelled to Tubigon to gain insights on how the

municipality has managed their waterworks project.

The Nurturing character of the cluster as family is manifested in its

care for its members to comply the required reports and other requirement

through the developed……….

The main sharer for the day was the MPDC Engr. Noel C. Mendaña.

He clearly talked on the system they had set up to implement the project

which was loaned from the Land Bank. The mode of implementation was

design and build which was of course done by the Contractor. To create the

check and balance, the LGU needs to set up its own Project Management

Unit while hiring a third party consultant to mediate in times of differences

between the Contractor and the PDMU. There were also insights in the fixing

of water tariff rates as well as the strict enforcement of disconnection in

absence payment to check delinquency.

TACT SUPPORT TO TRAININGS

The assumption to duty of the newly elected Barangay Officials

presupposes the conduct of an Orientation Training. In the months of

February to April 2014, the sub-TACT members were tapped to support each

other in the discussion and handling of the training subjects. To avoid

conflicting demand of speakers each sub-TACT were grouped to arrange

their schedules making sure of the availability of assigned Resource Persons.

D’One Cluster members also supported on some demand-driven

activities conducted by the cluster LGUs.

Members of D’ One Cluster are doing their best to achieve sustainable

economic development and inclusive growth. This is done by engaging with the

LGUs and the business sector, in promoting local businesses and consequently

generating employment opportunities. LGU’S and the private sector shall work

harmoniously in providing the conducive climate for investments to thrive in the

municipalities.

Reforms in the LGUs’ current systems for processing businesses and permits are

now evident and has attracted more businesses and investments in their

communities or both which are vital for livelihood and employment opportunities to

flourish, benefitting in the process the residents, especially the poor.

SKILLS TRAINING FOR ACCELERATED GROWTH IN LOCAL GOVERNMENT

The Local Governance Support Program for Local Economic

Development (LGSP-LED) has forged partnership with the Local

Government Units comprising the PADAYON-BMT. These were the municipalities of

Panglao, Dauis and Baclayon, of the so-called Bohol Marine Triangle. Since the

incipient stage, the MLGOO’S assigned in these three (3) municipalities has been

helping to make things happen. They lobby with the Mayors for them to send their

functionaries in LGSP-LED trainings, seminars, workshops and meetings.

MLGOO’S were instrumental in the realization of plans to include the

“Workforce Development” for the absorption of the unemployed labor force in

community establishments, the setting up of the Bohol Skills Registry System (BSRS), a

database for skilled artisans in search for job, and the Skills Training for Accelerated

Growth in Local Government (STAG-LG), for the capacity build up for Local

Economic Investment Officers, for priming local economic growth. These three

notable projects are the legacies of the LGSP-LED program in the clustered

municipalities. Early benefits are already felt, but the best are yet to be seen in the

coming time.

The Workforce Skills Development was to address the unemployment and

under-employment problems in the LGU’S concerned. It had been noted, that the

marginal people has not enjoyed the growth of the tourism and business sector in

the PADAYON areas. Locals are not the ones hired due to lack of required skills and

competencies. To beat this problem, the PADAYON –BMT financed by LGSP-LED, has

conceptualized the demand driven “Workforce Development Program”. The parties

entered into a Memorandum of Agreement with the Bohol Association of Hotels,

Resorts and Restaurants (BAHRR) for the latter to set their skilled worker’s demand.

The parties then agreed to initially set to train three hundred fifty (350) residents

based on the competencies needed by the BAHRR establishments. These

unemployed labor force are to be trained into skilled artisans that would be hired by

the different BAHRR affiliated establishments.

To date, some Four Hundred Seventy Nine (479) individuals were trained in

different courses. Of the trained, several of them are already employed earning

decent pays. For the municipality of Panglao, an amount of P960,000.00 was again

earmarked under the 2014 GPB Projects for the Workforce Development. Five

courses were offered this year namely: Bartending, Front Office Management, Food

and Beverages, Housekeeping and Carpentry. Screening of scholars for the three

courses: Front Office Management, Food and Beverages and Housekeeping were

already done and is expected to be inducted this November 3, 2014. These people

when successfully graduated will then be included in the database established –

dubbed as the “Bohol Skills Registry System” (BSRS.

The STAG-LG project required the designation of Local Economic Investment

Promotion Officer. MLGOO’S has caused the LCE’S to pass Executive Orders

designating their respective LEIPO. For the PADAYON – BMT LGUS these LEIPO’S are

trained to spark accelerated economic development in their municipalities. After

the orientation conducted by the LGSP-LED, the LEIPO’S has already converted

some concrete results. MLGOO’s of Danao and Sagbayan also assisted in the

conduct of skills inventory for the BSRS.

ENABLING ENVIRONMENT FOR BUILDING BUSINESS FRIENDLY AND COMPETITIVE LGUS

LGUs are constantly finding ways to generate additional income and find

other resources to be able to respond to the growing demand for more and better

services from constituents and to improve their operations

On the other hand, DILG field officers in the cluster provided ready assistance

when needed by local government units within their regional jurisdictions, in

collaboration with other concerned agencies.

Towards this end, D’ONE cluster officers monitored and submitted quarterly

reports on the status of Local Revenue Code, CDP and Comprehensive Land Use

Plan as well as the activities for the updating of the CLUP in three (3) of the cluster’s

LGUs.

MLGOO Lapiz of Panglao managed to produce one Local Investment

Incentive Code in LGU Panglao during the year. He influenced and convinced the

municipal legislature to embark in the crafting of the mentioned Code. With the

series of activities, MLGOO Lapiz assisted in the conceptualization of Code

particularly in explaining the features of LIIC, the determination of Investment Priority

Areas and how the Investment Board operates. He handled clarifications and made

sure the Council understand the measure for the eventual conduct of public

hearing.

Finally, last June 7, 2014, the Sangguniang Bayan of Panglao had enacted the

long awaited Local Investment Incentive Code of the municipality. The Code was

subsequently declared valid and operational by the Sangguniang Panlalawigan last

October 4, 2014.

To support the LGU initiative in the full implementation of BPLS Program, the

Simplification of Transaction-Based Services

Business processing automation and making business-friendly inspections in

the LGUs of D’ One are consistently monitored by the field officers of the cluster.

Knowledge products from the Department and from the Department of Trade and

Industry are shared to the LGUs. The member field officers also see to it that integrity,

accountability, proper management of public affairs and public property as well as

to establish effective practices aimed at the prevention of graft and corruption in

government is promoted.

D’ One cluster members assured the promotion of transparency in BPLS with

regard to the manner of transacting business with the public, which encompassed

the program for the adoption of simplified procedures that will reduce red tape and

expedite transactions in government. Close monitoring of the LGU transactions

reveal the following data in Table 02.

All cluster LGUs had streamlined the Business Permit and Licensing System by

using the unified form in the new business application and business permit renewal.

The adoption of this unified form eliminated data redundancy and saves time. It also

significantly reduced the cost of doing business thus resulting to more efficient

business environment as well as increased the number of satisfied clients.

As shown in the preceding table, all the 24 LGUs of the cluster adopted the

unified form; thirteen (13), fifteen (15) and twenty-one (21) LGUs can process new

applications in less than the standard number of steps, number of signatories and

processing days, respectively.

A similar condition exists in the processing of business permit renewals when

the actual number of steps, number of signatories and processing time in days are

less than the standards in 13, 13 and 19 LGUs respectively.

As shown in Table 03, 12,501 business establishments have renewed their

business permits while 1,784 new businesses were registered in the clusters’ 24 LGUs.

Figure 1 also shows a comparison on the number of registered establishments

in the 24 LGUs of the cluster. For CY 2013, 13,132 businesses were registered and

went up to 14,569 businesses in 2014, an increase of 1,437 or 10.94%.

Table 5 shows a comparative revenue generation of new and renewed

businesses (in pesos). For CY 2013 total collection for the 3r d quarter from Mayor’s

Permit Fees, Regulatory Fees and Business Taxes amounts to P168,039,829.95 for CY

2013 and P199,522,501.35 for CY 2014 or an increase of P31,482,671.40 pesos or

18.74%.

The increase in collection from business can be attributed to the e-TRACS

module as most of the LGUs of Cluster D’One have already implemented the system.

COMPETITIVE LGUs RECOGNIZED

The city of Tagbilaran and the municipalities of Talibon and Tubigon were

recognized by the National Competitiveness Council to be among the top

performing LGUs. The cities and municipalities competitiveness The Cities and

Municipalities Competitiveness Index is an annual ranking of Philippine cities and

municipalities developed by the National Competitiveness Council through the

Regional Competitiveness Committees (RCCs) with the assistance of the United

States Agency for International Development.

Of the LGU’S nationwide, Talibon and Tubigon ranked 24th and 26th ,

respectively. The over-all competitiveness score is obtained from the sum of the

scores of the three main pillars: economic dynamism, government efficiency and

infrastructure. Among the 136 cities covered in the survey, Tagbilaran City ranked

28th nationwide while from the 399 municipalities

Very remarkably, Tagbilaran City ranked 6th nationwide and 1st in Region VII on

government efficiency.

PROVINCIAL ROAD MANAGEMENT FACILITY

Under the new PRMF, the DILG Regional Director as the Head of Procuring

Entity (HOPE), the Provincial Director of the DILG BOHOL is the Procurement Entity

Representative (PER). Section 3.4(a) of the Contract Management Guidelines states

that there must be one (1) Procurement Entity Representative (PER) in each sub

projects. The Provincial Director then issued Provincial Order designating five (5)

MLGOOs of D’One Cluster as her Assistant Procurement Entity Representatives

(AssPER) for the implementation of the Bohol- PRMF projects.

Currently, PRMF-Bohol is implementing twelve (12) contracts under the Bohol

Emergency Road Repair and Rehabilitation (BERRR) Project as part of the

rehabilitation work of earthquake damaged provincial roads with a total road length

of 124.62 kilometers. . Nine (9) of these contracts with an accumulated road length

87.81 representing 70.46% are within the Cluster municipalities of : Antequera,

Balilihan, Catigbian, Calape, Inabanga, Loon, Maribojoc, San Isidro and Tubigon.

Tasks of MLGOO’S in the covered municipalities were: the organizing of

community consultative assemblies, the provision of data for the environmental

assessment report, and to attend during coordination meetings with Contractors

and PRMF and PEO Engineers.

MLGOO’S designated as Assistant PER of municipalities played an important

role in overseeing and monitoring the implementation of these projects specifically

on the on-site inspection of these projects and in the checking the contruction

health and safety program.

SPECIAL LOCAL ROAD FUND

The city of Tagbilaran received a Statement of Allotment Release Order

(SARO) amounting to P2.6 M from the Special Local Road Fund from the Motor

Vehicle Users Charge for CY 2012. The required memorandum of agreement and

the corresponding program of work for project implementation has been completed

and submitted to DPWH Region VII.

The identified road section for rehabilitation is M. Torralba Street located at the

back of the St. Joseph’s Cathedral going to sitio Ubos of Poblacion I, Tagbilaran City.

The area is where the early Tagbilaranons settled.

The bidding will be done once the earlier releases from the same funds shall

have been fully liquidated by the city government of Tagbilaran.

CLGOO Mardonio Roxas of the City of Tagbilaran and D’One Cluster head,

Redemcion G. Cag-ong closely coordinated with the heads of offices concerned

during the Local Road Management Performance Assessment (LRMPA) conducted

by the Regional LRMPA Team of DILG 7 on September 18, 2014. D’ One Cluster head

was part of the LRMPA Team.

UPDATING OF LOCAL ROAD INVENTORY AND VEHICLE POPULATION

Members of D’ One cluster attended the Coordinative Road Investment

(CRID) Workshop seminar last April 15 at Dao Dine and Dive sponsored Bohol

Chambers of Commerce in coordination with the Provincial Government for a road

mapping, worthy to mention that some LGUs of the Cluster are convinced on the

importance of road inventory, to date, municipalities of Corella, Alburquerque ,

Tubigon, Trinidad and Panglao are utilizing the GIS for the road mapping .

LGU Albur being pilot for the first district had already completed their road

network map.

BARANGAY MICRO BUSINESS ENTERPRISE ( BMBE)

Cluster member disseminated the BMBE to the Liga Meetings, however, per

semestral reports submitted for CY 2014, none were registered on Barangay Micro

Business Enterprise.

CONDUCT OF BARANGAY ASSEMBLY

Pursuant to Section 397 of the Local Government Code of 1991, Presidential

Proclamation No. 260, series of 2011 and DILG Memorandum Circular No. 2014-100,

all the 558 barangays of the 24 LGUs covered by D’ ONE cluster successfully

conducted their respective barangay assemblies for the first and second semester of

CY 2014.

Common highlights of the first semester assembly include the following: the

introduction of new set of elected and appointive barangay officials; presentation of

the barangay annual budget and proposed programs, projects and activities for the

current year.

Some barangays of the Cluster were also visited by the Provincial Speakers

Bureau composed of the DILG, PNP, BFP, PA and the provincial government to

conduct information drive on Programs of the NGAs and the Provincial Government.

The towns of Calape, Clarin, Catigbian and Trinidad were the selected D’ONE

cluster. The same approach was also replicated by the MLGOOs of D’ONE cluster in

the monitoring of the conduct of Synchronized Barangay Assembly in their respective

municipalities.

OUTCOME 2. ENVIRONMENT PROTECTIVE, CLIMATE CHANCE

ADAPTIVE AND DISASTER RESILIENT LGUS

DEVASTATION was felt by the D’ONE Cluster as an aftermath of 7.2 magnitude

Bohol Earthquake. DILG Field Officers are doing extra efforts to help bring the people

and governance back to normalcy. Some of the field officers are operating in

temporary offices due to the destruction of their Municipal Hall Buildings where their

office spaces are located. The MLGOO’s of the hardest hit LGUs of Sagbayan,

Clarin, Tubigon, Calape, Loon, Maribojoc, Antequera, Cortes, Sikatuna and

Tagbilaran City are doing their best to cope with the volume of work despite of the

inconveniences of their temporary offices.

CAPACITY ENHANCEMENT

Enhancing LGU Capacity on Disaster Risk Reduction/Climate Change

Adaptation and Mitigation

During the second quarter of CY 2014, all the 24 LGUs in D’ One Cluster

advocated and worked with local government functionaries, to meet the

required set of indicators as provided in the Seal of Disaster Preparedness. As

a result, LDRRMO hopefuls have all the reasons to rejoice when a number of

LGUs have already revised their staffing patterns for the purpose.

This was integrated in the assessment of the local government units on

the Seal of Good Local Governance (SGLG) wherein three core areas were

being looked-into including enhancing LGU capacity on disaster risk

reduction/climate change adaptation and mitigation. Environmental

compliance is also audited and monitored.

Training on Post Evaluation of Recent Calamities (Bohol earthquake)

The Disaster Risk Reduction Management (DRRM) Post Assessment-

Workshop was conducted for the Earthquake and Yolanda affected local

government units in Regions 5, 6, 7 & 8 held last February 16-17, 2014 at Cebu

Northwinds Hotel in Cebu City. PD Ma. Loisella E. Lucino of DILG Bohol and

Juliet C. Olalo of Loon represented the MLGOOs of the hardest hit

municipalities.

planning and management strategies for the earthquake affected areas as

well as the interventions undertaken by the province of Bohol as a whole,

were reported.

Assigned from the post evaluation trainings, members of D’One Cluster

All local government units in the Cluster monitored the compliance on the

establishment of LDRRM Office. Noteworthy to mention , that the one and only in the

entire province of Bohol, LGU Corella appointed the permanent position of DRRMO

Officer with a salary grade 15 and a assistant with salary Grade 8. This was due to

the persistent encouragement of MLGOO Dulce Alforque.

Family Guide to Action IEC Materials Developed

In all barangays of D’ONE Cluster, Information, Education Campaign (IEC)

materials on “Family Guide to Action”, were distributed as shown in the photo below.

DRRM Preparedness Audit for Barangays - No. of Barangays Audited on Disaster

Preparedness

All the Barangay Disaster Risk Reduction Management Councils in 558

barangays of cluster D’ONE were assessed and audited as to its disaster

preparedness. Earlier, disaster readiness profiles of these barangays were also

gathered by the DILG field officers.

Bohol Earthquake Assistance (BEA)

Except for Getafe, all of D’One LGUs that were devastated by 7.2 magnitude

earthquake are recipients of rehabilitation and repair projects, under the Bohol

Earthquake Assistance (BEA)-DILG Fund, amounting to P2.389 Billion. This fund will be

spent for the 1,065 approved sub-projects throughout Bohol.

D’ ONE Cluster municipalities have more than half of the approved BEA sub-

projects. It has six hundred ninety nine ( 699 ) or 65.6% of the total number of

approved sub-projects totalling to Php1,648,260,000. The list of municipalities assisted

DRRM Post Assessment ( Bohol Earthquake )

Members of the D’ One Cluster LGUs, monitored and submitted reports on

DRRM Post Assessment following the 7.2 magnitude earthquake. These reports were

used as reference in the assessment of damaged infrastructures in the LGUs of the

Cluster. This was used in the identification of Infrastructures to be funded with the

National Assistance acronymed BEA FUND or the Bohol Earthquake Assistance Fund.

In preparation for the implementation of the BEA sub-projects, MLGOO’s are

preoccupied with the uploading of “before” damaged structures disaster in the

Project Performance Management System (PPMS) data-base.

Seminar on RA 9184 Government Procurement Act

The MLGOOs attended the workshop on the Civil Works based on R.A. 9184

and oriented also on the Bohol Earthquake Assistance (BEA) DILG- Fund held on July

24-25, 2014 at Bohol Plaza Resort, Mayacabac, Dauis, Bohol.

This is a competency build-up, in line with the new role of LGOO’s in the oversight

of the BEA Fund Management - being an observer in the bidding of all BEA sub-

projects

Compliance to M & E on Policy Audit and Compliance Tracking System

o DRRM Monitoring Report

All the LGOOs of Cluster D’One promoted and collaborated with the 24 LGUs

to comply the provisions stipulated in Republic Act 10121 or the Act Strengthening

the Philippine Disaster Risk Reduction and Management System. Thus, all the 24 LGUs

of Cluster D’One are DRRM Act Compliant. This aims to enhance LGUs capacity to

respond and be resilient to negative effects of climate change and disasters.

o Ecological Solid Waste Management

The members of Cluster D’ One has effectively implemented RA 9003 as 16 of

the 24 LGUs has an approved 10- year Solid Waste Management Plan . Cluster

MLGOOs encouraged the LGUs without the 10-year Solid Waste Management Plans

to come up with their own since this is a requirement of the Law. Twelve ( 12 )

municipalities of the Cluster, the beneficiaries of the Alburquerque Landfill, had

already undergone their Local Waste Characterization Survey ( WACS ). Table below

National Greening Program

To comply MC No. 2011-21 and E.O. No. 26, all D’One cluster LGOOs

advocated for the continuing campaign of the Billion Trees Project of the 558

component barangays . LGUs produced their seedlings and planted them during

the annual observance Arbor Day . Thru MLGOO’S prodding, some of the LGUs have

enacted ordinances in support to the program. Municipalities who had on-going

revision of their Comprehensive Land Use Plan had integrated the compliance of

these executive orders.

PROVISION OF POTABLE WATER SUPPLY

Establishment and Operationalization of Project Management Monitoring and

Evaluation System

In 2012, five municipalities in D’ONE Cluster are recipients of the Sagana at

Ligtas naTubig (SaLiNtubig) Para sa Lahat Program of the Department, under the

waterless barangays category. Of the five (5) municipalities granted with

SALINTUBIG fund, three (3) have already completed the projects. These were the

municipalities of Alburquerque, Balilihan and Calape. Positive feedbacks of the

beneficiary communities were gathered and relayed to the Central Office s, as part

of the monitoring and evaluation.

To date, the municipality of Danao has fully completed their SALIN Tubig

project, while the municipality of Baclayon is is stil 62% completed striving to finish

the project before the year ends.

Organization and Strengthening of WATSAN Council

MLGOOs being tasked with the organization/reorganization of the Water and

Sanitation ( WATSAN ) Councils of the SALINTUBIG municipalities, have convinced

their respective Mayors to pass Executive Orders for the purpose. Aside from such,

it was also made definite that the said council are holding their regular meetings in

the course of implementing SALIN TUBIG Projects.

Human Rights Based-Local Water Governance (HRB-LWG)

The MLGOO, Municipal Planning and Development Coordinator and a CSO

representative of the municipality of Danao attended the 3-day Human Rights

Based-Local Water Governance Seminar-Workshop on June 4 - 6, 2014 at JJs

Seafood Village, Tagbilaran City. In the process, they are expected to organize the

Barangay Water and Sanitation Associations ( BAWASA ), and to capacitate them in

the management and operation of their barangay level waterworks system.

On the other hand, the MLGOOs of Talibon and Trinidad monitored and

technically assisted the activities of their already organized Barangay Water and

Sanitation Associations.

DILG-Financed Grassroots Participatory Budget Areas

For the province of Bohol, the 2014 Grassroots Participatory Budgeting Process

Projects under the Department include the Waterworks Project, Local Access Roads

and Other Projects. Of the thirty ( 30 ) LGUs with approved Waterworks projects for

the 2014 GPB, thirteen ( 13 ) or 43% are from D’One Cluster. These are the

municipalities of : Antequera, Balilihan, Buenavista, Calape, Catigbian, Clarin,

Danao, Dauis, Inabanga, Loon, Panglao, San Isidro and Tubigon. On the other

hand, the two ( 2 ) municipalities of Maribojoc and Tubigon were beneficiaries of

the Local Access Road Project.

Preparation and submission of required documents

Despite the gravity of the demand of work due to the Bohol Rehabilitation

Projects, MLGOOs still managed to submit the complete documents for the release

of checks. Four (4) municipalities of D’ONE cluster namely: Buenavista, Catigbian,

Clarin and Panglao were able to receive the checks on October 14 and 15, 2014.

Panglao was the first to submit the complete documents last August 4, 2014. As an

incentive, MLGOO Victor Lapiz, Jr. got a pocket wi-fi from PD Ma. Loisella E. Lucino.

To date, the municipalities of Calape, Dauis, Loon, San Isidro and Tubigon have

completed the submission of required documents and waiting for the release of

checks.

The total project cost of the Grassroots Participatory Process – Waterworks

Project of D’One Cluster totalled to Php 76,784,461.00. Of this amount, PhP

12,757,500.00 worth of checks were already released last October 14-15, 2014.

Subject to be released are checkss worth Php 9,925,000.00 for the municipalities of

Balilihan and Loon. The checks released represent the first trance which is 50% of the

total amount of the approved project costs.

Support to Grassroots Participatory Budget Process (formerly to BUB-Empowered

Fund) LGUs with LPRAP for FY 2015

The Local Government Operations Officers (LGOOs) of D’ONE Cluster, in

coordination with Community Mobilizers have conducted the Civil Organizations

(CSO) Assembly in the month of October 2014. They were responsible in the sending

out of: notices to Civil Society Organizations, posting of public advisory in

conspicuous places and also acted as Resource Speakers in the forum.

Output of the one-day assembly includes: the identification and prioritization

of issues and concerns, the sectoral representation in the new Local Poverty

Reduction Action Team ( LPRAT ) and selection of three CSO representatives who

shall stand as signatories in the GPB 2016. The prioritized issues and concerns will

then be the inputs to the planning workshops on Local Poverty Reduction Action

Plan for 2016. In some LGUs of the Cluster, the distribution of checks from DOLE was

handed over to the LGUs in the CSO Assemblies.

Issuance of the Executive Orders reorganizing the respective Local Poverty

Reduction Action Team (LPRAT) will be facilitated by the D’ One cluster members.

The LPRAT for the programming of GPB 2016 shall be correspondingly by the result of

the selection during the CSO Assembly.

GPBP 2014 Monitored

The preparation for the creation of the Project Management Units in the LGUs

of D’ONE cluster is now being undertaken by the MLGOO’S of the Cluster D’One to

facilitate the monitoring of GPB 2014 project implementation.

Grassroots Participatory Budget Process (GPBP) on Local Access Road

Two (2) municipalities of the D’ONE Cluster prioritized Local Access Roads

under the 2014 Grassroots Participatory Budgeting Process. These were the

municipalities of Maribojoc and Tubigon.

With the same requirements of documents to be submitted, MLGOOs

Florencio Halasan, Jr. and Jogepons Ruloma have closely worked with the

functionaries of their respective LGUs. To date, technical requirements are already

submitted, such as the Program of Work, Detailed Estimates and other documents.

Since these two LGUs opted to implement their Local Access Roads by

administration, the DPWH assessment is required. Meantime, on-site validation was

also conducted with DILG Engineers on October 9, 2014.

MDG – FACES

Tagbilaran City is among the 2nd batch of cities chosen as a recipient of the

LGA program on the Millennium Development Goal – Family Based Actions for

Children in the Slums (MDG-FACES). It gave the basic services sector of the city a

new perspective of providing interventions to the needy families in the city. Service

providers can now directly interact with the households in giving assistance to the

family members.

The city core team of MDG-FACES has identified the baseline data and

targets of the children beneficiaries. It has also developed the Family Quick Action

Guide and Quick Response Mechanism for household beneficiaries.

The implementation however suffered a set-back when the contracts of the

two action officers ended following the change of leadership as result of the May

2013 elections.

STRENGTHENING LOCAL COUNCILS FOR THE PROTECTION OF CHILDREN

The Local Council for the Protection of Children (

LCPC) is an institutional mechanism in all LGUs that

advocates child’s rights, plans and initiates interventions

and monitors children’s programs and projects in the

locality. The program provides for the establishment and

strengthening of the LCPCs at all levels.

D’One Cluster conducted an annual assessment on the functionality of the

LCPCs. The assessment is based in the following areas: organization (10%), policies,

plans and budget (30%), and accomplishment (50%). The functionality levels are

categorized as Basic, Progressive, Mature, or Ideal. All the LCPCs of D’One Cluster

are functional at different levels.

It is a milestone in

governance that a cluster

member LGU, the Municipality of

Tubigon, was awarded as a Child-

Friendly Municipality at the

national level. Tubigon was

chosen as one of the six (6)

Communities of Practice (CoP)

LGU in the country in advocating

a Child-Friendly Local

Governance (CFLG). The CoP-

CFLG is a replication strategy that

establishes a coaching and

learning methodology banking on

the exemplary child-friendly

practices.

To institutionalize a child-friendly local governance, the DILG has implemented

the mandatory audit of all LGUs per DILG MC No. 2014-80. In Bohol, two ( 2 ) of the

LGUs in the cluster topped in the assessment made in May-June 2014, namely:

Talibon and Tubigon.

The cluster in its continuing advocacy and promotion of a child-friendly

governance, the following activities are conducted, as reflected in the table below:

LOCALIZATION OF THE MAGNA CARTA OF WOMEN

The monitoring on the implementation of RA 9262 otherwise known as the “

Anti-Violence Against Women and their Children Act” is one of the mandates of the

DILG. For 2014, D’One Cluster CLGOO and MLGOOs have monitored the VAWC

implementation in all the five hundred fifty eight ( 558 ) barangays. This essential task

is in coordination with: the Municipal Social Welfare and Development, PNP, Local

Courts and the Health Office.

For the year , there are three hundred seventy four (374) reported VAWC

cases. Of these cases, two hundred twenty five (225) were on physical abuse, eleven

( 11 ) related to sexual abuse, eighty (80) psycological abuse and the fifty eight (58)

are related to economic abuse. A total of four hundred forty one (441) cases are

given corresponding attention by the appropriate agencies.

These cases were acted upon or were being referred either to the Local

Social Welfare and Development Officer, PNP Women’s Desk, Municipal Circuit Trial

Courts, Municipal Health Office while some were issued with Barangay Protection

Order (BPO) by the Punong Barangays.

For CY 2014, all municipalities in the cluster have formulated or in the process

of adopting the 2015 GAD Plans and Budgets in compliance of JMC No. 2014 -01

inked by the DILG and the Philippine Commission on Women. MLGOO Dulce

Alforque facilitated the GAD Orientation and Planning in all barangays of Corella.

Cluster MLGOO’S are actively involved in GAD activities. MLGOOs Racho and

MLGOO Olalo assist their LGU’s in strengthening the LCATs. To promote youth

empowerment, MLGOO Halasan conducted the Youth Development Planning of

Dauis while MLGOO Sarmiento supported the Youth Democracy Camp in Albur.

MONITORING OF LGUs WITH FUNCTIONAL LCAT-VAWCs

To oversee the implementation of RA 9262, Anti-Violence Against Women and

Children at all levels of governance, the Local Government Operations Officers of

the cluster monitored the compliance of all LGUs concerned. Per monitoring, all the

twenty four ( 24 ) municipalities have established their respective LCAT-VAWC thru

the Issuance of Executive Order or by Municipal Ordinance enacted by the

Sangguniang Bayan. These 24 LCAT-VAWCs are functional and are treating Issues

and concerns related to violence against women and children.

MONITORING OF LGUs with FUNCTIONAL VAW DESKS

Related to the Anti-Violence against Women and Children Act, the

establishment of Violence Against Women – Desks was advocated at the barangay

government units by the field officers of D’One Cluster. This is to ensure that issues

related to violence against women and children at the barangay level are promptly

attended to. Monitoring activities by D’ONE cluster members reveals all the

barangays of the cluster are likewise functional.

EVALUATION ON POLICY AUDIT AND COMPLIANCE TRACKING SYSTEM ( PACTS)

Compliance to RA 9344

LGU’s compliance to RA 9344 or the Juvenile Justice and Welfare Act of 2006

has been monitored by the Local Government Operations Officers of D’One cluster.

The municipality of Panglao has established a Comprehensive Juvenile Intervention

Program. Its ten ( 10 ) barangays has appropriated more than 1% of its IRA share for

the Local Council for the Protection of Children.

Out of the 558 barangays, 61% or 340 have allocated its 1% share for the

LCPC. This is so because activities for the protection of children are incorporated in

the Barangay Public Safety Plan where it also focuses on child protection related

activities.

Local Aids Council

The AIDS threat in the Philippines has been rapidly increased in the past five

years. From one new case in every three days in year 2000, to one new case in

every three hours by the end of 2011.

D’One Cluster municipalities and the City of Tagbilaran has established the

Local Aids Council. For this particular year, these are all functional with the conduct

of regular meetings and activities related to the prevention of the dreadful disease

called Aids. Continuous advocacy on Aids prevention and control are incorporated

in the health programs of the LGU and are even reported during Peace and Order

Council meetings

Pantawid Pamilyang Pilipino Program ( 4 P’S )

Monitoring on the implementation of the program at the local levels were

conducted and implemented by DSWD thru their Municipal Links. Collateral

monitoring are done on the supply side by the Local Government Operations

Officers of D’One Clusters to ensure delivery of program commitments. Other issues

and problems are also monitored and exhaustively discussed during the meetings of

the Municipal Advisory Councils where they sit as members.

Nutrition Program

With this year’s theme “Kalamidad Paghandaan: Gutom at Malnutrisyon

Agapan”, the celebration of the Nutrition Month last July 2014 was fully coordinated

by the various stakeholders of the community. From the barangay level, nutrition

activities were conducted and were culminated at the municipal and provincial

level. Barangay Nutrition Committees as well as the Municipal Nutrition Committees

worked hand in hand for the success of the program. Activities such as poster

making contest, well-baby contest, slogan contest, cooking contest adds meaning

to the observance. Search for Outstanding Barangay Nutrition Committee was even

conducted specifically in the municipality of Balilihan where MLGOO Franklin

Mediqueso was involved in the search.

With the active involvement of the Local Government Operations Officers,

all the Barangay and Municipal Nutrition Committees of D’One cluster are functional.

All the 24 local government units of D’One cluster have complied with the

submission of the 2014 Philippine Plan of Action for Nutrition, and the two semestral

reports of the said plan in the months of May and October this year.

Strict Implementation of Anti-Rabies Act of 2007

As mandate of the Department to oversee the effective implementation of

the Anti-Rabies Law, D’One Local Government Operations Officers coordinated

closely with the stakeholders at their respective assignments. For 2014, all the 24

Local Anti-Rabies Council are functional. Likewise D’ One LGU’S have formulated

their National Anti-Rabies Control Program, established their Multi-Sectoral

Committees ( MRPEC’s and BRPEC’s ) to undertake the campaign implementation.

Thirteen (13 ) LGUs of the twenty four ( 24 ) have established and maintained their

respective Dog Pound Facility for stray dogs.

Activities implemented include the following: Updated dog survey and

registration, impounding and elimination of stray dogs, anti-rabies vaccination, free

spaying/neutering services in the municipality of Dauis and Panglao, and continuous

Functionality of Barangay Development Council

One of the mandated barangay-based institutions that should be

organized/reorganized and made functional is the Barangay Development Council.

A planning body at the barangay level composed of the key barangay officials and

representatives of the civil society organizations operating in the barangay that is

accredited by the Sangguniang Barangay. It is responsible in formulating the

development perspective of the community for a certain period of time.

With the new set of barangay officials and with the implementation of the

Barangay Newly-Elected Officials (BNEO) Program, the organization and functionality

of this special body was monitored and ably assisted by the 24 Local Government

Operations Officers of D’One Cluster. As a matter of fact, the 558 barangays of the

24 local government units have submitted their respective Barangay Development

Plans for the next years within and even beyond their term of office. Degree of

council maturity varies in the cluster.

SUSTAINING THE EFFECTIVENESS OF SUB-NATIONAL PEACE AND ORDER COUNCILS

Monitoring the Functionality of Municipal Peace and Order Council

A stable peace and order condition is one of the pre-requisites in the

attainment of full community development. There can never be a meaningful

development unless the root causes of societal unrest and dissent is effectively

addressed. Thus, the Local Government Code of 1991 provides among others the

creation of Peace and Order Councils (POC) as one of the mandated local special

bodies in each local government unit.

Monitoring TA/Advocacy to LGUs in the Updating of Their POPS Plan and LACAP

In addition, the 24 C/MLGOOs likewise facilitated the formulation of the C/M

Peace and Order and Public Safety Plans and ensured that the 24 chiefs of police

comes up with the Local Anti-Criminality Action Plan or LCAP for CY 2014 as required

for in the Seal of Good Local Governance.

Corollary thereto, Cluster D’One members helped ensure that all 558 Punong

Barangays have reconstituted their respective Barangay Peace and Order

Committees which are all covered either by an Executive Order or Sangguniang

Barangay Resolution.

Strengthening the Municipal Management Coordinating Committees

Of the 24 LGUs constituting Cluster D’One, it is only the City of Tagbilaran and

Municipality of Talibon which has a complete DILG family members in its MCC

namely: C/MLGOO, COP-PNP, BJMP Warden and BFP Fire Marshal while 12 MLGU has

3 members; MLGOO, COP-PNP and BFP Fire Marshal and the remaining 10

municipalities has only both the MLGOO and COP-PNP as MCC members. Be that as

it may, MCC coordination meetings and consultations were regularly conducted

usually held prior to the POC meetings.

Crime Prevention Week

Declared every 1st to 7th day of September of the year, the MLGOOs of the

Cluster continuously advocated the observance of Crime Prevention week in their

respective assignment. Central to this year’s advocacy was the campaign against

illegal drugs activities. It is public knowledge that some crimes were committed by

the alleged perpetrators who is under the influence of illegal drugs and alcohol

abuse. All 24 C/MLGOOs helped facilitate the conduct of meaningful activities in

their AOR to observe the Crime Prevention week such as recurreda, anti-crime

symposia and lectures among others.

Hence, continuous

trainings are an

important component to strengthen their capacity and capability. For this purpose,

as of October, 2014 there are sixnn ( 6 ) municipalities; Albur, Baclayon, Calape ,

Clarin, Dauis and Maribojoc which has initiated the conduct of Barangay Tanod

training which benefited 818( barangay tanods from 117 barangays of the cluster.

These activities were conducted in coordination with the PNP.

COMPLIANCE TO M & E ON POLICY AUDIT AND COMPLIANCE TRACKING SYSTEM

(PACTS) OF SPECIAL LAWS

Local Committees/and or Similar Bodies Against Squatting Syndicates and

Professional Squatters (LCASSPS)

The proliferation of professional squatters and squatting syndicates continues

to be a problem. In 2012, the late Jesse M. Robredo issued Memorandum Circular

No. 2012-04 directing all City/Municipal Mayors and Sangguniang Panlungsod and

Sangguniang Bayan for the Creation of Local Committees/and or Similar Bodies

Against Squatting Syndicates and Profession Squatters (LCASSPS).

In response to this directive, the Local Government Operations Officers of

D’One cluster monitored the compliance of the same at their respective area of

assignments. To date, all of LGUs of D’ONE cluster have established their respective

Local Committee Against Squatting Syndicates and Professional Squatters.

Advocacy on the program were then narrowed down at the barangay level to give

awareness to the barangay populace. The cluster has not encountered any issues

relative to professional squatting syndicates.

Mandatory Representation of IP/ICCS in the Local Sanggunian and other Policy

Making Bodies

D’ONE cluster Local Government Operations Officers monitored the

implementation of “ The Indigenous People’s Rights Acts” this particular law and

codal provision. It was noted, that as of this date, there are no identified indigenous

cultural communities within the LGUs of the Cluster. There are only the “Badjaos” in

Dauis shorelines but they are not listed and recognized by the National Commission

for Indigenous People.

OUTCOME 4. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND

EFFECTIVE LOCAL GOVERNANCE

Performance Challenge Fund (PCF)

The Performance Challenge Fund (PCF) for Local Government Units (LGUs) is

an incentive fund to LGUs who have received recognition for the Seal of Good

Housekeeping Awards. This will augment funding to high-impact capital investment

projects in the Annual Investment Program (AIP) and funded out of the 20% Local

Development Fund consistent with national goals and priorities.

Seventeen (17) out of twenty-four (24) LGUs of D’One Cluster were awarded

with the Performance Challenge Fund (PCF) for CY 2012 in the amount of 1 Million

Pesos each. SILG Mar Roxas himself handed over the P1 Million checks to the mayors

of the recipient LGUs during the Bohol Provincial Liga ng mga Barangay Congress at

the Bohol Cultural Center on June 6, 2014 as the Keynote Speaker.

The amount was used by the LGUs to fund various development projects of

their localities. Counterpart funding for LGUs considered as “hardly hit areas” due to

7.2 magnitude earthquake is optional.

The LGUs of Balilihan and Clarin have already completed their PCF projects by

procuring a Disaster Risk Reduction Management (DRRM) rescue vehicle; so with

LGUs of Antequera, Maribojoc and Sagbayan for their projects identified. Various

infrastructure projects funded out of the PCF are still on-going and the rest are still in

the bidding process. Details of PCF projects’ status are presented in the table below.

Full Disclosure Policy

The C/MLGOOs of D’One Cluster facilitated the strict compliance on the

online posting of financial documents in the Full Disclosure Policy Portal (FDPP) in their

respective LGUs by guiding the LGUs on the required forms to be used and the

schedules of its posting. Conduct of regular monitoring both at the city/municipal

and barangay levels were done. For the posting in three (3) conspicuous places, all

the LGUs of the city/municipal and the barangay levels have posted all the required

documents.

All the fourteen (14) documents required are posted in the City of Tagbilaran

and 23 municipalities and eight (8) documents by the barangay governments. Aside

from that, the BLGUs have adopted the prescribed FDP board using tarpaulins.

Seal of Good Local Governance (SGLG)

The Seal of Good Local Governance (SGLG) symbolizes integrity and good

performance of local government. It is an accelerated version of the Seal of Good

Housekeeping. All LGOOs of D’ One Cluster worked hand in hand with their

respective LGUs for this year’s implementation of the SGLG. Briefing and orientation

of the LGU’s functionaries were conducted in all LGUs of the Cluster to make the

latter knowledgeable and for them to be guided of all the necessary preparations

and required documents. The C/MLGOOs took the lead to make sure that their

respective LGUs were already prepared before the evaluation on the six (6) areas

subject for assessment. Close coordination with the Provincial Assessment Team was

done.

Vigilance to Volunteerism

In response to the call for Volunteerism Act of 2007, D’One Cluster members

attended a Training and Forum on Vigilance to Volunteerism (V2V): Mentoring and

Organizing Volunteers Effectively (MOVE) on June 26, 2014 at Café Dolores, Bohol

Tropic Resort, Tagbilaran City with Atty. Tabitha Tinagan of Siliman University

Government Affairs Center as Resource Person.

Rising from the wrath of the devastating earthquake, the timely Memorandum

issued by DILG-Bohol dated April 2, 2014 directing all LGUs of the province to execute

the first “BAYANI CHALLENGE” in the municipalities from April 12 to June 12 with the

theme “Walang Iwanan” was positively assisted and supported by the LGOOs of

D’ONE Cluster. All LGUs of the cluster have established a Volunteer and Citizenship

Desk with the issuance of an Executive Order by the Local Chief Executive. This is

shown in the Table below.

Barangay Governance Performance Management System (BGPMS)

BGPMS is a mechanism which seeks to determine and establish the level of

performance of the barangay government in the areas of Administration, Social

Services, Economic Development, and Environmental Management (ASEE).

Results of the BGPMS lead to the formulation of the State of Barangay

Governance Report (SBGR), which serves as the LGU Annual Report.

All the LGOOs of D’One Cluster facilitated and provided technical

assistance to their respective barangays for them to appropriately implement the

system. The LGOOs conducted briefing and orientation for the barangays to be

knowledgeable about it.

A 100% implementation of the BGPMS and SBGR of the total 558 barangays

of the D’One Cluster were done.

Lupong Tagapamayapa Incentives and Awards

The LGOOs of the D’One Cluster encouraged and assisted the BLGUs to join

the search for the “Lupong Tagapamayapa Incentives and Awards” (LTIA). The

winners are shown below:

Barangay Justice System/Katarungang Pambarangay

In 2014, all municipalities of D’One Cluster have effectively and efficiently

monitored the Katarungang Pambarangay (KP) law implementation in the

barangays. Advocacy efforts, provision of budget and appropriation, and

conduct of trainings and seminars manifests LGU support to the KP program. The

LGUs in the cluster also submit quarterly KP reports reflecting number and nature of

cases filed, settled and resolved.

Below, reflects the D’One Cluster endeavors in making a difference in this

particular area. Of the total 558 BLGUs assisted and monitored, only 3,148 cases were

filed. Of which, there are 32 cases only or about (1.01%) that were issued certificate

to file action, while the remaining 576 (18.29%) are still at the various stages of dispute

resolution proceedings. It made an estimated government savings of PhP

26,837,500.00

It is worthy to note that the Lupons and the Barangay Officials of LGU of

Alburquerque enjoyed the various capacity building trainings like the conduct of

Barangay Rule of Law Seminar and the Lupon coordination meetings for the hand-

on activities sponsored by the Philippine Center for Civic Education and Democracy

(PCCED) in coordination with the LGU and the Liga ng mga Barangay.

Facilitation of the Cluster D’One LGOOs eventually paved the way for the

LGUs to extend financial support to KP related activities in the total amount of PhP

2,777,350 within the current year. This financial assistance is apart from the material,

technical and even personnel assistance extended by the cluster LGUs to the KP Law

implementation.

UBAS – Ugnayan ng Barangay at Simbahan

The Ugnayan ng Barangay at Simbahan (UBAS) Program was likewise

advocated in the 24 LGUs of the Cluster by the respective C/MLGOOs by providing

copies to all Punong Barangays and the reading of the message of SILG Mar Roxas

by the Cluster LGOOs that gave life during the conduct of the 2nd Synchronized

Barangay Assemblies this year. UBAS is a partner of DILG in monitoring transparency

and accountability at the local level represented by religious sectors or interfaith

groups.

A total of 5,218 out 5,330 barangay officials or about 98 percent had

attended the scheduled BNEO Program. A 100% attendance for the participants

on Punong Barangays, Barangay Secretaries and Barangay Treasurers were

recorded.

The expected outputs of the BNEO Program were attained as all of the

barangays of the Cluster had formulated the BAGAD, CAPDEV and Barangay

Development Plan (BDP). It is noteworthy to mention that within the Cluster LGUs was

the FIRST to submit the Barangay Development Plan - LGU of Sagbayan and LGU of

Loon for the CAPDEV ahead of deadlines, despite of being the top hardly hit during

7.2 magnitude earthquake.

CBMS

The importance of Community Based Management System (CBMS) as a vital

tool for development planning was felt by the D’One Cluster as manifested by the

Cluster LGUs on their eagerness to attend the scheduled first batch training

conducted. These were LGUs of Corella, Tagbilaran City, Talibon, Trinidad, Loon and

Danao.

CO Directives

The Cluster D’ One LGOOs see to it that Cluster LGU Local Chief Executives

were timely provided transmittals with attached copies of the CO directives issued

right after they received a copy from the Provincial Office.

LGU Administrative Guidance

Technical and consultancy services are often provided by LGOOs of D’One

Cluster, either by oral or written, at the office or during the league meetings.

Likewise, fact-finding investigations are conducted when complaints against

local officials are elevated to the Ombudsman. For this year, the LGOOs of City of

Tagbilaran, Getafe, Maribojoc and Trinidad have conducted fact-finding

investigations in response to the complaints filed against local officials of their

locality.

Issuance of Authority to Travel Abroad/Approval of Leave of Absence of Local

Officials

For this year, a total of two (2) LGUs were assisted/facilitated in securing

authority of travel abroad, namely: the City of Tagbilaran and municipality of

Panglao.

Processing of Death Claims of Barangay Officials

A total of eighteen (18) death claims were facilitated by the C/MLGOOs of

the following municipalities and the City of Tagbilaran. For this year. Breakdown of

these death claims by municipality and barangay officials position is shown below:

Maintenance and Updating of List of Officials/LGUs

As part of the Department’s Management Database System, maintenance

and updating of List of Local Officials in the LGUs is required. Hence, all the 24 Local

Government Operations Officers of D’One Cluster has submitted monthly Barangay

Officials Database System (BODS). Also, as the need arises, these 24 Field Officers

promptly submit the required data for updating database of Local Officials.

Issuance of Authority to Purchase Vehicles

MLGOOs of municipalities of Balilihan and Clarin were able to assist/facilitate

in the processing of documentary requirements for the issuance of authority by the

CO for the purchase of DRRM vehicles under the Performance Challenge Fund. The

said vehicles are already used by the said LGUs.

OUTCOME 4. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND

EFFECTIVE LOCAL GOVERNANCE

The Outstanding Barangay Officials of the Year

The annual search for “The

Outstanding Barangay Officials of the

Year” (TOBOY) is designed to give

recognition to Barangay Officials of

Region 7 who have shown exemplary

performance in the discharge of their

functions. For the this year, the award is

bestowed to performing Punong

Barangays, Barangay Kagawads,

Barangay Secretaries and Barangay

Treasurers. Members of the cluster

initiated their own municipal TOBOY

search and submitted their entries to the

Provincial TOBOY Search Committee.

The D’ One Cluster has a total of

seven (7) out of twelve (12) finalists in

the provincial level of the search

distributed in the different categories.

Below, are the provincial winners

and finalists in the different categories

from Cluster 1 LGUs:

Other municipalities in the cluster also submitted and endorsed their

respective nominees in the various categories. In the Punong Barangay category,

entries include Maslog, Balilihan; Bingag, Dauis and West Poblacion, Alburquerque.

For Barangay Secretary category, namely: East Poblacion, Alburquerque;

Poblacion, Dauis; Magsaysay, Talibon and Abucayan Sur, Calape. Also among the

entries are the Barangay Kagawad and Treasurer of Candajec, Clarin.

The City of Tagbilaran also has endorsed its nominees to the region in the

different categories for city level competition.

Integrity Circle

The Integrity Circle for the province of Bohol which is conducted annually was

actively participated by D’ONE Cluster members. It was held in Cebu City on April

10-11, 2014 at Crown Regency Hotel for the first day and visitation at Simala religious

site in Sibonga, Cebu on the 2nd day. The Integrity Circle for this year focused on the

moral and spiritual dimension of the individual person, which are essential in

personality development. Regional Director Ananias M. Villacorta graced the

occasion.

Likewise, the D’One Cluster has also conducted its joined Integrity Circle

during the Benchmarking activity at the municipalities of Tubigon and Annual

Assessment at Talibon after the main activity has been done to unwind and bond our

selves… “work and work makes the cluster a dull one, while work and play makes the

cluster a bright one.”

Conduct of Cluster Team meetings

Also, the D’One Cluster has conducted its regular bi-monthly meetings. This is

usually done after the bi-monthly conferences while the second is at the cluster

municipality which is pre-scheduled by the cluster members. Cluster meetings are

conducted to effectively implement the various programs, projects and activities of

the Department. Issues and concerns affecting the municipal level operations are

discussed and addressed wherein solutions to problems encountered in the

respective municipalities are threshed out. This is also one way of bolstering

camaraderie which strengthened cluster operations of the 24 cluster members.

Conduct of Field Conferences

Local Government Operations Officers of D’One cluster attended the regular

bi-monthly and special conferences scheduled by the Provincial Director. Through

this, they keep abreast of the latest issuances, programs administrative requirements

of the Department. The same with cluster meetings, issues and concerns in the field

that needs the intervention of the higher level are perused.

Competency Build Up of Officers

A popular adage goes “Show me a man who says he does not anymore

needs trainings for I will give him a bunch of roses to mourn the death of his mind”.

D’One cluster members stick to the principle that learning is a never ending process.
