I General Policy

l. Every eiementary and secondary school shan orga,ize aParents-Teachers Association {prA} for t}re purlo*e ofproviding a forum for the discussion of issues and theirsolutions related to the total school program and to ensure thefuli cooperation of parents in the .m"i*nt implementation ofsuch program,

Every PTA shall provide mechanisms to ensure propercoordiuation udth the members of the communit5r, prorrid.'roavenue for discussing relevant concerns and. provi-delssistanceand support to the school for the promotiori of their commoninterest. standing,committees *"y be created within the prAorganization to coordinate with community members. u. Organlzatlon of PTAs at the $chool Level

1. Membership in a PTA is lirnited to parents, or in tJreir absencethe guardian, of duly enrolled students, and teachers in agiven school.

For this purpose, a guardian is hereby delined as any of thefollowing: a) an individual authorized by the biologicalparentls to whom the care and custody of t}:e student hasbeen entrusted; b) a relative of the student wi&in the fourthdegree of consanguinity or affinity provided that said relativehas tJle care and custody over the child; c) an individualappointed by a competent court as the legal guardian of thestudent; or d) in case of an orphan, the individuallinstitutionwho has the care and custody of the student,

2. Within fifteen (15) days from the start of the school year tl.eHomeroom Adviser and the ParentslCuardians shall organizethe Homeroom PTA with the approval of the School Head,

3. The elected presidents of the Homeroom PTAs and theirrespective Homeroom Advisers shali elect the Board ofDirectors within thirty {3O) days frorn the start of the schoolyear. The Board of Directors shall imrnediately elect frornamong themselves the executive oflicers of the PFA on thesame day of their election to the tsoard.

4. The ofliciai name of the PTA shall bear the narrle of the school(example: Parents-Teachers Association of Rizal High Schoolor Rizal High School Parents-Teachers Association).

5. For representation in the l,ocal School Board and otherpurposes, the schools'PTAs within a municipality or city orprovince shail federate arrd select from among the electedPresidents their respective oflicers. The president-elect shallsit as representative of the Federation to the said Local SchoolBoard"

Gereral Aseeably

1. The General Assembly shall be composed of all parents ofenrolled students of the school, Board of Directors and Oflicersof the PTA, School Head, Homeroom Advisers, Subject-Teachers, and Non-Teaching Personnel.

2. The General Assembly shail be convened by the PTA Board ofDirectors immediately after the PTA has been organized. TheCeneral Assembly sttall be convened as may be necessary but

in no case less than twice a year. The Board shall coordinatewith the $chool Head as to time, venue and other details of theGeneral Assembly.

3. The General Assembly shall be a venue for presentation anddiscussion of tl:e PTA's program$, projects, financialstatements, reports and ctJ:er matters.

4. The General Assembly may invite or consult with othermembers of the community such as local government officialsand civic organizations to solicit their support or activeparticipation in school activities.

Board of Directore arrd Ofllcerr

l. The administration of the affairs and rnanagement of activitiesof the PTA is vested with the Eoard of Directors and its officersin accordance with these guidelines or their respectiveConstitution and By-Laws, if any, which shall adhere to thefollowing:

a. The Board of Directors shall be composed of {ifteen{15} members who shall elect from among themselvesthe association's executive oflicers; namely:President, Vice-President, Secretary, Treasurer,Auditor, or other equivalent positions, who shailoversee the day-to-day activities of the associations;

b. Parent-members shall comprise two-thirds (2/3) andteacher-members one-third (1/3) of the Board ofDirectors;

A teacher-member cannot hold eny position in thePIA except as a member of the Board of Directors oras Secretary;

The School Head shall not serve as a member of theBoard of Directors but as adviser to the PTA;

The term of office of the Board of Directors and itsOfficers shall be one (1) yeau. from the ciate ofelection, In no case shall a PTA Board Director setvefor more than two {2} consecuLive terms;

In case of vacancy in the Board of Directors as aresult of expulsion, resignation or death, the vacancyshall be filled, for the unexpired term of the office,by a m4jority vote of the Board of Directors fromannong the Presidents of Homeroom PTAs in a specialmeeting called for such purpose.

h. The heads of the committees shall preferably comefrom the Board of Directors, Itomeroom Presidentsand Homeroom Advirers; and

i. The PTA may or may not be incorporated with theSecurities and Exchange Commission {SEC}. Ifincorporated, the registered entity shail, as far aspracticable, be used in the organization of the PTA bythe elected Board of Directors. In any event, theformal noliiication by the elected Board of Directorsoutlined below and the issuance of the Certilicate ofRecognition by the School Head shatl be theoperative act to recognize the PTA"

Recognltloa qnd Monltodng of PTA*

1. There shall be only one PTA that rvill operate in a school whichshall be recognized by the School Head upon forrnalnotilication,in writing by the elected Board of Directors. Therecognition shall be valid for one year from the date of election.

2. Together with the forrnai noti{ication in nniting, the electedBoard of Directors shall submit Oaths ef Oflice of the Board ofDirectors and OJlicers {Enclosure No. 1} including a list ofdirectors and oflicers,

4. The Division PTA Affairs Committee shall monitor the aclivitiesof the PTAs and their compliance with reports and otherrequirements, arbitrate disputes and settle matters that may

be submitted to it for resolution especially on PTArepresentation issue.

Privileges of Recoguized PtAs

1. A PTA is authorized to collect voluntary contributions fromparents/guardian-members once it has been duly recognrzedand given a Certificate of Recognition by the Schoal Head{Enclosure No. 2}. Such collectione, however, shall be subjectto pertinent issuances of the DepED and/or existing pertinentordinances of the local government unit concerned, if any.

2. In addition, a duly recogniaed PTA shall have the followingprivileges:

a. The use of any available space within the schoolpremises as its offlce or headquarters, provided, thatcosts pertinent to electricity, water and other utilitiesshall be for the account of the PTA; providedhowever, that should the school need such space,the PTA shall so vacate the space immediately. Themaintenance a:rd improvement of the office shail bein accordance w'ith the School lmprovement Plan;

The DepED may allor*' the mA to construct abuilding or strueture within the school premises forits o{fice, provided however, that the PTA shalldonate such building or structure and otherpermanent lixtures to the school. Any improvementmade on suctr building, structure or fixture thatcannot be removed from such building or structurewithout causing damage thereto shall be deemed theproperty of the school. A written agreement shatl beexecuted before the improvement or construction. ADeed of Donation shall also be executed by andbetween the PTA and the school immediately afterthe completion of the improvement or construction;

b. Representation in the School Governing Council;

c. Authorization to undertake fund-raising activities tosupport the school's academic and co-curricularprograms, projects and activities subject to pertinentDepED guidelines;

d. Participation in the school's inspection andacceptance committee and a$ an observer in theschool's procurement activities subject tCI theprovisions of R.A, No. 9184; and

e, Collaboration in relevant school activities.

VII" Actlvlties

AU PTA activities within the school premises or whichinvolve the schoal, its personnel or students shall be with priorconsultation and approval of the School Head.

Vm. Fhanclal Matteru

1. Policv on Collection ol-Contributions

Cognizant of ttre need of an organization for adequate fundsto sustain its operations, a duly recognized PTA may coliectvoluntaqr linancia-l contributions from members and outsidesources to enable it to fund and sustain its operation and theimplementation of its programs and projects exclusively for thebenefit of the students and the schooi where it operates. ThePTA's prograrns ;urd projects shall be in line with the Schoollmprovement Plan {SIP}.

Such collections shall be made by the PTA subject to thefollou'ing conditions :

a. The contributions should be a reasonable amount asmay be determined by the PTA Board of Directors;

b. Non-payment of the contributions by the parent-member shall not be a basis for non-admission ornon-issuance of clearance(s) to the child by theschool concerned;

c. The contributions shall be collected by the pTATteasurer on a per parent-member basis regardlessof the number of their children in school;

d. No collection of PTA contributions shall be doneduring the enrollment period; and

e. No teacher or any school personnel shall be involvedin such collection activities.

If collection of the school Pubiications Fee, supreme studentGovernment (SSG) Deveiopmental Fund and other clubmembership fees and contributions is coursed through the prAas requested by the concerned organization, the amountcollected shal1 be remitted immediately to t}e school, SSG orotj:er student arganizations concemed on the day it wascollected. ?he pertinent organization shall deposit the fundsrvllh a reputable bzutk on the next Llanking day under the

organization's account. No service fee shall be charged againstany student crganization by tlie PTA.

Non-compliance ot any violation of the aforementionedconditions shall be a ground for the cancellation of the PTA'srecognition and/or the frling of appropriate charges as tl:e casemay be.

Safekeeping of Funds

Ali collections of contributions or proceeds of fundraisingactivities shall be deposi.ted in a reputabte barrking institurtionas deterrnined by the Board of Directors. The PTA's Treasureror a duly authorized representative shalt undertake thecollection and shall issue ofliciel receipts/acknowledgementreceipts.

In no case shall any school official or personnel be entrustedwith the safekeeping a$d disbursernent of collections made bythe PTA. All disbursements of funds shall be in accordancewith generally accepted accounting and auditing mles andregulations.

Al1 disbursements shall be accompanied by appropriateresolutions indicating thereof the purposes for which suchdisbursements are made.

No cash advances shall be allowed *'ithout valid liquidation ofprevious cash adva:rces.

Financial Statement Report

The books of accounts and other financial records of the PTAshall be made available for inspection by the School Headandlor the l)ivision PIA Affairs Committee at any time.

An Annual Financial Statement signed jointly by the PTAPresident, Treasurer and Auditor shall be submitted to theSchool Head not later than thirty {30} days after the last day ofclasses. Such Iinancial statement shafi be audited by anexternal and independent auditor, posted in the PIA BulletinBoard, and presented to the General Assem.bly during the nextschool year,

The PTA shall also submit to the $chool Head not later thanNovember 30, a mid-school year financial staternent reportending October'30 duly audited and signed by the members ofthe PTA's audit committee

Failure to subnrit such linancial statement report shall be aground for the cancellation of the recognition of the PTA by the

Division PTA Affairs committee upon the recomrnendation ofthe School Head.

4. Transparenry and Accountability

For puryoses of transparency and accountability, alldocurnents pertaining to the operations of the PTA shatl beopen to public examination.

PTA are required to install a PTA Bulleting Board outside of itsoffice where announcernents, approved resolutions, requiredreports and {inancial statements shall be posted.

XX, Prohlblted Activlties asd Sanetlons

1. PTAs are prohibited from:

a. Intertering in ti e academic and administrativemanagement and operations of the school, and of theDepED, in general;

b. Engaging in any partisan political activity withinschool premises;

c. Operating a canteenlschool supplies $tore, or beinga concessionaire thereof inside the school or nearbypremises, or offering these services to the school asits client either dircctly or indirectly;

d. Selling insurance, pre-need plans or similar schemesor programs to sfudents and/or their parents; and

e. Such other acLs or circurnstances analogous to theforegoing.

PIA Oflicers and members of the Board of Directors areprohibited from coilecting salaries, honoraria, emolurnents orother fcrms of comlrensation from arry of the funds collected orreceived by the PTA.

PTAs shall have no right to disburse, or charge any fees asservice fees or percentages against the amount collectedpertincnt to the School Publication Fee, Supreme StudentGovernment (SSG) Developrnental Fund and othe.r clubrnembership fees and contributions.

In no case shall a PTA or any of its officers or rnembers of tJ:eBoard of Directors call upon students and teachers forpurposes of investigation c"rr disciplinary a.ction.
