Enclosure No.1:

Guidelines on the Conduct of the Student Government Election for 5Y 2020-2021

The School Head (SH) upon the proposal of the members of the SPG/ SSG Commission onElections {COMELEC) with the recommendation of the SPG/SSG COMELEC Chairperson, mayalso issue additional guidelines on the SPG or SSG COMELEC Standard Election Code consistentwith the DepEd Order No. 47 s. 2Ot4 and DepEd Order No. 11 s. 2016 to ensure a fair andsuccessful elections. The SPG/ SSG COMELEC is also advised to ensure that the studentsrunning for position are not transferring to other schools by the coming school year.

After the conduct af the SPG/ SSG Elections, the SH or the person whom he/she appointedshall accomplish the Comprehensive Evaluation of the Student Government Elections for theSchools (CESGEI Form provided in the enclosure. A soft copy {in excel form} of their documentsshall be sent to this email and Election Report be entered into the thislink , exactly two (2) weeks after the school'sproclamation of winners on February L2,7020.

The Division SGOD shall collate the school's CESGE Forms and accomplish the DivisionConsolidation Election Report {DCER)for the SPG and SSG.

The newly-elected SPG/ SSG officers after their oath-taking ceremony shall undergo a paralleischool-based tralning on basic skills on leadership, roles, functions and responsibilities of eachofficer. The newly designated SPG/ SSG officers shall come up with a General Plan of Actions(GPOA) for their entire term. The project management and planning of GPOA must befacilitated by the SPG/ SSG adviser and the outgoing SPG/ SSG Officers during weekendsimmediately after elections.

The Schools Division Office through the Youth Formation {SGOD) shall conduct a division wiCeleadership training for the newly-elected SPG and SSG officers, the new officers from schoolclub organizations may also join the division-initiated leadership training. Pursuant to DepEdOrder No. 19 s. 2016 "Guidelines on the Organizational Structure and Staffing Patterns ofStand-Alone and lntegrated Public Senior High School", the Division Youth FormationCoordinators shallspearhead the division-wide leadership training within April-August 2020incoordination with other offices relevant to the conduct of the activity.

For the division-federated SPG and SSG elections, ALL PRESIDENTS regardless of grade level,whether the candidate if from Grade 11 or Grade L2, can vie for the President and VicePresident position for as long as they are the elected President of the SPG and SSG in theirrespective school and are qualified to be nominated.

Fcr the stand-alone Junior High School {JHS), candidates for President and Vice Presidentsmust be Grade 10 and Grade 9 students. Grade 8 and 7 students can run forthe other positionsexcept President and Vice President.

For elementary and secondary schools which have more than 1,000 students per grade level,the COMELEC can add additionalthree (3) members per grade level who will help facilitate theelections. The said additional members must meet the required qualification and undergo thesame process.

The Youth Formation Section as the lead office for the Student Government Program (SGP) inthe Schools Division Office is authorized to monitor the conduct of synchronized elections andthe formulation, and implementation of the school elections.

All elementary, integrated and secondary school heads are enjoined to support and monitorthe implementation of the school elections.All elections conducted before the dissemination of this Memorandum shall retain thecandidates who were proclaimed winners of their school's SPG/ SSG in their elective positions.
