Indonesia Technical Regulation based on SNI

• Technical regulation on EEE by adopting partially or fully technical specification and/or parameter of SNI is stipulated by Ministerial Decree taking into account safety, security, health, environment, moral hazard, and economical aspects, that are equally imposed to both domestic and imported products which are traded in Indonesian teritory.

• Manufacturers of EEE which are technically regulated based on SNI shall fulfill the

SNI requirements and shall affix the SNI mark on the products, packages and/or label of their products

Product Registration

to get NPB (for imported products) or NRP (for domestic products)

• Pre-market surveillance over traded goods produced domestically, shall be done through Product Registration Number (Nomor Registrasi Produk - NRP)

• Pre-market surveillance over imported of EEE shall be done through Goods

Registration Letter (Surat Pendaftaran Barang – SPB) which includes Goods Registration Number (Nomor Pendaftaran Barang – NPB),

• NRP and SPB shall be issued by the Director General of Foreign Trade c/o the

Director of Supervision and Quality Control of Goods (Direktur Pengawasan dan Pengendalian Mutu Barang – Dir PPMB) Ministry of Trade

• NRP and NPB are valid for 3 (three) years and can be extended.

• NRP or NPB shall affix underneath SNI Mark and/or other recognized conformity mark, on to their products or packages.

Registration of CAB • CAB issuing an SNI Mark Product Certification can be a domestic or foreign product certification body supported by accredited testing laboratories and/or inspection institutions.

• Domestic CAB shall be accredited by KAN according to its scopes, CAB shall be

registered to the Secretariat General c/o Center for Standardization Ministry of Trade.

• All CAB which have the scope of mandatory SNI’s requirements shall be accredited by

National Accreditation Body of Indonesia (KAN) and assigned by Minister of Industry

• These marks are awarded to domestic and foreign manufacturers that consistently comply with

quality management system standards. These are awarded after a thorough assessment of the manufacturer based on ISO 9000 series standards. The products are also subjected to laboratory testing to verify compliance with PNS. Even after the issuance of the license to use PS certification marks, surveillance is regularly conducted.

Treatment of Imports

• Products covered by mandatory certification shall secure Import Commodity Clearance with BPS. • Import shipment that meets product quality and safety requirements of the specific Philippine

National Standards is issued the Import Commodity Clearance Certificate.

Singapore Registration The regulatory regime consists of two phases – pre-market approval and post-market surveillance.

There is a regulator intervention prior to the entry of the regulated products into the market. The controlled goods have to go through a structured process of approval, which starts with testing and ends with labelling. Please see Section VI - Flowchart of Singapore's Regime.

After entry into the market, SPRING Singapore conducts regular visits to shops and retail outlets to ensure that only registered controlled goods are displayed or offered for sale.

Treatment of Controlled Goods Registration of controlled goods is based on certification by designated Conformity Assessment Bodies.

Thailand Certification Product Certification System of TISI consists of two phases: 1. License Granting

Granting a license is based on: 1.1 The results of tests which are conducted on products in accordance with the application standards.

Consideration on this matter may be: (1) Acceptation of testing results, or (2) Product testing by designated laboratories, or (3) Product testing by testing at manufacturer’s premises, or (4) Product testing by supervised manufacturer’s testing.
