- Part II (3-4 pages): problem diagnosis (how old, how complex, single/ multiple, if multiple, are the facts related, and how?)
- Part III (4-5 pages): possible solutions, alternative scenarios (are they feasible, who is in charge, at what costs, which are the risks vs. benefits?), conclusions
