Rabies prevention spends IDR 25 billionBali targeted to be rabies-free in 2012

targeted Bali to be free from rabies in2012. He asserted, the commitment torealize Bali free from rabies certainlyrequired extraordinary efforts recog-nized legally and humanly. More im-portantly, every component of societyshould also take active part in suppress-ing the number of rabies cases to mini-mal point.

“After signing the MoU, Bali Pro-vincial Government will hold a massvaccination to humans and dogs,” hesaid. This former Chief of Bali Policeadded that the rabies epidemic hadspread in Bali since 2008. In 2008, thecases of dog bites were recorded toreach some 50 thousand bites and ap-proximately 24 thousand in 2009.Meanwhile, until this September 2010,the cases of dog bite throughout Balihad reached 41,172 cases. “On aver-age, there are 165 cases of dog bitesoccurred in Bali every day during2010,” he added.

Since the rabies outbreak spread, hesaid, Bali had eliminated more than 100thousand dogs and vaccinated morethan 250 thousand dogs. These mea-sures were done of course within theframework to prevent the spread of ra-

bies outbreaks. Related to commitmentto realize Bali as a rabies-free island,he emphasized on the necessity of theurgent global cooperation implementedsynergistically and sustainably. “At themoment, rabies is extremely threaten-ing the human life and animals we careabout. For Bali, the dogs are specialbecause they are familiar to human lifeand have a myth upheld by the soci-ety,” he added.

On that occasion, Director of WSPAMelly Wibisono declared that rabiestreatment could not be carried out sim-ply by elimination. She confirmed thatvaccination and acting more humanlyto a dog would be much more impor-tant and civilized.

Meanwhile, Spokesperson of WSPANamrata Chowdhary said that her partygot involved in freeing Bali from ra-bies by means of training people so theyhad the ability to teach and prevent therabies. In this cooperation, WSPA pro-vided a financial assistance worth IDR9 billion to fight against rabies outbreakin Bali. “Bali is unique. We do not agreeto the mass elimination as it is unableto liberate from rabies and not humane,”she said. (kmb13)

Indonesia delays to sendmigrant workers to Malaysia,Kuwait and Jordan

minimize the charges to as low as pos-sible, so ultimately it would not in-criminate the workers themselves.

When asked if there were anyPJTKI companies committing unlaw-ful action, Minister Muhaimin wouldnot tolerate them. Their license wouldbe instantly withdrawn. Regarding tothe possibility of violations commit-ted by a number of PJTKIs previ-ously, he said that their identity werestill being investigated. “We are stillexamining their identity thoroughlywhether they belonged to individualor company,” he said.

However, behind the ban to Ma-laysia, Kuwait and Jordan, Muhaiminsaid, the public interest to becomeoverseas workers remained quitelarge. Its annual growth reached 10percent. Then, regarding to salaries,it would become the sole authority ofrespective embassy to arrange. Ifthere were any salaries below thestandard, then the government wouldautomatically reject the agreementdraft proposed.

In the meantime, in his speech,Minister Muhaimin explained that In-donesia had a population of approxi-mately 234,181,000 people. Laborforce amounted to 116 million and92.6 percent of them were working orabout 107.4 million were active work-ers. The remaining 30.72 million orabout 28.61 percent of them workedin formal sector. Therefore, Indonesiahad to be careful in making and imple-ment particular policies and decisionsin industrial relations. (015)

Bank Indonesia has a duty to ensure that thesepublic funds are on banking safe hands. On thataccount, all rural banks must continue to improvetheir performance so that people’s confidence isgetting improved,” he asserted.

Jeffrey recognized that existence of unhealthyBPRs would automatically lose the public trust. The growth rate of BPR was currently quite con-ducive. This could be seen from the total loansreaching IDR 2.5 trillion, or grew by 25 percentwithin the past six months.

Meanwhile, an economic observer ofmicrofinance institution (LKM) in Denpasar,Nyoman Putra Mas, expected the holders ofpolicy in monetary sector should give priority tolocal investors in the acquisition of BPR. NEW DELHI - India is aimingto finalize a $5.8 billion defenseagreement with the United Statesbefore the November visit of Presi-dent Barack Obama in a deal thatwould mark the biggest India-U.S.defense deal ever.

The two countries are in talks forIndia to acquire 10 Boeing Co’s C-17 Globemaster III planes, seniorgovernment officials said onWednesday, adding the parties hopeto make the announcement duringObama’s visit.

WASHINGTON - The US Fed-eral Reserve avoided pulling the trig-ger on fresh stimulus spending at atop-level policy meeting, but said itwas prepared to act if the tepid eco-nomic recovery cools further.

The bank’s open market com-mittee held interest rates at recordlows in a bid to shore up what itcalled a “modest” recovery, butshied away from a new — and con-troversial — round of spending.

“The committee will continue tomonitor the economic outlook andfinancial developments and is pre-pared to provide additional accom-modation if needed to support theeconomic recovery,” the Fed said.

During the depths of the reces-sion the bank spent about one tril-lion dollars buying up long-termUS debt and toxic mortgage prod-ucts in an effort to lubricateblocked up financial markets.

That may have helped stave offa rerun of the Great Depression, butthere are widespread concerns thatthe private sector is not ready tostand on its own.

With US growth projected to bean anemic 1.5 percent this year, many commentators have called onthe Fed to once again open thesluice gates and let cash flow intothe economy.

At its August meeting, the banktook the baby step of agreeing tokeep spending at current levels byplowing the proceeds from invest-ments into US bonds.

Since that meeting, a panel oftop economists has declared the USrecession over and a slew of datahas pointed to a moderately betteroutlook, but that has not beenenough to dampen concerns.

At least 35 accredited BSEbrokers are eligible to provide mo-bile trading to their clients while atthe NSE, at least 800 brokers are lin-ing up to do the same.

“Mobile phone trading willpick up,” said Rajiv Prabhakar, ananalyst with Mumbai brokerage firmSharekhan, through which nearlyone million people trade across In-dia.

India’s investor community isestimated at between 10 and 20 mil-lion but those behind the schemehope to capitalise on the buoyantstate of the country’s mobile phonesector.

One in 10 of the world’s mo-biles is sold in India, according totechnology research specialistsGartner, and the country adds 15-17million new mobile subscribers ev-ery month.

There are now an estimated650 million subscribers.

But per capita ownership in acountry of 1.2 billion people is stilllow at 57 phones per 100 people,

offering massive growth potential inthe years ahead, particularly as 3G“smartphones” become more avail-able across the country.

Brokerages involved hailedthe stocks initiative as empoweringconsumers.

But industry experts say trad-ing on mobile phones is unlikely tosupplant online trading anytime soonand initial usage may be limited sim-ply to viewing market data.

“A new set of investors maynot emerge with the opening of anew technology channel,” said Mon-ish Shah, financial services directorof Deloitte India.

Mobile phone trading haspicked up in Japan and South Ko-rea. In Seoul, it accounts for nearlythree percent of trading volume, ac-cording to stock exchange data.

Mobile banking, introducedtwo years back in India, “is yet topick up” a Reserve Bank of Indiaofficial has said, as transaction vol-umes remain low.

A recent Deloitte India studysuggested nearly 70 percent of mo-bile phone users interviewed in In-dian cities do not use mobile value-added services.

ing President Obama’s visit.India and the U.S. are building a

strategic alliance and security ex-perts say New Delhi’s growing tieswith Washington are seen as a coun-terweight against China’s growingmilitary clout.

India and the United States signeda landmark civilian nuclear deal in2008 and another pact in July lastyear, facilitating the entry of U.S.companies like Lockheed and Boeinginto India’s lucrative defense market.

New Delhi expressed its interestin January to buy the heavy-lift C-17Globemaster aircraft, capable of car-rying large combat equipment andtroops.

“India will receive the most ad-vanced version of the C-17 available, which will include the latest upgradesand capability,” said Vivek Lall,Boeing’s Vice President India, con-

firming the deal.Boeing has sold 221 C-17

Globemaster planes to several coun-tries so far, including Qatar, UnitedKingdom, Australia and Canada, thecompany said.

India is looking to spend more than$50 billion over the next five yearsto modernize its armed forces andlargely Soviet-era equipment, an ef-fort that is in particular focus after the2008 Mumbai attacks revealed secu-rity loopholes and the need to upgradedefenses.

It is also expected to finalize a dealto buy 126 fighter jets.

Boeing’s F/A-18 Super Hornet isalso competing with LockheedMartin’s F-16 , France’s DassaultRafale, Russia’s MiG-35, Sweden’sSaab JAS-39 Gripen and theEurofighter Typhoon, produced by aconsortium of European companies.

US Fed ‘prepared’ toact if recovery stalls

The Fed retained its bleak viewof the health of the world’s largesteconomy, making further actionpossible when the panel meetsagain in early November.

“(The Fed) statement effec-tively kicked the can six weeksdown the road,” said StephenStanley of Pierpont Securities.

The Fed’s top policy panel saidthe pace of recovery had “slowedin recent months” while warningthe pace of economic growthwould be “modest in the nearterm.”

It pointed to now-familiar prob-lems that plague the economy: highunemployment, low consumerspending and a moribund housingsector. Full text of Fed statement

It also gave a thinly veiled warn-ing about the risks of deflation, stating that inflation rates were“somewhat below” target levels.

“The Fed clearly stated currentlevels of inflation are too low, andthat the aim of current policywould be to address the defi-ciency,” according to AndrewSchiff of Euro Pacific Capital.

Even with this bleak backdrop,Fed members again appeared tohave tussled over when crisis mea-sures are needed and if they wouldwork.

Kansas Fed Representative Tho-mas Hoenig, seen as an inflationhawk, voted against the policies, arguing that loose monetary policywould create imbalances overtime.

“The doves are ready now, while the hawks would need to seea significant deterioration in theoutlook to sign off,” said Stanley.

Tuesday’s meeting was thepolicy-making panel’s last beforeNovember’s mid-term elections.

Immigration officials in Japan, acountry with a zero-tolerance policy toillegal drugs, had questioned her forhours after her arrival Tuesday beforeallowing her to stay in a hotel insidethe airport overnight.

She was not allowed to stay at theHilton hotel — the chain founded byher great-grandfather Conrad Hilton —in the nearby town of Narita, fivekilometres (three miles) from the air-port, news reports said.

Hilton shot to fame in 2003 whenher former boyfriend leaked a video oftheir sexual escapades on the Internet. She also starred in the reality televisionseries “The Simple Life”.

In 2007, Hilton spent 23 days in aLos Angeles county jail for violatingprobation over an alcohol-relatedreckless driving conviction. Earlierthis year Hilton was arrested in SouthAfrica after the Brazil-NetherlandsWorld Cup game, on suspicion ofpossession of marijuana, but the casewas dropped.

Of course, his hindsight is 20/20.Everyone’s is. But here, Stone takes the eco-nomic collapse of 2008 and places Gekko —played masterfully by Michael Douglas, re-turning to the role that earned him an Acad-emy Award — in the middle of it. Havingbeen released from federal prison after serv-ing time for securities fraud, money launder-ing and racketeering, Gekko is now free toswim among even more dangerous sharksthan he ever dreamed of being himself. Thequestion becomes: How will he react? Willhe use his shrewdness to try and beat them attheir game, or will he actually have found amoral center during his time behind bars?

That story line alone could have providedthe basis for one meaty, worthwhile movie.“Money Never Sleeps” also crams in a fa-ther-daughter story, a few different mentor-protege stories and a romance. It’s big andloud and brash in an almost operatic way —and knowingly, joyfully so. For a movieabout a depressing topic that we’re all-toofamiliar with, “Money Never Sleeps” is sur-prisingly entertaining.

The dialogue from Allan Loeb andStephen Schiff is biting and propulsive, andthe hugely esteemed ensemble cast is a kick.Besides Douglas, who’s better than ever evenas a toned-down snake, Shia LaBeouf is solidas an ambitious young trader — he feels likea grown-up, finally — and the two stars havea couple of electric exchanges.

The 29-year-old produced a near-flawless drive for Ferrari at Monza toput him third behind Red Bull’s MarkWebber and Lewis Hamilton ofMcLaren in the world championshipstandings with just five Grand Prix togo. “Despite failing to score in Bel-gium, where the accident on the firstlap weighed heavily like a stone,Ferrari and I have scored more pointsthan anyone else in these last fourraces,” he said. “That makes us evenmore confident and the fact these re-sults came on tracks with very differ-ent characteristics to one another con-firms for me that our car is pretty ver-satile.”

Alonso has a good record onSingapore’s bumpy street circuit, win-ning controversially for Renault in2008 when Nelson Piquet junior de-liberately crashed, before a third-placefinish last year behind Hamilton.

The Briton crashed out on the firstlap in Monza, colliding with FelipeMassa then sliding into a gravel trapto cap a miserable weekend and dealhis championship dreams a blow. Buthe hopes to avoid similar mistakes onSunday. “Winning in Singapore lastyear was one of the most satisfyingvictories of my Formula One career,”said Hamilton, who has now failed toscore in two of his past three races.

MCLAREN’S principal raceengineer Philip Prew says the teamis confident its latest upgrades willmean a big improvement in high-downforce performance forSingapore.

The last race in high-downforcetrim in Hungary produced poor re-sults for McLaren - which qualifiedfifth and 11th, with Jenson Buttonfinishing only ninth. However Prewis expecting McLaren to take thefight to Ferrari and Red Bull inSingapore this weekend.

“This is a big weekend, particu-larly big after the difficulty we hadwith a lack of pace in Hungary, which is our reference for high-downforce, slow-speed,” Prew saidduring the Vodafone McLarenMercedes phone-in. “It should becompetitive between Red Bull,Ferrari and ourselves.”

Prew also speculated that the in-creased FIA load tests on frontwings and floors could have an ef-fect on the advantage enjoyed byRed Bull at the Hungaroring.

“The regulations now in placeover bodywork testing means itshould be a level playing field,” hesaid. “The advantage that was feltto be being gained by Red Bull andFerrari is harder to exploit, if thatwas indeed what they were doing.“I’d like to think it will be veryclose, but you’d have to be a bit

Alonso gunning for victory in SingaporeAgence France Presse

SINGAPORE - Spain’s Fernando Alonso is determined to buildon the momentum of winning in Italy with another victory under thelights this week in Singapore as the Formula One title race heats up.

“I’ve already drawn a line underMonza,” he added. “I’ve learnt from theexperience and, while it was extremelydisappointing, those things are some-times what you need to sharpen yourmind and raise your game and motiva-tion at an extremely crucial time in theseason.” After 14 of this year’s 19 races,Hamilton is second in the title race with182 points, five behind Webber, withAlonso third on 166. Defending worldchampion Jenson Button is still in thehunt with 164 points while young Ger-man Sebastian Vettel is fifth, a pointfurther adrift.

This means that the top five are sepa-rated by just 24 points — one pointfewer than the 25 awarded for a singlerace win. Australia’s Webber managedonly sixth in Italy and knows he needsto do better in Singapore, where thetrack demands precision, nerve, andconfidence.

“I like Singapore. It’s unique as werace at night,” he said. “I’m hoping toimprove on last year’s result, as it’s ahigh downforce street circuit that shouldsuit our car.

“It’s got some similarities to Monacoand Budapest and we did well at boththose circuits, so I’m hoping for a strongresult. We’ve yet to experience any wetrunning on a flood-lit track, so it willbe interesting if that happens.”

McLaren: High-downforce issues sortedbrave to say where we’ll all end up.”

Prew added that as well as theupgrades for Singapore, much ofMcLaren’s progress has come fromunderstanding how to make the mostof its previous new parts. “We havesome quite big upgrades but also ourunderstanding of our car and how toexploit it, how to get downforce fromthe car, has improved since Hun-gary,” he said. “We’re optimistic thatwas can close the gap and we hopeto be competitive.

“Coming out of Hungary werecognised our pace was not where it

needed to be. Since then we have hada whole number of upgrades on thecar, some have run already at Spaand Monza and they will carry over.

“In addition, we have further up-grades here in Singapore; a newfront wing and other devices thatwill look to improve downforce.”

“We know some of the upgradesare working because we’ve seenthem in previous races, albeit withdifferent downforce levels. We’rehopeful that what we’ve added tothe car over the last six weeks willbe sufficient to close that gap up.”
