Denpasar (Bali Post)—The Indonesian Hotels and Restau-

rants Association (PHRI) of Bali Chap-ter asked the Bali Provincial Govern-ment to implement the moratorium se-lectively and strictly without compro-mise. The association serving as initia-tor was ready to sit together with stake-holders to have a discussion related tothe policy.

“We do support the selective mora-torium. Presumably, if there is a devel-opment of tourism facility like hotelssupporting the quality improvement ofthe environment, it can enhance thebranding of Bali and is worth consider-ing to be given a permit,” said Chair-man of PHRI Bali, Cokorda ArthaArdhana Sukawati, in Denpasar re-cently.

According to him, selective mora-torium needed to be done so the policyof Governor of Bali would not turn toprolonged polemic. The three regenciesbecoming the target of moratorium suchas Badung, Denpasar and Gianyar hadclearly stated to reject the policy withthe reason that they did not want to ham-per investment.

“Myriad cultural and customary ac-tivities are organized in Gianyar. Ofcourse, they require a cost which is notrelatively small. To that end, we wantto get a right portion and existence ofsynergy. We’d like to reach harmoni-ous development in cultural tourism anddo not harm each other,” he said.

Cok Ace who is also the Regent ofGianyar said that moratorium on ho-tels in southern Bali region would bevalid until there was a result of studieson the carrying capacity of Bali tour-ism. The proposal of moratorium hadbeen submitted by PHRI Bali more than10 years ago during the reign of Gov-ernor Ida Bagus Oka.

“The main consideration is equal-ization. Some members of PHRI Baliin the regencies outside the southernBali have difficulty to develop becauseof the tourism development seemed tohave been focused on the southern Baliregion,” he explained.

Based on the result of survey madeby PHRI Bali in 2010, the number ofstar rated hotels and boutique hotels inBali reached 2,260 units with a total of56,971 rooms throughout Bali. Of thisamount, 88.5 percent or 50,436 hotelrooms were focused on southern Baliconsisting of 36,947 rooms in Badung,10,097 rooms in Denpasar and 3,410rooms in Gianyar. Meanwhile, the re-sult of survey showed a greater num-ber than that of Bali Provincial Gov-

According to information, thewaterpark was built between NusaDua and Peninsula Island. The partyof Badung House has also received areport about the unlicensed develop-ment as well as the allegation ofshoreline violation. Of course, theissue was questioned by the House.

Secretary of Commission A in theBadung House, I Made Duama,Wednesday (Feb 16), said the reporton the existence of the project hadentered the Commission A. He alsoregretted if in reality it was indeedtrue that project was unlicensed anddid not comply with the shoreline. Inother words, two very fatal mistakeshad been carried out.

He said if the BTDC had submit-ted a permit, the waterpark should bebuilt according to designation. Vio-lation against shoreline might not

In line with Duama, another leg-islator, I Made Darma, also ques-tioned the attitude of BTDC. He em-phasized though the waterpark lo-cated within the authority of BTDC,the project should be completedwith permit from the government.Similarly, government should do areview on the project because thebeach was the only remaining pub-lic space in the region of BTDC. “Ifthe remaining land is also used forthe project of BTDC, let alone vio-late the shoreline, the local commu-nity will no longer have a place of

recreation,” he said.Meanwhile, Division Head of Fa-

cilities and Infrastructure of BadungGovernment Tourism Office(Disparda), I Nyoman Suardana, when contacted recently claimed notto know about the waterpark devel-opment in the BTDC area. He as-serted that Badung GovernmentTourism Office did not received ap-plication for a permit from the inves-tor. “Application for permission hasnot been entered. Likewise, we do notknow about the existence of theproject,” he said.

When asking for confirmationabout this matter, Managing Direc-tor of BTDC, I Made Mandra, wasnot willing to give more comments. To sum up, he denied and said therewas no waterpark development in thearea of BTDC Nusa Dua. (kmb25)

ite of tourists from the Uncle Sam’scountry. From the slide of presen-tation, Derek Ong outlined sometricks on how to attract Americantourists whose number reachedmore than 50 million people annu-ally. Before 50 participants of theworkshop, he also explained how tocreate best-selling tour packagesthat would be sold out in America.

Vice Chairman of Bali Village,Herdy Sayoga, stated the number ofworkshop participant exceeded theestimation. “The number of partici-pant surpassed the target of 35people. In fact, there were 50 par-ticipants who listened to the direc-tion of Derek Ong enthusiastically,”said Herdy Sayoga serving as mod-erator of the event.

The workshop turned more at-tractive due to the presence of Coun-try Manager-Indonesia of SingaporeAirlines, David Lau. While jokingforcefully, he could invite partici-pants to discuss further about pow-erful strategies to increase the de-mand for their companies. It was

completed with interactive discussionwhere many real challenges pre-sented could be instantly resolved.

Herdy Sayoga summarized thepositive response of participants totake part in the activities of face-to-peer collaboration in the UnitedStates scheduled to be held in 4 cit-ies, covering the east coast, CentralAmerica, west coast and Canada. Theenvoy would present the potential ofBali bundled with the cost of airfareof Singapore Airlines having a net-work in 12 points in the United States. The concrete promotion would befollowed up with the network of co-operation in various cities in Americaas well as with TV stations and theInternet.

On that occasion was alsolaunched a three-dimensionalwebsite containing the data of Balitourist destinations along with theirfacilities and it would be accessibleworldwide. Many participants reg-istered their company at relativelyaffordable listing price namelyUSD 150.

Moratorium implementationto accommodation in BaliPHRI requests provincial govtto act uncompromisingly

ernment. Based on the record of BaliProvince, there were currently 2,190units of accommodation with 45,557rooms where 85 percent of them wereconcentrated on southern Bali.

“The accommodation in our surveydoes not include condotel, residence andapartment,” he said. PHRI Bali hopedthat government could improve the in-frastructure in the regencies beyond thesouthern Bali. By doing so, investorsdid not mind investing those regions.PHRI also assessed the need for guid-ance to the community outside south-ern Bali who could not accept the ex-istence of tourism.

“Sometimes, investors find it diffi-cult to invest in the area where peopleare unable to accept the existence oftourism. The most common problemsfaced are the approval given by the com-munity or companion permit as require-ment of the hotel development,” he said.

According to him, coaching wasalso required so there would be noproduct duplication in other regions asexisting in the three regions in SouthBali. “Tourism development in otherregions must prioritize local wisdom.Do not duplicate the products existingin South Bali. In case of duplication, tourism will grow unattractive and thenvanishes,” he said.

Meanwhile, the Bali RegionalCouncil of the Indonesian Forum forthe Environment (WALHI), WayanSuardana, assessed that moratoriumshould be done until there was a holis-tic and integral assessment about Balisuch as on the carrying and accommo-dating capacity of Bali. Governmentshould continue working to improvethe infrastructure outside South Balito attract investors.

“A moratorium will make the de-velopment in Bali balanced becausethe overcrowding development insouthern Bali will result in environ-mental damage. There are many spa-tial violations committed due to uncon-trolled development of hotels in south-ern Bali,” he added.

The favored regions by many in-vestors are generally located in coastalareas such as Tanah Ampo, Amed orKubu in Karangasem. Meanwhile, themost popular and wanted region inBuleleng is Gerokgak. High interest ofinvestors to build hotels and restaurantsin the area also has something to dowith the government’s plan to buildsome infrastructures such as airport atGerokgak, Buleleng Regency andcruise harbor at Tanah Ampo,Karangasem Regency. Temple CeremonyCalendar Event for February 1 through March 2, 2011

EVERY Temple and Shrine has a special date for it annualCeremony, or “ Odalan “, every 210 days according to Ba-linese calendar, including the smaller ancestral shrine whicheach family possesses. Because of this practically every fewdays a ceremony of festival of some kind takes place in someVillage in Bali. There are also times when the entire islandcelebrated the same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day,Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is consid-ered its birth day and celebration always takes place on thesame day if the wuku or 210 day calendar is used. When newmoon is used then the celebration always happens on new moonor full moon. The blow by authori t iesmarked a dramatic shift in theprotests. It appeared Bahrain’sleaders sought to contain secu-rity forces after clashes Mondaythat left at least two people deadand brought sharp criticismfrom Western allies, includingthe U.S.

Canadian Prime Minister StephenHarper said he was “delighted” by thevisit, adding that it was a “testament toour country’s very close relationship withthe royal family”. JAKARTA - Greenpeace SoutheastAsia hailed the recent news that thepalmoil arm of Sinar Mas, GoldenAgri-Resources, would halt the de-struction of Indonesia‘s forests previ-ously caused by their operations.

“The government must back effortslike those announced today (Feb. 9)by insisting on similar standards acrossindustries operating in forest areas,”said Bustar Maitar, head ofGreenpeace`s campaign to protect In-donesian forests, recently.

“This could be good news for theforests, endangered species like theorang-utan and for the Indonesianeconomy,” he said as quoted on theGreenpeace Southeast Asia`s officialwebsite. Bustas said protectingIndonesia‘s forests was good for busi-ness, the environment and future gen-erations of all Indonesians.

“We must prevent the spread of mis-taken interpretations of religious teach-ings,” he said in his speech at the com-memoration of the ProphetMohammad`s birthday at the State Pal-ace here on Wednesday evening.

He said spreading wrong interpre-tations of religious teachings would al-ways hurt those who had different viewsand usually leads to physical conflicts.

Therefore, he called on all clericsand government officials concerned toclosely monitor every developmenthappening in the community.

Efforts to prevent the spread ofmisinterprated religious teachings mustbecome a priority but must be done ina peaceful manner, he said.

Also presentat the event were Secretary of thePolicy Analysis and DevelopmentAgency (BPPK) at the ForeignMinistry Yusra Khan and a num-ber of investors from China, theNetherlands and the United States.

The presence of iron ore pro-cessing plant is expected to en-courage the development of ma-chinery and appliance industries inthe province. Asked to commenton a 10-member Chinese invest-ment delegation‘s visit in Padangrecently, he said BKPM was readyto assist them in investing in thecountry.

RI declines offer to host New7Wonders event on financial groundslars, the culture and tourismministry‘s head of cultural and tour-ism resources division, I Gde Pitana, said here Wednesday.

The cost would be too high forjust one event and was not worth thepotential results that Indonesiawould get out of it, he said.

He wondered why N7W Presi-dent and Founder Bernard Weberhad insisted that Indonesia shouldhost the event.

“If Indonesia refuses, there arestill 28 other countries included in(the New7Wonders) finalists (whichmight be asked to host it),” he said, wondering why Weber had insistedon Indonesia.

He called on the Indonesian pub-lic to have clear mind on the matter.

If the New7Wonders foundationwas really bona fide, many countrieswould have competed in the biddingto host the N7W final event, like other

international events such as FIFA WorldCup, and Olympic game, he said.

Pitana suspected that the Switzer-land-based N7W foundation had dif-ficulty in finding the next host, afterIndonesia turned down the offer.

According to him, the foundationapparently was not yet enjoyed inter-national acceptance fully, unlike or-ganizers of world events like FIFAWorld Cup, Olympic, Sea Games, andASEAN Games.

Pitana, who was previouslythe ministry‘s international mar-keting director, said his ministryhad in the past received severaloffers to host an internationalevents, such as Bollywood‘sGrammy Awards, but Indonesiahad turned the offers down be-cause of financial reasons.

However, only New7Wondersseemed ‘to be unhappy” aboutIndonesia‘s rejection, he said.

Greenpeace: Time for government toback efforts to stop deforestation

“The need for other palm oil pro-ducers to clean up their act is nowpressing, for business and environ-mental reasons,” he added.

On paper, the new commitmentsfrom Golden Agri were a major steptowards ending their involvement indeforestation, he stated.

“And if they do make thesechanges, large areas of forests will besaved. But now they`ve actually gotto implement these plans, and we`rewatching closely to make sure thishappens,” he added.

Golden Agri‘s announcement hasgiven a huge boost to the IndonesianPresident‘s pledge to protect forestsand tackle climate change, accordingto him.

“And now the Indonesian Govern-ment must support this initiative bystopping any more licenses beinggranted for forest and peatland clear-ance, and by reviewing activities in

areas where licenses have already beenhanded out,” he said.

In recent years, Greenpeace revela-tions showing the destruction causedby Golden Agri-Resources have ledto international corporations such asUnilever and Nestle canceling theircontracts with the Indonesian palm oilcompany. However, the current movecould signal the start of a shift through-out the industry, and eventually leadto full forest and peatland protection.

A key commitment by GoldenAgri-Resources is a pledge not to clear‘High Carbon Storage‘ forest. Underthe company‘s new plans, they haveset a provisional threshold and will notbe developing land which containsover 35 tonnes of carbon per hectare.

Importantly, this provisional figureis in line with figures for low carbondevelopment recommended to the In-donesian Government by their ownadvisers, according to Greenpeace.

BEIJING – China appealed Thursdayto Washington for fairness as Americanofficials decide whether to block Chinesetelecom giant Huawei’s purchase of aU.S. computer company on securitygrounds.

Beijing hopes for a transparent reviewof Huawei’s purchase of 3Leaf Systems,a Commerce Ministry spokesman said.Huawei says it was told by a U.S. secu-rity review panel that it must sell 3Leaf,which it bought last May, or the commit-tee will recommend that President BarackObama cancel the deal.

“We hope the U.S. security examina-tion laws and regulations can treat a Chi-nese company fair ly, regardless ofwhether it is publicly traded, state-ownedor private, and can carry out a transpar-ent, predictable review,” said ministryspokesman Yao Jian.

Companies that receive such a verdictfrom the Committee on Foreign Invest-ment in the United States often withdrawproposed deals. But Huawei has said itwill stick to its plans and recommend that

China attracted $10.03 billion in foreigninvestment last month, commerce minis-try spokesman Yao Jian told reporters.

The figures indicated that a revival ininvestment continued after growth slowedsharply in August and despite severalmoves by the government to slow theeconomy, including last week’s third in-terest rate hike in four months.

The January figure compares to growthof 15.6 percent in December, when $14.03billion in investment flowed into China.

Foreign direct investment hit a full-yearrecord of $105.7 billion in 2010, the gov-ernment said last month, highlightinggrowing foreign confidence in theeconomy despite Beijing’s dampeningmeasures.

WASHINGTON/NEW YORK – Visa andbanks will press lawmakers on Thursday forrelief from a proposed slashing of debit cardprocessing fees, an issue that has attractedbipartisan support for softening the impactof part of the Dodd-Frank financial law.Banks and card network companies such asVisa Inc and MasterCard Inc have beenpleading with the Federal Reserve to changea December proposal that would cut debitprocessing fee revenue by about 75 percent.

But even debit industry sources admit thatgetting the Fed to significantly ease up onits proposal will be a tough task, leading theindustry to focus its sizable lobbying fire-power at Capitol Hill.

A House Financial Services subcommit-tee on Thursday will hear from Fed Gover-nor Sarah Raskin and industry representa-tives on the issue.

The Dodd-Frank law passed last yearcalled for debit card fees that are “reason-able and proportionate” to the issuers’ costs,a provision added with the strong support ofretail industry groups.

The Fed is charged with implementing thatprovision and in December proposed cappingthe so-called interchange fees at 12 cents perdebit transaction — nearly a 75 percent cutfrom the 2009 average of 44 cents per trans-action.

The proposed caps would shave some $13billion off the industry’s annual $23 billionin debit card processing revenue, accordingto CardHub.com, and could also terminatesome of Visa and MasterCard’s exclusive

government approval because it bought3Leaf’s technology and hired some em-ployees but did not purchase the wholecompany. The Pentagon took the unusualstep of demanding that Huawei retroac-tively apply for a CFIUS review of the$2 million acquisition.

A group of U.S. lawmakers appealed toTreasury Secretary Timothy Geithner andCommerce Secretary Gary Locke in a let-ter last week to examine the 3Leaf dealclosely. The California company makesproducts for “cloud computing,” and thelawmakers said the Huawei deal couldtransfer sensitive technology to China.

processing deals with banks.Card industry lobbyists believe they have

a receptive audience among Republicans whonow control the House of Representatives.

Visa Inc General Counsel Joshua Floumtold Reuters on Wednesday that some law-makers are close to proposing legislation todelay the implementation of the rule, the fi-nal version of which is due in April.

“We are optimistic that something willcome soon given our discussions with vari-ous members” of Congress, Floum said, add-ing that Visa has “reason to believe that thereis a lot of sentiment to suspend and study”the law.

No lawmaker has stepped forward with abill, however, and even if the House were topass legislation it would face stiff resistancein the Senate.

Senator Richard Durbin authored the pro-vision, and as a member of the Senate’sDemocratic leadership he is in a good posi-tion to bat away any challenges to the fee re-strictions.

In the House, at least, there is some bipar-tisan support for easing the fee restriction.

Democratic Representative Barney Frank,a co-author of the Wall Street reform law, saidhe supports making some changes.

In an interview on Wednesday he said Re-publicans have approached him about whattype of bill he would be open to supporting.

Frank said he has told them he does notsupport delaying the fee restrictions imple-mentation but could support instructing theFed to include more factors in determiningwhat is a reasonable amount a bank cancharge a retailer when a debit card is used.

LOS ANGELES – ActorLen Lesser, who starred on“Seinfeld” as Jerry’s eccentric, shoplifting Uncle Leo, died onWednesday after a battle withcancer. He was 88. A friend toldReuters that Lesser was admit-ted to a rehabilitation centernear his home in the city ofBurbank several weeks ago,and died peacefully after break-fast.

Although the television andmovie veteran appeared in just15 episodes of “Seinfeld,” hisidiosyncratic character was akey ingredient in the offbeattone of the groundbreaking1990s sitcom. His traits in-cluded a boisterous “Jerry!Hello!!” whenever he saw hiscomedian nephew, played byJerry Seinfeld. His last namewas never revealed, but every-one knew him as Uncle Leo.

In one episode, Uncle Leoaccused a chef of being anti-Semitic because his hamburgerwas undercooked. In another,Jerry noticed his uncle shoplift-ing at a book store, and wasshocked to learn from him thatall old people steal and theyfeign confusion if caught.

Lesser’s baldness and sharp visage were used to comic effect through-out the show. Jerry once labeled him an “Adonis,” who should be swing-ing. But he reversed course later in the same episode, declaring: “If there’sa woman that can take your presence for more than ten consecutive sec-onds, you should hang on to her like grim death. Which is not far off, bythe way.”

Unlike many of the show’s characters, Uncle Leo was a largely inno-cent foil in grand schemes hatched by Jerry and his friends. Concernedabout Jerry’s grandmother living on a fixed income, he tried to stop apublic TV fundraiser mid-air after Jerry’s friend Kramer talked her intogiving a large donation.

A doctor also chastised a bewildered Uncle Leo for looking angryafter Jerry’s friend Elaine drew overly expressive fake eyebrows with aSharpie when his real ones were burned off in an explosion.

New York-born Lesser’s career dated back to TV roles in the 1950s,and included roles opposite Steve McQueen in “Papillon,” and oppositeClint Eastwood in “Kelly’s Heroes” and “The Outlaw Josey Wales.”

In his later years Lesser had a recurring role on “Everybody LovesRaymond” as a crony of star Ray Romano’s father, played by Peter Boyle. His last appearance was as a neighbor in a 2009 episode of the TV show“Castle.”

The samestudy found that most of the old mov-ies from the silent era that have sur-vived intact are held in foreign ar-chives, not American ones.”Americanstudios were turning out movies likesausages, and selling them around theworld,” Patrick Loughney, director ofthe NAVCC, told AFP.

“The attitude here was, if you likeone Fred Astaire film, wait sixmonths and there will be another oneout. Foreign countries that we soldthe movies to looked after them bet-ter than we did,” he said. JAKARTA, Indonesia – Conservationists say they got a rare glimpseof a 6-foot (2-meter) -long leatherback — the world’s most endangeredsea turtle — together with dozens of eggs in western Indonesia.

Khairul Amra, a member of a local conservation group, said Thurs-day that the giant turtle was spotted on a beach on Sumatra island overthe weekend just before it plunged into the water.

Soon after 65 eggs thought to belong to the leatherback were foundin a nest — the third such discovery on the same beach this year.

Leatherbacks, which can grow up to 9 feet (3 meters) long, haveroamed the oceans for 100 million years, but the globe-trotting sea turtlestoday number only around 30,000. Their biggest threats are commer-cial fishing and egg hunters.

NASA’s Solar Dynamics Observa-tory saw a large coronal mass ejection(CME) associated with the flash thatis blasting toward Earth at about 560miles per second (900 kilometers persecond), it said. The charged plasmaparticles were expected to reach theplanet’s orbit at 0300 GMT Thursday.

The flare spread from Active Re-gion 1158 in the sun’s southern hemi-sphere, which had so far lagged be-hind the northern hemisphere in flashactivity. It followed several smallerflares in recent days.

ate and refine robots that can be used by the elderly, JAXAsaid in a statement.

Japan is one of the leading countries in robotics, and has arapidly aging society with one of the world’s longest life-expectancies.

Improving robot communication capabilities could helpthe elderly on Earth by providing a nonintrusive means ofmonitoring the robot owner’s health and vital signs and send-ing information to emergency responders if there is an ab-normality, JAXA said.

“We are thinking in terms of a very human-like robot thatwould have facial expressions and be able to converse withthe astronauts,” said JAXA’s Satoshi Sano. The robot wasbeing developed with the advertising and communicationsgiant Dentsu Inc. and a team at Tokyo University. The NASAproject has human-like head, hands and arms and uses thesame tools as station crew members. The “Robonaut” calledR-2 — a shout-out to R2-D2 of “Star Wars” fame — is in-tended to carry out maintenance tasks in the station’s Des-tiny lab.

NASA says it hopes that humanoid robots could one daystand in for astronauts during spacewalks or perform taskstoo difficult or dangerous for humans. For now, the US$2.5million NASA robot exists only from the waist up and islimited to activities within the lab.

The robot also uses Twitter, but generally just messagesrelayed from NASA spokespeople. Sano said the agency isconsidering ways to program the Japanese version to be moreoriginal.

More importantly, he said, the Japanese project is intendedto build on the R-2 idea by providing a more communicativecompanion for the astronauts themselves.

There was still plentyof goalmouth action to keep thesparse crowd of 7,515 entertained, however.

Klasnic squandered the best op-portunity of the first half when hesurged clear on goal before hitting atame shot straight at Pollitt.
