A. Situational Overview and summary
The widespread devastations of ferocious floods are visible in district Jhang of Punjab.
The system of life is totally paralyzed in the area where thousands of houses have been
submerged in water. High flood has wreaked everything and almost 250 villages of 41
Union Councils1 of the district are adversely affected, dislocating thousands of people.
Two main consecutive torrents each of 5,25000 and 8,50000 cusecs of flood water
entered in district Jhang on 08th and 10th Sept, 2014
which swamped all the four tehsils of district including
tehsil Jhang, tehsil 18-Hazari, Shorkot and A.P Sial. The
district administration warranted the contingency
arrangements for saving Trimmu Headworks (which is in
fact the conjunction of river Jehlum and river Chanab),
Jhang City, 18-Hazari city and Ahmedpur Sial. The
discharging capacity of Trimmu Headworks is 6,45000
cusecs at maximum while upcoming flood was more than
8,50000 cusecs which was almost impossible for the
district administration to control or manage, therefore the
the Atharan Hazari (18) protective dyke was breached at
three different cites which increased manifold the existing
massive catastrophe of tehsil 18 Hazari because the
flowing pressure of breached water was tremendous
causing numerous houses into mud debris. Army troops
were purposely deployed for mitigating any unforeseen
situation, patrolling flood affected areas, shifting affectees
to safer places through water boats and helicopters. Police,
Rescue 1122 officials, Al-Khidmat foundation and Falah e insanyat
played significant role in evacuating affectees i.e. rescue operation.
District Jhang comprises of 4 Tehsils (Jhang, Atharan Hazari,
Shorkot and A.P.Sial) comprising 85 Union Councils. Out of 85
UCs, the initial data collected of 41 affected UCs, consisting of total
population of 1113062 as reported in [1]. The pie chart provides
that 74% (827437) people are intensely flood affected whereas the
rest of 26% (285625) is either safe or not directly affected. It entails
that the overwhelming population with houses demolished; farms and commodities are
spoiled. The magnitude of this flood disaster is ever greater in the history of Jhang. As
per the recorded natural calamities in district Jhang, the floods of 1973 and that of 1992
is known to be most destructive; however this flood of Sep 2014 is found the worst of
all, with countless measure of calamities.

B. Methodology
Comprehensive and separate data collection tools were developed for Focus Group
Discussion (FGDs) with affected communities, Key Informant interviews (KII), meetings
with respective government departments and field based working NGOs were
conducted to gauge the exact data whatever possible. This was done to address
several discrepancies, technical mistakes and doubts pertaining to data collection and
analysis which are in particular to emergencies and crisis.
Secondary data collection from Health department as per data collection tool.
This was done through meetings with Medical superintendent of DHQ Jhang,
pediatrician and EDO health department of Jhang

of tehsil Jhang and tehsil 18-Hazari.
Secondary data collection from District Livestock department and meeting with
director and Assistant director of livestock District Jhang
5 Interviews of Key informants who had been volunteering services for IDPs

C. Study limitations
Stringent deadlines, time limitations and emergency situation
Primary data collection was not extensively made which could have the
representation of each and every region ie UC and village. For this purpose,
methodology of focus group discussion and key informants interviews was
thoroughly applied.
Limited houses being sunk in water or damaged were watched.
Some of the Secondary data received from different line departments though
being considerably authentic, however it was not perfect, exact and error free.
The death tolls of men and animals too were not exactly confirmed due to
emergency situation and mainly involvement in rescue operations of different
departments.

D. Flood devastations in Tehsil Jhang
According to data provided by district
government, tehsil Jhang has 17 severely
affected UCs (names given in table-1). The
aggregate (actual) population of these UCs is
448108 and the population directly affected or
displaced is 331119 which means that the
population directly submerged into water is
79% and rest of 21% is either safe or affected
indirectly.
Line chart 1- provides the distribution of
population in different UCs of tehsil Jhang. The
line split gives trend that overall UCs’
population lies in range of 25000 to
30,000. Only three UCs lies below
25000 populations.

E. Flood devastations in Tehsil 18-Hazari
According to data provided by district
government, tehsil 18-Hazari has 09 severely
affected UCs (names given in table-2). The
aggregate (actual) population of these affected
UCs is 257409 and the population directly
affected or displaced is 206178 which means
that the population directly submerged into
water or the area inundated is 80% and rest of
20% is either safe or not directly flood-hit.

18-Hazari, the 5 UCs are 100% affected

F. Flood devastations in Tehsil Shorkot
Tehsil Shorkot has 7 severely affected UCs
(names given in table-3). The aggregate (actual)
population of these UCs is 179350 and the
population directly affected or displaced is
127597 which means that the population directly
submerged into water is 71% and rest of 29% is
either safe or not directly affected.

G. Flood devastations in Tehsil A.P. Sial
Tehsil A.P Sial has 8 severely affected UCs
(names given in table-4). The aggregate
(actual) population of these UCs is 228195 and
the population directly affected or displaced is
162543 which means that the population
directly flood hit is 64% and rest of 36% is either
safe or not affected directly.

H. Findings
H1. Shelter
It is a bit pre-mature to give the exact figure with 100%
certainty that which % of flood-hit houses has been fully
or partially affected. It is however very obvious from the
data that 74% population of 41 UCs of district Jhang is
directly flood-hit which is alarmingly substantial.
Hundreds or thousands families managed either to their
remote relatives or started staying under open sky at
relatively raised locations, not submerged into water. It
is worth mentioning that rural areas mostly comprising
of mud houses or houses without raised platforms and
without DRR considerations. It was observed that
many houses turned into mud wreckages or cracked
because water assessed, is likely sustained for several
weeks. The respective affected population in the
already discussed 41 UCs gives 79% flood hit
population in Tehsil Jhang, 80% in 18-Hazari, 71 % in
Shorkot and 64% in A.P Sial.
As per the data provided by district government, the
total affected population of 41 UCs of district Jhang is
827437. It is assumed as per the HH generalized
standard in Pakistan that one HH comprises of 7
members. This gives a total of 118205 houses which
are flood hit. It is again assumed that 55% houses of

the affected population are partially or fully damaged which gives 65012 which is very
optimum figure of analysis. The detail discussion with Key informants and affected
communities provided 55% (65012) houses either partially or fully damaged. The scale
of devastation is tremendous in the sense that once a house or a room is cracked, it is
the imminent sign of danger which is preferred to be restructured instead of
compromised living. It was reported by the local communities that after several days of
flood water; their houses, boundary walls and rooms started collapsed. Now, since the
flood water just crossed district Jhang till 13th of Sep 2014, the displaced families are
turning back to their homes. This tremendous devastation induces a call for the
immediate support in terms of either repair, re-construction of fully demolished houses
or at least facilitation in terms of arranging chopals, tents and temporary shelters so that
the sustained vulnerabilities of the overwhelming majority of affected population, who
are directly exposed to open sky, may be initially curtailed.
H. 2. Health and Nutrition
District Jhang being considerably backward, has already
been undergoing the enormous stresses owing the
increasing demands for health and medical facilitation. The
huge damages inflicted by roaring water is ever in the
history of district which is going to likely engage the
existing infrastructure in fullest, increasing the limitations
manifold. Being the initial phase of Flood-disaster, rescue
operation was found in progress in which thousands of
people were evacuated through water-boats or helicopters.
The significant pressure on Health facilities due to flood
borne diseases was not observed nor confirmed from the monthly data with health
departments. The reason is because of quite initial days. The data shared by Health
department provides the total affected females are 430267; out of which 33904 which
are almost 7% of the total affected females are pregnant women. The MCH centers in
the district are given below. It was not further confirmed the extent of damages to these
centres.

Moreover list of sub-health centers is given in Annexure.1 for ready reference. It is
notable that sub-health centers in affected UCs need to be properly highlighted. Though
there are several health units as given in tables, however communities’ preference to
DHQ is prevalent.
In detail discussion with MS-DHQ Jhang, pediatrician and
EDO health shared anticipated repercussions entailing the
outbreak of many diseases including diarrhea and gastro-
diseases, temperature, malaria, skin infections, eyes
infections, headache and other pains, scabies and
bronchitis diseases (cough etc). 25 snakes bite cases were
reported in which 8 were hospitalized for proper care and
medication. It was added that district government had
established 9 emergency points where health services
were being provided. EDO health shared that polio
department has not disturbed the frequent polio vaccination
and no compromise has been made on ongoing polio campaign.
H. 3. Water, Sanitation and hygiene (WASH)
As per the data provided by district government, the total affected population of 41 UCs
of district Jhang is 827437. It is assumed as per the HH generalized standard in
Pakistan that one HH comprises of 7 members. This gives a total of 118205 houses
which are flood hit. While focus group discussion with community it was inferred that
almost 75% HHs do have self-owned water resources in the form of water-pumps or
hand-pumps. This confirms the occurrence of 88653 water resources. Due to
tremendous flow of roaring flood with the range of height from 2feet to 10 feet, almost all
the water resources have been adversely affected. They are either filled with mud or
have been contaminated. The damages to water resources can cause serious gastro

and bronchial diseases. The outbreak of diarrhea is very imminent to occur therefore.
So effective measurements for safe drinking water is the emergency based issue,
needs to be dealt with.
Since the community is overwhelmingly rural in nature being already scare of sanitation
facilities because of the feeble socio-economic conditions; then the catastrophe and the
havocs of flood are also widespread, gives the complete ruining of sanitation system
where existed. Poor sanitation is mainly linked with multiple diseases and the stagnant
water situation for weeks and months on door step may prove more fatal.
It was assessed through Key informants interviews and Focus
group discussion with community that open defecation was the
most common practice. Several reasons can be affixed like
poverty, unawareness, perennial cultures and not-sound
considerations of community. It was found that almost 65%
(considered lowest figure) of affected community don’t avail any
house based latrines and 35% of affected communities do have
latrines in either forms like flush latrines and pet latrines. The
open defecation by 65% of community is a serious issue which
requires the attention of WASH sector. Community mobilization
on large scale and installation of latrines is the only recommended
remedy for the alarming situation.
Hygiene situation too, is nothing different rather highly un-
inviting. It is dared to mention that almost 90% of flood hit
men of communities were observed without shirts. Dirty
dresses, filthy faces and everything unclean is very common.
Perhaps due to flood the condition might show the poor
picture of society. However, while discussion with
communities at many different places, unhygienic practices
were found prevalent. Use of soap, cutting nails, combing
hair and brushing teeth is damn scarce. Like personal
hygiene, the unawareness of menstrual hygiene the
awareness is supposed to be nominal. Provision of hygiene kits is suggested to
maximum families in order to ensure adapting to improved practices of personal
hygiene. Women and mothers should be oriented in particular for women and child
hygiene which can strongly curtail many diseases associated with it. It is suggested that
without large scale sensitization and mobilization, only provision of hygiene kits will not
be sufficient to serve the purpose.

H. 4. Food Security
Existing stock of food
It was not possible to gauge the % of HHs having existing stock of food and those
relying on daily wages or monthly income. However it was clear that the existing stock
of grain is severely affected being sunk in water for days. It was too, not possible for
communities to bring everything out of home in such unforeseen emergency situations.
The overall community being vulnerable is either hardly able to expend savings on food
and grains or to sell assets for managing food. A complete package for compensation is
required by government or other private sector donor agencies to inhibit the widespread
miseries of the affected community.
Farming and agriculture
Jhang, being agri-land, where the main source of income of almost 90% population is
farming and agriculture. As per assessment 20% people are farmers and 80% are
tenants or working in Farmers fields. The current crops are chiefly the rice, maize and
sugar cane. The whole area being inundated has destroyed all types of crops. Rice and
maize are buried in mud and there is no chance of survival however sugar cane, where
height of flood water was less than height of sugarcane may have chances of survival. It
provides the obvious measure of devastations in terms of cash crops and the main
source on which 80% community is relying, is destroyed completely. One can just
imagine the misfortunes brought with the un-controlled waves of water.
Livestock:
Secondary data from district Livestock department gives that
almost 1481269 are large animals and 918747 are small size
animals in district Jhang. It further the %of Large animals is
almost 62% and those of Small animals is 38%. The data
describes the community trend towards large animals is
substantial. It gives an obvious inference that animals fodder is

sufficient for sustaining the large animals including buffaloes, cows, camels, donkeys,
horses and mules. Apart from, the data in Column chart 11, the rearing of buffaloes is
highest, followed by goats and cows. The data also provides that almost every HH owns
the livestock which claims the maximum trend of livestock in rural areas of district
Jhang. The district officials claimed their vehement efforts devoted to the animals’
vaccination. Deep concerns were raised regarding animals whose vaccination was not
carried out which may create contiguous diseases especially those animals’ diseases
attached to flood.
Animals Fodder
Animals fodder was assessed as the major problem. Those animals which were not
brought alongside on the raised platforms and protected from being drowned by one or
the other way, were in highest demands for fodder. Crops being inundated and
destroyed on large scales were perished and animals’ fodder might rise with the
precarious demand with time. Support in providing fodder, Total mixed ration (TMR) and
Vanda for livestock is highly recommended.

Apart from the common diseases, eye infection, scabies must be given paramount attention because these diseases are in particular associated with displaced families.
Mothers and child health services are insufficient and a loud call to provide these services on easy access is being felt. So it is strongly recommended to establish a mechanism or a stand still facility where to provide Mother and child health services exclusively. This includes natal, ante natal, post natal and other related services.
Nutritional food for pregnant women and lactating mothers along with babies and neonates is hereby strongly suggested so that mal-nutritional issues might be addressed effectively.
Support for over-burdened health facilities is hereby recommended to adequately serve the tremendous influx of patients. This support can be provided in terms of provision of medicinal, diagnostics instruments /facilities or the provision of skilled staff to expedite the provision of services based on the need of health facility in coordination with Medical superintendent and district government.

Provision of sugar, tea packs and cooking oil to displaced families
Provision of nutritious food for pregnant and lactating mothers, neonates and babies which can compensate breastfeeding
Motivation for mothers on breastfeeding which is the most perfect and balanced diet for neonates
Support in providing animals fodder, Total mixed ration (TMR) and Vanda for livestock which is scarcely available
Facilitation in deworming, vaccination (Food and mouth disease vaccination in particular), acto-parasites injections, spray for ticks etc, treatment for extra heat victimization, entero-toximia and immunization for large and small animals
Support in providing seed grains and grain-stock
