•Asia is leading the world in terms of hydropower and water resources development, with major programmes under way in more than20 countries and plans for new hydro capacity in more than 30 countries.•Vietnam has been described as the ‘New Tiger of Asia’. The Government aims to extend electrification to all urban areas, and to 90%of the rural areas by 2010, and attain 100% electrification by 2020. Electricity demand is forecast to increase by 15-16% by that time,with investments in the country’s power industry expected to reach US$ 20 billion. Hydropower plays a major role in currentdevelopment activities, with numerous projects under way throughout the country and nearly 5000 MW of new capacity planned.Potential for small hydro in Vietnam is estimated at around 1000 MW, and this will play a major role in rural electrification. Needs, potential and development targets to meet economic objectives in the Asia region were clearly defined at our ASIA 2006 Symposium inBangkok, where more than 350 delegates from 44 countries were present. Sessions, debates and side events addressed financial challenges,technical issues of special relevance to the region, and social/environmental aspects.ASIA 2008, the next Symposium in this series, will take place in Vietnam, one of the most rapidly developing countries in the region, and onekeen to enhance international collaboration. This will build on the very solid foundation of ASIA 2006, and discuss practical ways of addressingthe identified needs, and enhancing collaboration to achieve specific development goals.

All involved in water resources and renewable energy development, especially hydropower, in the Asian Region should plan to attend: Ownersand Operators, Consulting Engineers, Contractors, Researchers, Suppliers, Environmental and Social Scientists, Financiers and DevelopmentAgencies. The focus of discussions will be regional, but the event will be international.

Throughout the Asian region, there is a vast range of development progress. In South + East Asia, countries such as China, India and Vietnamare leading in terms of activity in water resources development. • An exchange of experience between experts from these countries and others who have major plans for the future in the field of water resources and hydropower development will be constructive, and will enhance international collaboration.• Experts from some of the pioneering countries in hydro/dam development in other parts of the world (for example, Europe, Australasia andthe Americas) will share their experience. Those from the Asian countries embarking on major development plans, such as Vietnam, will havethe opportunity to inter-act with the global water and energy community.

•We are honoured to know that Vice Prime Minister of Vietnam, Mr Hoang Trung Hai has accepted to join the ASIA 2008 Opening Ceremony, and will officially open the proceedings.

•International organizations participating in the programme include: UNESCAP, ICOLD and VNCOLD, ICID, IEA, the Asian Development Bank, and the Mekong River Commission.

•There will be major input to the sessions from Electricity of Vietnam, the Ministry of Industry, and the Ministry of Agricultural and Rural Development of Vietnam. These organizations will outline the current development activities in the country, and targets set for the coming years.

Water resources and irrigation•Emphasis will be on: integrated water resources development; increasing productivity from irrigated land, and new technology.•Keynote addresses will be given by ICID President Peter Lee, and Prof Pham Hong Giang (Ministry of Agriculture and Rural Development, Vietnam,

and President of VNCOLD).•Other papers will cover: assessing water quality and its suitability for irrigation use; high head irrigation pumps; comparative assessment of irrigation

systems; and modelling of a flood control and irrigation barrage in Indonesia.

Climate change•A keynote speech will be given by an expert from McGill University, USA, on the implications of climate change on hydrology and water resources

development.

Hydropower•There will be short country reports on development plans in the Asian region, with emphasis on South and East Asia (Vietnam, Laos, Cambodia,

Malaysia, Indonesia, India, Pakistan, Nepal, Sri Lanka).•Several contributions will focus on marine energy: the huge world potential for tidal power; recent development in the field of in-stream equipment; and

research on wave power systems.•The world’s leading manufacturing companies will present the state-of-the-art in the design of generating equipment.

Rural electrification•A keynote address will review efficiency and economy in the field of rural electrification.•Presentations will include a review of the use of micro hydro for off-grid isolated villages in Vietnam; Low-cost technology for rural electrification in

Sri Lanka; Nepalese research on pico turbines; Efficient and low-cost small hydro for rural areas.

Environment•Environmental, social and strategic impact assessment for water and energy schemes will be discussed, including experience from India, China, Ukraine,

Thailand and Canada.

Finance and economics•A session will be devoted to project finance (new approaches and experiences, as well as case studies). This will be chaired by John Cooney, Head of

Director, SE Asia Infrastructure Division, at the Asian Development Bank. •There will also be an open forum on finance, where delegates may raise issues of concern specific to their countries. Other major international

development banks will join discussions. Economic aspects of hydro plant operation will be dealt with by experts from Canada, Romania, Turkey, and Thailand.

Flood and earthquakes: prediction and mitigation•Several international experts (from France, Switzerland, Spain, India, Indonesia, Lebanon and Vietnam) will discuss the design and operation of water

infrastructure for flood-prone and highly seismic areas.

Civil engineering – design and construction•World experts on RCC dams, concreting equipment, geomembranes, reinforced shotcrete, embankment dams, spillways, foundation treatment,

and tunnelling systems will review progress and experience in these fields. •Several papers will deal with extreme climates and construction in remote areas, as well as the management of large-scale job sites •Project layout to avoid sedimentation problems will be the subject of a keynote address.

Technical tours

Three Technical Tours are being organized (to the north, the central highlands, and the southern coastal area), to give internationalparticipants the chance to view just a few of the numerous dams and hydro projects under construction, and in operation, in Vietnam.Provisional plans are as follows:

Programme 1: Northwest Vietnam - Hoa Binh and Son LaDay One: The group will take a short internal flight from Danang to Hanoi. There will be an opportunity for sightseeing in Hanoi - a citywith stunning architecture, scenic lakes, and wonderful opportunities for shopping. Day Two: Participants will travel by coach (80 km) to the country’s largest hydro plant in operation, Hoa Binh (1920 MW). There will be atour of the plant, followed by an overnight stay. Day Three: En route to Son La, the group will stop at Mai Chau village, where there will be an opportunity to visit the White Thai ethnicminority group, and to see the houses where traditional handicrafts are made. In the afternoon the tour will reach the town of Son La. Therewill be an initial briefing on the Son La project, and an overnight stay.Day Four: Visit to the site of the 138 m-high Son La RCC dam and 2400 MW hydro scheme (Vietnam’s largest project) under construction.Day Five: Travel back to Hanoi, stopping en route at sites of touristic interest.

Programme 2: Central Highlands - Yaly and Sesan 3Day One: The group will take a short internal flight to Pleiku, and then travel on by coach to Kontum, for dinner and an overnight stay.Day Two: After breakfast there will be a visit to Konktu village and the Woolden church. In the afternoon there will be a visit to the 720 MWYaly hydro plant, with a technical briefing. The evening will be spent in the touristic centre of Pleiku. Day Three: There will be a visit to the 260 MW Sesan 3 hydro scheme, under construction on the Sesan river; the second unit wascommissioned there last year. The group will travel on to Buon Ma Thuot. There will be an opportunity to visit Don Village, and to view thesuspension bridge. It is possible to take an elephant ride in the village, or a boat trip on Dak Minh Lake. The day will end with dinner in thevillage and musical entertainment.Day Four: The group will travel to Ho Chi Minh City, where the tour will end.

Programme 3: Southern Coastal RouteDay One: The group will travel to the city of Hue, via the Truoi reservoir. There will also be a chance to see the Old Nguyen Dynasty Palace.Day Two: The trip will continue to the Dinh Binh RCC dam site, where there will be a briefing and site visit, followed by a visit toNha Trang City.Day Three: The tour will end in Ho Chi Minh City.

The magnificent Furama Convention Centre and Hotel in Danang (see photo above left) was originally well known as anelegant resort, located in one of the most beautiful coastal areas of Central Vietnam. Furama was then developed as aprestigious Convention Centre when it hosted the Asia Pacific Economic Cooperation (APEC) summit in September 2006.

Furama Danang has been called the five-star gateway to Central Vietnam’s ‘World Heritage Road’. It is very closeto four UNESCO-listed World Heritage sites: the ancient ‘Silk Road’ trading port of Hoi An (25 km southeast); the spiritualcentre of the Champa civilization, My Son (70 km southwest); the former imperial city of Hue (110 km north); and,the mystical Phong Nha caves in Quang Binh province (170 km north). Another place which can easily be visited, just 8 kmaway, is Marble Mountain, with its various temples. And, of special relevance to ASIA 2008 participants, Danang is in apart of the country with a major programme of water resources and hydropower development, especially in the Se Sanand Sre Pok River basins, allowing for technical excursions as well as cultural ones. The Furama Grand Ballroom will serve as the main auditorium and part of the exhibition area for ASIA 2008, and thereare spacious rooms for break-out sessions and workshop meetings, as well as an additional large foyer area for theexhibition (see photos, inside right). Internet access is available throughout the facility.

Overlooking China beach, Furama is set in luxurious tropical gardens in a quiet location, ideal for business meetings andnetworking, but only 10 minutes from the bustling city of Danang, and 15 minutes from the international airport.Danang can be reached from all parts of the world via: Hanoi, Ho Chi Minh City, Bangkok, Hong Kong, Beijing,Singapore… which means a trip to this Symposium can be combined with business in many of the major cities of Asia.

An ‘Indochine Party’ will be held as a welcome reception, with a buffet of local specialities. There will also be a Symposium Dinner on the evening of 11 March.As all delegates will be staying within the same area (either at Furama or very close by), there will be plenty of additionalopportunities for networking in a peaceful and picturesque environment.A programme of cultural tours is being organized for accompanying persons, and all delegates will have opportunities tovisit the temples at Marble Mountain, and the picturesque small town of Hoi An.

Several Technical Excursions are being planned, to show examples of some of the many major dams and hydroelectricschemes in Vietnam. Easily accessible from Danang are the many projects under way in the Se San and Sre Pok river basins. There may also be opportunities to visit Son La in the north (Vietnam’s largest dam and hydro scheme, currently underconstruction). Technical visits will be combined with sites of cultural and touristic interest.Assistance and advice will be offered to those wishing to stay on for some days of holiday to explore other parts ofVietnam, for example, the famous Halong Bay, or the cities of Hanoi or Ho Chi Minh City.
