SCOPE OF WORK:

Expansion of the existing Fort Smith Substation for the

installation of a new 500/161/13.8kV Bus Tie Transformer 2 and

the demolition and rebuilding of the existing 161kV East

Switchyard. The 500kV section will require expansion to the

south to allow fort he addition of a new line terminal position to

the existing 500kV Ring Bus. The transformer section (East) will

require expansion for the addition of a new Bus Tie Transformer

2 and tertiary equipment. The existing 161kV East section

currently operating as a Ring Bus will require to be demolished

completely (including removal of all existing foundation) in

order to be rebuilt (including installation of foundations) and

operate as a breaker-and-half. The transmission line temporary

re-routes and re-terminations will be by T-Line Contractor. The

jumpers from the transmission lines to the bus or equipment

will be by the substation electrical contractor.

SCOPE OF WORK:

White Bluff Power Plant is a 1,480 megawatt base load coal-fired

power station in Redfield, Arkansas. It has one of the tallest

chimneys in the world, which was built in 1980. White Bluff

provides 500kV to the Grid.

Koontz Electric scope of work consisted of overseeing the Single

Point Of Failure (SPOF) project at the White Bluff Station. This

project was completed in (13) phases over an eleven month period

and was competed ahead of schedule with no accidents. It includes

but not limited to the following:

* Replace in-kind, (8) 500kV switches

* Install (11) new 500kV switches

* Install (8) new 500kV SF6 breakers

* Replace and install (22) CCVTs

SCOPE OF WORK:

This project was a design-build project. Koontz Electric was

responsible for detailed design, procurement and installation of

equipment. The powerhouse is undergoing a major rehabilitation

project that has included mechanical work, new turbines and

rewinds, all of which are complete. The current major rehab

activities center on electrical distribution, switch gear, and control

systems. Specifically, the project included modifying the existing

switchyard and building a new 230/115/15kV switchyard with new

transformers, breakers and disconnect switches. The new

230/115kV switchyar was constructed on site adjacent to the

existing switchyard. The new 230/115kV switchyard design was

incorporate the requirements of the United States Army Corps of

Engineers (USACE) and the design standards of Western Area

Power Administration (WAPA). The layout of the new 230/115kV

switchyard was similar to that of the existing switchyard, except it is

slightly rotated to be perpendicular to the existing incoming 230kV

transmission lines. The 230kV side of the new switchyard was

designed to accommodate future 230kV yard expansion. In

addition to the new switchyard, unit breakers were utilized in the

existing switchyard to connect the new switchyard to the existing

generator transformer feeds. All other equipment in the existing

switchyard was removed.
