The Commander’s Action Line gives all Air-men a direct link to the 113th Wing command-er for any questions or suggestions regarding the 113th Wing.
The action line can be used to express con-structive points of view on the policies and procedures of the wing, as well as discuss safety and security issues. The goal is to pro-vide you with an accurate, timely response.
Airmen should use this tool after coordinat-ing problems or concerns with supervisors, first sergeants or commanders. If you’re not satisfied with the response or are unable to resolve the issue, e-mail the action line at [email protected].

RichardMichael(Mike)ClemesofOwings,MarylandpassedawayonWednesday,Jan.20attheageof49.HewasbornonMay11,1966inCapeCanaveral,Florida.HisfamilymovedtoMarylandin1969,toSyracuse,NewYorkandthenbacktoMarylandin1971.HegraduatedfromSouthRiverHighSchoolin1984andenteredtheUnitedStatesAirForcethesameyear.Heproudlyservedhiscountryforover
thirty years until the time of his death attaining therankofSeniorMasterSargent.Hewas
stationedinOkinawa,LukeAirForceBase,Arizonaand the District of Columbia Air National Guard
113thWingatAndrewsAirForceBasewithtoursinTurkeyandIraq.
Mikelovedadventure.HeclimbedMt.Washingtonfivetimes,gothispilot’slicenseandflewhis
parentsfromMarylandtoBeaverIsland,Michigan in a small single engine plane. He
lovedtheoutdoors—fishing,hunting,crabbing.Andhelovedhisboys—campingwiththemfrom the time they were about two years old. Theywerebeginningtobeinvolvedinsportsandheen-joyedbeingtherewiththem.Heeven
got to help coach their flag football team this past fall.

DCNationalGuardPublicAffairspersonnelenrouteforamissionassistedafellowGuardHUMVEE,afiredepartmentvehicleandanMetroPoliceDepartmentvehicle,stuckinsnow.Ateveryincident,DCresidentsandemergencypersonnelworkedtogetherandhelpedeachother.
Aswinterawakensthenation’scapitalwith22inchesofsnow,morethan170D.C.GuardmembersrespondedtothecallofdutyJan22.Theprincipalmissionwastoprovidetransportationsupporttoemergencymanagementagencies throughout the district.InsupportofthisstateofemergencyalsoknownasWin-
terStormJonas,oneHighMobilityMulti-WheeledVehicle(Humvee)andatwo-manteamwerepositionedateachpoliceandfire-stationtoassistwithefficientlyrespondingtourgentcalls.TheseteamsofSoldiersandAirmenworked12-hourshiftsensuring24-houravailabilitytotheD.C.MetroPoliceDepartment(MPD)andFireandEmergencyMedicalServices(FEMS).Over50tacticalvehicleswereusedtosupportthevari-
ousneedsduringthesnowstorm.InadditiontoaHumveeateachofthe16stations,LightMediumTacticalVehicles(LMTV)wereusedtotransportsuppliestofirst-aidsta-tions,andfoodtosheltersandsatelliteshelterlocations.TheDepartmentofHumanServices(DHS)requestedguardsmensupporttoensuretheavailabilityofmealswithnonutritionalcompromise,andsufficientaidandcaretothe community.“Inorderforatransportationmissionsuchasthistobe
asuccess,ittakesflexibility,focus,andbeingintherightplaceattherighttimewiththerightequipment,”statedCapt.J.ScottCrawford,D.C.NationalGuardJointTaskForcemissioncommanderand25yearveterantolawen-
forcement. The snow storm is the largest of continuous snow fall
thatthedistricthaseverseen.Inthemidst,guardmemberscompletedmultipledeliveriesofsuppliesandfoodforDHS,assistedMPDandFEMSwithmorethan80respons-estoemergencycallsandprovidedvariousintermediateassistanceen-routetoeachlocation;namely,ensuringthatcitizens get to and from their destinations safely. “It’saboutcomingtogetherandcompletingonemis-
sionwhichistoprotectandserve,”saidSergeantKennethRambo,firefighter,FireDepartmentEngine8.OneparticularpieceofthedutywastodrivetheD.C.

enceattheD.C.NationalGuardArmorywithhergovern-ment partners to educate the district on the progress of recoveryefforts.There,shethankedMajorGeneralErrolSchwartz,commandinggeneral,andhisguardsmenfortheirhospitalityandprofessionalsupporttotherecoveryduringthe36-hourdigout.“Let’shearitforourtroops,”Bowser said.

F-15sandF-16s,andrefuelingaircraft,theKC-135,fromthe459thAirRefuelingWing,JointBaseAndrews,Md.,andthe159thFighterWing,LouisianaANGbasedinNavalAirStation-JointReserveBase,La.,toengageinmultiplewar-fightingscenarios.“Wehavethreegoalsforthisexercise:toprovidea
qualitytrainingenvironmentforourpilotsandmaintain-ersinpreparationforour(DCANG)deploymentlaterthisyear;toprovidedomesticoperationstrainingforourWingand113thMissionSupportGroupmembers;andtohaveafuntimeandbuildcamaraderie,”saidLt.Col.MichaelOliver,113thdeployeddetachmentcommander.
The combined training allows the multiple units to learn fromeachotherinvariousskillsetsandcareerfields.Thetrainingandrelationshipsdevelopedwillbetterpreparethe113thWGforthebusyupcomingyearincludingExerciseSovereignGuardian,aunitdeploymentandsupportofthe2017PresidentialInauguration.“Therelationshipsthatwehavedevelopedandwillcon-
tinuetofosterwithJRBNewOrleans,the159thFighterWingand459thARWhavebeenvitaltothesuccessofthisexercise,”saidOliver.“Frombilleting,tofoodser-vice,familiarizationflights,aerialrefuelingsupport,andunit-to-unitinformationsharingandtrainingopportunities,thesupportwehavereceivedhasbeennothingshortofstellar. Each of our Airmen will come home better trained andpreparedforthebusycalendaryearahead.”Althoughtheexercisewasprimarilyfocusedonpilot
training,aircraftmaintenanceandotheraviationrelatedcareerfields,supportingunitsalsowelcomedopportunitiesfor major training such as communications.The113thCommunicationsFlightsuccessfullyissued
morethan20landmobileradios,10laptopsandmain-tainednetworkconnectivitytomorethan35computersforboththe113WGandthe459thARW.The113thCFworkedalongsideLouisiana’s159thCF,consolidatingre-sources and allowing for collaboration on beast practices.The263rdCombatCommunicationsSquadrontrained
the113thCFonanewcommunicationsJointIncidentSiteCommunicationsCapabilityunittypecodethatprovidesawiredandwirelessLocalAreaNetwork,IPphones,VideoTeleconferencingandVHF/UHF/HFradiocommunica-
tions.Otherunitswerealsoabletoexperiencehigherpaced
workwhilebecomingaccustomedtoworkawayfromtheirhomebase.The113thAircrewFlightEquipmentsec-tionworkedalongsidethe159thFWAFEtoaccomplishtheirmission,includingpreparingpilots’equipmentpriortoflightsandhelpingfamiliarizationflightparticipants.Duringtheexercise,membershadtheopportunitytobenominatedforfamiliarizationflightstoexperiencewhatF-16pilotsundergoduringflights,alongwithbecomingmorefamiliarwiththeequipmentandaircraft.
“This is a great opportunity for us to be able to get into ahighertempoofthings,”saidMasterSgt.SteveJohnson,deployed113thAFENCOin-charge.“Backathomesta-tion,ofcourse,everythingisverywellplannedbutduringtheseexercisesyouhavetobereadyforsuddenweatherchangesoranyoperationschanges.Itgivesusmoreex-periencewithhands-onequipmentandjobtrainingversusbackathomewhereyouhavemoreauxiliarytraining.”Themissionprovedtobesuccessfulinprovidingtrain-
ing,teambuildingandpositivemoral.“IhaveseenfirsthandtheCapitalGuardianpridethat
