Without amazing shooters, volunteers, MVMF board members, donors, and sponsors, the Shoot for the Future Clay Shoot would not be where it is today. The MVM Foundation experienced incredible growth over the past ten years because it embodies a purpose that everyone in the veterinary profession can stand behind: to provide scholarships and educational grants to benefit animal health and ensure the future of Veterinary Medicine. Together, these people and this purpose were able to raise over $57,000 in one evening, compared to the $19,000 raised at the very first Clay Shoot in 2010. This growth, along with many individual contributions, make it possible for the MVM Foundation to offer over $100,000 in vet student scholarships this year. The 10 th Annual Shoot for the Future Clay Shoot was held at Wild Marsh Sporting Clays in Clear Lake, MN. It was a beautiful and hot September day. There was a great turnout of shooters, sponsors, and volunteers. Top Gun went to Jeffrey Weiman (Team Loyal 5) with a score of 74 and Leading Lady went to Mandy Horvath with a score of 68 (Team Scott Build). Excellent shooting! We heard from Amanda Mickelson, second career veterinary student, who shared a video about her challenging story and serious debt facing graduating students today. Top Team (334) again was Invisible Fence Brand with Mike Williams, Scott Gensmer, Norm Grant, Jeff Kist, and Joel Ash. Second place went to Dr. David Brewer’s Brew Crew (315) and included David Brewer, Ted Reinardy, John Flanke, Mark Flanke, and Bob Peterson. Hi everyone,

Think about someone you know: a U of MN faculty member who has made a difference in your life and your career, a young superstar veterinarian, an outstanding industry representative, or a veterinarian who gives back to the profession or has made a difference in other ways. Nominate that person for an MVMA award, please! The nomination form is simple and the whole process takes 10 minutes. You will feel as good about it as the person you nominate! Nominating a patient for an animal award is also quick and easy, and really rewarding for everyone involved. The animal heroes are a highlight of the annual meeting and are great PR for your clinic and the MVMA. If you have a story about a service animal you treat, or an animal hero, or an amazing human-animal bond, we would like to hear it. And it doesn’t have to be about a dog. This veterinary public health hero story is about blastomycosis, which has been in the news this fall. Dr. Steve Ekholm and practice manager/U of M 3rd year veterinary student Annika Arrowwood (also Steve’s daughter) from

alker Animal Hospital notified the Minnesota Department of Health that they were seeing an unusual number of blastomycosis cases in dogs. Malia Ireland DVM, MPH, an epidemiologist responsible for human and animal endemic fungal disease surveillance, confirmed those impressions 11 canine cases had been reported from the Walker area in 20 , and the usual would have been five. In addition, Ireland found that canine cases from Cass County as a whole were double the expected number over last year, and there was an increase in human cases throughout the state. As a result of the Walker Animal Hospital report, Malia released a health advisory asking healthcare providers to be alert for cases of blastomycosis. A local physician credits the health advisory for prompting her to test a patient for blastomycosis sooner than she would have otherwise. The patient was part of a group of four young women who went tubing in Wisconsin. A few weeks later, all were ill with a febrile respiratory disease. The physician saw this patient one day after the health alert, and tested her for blastomycosis the same day. Because of the early test and positive result, the three other women were all diagnosed with blastomycosis within 2- days, a process that often takes several weeks. Here animals were sentinels of human disease, thanks to Walker Animal Hospital, veterinary public health heroes. This Minnesota Legislature is in adjournment and will resume on February , 2020. That will be the second year of the biennium. That means that bills that were introduced in the 20 session and not acted upon may be brought up and acted on in this session.

The veterinary immunity bill and the dangerous dog registry has not been resolved nor has the veterinarian’s responsibility for the use of opioids. We will wait to see if the Board of Pharmacy introduces other initiatives on this issue. Of significant concern at this time is a bill introduced in the previous session that would create a companion animal board of health. At present we have the Board of Animal Health which is responsible for specific diseases in all domestic animals, rabies in particular. This bill would separate out companion animals. The concern is that this will create confusion. The bill as proposed is a husbandry bill and would require some entity to enforce it. Funding for two separate boards is a concern as the companion animal bill would pull resources away from the existing Board of Animal Health. The Board and the Minnesota Department of Health work closely together on zoonotic diseases including rabies, brucellosis and in uen a. Very important is the regulatory authority of the Board of Animal Health and the personnel to carry out the required programs. The Government Affairs Committee which will meet on ovember 2 st to discuss the above legislation as well as any new legislative initiatives in developing a legislative agenda by the committee, then forwarded to the MVMA Board of Directors for their approval. The MVMA legislative agenda will also provide direction for MVMA lobbyists in 2020. Your legislative team of Cory Bennett, Cullen Sheehan, Dan Tjornehoj and Tom Hagerty will closely monitor the legislative agenda as we go forward to the next legislative session. Member clinics provide limited pro-bono veterinary care to the pet of Animal Care Foundation clients who have been verified as meeting our eligibility criteria and needing economic assistance. Member clinics can also take advantage of our Supplemental Care Program to provide additional care at no cost to the clinic.

Clinics have the power to approve or deny each new client before they are seen and may accept as many or as few clients as they would like each year.

State funding is again available to help veterinarians practicing food animal medicine in rural Minnesota to repay their student loans. Applications for the loan repayment program can be made before anuary , 2020. Up to ,000 is available for qualified applicants. The funding was provided by the Minnesota Legislature. The program provides up to ,000 per year for five years for University of Minnesota veterinary medicine graduates who serve five years as a veterinarian in a designated rural area, and are involved at least 0 percent of the time with the care of food animals. ualified applicants include students in the final year of the University s veterinary program or licensed veterinarians that graduated no more than three years ago from the University of Minnesota. Students help collect tissue samples from deer in SE Minnesota

DVM students are out in the field this fall to help the Minnesota Department of atural Resources collect tissue samples from hunter harvested deer. It’s part of the agency’s effort to monitor the spread of chronic wasting disease (C D). The DVM students will be staffing deer registration stations in southeast Minnesota during the ovember firearms deer hunting season.

Dr. Carlson brings more than26 years of faculty experience to the role, including the last 19 at the College. Her research interests arefocused on orthopedic diseases in animals and humans.

A five-year, $2.7 million grant to Dr. Liz Pluhar to test complementary therapies on glioblastoma braintumors in dogs. Results may inform future human trials. Funding awarded by National Cancer Institute.

Dr. Cathy Carlson of the Department of Veterinary Population Medicine and Dr. Jutta Ellermann from the Medical School’s Department of Radiology received a five-year, $500,000, grant from the NationalInstitute of Arthritis and Musculoskeletal and Skin Diseases to research novel MRI methods for juvenileosteochondritis dissecans, a joint disorder.

Veterinary Diagnostic LaboratoryThe U.S. Department of Agriculture’s Animal and Plant Health Inspection Service awarded a one-yearcooperative agreement to the Veterinary Diagnostic Laboratory (VDL), with Dr. Jerry Torrison asprincipal investigator. The award, which totaled $384,913, included an increased amount because theVDL is now a Level 1 National Animal Health Laboratory Network (NAHLN) lab.

Veterinary medicine features in University advertising campaign

Dogs, turkeys and horses are featured in this fall’s Driven to Discover advertising campaign for the University of Minnesota. The campaign uses several 15 second ads to drive viewers to online stories and videos. The campaign features the work of Carol Cardona, DVM, PhD; Alonso Guedes, DVM, MS, PhD, DACVA; Jaime Modiano, VMD, PhD; and Antonella Borgatti, DVM, MS, Dpl. ACVIM, DECVIM-CA. College launches CWD information website

Amidst the recent spread of Chronic Wasting Disease (CWD) in Minnesota, University of Minnesota researchers are collaborating to slow the disease down. As part of this effort, the College‘s Center for Animal Health and Food Safety (CAHFS) has built an online resource, CWD Watch as a hub for educational materials related to CWD. The goal is to translate leading-edge research for both a regional and global audience in real time.C D atch has a specific focus on what the College is doing to combat this disease, but the website’s materials are from a variety of sources (both internal and external to the U). The center hopes the site will help Minnesota stakeholders stay informed on this animal disease, while also reaching a global audience to raise awareness. Visit the site at z.umn.edu/CWDWatch.

Members of the MVMA Senior Veterinarian Council visited the U of M College of Pharmacy Institute for Therapeutics Discovery and Development in September. The presentation and tour of the institute was led by scientist, Michael Walters, PhD. Dr. Walters heads the Lead and Probe Discovery area of the institute. The mission of the Institute for Therapeutics Discovery &

Development is to carry out interdisciplinary research, help educate the next generation of scientists, and to enhance the biomedical research infrastructure at the University of Minnesota by creating opportunities for drug discovery and early pre-clinical drug development through collaborations between various schools, colleges and

research centers, as well as industrial and academic partners throughout the State of Minnesota and nationwide. The ITDD houses over 40 faculty, staff, postdoctoral researchers, and graduate students. Their cutting-edge scientific facilities and equipment span 20,000 square feet with laboratories organized into cores that focus on Chemical Process Development, High Throughput Screening, Lead and Probe Discovery, Medicinal Chemistry, and Pharmacology. They also offer purification and analytical services.

In October, 35 people traveled to Elkton, MN to visit Dr. Jerry Sprau and his wife Carol on their farmstead. It was a great day filled with a speaker on ethanol production and a wonderful lunch of grilled burgers and delicious side dishes. The decorated pole barn/event center was a perfect place to catch up with old and new friends. It was too chilly for our hayride tour but we saw some great farm equipment without having to go far. Thank you to Dr. Sprau and Carol for hosting and welcoming our group to your farm.

The next meeting of the Senior Veterinarian Council will be during the MVMA Annual Meeting in February (2020) when Dr. Trevor Ames will be the guest speaker and updating members on his new role as the U of M Associate Vice President, Academic Health Sciences, in the Office of the Executive Vice President and Provost.

Dr. Connie Sillerud graduated from the University of Minnesota College of Veterinary Medicine in 1983. Following eighteen months in general small animal practice, Dr. Sillerud returned to the U of M, successfully completing a residency in comparative ophthalmology in 1987. She has owned and operated Companion Animal Eye Center, Ltd since February 1987. Dr. Sillerud is a member of the AVMA, MVMA, USGA, and MGA. She has served on the AEVS Board of Directors and the MVMF Board of Directors. She is a past president of the MVMF and has served on the MVMF golf committee for 2 years.

Dr. Sillerud is an avid golfer and gardener and enjoys spending time outdoors. She lives in Golden Valley with her husband and their Large Munsterlander.

Dr. Matthew Boyle is a Minnesota native and has lived his entire life in the Upper Midwest. Following completion of his bachelor’s degree in Biology at Saint John’s University, he attended the University of Minnesota College of Veterinary Medicine graduating in 200 . For 2 years he practiced dairy medicine three years in eastern isconsin and the remaining

time back in Minnesota. In 20 Dr. oyle left practice and moved into the animal health industry as a Technical Service Veterinarian for Zoetis working with veterinarians and dairy farms in MN, IA, and WI. Since graduation he has been involved with the Minnesota Veterinary Medical Association as a member and chair of the MVMA Food Animal Issues

Committee and is currently President Elect of the MVMA Executive Board. For the past three years he has also been representing veterinarians from Minnesota at the AVMA House of Delegates. Dr. Boyle is also part of the MN One Health Antibiotic Stewardship Collaborative serving on the animal health working group. Additionally, he has remained active with the U of MN College of Veterinary Medicine by hosting students at his client’s farms while in practice and now as a guest lecturer and through recent collaboration with field research investigating the relationship between bedding characteristics and udder health. He and his wife, also a veterinarian, reside near Ellsworth, WI with their 3 children.

They have two daughters, Stephanie (2 ) at Columbia ( ) graduate school and aurel (2 ) working in Los Angeles. Dr. Winsor has been on the River Heights Chamber of Commerce as a Chair of the oard. Your Minnesota Veterinary Medical Foundation experienced a wonderful year with great fundraising events including its annual golf and clay shoot events plus we had a record-breaking year with our spring/summer annual campaign. What sets this year apart from other years was the fact that two MVMA members established legacy gifts during their lifetime and through their estate.

Dr. Dick Reierson, former owner of Elm Creek Animal Hospital, established the Dr. Dick Reierson Veterinary Dentistry Scholarship to help aspiring small animal dental veterinarians to receive one of three 2,000 scholarships available this year through the MVMF scholarship program.

Dr. Reierson’s gift allows the foundation to continue making dentistry scholarships as well as Dental Forum travel grants into the future.

Another scholarship is being created in memory of Dr. L. Kern Schwartz who passed away this summer. This scholarship is a result of careful legacy planning that took place during his lifetime when he committed to establishing a large animal veterinary student scholarship after his death.

Both of these MVMA members and MVMF supporters worked closely with the foundation and their individual planning advisors in leaving an important legacy in a profession that has meant so much to them.

1. Gifts of Stocks and Other Securities. Consider donating appreciated securities, such as publicly traded stock, bonds, or mutual funds to a qualified charity to help make your charitable dollars go father. An appreciated security is an investment that has increased in value since its

purchase. If you donate appreciated securities, you may be able to claim a charitable deduction for the full, fair market value of the securities, and pay no capital gains tax on the transfer. A couple things to remember are to give securities you have owned longer than one year, and do not sell the appreciated security before making the donation – that is, donate the security itself. If you sell the security before making the donation and then donate the proceeds, the IRS will impose capital gains tax on your sale and eliminate some of the benefit of this form of giving.

2. Giving from an IRA the ualified Charitable Distribution. The I A ualified Charitable Distribution benefit has now been made permanent (well, as “permanent” as tax laws can be). In short, if you are above the age of 70 ½, you can make a contribution (up to $100k annually) transferred directly from your IRA account to a charity of your choice. Your gift would count toward your minimum required distribution and would not be considered taxable income for you. Be careful in the processing of this Distribution as it has to be a direct transfer from the IRA to a charity. If distributed to you first, and then gifted to a charity, you lose some of the benefit of this form of giving.

3. Charitable Remainder Trust. For more sophisticated planning, consider using a charitable remainder trust. A charitable remainder trust is created when you make an irrevocable transfer of assets to a trust. The trust then pays income to you and to other beneficiaries you may name for life or a set term (max of 20 years). hen the trust term ends, the remaining balance is distributed to a charity of your choice. These trusts can be funded with cash, securities, or other appreciated assets. If you fund the trust with appreciated securities, you pay no up-front capital gains tax when those securities are sold by the trust. When you create the a charitable trust, you receive an immediate income tax deduction in addition to possibly gaining significant income and estate tax savings. Your deduction will be based on the full fair market value of the assets you contribute, reduced by the present value of the income interest you retain.

If you are not ready to make an outright gift now but would like some of your property to pass to a

charity after your lifetime, consider these options:

1. Retirement Plans. Donating all or some of your unused retirement assets, such as your IRA or 401(k), is an great way to make a charitable gift. Estate and income taxes can eat up a large portion of the money remaining in these tax deferred accounts. So a retirement plan can be a tax-efficient and simple way of including a charity in your estate plan (simply name them on the plan s beneficiary designation form). Because charities do not pay income taxes on the donations they receive, distributions to charities will avoid being taxed as income.

2. Bequest. A bequest is a gift of cash, securities or other property made through your estate plan. You can make a bequest by including language in your will or trust leaving a portion of your estate to your favorite charity. With a bequest, you retain control and use of your assets during your lifetime, and can modify the gift if your circumstances change. Gifts from your estate to a charity may be exempt from estate taxes. The bequest you use can consist of a specific dollar amount, a percentage of your estate, or a portion of what is left after you have made bequests to your family.

I walked through the doors of the Veterinary Clinic of Clara City and knew instantly that it was a special place. Dr. James Koewler led me on a tour, and I locked eyes with a beautiful golden retriever, who was abandoned over the weekend on the side of the road in rural Minnesota.

For 60 plus years a veterinary clinic has operated in Clara City and Dr. Koehler has pivoted this veterinary practice from large to small animal to accommodate the needs of his community. But time has come for Dr. Koewler to retire. He dreams of gardening and donating his locally grown food to the area food shelf. But without a veterinarian to run the

Cyber crime doesn’t just affect large, multi-national corporations. For the modern veterinary practice, the two most prevalent types of cyber crimes are “Ransomware” and “Social Engineering”. Ransomware, a type of cyber crime where the hacker holds your data in exchange for money, is becoming more common for small businesses, veterinarians in particular. Bill Butler, owner of Butler Vet Insurance, said, “I know of two large suburban animal hospitals that have experienced a Ransomware attack over the past year.” Social Engineering, where a hacker makes an employee think that the hacker is the employee’s manager and asks the employee to make a purchase, is also becoming more common. “We had another situation with an employee where a hacker posed as the manager and asked an employee to purchase iTunes gift cards,” he said.

Given the rising frequency of cyber crime, what’s worrying to Butler is the lack of coverage for this in most veterinary practices. Many veterinary offices don t have cyber liability insurance at all, he said, “and some don’t have enough coverage because it’s just added on to their commercial insurance policy.” He explained that the coverage that’s added on to a commercial policy usually has lower coverage limits and is narrow in what it protects.

Dr. R.A. Martens, a lifetime member of the MVMA, passed away on October 9th, 20 . He had been residing at Crystal rook Memory Care Home in Park apids, MN. He was 87 years old. He was raised in New Ulm and graduated from New Ulm High School and studied pre-vet at Gustavus Adolphus College. He went on to do his doctorate work in Veterinary Science at the University of Minnesota. In September of 1953, he married Carol M. Halverson. He graduated from the U of M Veterinary College in

1956. After graduating from the University of Minnesota, he (Doc) and Carol moved back to their hometown area and began a veterinary practice in Nicollet, MN. Later, they added clinics in New Ulm and Mankato.Dr. Martens was acknowledged as the Minnesota Veterinarian of the Year in 1981. He served as an advisor to the Dean of the Veterinary School for many years during his practice and in retirement. He retired from his veterinary practice in 1997 after serving livestock producers and pet owners for over 40 years.

In addition to his veterinary practice, he was very dedicated to his community. He was a past Mayor of Nicollet, MN for 10 years; past President of the Nicollet School Board; founding President of the Nicollet Lions Club; and past director of the Nicollet Bank. In 1981, he was a recipient of the WCCO

ood eighbor Award. Dr. Martens civic efforts and support helped build the fire hall for the city of Nicollet and a new school in 1985. His business ventures included reserving green space for a park in Nicollet while investing in housing to support the city’s growth. During his retirement, he presided over the Vanderbilt Towers in Naples, FL for 13 years as chairman of their housing board. He also continued to be involved with the Minnesota Veterinary Medical Association.

He was preceded in death by his wife, Carol. He is survived by his four sons: Robert (Rob), Richmond, VA; Dave (Cindy) Menahga, MN; Dan (Sue), Hudson, WI; and John, Spicer, MN, along with 8 grandchildren:

Memorials are preferred to the Minnesota Veterinary Foundation or Hosanna Campus Ministry Fund, Hosanna Lutheran Church, Mankato, MN.

L. Kern Schwartz, age 85, passed away on August 20, 20 . He grew up in Sleepy Eye, MN, before going on to attend the University of Minnesota where he also received his doctoral degree in veterinary medicine. Dr. Schwartz served as a veterinarian for 50 years at

the Worthington Veterinary Clinic as well working at the Minnesota Board of Animal Health. He was involved in his local Kiwanis club, Worthington school board, Water and Light Commission, Worthington Woodcrafters, Minnesota Clock Guild, American Lutheran Church, and more. He was preceded in death by his wife Jean. He is survived by his children Todd Schwartz, Paul Schwartz, Amy Letsche, and Sarah Christensen. Funeral services were held at the American Lutheran Church in Worthington, MN.

Veterinary Technician Week (October 13-19) was a kickoff for some new exciting events for certified veterinary technicians. To celebrate certified veterinary technicians, MVMA offered a free one hour webinar CE event, “Understanding Components of Dental Home Care Products” presented by Maria Nellessen, CVT, VTS (dentistry). CVT’s should also be on the lookout for emails regarding future free CE events as well as a quarterly e-newsletter starting in 2020.

Certification renewal for 20 has concluded for the year. e had a total of 2 renewals, which has decreased

slightly from the last renewal period by 1%. It is never too late to renew certification ate fees for 20 renewal period are 0 and renewals must be mailed (online renewal has expired). In addition, a 5-credit penalty is assessed and the 5 credits must be both scientific and interactive.

If your CVT has not received their certification card by now, they are non-compliant and need to either send in missing information or complete more CE. AVMA Provides Update on Cannabis-derived ProductsThe AVMA has received a number of inquiries about cannabis-derived products and developed some FA s that they want to share with veterinarians. Q: There are numerous cannabis-derived products, including various types of CBD, being marketed for pets? As a veterinarian, should I be administering, prescribing, dispensing, or recommending them? A: As veterinarians, when we look to administer, prescribe, or recommend products, we are generally doing so with intent to prevent, mitigate, treat, or cure a disease or condition. Products for animals for which therapeutic claims are made that have not been evaluated and approved by the FDA are unapproved animal drugs. Unapproved animal drugs are considered to be “unsafe” under the FDCA, because they have not been shown to meet FDA standards for safety and efficacy for their intended use. The FDA approval process assures that drugs are evaluated as to whether they work, what the proper dosage might be if they do work, how they could interact with other drugs, and whether they have dangerous side effects or other safety concerns. Examples of what FDA has indicated it considers to be therapeutic claims associated with the marketing of CBD products for animals include the following: “...CBD and other chemicals found in cannabis have an antitumor effects and could be used to improve standard treatments...”...Due to its anti-in ammatory effect, cannabinoids

may provide relief of joint pain and swelling, and decrease joint destruction and disease progression...”“...how [product] may help your dog or cat…reduce cancer-associated symptoms, aid in decreasing severity of dementia, reduce bronchial spasm in asthmatics...”“...for all pets, but especially for those with arthritis, allergies, anxiety or behavior issues, compromised immune systems, diabetes, digestive issues, nausea, chronic pain, cancer, seizures...” There are currently no approved animal drugs derived from cannabis. Animal drugs must generally receive premarket approval by FDA via the New Animal Drug Application (NADA) process. The manufacture and marketing/sales of drugs in interstate commerce that have not been FDA approved is a violation of federal law. The use of unapproved drugs can put patients at risk and may create legal risk for veterinarians who administer, prescribe, dispense, or recommend them because they have not been evaluated for efficacy and safety by the FDA. Risk may be heightened when approved treatments are available and are not utilized, or when patients for which unapproved drugs have been administered, prescribed, dispensed, or recommended are adversely impacted (either side effects or treatment failures).

Q: Is it legal for veterinarians to sell CBD products? A: It largely depends on the intended use of the product and how it is labeled and marketed. Even if a C D product meets the definition of hemp under the 20 Farm ill, its marketing and sale must comply with other applicable laws, including the FDCA and its regulations and those at the state level. FDA has expressed its concern regarding products containing CBD and other cannabis-derived compounds that are being marketed for therapeutic use without approval by FDA. They have stated that, “Selling unapproved products with unsubstantiated therapeutic claims is not only a violation of the law, but can also put patients at risk, as they products have not been proven to be safe or effective.” Therapeutic claims include not only those on the label of the product, but also those used in promotion (e.g., websites, advertisements, circulars, testimonials) that suggest the intended use(s) of the product. The marketing of unapproved treatments also raises the possibility that animal owners may choose to use these unapproved products in lieu of approved therapies to treat serious diseases and conditions in their animals, which may result in treatment failures and increased animal suffering. Q: I’ve been told that it’s legal to prescribe and sell these products because they are “animal supplements” and therefore not regulated by FDA. Is that true? A: No. Unfortunately, some manufacturers are using surrogates (e.g., “animal supplement”) in the marketplace to suggest to veterinarians that such products are beyond the reach of FDA, even when used for the purpose of treating disease, and that’s not the case. For humans, the Dietary Supplement and Health Education Act (DSHEA) of 1994 exempts substances from regulation as food additives or drugs if the product meets the definition of a dietary supplement. DSHEA does not apply to animals. Therefore, products marketed as dietary supplements for animals don’t fall under DSHEA, and FDA doesn’t recognize them as a special category. However, the absence of a ‘dietary supplement’ regulatory classification for animals under DSHEA does not equate to these products not being regulated, nor are they exempted from regulation, by FDA.

Antihistamines- Side Effects Antihistamines like diphenhydramine are overall a safe option for the management of itching from atopic dermatitis and urticaria in dogs. Keep in mind a few things when you decide to prescribe antihistamines:

• Use caution as antihistamines may lower seizurethreshold in patients with epilepsy.

• Use caution giving antihistamines along with otherbehavioral medications as side effects may be morepronounced.

• Antihistamines can cause dryness of the mouth,which may predispose to or worsen dental disease.Second-generation antihistamines like loratadinemay cause less of this type of side effect.

• I have not seen antihistamines be of benefit toprevent recurrent skin infections.

• All blinded, placebo-controlled studies withantihistamines alone show no significant decreasein pruritus levels in dogs with atopic dermatitis.Clinically some benefit may be observed by ownersin dogs with mild pruritus, likely due to the sedativeeffects of antihistamines.

In Minnesota, the Minnesota Board of Pharmacy has indicated that effective January 1, 2020, products containing CBD derived from hemp can be legally sold under Minnesota state law only if all the following conditions are met: The product has been tested by an independent, accredited laboratory (using generally accepted standards for herbal and botanical substances) to confirm that the product: ◊ contains the amount or percentage of cannabinoids that is stated on the label of the product; ◊ does not contain more than trace amounts of any pesticides, fertilizers, or heavy metals; and ◊ does not contain a delta-9-tetrahydrocannabinol concentration that exceeds the concentration permitted for industrial hemp as defined in Minnesota Statutes, section 18K.02, subdivision 3. The product bears a label that contains, at a minimum: ◊ the name, location, contact phone number, and website of the manufacturer of the product; ◊ the name and address of the independent, accredited laboratory used by the manufacturer to test the product; ◊ an accurate statement of the amount or percentage of cannabinoids found in each unit of the product meant to be consumed; and ◊ a statement stating that the product does not claim to diagnose, treat, cure, or prevent any disease and has not been evaluated or approved by FDA, unless the product has been so approved. The information required to be on the label must be prominently and conspicuously placed and in terms that can be easily read and understood by the consumer. The label must not contain any claim that the product may be used or is effective for the prevention, treatment, or cure of a disease or that it may be used to alter the structure or function of human or animal bodies, unless the claim has been approved by FDA.

Until January 1, 2020, all products containing CBD derived from hemp are illegal to sell under Minnesota state law. (However, prior to that date, the Board of Pharmacy does not intend to take enforcement action against sellers of any products that already meet the new requirements listed above). After that date, any CBD-containing product (other than a food product) that does not meet the new requirements will be considered an illegal misbranded and/or adulterated drug. It is a crime (misdemeanor) to sell misbranded or adulterated drugs. County or city prosecutors can bring criminal charges against sellers of misbranded and adulterated products. The Board can take administrative action, including: embargo – prohibiting a business or individual from selling a product or removing it from the premises without permission from the Board or a court. A court might subsequently issue an order of condemnation, requiring the seller to destroy the product at its expense; and cease and desist order – ordering a business or individual to stop selling such products. The area within a business that is licensed by the

Board of Pharmacy as a pharmacy cannot stock or sell a product containing CBD derived from hemp unless the product meets the new requirements previously listed. Prior to January 1, 2020, the Board will exercise enforcement discretion to allow pharmacies to sell compliant products. After that date, pharmacies simply need to follow the new law, like any other business. Pharmacies may wish to check with FDA about federal statutes and rules, with their legal counsels, and with their malpractice insurers. As with all products, the Board expects pharmacists to use sound professional judgment in making recommendations to patients.

The U.S. Pharmacopeial Convention (USP) is a scientific, nonprofit organi ation that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. The organization has drafted a fairly new chapter, <800> Hazardous Drugs – Handling in Healthcare Settings proposed for inclusion in the U.S. Pharmacopeia and The National Formulary (USP–NF), which provides Food and Drug Administration (FDA)-enforceable pharmaceutical standards. The chapter provides guidance on the handling of hazardous drugs in healthcare settings, and includes requirements for receipt, storage, mixing, preparing, compounding, dispensing, and administration of hazardous drugs to protect the patient, healthcare personnel, and environment. It covers all healthcare entities that store, prepare, transport, or administer hazardous drugs, including pharmacies and veterinary clinics; and it applies to all healthcare personnel who handle hazardous drugs, including veterinarians and veterinary technicians.

Although the USP is a standard-setting organization and NIOSH develops information and programs related to occupational safety and health, USP’s standards and NIOSH’s guidance inform the FDA, the Occupational Safety and Health Administration (OSHA), and the state regulatory agencies – all of which have regulatory authority. In essence, the standards become rules because they become incorporated into the enforcement regulations of state and/or federal regulatory agencies. Although it remains to be determined, hazardous drug handling standards could be enforced in veterinary practices by veterinary medical boards, OSHA, or potentially health departments.

According to Dr. Cody Wiberg with the Minnesota Board of Pharmacy, “pharmacies already have to comply with applicable federal and state OSHA standards when handling hazardous substances – in order to protect their employees. (And have actually had to comply with those standards for years). Many of state standards for handling hazardous substances are similar (if not identical) to the standards found in USP 800. If a business meets USP 800 standards, it will be in compliance with OSHA statutes and rules. DOLI offers free OSHS consultations. DOLI can also levy significant fines if OSHA standards are being violated. They prefer to do the consultations to get businesses in compliance – before they go down the path of issuing fines.

New rules are expected out in December 20 and veterinarians should become familiar with these standards so that they and their staff are aware of the drugs identified as ha ardous drugs and to take the necessary precautions in handling these drugs. While most anti-neoplastic agents are considered hazardous, other commonly used drugs such as diethylstilbestrol, methimazole, spironolactone, oxytocin and pamidronate meet one or more of the criteria for a hazardous drug. The United States Pharmacopeia website (usp.org) and Centers for Disease Control (cdc.gov) both provide valuable information on the management and handling of hazardous drugs.
