1. The proposed Residential project “Sagar Eden Garden - Phase I” located at Khasra No. 447, 449/1, 447,449/2, 447,449/3,449/1/1 at Village-Bawadiya kalan, Tehsil- Huzur, District- Bhopal, Madhya Pradesh, India. Area of proposed scheme is 10687.51 m2 (1.07 Hect.) and it offers 2 BHK, 3 BHK, 4 BHK apartments with LIG/EWS flats.

2. The Co-ordinates of the project site are latitude from 23°10'32.64"N to 23°10'35.80"N and longitude from 77°27'42.84"E to 77°27'48.87"E. The proposed project is covered in topo sheet no.-F43F8, Survey of India (SOI).

3. As this is a violation case as 91% of construction work has been completed without getting prior environment clearance due to unawareness and therefore

admits committing the violation to the provisions of EIA Notification, 2006 & its amendments. The construction work is stopped once project proponent becomes aware of violations. Construction work causes land disturbance by removal of vegetation, loss of topsoil, increased erosion.

4. The case was presented by the PP and their consultant in the 492nd SEAC dated 19/03/2021 wherein it was observed that this is a violation project and about 70% occupation has been completed and PP has applied for TOR in the window period provided by MoEF&CC vide Notification dated 09/Sep/2019.

5. Regarding violation PP has submitted that in the proposed project total proposed FAR was 19069.18 Sq.mt. which was <20000 Sq.mt.In view of that proponent had not applied for the prior Environmental Clearance of the project. At the time of consent (CTE) application it has been confirmed by the MPPCB that the total project built up area is 19069.18 Sq.mt + 2795.05 Sq.mt. Basement Area = 21864.23 Sq.mt. which is above 20000 sq.mt. well within the limit of EC Application.

6. The Environmental Impact Assessment Notification dated 14th September 2006 as amended to date, states that all project under Item 8(a) shall be appraised as Category B and requires environment clearance from State Environment Impact Assessment Authority. However as the present project is a violation project, it was required to prepare an EIA Report.

7. M/s Ayush Enterprises is introducing their new residential project “Sagar Eden Garden – Phase I” at Bawadia Kalan, Bhopal. The project possesses a hedonistic design, completely in accordance with nature’s bounty. Offer premium living experience. The group housing project contains an integrated township of luxury apartments with varied options of 2, 3, &4 BHK. The project is offering various kinds of housing units to suite everyone’s requirement with maximum benefit and minimum costs.

8. “Sagar Eden Garden - Phase I” has total plot area of 10,687.51 sqm. Area under 24m wide road widening is 1,389.48 sqm and net planning area is 9,298.03 sqm. Total built-up area is 21,864.23 sqm{15,096.23 sqm FAR + 6,768 sqm Non-FAR (2795.05 sqm stilt area + 2795.05 sqm basement area + 1,085 sqm informal sector +92.90 sqm service area)}. Construction work has been completed till 91% of built-up area owing to unawareness of the EIA Notification and its amendments and falls under the purview of the EIA Gazette Notification dated 08.03.2018, amending the Notification dated 14th March 2017. This report has been prepared in compliance to Gazette Notification dated 08.03.2018, amending the Notification dated 14th March 2017 including assessment on ecological damage, remediation plan and natural and community resource augmentation plan.

9. Van Vihar National Park is 10.1 km (NW) from the site.






10. The application of ToR was presented before SEAC on 492nd dated 19.03.2021,.The ToR was granted by the SEIAA dated 30th March, 2021. PP has submitted the EIA report vide letter dated 30/3/2021 which was forwarded to SEAC vide letter no. 45 dated 01/4/2021, which was placed before the committee.

11. The case was discussed in SEAC 498th meeting dtd. 06.04.21, and recommended the EC subject to the special conditions and submission of bank gurantee (BG) with three years validity of Rs.. 19.65 Lakh (equivalent to amount proposed in remediation and resource augmentation plan) with the MP Pollution control Board.

12. After the deliberation the case was discussed in detail and recorded that:-

i. Regarding land documents PP has submitted Khasra Panchsala 2013-14.As per the land documents the landownership is the name of MS AYUSH ENTERPRISES through Partner Shri Sanjeev Agrawal, & Kiran Agrawal.

ii. The total water requirement during operation phase will be 175 KLD of which 103 KLD shall be fresh water requirement while 72 KLD of treated water shall be required for flushing and miscellaneous use. The Main source of water supply will be Municipal water supply. Water supply permission has been obtained from Office of Municipal Corporation, Bhopal (Water Supply Division) vide letter no. 749/S. Y./ Z. K. / ZONE K. 13/2019, Bhopal dated 01.02.2019.

iii. The waste water 148 KLD will be generated during the operation phase and generated waste water shall be treated in a sewage treatment plant of 180 KLD capacity based on MBBR technology. Extra treated water of 65.0 KLD will be drained to sewer line. PP has submitted letter dtd. 23.02.19 issued by Municipal Corporation, Bhopal for disposal of extra treated waste water.

iv. Total waste 585 Kg/day, this consist all types of wastes (as Organic waste 321.75 Kg/day and non- organic waste 263.25 Kg/day) and these all type of waste shall be treated/ disposed off as per provision made in the MSW Rules 2016.The biodegradable portion of MSW will be treated at site by 1 Organic Waste Converter of 1000 kg per day capacity and manure generated will be used for plantation. The non-biodegradable fraction like plastic, tin, glass etc. will be sold to local recyclers. Horticultural waste shall be collected and disposed-off with biodegradable waste. Rest inert MSW will be handed over to Municipal Corporation for final disposal. PP has submitted letter dtd. 25.02.19 issued byMunicipal Corporation, Bhopal for disposal of solid waste.

v. Power would be drawn from Madhya Pradesh Kshetra Vidyut Vitran Company Limited. The total maximum demand would be 750 KVA. Backup source 1 DG sets of 125 KVA using HSD fuel will be used which will be used in emergency condition. Proponent has taken various energy conservation measures which include:

Passive solar refers to the use of Sun’s energy for the heating and cooling of living spaces.






The orientation of the building has been done in such a way that maximum daylight is available.

The orientation of the building will be done in such manner that most of grazed areas will face north and east.

Lesser opening will be provided on the west facing walls.

Landscape and greens areas will be so spaced to cool the surrounding environment, which will reduce energy consumption.

Greenbelt in the site will be maintained by the project proponents, which would have an overall cooling effect on the surroundings.

Using electronic ballast for discharge lamps.

Use of Solar backed LED landscape lights instead of par lamps.

Solar lighting installation is proposed, it will cover approx. 30% of total common lighting. In this project, all energy saving equipments installed with star ratings. LED lights have been used in entire project.

vi. The storm water collection system for the common areas of the proposed project like parks, roads, pavements, etc. will be provided by project proponent. The amount of run-off depends upon many factors such as intensity and duration of precipitation, characteristics of the tributary area and the time required for such flow to reach the drains. The drains shall be located near the carriage way along either side of the roads. Taking the advantage of road camber, the rainfall run off from roads shall flow towards the drain.

vii. After the completion of the project and rainwater harvesting structures, there will be total ground water recharge would be 230 m3/hr. Proposed recharge potential to be created by the project would improve ground water regime of the area and would contribute to positive groundwater environment. We have proposed 4 No. of RWH pits of 37 cum each recharge capacity.

viii. The maximum height of the building is Basement + Stilt + 6 floors (18m above ground) The project complex will have traffic entry and exit from 12 m wide road on east and 24 m wide road on north east. Roads for internal circulation having width of about 7.5 m and 6 m will be provided within the complex for smooth circulation of the traffic. The entry/exit points have been marked on the layout plan. The project site is well connected to network of roads leading from various parts of the city.

ix. The project is proposed to have parking space of 203 vehicles.

x. As per the National Building Code (NBC-2005), the basic minimum requirement for firefighting installation shall be provided for the proposed project. Firefighting measures shall be adopted as per NBC guidelines. Fire equipment as per NBC provisions have been installed in all multi units. Final inspection by the concerned authority for the same is under process.

xii. The project development cost Rs. 1965.0 Lakhs has been estimated. The capital investment is estimated about Rs. 30.37 Lakhs and recurring cost is Rs 9.05 Lakhs under environment management plan.

xiii. PP has submitted the remediation plan and natural community resource augmentation plan corresponding to the ecological damage assessed and economic benefits derived due to violation in the tune of suggested guidelines by the committee and also analyze the cost of remediation in monitoring, soil management, RWH, additional plantation, OHS etc. PP submitted & presented the revised remediation & augmentation plan which is as follows:

xvi. As per MoEF&CC OM F.No.22-65/2017-IA.III dated 25th Feb2021, the project proponent will be bound to take up all activities proposed by them in the EMP as well as any additional activities that may either committed by them before the SEIAAs/SEACs. As per MPBVR, 2012 rule 42 (3) PP should submit necessary drawings and details to the Authority (Nagar Nigam,Bhopal) incorporating all the fire fighting measures recommended in National Building Code 2005.The occupancy permit shall be issued by Nagar Nigam only after ensuring that all fire fighting measures are physically in place. 7. For Rain Water Harvesting, and Storm water management:-

a. PP should ensure the rain water harvesting with 4 No. of RWH pits of 37 cum recharging pits and these pits should be connected laterally to consume the surplus runoff. In addition, PP should provide recharging trenches. The base of the trenches should be Kachha with pebbles.

b. The storm water from roof – top, paved surfaces and landscaped surfaces should be properly channelized to the rain water harvesting sumps through efficient storm water network as proposed. The budget should be included in EMP plan for storm water management.

8. PP should ensure to provide car parking total 203 ECS (Basement- 97 ECS, stilt parking-73 ECS and open parking- 33 ECS).PP should explore the possibility to increase the no. of parking and parking area will be not diverted for other purpose.

9. Green belt :-

a. PP should ensure plantation in an area of, 929.8m2 (10% of net plot area) of area is dedicated for the green belt development by Planting 100 numbers of trees. Peripheral plantation is present along the project boundary with approx. 185 plants.

b. As a green belt and landscaped area with regular maintaenance and also explore the possibility to plant trees of indigenous local varieties like Neem, Peepal, Kadam, Karanj, Kachnaar, Saltree, Gulmohar etc.

c. The green belt of the adequate width and density preferably with local species along the periphery of the plot shall be raised if possible so as to provide protection against particulates and noise.

d. PP should explore the possibility to increase the plantation area by planting additional trees adjacent to the project area.

10. PP should ensure to complete the activities listed under ecological remediation, Natural resource augmentation & community resource augmentation for a total amount of Rs. 19.65 Lakh.

11. The amount specified as CER Rs. 8.0 lacs used only for the proposed activities and not diverted for other purposes.

12. PP shall carry out the works assigned under ecological damage, natural resource augmentation and community resource augmentation within a period of six months and submitted to same in MPSEIAA.

13. PP should ensure to submit half yearly compliance report and CER activity report with photographs of plantation in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI, Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

1. The proposed Group Housing Project is located at Villages Semrakalan & Hinotia Kachchiyan, Tehsil Hazur, District Bhopal of Madhya Pradesh State. Proposed land for construction of group housing project is spread over 81,928.47 m2 and is permitted for residential use as per Bhopal Development Authority, master Plan 2005.

2. The project includes Plotted Development, EWS Units, Apartments, Convenient Shopping, Community Centre Dispensary School.

3. The Co-ordinates of the project site are latitude from latitude 23°15'57.0"N and longitude 77°25'38.0"E. The proposed project is covered in toposheet no.-F43F7, Survey of India (SOI).

4. As per the T & CP approval (T & CP Letter No. 116/L.P. 231/ 29/ GKA/ Na. Gra. Ni./ 2008 dated 04/12/2008) the total land area of 97,518.90 m2 (9.7518 ha) with built-up area of 81,928.47 sq.m. The project is categorized as 'B-2' under item 8 (a) of Schedule-Gazette Notification dated Sep 14th, 2006 and subsequent amendments issued by MoEF, New Delhi on 01.12.09 and 04.04.2011 because total construction is between 20,000 sq.mt. & 1, 50,000 sqmt. and plot area is less than 50 ha.However as the present project is a violation project, it was required to prepare an EIA Report.

5. Construction work has been completed till 11% of built-up area owing to unawareness of the EIA Notification and its amendments and falls under the purview of the EIA Gazette Notification dated 08.03.2018, amending the Notification dated 14th March 2017. This report has been prepared in compliance to Gazette Notification dated 08.03.2018, amending the Notification dated 14th March 2017 including assessment on ecological damage, remediation plan and natural and community resource augmentation plan.

6. As this is a violation case as 11.36% of construction work has been completed without getting prior environment clearance. The proposed project is a part of Bhopal Municipal Corporation (BMC) and all the facilities are available for the proposed project. It is stated that the baseline monitoring data has been collected for the season of Winter Season, 2020-2021 i.e. December 2020 to February 2021.

7. The case was presented by the PP and their consultant in the 492nd SEAC dated 19/03/2021 wherein it was observed that this is a violation project and about 70%






occupation has been completed and PP has applied for TOR in the window period provided by MoEF&CC vide Notification dated 09/Sep/2019.

8. Van Vihar National Park is 6.5 km in SW direction from the project site.

9. The application of ToR was presented before SEAC on 492nd dated 19.03.2021,.The ToR was granted by the SEIAA dated 30th March, 2021. PP has submitted the EIA report vide letter dated 30/3/2021 which was forwarded to SEAC vide letter no. 45 dated 01/4/2021, which was placed before the committee.

10. The case was discussed in SEAC 498th meeting dtd. 06.04.21, and recommended the EC subject to the special conditions and submission of bank gurantee (BG) with three years validity of Rs.. 18.65 Lakh (equivalent to amount proposed in remediation and resource augmentation plan) with the MP Pollution control Board.

13. After the recommendation of SEAC today the case was scheduled for presentation and after deliberation the case was discussed in detail and recorded that:-

i. Regarding land documents PP has submitted Khasra Panchsala 2013-14. As per the land documents the landownership is the name of Shri Narendra Singh & Shri Santok Singh S/o Shri Machhi Singh and Rajdhani Land & Housing Corporation Prop. Shri Machhi Singh. PP has also submitted agreement of partnership executed on dtd. 01.01.2006 between all land owners.

ii. The total quantity of water requirement for the proposed group housing project is 380.0 KLD of which 342 KLD which will be met from Bhopal Municipal supply. PP has submitted copy of application dtd 16.03.21 applied to Municipal Corporation, Bhopal for water supply.

iii. The waste water 324 KLD will be generated, which will be treated in the MBBR based STP of 350 KLD (100 KLD & 250 KLD). Two STP are being proposed with the capacity of 100 KLD for phase and 250 KLD for second phase for the project. Extra treated water of 40 KLD will be drained to sewer line of BMC and required permission has been obtained from BMC. PP has submitted letter dtd. 04.03.21 issued by Municipal Corporation, Bhopal for disposal of extra treated waste water.

iv. The solid waste generated from project will be mainly domestic in nature and the quantity of the waste will be 1.258 TPD (0.692 TPD Biodegradable and 0.566 TPD Non-biodegradable).These all type of waste shall be treated/ disposed off as per provision made in the MSW Rules 2016.The biodegradable portion of MSW will be treated at site by 1 Organic Waste Converter of 1000 kg per day capacity and manure generated will be used for plantation. The non-biodegradable fraction like plastic, tin, glass etc. will be sold to local recyclers. Horticultural waste shall be collected and disposed-off with biodegradable waste. Rest inert MSW will be handed over to Municipal Corporation for final disposal. PP has submitted copy of application dtd. 22.01.21 to Municipal Corporation, Bhopal for disposal of solid waste.






v. Total power requirement is 1200 KW through 11 KV MPSEB supply feeder. Average Energy consumption is assumed as 50 Watt per sq.m of built-up area. To minimize energy consumption timer control circuits for common area, parking, outdoor lights with energy efficient CFL & LED lamps shall be proposed.

vi. PP has proposed to have dedicated 7 nos. of 11 KV/0.433 KV, 315 KVA Transformer near each block to be installed to reduce line transmission losses. The state Govt. Is committed to 24-hour power supply, no DG sets are proposed in the campus. In case of electricity board power supply failure due to maintenance or other causes DG set on hire shall be placed, in such case power to STP and necessary water supply system shall be transferred to the TL panel through AMF panel installed with the DG set.

vii. The following energy conservation plan and measures will be implemented.

Passive solar refers to the use of Sun’s energy for the heating and cooling of living spaces.

The orientation of the building has been done in such a way that maximum daylight is available.

The orientation of the building will be done in such manner that most of grazed areas will face north and east.

Lesser opening will be provided on the west facing walls.

Landscape and greens areas will be so spaced to cool the surrounding environment, which will reduce energy consumption.

Greenbelt in the site will be maintained by the project proponents, which would have an overall cooling effect on the surroundings.

Using electronic ballast for discharge lamps.

Use of Solar backed LED landscape lights instead of par lamps.

Solar lighting installation is proposed, it will cover approx. 30% of total common lighting. In this project, all energy saving equipments installed with star ratings. LED lights have been used in entire project.






viii. The storm water collection system for the common areas of the proposed project like parks, roads, pavements, etc. will be provided by project proponent. The amount of run-off depends upon many factors such as intensity and duration of precipitation, characteristics of the tributary area and the time required for such flow to reach the drains. The drains shall be located near the carriage way along either side of the roads. Taking the advantage of road camber, the rainfall run off from roads shall flow towards the drain.

ix. After the completion of the project and rainwater harvesting structures, there will be total ground water recharge would be 44,422.48 m3/annual. Proposed recharge potential to be created by the project would improve ground water regime of the area and would contribute to positive ground water environment. We have proposed 11 nos. pits of 12.0 m3 each recharging capacity which are proposed for artificial ground water recharge from common areas of the Scheme.

x. Proposed Project. The total maximum height of the project will be about 18.0 m+2 Basements. The project complex will have traffic entry and exit from 12 m wide road. Roads for internal circulation having width of about 7.5 m and 6 m will be provided within the complex for smooth circulation of the traffic. The entry/exit points have been marked on the layout plan. The project site is well connected to network of roads leading from various parts of the city.

xi. Since the scheme is potted development the dwelling unit on the plot shall have its own parking space. The details of parking facilities required as per norms and as proposed within the propped project.

xvi. PP has proposed Rs. Rs. 682.58 Lakh (Rs. 18.65 Lakh as Remediation Cost and Rs. 663.93 Lakhs as EMP) for this project. Vide letter dtd. 08.04.2021 PP has submitted bank gurantee (BG) with three years validity of Rs. 18.65 Lakhs (equivalent to amount proposed in remediation and resource augmentation plan) which can be deposited in M.P. Pollution Control Board, Bhopal.

xvii. As per MoEF&CC OM F.No.22-65/2017-IA.III dated 25th Feb2021, the project proponent will be bound to take up all activities proposed by them in the EMP as well as any additional activities that may either committed by them before the SEIAAs/SEACs. The primary beneficiaries of CER shall be people living within the radius of 10.0 km of the proposed project. The proponent has allocated a budget for carrying out socio-economic welfare activities as mentioned above. The amount earmarked in the budget will be separately kept and will not be used for any other purposed. The budget may be increased as per the actual requirement during the implementation stage.

Project Benefit: The project would provide positive benefits such as employment for a significant number of persons, many of whom will be employed from the residing community as well as surrounding area. Additionally, the cumulative effects of this type of development would result in noticeable economic benefits for the area. The proposed project will also make a positive contribution to social infrastructure and over all residential development.

The submissions made by the PP were found to be satisfactory and acceptable hence it is decided to accept the recommendations of 498th SEAC meeting dtd. 06.04.21with special conditions and accord Environmental Clearance for Construction of - Residential Plotted development project " KOUSHALYA PINK HERITAGE " at Village Semara 141, 142/1, 215/1 Village Hinotia Kachchiyan 35, 36-94/37/2ka, 41/2/2, 42/1/2ka, 47, 44 and 45-46/1, Bhopal M. P. Total Project area - - 97518.90 sq.mt. Total Built Up Area - 81928.47 sq.mt. Proposed built up area 19680.38 sqm (1st phase) by M/s Koushalya Devi Builders and Developers through Shri Balwant Singh Partner 51, Premier House Zone-II, MP Nagar, Bhopal(MP)- 462016, subject to following specific conditions imposed by SEIAA:-

1. The entire demand of water should be met through Municipal Corporation, Bhopal, there should be no extraction of ground water.

2. The inlet and outlet point of natural drain system should be maintained with adequate size of channel for ensuring unrestricted flow of water.

3. Disposal of waste water.

a. PP should ensure disposal of waste water arrangement should be done in such a manner that water supply sources are not impaired.

b. PP should ensure linkage with municipal sewer line for disposal of extra treated waste water.

c. The project not having provision for discharge of excess treated sewage cannot permit to start operation unless proper arrangements are put in place for its safe handling.

4. Solid Waste Management:

a. Ensure linkage with Municipal Corporation for final disposal of MSW.

b. Adequate measures should be taken to prevent odour emanating from solid waste handling & processing.

5. PP should ensure building height, road width, front MOS and side / rear as per approved layout of T & CP.

6. For firefighting:-

a. PP should ensure distance of fire station approachable from the project site.

b. As per MPBVR, 2012 rule 42 (3) PP should submit necessary drawings and details to the Authority (Nagar Nigam,Bhopal) incorporating all the fire fighting






measures recommended in National Building Code 2005.The occupancy permit shall be issued by Nagar Nigam only after ensuring that all fire fighting measures are physically in place.

7. For Rain Water Harvesting, and Storm water management:-

a. PP should ensure the rain water harvesting with 11 No. of RWH pits of 37 cum recharging pits and these pits should be connected laterally to consume the surplus runoff. In addition, PP should provide recharging trenches. The base of the trenches should be Kachha with pebbles.

b. The storm water from roof – top, paved surfaces and landscaped surfaces should be properly channelized to the rain water harvesting sumps through efficient storm water network as proposed. The budget should be included in EMP plan for storm water management.

8. PP should ensure to provide Individual parking for respective plot and car parking 291 ECS (Podium- 172 ECS for apartment, Basement- 44 ECS for convenient Shops and open parking- 75 ECS for shops, community center, dispensary and school).PP should explore the possibility to increase the number of parking in open area and parking area will be not diverted for other purpose.

9. Green belt :-

a. PP should ensure plantation in an area of, 8361.98 sq.m (10.36 % of Net plot area) of area is dedicated for the green belt development by Planting 500 numbers of trees.

b. As a green belt and landscaped area with regular maintaenance and also explore the possibility to plant trees of indigenous local varieties like Neem, Peepal, Kadam, Karanj, Kachnaar, Saltree, Gulmohar etc.

c. The green belt of the adequate width and density preferably with local species along the periphery of the plot shall be raised if possible so as to provide protection against particulates and noise.

d. PP should explore the possibility to increase the plantation area by planting additional trees adjacent to the project area.

10. PP should ensure to complete the activities listed under ecological remediation, Natural resource augmentation & community resource augmentation for a total amount of Rs. 18.65 Lakh.

11. The amount specified as CER Rs. 10.0 lakhs used only for the proposed activities and not diverted for other purposes.

12. PP shall carry out the works assigned under ecological damage, natural resource augmentation and community resource augmentation within a period of six months and submitted to same in MPSEIAA.

13. PP should ensure to submit half yearly compliance report and CER activity report with photographs of plantation in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI, Bhopal) than prior






environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

3. Case No 6878/2020, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 2.00 ha. for production capacity of 5000 cum per annum at Khasra No. 860/1/KA/1 at Village - Chormari, Tehsil - Rampur Baghelan, Dist. - Satna (MP) Shri Atul Singh Tiwari, Village - Chormari, Tehsil - Rampur Baghelan, Dist.- Satna (MP).

(1) This is a project pertaining to mining of Stone Quarry in MLA of 2.00 ha. The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National Park /Sanctuary etc. thus it is not attracted by the general conditions by virtue of its location and mining lease area. There is a forest boundary within 250 m distance from the ML area. The committee constituted under the Chairmanship of Divisional Commissioner has given the permission on the condition that the chainlink fencing shall be carried out towards the forest area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environmental clearance for the project. It was submitted that this is a fresh grant issued in the year of 2018 for 10 years.

(2) The mining lease was granted to Shri Atul Singh Tiwari, Village - Chormari, Tehsil - Rampur Baghelan, Dist.- Satna in the year 2018 for 10 years, which is applicable after the execution of lease agreement. This is a case of fresh grant. The Mining Plan with progressive mine closure plan has been approved by D (G&M), Regional Office, Rewa vide Letter No. – 1135/M.P./Na.Kra./ 2018 rewa dated 04.07.2018.

(3) SEAC in its 498th SEAC meeting dtd. 06.04.2021 has recommended the case with 36 special conditions for issuance of EC.

(4) It was noted that as per DFO L.No. 1241 Singrauli, dtd. 26.12.2019, the National Park /Sanctuary is not located within 10 Km. radius from the mining site. Hence, the General Conditions are not attracted. The forest boundary is falling within 250 m distance from the ML area. However, the committee constituted under the Chairmanship of Divisional Commissioner has given the permission on the condition that the chainlink fencing shall be carried out towards the forest area.

(5) PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail.

(6) It was noted that the water requirement is 9.497 (say 9.50) KLD (0.150 KLD for Domestic use/ Drinking + 6.75 KLD for Dust suppression + 2.597 KLD for Green Belt). The water requirement will be met through tankers from nearby villages and mine pit water.

(7) The proposed plantation programme was examined and it was found that plantation of 600 tree saplings per year for next 05 years shall be covered under the plantation program.






(8) It was also noted that the Public Hearing was carried out on 13.01.2021 at mine site at Village - Chormari, Tehsil - Rampur Baghelan, Dist. - Satna (MP) under the Chairmanship of Additional Collector, Satna.

After detailed discussions and perusal of recommendations of 498th SEAC meeting dtd. 06.04.2021, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. Lease agreement shall be carried out before execution of mining operation.

III. Plantation programme as mentioned in EIA/EMP and presented during presentation in SEIAA & SEAC shall be followed in content and spirit.

IV. PP shall demarcate a barrier zone of 7.5 m as no mining zone in the periphery of mining lease area and develop a green belt. Three rows plantation shall be carried out in the greenbelt area in the current year with proper watering arrangement.

V. PP shall ensure to construct chain link fencing on ML boundary towards the forest boundary and comply with all the conditions recommended by the Divisional Commissioner committee meeting under the chairmanship of the Divisional Commissioner Rewa..

VI. PP shall plant 3 years old 3000 saplings @600 saplings per year in the next five years of suitable tree species i.e. Neem, Mango, Bargad, Peepal, Jamun, Imli, Karanj, Amaltas, Bael etc. will be planted along the lease Boundary in mine premises, transportation route and at Khasra no. 860/1/KA/1 in consultation with DM/ Gram Panchayat. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed.

VII. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table, approval of the Central Ground Water Board shall be obtained.

VIII. The overburden and waste will be stacked within the ML area and simultaneously backfilled in the mined out area where plantation will be raised on it.

IX. PP shall ensure that waste material shall not be stacked for a long time in the ML area.

X. No overburden will be dumped outside the mine lease area.

XI. Regular water quality monitoring shall be carried out by PP before discharging it into the nearby agriculture fields from authorized laboratory in consultation with Regional Officer, MPPCB. Regular air and noise quality






monitoring shall also be carried out from authorized laboratories in consultation with Regional Officer, MPPCB at regular intervals.

XII. PP shall ensure the generation of employment opportunities nearby Village on priority basis.

XIII. Payments of wages to the workers shall be done in consonance with the provisions in the labour laws.

XIV. Proper infrastructure with shelter, drinking water, toilet and first-aid facilities shall be provided for the laborers. A provision should be made to construct a pakka rest shelter along with toilet and drinking water facility.

XV. PP should also carry out regular sprinkling in the mining lease area to arrest dust emission from mining activities affecting the nearby agriculture fields.

XVI. Mining shall be limited to the area as shown in surface plan and as per the approved mining scheme.

XVII. PP shall ensure the proper water supply arrangements for plantations especially in the summer season.

XVIII. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

XIX. PP must ensure the implementation of compliance of the commitment made in Public Hearing in addition to these following activities with separate budget provision under CER as committed.

❖ Upgradation of Govt. School and Anganwadi of nearby village by repairing the boundary wall and construction of approach road up to the main road with proper maintenance.

❖ To provide drinking water and sanitation facilities in the Anganwari centres of Chormari and Bairha villages.

❖ To organize a health check-up camp and distribution of masks and sanitisers at nearby villages.

❖ As per OM of MoEFCC, grazing land will be developed as a Fodder plot in consultation with the local body.

PP shall ensure contribution of funds on behalf of the village under Jal Jeevan Mission in consultation with Janpad Panchayat and PHED. PP shall give preference to develop/provide infrastructural facilities in schools or anganwadis of above villages. The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat.






XX. PP should ensure to submit half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Prior Environment Clearance for Stone Quarry (opencast manual/semi mechanized method) in an area of 2.00 ha. for production capacity of 5000 cum per annum at Khasra No. 860/1/KA/1 at Village - Chormari, Tehsil - Rampur Baghelan, Dist. - Satna (MP) for the lease period to Shri Atul Singh Tiwari, Village - Chormari, Tehsil - Rampur Baghelan, Dist.- Satna (MP).

4. Case No. 6880/2020, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 3.420 ha. for production capacity of 12,000 cum per annum at Khasra No. 841/1/KA/1 at Village - Chormari, Tehsil - Rampur Baghelan, Dist. - Satna (MP) Shri Romit Pandey S/o Shri Arun Pandey, E-08/68, Arera Colony, Basant Kunj, Tehsil - Huzur, Dist. Bhopal (M.P).

(1) This is a project pertaining to mining of Stone Quarry in MLA of 3.42 ha. The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National Park /Sanctuary etc. thus it is not attracted by the general conditions by virtue of its location and mining lease area. There is a forest boundary within 250 m distance from the ML area. The committee constituted under the Chairmanship of Divisional Commissioner has given the permission on the condition that the chainlink fencing with thick plantation shall be carried out towards the forest area and leaving the area of 210 m from forest boundary as no mining zone. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environmental clearance for the project. It was submitted that this is a fresh grant issued in the year of 2018 for 10 years.

(2) The mining lease was granted to Shri Romit Pandey S/o Shri Arun Pandey, E-08/68, Arera Colony, Basant Kunj, Tehsil - Huzur, Dist. Bhopal in the year of 2018 for 10 years, which is applicable after lease agreement. This is a case of fresh grant. The Mining Plan with progressive mine closure plan has been approved by Regional Office, Rewa of DGM vide Letter No. – 2067-68/M.P./Na.Kra./ 2018 rewa dated 28.12.2018.

(3) SEAC in its 498th SEAC meeting dtd. 06.04.2021 has recommended the case with 36 special conditions for issuance of EC.

(4) It was noted that as per DFO L.No. 12474 Singrauli, dtd. 26.12.2019, the National Park /Sanctuary is not located within 10 Km. radius from the mining site. Hence, the General Conditions are not attracted. There is a forest boundary within 250 m distance from the ML area. The committee constituted under the Chairmanship of Divisional Commissioner has given the permission on the condition that the chainlink fencing with thick plantation shall be carried






out towards the forest area and leaving the area of 210 m from forest boundary as no mining zone..

(5) PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail.

(6) It was noted that the water requirement is 11.0 KLD (0.33 KLD for Domestic use/ Drinking + 8.0 KLD for Dust suppression + 2.67 KLD for Green Belt). The water requirement will be met through tankers from nearby villages and mine pit water.

(7) The proposed plantation programme was examined and it was found that the plantation of 1025 tree saplings per year shall be covered under the plantation program.

(8) It was also noted that the Public Hearing was carried out on 08.01.2021 at mine parisar Village - Chormari, Tehsil - Rampur Baghelan, Dist. - Satna (MP) under the Chairmanship of Additional Collector, Satna.

PP shall plant 3 years old 5130 saplings @1025 saplings per year in the next five years of suitable tree species i.e. Neem, Mango, Bargad, Peepal, Jamun, Imli, Karanj, Amaltas, Bael etc. will be planted along the lease Boundary in mine premises, transportation route and at Khasra no. 860/1/KA/1 in consultation with DM/ Gram Panchayat. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed.

VII. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table, approval of the Central Ground Water Board shall be obtained.

Case No 8482/2021, Prior Environment Clearance for Sand Quarry (Opencast Manual Method) in an area of 4.0 ha. for production capacity 72000 cum per annum at Khasra No. 141 at Village - Baharawan, Tehsil - Bankhedi, Dist. Hoshangabad (MP) by M/s R.K.Transport and Constructions Ltd, Director, Shri Chandra Prakash Singh, 65-A, Transport Nagar, Dist. - Korba, Chhattisgarh.

This case was recommended in the 498th SEAC meeting dated 06.04.2021 and it was recorded that..........

PP has submitted the response of above quarries same date vide letter dated 06.04.2021, which was placed before the committee and the same found satisfactory. Mining shall be carried out as per the approved mine plan by the competent authority. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘B’:.

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 498th SEAC meeting dated 06.04.2021, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:-

I. PP shall not start mining activity before execution of lease agreement.

II. The production capacity shall be limited to the quantity as recommended by SEAC.






III. The mining shall be carried out strictly as per the approved annual replenishment of sand in the mining lease area is sufficient to sustain the mining operations at levels prescribed in the mining plan

IV. No ramp will be allowed within the river basin to transport sand to the other bank. Transportation will be allowed on the bank side where the mineral is being excavated.

V. The entire lease area should be properly fenced and boundary stones marked at the site.

VI. No in-stream mining shall be allowed. The local authorities should ensure that the mining activity is confined only in the dry portion where sand is exposed.

VII. PP shall ensure leaving the submerged area as a non-mining zone.

VIII. PP shall ensure compliance of the direction and provision made for sand mining methodology up to 5 ha. lease area as per the Notification 30.08.2019 issued by MP Mineral Resource Department, GoMP.

IX. Mining shall be carried out by manual method.

X. The depth of the pit shall be as per Approved Mining Plan.

XI. No transportation shall be permitted within the village.

XII. Alternate transportation route should be decided in consultation with the local Gram Panchayat.

XIII. Total 6000 saplings of suitable tree species i.e., Kathal, Belpatra, Shajan, Arjun, Jamun, Paras-Pipal, Munga, Bargad, Neem, Pipal, Mango etc. shall be planted by PP in first three under plantation programme at River Bank and at Govt. Land of khasra no. 184/1 in consultation with Gram Panchayat/ District Administration. PP shall also explore and identify the chunk of land in the area from revenue record to carry out the plantation programme as proposed.

XIV. Overloading will be strictly prohibited.

XV. Water sprinkling will be done on the approach road on the regular basis.

XVI. PP must ensure the implementation of following CER as committed :

❖ Construction the boundary wall (200m), repairing work of school building by installing new fans (4nos ), doors (2 nos) , windows (4 nos) and provide 02 new blackboards at Government Middle School of Village – Bahrawan.

❖ Installation of a pipeline in the premises of Government Middle School with proper water storage facility at Village – Bahrawan.

PP shall ensure contribution of funds on behalf of the village under Jal Jeevan Mission in consultation with Janpad Panchayat and PHED. PP shall give preference to develop/provide infrastructural facilities in schools or anganwadis of above villages. The






modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat.

XVII. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Sand Quarry (Opencast Manual Method) in an area of 4.0 ha. for production capacity 72000 cum per annum at Khasra No. 141 at Village - Baharawan, Tehsil - Bankhedi, Dist. - Hoshangabad (MP) for the lease period to M/s R. K. Transport and Constructions Ltd., Director, Shri Chandra Prakash Singh, 65-A, Transport Nagar, Dist. - Korba, Chhattisgarh.

6. Case No 8483/2021, Prior Environment Clearance for Sand Quarry (Opencast Manual Method) in an area of 4.0 ha. for production capacity 72000 cum per annum at Khasra No. 37/1 at Village - Guwadi, Tehsil – Seoni-Malwa, Dist. -Hoshangabad (MP) by M/s R.K.Transport and Constructions Ltd., Director, Shri Chandra Prakash Singh, 65-A, Transport Nagar, Dist. - Korba, Chhattisgarh.


PP has submitted the response of above quarries same date vide letter dated 06.04.2021, which was placed before the committee and the same found satisfactory. Mining shall be carried out as per the approved mine plan by the competent authority. ❖ To install a pipeline with a water storage tank in the premises Panchayat Bhavan at Village – Guwadi.

Case No 8484/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 1.30 ha. for production capacity of 7216 cum per annum at Khasra No. 1618 at Village - Ganayaari, Tehsil - Banda, Dist. Sagar (MP) Shri Ashish Kumar Jain S/o Shri Ashok Kumar Jain, Banda, Dist. Sagar, MP - 470001.

This case was recommended in 498th SEAC meeting dtd. 06.04.2021 and it was recorded that..........

vi. PP shall ensure to construct garland drain with settling tank all around the lease area and regular cleaning & maintenance shall also be carried out by PP.

vii. PP shall ensure the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season.

viii. Total 1950 saplings of suitable tree species i.e. Neem, Pipal, Bargad, Amaltas, Mango, Awla, Kathal, Kadam Gulmohar etc. shall be planted by PP along the Mine lease Boundary and at Khasra no. 1618, Village- Ganayaari, Tehsil- Banda, Dist. – Sagar (MP) on Govt. land in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue record to carry out the plantation programme as proposed. Plantation shall be carried out in the first three years.

ix. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

x. PP must ensure the implementation of the following activities with separate appropriate budget provision under CER as committed:

❖ Development of a grazing land at village – Ganayaari in consultation with gram Panchayat/ District Administration.

❖ To repair and white wash 02 classrooms of Govt. Primary School at village – Ganayaari.

❖ To provide a water filter (01 no.) to Govt. Primary School at Village - Ganayaari

viii. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

ix. PP must ensure the implementation of the following activities with appropriate budget provision under CER as committed:

❖ To repair and white wash 02 classrooms of Govt. Primary School at village – Ganayaari.

❖ To provide a water filter (01 no.) to Govt. Primary School at Village - Ganayaari

❖ In order to upgrade the Aanganwadi at Village Aapchand construction of 01 Room (15 ft X 20 Ft) and repairing of walls shall be carried out at Anganwadi.

Chhatarpur (MP) Shri Jeet Singh Bundela S/o Shri Shyamleju Bundela, Sichai Colon, Tehsil - Rajnagar, Dist. - Chhatarpur (MP).


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was also observed that during presentation it was also observed that a human settlement at a distance of 210 m in the North side. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”






v. PP shall ensure that proper curtaining arrangements and dense plantation shall be carried out towards habitation falling at 210 m towards the north direction of the mining lease area.

vi. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table, approval of the Central Ground Water Board shall be obtained.

vii. PP shall ensure to construct garland drain with settling tank all around the lease area and regular cleaning & maintenance shall also be carried out by PP.

viii. PP shall ensure the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season.

x. PP must ensure the implementation of the following activities with appropriate budget provision under CER as committed:

❖ To construct two classrooms in Govt. Primary School at village - Rajnagar.

❖ To install one handpump in Govt. Primary School at village - Rajnagar.


xi. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC, GoI, Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Case No 8488/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 4.0 ha. for production capacity of 10584 cum per annum at Khasra No. 190 at Village - Hasinabad, Tehsil - Khaknar, Dist. Burhanpur (MP) Ku. Surbhi Thakur D/o Shri Surendra Singh Thakur, Behind Naval Petrol Pump, Khandwa Road, Dist. Burhanpur, MP - 450331.







“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was also observed that a pucca road at 115 m in the East side of the lease. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”






v. The dense plantation shall be carried out towards pucca road at 115 m distance in the east direction of mining lease area.




xiv. Total 3000 saplings of suitable tree species i.e. Neem, Pipal, Dalbargia sissoo, Bargad, Amaltas, Khirni, Mango, Guava, Imli etc. shall be planted by PP along the mine lease boundary, both side of the approach road and at Khasra no. 190 part on Govt. land in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first three years..

ix. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as






part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

x. PP must ensure the implementation of the following activities in village Hasinabad with appropriate budget provision under CER as committed:

❖ Upgradation of Anganbadi bhawan,

❖ Installation of Seesaw (02 nos) and Slides (02 nos) at Govt. Primary School, Village - Hasinabad,


❖ To develop a grazing land at nearby village in consultation with gram Panchayat/ District Administration.

11. Case No 8489/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 1.0 ha. for production capacity of 16400 cum per annum at Khasra No. 461/1 at Village - Akyadeh, Tehsil - Piploda, Dist. Ratlam (MP) Shri Shantilal Rudani S/o Shri Somji Rudabni, 06, Poonam Vihar Colony, Tehsil - Jaora, Dist. Ratlam, MP - 457333.


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’: ”

PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first three years.

viii. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

ix. PP must ensure the implementation of the following activities in village Akydeh with appropriate budget provision under CER as committed:

❖ To install a water filter (01 no.) and provide table & chair (10 nos) to Govt. Primary School, Village - Akyyadeh.







❖ To develop a grazing land at Village - Akyyadeh in consultation with gram Panchayat/ District Administration.


x. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC, GoI, Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Stone Quarry (opencast manual/semi mechanized method) in an area of 1.0 ha. for production capacity of 16400 cum per annum at Khasra No. 461/1 at Village - Akyadeh, Tehsil - Piploda, Dist. Ratlam (MP) for the lease period to Shri Shantilal Rudani S/o Shri Somji Rudabni, 06, Poonam Vihar Colony, Tehsil - Jaora, Dist. Ratlam, MP - 457333.

12. Case No 8525/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 1.687 ha. for production capacity of 13000 cum per annum at Khasra No. 295/2, 296/2/kha, 297/2/kha, 298/2, 295/1, 296/2/ka, 297/2/ka, 298/1 at Village - Tiwani, Tehsil - Rampur Baghelan, Dist. Satna (MP) Shri Shankar Singh S/o Late Shri Ramshraya Singh, Tiwani, Tehsil - Rampur Baghelan, Dist. Satna, MP - 485115.


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was also observed that 02 trees are in existence within the lease area for which PP submitted that both trees will be uprooted and 20 trees additionally will be planted, a kachha road is existed at a distance of 70 m in the East side of the lease. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’: ”

viii. PP committed that additional 20 plant saplings shall be planted as a compensatory plantation for uprooting of 02 existing trees in the mining lease area in consultation with forest officials and District Administration.

ix. The dense plantation shall be carried out towards Pakka road falling at a distance of 70 m in east direction of mining lease area.

x. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

xi. PP must ensure the implementation of the following activities with appropriate budget provision under CER as committed:

❖ To provide Seesaw (02 nos) and Slides (03 nos) at Govt. Primary School, Village - Tiwani.


❖ To develop a grazing land at Village – Tiwani in consultation with gram Panchayat/ District Administration.







xii. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC, GoI, Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Stone Quarry (opencast manual/semi mechanized method) in an area of 1.687 ha. for production capacity of 13000 cum per annum at Khasra No. 295/2, 296/2/kha, 297/2/kha, 298/2, 295/1, 296/2/ka, 297/2/ka, 298/1 at Village - Tiwani, Tehsil - Rampur Baghelan, Dist. Satna (MP) for the lease period to Shri Shankar Singh S/o Late Shri Ramshraya Singh, Tiwani, Tehsil - Rampur Baghelan, Dist. - Satna, MP - 485115.

13. “------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was also observed that During presentation it was also observed that a kachha road is existed at a distance of 05 m, hence 05 m set back to be left, another kachcha road is at 72 m in the SW side of the lease and in the East side of the lease plantation is seen PP submitted that this shall be no mining area. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”











iv. PP shall ensure to leave no mining zone of 10 m from Kachha road passing near the mine site and also to leave no mining area of 72 m shall be left towards the another Pakka road passing in South West direction of the M L. PP shall ensure dense plantation to be carried out in No Mining Zone .

v. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary.




ix. Total 2300 saplings of suitable tree species i.e. Neem, Pipal, Saptparni, Gulmohar, Bargad, Amla, Kalasiris, Khirni, Mango, Guava, Imli etc. shall be planted by PP along the mine lease boundary and at Khasra no. 125 on Govt. land of Village – Biharna in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first three years..

x. No existing tree shall be uprooted in the mining lease area bu PP.

xi. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

xii. PP must ensure the implementation of the following activities with appropriate budget provision under CER as committed:

❖ To construct a boundary wall and provide a water filter (01 nos) to Govt. Middle School at Village -Harraha..

❖ To distribute masks & sanitizers to the villagers of nearby village.

❖ To develop a grazing land at Village – Harraha in consultation with gram Panchayat/ District Administration.







xiii. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC, GoI, Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Case No. 8501/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 1.70 ha. for production capacity of 7999 cum per annum at Khasra No. 21/2 at Village - Rodiya, Tehsil - Bhikangaon, Dist. Khargone (MP) by M/s Chanda Stone Crusher, Village - Sinhasa, Tehsil - Indore, Dist. Indore, MP - 451113.















vii. Dense plantation shall be carried out towards the canal at a distance of 180 m from the lease area.


ix. Total 2620 saplings of suitable tree species i.e. Pipal, Amla, Mango, Karanj, Neem, Shajan, Dalbargia- Sissoo, Kathal, Bargad etc. shall be planted by PP along the mine lease boundary and at Khasra no. 16/3 on Govt. land of Village – Rodiya in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first three years.

x. PP shall carry out plantation of additional 70 no of plants as a compensatory plantation (@10 plants/ uprooted tree) for uprooting of 07 trees out of 09 existing trees in the ML area in consultation with district administration and remaining 02 trees shall not be uprooted.

xi. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

xii. PP must ensure the implementation of the following activities with appropriate budget provision under CER as committed:

❖ To install a pipeline with proper water supply facility at Govt. Primary School, Village – Rodiya in consultation with Gram Panchayat, Rodiya.

❖ To develop a grazing land at Village – Rodiya in consultation with Gram Panchayat/ District Administration.

PP shall ensure contribution of funds on behalf of the village under Jal Jeevan Mission in consultation with Janpad Panchayat and PHED. PP shall give preference to develop/provide infrastructural facilities in schools or anganwadis of above villages. The modification to the above activities can be made with the permission of the district






administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat.

xiii. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. Jabalpur (MP) by M/s M.K.S.Minerals & Marble, Azad Ward, Dist. Mandla, MP - 482001.


“------------PP has submitted the response of above quarries same date vide letter dated 06.04.2021. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”






v. PP shall leave 06 m as no mining zone from the Kachha road passing at a distance of 04 m in east direction of mining lease area and dense plantation shall be carried out towards the kaccha road side on ML boundary.









xvii. Total 3000 saplings of suitable tree species i.e. Pipal, Aam, Imli, Karanj, Neem, Saptparni, Kalasiris, Amla, Khirni, Bargad etc. shall be planted by PP along the mine lease boundary and at Khasra no. 143/1 on Govt. land of Village - Jaitakheda in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first year itself.



❖ To establish a Science Lab (with all mandatory equipments) and a Library at Govt. HighSchool of Village – Jaitakheda.

❖ Upgradation of Aanganwadi Bhawan at Village Jaitakheda.

❖ Distribution of masks & sanitizers to the habitants of Village - Jaitakheda.

❖ Development of a grazing land at Village – Jaitakheda in consultation with Gram Panchayat/ District Administration.

Apurva Sharma W/o Shri Adarsh Sharma, Ward No. 6, Junnardeo, Dist. Chhindwara, MP - 480001.

❖ To provide perforated chairs (1 no) of size: Length -62 cm, Width - 174 cm, Height - 78 cm for the bus stop of Village – Garadehi.

❖ To install Handpump (01 no) at Village - Garadehi.

❖ To provide swings in Govt. Primary School at Village - Garadehi

❖ To develop a grazing land at Village – Garadehi in consultation with Gram Panchayat/ District Administration.

17. Case No 8509/2021, Prior Environment Clearance for Sand Quarry (Opencast Manual Method) in an area of 4.0 ha. for production capacity 65000 cum per annum at Khasra No. 283/290 at Village - Charakwah, Tehsil - Jaisinghnagar, Dist. Shahdol (MP) by M/s Vanshika Construction, Authorized Person, Shri Ramlal Jhariya, Devri Rajmarg, Dist. - Narsinghpur.


The case was presented by the PP and their consultant. PP stated that this is a case of river sand mining. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘B’:



















XIII. Total 6000 saplings of suitable tree species i.e., Arjun,Karanj, Kadam, Jamun, Bargad, Neem, Pipal, Mango etc. shall be planted by PP in the first three under plantation programme at River Bank and at Govt. Land of khasra no. 112/115 (Govt. School), 253 (Panchayat Bhawan) and 260/1/1 (Aanganwadi) at village – Charakwah in consultation with Gram Panchayat/ District Administration. PP shall also explore and identify the chunk of land in the area from revenue record to carry out the plantation programme as proposed.

XIV. Over loading shall be strictly prohibited.

XV. Water sprinkling shall be done on the approach road on the regular basis.


❖ Installation of borewell system (01 no.) in Samudayik Bhawan at Village - Charakwah.

❖ White wash of school building and painting of doors & windows of the Govt. Middle School situated at Village - Charakwah.

❖ Development of Grazing Land in a 7500 sq ft. area at village – Charakwah.

Case No 8508/2021, Prior Environment Clearance for Sand Quarry (Opencast Manual Method) in an area of 2.314 ha. for production capacity 42060 cum per annum at Khasra No. 165 at Village - Boddiha-2, Tehsil - Beohari, Dist.- Shahdol (MP) by M/s Vanshika Construction, Authorized Person, Shri Ramlal Jhariya, Devri Rajmarg, Dist. - Narsinghpur.




















XII. Alternate transportation routes should be decided in consultation with the local Gram Panchayat.

XIII. Total 3500 saplings of suitable tree species i.e., Arjun,Karanj, Kadam, Dumar, Dhawa, Sarai, Jamun, Bargad, Neem, Pipal, Mango etc. shall be planted by PP in first three under plantation programme at River Bank & along the approach road at Khasra no. 165 and at Govt. Land of khasra no. 128 (Govt. School), 194 (Panchayat Bhawan) and 172 (Aanganwadi) at village – Charakwah in consultation with Gram Panchayat/ District






Administration. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed.

XIV. Over loading shall be strictly prohibited.

❖ To develop a grazing land at Village – Irli in consultation with Gram Panchayat/ District Administration.

v. Dense plantation shall be carried out towards the Solar Plant located at west side of the mining lease area and plantation should be done in consultation with officials of the distinct administration and forest department.

Total 1500 saplings of suitable tree species i.e. Palash, Neem, Karanj, Mango, Pipal, Bargad etc. shall be planted by PP along the mine lease boundary, barrier zone, approach road and at Khasra No. 15 on Govt. land of Village- Galiyara in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue records to carry out the plantation programme as proposed. Plantation shall be carried out in the first year itself.



❖ Upgradation of Anganwadi (whitewash and maintenance work ) at Village – Galiyara.

❖ To develop a grazing land at Village – Galyara in consultation with Gram Panchayat/ District Administration.


xii. PP should ensure to submit a half yearly compliance report, Plantation and CER activity report along with photographs of all activities in MP-SEIAA. ❖ To upgrade the Village Primary School building by carrying out the whitewash and maintenance work of school at Village Manasakhurd.

If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental






clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

PP has submitted the response of above quarries same date vide letter dated 06.04.2021, which was placed before the committee and the same found satisfactory. Balaghat (MP) by Shri Rajesh Pathak, Ward No. 15, Baiher Road, Dist. Balaghat, MP - 481001.


The case was presented by the PP and their consultant. PP stated that this is a case of river sand mining. During presentation as per Google image based on coordinates provided by PP, it was observed that the part of the lease is submerged in the water. The mining shall be done as per the approved mine plan by concerned DGMs. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘B’:

Case No. 8499/2021, Prior Environment Clearance for Stone Quarry (opencast manual/semi-mechanized method) in an area of 2.00 ha. for production capacity of 20500 cum per annum at Khasra No. 235 Part at Village - Tanodiya, Tehsil - Agar, Dist. Agar Malwa (MP) by Shri Prahlad Singh, Village -Tanodiya, Tehsil - Agar, Dist. Agar - Malwa (MP).


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was also observed that Natural drain at a distance of 80 m in the south-east, Stadium at 230 m in the south direction & Mandi at 330 m in the South-East side. PP submitted that Controlled Muffle blasting will be carried out along with arrangements of sand bags and three rows of plantation shall be done in this side. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”











v. Dense plantation shall be carried out towards the natural drain at a distance of 80 m in the south-east, towards the Stadium located at 230 m in the south direction & towards the Mandi at 330 m in the South-East side direction from the mining lease area by PP.




ix. Total 3000 saplings of suitable tree species i.e. Amla, Mango, Neem, Dalbargia Sissoo, Gulmohar, Bargad, Pipal, Karanj, Paras Pipal, Kathal etc. shall be planted by PP along the mine lease boundary, barrier zone and at Khasra No. 196 on Govt. Land at Village - Tanodia in consultation with Gram Panchayat/ DM. PP shall also explore and identify the chunk of land in the area from revenue record to carry out the plantation programme as proposed. Plantation shall be carried out in the first three year.



❖ To distribute sports kits at Govt. Middle School, Village -Tanodiya.






❖ To install a pipeline with a water storage tank for facilitating water supply system at Govt Middle School, Tanodiya.

Gwalior (MP) by Shri Ajab Singh Yadav, Village - Badgaon, Dist. Gwalior, MP.


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Murrum Quarry thus no blasting is proposed. During presentation it was also observed that a Kachcha road at a distance of 90 m in the SW side. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”











v. The dense plantation shall be carried out towards Kachcha road at a distance of 90 m in the south- west direction from the mining lease area.

Case No. 8497/2021, Prior Environment Clearance for Murrum Quarry (opencast manual/semi-mechanized method) in an area of 1.00 ha. for production capacity of 10023 cum per annum at Khasra No. 244 at Village - Khajuri, Tehsil - Katni, Dist. - Katni (MP) by Shri Anand Pandey S/o Shri Laxmi Prasad Pandey, Gol Bazar, Opp. Sindhi Gurudware, Hanumanganj, Dist. - Katni (MP).


“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Murrum Quarry thus no blasting is proposed. During presentation it was also observed that a kachha road is existed at a distance of 20 m in the south side of the lease and a pond at existed at 250 m in the East side and a settlement in NE side at 510 m. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:”






v. The dense plantation shall be carried out by PP towards the kachha road falling at a distance of 20 m in the south direction,towards the pond at a






distance of 250 m in the East direction and a settlement is falling at 510 m north- east direction from the mining lease area.

❖ To repair, colour and maintain the wall of Govt. Primary School, Khajuri and provide seesaw, swing, slide and merry- go-round for the students.

❖ To repair & colour the building of Govt. High School, Jarwani.

During presentation it was also observed that a pucca road at a distance of 70 m in the North side of the lease. After presentation the committee asked to submit revised EMP. PP has submitted the response of above quarries same date vide letter dated 06.04.2021. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’: ”

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 498th SEAC meeting dtd. 06.04.2021, presentation made by the PP in SEIAA, it was observed through Google Earth satellite imagery that the other mines are visible in the vicinity of 500 m radius of the proposed mines. However, the Mining Officer vide Letter No. 74 dtd. 27.01.2021 mentioned that there is no other mine is sanctioned /operational in the 500 m periphery of the proposed mine.

After detailed discussion, it is decided to send a letter to Mining officer, Alirajpur to clarify the present status of sanctioned/ operational mines that






exist within 500 m periphery of the proposed mines. Copy to Collector, Alirajpur and PP also.

However, the Mining Officer vide Letter No. 76 dtd. 27.01.2021 mentioned that there is no other mine is sanctioned /operational in the 500 m periphery of the proposed mine.

After detailed discussions, it is decided to send a letter to Mining officer, Alirajpur to clarify the present status of sanctioned / operational mines that exist within 500 m periphery of the proposed mines. after that the case will be apprised. Copy to Collector, Alirajpur and PP also.

Para-11 :- A prior environmental clearance granted for a specific project or activity to an applicant may be transferred during its validity to another legal person entitled to undertake the project or activity on application by the transferor, or by the transferee with a written “no objection” by the transferor, to, and by the regulatory authority concerned, on the same terms and conditions under which the prior environmental clearance was initially granted, and for the same validity period. No reference to the Expert Appraisal Committee or State Level Expert Appraisal Committee concerned is necessary in such cases.

In context of above it seems that PP has submitted adequate documents to make the change in the name of PP as per EIA Notification 2006 (Para-11). Para-11 :- A prior environmental clearance granted for a specific project or activity to an applicant may be transferred during its validity to another legal person entitled to undertake the project or activity on application by the transferor, or by the transferee with a written “no objection” by the transferor, to, and by the regulatory authority concerned, on the same terms and conditions under which the prior






environmental clearance was initially granted, and for the same validity period. No reference to the Expert Appraisal Committee or State Level Expert Appraisal Committee concerned is necessary in such cases.

In context of above it seems that PP has submitted adequate documents to make the change in the name of PP as per EIA Notification 2006 (Para-11). Hence, prior EC issued by DEIAA on 06.04.2016 in the name of " Shri Raj Kumar Nema, OIC, Sub Off., M.P. State Mining Corporation Ltd., H.No. 12, Ward No. 17, Sainath Colony, Meenakshi, Hoshangabad (MP) is hereby transferred to M/s R.K. Transport & Constructions, 65-A Transport Nagar, District - Korba, Chhattisgarh for River Sand Quarry in an area of 20.200 ha. for production capacity of 4,50,000 cum/year at Khasra no. 167/1 (new 253) Village-Gujarwada, Tehsil-Babai, District-Hoshangabad (MP)." on the same terms & conditions and validity period under which the prior environmental clearance was initially granted. All concerned be informed accordingly.

64. Case No. 2470/2015, Prior Environment Clearance for Bhadawar Dolomite Mine in an area of 3.436 ha. for production capacity of 64,857 TPA at Village-Bhadawar, Tehsil-Murwara, Dist-Katni (MP) by Shri Himanshu Kothari, Executive Director, M/s S.N.S. (Minerals) Ltd., N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP)- 485771.

This is a case of amendment in the name of a company in the Prior EC Letter. Shri S.P. Tiwari, Director, M/s S.N.S. (Minerals) Pvt. Ltd., N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP) vide letter no. nil dated 22.03.2021 has informed that:

1. The Prior EC Letter for Mining Lease of Bhadawar Dolomite Mine Village-Bhadawar, Tehsil-Murwara, Dist-Katni (MP) granted to Shri Himanshu Kothari, Executive Director, M/s S.N.S. (Minerals) Ltd., N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP) vide Letter No. 5804/SEIAA/15 dated 26.09.2015.

2. That the constitution of the company has changed form public limited to private limited and as such the name of the company has been changed form M/s S.N.S. (Minerals) Limited to S.N.S. (Minerals) Private Limited with due approval from shareholders and National Company Law Tribunal vide order dated 14.09.2018, thereafter the certificate of incorporation upon the change of name of the company has been issued by the registrar of companies, Kolkata dated 24.10.2018 and submitted a copy of NCLT order dated 14.09.2018 and C.O.I. dated 24.10.2018.

3. That on the request of PP and on the basis of due approval by Collector Katni and Satna, the Mineral Resource Department Govt. of Madhya Pradesh vide order no. 1879/1354/2019/12/2, dated 08.05.2020 changed the name of the company from M/S S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited in all the mining leases granted in district Katni and Satna.

4. That in compliance to order of State Govt., the supplementary agreement executed on 25.11.2020 duly approved by Collector Satna and from that date lease holder's name in Mining leases changed from M/s S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited.






5. That no other change has occurred except the constitution of the company from public limited to private limited and the Board of Directors there remains the same.

6. That undertaking for compliance of the EC conditions granted to M/s S.N.S. (Minerals) Limited is enclosed.

7. That no objection for change in name from M/s S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited is enclosed by Shri S.P. Tiwari, Director .N.S. (Minerals) Private Limited.

In view of above PP requested to amend the name of the company from M/s S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited in the Prior EC Letter No. 5804 dated 26.09.2015 issued by SEIAA.

The committee after detailed examination of information submitted by PP and discussion decided to amend the name of company M/s S.N.S. (Minerals) Limited to M/s S.N.S. Case No. 2466/2015, Prior Environment Clearance for Jamuni Khurd Limestone & Dolomite Mine in an area of 4.420 ha. for production capacity of 1,00,000 TPA at Village-Jamuani Khurd, Tehsil-Vijayraghogarh, Dist-Katni (MP) by M/s S.N.S. (Minerals) Ltd., Shri Himanshu Kothari, nominated Owner R/o N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP)-485771.


1. The Prior EC Letter for Mining Lease of Jamuni Khurd Limestone & Dolomite Mine at Village-Jamuani Khurd, Tehsil-Vijayraghogarh, Dist-Katni (MP) granted to M/s S.N.S. (Minerals) Ltd., Shri Himanshu Kothari, nominated Owner R/o N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP) vide Letter No. 1341/SEIAA/17 dated 14.12.2017.









5. That no other change has occurred except the constitution of the company from public limited to private limited and the Board of Directors there to remain the same.



In view of the above PP requested to amend the name of the company from M/s S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited in the Prior EC Letter No. 1341/SEIAA/17 dated 14.12.2017 issued by SEIAA.

(Minerals) Ltd., NH-7, Rewa Road, P.O. Maihar, District-Satna (MP)-485771.


1. The Prior EC Letter for Mining Lease of Limestone and Dolomite Mine at Village-Jamuwani Kala, Tehsil-Vijayraghogarh, District - Katni (MP) granted to M/s S.N.S. (Minerals) Ltd., Shri Sanjiv Beri, (Owner), Managing Director, M/s S.N.S. (Minerals) Ltd., NH-7, Rewa Road, P.O. Maihar, District-Satna (MP) vide Letter No. 1956/SEIAA/18 dated 08.01.2019.

Case No. 3753/2015, Prior Environment Clearance for approval of Bhatoora Limestone Mine in an area of 4.047 ha for production capacity of 73,490 TPA at Village-Bhatoora, Tehsil-Maihar, District-Satna (MP) by M/s S.N.S. (Minerals) Ltd., Shri Sanjiv Beri, NH-7, Rewa Road, P.O. Maihar, District-Satna (MP)-485771.


1. The Prior EC Letter for Mining Lease of Bhatoora Limestone Mine at Village-Bhatoora, Tehsil-Maihar, District-Satna (MP) granted to M/s S.N.S. (Minerals) Pvt. Ltd., N.H.-7, Rewa Road, P.O. Maihar, Dist-Satna (MP) vide Letter No. 1958/SEIAA/18 dated 08.01.2019.

2. That the constitution of the company has changed form public limited to private limited and as such the name of the company has been changed form M/s S.N.S. (Minerals) Limited to S.N.S. (Minerals) Private Limited with due approval from shareholders and National Company Law Tribunal vide order dated 14.09.2018, thereafter the certificate of incorporation upon the change of name of the company has been issued by the registrar of companies, Kolkata

Case No. 489/2009, Prior Environment Clearance for approval of Jamuani Kala Limestone & Dolomite Mine in an area of 8.584 ha. for expansion in production capacity from 10,000 MTPA to 2,00,000 MTPA at Vill-Jamuani Kala Teh- Vijayraghogarh, Distt. - Katni (MP) by Shri Himanshu Kothari (ED), M/s S.N.S. (Minerals) Ltd., NH-7, Rewa Road, P.O. Maihar, District - Satna (MP) - 485771.



2. That the constitution of the company has changed form public limited to private limited and as such the name of the company has been changed form M/s S.N.S. (Minerals) Limited to S.N.S. (Minerals) Private Limited with due






approval from shareholders and National Company Law Tribunal vide order dated 14.09.2018, thereafter the certificate of incorporation upon the change of name of the company has been issued by the registrar of companies, Kolkata dated 24.10.2018 and submitted a copy of NCLT order dated 14.09.2018 and C.O.I. dated 24.10.2018.

(Minerals) Ltd., NH-7, Rewa Road, P.O. Maihar, District - Satna (MP) - 485771.

Case No. 1726/2013, Prior Environmental Clearance for Jamuwani Khurd Limestone Mine of 7.89 ha. for production capacity of 2,00,000 TPA at Village - Jamuwani Khurd, Tehsil -Vijayraghogarh, District- Katni (MP) by M/s S.N.S. (Minerals) Ltd., Shri Himanshu Kothari, (ED), NH-7, Rewa Road, P.O. Maihar, District - Satna (MP) - 485771.














In view of above PP requested to amend the name of the company from M/s S.N.S. (Minerals) Limited to M/s S.N.S. (Minerals) Private Limited in the Prior EC Letter No. 3165/SEIAA/16 dated 16.08.2016 issued by SEIAA.
