Chhatarpur (MP) by M/s Sundram Stone Mill, R/o- Daharra, Kabrai, Dist. Mahoba, UP - 210424 (1) This is a project pertaining to mining of Metal Stone Mine in MLA of 2. 0 ha The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. It was submitted that this is a proposed mine with production capacity of Metal Stone Mine is 61919 cum / year. The 624th meeting of the State Level Environment Impact Assessment Authority was convened on 26.06.2020 at the Authority's Office in Environmental Planning and Co-Ordination Organization (EPCO), Paryavaran Parisar, Bhopal. A. Following mining and other than mining cases have been considered:-

1. Case No. - 5970/2019 Prior Environmental Clearance for Metal Stone Mine (Opencast Semi Mechanized Method) in an area of 2.0 Ha. for froduction capacity of 61919 cum / year at Khasra No. 480 at Village - Lausi, Tehsil - Gaurihar, Dist. Chhatarpur (MP) by M/s Sundram Stone Mill, R/o- Daharra, Kabrai, Dist. Mahoba, UP - 210424 (1) This is a project pertaining to mining of Metal Stone Mine in MLA of 2. 0 ha

The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. (2) It was noted that PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Officer letter No. 296 dated: 14/01/19 has reported that there are 07more mines operating or proposed within 500 meters around the said mine with total area of 20.371 ha. including this mine..

(3) It was noted that the Mining Plan has been approved under Rule 42 (E) of Madhya Pradesh Minor Mineral Rules 1996, by The Director of Geology & Mining , Jabalpur vide his letter no. 1753/Khanij -2 /Na Kra – 245 /2018 - 19, Jabalpur Date 19.04.2018.

(4) SEAC in its 441st SEAC meeting dtd 15.06.2020 has recommended the case with 37 special conditions for issuance of EC.

(5) The proposed plantation programme was examined and it was found that 2400 sapling of tree species shall be covered under plantation.

(6) It was noted that as per Divisional Forest Officer, Letter no. 104 dated. 09.01.2019, the National Park/Sanctuary are not located within 10 Km., radius from the mining site. Hence, the General Conditions are not attracted.

(7) It was noted that the water requirement is 19.4 KLD (6.0 KLD for Dust Suppression + 0.4 KLD for Domestic + 12 KLD for Green Belt+ 1.0 KLD for mine operation / others) which shall be met from Tanker.

(8) It was also noted that the Public Hearing was carried out on 06.01.2020 at near mine parisar (Gram Panchayat Bhawan) Lausi, Tehsil - Gaurihar, Dist. Chhatarpur under Chairmanship of Upper Collector, Chhatarpur. The major comments of applicants during public hearing are access on approach road, Controlled blasting, employment of local people, construction & maintenance of existing / approach road connecting the mine & main road, Plantation on road side, regular health check-up of mine workers & water sprinkling to suppress the dust emission.

After deliberation and site inspection, SEAC recommends additional four specific conditions for prior EC considering the proximity of lease with village habitation and perusal of recommendations of 441st SEAC meeting dtd 15.06.2020 , it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. Plantation programme as mentioned in EIA/EMP and presented during presentation in SEIAA & SEAC shall be followed in content and spirit.

III. PP shall demarcate a barrier zone of 7.5 m as no mining zone in the periphery of mining lease area and develop a green belt. Three row plantation shall be carried out in the greenbelt area in current year with proper watering arrangement.

IV. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table approval of the Central Ground Water Board shall be obtained.

V. The over burden and waste will be stacked for five years and then simultaneously backfilled in the mined out area where plantation will be raised on it.

VI. Total 2400 saplings of suitable tree species i.e. Neem, Pipal, Mahua, Amla etc. shall be planted by PP in first year under plantation programme in consultation with DM at identified revenue land of the district. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

VII. No overburden will be dumped outside the mine lease area.

VIII. Regular air & water quality monitoring shall be carried out by PP before discharging it into the nearby agriculture fields from authorized laboratory in consultation with Regional Officer, MPPCB.

IX. PP shall ensure generation of employment opportunities to nearby Village on priority bases.

X. Payments of wages to the workers shall be done in consonance with the provisions in the labour laws.

XI. Proper infrastructure with shelter, drinking water, toilet and first-aid facilities shall be provided for the laborers. A provision should be made to construct a pakka rest shelter along with toilet and drinking water facility.

XII. PP should also carry out regular sprinkling of water in the mining lease area to arrest dust emission from mining activities affecting the nearby agriculture fields

XIII. Mining shall be limited to the area as shown in surface plan and as per the approved mining scheme.

XIV. PP shall ensure proper water supply arrangements for plantation especially in summer season.

XV. PP shall ensure proper implementation of plantation, dust suppression, construction and maintenance of existing road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

XVI. PP must ensure implementation of the following activities with separate budget provision of Rs. 3.88 Lakhs under CSR as committed.

(a) I Year – (Rs. -40,000). COVID-19 Pandemic Awareness Program will be conducted in nearby

villages from the project site. Traffic awareness program will be follow as per project requirement

(b) II Year – (Rs. -48,000). Grazing Land Development for the Cattles.

Maintenance of Panchayat Bhawan and Primary School buildings (c) III Year – (Rs. -60,000).

Solar energy system & LED Street Light for village @ 15, 000 per pole (4 poles/ year) 12 W Luminary Size is 35 x15 x15 cms. Li – ion Battery (11.1 V ) inbuilt into the luminary. 20 W (2 pcs of 10 W ) Solar panel size is 30 x 30 x 2 cms. 3 mtr wire with pin. Lumens is 1000 Lm. Luminary is automically turn on & off, Sensing

darkness. Opening on the luminary to accommodate bent pipe is 1”. To be used on a pole of 3.5 – 4 mtrs. High.

(d) IV Year – (Rs. -1,40,000). Installation of hand pump in nearby village @50,000 x 2 Installation of water pump village @40,000 x 1

(e) V Year – (Rs. -1,00,000). Installation of Rain water Harvesting Pits nearby Village @1,00,000

PP shall give preference to develop/provide infrastructural facilities in schools or aganwadies of above villages. The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat

XVII. PP should ensure to submit half yearly compliance report and CSR activity report with photographs of plantation in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Metal Stone Mine (Opencast Semi Mechanized Method) in an area of 2.0 Ha. for froduction capacity of 61919 cum / year at Khasra No. 480 at Village - Lausi, Tehsil - Gaurihar, Dist. Chhatarpur (MP) for the lease period to M/s Sundram Stone Mill, R/o- Daharra, Kabrai, Dist. Mahoba, UP - 210424

2. Case No. – 6090/2019 Prior Environmental Clearance for Granite Stone Mine (Opencast Semi Mechanized Method) in an area of 2.250 ha. for production capacity of 1,35,564 cum/ year at Khasra No. 479, 484, 485 at Village - Lausi, Tehsil - Gaurihar, Dist. Chhatarpur (MP) by M/s Naveen Infratech Pvt. Ltd, 617/1604, Digdiga, Vishal Khand-1, Opposite 1/736, Gomti Nagar, Lucknow, UP - 226010 (1) This is a project pertaining to mining of Granite Stone Mine in MLA of 2.250 ha

The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. It was submitted that this is a proposed Granite Stone Mine with production capacity of 1,35,564 cum / year .

(2) It was noted that PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the letter No. NIL dated: 10/12/2018 has reported that there are 07 more mines operating or proposed within 500 meters around the said mine with total area of 20.271 ha., including this mine.

(3) It was noted that the date and order of LOI was 11554-84/Khanij /U.P./N. Kr. 12/2011, Bhopal dated 26/07/2011. For a period of 10 years. Till date no mining is done in the lease area.

(4) It was noted that lease was transferred wide letter no. 2062/Khanij /2018, Chhatarpur dated 17.05.2018 from Smt. Meena Singh, R/o- Barigarh, Tehsil- Gaurihar, District – Chhatarpur (M.P.) and now transferred to M/s Naveen Infratech Pvt. Ltd., R/o- H.no.- 617/1604 Digdiga Infront of 1/736 Vishal Khand, Gomti Nagar, District- Lucknow (U.P.) covering Khasra no- 479, 484,485, of Govt. Land.

(5) It was noted that the Mining Plan has been approved under Rule 42 (C) of Madhya Pradesh Minor Mineral Rules 1996, by The Director of Geology & Mining , Jabalpur vide his letter no. 653/Khanij /Na Kra /2018 , Jabalpur Date 15.03.2019.

(6) SEAC in its 441st SEAC meeting dtd 15.06.2020 has recommended the case with 37 special conditions for issuance of EC.

(7) The proposed plantation programme was examined and it was found that 2702 sapling of tree species shall be covered under plantation.

(8) It was noted that as per Divisional Forest Officer, Letter no. 4780 dated. 14.12.2018, the National Park/Sanctuary are not located within 10 Km., radius from the mining site. Hence, the General Conditions are not attracted.

(9) It was noted that the water requirement is 20.45 KLD (12.0 KLD for Dust Suppression + 0.7 KLD for Domestic + 6.755 KLD for Green Belt+ 1.0 KLD for mine operation / others) which shall be met from Tanker.

(10) It was also noted that the Public Hearing was carried out on 06.01.2020 at near mine parisar (Gram Panchayat Bhawan) Lausi, Tehsil - Gaurihar, Dist. Chhatarpur under Chairmanship of Upper Collector, Chhatarpur. Case No. – 5972/2019 Prior Environmental Clearance for Granite Stone Mine (Opencast Semi Mechanized Method) in an area of 1.350 Ha. for production capacity of 50,000 cum/ year at Khasra No. 481 at Village - Lausi, Tehsil - Gaurihar, Dist. Chhatarpur (MP) by Smt. Akancha Singh, Add: - Behind of Collector Home, Dist. Chhatarpur, MP - 471515

(1) This is a project pertaining to mining of Granite Stone Mine in MLA of 1.350 ha The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. It was submitted that this is a proposed Granite Stone Mine with production capacity of 50,000 cum/ year

(2) It was noted that PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Officer letter No. 294 dated: 14/01/19 has reported that there are 07 more mines operating or proposed within 500 meters around the said mine with total area of 20.371 ha., including this mine.

(3) It was noted that the lease was granted in 2011 and agreement was done on 02.12.2011. Order of LOI vide letter No. 11554-84/Khanij/U.P./N.Kr.12/2011, Bhopal dated 26/07/2011. For a period of 10 years. Till date no mining is done in the lease area.

(4) It was noted that the Mining Plan has been approved under Rule 42 (C) of Madhya Pradesh Minor Mineral Rules 1996, by The Director of Geology & Mining , Jabalpur vide his letter no. 2358/Khanij /Na Kra /2018 - 19, Jabalpur Date 31.05.2018.

(5) SEAC in its 441st SEAC meeting dtd 15.06.2020 has recommended the case with 37 special conditions for issuance of EC.

(6) The proposed plantation programme was examined and it was found that 1620 sapling of tree species shall be covered under plantation.

(7) It was noted that as per Divisional Forest Officer, Letter no. 3599 dated. 01.10.2018, the National Park/Sanctuary are not located within 10 Km., radius from the mining site. Hence, the General Conditions are not attracted.

(8) It was noted that the water requirement is 16.45 KLD (7.0 KLD for Dust Suppression + 0.35 KLD for Domestic + 8.1 KLD for Green Belt + 1.0 KLD for mine operation / others) which shall be met from Tanker.

(9) It was also noted that the Public Hearing was carried out on 06.01.2020 at near mine parisar (Gram Panchayat Bhawan) Lausi, Tehsil - Gaurihar, Dist. Chhatarpur under Chairmanship of Upper Collector, Chhatarpur. The major comments of applicants during public hearing are access on approach road, Controlled blasting, employment of local people, construction & maintenance of existing / approach road connecting the mine & main road, Plantation on road side, regular health check-up of mine workers & water sprinkling to suppress the dust emission.

After deliberation and site inspection, SEAC recommends additional four specific conditions for prior EC considering the proximity of lease with village habitation and perusal of recommendations of 437th SEAC meeting dtd 01.06.2020 , it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. Plantation programme as mentioned in EIA/EMP and presented during presentation in SEIAA & SEAC shall be followed in content and spirit.

III. PP shall demarcate a barrier zone of 7.5 m as no mining zone in the periphery of mining lease area and develop a green belt. Three row plantation shall be carried out in the greenbelt area in current year with proper watering arrangement.

IV. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table approval of the Central Ground Water Board shall be obtained.

V. The over burden and waste will be stacked for five years and then simultaneously backfilled in the mined out area where plantation will be raised on it.

VI. Total 1620 saplings of suitable tree species i.e. Neem, Pipal, Bargad, khirni, Mahua, Amla, Chirol etc. shall be planted by PP in first year under plantation programme in consultation with DM at identified revenue land of the district. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

VII. No overburden will be dumped outside the mine lease area.

VIII. Regular air & water quality monitoring shall be carried out by PP before discharging it into the nearby agriculture fields from authorized laboratory in consultation with Regional Officer, MPPCB.

IX. PP shall ensure generation of employment opportunities to nearby Village on priority bases.

X. Payments of wages to the workers shall be done in consonance with the provisions in the labour laws.

XI. Proper infrastructure with shelter, drinking water, toilet and first-aid facilities shall be provided for the laborers. A provision should be made to construct a pakka rest shelter along with toilet and drinking water facility.

XII. PP should also carry out regular sprinkling of water in the mining lease area to arrest dust emission from mining activities affecting the nearby agriculture fields

XIII. Mining shall be limited to the area as shown in surface plan and as per the approved mining scheme.

XIV. PP shall ensure proper water supply arrangements for plantation especially in summer season.

XV. PP shall ensure proper implementation of plantation, dust suppression, construction and maintenance of existing road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

XVI. PP must ensure implementation of the following activities with separate budget provision of Rs. 3.61 Lakhs under CSR as committed.

Li – ion Battery (11.1 V ) inbuilt into the luminary. 20 W (2 pcs of 10 W ) Solar panel size is 30 x 30 x 2 cms. 3 mtr wire with pin. Lumens is 1000 Lm. Chhatarpur (MP) by M/s Ardash Construction and Suppliers Pvt. Ltd, R/o Ganpati Vihar Phase-2, Dehariya Mukhani, Manpur West, DIst. Nainital, UK - 263139 (1) This is a project pertaining to mining of Granite Stone Mine in MLA of 3.438 ha

The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. “------------PP has submitted the response of above quarries same date vide letter dated 15.06.2020, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. (6854 MTPA) (Khasra No. 171/1,171/2, 171/3 & 172/3 Gha), Village - Sitapathore, Tehsil - Tirodi, Dist. - Balaghat (MP) by Shri Pramod Kumar Shukla, 129, Malviya Nagar, Near Chamber, Commerce, Tehsil - Huzur, Dist. - Bhopal, MP.

(1) This is a project pertaining to mining of Limestone Mine in MLA of 4.25 ha. The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National Park /Sanctuary/Biosphere Reserve etc. thus it is not attracted by the general conditions and falls under category ‘B-1” by virtue of its location and mining lease area. There is no forest boundary in less than 250 m distance from the ML area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environmental clearance for the project. It was submitted that this is a proposed mine having valid lease period upto 05.01.2026 with production capacity of (6854 MTPA) of Manganese Ore mine.

(2) The mining lease has been granted to Shri Pramod Kumar Shukla by GoMP vide letter no. F-3/20/2005/12/2 Bhopal dated 07.12.2005 on Khasra No. 171/1,171/2, 172/3 Gha & 171/3) for an area of 4.906 ha at Village - Sitapathore, Tehsil - Tirodi, Dist. - Balaghat (MP) for 20 years which is effective

from 06.01.2006 to 05.01.2026. The Mining Plan has been approved by IBM, Jabalpur Vide Letter No. - MP/Balaghat/Manganese/RMP-55/2018-19 7620 Jabalpur dated 07.03.2019.

(3) SEAC in its 442nd meeting dtd 16.06.2020 has recommended the case with 28 special conditions for issuance of EC.

(4) It was noted that as per DFO L.No. 2937 Balaghat, dtd. 23.04.2019, the National Park/Sanctuary/Biodiversity area is not located within 10 Km. radius from the mining site. Hence, the General Conditions are not attracted. There is no forest boundary in less than 250 m distance from the ML area.

(5) PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail.

(6) It was noted that the water requirement is 16.0 KLD (4.0 KLD for Mine Operation + 6.0 KLD for Dust Suppression + 0.15 KLD for Green Belt Development + 5.5 KLD for Miscellaneous.

(7) The proposed plantation programme was examined and it was found that 5102 saplings shall be covered under plantation program.

(8) It was also noted that the Public Hearing was carried out on 06.03.2020 at Mine Parisar Village - Sitapathore, Tehsil - Tirodi, Dist. - Balaghat (MP) under the Chairmanship of ADM, Balaghat.

After detailed discussions and perusal of recommendations of 442nd SEAC meeting dtd 16.06.2020, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. Lease agreement shall be carried out before execution of mining operation.

III. Plantation programme as mentioned in EIA/EMP and presented during presentation in SEIAA & SEAC shall be followed in content and spirit.

IV. PP shall demarcate a barrier zone of 7.5 m as no mining zone in the periphery of mining lease area and develop a green belt. Three rows plantation shall be carried out in the greenbelt area in current year with proper watering arrangement.

V. PP will plant 3 years old 5102 saplings of suitable tree species i.e. Neem, Mango, Bargad, Pipal, Sissoo, Bamboo, Sweet Bamboo, Harra, Bahera, Chironji etc. on priority in consultation with DM at identified revenue land of the district. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

VI. The mining operation shall be restricted to above ground water table and in no case it should intersect the ground water table. In case of working below the ground water table, approval of the Central Ground Water Board shall be obtained.

VII. No blasting shall be carried-out as the proposal is for manual method.

VIII. Regular water quality monitoring shall be carried out by PP before discharging it into the nearby agriculture fields from authorized laboratory in consultation with Regional Officer, MPPCB. Regular air and noise quality monitoring shall also be carried out at regular interval from authorized laboratory in consultation with Regional Officer, MPPCB.

IX. PP shall ensure the generation of employment opportunities nearby Village on priority basis.

X. Payments of wages to the workers shall be done in consonance with the provisions in the labour laws.

XI. Proper infrastructure with shelter, drinking water, toilet and first-aid facilities shall be provided for the laborers. A provision should be made to construct a pakka rest shelter along with toilet and drinking water facility.

XII. PP should also carry out regular sprinkling in the mining lease area to arrest dust emission from mining activities affecting the nearby agriculture fields.

XIII. Mining shall be limited to the area as shown in surface plan and as per the approved mining scheme.

XIV. PP shall ensure the proper water supply arrangements for plantation especially in summer season.

XV. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

XVI. PP must ensure implementation of the following activities with separate budget provision of total Rs. 3.0 Lakhs under CER as committed:

a) Renovation of Sitapathore village school and aanganwadi space including school building, boundary wall, toilets, benches etc.

(3) It is noted that PP has requested vide letter no. nil dtd. nil received in SEIAA office 26.06.2020 to make amendment in the Prior EC letter by changing the name of PP of the mining project namely R.K.Gupta Contractors and Engineers Private Ltd. Shri Rajendra Kumar Gupta ,B-72, Shahpura Bhopal,M.P – 462039 in place of M.P. Sarpanch, Gram Panchayat, Jolkota, Tehsil-Maheshwar District – Khargone (MP)

(4) It is noted that in support of his request the PP has submitted the following documents:

i. Notarised affidavit / No objection letter of previous Project Proponent (to whom prior EC was granted) issued by CEO- Smt. Swarnlata Kajley. Janpad Panchyat Maheshwar, District-Khargone MP for transfer of prior EC on behalf of Sarpanch, Gram Panchayat, Jolkota, Tehsil-Maheshwar District – Khargone (MP). of prior EC in the name of R.K.Gupta Contractors and Engineers Private Ltd. Shri Rajendra Kumar Gupta ,B-72, Shahpura Bhopal,M.P – 462039

ii. R.K.Gupta Contractors and Engineers Private Ltd. Shri Rajendra Kumar Gupta ,B-72, Shahpura Bhopal,M.P – 462039, mentioning that no legal action/ credible action has been initiated against the mine till date and commitment to comply all the standard and specific conditions stipulated in the prior EC issued.

iii. Copy of Prior EC issued by SEIAA vide letter No. 139/SEIAA/18 dtd. 02.05.2018.

(5) It is noted that in EIA Notification 2006 as per Para-11 Transferability of Environmental Clearance (EC) there is a provision of transferring the EC.

Para-11:- A prior environmental clearance granted for a specific project or activity to an applicant may be transferred during its validity to another legal person entitled to undertake the project or activity on application by the transferor, or by the transferee with a written “no objection” by the transferor, to, and by the regulatory authority concerned, on the same terms and conditions under which the prior environmental clearance was initially granted, and for the same validity period. No reference to the Expert Appraisal Committee or State Level Expert Appraisal Committee concerned is necessary in such cases.

In context of above, it seems that PP has submitted adequate documents to make the change in the name of PP as per EIA Notification 2006 (Para-11). Hence, prior EC issued by SEIAA, MP on 02.05.2018 in the name of “Sarpanch, Gram

Shri Rajendra Kumar Gupta ,B-72, Shahpura Bhopal,M.P – 462039” for Sand Quarry (khodu bharu) in an area of 15.00 ha. for production capacity of 75,000 cum/year at Khasra no.-149/1/1 at Village-Jalkota, Tehsil-Maheshwar, District-Khargone (MP) on the same terms & conditions and validity period under which the prior Environmental Clearance was initially granted.
