Manual / Semi Mechanized Method) in an area of 1.70 ha. (1830 cum per annum) (Khasra No. 854/1), Village - Bansiya, Tehsil - Chandla, Dist. Chhatarpur (MP) by M/s Good Luck Stone, Ward No. 10, Dixit Mohalla, Chandla, Dist. Chhatarpur, MP – 471525

This case was recommended in 473rd SEAC meeting dated 07.01.2021 and it was recorded that..........

“…………PP has submitted the response of above quarries same date vide letter dated 07.01.2021, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 473rd SEAC meeting dated 07.01.2021, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:-

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. PP shall not start mining activity before execution of lease agreement.

III. The depth of the pit shall be as per the Approved Mining Plan.

IV. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary.

V. No blasting shall be carried out in the ML area.

VI. PP shall ensure that the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season.

VII. PP shall ensure to construct and maintained the approach road. Plantation will be carried out on both side of approach road.

VIII. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing road & as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

IX. Total 3000 saplings of suitable tree species i.e. Neem, Pipal, Bargad, Mango, Amla, Amaltas, Drumstick etc. shall be planted by PP In remaining part of Khasra no. 854/1, Village - Bansiya covered under plantation programme in first three years. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

X. PP must ensure implementation of the following activities under CER.

Distribution of masks & sanitizers to villagers and to conduct awareness program through Panchayat for the protection from the spread of Corona virus (COVID 19 Pandemic)

Development of grazing land.

Provide furniture's and water proofing of ceiling of old classrooms in Govt. Primary school, Village – Bansiya.

PP shall ensure contribution of funds on behalf of village under Jal Jeewan Mission in consultation with Janpad Panchayat and PHED. PP shall give preference to develop/provide infrastructural facilities in schools or aganwadies of above villages The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat.

XI. PP should ensure to submit half yearly compliance report and CSR activity report with photographs of plantation in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

Hence, Prior Environmental Clearance is granted for Granite Quarry (Open cast Manual / Semi Mechanized Method) in an area of 1.70 ha. (1830 cum per annum) (Khasra No. 854/1), Village - Bansiya, Tehsil - Chandla, Dist. Chhatarpur (MP) for the lease period to M/s Good Luck Stone, Ward No. 10, Dixit Mohalla, Chandla, Dist. Chhatarpur, MP – 471525.

4. Case No. - 7989/2020 Prior Environment Clearance for Stone Quarry (Open cast Manual / Semi Mechanized Method) in an area of 3.796 ha. (75000 cum per annum) (Khasra No. 2843/8, 2843/9/1, 2843/9/2, 2990/7, 2990/9), Village - Satai, Tehsil - Bijawar, Dist. Chhatarpur (MP) by M/s Shri Ramraj Stone Crusher, Partner, Smt. Pratibha Agrawal, 19, Basari Darwaza, Near Kamla Nehru School, Dist. Chhatarpur, MP - 471408

This case was recommended in 473rd SEAC meeting dated 07.01.2021 and it was recorded that..........

“…………The case was presented by the PP and their consultant wherein it was observed by the committee that a kachcha road in east side of the lease at a distance of 10 meters. Case No. - 8008/2020: Prior Environmental Clearance for Murrum Quarry (Opencast Manual/Semi Mechanized Method) in an area of 2.0 ha. for production capacity of 8000 cum per annum at Khasra No. 239/222 at Village - Shahpur, Tehsil - Huzur, Dist. Bhopal (MP) by Shri Raghvendra Singh Yadav S/o Shri Lakhan Singh Yadav, R/o, H.No. 122/260, Shiv Nagar Colony, Bhanpur Semra Saiyyad, Dist. Bhopal, MP – 462044.

This case was recommended in 473rd SEAC meeting dated 7.1.2021 and it was recorded that..........

“------------The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining. During presentation it was observed that a Natural drain is in existence in the west side of the lease at a distance of >500 meter. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 473rd SEAC meeting dated 07.01.21, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:-

i. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

ii. PP shall not start mining activity before execution of lease agreement.

iii. The depth of the pit shall be as per the Approved Mining Plan.

iv. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary.

v. PP shall ensure to construct garland drain with settling tank all around the lease area and regular cleaning & maintenance shall also be carried out by PP.

vi. PP shall ensure the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season.

vii. Total 3000 saplings of suitable tree species i.e. Neem, Pipal, Bargad, Mango, Gulmohar, Sissoo, Amla, Chirol, Karanj, Amaltas, Munga, Chirol etc. shall be planted by PP in first three years under plantation programme in barrier zone eastern part, western part & southern part in consultation with Gram Panchayat/ District Administration. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

viii. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing pakka road as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

ix. PP must ensure implementation of the following activities in Enkhedi Village under CER as committed:

Distribution of masks & sanitizers to villagers and to conduct awareness program through Panchayat for the protection from the spread of Corona virus (COVID 19 Pandemic).

8. Case No. - 6765/2020 Prior Environment Clearance for Stone Quarry (Open cast Manual / Semi Mechanized Method) in an area of 2.20 ha. (29,998 cum per annum) (Khasra No. 2307), Village - Prakash Bamhori, Tehsil - Gaurihar, Dist. Chhatarpur (MP) by Smt. Reeta Singh, Village - Prakash Bamhori, Tehsil - Gaurihar, Dist. Chhatarpur, MP.

1. This is a project pertaining to mining of Stone Quarry in MLA of 2.20 ha The activity is mentioned at S.No. 1 (a) of the Schedule of EIA Notification 2006 as amended from time to time. The project is reported to be at a distance of more than 10 km from National park and sanctuary etc. thus it is not attracted by the general conditions and considered under category ‘B-1” by virtue of its location and mining lease area. The case was forwarded by SEIAA to SEAC for appraisal of EIA for environment clearance for the project. It was submitted that this is a proposed mine with production capacity of Stone Quarry is 29,998 cum / year.

2. It was noted that PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Nayab Tehsildar letter No. 162 dated: 03/01/2020 has reported that there are 01 more mines operating or proposed within 500 meters around the said mine total area of 12.20 ha., including this mine.

3. SEAC in its 474th SEAC meeting dtd 08.01.2021 has recommended the case with 36 special conditions for issuance of EC.

4. The proposed plantation programme was examined and it was found that 3740 sapling of tree species shall be covered under plantation.

5. It was noted that as per Divisional Forest Officer, Letter no. 4917 dtd. 24.12.2018, the National Park/Sanctuary are not located within 10 Km., radius from the mining site. Hence, the General Conditions are not attracted.

6. It was noted that the water requirement is 5 KLD (3KLD for Dust Suppression + 0.5 KLD for Domestic + 1.5 KLD for Green Belt) which shall be met from Tanker

7. It was also noted that the Public Hearing was carried out on 06.11.2020 at near project site in Prakash Bamhauri, Tehsil- Gaurihar, District Chhatrapur, State-Madhya Pradesh under Chairmanship of Deputy Collector, Chhatrapur..

After detailed discussions and perusal of recommendations of 471st SEAC meeting dated 05.01.2021, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:-

PP stated that this lease was obtained under temporary permit (TP) with 01 year validity & the method of mining will be open cast manual, where no drilling and blasting is proposed only excavator shall be used . During presentation it was observed by committee that a pucca road is in exist ace at a distance of 50 meters, in the south – west side. PP further submitted that no crusher is proposed in the lease area. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘B’

“…………PP has submitted the response of above quarries same date vide letter dated 08.01.2021, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’::

PP/Consultant made a presentation on all aspects of the project and all concerned issues were discussed in detail. After detailed discussions and perusal of recommendations of 474th SEAC meeting dated 08.01.2021, presentation made by the PP in SEIAA, it was decided to accept the recommendation of SEAC for grant of prior EC to the project subject to the following specific conditions:-

I. Before commencing any mining activity fencing shall be carried out all around the lease area. Proper watch and ward arrangements should be made with installation of signage at 4 corners of lease area to avoid any untoward incident involving public and animals by the PP.

II. PP shall not start mining activity before execution of lease agreement.

III. The depth of the pit shall be as per the Approved Mining Plan.

IV. The entire area shall be fenced and three rows of plantation should be done on the periphery of the boundary .

V. PP shall ensure that the proper water supply arrangements for dust suppression, regular sprinkling, plantation and drinking purposes especially in summer season.

VI. PP shall ensure to construct and maintained the approach road. Plantation will be carried out on both side of approach road.

VII. PP shall ensure proper implementation of plantation, dust suppression, construction of approach road and maintenance of existing road & as part of Environmental Management Plan. Additional budget provision shall be made as part of EMP.

VIII. Total 2400 saplings of suitable tree species i.e. Neem, Pipal, Bargad, Mango, Amla, Amaltas, Drumstick etc. shall be planted by PP under plantation programme in first three years. PP shall also explore and identify the chunk of land in the area from revenue record to carry out plantation programme as proposed.

IX. PP must ensure implementation of the following activities under CER.

Distribution of sport kit to students in nearby villages,

Renovation of govt school building,

PP shall ensure contribution of funds on behalf of village under Jal Jeewan Mission in consultation with Janpad Panchayat and PHED. PP shall give preference to develop/provide infrastructural facilities in schools or aganwadies of above villages The modification to the above activities can be made with the permission of the district administration and need based activity for the development of nearby villages shall be implemented by PP in consultation with the District Collector and Gram Panchayat

X. PP should ensure to submit half yearly compliance report and CSR activity report with photographs of plantation in MP-SEIAA. If PP is failed to upload or submit two consecutive half yearly compliance reports of EC conditions to concerned authority (SEIAA and Regional Office, MoEF&CC,GoI,Bhopal) than prior environmental clearance issued to PP will automatically be treated as cancelled/ revoked as per OM No. 930/SEIAA/2019 dated 30.05.2019 issued by MPSEIAA.

This case was recommended in 474th SEAC meeting dated 8.1.2021 and it was recorded that..........

"------------ The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Murrum thus no blasting is proposed. A pucca road is in existence in the north – west side of >200 meter distance. Also, in the south –west side of the lease at >350 meter in the SW direction, FCI godown are situated. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

“…………The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Murrum thus no blasting is proposed during presentation as per Google image based on coordinates provided by PP, it was observed that the lease area is already excavated. PP submitted that it is very old pit excavated since year 2007 and they have got the lease in such condition and this pit has shown on surface map. Within lease crusher is also installed. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:::

21. Case No. - 6282/2019 Prior Environment Clearance for Crusher Stone Quarry in an area of 4.00 ha. (39,049 cum per annum) (Khasra No. 364), Village - Chandbad Kadeem, Tehsil - Berasia, Dist. Bhopal (MP) by M/s Narmada Minerals, Shri Shushil Rai, 33, Swastik Sadar Bazar, Dist. Jabalpur, MP – 482001

This case was discussed in 473rd SEAC meeting dated 07.01.2021 and it was recorded that..........

“………….The case was scheduled for presentation, but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. Earlier PP was also absent in SEAC meeting 469th SEAC meeting dated 17/12/20 & 466th SEAC meeting dated 26-11-20. Committee decided that since sufficient opportunities has been given to the PP for appraisal of their case but PP remains absent thus committee decided that case shall be returned to SEIAA for delisting assuming that PP is not interested to continue with the project..”

As per above observation of SEAC, it has been decided to delist the case on the condition that if PP intends to present the case in SEIAA, it will then be relisted for appraisal. Copy to PP and all concerned.

This case was discussed in 474th SEAC meeting dated 08.01.2021 and it was recorded that..........

“………….The case was scheduled for presentation, but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. Earlier PP was also absent in SEAC meeting 420th SEAC meeting dated 27/01/2020 , 413 SEAC meeting dated 10-12-19 & 406th SEAC meeting dated 25-11-2019. Committee decided that since sufficient opportunities has been given to the PP for appraisal of their case but PP remains absent thus committee decided that case shall be returned to SEIAA for delisting assuming that PP is not interested to continue with the project..”

Total 6000 saplings of suitable tree species i.e. Neem, Pipal, Bargad, Mango, Amla, Karanj, Jamun etc. shall be planted by PP In identified area with the help of Gram Panchayat, Khasra no. 479, Village-Morra & Along River Bank in zigzag manner and in dump or mineral stacked area under plantation programme in consultation with DM at identified revenue land of the district. In view of above, the corrigendum is issued to read khasra no. 362 in place of khasra no. 326 for further proceeding and necessary action. Copy to PP and all concerned.
