Item No II Review of Minutes; 40th Academic Senate Meeting.

A) Proposal to launch B Ed

The 38th Academic Senate was requested to accord approval to launch the above course;

details of the same were to be laid during the 39th meeting. The Senate had approved the

proposal and desired further confirmation on the Infrastructure and faculty DE to support

similar courses at SMU.

The program can be launched after obtaining due permission from the NCTE: after fulfilling the prescribed requirements of NCTE Infra+ faculties at the University). Head, A&H to immediately proactively initiate action for timely launch of B.Ed/M Ed

programs on campus in creating necessary infrastructure facilities, requirement of faculty

as per NCTE norms (grades-minimum qualification), insertion of advertisement for faculty

recruitment, and for information of general public and prospective students.

Progress: - No Objection Certificate has been received from Human Resource

Development Department, Govt. of Sikkim.

Decision: Deferred till NCTE permission is received.

B) Re-organization of Board of Studies.

The BOS in the Department of Electrical & Electronics Engineering were placed and

approved by the 40th Academic Senate Meeting and pointed that Dr. R. Sreeram Kumar,

Head, E& E, NIT, Sikkim has been posted to some other place and in his place one External

member from Academic to be nominated and to be placed during the next Academic Senate

meeting.

E) Introduction of M.Tech in Civil Dept. The 40th Academic Senate of the University approved the above proposal in principle for commencement of M.Tech in Civil Engineering to commence from the Academic Year 2013-14 in one / two specializations. The Senate directed that efforts be made for commencement of the same from 2012-13. Progress :- However no M.Tech course could not be started during the academic year 2012-13, mainly due to non-availability of faculty with necessary specializations. All efforts would be made to commence the program from the academic year 2013-14. The Three common/popular specializations of M.Tech (Civil) are as under: -

(a) M.Tech in Engineering Construction Management. (b) M.Tech in Structural Engineering. (c) M.Tech in Environmental Engineering.

Depending on the demand and availability of the required subject experts, approval of the Senate would be sought to commence any one or two of the M.Tech courses during the Academic year 2013-14. The number of courses would be increased gradually. Since all the above three specializations are running in MIT, it is proposed to adopt the syllabus of MIT in-Toto for these specializations. It would help us to save time in getting the recommendations of BOS. It would also enable MIT to depute adequate faculty for teaching in SMIT, especially due to shortage of suitable faculty, willing to serve in SMIT. The syllabus for the above three courses is attached as Appendix H.

Decision: (a) & (b) approved. However, we may commence M Tech in Structural Engineering this year with emphasis on earthquake structures. (c) Not approved.

F) Agreement of Service for Study Leave

The university has taken care of employees’ growth by providing them required opportunity to move further. This is possible due to Study Leave facility for 2 years which can further be extended for one more year with special approval of the Vice Chancellor.

The Leave Rules underwent a revision w.e.f. 11 May 2011 vide SMU Letter No. SMU/REG/ 2011-128. The Clause 94 under the head of “Study Leave” regarding the Agreement of

Service states that “Faculty members who are sponsored for higher studies/training shall be eligible to draw their fixed salary (category A as per PMS) that would have accrued to them had they not proceeded on study leave, of which, 75% would be paid monthly and 25% retained to be paid later in three installments on rejoining duty after Study Leave, subject to the condition that they execute a bond in the form prescribed, undertaking to serve the University/College for a continuous period equivalent to the duration of study leave, which is to be calculated from the date of their resuming duty after expiry of the study leave. The bond amount would be equivalent to the total amount received by the employee during the study leave with 10 % interest. He/she shall submit Bank Guarantee/Security as may be found acceptable to the authority for reimbursement of salary drawn during the period of leave i.e. the amount paid to the employee for the period of leave. Those who do not serve the institute to the required bond period will be required to pay back to the institute the bond amount on pro rata basis for the remaining period of the service bond.”

The Bank Guarantee as aforesaid would come up to an amount as mentioned in columns E and G for 2 and 3 year period respectively:-

Considering the amount to be deposited, it would be extremely difficult for the faculty to provide a bank guarantee for the very high amounts. This negates the very purpose of study leave facility. It is, therefore proposed that instead of a Bank Guarantee, the following alternatives may be considered:-

(a) To withhold the Original Educational Certificates while going for study leave. Also the existing bond may be strengthening with the consent of legal expert.

(b) The sponsorship can be made proportionate to the category of Institute / cost of living of the location of Study Leave i.e 75% of the salary may be paid for courses done at IITs etc. and 50% for others.

(c) As before, obtain an agreement of Rs. 2.5 Lakhs and the amount paid during study leave along with 10% interest, incase of default to fulfill the agreement.

Decision:

(a) A candidate may be allowed to proceed on study leave with salary benefits in reputed institutions authorized by Government of India to run QIP for faculty upgradation. This facility will also be extended for higher studies with Manipal Group Institutions. Head HR will make necessary amendment to study leave rules.

(b) Modified version of bond having jurisdiction under the court of Sikkim has to be followed.

(c) Bank Guarantee clause in same from 1997 & there is no change. It permits HOI for using

his discretion.

Progress: The amendment will be carried out while revising the SMU Leave rules

shortly.

Decision: The SMU leave rules policy to include point (a) above at the earliest.

G) Introduction of new course; MSc Medical Biotech a 3 years course after B Sc

Biological Sciences.

It was decided during the 40th Academic Senate meeting that that such proposal should be

placed before the BOS of the respective departments/course and then on approval of

Institute Academic Council be placed before the SMU Academic Senate for necessary

decision.

Progress:- Pending.

Item No. III Academic Calendar for Even Semester of Academic year 2012-13

The Academic Calendar for Even Semester of the academic year 2012 -13 as recommended by College Council Meeting is placed before the Senate for its approval.

(Appendix II ‘A’)

Salient points of Academic Calendar are as under:-

(a) Annual day which regularly used to be held on 30 April every year is proposed to be held on 15 April 2013. This would provide adequate time for staff and students for preparation and conduct, well before the commencement of end semester examinations. This would also not divert and dilute the attention of the students from studies during the middle of the examination.

(b) Students feedback has been formally incorporated into the Academic Calendar, before the commencement of end semester exams of even semester.

Decision: Approved.

Item No. IV. Extension of NFTE Rule to Higher Semester Students

At present, if a student is not able to earn the minimum number of credits required for promotion from I to II year within two academic years after joining the course, he/she will be declared NFTE (Not Fit for Technical Education) and will not be allowed to continue the course. There are some students, who are continuing the higher years (II or higher) for more than two years, which is not considered desirable, as it defeats the very purposes of this provision.

It is therefore proposed that the same rule be applied not only for the first year students but also for promotion from II to III and from III to IV years i.e. no student should be allowed to continue in the same year for more than two years; otherwise, NFTE rule would apply, as it would for 1st year students.

Decision: Not approved. Existing rule to continue.

Item No. V. Complete Applicability of Academic Rules of MIT for Students of SMIT

At present, SMIT has been following Academic Rules and Regulations of MIT on a case to case basis. At times, decision making gets delayed, until a clarification is received from MIT. This is not considered desirable. Being very old, MIT rules are nearly perfected; it is proposed that its Academic Rules be followed completely, with specific and exceptional variations to SMIT, as applicable. This would also be in conformation to the proposed Uniformity and Standardization of Academic Curriculum and Rules in the entire Manipal Group and help in faster decision making.

Decision: Approved in principle. The Academic Rules of MIT & SMIT (SMU) to be compared and recommendations to be put up in the next senate.

Item No. VI. Delegation of PMS-Based Incentive Finalization to SMIT

PMS based incentive for faculty of SMIT is calculated and finalized by SMU based on duly filled in PMS forms sent by SMIT. PMS grading of SMIT is institute – specific and has no relation with the PMS grading of teaching staff of other constituent colleges of the university. Moreover, ratios for award of grading to Professors, Associate Professors and Assistant Professors are laid down by the SMU.

It is therefore proposed that the responsibility for finalization of PMS grading may be delegated to the institute. This would help carry out necessary corrections, to remove biases, if any, as and if required and would also reinforce the spirit behind the decentralization.

Decision: This being the HR & Payroll function, cannot be delegated to the institute (HOI). Status-quo to be maintained.

Item No. VII. Equal Weightage for In-Semester and University Examination Marks and Corresponding Cutoff.

Presently, for theory subjects, weightage for internal and university examination is equal i.e. 50% and 50% and for lab it is 60% and 40%. As per Item 3 at sub para 5(c) of UGC DO letter No F.1-2/2008(XI plan) dated 16 Oct 2012(Copy at Appendix II B), the relational weightage assigned to internal evaluation may range for 25% to 40% only. It is therefore proposed that the internal weightage may be reduced to 25% for theory and 40% for practical examinations.

Moreover, at present, the grade of students is calculated based on the total marks obtained from in-semester and university exams and not on respective individual cut-offs. Thus, if a student performs well in either of these two and not that well in the other, his/her final grade will not get affected. As a result, a student need not have a consistent/matching performance in both parts.

Hence, it is proposed to keep cut off marks of 35% in each component i.e. 35% of In-semester and 35% of University exam marks respectively, as given at Para 10 above, for

passing a theory subject and 40% of these components for passing a lab subject. This would reduce the tendency of majority of the students to clear examination with heavy dependence on internal marks and negligible dependence on university exam marks, which may range upto single - digit marks. Also, it would reaffirm the true spirit behind the interse weightage.

Decision: No change to the existing Academic Rules regarding weightage for in and end semester examination of theory and practical.

Senate approved the implementation of minimum cut off marks for end semester examination.

An advance notice of one semester should be given to the students while implementing this rule so that they are adequately prepared for the change.

Item No. VIII. CGPA to % Conversion Formula

SMIT adopted the CGPA system of evaluation from 2004-5005. The equivalence percentage of marks for the CGPA obtained by a student is given by the equation

805.2044.312.0 23 xxxy , 5 ≤ x ≤ 10; Where y = percentage of marks; and x = CGPA.

In this connection, please refer to Para 6.3 on Page. No.7 of Regulations Governing Academic Evaluation under CGPA Scheme.

The above formula seems to be redundant as it was applied to a set of data at that point of time. Hence there is a need to review the above formula. Even if the formula is revised once for now, it may still suffer from the same disadvantages as it would not be dynamically interlinked to all the data at all times.

In view of the above, it is proposed to review the above formula. While doing so, a suitable reduction factor may be applied without linking it to the data - dependent conversion

formula. For example, a factor of followed by some reputed institutes or any other

suitable factor may be considered.

Decision: The Senate approved the multiplying factor of 10 to convert CGPA to percentage (%) as is being followed in many leading institutes.

Item No. IX. Incorporation of IT 4th Semester Mathematics Syllabus

The revised syllabus of Mathematics in IT, 4th semester was not incorporated, inadvertently, into the spiral binding book of revised syllabus of Mathematics as approved by the 40th ASM. The revised syllabi of Mathematics for all other courses have already been approved by the Academic Senate. It is proposed to get approval of Academic Senate for incorporation of the 4th semester Mathematics syllabus in the revised syllabus. Syllabus of the same is enclosed. This happened due to oversight. It is therefore proposed that 3 credits as required be adjusted in higher semester as under:-

requirement is in the area of Healthcare counseling.

Item No. XXXVI Qualification eligibility requirements in respect of students

admitted to the University from Africa.

Students admitted to the University from different parts of Africa generally submit copies of

documents evidencing their eligibility for a particular Program. All original documents are

required to be validated by the WAEC (West African Examination Council). This exercise

takes up to 3 years. Alternately, local institutions (our Authorised LCs) have been provided

with a dedicated login to download the marks cards of successful candidates. While this may

be accepted as proof of eligibility, the University nevertheless insists on proper validation.

In view of the time taken for the same, students are admitted to the University and asked to

furnish the validated certificates in due course. This measure has been initiated upon

request from the overseas Learning Centres.

However, by way of abundant caution, the University proposes to seek a declaration from all

students admitted/ seeking admission that in the event of their eligibility documents not

being found valid, the entire Program undertaken by the student would be treated as null

and void and the fees paid stand forfeited.

The University has been granting the Vidyadeep scholarship to students on a merit – cum-

As committed to DEC by way of compliance, it has been decided that SMU DE takes the onus

of conducting Internal assessment by way of one assignment that shall be uploaded on

2. Mathematics Papers in MCA

During the last 40th Academic Senate Meeting, as proposed by Mathematics Dept. five

Mathematics papers were approved as a combination of compulsory and elective papers. As

approved by CSE Dept. two Mathematics papers were approved. One paper named

Probability Statistics & Queuing Theory, which was supposed to keep as compulsory paper,

was inadvertently left out.

It is proposed to include the Probability Statistics & Queuing Theory as a compulsory paper

of Mathematics. In lieu of this, CSE – 301(Enterprise Resource Planning (ERP) is being shifted

from compulsory to elective status. Also the subject title of Quantitative Analysis for

Computer Applications is proposed to be changed to Numerical Analysis- A software

Approach, keeping their content completely unchanged.

Decision : Approved.

3. Change of Name of AE&I to E&I

It was once proposed to change the name of AE&I branch to E&I branch, so as to make it appealing to parent/students. However, it was not found to be feasible. The matter was discussed with Hon’ble VC. Status-Quo will therefore be maintained.

Decision: AE & I nomenclature to continue.

4. Change of Name of ICNTAA

The proposal to change the name of ICNTAA was deliberated upon. The letters ”AA” are proposed to be dropped, as they now seem to be out of context. The proposed name may be either Centre for Material Science and Nano Technology (CMSNT) or Department of Material Science and Nano Technology (DMSNT). The same is placed for final approval by the Academic Senate.

Decision: The Senate approved the change of nomenclature of ICNTAA to CMSNT

(Centre for Material Science and Nano Technology).

Additional Agenda, SMUDDE

Manipal Global Education Services (MaGE) is planning to offer a one-year rigorous Diploma

in Medical Laboratory Technology as well as Diploma in Radiology/Medical Imaging

Technology, in collaboration with Dr. Lal Path Labs.

It is requested that the students who complete the Diploma from MaGE be given Direct

Entry into III semester of SMUDE’s DMLT/DMIT programs respectively.

Item No. II Review of Minutes; 41st Academic Senate Meeting.

A) Agreement of Service for Study Leave

The university has taken care of employees’ growth by providing them required

opportunity to move further. This is possible due to Study Leave facility for 2 years

which can further be extended for one more year with special approval of the Vice

Chancellor.

The Leave Rules underwent a revision w.e.f. 11 May 2011 vide SMU Letter No.

SMU/REG/ 2011-128. The Clause 94 under the head of “Study Leave” regarding the

Agreement of Service states that “Faculty members who are sponsored for higher

studies/training shall be eligible to draw their fixed salary (category A as per PMS) that

would have accrued to them had they not proceeded on study leave, of which, 75%

would be paid monthly and 25% retained to be paid later in three installments on

rejoining duty after Study Leave, subject to the condition that they execute a bond in the

form prescribed, undertaking to serve the University/College for a continuous period

equivalent to the duration of study leave, which is to be calculated from the date of their

resuming duty after expiry of the study leave. The bond amount would be equivalent to

the total amount received by the employee during the study leave with 10 % interest.

He/she shall submit Bank Guarantee/Security as may be found acceptable to the

authority for reimbursement of salary drawn during the period of leave i.e. the amount

paid to the employee for the period of leave. Those who do not serve the institute to the

required bond period will be required to pay back to the institute the bond amount on

pro rata basis for the remaining period of the service bond.”

The Bank Guarantee as aforesaid would come up to an amount as mentioned in columns

E and G for 2 and 3 year period respectively:-

Considering the amount to be deposited, it would be extremely difficult for the faculty to

provide a bank guarantee for the very high amounts. This negates the very purpose of

study leave facility. It is, therefore proposed that instead of a Bank Guarantee, the

following alternatives may be considered:-

(a) To withhold the Original Educational Certificates while going for study

leave. Also the existing bond may be strengthening with the consent of legal

expert.

(b) The sponsorship can be made proportionate to the category of Institute /

cost of living of the location of Study Leave i.e 75% of the salary may be paid for

courses done at IITs etc. and 50% for others.

(c) As before, obtain an agreement of Rs. 2.5 Lakhs and the amount paid

during study leave along with 10% interest, in case of default to fulfill the

agreement.

Decision:

(a) A candidate may be allowed to proceed on study leave with salary benefits in

reputed institutions authorized by Government of India to run QIP for faculty up

gradation. This facility will also be extended for higher studies with Manipal Group

Institutions. Head HR will make necessary amendment to study leave rules.

(b) Modified version of bond having jurisdiction under the court of Sikkim has to be

followed.

(c) Bank Guarantee clause in same from 1997 & there is no change. It permits HOI for

using his discretion.

Progress: The amendment will be carried out while revising the SMU Leave rules

shortly.

Decision: The SMU leave rules policy to include point (a) above at the earliest.

Progress: - Draft for Revision of para 86 to 99, of ‘Study Leave Rules’ contained in

Leave Rules of SMU, is put up for consideration of the Senate.

Decision: - Draft for Revision of para 86 to 99, of ‘Study Leave Rules’ of SMU duly

incorporating UGC recommendation was circulated to all members of Senate.

Suggestions have been invited from the HOIs for any modification/ changes

required.

B) Introduction of new course; MSc Medical Biotech a 3 years course after B Sc

Biological Sciences.

It was decided during the 40th Academic Senate meeting that such proposal should be

placed before the BOS of the respective departments/course and then on approval of

Institute Academic Council be placed before the SMU Academic Senate for necessary

decision. It was pending during 41st Academic Senate meeting held on 19th January,

2013.

Progress: - Pending.

Decision: - The Senate directed to place the proposal with complete BOS approved

curriculum for consideration.

Exit policy for MSc (Medical) Biotech students-

After 3 years of completion of the course the Students of MSc be allowed to exit the

programme, if desire. In such case students will get B.Sc. degree from the university.

Placed before the Senate for direction.

Decision: - Approved.

C) Complete Applicability of Academic Rules of MIT for Students of SMIT

At present, SMIT has been following Academic Rules and Regulations of MIT on a case to

case basis. At times, decision making gets delayed, until a clarification is received from

MIT. This is not considered desirable. Being very old, MIT rules are nearly perfected; it is

proposed that its Academic Rules be followed completely, with specific and exceptional

variations to SMIT, as applicable. This would also be in conformation to the proposed

Uniformity and Standardization of Academic Curriculum and Rules in the entire Manipal

Group and help in faster decision making.

The 41st Academic Senate approved in principle & decided that the Academic Rules of

MIT & SMIT (SMU) to be compared and recommendations to be put up in the next

Senate.

Progress: - It is believed that MIT would be revising their syllabus for the next

Academic year i.e for 2014-15. It is therefore SMIT has decided to act on the above

point only after that. The Senate was informed.

D) Equal Weightage for In-Semester and University Examination Marks and

Corresponding Cutoff.

Presently, for theory subjects, weightage for internal and university examination is equal

i.e. 50% and 50% and for lab it is 60% and 40%. As per Item 3 at sub para 5(c) of UGC

DO letter No F.1-2/2008(XI plan) dated 16 Oct 2012(Copy at Appendix II B), the

relational weightage assigned to internal evaluation may range for 25% to 40% only. It is

therefore proposed that the internal weightage may be reduced to 25% for theory and

40% for practical examinations.

Moreover, at present, the grade of students is calculated based on the total marks

obtained from in-semester and university exams and not on respective individual cut-

offs. Thus, if a student performs well in either of these two and not that well in the other,

his/her final grade will not get affected. As a result, a student need not have a

consistent/matching performance in both parts.

Hence, it is proposed to keep cut off marks of 35% in each component i.e. 35% of In-

semester and 35% of University exam marks respectively, as given at Para 10 above, for

passing a theory subject and 40% of these components for passing a lab subject. This

would reduce the tendency of majority of the students to clear examination with heavy

dependence on internal marks and negligible dependence on university exam marks,

which may range upto single - digit marks. Also, it would reaffirm the true spirit behind

the interest weightage.

Decision: No change to the existing Academic Rules regarding weightage for in and end

semester examination of theory and practical.

Senate approved the implementation of minimum cut off marks for end semester

examination.

Academic Council to decide the cut off level.

An advance notice of one semester should be given to the students while implementing

this rule so that they are adequately prepared for the change.

Progress:- The Academic Council during the meeting held on 2nd Feb,2013 decided to

keep 35 (Out of 100) as the minimum cut off marks for End Semester Examination of

all courses of SMIT.

Item No. IV Academic Calendar for Odd Semester of Academic year 2013-14

The Academic Calendar for odd Semester of the Academic Year 2013 -14, as

recommended by College Council Meeting is placed before the Senate for its approval.

Decision: - The Senate suggested modification in the proposed Academic Calendar

and directed the calendar to be modified accordingly.

Item No. V Splitting of Single Elective Subject - Geo Informatics into Two in CSE

Dept.

Presently, CSE Department is offering an elective on “Geo- Informatics” common for both

B. Tech/MCA and M Tech students. “Geo-Informatics” consists of two parts - Remote

Sensing and GIS. The contents of the Remote Sensing part is mostly covered by another

elective subject - DIP (Digital Image Processing). At the same time, RS & GIS together

become a vast syllabus with repetition of contents of DIP, which is difficult to complete

in 40 to 45 lectures. Moreover, for those who have already studied DIP, the major part of

the Remote Sensing become redundant.

It is therefore proposed to float two electives in place of a single elective of Geo

Informatics with revised content as under:-

(a) Remote Sensing (with minimum contents of DIP) with extended

coverage

(b) Geographical Information System for 4 credits each

The revised syllabus of the above subjects are designed and reviewed by the Internal

Board of Studies and have the verbal acceptance of the External BOS member Dr. S K

Ghosh, SIT, IIT, Kharagpur. The detailed syllabuses of the above subjects are at

(Appendix II “B” Pg no. 65, agenda 42 ASM) and (Appendix II ‘C’ Pg no. 66-67,

agenda 42 ASM) respectively. These new syllabus is proposed to be effective from

2013-14 batch.

Item No. VIII Discontinuing B Tech AEI Course

It is observed that minimum number of students opt for AEI branch and thus maximum

seats remain vacant in the branch. To attract more number of students, the branch may

be discontinued and replaced by one of the following branches from 2014-15 batches:-

(a) Electronics and Computer Engineering.

(b) Computer and Communication Engineering.

(c) Information and Communication Technology.

Approval in principle of the Academic Senate is now sought. Other details will be worked

out subsequently.

Item No. IX M Tech Syllabus for AEI Dept.

Approval for commencement of M Tech in AEI branch was accorded in 41st Academic

Senate Meeting. It is proposed to offer two specializations “VLSI Design and Embedded

Systems “and “Process Control & Instrumentation”.

The proposed detailed syllabus of M.Tech in AEI Dept. as approved by BOS and to be

implemented from 2013-14 batch is at (Appendix II ‘H’ Pg no. 74-111, agenda 42

ASM) and (Appendix II ‘ I’ Pg no. 112 -148, agenda 42 ASM) respectively.

The department of AEI proposed to offer MTech in two specializations –Process Control

Instrumentation and VLSI Embedded systems. In the eventuality of closure of the Dept.,

the M.Tech courses may be run under either the department ECE or EEE.

At present, no credit is allotted to industrial Training in 7th Semester as per old

curriculum. BOS members opined to include the same in new curriculum. The

credits/marks allocated to the courses Industrial Electronics –I in Vth Semester and

Industrial Electronics II and VI Semester may be adjusted to allocate some credits for

Industrial Training Program with effect from 2013-14 batch.

Item No. XII Increase in Vacation for SMIT Faculty Members

Vacation has been an integral part of educational institutions including the higher

education. IITs currently provide two-month vacations annually at a time or in two

spells. MIT, our sister concern also provides the same duration of vacation to their

teaching staff. In SMIT, initially 90 days’ vacation was provided till 2003-04, which was

reduced to 30 days citing parity with the medical college.

60 days’ vacation for higher education is essential and important for various reasons as

under:-

(a) Most faculty members are not residents of their workplace and hence they are

required to visit their own homes periodically for social and emotional

reasons and to resolve personal and family health issues.

(b) Higher education requires scholarly pursuits apart from academic tasks. In a

normal course, a faculty member is expected to do research, guide scholars,

publish and present research papers, author books/SLMs, attend workshops,

seminars and FDPs for self -improvement, visit institutions of eminence for

short stints etc.

(c) In the process, the self -development and self- rejuvenation has been taking

taken a back-seat and SMIT as a whole is probably losing out.

It is therefore proposed to increase the vacation in SMIT from 30 to 60 days.

Item No. XIII Change of MTech Syllabus Consequent to Re-designating ICNTAA as

CMSNT

Previously, ICNTAA had a tie-up with TU-Delft, The Netherlands and the MTech course

basically dealt with Polymer Science and Nanotechnology. Early this year, the tie-up

with TU-Delft and SMIT has ended. Accordingly, our Academic Senate re-designated the

department as “Centre for Materials Science and Nanotechnology (CMSNT)”

In view of above, the department revised the syllabus accordingly. The proposed

detailed syllabus of the M. Tech course as approved by BOS, and proposed to be

implemented from 2013-14 batches. (Appendix II ‘J’ Pg no. 149-173, agenda 42 ASM)

Item No. XIV Change of Syllabus for Lab Subjects in Physics

The new syllabus for Physics theory subjects for B. Tech and M.Sc were approved in

2012-13 and were effective from 2012-13 batches. However, that time, the Lab syllabus

was kept unchanged. The lab syllabus of B. Tech. & M.Sc. Physics is now

revised/restructured in keeping in mind the revised theory syllabus. Only a few new

experiments have been introduced in new lab syllabus. The details are given in the

respective new syllabi at (Appendix II ‘K’ Pg no. 174-184, agenda 42 ASM). If

approved would be implemented from 2013-14 batch onwards.

Item No. XV BOS Member from Industry for CE Dept.

One of the BOS members from Industry, Mr B K Ojha, Senior Executive Engineer LANCO

is not available due to his transfer to Chennai on completion of the project in Sikkim. It is

proposed to have in his place, Mr. Rabi Narayan Sharma, B. Tech (Civil), M. Tech (Env

Engg), IIT Kharagpur, working as Sr. Divisional Engineer in Tourism Dept of Govt. of

Sikkim.

The CE, Dept. of SMIT replaced the above request and proposed that in place of Mr Rabi

Narayan Sharma, Mr Praveen Kumar Pradhan, Superintending Engineer, Govt of

Sikkim be included as member of BOS in the Civil Engineering Department.

Comments on the above point are enclosed.

Item No. XVI M Tech (Structures) Program in CE Dept.

The approval for the starting of an M. Tech (Structures) program was accorded during

2011-12. However, department could not start the program due to non-availability of

faculty. More than 60% of the existing faculties of the department are fresh B. Tech

graduates. An option to commence M. Tech in SMIT, with part faculty from MIT was

explored but finally dropped due to their non-availability. To stabilize the department,

it is proposed to arrange a part time M. Tech (Structures) under Manipal University.

Faculty members will carry out their regular semester responsibilities and move to MIT

during the semester vacation in Nov/Dec and May/June. Director MIT has agreed in

principle in this regard. This will stabilize and strengthen the department. Once qualified

faculty join the Department, the feasibility of conducting M.Tech completely by our own

faculty will be explored.

Decision: Senate directed that the SMIT faculty to be trained at MIT as proposed

but in the interim period, SMIT to explore the option of inviting the faculty from

nearby colleges such as B E College, Shibpur Kolkata, who can come and complete

the syllabus of Structure portion.

Item No. XVII SMUDDE Expertise to Improve the Quality and Quantity of Intake of

Students in SMIT

Of late, intake into SMIT in terms of quality and quantity is getting affected. With NIT,

Sikkim likely to fully operational shortly and some more private universities expected to

be opened up in Sikkim/North Bengal/Catchment areas, SMIT might face still more

challenges to maintain its past intake record in terms of quality and quantity of students.

It is considered that a holistic review of the entire issue needs to be carried out to work

out a road map for addition/deletion of branches and work out a strategy for the future.

It is considered that SMUDE has expertise in the field of carrying out extensive surveys

while changing their curriculum in order to make its students of various courses as

market ready for jobs. SMUDE may be instructed to carry out environmental/market

survey for SMIT and suggested course of action for future strategies.

Item No. XVIII Revision of PhD Regulations of SMU

PhD regulations of SMU were revised in Dec 2009. Since then, a number of

changes/amendments have taken place including the minimum duration and mandatory

requirement of having Research Methodology in course work for all disciplines. There is

also a gap between the rules and practice in some cases. The impending collaborative

research work of PhD scholars involving two or more universities of the group also

necessitates a relook at the existing rules. It is recommended that a revision of the

regulations be carried out.

Decision: - Senate directed that the existing PhD regulations to be strictly followed

and specific recommendation for modification if any, be put up along with

complete justification.

Item No. XIX Exchange of Faculty Members within Constituent Colleges under

SMU

Due to commonalities and inter disciplinary nature of some subjects, it has been

observed that the faculty members of one college are invited to teach in other colleges of

SMU. To stream line such temporary arrangements, it is recommended that the

borrowing college should give the requirements to the parent college at least one

semester in advance, so as to incorporate such requirements into the workloads of the

faculty members of the Parent College without disturbing the ongoing activities of the

colleges. It is also recommended that such requests may be consolidated and forwarded

together.

However, if the requirements are considered to be for longer duration, recruiting

additional faculty members for such colleges may be considered, if found feasible for the

same.

Decision:- Number of lectures does not justify the requirement of hiring additional

faculty.

Faculty with the required Subject Expertise if available, within the

campus/university, the extra faculty will not be appointed from outside.

Faculty requirement may be intimated in advance by the recipient HOI, so as to

enable the donor institution to plan faculty teaching load.

On request, the Senate approved to postpone the computer classes of SMCON and

conduct the same during the forthcoming even semester i.e starting from January

2014.

Sikkim Manipal Institute of Medical Sciences (SMIMS)

Item No. XX Contingency Money for Exam Cell

During university exams department are being paid for 50/-per examiner/day as

incidental charges for Tea/Snacks etc. This is paid for 4+1 examiner appears Rs. 250/-

day. This amount is too meager as in addition there is support staff assisting in the exam

which includes Junior Doctors.

It is recommended that this amount be increased to Rs. 100 per day/examiner for 4+2

examiner.

Item No. XXII Review of BSc MLT Course

The three year BScMLT course re -started in the year 2009 and the first batch completed

the course in 2012. In the first batch there were 11 students enrolled including 5 in-

service students. This course was started as a skill development initiative from SMU

where existing technical staff was encouraged to apply to meet the qualifying criteria of

BScMLT degree. The following is the detail of number of students enrolled in the course

since 2009.

The Senate is requested to review the feasibility of the course and give directives.

Decision:- The Senate directed the course to continue / status-quo to be

Item No. XXXV Offering Skill-Based Training Programs For Persons With ‘Special

Needs’.

As part of Corporate Social Responsibility, Manipal Global Education Services has

approached the University to consider offering Skill-based Training Programs for

persons with ‘special needs’. Programs may be offered by seeking necessary permission

from the Rehabilitation Council of India (RCI) a Government of India organization. These

will be Certificate and Diploma programs to begin with falling within the list provided by

the UGC. Two such programs are Foundation course in Special Education and Diploma in

Community based Rehabilitation. Approval of the Senate is sought to commence such

programs in principle.

The Senate may accord approval to commence these programs.

Item No. XXXVI Introducing the Project Approval Phase for all programs

having ‘Project’ as a subject/course for completion of the Program.

In order to have greater University role and control on the subject titled ‘Projects’ for all

relevant Programs it is proposed that students have to get their project proposal and the

In case of Arts and Humanities, it is proposed that in BA-Sociology, BA English, and BA

Economics, 6th Semester-one subject in each be replaced by BAS/BAE/BAO 601-General

studies and Aptitude. BOS approval for the same has been obtained. These come into

effect from November 2013 session onwards. Students have been notified. Appendix V

‘C’ Pg no. 224-228, agenda 42 ASM has details of BOS approval.

Item No. XXXVIII Modified Term End Examination, Project Evaluation and

Practical.

It is proposed that in case of Term End Examination, the total marks of descriptive

questions in the Term End paper be increased to 40/140 as against 20/140 (for a 4

credit paper) for all programs except for programs which have been discontinued. The

duration of the examination also has been changed from 2 hours for a 4 credit paper to 3

hours and from 1 hour for a 3 credit paper to 1 hour 30 minutes. The changes are

mentioned in the annexure. These are proposed to comply with the DEC compliance

report dated 17th September, 2009. Consequently, the composition of the TEE theory

papers has been changed. Appendix V ‘D’ Pg no. 229-230, agenda 42 ASM has details

of the proposal.

Further to the notification on inclusion of descriptive question in term end examinations

vide letter No.SMU/Reg.Acad/2013 -33 dated 20th Feb,2013 the following modified

frame work will now be applicable for Term End Examination , Project Evaluation and

Practical with effect from January 2014 admission sessions :

Term End Examination:

1. The duration of Examination will henceforth be of Three hours for a Four Credit

paper and One hour Thirty minutes for a Two Credit paper.

2. The Examination will continue to be administered as per existing practice followed by

the University, with the change that in addition to OMR/ Online MCQ, answer sheets will

be provided to each candidate to write the Descriptive part of the Question paper.

3. At the end of the Examination, the answer script will be handed over to the

Examination Centre Superintendent for onward transmission to the University.

4. The pattern of question paper will be as under:-

Project for concerned Programs:

A Project Steering Committee be constituted for each program by the respective

Department to :-

i. Approve the project guides after ensuring that they have the requisite

qualifications and experience.

ii. Review the project synopsis and accord approval

iii. Receive consolidated IA Evaluation reports (review reports) from the Learning

Centres and to coordinate with Project in-charges at respective Learning centres

and guides.

iv. Provide final list of students to the CoE and communicate the same to the LC in

respect of students who are allowed to submit their Project Work and appear for

the University Viva-Voce examination

The COE Office will hitherto:

i. Arrange for Viva-voce examination at Learning Centers

ii. Collate the IA marks received, along with the approved student list details

iii. Appoint examiners for the conduct of the Term- end University Viva-Voce

Practical for concerned Programs:

i. All practical be conducted as per the Practical Manual issued by the University

at the Learning Centers

ii. Practical to be conducted by University approved faculty at Learning Centers.

iii. The Term End Practical Examination to be conducted by University appointed

Examiners only and necessary confidential procedures to be followed as

directed by the COE in order to collate marks and declare results.

SMU/Reg/2013-304 dated 6th Aug 2013 on approval of the Vice Chancellor, SMU.

Item No. XXXIX Addition of Electives to acquire additional Credits & Qualifications

in all programs.

The students of the University may be offered electives in addition to the minimum

Item No. XXXX Withdrawal of Lateral entry for admissions

The University has been allowing admissions to the second or third semester of MBA to

those who completed BBA. It also has been allowing admissions to 2nd or 3rd semester of

MCA to students who have completed BCA. As per UGC guidelines,it is proposed that

these and similar Lateral entry be withdrawn except which the UGC explicitly allows.

Request the Senate’s assent for the withdrawal of Admission through Lateral Entry.

Item No. XXXXI Approval for Conduct of Audit by M/s TUV Rheinland.

As part of the continuing efforts of the University to streamline the working of Learning

Centres and make them compliant with the University’s academic imperatives,

it was planned to undertake a Third-party Audit of all Learning Centres of the University.

M/s TUV Rheinland was selected for the purpose, given their previous engagements for

the several Group institutions.

The Senate may accord approval.

Item No. XXXXII Setting up of a Department of Training and Research

The SMU Executive Committee vide its notification No. SMU/REG/2013-179 dated

24.05.2013 has approved the setting up of a Department of Training and Research

Department to promote research within SMU DE and in collaboration with other

institutions in various disciplines in vogue and particularly in distance education and

also promote Training in vocational and skill based fields in keeping with the present

thrust of the Government. Dr. Gayathri Devi has been appointed as the Dean of the

Department. Consequently Dr. Shivram Krishnan has been appointed Dean Academics,

on a rotational basis as per the University policy. The Senate may note.

Item No. XXXXIII Modification; Internal Assessment Procedures for SMU DE

(Appendix V ‘E’ Pg no. 234, agenda 42 ASM)

In order to comply with the DEC requirements of Internal Assessments, the University

has modified the following procedures for internal assessment-

1. The student will submit one assignment per subject.

2. A student may submit either typed or handwritten assignments to his/her LC.

3. The LC will upload the assignments on the University portal (scan and upload in

case of handwritten assignments)

4. The University will allocate Assignments to respective LCs for evaluation by

University approved faculty at the Learning Centres.

5. The LC faculty will evaluate assignments using OSM.

6. The University will return evaluated Assignments to students through LC.

7. The University will conduct a periodic Audit of evaluated Assignments.

All necessary procedures will be put in place by concerned departments and comply and

with effect from session starting January 2014.

The above has been approved by the Vice Chancellor, SMU.

The Vidyadeep Scholarship in vogue for DE has been offered to students admitted in the

Department of Humanities and Social Sciences at the campus at Gangtok since the last

two sessions. It is proposed that this may be continued to be offered to regular students

at the campus on the basis to be decided at least three months before the

The list contains details of 1333 LCs established from inception.

Summary:

Operation Active: 799 Authorized List of Learning Centers to promote SMU programs

under distance mode and can participate in Admission drives.

Operationally Conditional: 109 Authorized list of Learning Centers who can continue to

service the students assigned by University

Closed status: 425 Learning Centers moved into closed status. There are no Students

assigned to them.

The Senate may ratify the above status.

Item No. XXXXVII Introduction of four year Undergraduate Program by SMU DE in

Nepal

The globally accepted norm of duration of undergraduate program is four years.

Recently Delhi University has also introduced its UG program with four year duration.

Subsequently Tribhuvan University in Nepal has followed the Delhi University in this

regard. The SMU DE Learning Centre in Nepal also has to adopt the same duration for the

Undergraduate program. It is proposed that SMU DE may be allowed to explore the

possibility of introducing a similar duration and collate necessary documentation in

support of it.
