Preface

The fourth edition of Paryavaran Mahotsav observed from 15th June to 30th June, 2016 duly integrating the 11th successive phase of State Green Mission and 8th

successive phase of Ten Minutes to Earth which are �agship programmes conceived by the Hon’ble Chief Minister of Sikkim Shri Pawan Chamling has been a grand success. Due credit goes to the overwhelming participation of the people of Sikkim and the State Government for visionary and pro-people environment policies which are unique initiatives followed by the State over two decades.

Being a nodal department for coordinating various events during this fortnightly festival, we have received vibrant support from all participating government departments, NGOs, municipalities, nagar panchayats, private companies, educational institutions and general public at large. �is pictorial brief report is therefore an attempt to highlight and acknowledge all contributions to the ongoing green Sikkim campaign.

Sikkim celebrated the fourth successive environment festival “THE PARYAVARAN MAHOTSAV 2016” from 15th of June to 30th of June with great zeal in resorting to eco-

friendly lifestyles and realizing the noble mission of creating a clean, green and visitors’ friendly State.

As notified in the State Government Gazette vide Notification No. 40/Home dated 21/06/2013, this environment festival has been envisaged and

declared by the Hon’ble Chief Minister, Shri Pawan Chamling during 2013 duly integrating the State’s visionary programmes Viz. State Green Mission and Ten Minutes to Earth to be celebrated every year, thereby adding new dynamism to the green Sikkim campaign. Paryavaran Mahotsav has been a unique and innovative programme, assimilating the green initiatives and eco- friendly policies of the Government and the tireless effort of the people for environment amelioration that would truly benefit humanity and the entire world.

Paryavaran Mahotsav not only envisages for the increase in green cover but also gives way to creation of eco-roads, Smritivans (memorial forest), beautification and landscaping of all institutional campus, towns, roadways, vacant lands and even one’s own house. Cleanliness of surroundings, promotion of ecotourism, organic farming, giving respect to one’s culture and tradition, giving respect to all creations of the Mother Nature, respect for sacred rivers and lakes, mountain peaks, devithans, resorting to reduce, reuse and recycle practices, creating low carbon footprints etc. all form a part of this Mahotsav.

To commemorate the 2016 event, various activities as under were carried out throughout the State;

FLAG OFF CEREMONY | June 15, 2016

The 4th successive Paryavaran Mahotsav was flagged off from MG Marg Gangtok by local political dignitaries in presence of officials from Forest, Gangtok Municipal Corporation and other departments including local people and students. The fornightly environment festival was also simultaneously kicked off throughout the State at District-levels in which free distribution of saplings and other activities such as plantation, cleanliness drives and signature campaigns were coordinated under the supervision of forest officials with active participation of other departments and volunteers from local populace.

SIGNATURE CAMPAIGN ON GREEN PLEDGES

Hoardings on green pledges were displayed at MG Marg, Gangtok and other towns as well to attract students and environment enthusiast to sign and pledge towards conserving and protecting the environment. Sikkim planted 7,12,125 seedlings during Paryavaran Mahotsav June 15-30, 2016The 4th edition of Paryavaran Mahotsav in Sikkim witnessed the 11th and 8th successive phases of State Green Mission and Ten Minutes to Earth plantation progammes respectively. These flagship programmes both conceptualized by the Hon’ble Chief Minister Shri Pawan Chamling have been very successful in mobilizing the people towards green Sikkim campaign. Forest, Environment & Wildlife Management Department being the nodal department in coordinating this fortnightly festival provided over 7 lakh seedlings free of cost from 15th June through seedling distribution booths set up at various locations throughout the state. The plantation was carried out along the roadside, other vacant and degraded areas through the coordination of other government departments, NGOs, urban and local bodies, panchayats, students and local public at large.

TEN MINUTES TO EARTH(June 25, 2016 | 10:30 to 10:40 AM)

A noble and unique programme conceptualized by the Hon’ble Chief Minister Shri Pawan Chamling himself in 2009 assimilates the intimate involvement of the people in promoting green cover. The programme is unique to the country and perhaps the world. Ten Minutes to Earth programme is observed as an annual ritual in Sikkim on the 25th of June every year.

The ceremonial plantation drive by VVIPs of the State was carried out at Himalayan Zoological Park, Bulbulay, Gangtok on 25th June 2015 from 10.30 am onwards. Total of 92,778 number of saplings were planted throughout the State during this ten minutes plantation programme.

Sensitization drives

On the occasion of Paryavaran Mahotsav 2016, ENVIS Centre under Forest Department organized an awareness campaign in collaboration with Centre for Environment Education (CEE) Gangtok unit for the general public, tourist and drivers through schools students from different schools. The main objective of the program was to sensitize and encourage people to be responsible towards environment and also bring awareness about different initiative taken by the government in order to preserve our ecosystem.

Awareness and Interactive Circle: This program was organized with the help of students from West Point Senior Secondary School where about 50 eco-club students participated. Before the program, a short training for students was organized for the assigned task, where they were briefed about issues and how they would interact with the general public, tourist and taxi drivers. The students were then assigned various public places like taxi stand, tourist spots where they interacted with the taxi drivers and tourists. The students after interacting gave away brochures which had do’s & don’ts as a responsible citizen, they also gave away stickers which had slogan’s of “save forest” and also took feedback. The students also gave away a special sticker to the taxi drivers who had been using garbage bags in their vehicle and asking tourist or passengers not to throw away waste out of the vehicle instead dispose it in the bags.

Please do not litter even toffee/chewing gum wrappers, please throw them in the dustbin from where they can be taken for recycling

Please do not feed the monkeys which are wildlife and as it is legally not allowed to feed wildlife Please do not spit everywhere and repaint our place red or orange as it is un hygienic and Sikkim is a

vulnerable sacred landscape Please do not pluck the wild flowers which give beauty to our land and also the plants bloom but once a

year so that they can bear fruits and seeds for future generations

Feedback about the program: The students managed to interact with 310 taxi drivers, 176 local people and 195 tourists (national & international tourist both). The students reported in front of the star Cinema hall where they submitted their feedback form. The respondent showed great interest and listened to the students, they also gave their feedbacks by sharing their experiences in Sikkim and by praising the initiative of the government.

Green Walk & Street Play: On 24th of June the students of Deorali Sr. Secondary, Enchey Sr. Secondary, Penlong & Tadong Sr. Secondary School participated in Green Walk and Street Play at MG Marg, Gangtok. This was another step to bring awareness among the general public and also encourage the students to start materializing their lesson taught in the school to implement in the practical life, it also gave platform to the students where they could develop their confidence and personal growth along with again education towards environment.

The street play performed by four schools had different themes which all emphasised towards having a sustainable environment and sustainable ecosystem.

Deorali Girls Senior Secondary School had prepared a skit and song on wildlife of Sikkim and its importance to protect them, the song was based on how the resources have been exploited and it is very important to think and act sensibly.

Enchey Senior Secondary School showcased the taken for granted habits of human which leads to dirty and unhygienic surroundings but with the help of waste management such situation can be avoided or minimized.

Penlong Secondary School highlighted the importance of forest and water as they are the part of the eco system and if wasted we human have to suffer.

Tadong Senior Secondary School showcased the need to be responsible citizen and not to litter waste because it is us to set an example to all the tourist who visit Sikkim and if we keep our place dirty they will also not respect our place, they also enacted the need to have a sustainable tourism activities which would not only generate revenue but also sustain our ecosystem.

After the march was complete the students formed a circle in the middle of the town and they started presenting their street play one by one.

by Horticulture & Cash Crops Development Department

The Horticulture & Cash Crops Development Department and the Food Security & Agriculture Development Department celebrated the Paryavaran Mahotsav, 2016 with much vigour and enthusiasm on 30th June, 2016 in collaboration with Forests, Environment & Wildlife Management Department.

The event was led by Secretary-in- Charge Mrs. C.C. Wangdi, Secretary, Animal Husbandry, Livestock, Fisheries & Veterinary Service Department.

Offices and staff of both the Departments energetically planted more than 100 saplings of fruit plants, forest species and ornamentals. The plot of land selected for the event, located behind the Krishi Bhawan Building was divided into three sections namely, Administrative Section (H&CCDD/FS&ADD), Accounts Section (H&CCDD/FS&ADD) and the Technical Section (H&CCDD/FS&ADD). This initiative has been taken up with the vision to nurture what has been planted today for the better tomorrow. Each section has therefore, been entrusted with the responsibility of maintenance and monitoring of the saplings, so that the plantation does not remain as mere tokenism but turns out to produce in the true sense.

Officers and officials from the Forest Department namely, Shri J.B. Subba, IFS, Director, (KNP/KBR/HZP), Shri Karma Legshey, IFS, APD-I, SBFP, SHir Dhananjay Pradhan, ACF (Kyongnosla), Shri K.B. Basnet, ACF Working Plan, Miss Sonam Norden Bhutia ACF (KNP/KBR) West, Shri D.K. Pradhan J.T.O. Working Plan during the plantation was highly appreciated.

As a part of normal routine, both the Departments have been consistently contributing towards the preservation of nature. Year round plantations are carried out in the fields of numerous farmers, encouraging them to engage, protect and nurture Nature through area expansion, programmes comprising of fruit plantations and rejuvenation.

The event was grand success and was much appreciated by each and every participant. This initiative of the Government has indeed been successful in generating environmental consciousness amongst all cititzens which is the need of the hour.

Plantation Drive and Cleanliness drive by Tourism and Civil Aviation Department with the coordination of Forest, Env. & Wildlife

Management Department On the auspicious occasion of “Paryavaran Mahotsav” a Programme was organized by the Tourism and Civil Aviation Department with the coordination of Forest, Env. & Wildlife Management Department on 27th June’2016, head by Conservator of Forest, Social Forestry with its team. The programme started at 10.30 AM. Shri Ugen T. Gyatso, Hon’ble Minister, Tourism and Civil Aviation was the Chief Guest on the occasion. Programme started with brief introduction Paryavaran Mahotsav by Dr. Thomas Chandi, IFS, PCCF-cum- Principal Secretary followed by plantation programme. 52 number of flowering spps. (Taki) have been planted in the barren area of office garden in front of the main office building. Environmental awareness and cleanliness drive was also included in the programme.

The participants were Shri Ugen T. Gyatso, Hon’ble Minister, Tourism and Civil Aviation Department, Shri Z.Bhutia, Secretary, Dr. Thomas Chandy, IFS-PCCF-cum-Principal Secretary, Shri D.C.Nepal, Conservator of Forests, Social Forestry, Shri J.B.Subba, Director, Zoo and other officials from Tourism Department as well as Forest, Env. & Wildlife Management Department. All officers and staffs including Drivers took part in the plantation and cleanliness drive around the complex of Tourism office.

Plantation Drive by Transport Department during Paryavaran Mahotsav 2016

Plantation drive was led by Shri D.T. Lepcha, Hon’ble Minister, Transport Department and Housing & Building Department along with Shri Gopal Baraily, Parliamentary Secretary, Transport Department and Senior Officer and Staff of both the department. A total of 150 nos of sapling of different varieties of flowering plants were planted during Paryavaran Mahotsav.

Forests, Environment & Wildlife Management Department with team leader Shri Nima Tamang C.F. Wildlife, IFS assisted by ACF KNP/KBR North, ACF Envt. & SC, East and Jr. Technical Officer (WP) successfully coordinated the Plantation Drive at SNT Complex on 29/06/2016.

As per the demand of Department following flowering and ornamental seedlings were planted.

Plantation drive by Sikkim Co-Operative Milk Producers’ Union Limited celebration 10 Minutes to earth under Paryavaran Mahotsav 2016

Sikkim Co-operative Milk Producers’ Union Ltd. celebrated 10 Minutes to earth on the 25th June 2016, part of Paryavaran Mahotsav under Green Mission Sikkim envisioned by the Hon’ble Chief Minister.

The Plantation of flowering plants: Zarul (Lederspromia), 20 Nos provided by Forests, Environment & Wildlife Management Department was carried out in the Residential Quarters Complex of Sikkim Milk Union 5th Mile Tadong, Gangtok. The Plantation drive was headed by the Managing Director, Sikkim Milk Union and Senior Officers, Junior Officers and staff Members of the Union actively participated in the event. The event was a success.

Plantation Drive by UD & HD duringParyavaran Mahotsav 2016

The Urban Development and Housing Department joined the on-going Paryavaran Mahatsov in the state by holding a plantation drive on 29th June, 2016. The officials and staffs of the department under the guidance of the Chief Engineer, Mr. Sonam Dadul Bhutia planted around 280 flowering/ornamental plants viz Hydrangea, Azelia, Thuja, Bottle brush, etc. Plantation was carried out at STNM Complex, Near UD&HD office and Bhanu Bhakta park area at zero point. Further, the technical guidance and supervision was provided by the Forest Official present during the plantation drive.

Paryavaran Mahotsav activitiesby Ecclesiastical Affairs Department

The Government of Sikkim’s initiative under the farsighted leadership of Hon’ble Chief Minister, Shri. Pawan Chamling, to preserve and conserve the environment, has convinced and motivated various government departments, schools and other institutions to lend a helping hand towards securing the environmental future of the Country in general and the State of Sikkim in particular by planting saplings and conducting cleanliness drives in various locations in Sikkim on the occasion of the annually held Paryavaran Mahotsava 2016, from 15th June to 30th June. With much enthusiasm, the Ecclesiastical Affairs Department, led by Commissioner-cum-Secretary, Shri. Tenzing Gelek ventured forth to

initiate a plantation and cleanliness drive on a two-day event at Traditional Art School, Tadong on the 22nd June and at the Ecclesiastical Affairs Department premises and adjoining areas on the 23rd June 2016.

Undeterred by the early monsoon showers and ever so harassing leeches, the entire workforce of the department, unsparing even the Commissioner-cum-Secretary, rolled up their sleeves, folded their trousers and mercilessly rid the place of garbage, litter and overgrown grass. The Commissioner-cum-Secretary, Special Secretary and the Joint Secretary assisted by the Joint Director planted saplings in the area which officially kicked off the cleanliness drive to preserve the future of ‘Clean and Green Sikkim’.

On a pervious event the department also persuaded the department-run Traditional Arts School at Tadong to undertake the plantation and cleanliness drive which was led by the Joint Director and Gendrung of the Ecclesiastical Affairs Department. All the teachers and the students participated in the event where saplings were planted in an open area behind the school building that housed the office, classrooms and student’s dormitory which was also given a complete make over. Apart from the School, the adjoin areas and the footpaths were also thoroughly cleaned which also enticed the neighbour’s in the locality to participate in the event.

Plantation drive by Law & Parliamentary Affairs Department in collaboration with Forest Department

On the occasion of Paryavaran Mohotsav, plantation drive was conducted by Law & Parliamentary Affairs Department with great enthusiasm in collaboration with Forest Department, Gangtok, East Sikkim at the complex of Law Commission Gangtok on 25th June, 2016. The program was attended by Shri R.B. Subba, Hon’ble Minister, Law & Parliamentary Affairs Department and other officers and officials of Law & Parliamentary Affairs Department. The Program was also supported by the assigned officers of the Forest Department. Around 300 tree species and flowering plant species were planted in the complex of Law Commission.

Paryavaran Mahotsav 2016Celebration by Labour Department,

Government of SikkimIn accordance to the Office Order vide 844/102/ENVIS/FEWMD dated 17/06/2016, ‘Paryavaran Mahotsav’ – a plantation drive conducted on 21.06.2016 at the premises of Labour Department at Sokhathang, Gangtok. The HoD of Labour Department was on tour to New Delhi, the team appraised to Joint Labour Commissioner Mr. K. R Limboo and circulated a copy of Office Order for information on 18.06.2016. Accordingly, the team was intimated by D. S Kunwar, Joint Labour Commissioner for plantation at identified area on 20 June, 2016.

The programme was graced by the Chief Guest , Mr. Dhiraj Gurung, Councillor, Tadong, Gangtok in presence of K. R. Limboo , Joint Labour Commissioner, T.T Gensapa, Addl. Legal Officer, D.D Kunwar, Joint Labour Commissioner, J.D Barphugpa , Joint Director ( Adm.), Doma Yanzon, Dy. Secretary, Tashi Ongmu Sherpa, Dy. Labour Commissioner ( West), S. M Neopaney ( Dy. Labour Commissioner ( East), B. P Bhattarai ( ALC), Basant Kumar Rai ( ACC), S. K. Lama ( A.O), Jyoti Lepcha ( P.S) and the trainees of Skill Development .

An awareness was also conducted at the Conference hall of Labour Department. The Chief Guest delivered the message of State Government to be implemented at the ground in reality and, he stressed on the protection of environment for mankind. The programme was concluded with vote of thanks to the Chair.

Plantation drive at Pangthang Jr. High School by HRDD Department during Ten Minutes to Earth

Led by Parliamentary Secretary. Human Resource Development Department, Mr. Shyam Pradhan and the Secretary Mr. L.B. Chettri, the officials and the staff of Human Resource Development Department participated in the plantation drive as a part of Paryavaran Mahotsav celebration on June 30, 2016 by planting 60 saplings of various kinds of trees and flowering species at the complex of Government Junior High School, Pangthang, East Sikkim. MANGAN -25.06.2016: As per the instruction received, and incompliance to the letter, bearing ref: No. 532/FCS&CA, Dated: 21.06.2016, The Office of the D.C.S.O North has collected around 100 saplings of plant, and flowers from the Mangan, Range Officer under Forest Department, Govt. of Sikkim. Out of the three Food Grain Godown located under North, the Mangan Food Grain Godown is the only Departmentally Owned Godown whereas the rest two i.e. Dikchu and Chungthang Food Godowns are operating in the Private premises on Rent, therefore, the former has been identified as the place for the plantation drive to be carried out.

All the saplings received from Forest Department were planted in the Mangan Food Godown Premises from 9 a.m. in the morning till 12 p.m. on 25.06.2016.

The plantation drive witnessed participation of D.C.S.O North along with all the Food Godown Incharges and Staff of the Food & Civil Supplies & Consumer Affairs Department, Govt. of Sikkim, Mangan, North.

Cleanliness drive was conducted on 30th June `16 at Dentam Bazaar, West Sikkim by following officials of FEWMD in joint collaboration with NGOs viz; Nirmal Dentam and Jagriti Samaj of the locality:-1. The officials from Police, Health, Dentam PHE and other line departments actively participated in the drive. The programme started with welcome address by BDO, Dentam and Mr. Udai Gurung highlighted the importance of Paryavaran Mahotsav and further requested all concerned to actively participate in the Cleanliness Drive, adding to the agenda of the State for a Clean & Green Sikkim.

Further, the cleanliness drive extended from the Forest Check Post area towards market area leading up to Alpine cheese factory and concluded with Vote of Thanks by Shri. Devi Gurung, President, Nirmal Dentam.Mines, Minerals and Geology Department headed by Shri K.D. Bhutia, Principal Director along with other officers and staff participated in the programme. Also senior officials from Forest, Environment and Wildlife Department with their field staff joined the plantation drive. Around 200 saplings were planted on the day to mark the occasion and make it a grand success.

and Geology Department at Biotechnology Research & Application Centre, Sajong, East Sikkim.

In order to keep up with the vision of developing Sikkim into a model green State, the Hon’ble Chief Minister of Sikkim, Shri Pawan Chamling declared June 15 -30 as Paryavaran Mahotsav in Sikkim. The declaration came during his public address on the occasion of launching 8th phase of State Green Mission on the 15th day of June, 2013 at the divine venue Tathagata Tsal, Ravangla in South Sikkim.

Paryavaran Mahotsav or the ‘Environmental Festival’ is a people’s programme participated throughout the State from 15th - 30th June every year. The State Green Mission and Ten Minutes to Earth are the visionary programmes of the Government of Sikkim and have now become the integral part of Paryavaran Mahotsav which is to be celebrated every year by the State Government.

A day long joint plantation drive was carried out on 27th June 2016 jointly by Department of Science, Technology and Climate Change; Mines, Minerals and Geology Department and Forest, Environment and Wildlife Management Department at Biotechnology Research & Application Centre, Sajong, East Sikkim. Complying with the directives of Paryavaran Mahotsav 2016, Cultural Affairs & Heritage Department had organized plantation programme at Ongdichi Ruined Palace site, Tumlong, North Sikkim on 17-06-2016 which was attended by the Secretary, Offiers and staff of the Department. About 20 saplings of Cherry, Azalea and Avocado are planted on the site. Weeding and manuring of the plants that were planted previously was also done.

Rural Management & Development Department, had undertaken plantation drive at Tadong RM&DD Store premises on 30/06/2016 to celebrate Paryavaran Mahotsav 2016, which is a regular annual features. 50 nos of sapling of Jharul provided by the Nodal Department (Forests, Env. & Wildlife Management Department) were planted under the leadership of Secretary, RM&DD, Shri D.R. Nepal, Officers and staff of the department had actively participated in the said plantation drive.

Paryavaran Mahotsava is a State programme conceived by Shri Pawan Chamling, Honb’ble Chief Minister of Sikkim and was first observed throughout the State of Sikkim in 2013.The main objective of the programme is to generate awareness among the people for the protection and conservation of Environment. This is a fortnight programme commencing from 15th of June to 30th June every year.

As usual this year also the programme was kicked off on 15th June2 2016 from Titanic Park ,Gangtok Hon’ble Minister of Forest Environment & Wildlife management Shri T.W. Lepcha has flagged off the vehicle carrying seeding for the distribution at different location . 36 seedling distribution booths were established at different locations in East District. Field staffs have been directed by the PCCF cum Pr. Secy to identify the vacant land for the plantation through the involvement of public at large who would like to plant saplings. Divisional Forest Officer of the Territorial Divisions were nominated as a Nodal Officer for the programme vide letter no 70/CCF/T/HQ/FEWMD dated 10.6.2016 and have been empowered to handle the seedling stocks of all the forest nurseries maintained under Department by leaving the required number of seedlings for the Departmental plantation.

Cleanliness & Plantation drive has been carried out at Lamphokari- Aritar areas.

The cleanliness & plantation programme has been conducted in the presence of Honorable Chief Whip, Government of Sikkim cum area M.L.A as a Chief Guest other dignitaries presence were SDM, Rongli & Staffs, SDPO Rongli & Staffs, BDO Rongli & Staffs, DE, Power & Staffs, SHO, Rhenock Police Station & Staffs, Panchayats of Aritar, Dalapchen & Rhenock G.P.U, HM, Teachers & Students of Govt. Sec. School, Aritar, JFMCS & EDCS, NGOs, SHG & PUBLIC OF Chujachen Constituency participated in the programme.

From the department officers namely ACF (T) Rongli with staffs, undersigned with staffs, Wildlife field staffs were also present. Around 180 persons were participated in the programme. 150 Nos of saplings were planted in the areas namely Rhododendron, Chandan, Cherry & Ornamental plants.

In coordination with Irrigation Department on 25th June 2016 Plantation Drive has been carried out at J.N. Road Phatak Khasmal. Secretary Irrigation was the Chief Guest on the occasion. The Plantation work has been done on the eve of Ten Minutes to Earth Programme. All the Officers, Engineers & Office staffs were present on the plantation Drive programme. Around 380 nos of saplings were planted in the khasmal areas namely Rhododendron, Chandan, Rani Chap etc.

The presence of the Officers from Forest Department, Shri D.C. Nepal, Additional Director, Social Forestry, Shri Blen Tsh. Lepcha DFO, SBFP, Shri S.K. Das ACF, Env. & SC, R.O. Env. & SC, Rongli, B.O. Before to go for cleanliness drive, we have emphasis on the above mentioned items issued from state pollution control board that the necessary usage of the item and its advantage of life were saving and healthy life saving from all these protection. After then the above items were distributed to the public of Chungthang Bazar and then started the exercise of cleanliness drive from the beginning of Bazar to the end and also covered the area of panchayat house complex. The west and the Garb ages collected were loaded on the garbage truck utility to let for it to the disposal site. Aside all these chungthang Bazar people are maintaining cleanliness drives and also they are very much aware of and using bamboo basket for dustbin as shown in photographs.

Environment and Soil Conservation, West Division in collaboration with other West Forest Division, Panchayats, Local public and Line Department celebrated the Paryavaran Mahotsav 2016 (15th June 30th June) by carrying out seedling distribution programme, plantation programme and cleanliness drive.

Seedling distribution programme : Every year our Division has been distributing free seedlings from its nurseries. We have nurseries at Gyalshing, Begha (Dentam Range) and at Sumphu (Sombaria Range). This year also our nursery staffs and Field officers worked hard and sincerely towards distributing seedling to the local public, other West Forest Divisions, Panchayats and Line Departments. The credit goes to Head Malis of the three nurseries mentioned above for successful seedling distribution programme. They are supported by other nursery malis in collecting seed each year in due time. The names of three nursery malis are as follows who are in-charges of their respective nurseries:

Plantation Programme: The main focus was given to revival of Smriti Van at different places this year during plantation programme. Various plantation programmes were organized by West Forest Division and few of them are listed below:

1. Shri. Milam Kr. Subba, Range Officer (Env. & Soil Conservation ) Sombaria organized plantation drive at Sumphu Khasmal under Upper Thambong GPU Ward No.1 and Lungchok Salangdang GPU premises with active participation from Local Panchayats and public on 18th June 2016.

2. A plantation drive for revival of Smriti Van at Chakkaley, Upper Thambong GPU and Siktam Tikpur GPU under the guidance of Nodal Officer Shri. Milan Kr. Subba, Range Officer (Env & Soil Conservation) Sombaria was conducted on the occasion of ‘Ten Minutes to Earth’ on 25th June 2016 with the support and co-operation from Local Panchayats, EDC, JFMC, villagers and Nursery staffs. A total of 500 nos. of seedlings were planted on the occasion (Rani champ-100 nos., Piplee-200 nos., Lali gurans -100nos.,Cherry- 50 nos., Bottle brush -50 nos.

3. Ten Minutes to Earth programme organized by West Wildlife Division and EDC at Heegaon

was also participated by DFO (Env.& Soil Conservation), West Division on 25th June 2016. The chief guest of the programme was Shri. N.K. Subba, Hon’ble Minister, UD&HD, Food & Civil Supplies Departments. He expressed that Rhododendron plants, some of which are already established and started flowering, should be relocated in suitable areas from the roadside along Bermiok during road widening works in that location. He also advised to select a suitable area above Uttarey to create Rhododendron Germplasm bank where different species of Rhododendrons could be planted after collection from North East areas.

4. Under the supervision of Shri. Easter Lepcha, Range Officer (Env. & Soil Conservation) Soreng plantation programme was organized with the aim to revive Smriti Van at Malbasey Word No. 5 on 25th June 2016. The programme was attended by Shri. B.M. Subba (Forest Guard), Shri Shyam Bdr. Manger (Panchayat President), Shri C.P.Rawat (JFMC President), other JFMC member, Shri. P.C.Pradhan (EX-Panchayat).and local villagers. After delivering a short speech on important of planting trees and explaining about of Smriti Van, planting of about 250 nos. of trees like Harra, Barra, Amla and Ritha were done.

3. Ten Minutes to Earth programme organized by West Wildlife Division and EDC at Heegaon

The seedlings were obtained from the NTFP nursery located at Sipsoo.

5. A plantation programme to revive the Smriti Van at Yangtey, Gyalshing was done on 25th June 2016 under the supervision of Shri. Bishnu Kumar Sharma, Range Officer (Env. & Soil Conservation) Smt. Zangmo Bhutia, Deputy Chairperson, Gyalshing Nagar Panchayat, Shri Sundhir Gurung, DFO (S/F), Shri. Anguir Bhutia, DFO (W/L) and Gyalshing nursery staffs participated in the plantation programme. About 50 nos. off seedlings/ saplings were planted.

6. On 27th June 2016, a plantation drive was conducted at Uttarey Simphok Smriti Van (Dentam Range) with the active participation from Uttarey EDC, Sopakha JFMC, Sikkim Police (Uttarey Police Checkpost), Sasahtra Seema Bal (SSB) -36 Bn E- Coy, Uttarey Outpost, field staffs of Dentam (T) Range, Nursery staffs and local public. The nodal Officer for the programme was Smt. Kusum Gurung, DFO (Env& Soil Conservation) West Division. About 220 nos. of polypotted Rhododendorn seedling were planted. It was observed that Smriti Van area could be developed into a beautiful garden and recreation area for the visitors with suitable landscaping in future.

7. A plantation programme was also organized in Smriti Van Omchung, Gyalshing on 27th June 2016 under the supervision of Shri. Bishnu Kr. Sharma, Range Office (Env& Soil conservation). About 260 nos. of seedlings were planted by JFMC members, nursery staffs, public of Malbasey, Middle Gyalshing.

8. On 29th June 2016, a plantation programme was organized in Smriti Van at Phirphirey dara under Sardong- Lungzik GPU. Shri. Karna Bdr. Gurung, Junior Supervisor (Env.& Soil Conservation) Gyalshing along with Local Panchayats, JFMC members and public planted about 30 0nos. of seedling pf phunchey and phusrey champ.

Cleanliness Drive : Cleanliness drive is one of the major activities during the celebration of Paryavaran Mahotsav. This programme was conducted focusing mainly on creating awareness among the members of civil society.

On 25th June 2016, a cleanliness drive was organized by Shri. Milan Kr. Subba, Range Officer (Env. & Soil Conservation) Sombaria with active participation from school students of Government Senior Secondary School, Sombaria from Hospital phatak to Church gaon at Sombaria.

On 29th June 2016, a cleanliness drive was conducted at taxi stand and compound near Gyalshing Community Hall. The cleanliness drive was attended and actively participated by Shri. L. K. Neopaney (Hon’ble Councilor ,GNP). Smt. Hondola Gyaltsen (ADC, Gyalshing), Shri. B.S. Siktel (CF-cum-Nodal Officer, FCA) DFO (Territorial/ Wildlife/ Social Forestry/ Environment & Soil Conservation) field staffs and nursery staffs of West Forest Divisions, Ms. Sonam Norden Bhutia (ACF, KNP), Shri. Yanu Raj Basnet, Junior Lab Asstt. State Pollution Control Board , Municipal Executive Officer (UD & HD), Sub-Inspector (UD & HD), Supervisors (UD&HD), Members of Taxi Drivers Association, Gyalshing Bazar and local shopkeepers. The hand gloves, bleaching powder and mask were provided by SPCB and Environment & Soil Conservation, West Division. Tea and light refreshments were provided by UD&HD. GNP took responsibility of safely disposing the waste collected during the drive.

It is reported that earlier during the month of June 2016, Gyalshing Nagar Panchayat had organized massive cleanliness drive in and around Gyalshing Bazar especially focusing on jhora cleaning.

The hand gloves, bleaching powder and mask were provided by SPCB and Environment & Soil Conservation, West Division. Tea and light refreshments were provided by UD&HD. GNP took the responsibility of safely disposing the waste collected during the drive.

It is reported that earlier during the month of June 2016, Gyalshing Nagar Panchayat had organized massive cleanliness drive in and around Gyalshing Bazar especially focusing on jhora cleaning.

Activities by Sonam Choda Lepcha Memorial Government Secondary School, Lingdong, North Sikkim

On 25th June 2016, Sonam Choda Lepcha Memorial Secondary School Lingdong Upper Dzongu, North Sikkim observed ‘Ten Minutes to Earth’ as a tribute to mother Earth.

The event was graced by the presence of Range Officer (Territorial) Dzongu, Mr. Norden Z. Bhutia, BO, and other members of the forest department.

Also present were Zilla Panchayat, Panchayat President, Vice-President, Panchayat members, nursery group, Anganwadi workers, parents, guardians, local gentries, Headmaster, teachers and students.

Around more than 5,000 numbers of cardamom saplings (Seremla) procured from Hee-Gaon, West Sikkim were planted in the school premises for sustainable development. Various other saplings of flowering and non flowering plants were also planted with great enthusiasm by everyone present today who shows that nature lovers are still in abundance on this beautiful mother earth.

To beat out the heart and perspiration, the forest department was kind enough to provide fruit juice to all the planters.

All in all, the entire event was a successful one with the weather too being really favorable.

Activities done by Government Secondary School, Kabrey, South SikkimGovernment Secondary School Kabrey, South Sikkim observed Paryavaran Mahotsav during June 20 – June 24 before Summer Break with unprecedented zest and zeal.

The series of activities conducted during this week are as follows:

1. Students were asked to bring potted flowering plants (saplings) to organize plantation drive on 20.06.2016. All teachers and students participated in the activities.

2. Cleanliness drive within school campus and surrounding areas was carried out on 21.06.2016 followed by International Yoga Day.

3. Eco – competition like Painting, Essay writing and Slogan writing Competition was held on 23.06.2016 followed by rally by teachers and students for public awareness.

4. Ten Minutes to Earth Plantation drive was done on 24th June 2016 instead of 25th June as the Summer Vacation starts on 25th June 2016 to commemorate Paryavaran Mahotsav this year. Saplings provided by forest department were planted in and around School premises.

On 24th June 2016 after 10 minutes to Earth (Plantation Drive) a valedictory programe was held in the school. Mr Prakash Sharma Headmaster chaired the function and he also explained the significance of the day and Paryavaran Maotsav at large. In the programe all teachers and students were present. The contestants who stood 1st, 2nd and 3rd in the aforesaid competition were given away lucrative gift hampers (prizes) by the Headmaster of the school.

On 25 June 2016 the Rotaract Club of Gangtok Hills Youth wing Rotary Club of Gangtok South R.I Dist. 3240 in association with Vajra Local Taxi Drivers cum Owner’s Association organized a Zero Waste: Cleanliness cum Plantation Programme to spread the message of “Waste is Wealth” among the common people of Gangtok and also to tell them that it is possible to live without making much trash or no trash.

The Tsuklakhang TrustOn Plantation Drive At Taktse

On the occasion of Paryavaran Mohatsav, 2016, the Tsulakhang Trust in coordination with the Forest Environment & Wild Life Management (FE&WLM) department carried out a plantation drive at Taktse on 17th June 2016.

On this day, one reflected, that in this age of mass consumerism and consumption, the world is now facing a massive denudation as well as rampant reduction of the forest cover due to the constant population growth leading to mushrooming of urban settlements with consequent encroachment of the forest lands and this coupled with mankind’s insatiable material needs have

led to massive pressure on the limited forest resources. Likewise, rapid industrialization and various factors contributing to ever increasing carbon emission have brought about a huge upsurge in the pollution level in the environment because of which effects of adverse weather patterns, notably one being the global warming, are now being felt in different parts of this world.

Consequently, unparalleled natural disasters and strange climatic changes happening world over in the recent years are indication of the damage that we have already caused to upset the ecological balance

consequent encroachment of the forest lands and this coupled with mankind’s insatiable material needs have

that should serve us a warning to mankind for all its misdeeds. One of the major causes for such adverse natural phenomena is linked to mindless deforestations and faulty land use that in turn have caused huge landslides and soil erosion; flash floods and land inundation, drought and famines of frightening dimensions. In such a scenario, it is crucial to protect, conserve and enrich the forest mass not only to mitigate natural disasters but also to sustain and serve as the source of our oxygen reserve; facilitate natural control of carbon emission, arrest soil erosion and possibly aid rain formation as well. Without forest cover no life can exist on this earth. Forest resources, therefore, are considered as the lungs of this earth without which life sustenance is virtually impossible.

In the context of inadequate forest cover in the close vicinity, we cannot ignore our concern over Gangtok which is gradually metamorphosing into a sizeable city and for all practical purposes, will stretch from Pyongla (Penangla) right down to Ranipool in near future. The future contour of this emerging city that will be filled to the brim must be recognized critically in terms of stability of the land mass, availability of cleaner air and cleaner and sufficient source of drinking water to meet the demand of ever increasing population in times to come. The picture that one visualizes presently is not very pretty,

It may also be pertinent to mention that that all the major source of drinking water supply are located in the upper ridges of greater Gangtok (figuratively speaking) stretching from Taktse Luing Reserve forest cutting across Slab Tank ridge- Bulbuley zoological park through Ganesh Tok and Hanuman Tok ridges - what was once thought of as one of the green belt zones of the capital city. Unless the existing forest cover in the areas are salvaged and augmented by way of a massive afforestation drives, there will be an insurmountable problem in the future in terms of drinking water supply crisis as well as tremendous increase in the smoke and noise pollution arising out of ever increasing vehicular traffic in the capital and its surrounding areas.

Being seized of these scenario, The Tsuklakhang Trust (TTT), with its genuine environmental concern sought to take requisite measures to restore and maintain one of the rich forest covers falling under its jurisdiction within the Taktse reserve forest, which admittedly, also had depleted over the years, having fallen prey

to constant encroachment and illegal felling of trees by intruders and trespassers alike. The commitment of the TTT in this context is not only to salvage, rejuvenate and enhance its property value per se, but more importantly to conserve this area as sanctum sanctorum for environmental and biodiversity reserve of the state and set a bench mark for conservation of “Environmental Heritage” of this land blessed by our patron saint, Guru Padma Sambhava.

The Paryavaran Mohatsav, 2016, thus, was one such opportunity for the Tsuklakhang Trust and the FE&WLMD to collaborate in this noble initiative to enrich the Taktse forest reserve by initiating a programme to plant tree saplings and celebrate the moment. The trustees of Tsuklakhang Trust, monk students of the Sheda (Institute of higher Buddhist studies & learning) and Labta (monastic school) under the care of TTT and the Forest department officials carried out plantation of nearly 300 saplings at Taktse on 17th June 2016. Sem Hope Leezum, Chogyal’s representative to the trust and her family members also participated in the programme.

In keeping with the Buddhist religious tradition, the plantation drive commenced with a brief prayer conducted under the auspice of Tulku Tshering, the head of Taktse Sheda, for the benefit that the trees and the plants would bring to all living beings in the form of shelter, food and comfort. The saplings were provided free of cost from one of the nurseries of the FE&WLM department. The gesture of FE&WLM department, Government of Sikkim is gratefully placed on record by TTT.

The plantation drive programme was particularly a meaningful experience wherein Mr. James Targain, Assistant Conservator of forest, FE&WLM department provided following useful tips on proper method of planting saplings. Tips such as stake to the sapling to be maintained at a slant so as to keep the sapling upright as well as to deter accumulation of water at the root of the sapling; weeding out the soil meant for filling the pit after planting the sapling. The reason being that, if the weed is not removed and if it remains inside the pit covering the base of the sapling, it will produce methane gas which will not help the survival of the plant. This was contrary to the usual practice of leaving the weed to cover the base of the plant on the premise that it will rot and become organic manure.

Furthermore, he advised that every effort should also be made to deter accumulation of water at the base of the plant. These tips were shared with participants and in particular with young monks for whom planting trees itself was a learning process in deference to the Buddhist teaching. The information shared by the officer was a useful revelation to many of us.

The Trust acknowledges that this year’s joint collaboration with FE&WLM department is an initiative arising out of a shared vision of not only keeping our environment clean and green but also to enrich, conserve and protect our forest resources in best possible manner for the posterity and for our

future generations. Such a concerted effort would undoubtedly sustain our common objective to check environmental degradation and keep Gangtok and its neighbourhood not only environment friendly but also to ensure wise and rational use of our natural forest resources for self-sufficiency and the prosperity of the state..

The Tsuklakhang Trust expresses its gratitude to the FE&WLM department, Government of Sikkim, for facilitating and organizing the plantation programme at Taktse palace compound and its contiguous property and hopes to remain a partner in similar initiatives in coming years also.
