As per the provision of notification no. S.O.1533 dated L4/Ogl2OO6 and subsequentamendment S.O.3067 (E) dated I't December 2009, Ministry of Environment, Forests and Climate

Change, Government of lndia, proposed project by M/s. Meghmani Finechem Ltd. For the proposed

expansion of Thermal Power Plant - (1) Power plant-5s MW to 132 MW and (2) Steam (lncludingprocess & power) -290 TPH to 650 TPH covered under category 1(d) of "B" of above referrednotification. Public hearing was conducted on 07lO3l2O78 at 11:00 Hours at the project site of M/s.Meghmani Finechem Ltd. at Plot No. CH-1/CH-2, GtDC Dahej, Ta. Vagra, Dist. Bharuch (GU.,ARAT)

under the chairmanship of Shri C.8.Balat, Resident Additional Collector & Additional DistrictMagistrate, Bharuch.

Shri R.R.Vyas, Regional Officer, Gujarat Pollution Control Board, Bharuch welcomed allpresent to the Public Hearing. He outlined the various provisions of the notification and briefedabout the procedural details for conducting this public hearing and the advertisement published inlocal daily newspaper. He announced that as per the notification only locally affected persons will be

allowed to make their representation in the public hearing while having plausible stake may submittheir representation in writinB which would be included in proceedings, he made it clear that all therepresentations/ guestions raised during public hearing will be included in the proceedings of thehearing.

The public hearing was declared open with the due permission of the Chairman and invitedthe Project Proponent to start their presentation in Gujarati language.

Representative of M/s. Meghmani Finechem Ltd. presented information about company andthe proposed project in detail including technical information, Environmental Management System,

effects of the proposed project on environment and control measures proposed and socialresponsibility of the industry in Gujarati through power point presentation.

After completion of the presentation Shri C.B.Balat, Resident Additional Collector &Additional District Magistrate, Bharuch informed to the audience the following:

. The purpose of the ongoing public hearing.

o The representations of the nearby 21 affected villages specially related to plant andenvironment would be discussed.

. The presentation should be made by the representative after providing his name and villagename. Representatives other than those who are not from the above discussed 21 villagescan make written representation over here and the reply of the same will be given by thecompany.

. Neutral decision will be taken in the interest of the people considering the matters relatedto environment, plant and employment without discussing about any other matter on thisplatform.

. All representations will be recorded and then after the same will be forwarded to the upperlevel of State Committee.

After the presentation, with due permission of the chair, the representative of GpCB openedthe forum for representations; objections; or questions from the locally affected people.

ખાતે બીજી અરજીઓ કરલે છે અન ેતે પડતર છે.આ અરજીઓનો કોઈ જ ઉલ્લખે હાલના EIA

દરપોટટ માાં કરવામાાં આવલે નથી. માત્ર પાવરપલાન્ટ નો લોડ બતાવીન ેસાિો લોડ છુપાવવા પ્રયાસ

કરેલ છે. લોકોન ેઅન ેકમીટીઓને બેવકૂફ અન ેવિારાના લોડની ખબર ના પડ ેતે માટે હાલના EIA

દરપોટટમાાં માશહતી આપલે નથી.આ કાંપનીની તમામ અરજીઓ MOEF ની વેબ્સાઈટ પર ઉપલબ્િ

છે. આ બાબતેને ધ્યાનમાાં રાખીને તાત્કાશલક પગલાાં લેવા શવનાંતી છે. Earlier criminal case was also file by GPCB for violation of EIA Notification which is also not metioned in present EIA Report.

Regional Officer and Member Secretary for Public Hearing, Bharuch Dear Sir, Meghmani Finechem Limited, Dahej has applied for EC for Expansion of their Power Plant within their existing plant. And public hearing is being conducted for the said project. Company has also applied for expansion in caustic plant and agro products for the same plot at Delhi and Gujarat, which is in process. Current EIA report does not mention about these application. They are trying to hide actual load by showing load of only power plant. Public and Committee are kept in dark by not showing the additional load in the EIA report. All the applications are available on MoEF’s website. between people, government and industries in Gujarat as well as in India. We have been

analyzing almost all the EIA reports of the projects of Gujarat and try to lead industrial

development in sustainable manner.

We have studied the draft EIA report of the above-mentioned project, public hearing of which is going to be held on 7th March 2018 under your chairmanship. Under EIA notification 2006, as a plausible stakeholder, we are taking opportunity to send additional observation/comments/questions regarding project and draft EIA report. We have read and reviewed the EIA report prepared by Kadam Environmental Consultant and, on the basis of our analysis, we submit following suggestions: 1. The EIA report has been divided in 13 chapters, of which 8th chapter is important for

thelocally affected people, namely Project Benefits. We find this chapter very vague and needs

to be detailed. Please explain the benefits in more detail to public during the public hearing. In

8.2, it is written that near-by villagers would get benefits of drinking-water, solar energy,

student-support etc. which is appreciable. But, there are many industries in this area so it must

be taken care that there is no duplication of work done under CSR. So, we suggest that a

committee of near-by villagers and surrounding industries should be made under the

chairmanship of Collector and the said works should be done in correspondence to their needs.

2. On page number 55 of EIA report, in table number 2.22, E-waste Rules, 2011 is printed. It

is a mistake. It should be E-waste Rules, 2016.

3. Please justify the need of expansion of Power Plant’s capacity from 65 MW to 132 MW?

4. On page number 53, in 2.11.2, it is written that ETP capacity shall increase to 10%. We

suggest that it should be increased more than 10%.

We appreciation following things in the Draft EIA Report:

1) Earlier Environmental Clearance copies are attached with the report.

2) Compliance reports are also attached.

3) We appreciate that the report has included the showcausenotices by GPCB.

4) We appreciate the style of preparing this EIA. On various pages, they have put actual

photographs of the place. For example, on page 74, photographs of AAQ Sampling Stations at

different villages are included. Interestingly, on page 84, the report has included photographs

of surface water of different ponds. On page 99, they have included photographs of flora at

project site. We highly appreciate these steps.

NABET requirements, then why NABET has not issued an

ACCREDITED CERTIFICATE ?

OF QCI-NABET ACCRDITED CERTIFICATE AT EIA 1,

DESIRED PAGE 202, ( ToR 53 COMPLIANCE) IT IS JUST

MISGUIDING ONE AND ToR IS NOT COMPLIED WITH.

Has QCI-NABET taken pre approval from MoEF, that at

times, having some constraint, NABET CAN issue a letter

of accreditation, which MoEF-SLEAC has to accept it in lieu

of ACCREDITED CERTIFICATE, as even a simple letter of

accreditation replace the CERTIFICATE CRDIBILITY!!! ( at

least not acceptable to public-as MoEF-SLEAC HAS NOT

SPECIFIED IN THEIR MANDATORY ToR AS AN

ACCEPTANCE OF ANY ALTERNATE-QUICK FIX IN LIEU OF

ACCREDITED CERTIFICATE ) there is no transparency in

EIA, every thing is confusing.

As per Declaration, Period of involvement is mentioned as

from December 2015 to January 2018, BUT, date of NABL

certificate is as mentioned as 03/02/16 to 02/02/18,

pl provide explanation why supporting documents not

provided, for period DECEMBER 15 to 02/02/16,

PL PROVIDE HARD COPIES OF DESIRED DETAILS

IMMIDIATELY.

Pl provide due explanation why the of NABL scope of ALL

desired analysis,( other than ‘CHEMICAL TESTING) is not

submitted in EIA 3,

MoEF documents, as refers in EIA,2 pages 143 to 147,

refers period up to 06.12.17, pl provide explanation, why

copy of further extension OR fresh approval not submitted

from 07.12.17 to January 18, and onwards,

Pl submit hard copies of desired details.

Pl also provide hard copies of SCOPE OF ANALYSIS for all

analysis carried out under a coverage of MoEF lab

approval.

Pl refer EIA 2 pages 326 to 334, pl provide explanation as

why proponent’s retained QCI-NABET ACCREDITED

CERTIFICATE HOLDER ENVIRONMENT CONSULTANT-

though mandatorily desired- but has failed to submit hard


copies of NABL/ MoEF lab VALID approval documents of

(Supreme, SAAL, EXCELL,) not in EIA report.

Pl submit all desired documents immediately and cover in

minits, failing of which, all such analytical will be

considered as not authentic AND PROPONENT WIL HAVE

TO CARRY OUT ALL SAMPLING AGAIN,

ToR 42 GREEN BELT-Ref EIA 1 page 29, sr no. 42,

Compliance in EIA 1 page 180,

As per EIA page 1, page 321 plot area is 5,33,470,

m2/4047=132 acres=1,32,000 trees to be planted, as per

set norms of 1000 tres per acr of total plot area

Present trees , planted 24,000 species ( EIA 1page 180),

Plus, 11,000 will be planted in five years time, ( EIA1 page

182), and for additional green belt, 2500 additional trees

will be planted in five years time, ( ref EIA 1 page 184) so

total trees will be 37,500 trees , will be short by

94500 trees!!!,

EIA does not comply tree density as 1000 trees per acre of

total plot area, if proponent differs, then pl provide a

written directive from MoEF-SLEAC-GPCB, what tree

density norms are given to proponent and when was given.

Why there is no mention on, PLANTING TREES OUT SIDE

OF PREMISES, ToR IS NOT COMPLIED TO THIS EXTENT.

PERHAPS WATER REQUIREMENT FOR GREEN BELT MAY

CHANE SO WATER BALANCE ALSO WIL BE CHAMNGED, PL

UPDATE EIA REPORT ACCORDINGLY AND CONFIRM.

GPCB-SLEAC, should note , within available time span, we

have just refer two important ToR compliance, but both the

compliances are not in order, so proponent has to recheck

his EIA properly for a due compliance of all other ToR, and

UP DATE it in WELL IN order before conducing of

environment public hearing.

Ref EIA 1, page 25, pl provide explanation why details on

SLEAC ToR issue date, file no. and copy of SLEAC ToR not


submitted in EIA 1, OR EIA 2,

Pl provide all details and supporting documents, to confirm

ToR details and it’s compliance.

In view of looking at PRIMA FAECIA, so many query on

statutory & technical non conformances are attracted from

EIA prepared by QCI-NABET ACCREDITED CONSULTANT, pl

explain, how mandatory declaration as submitted by

proponent and consultant, on EIA 2 pages 149,150, can be

in order?

Pl provide hard copy of presentation, which will be shown

In environment public hearing and if any detail is different

than as submitted in executive summary, pl specify it in

hard copy, and why it is different,
