As per the provisions of Notification No 50 1533 dated 14092006 and its amendment 50 3067(E) dated 01122009 Ministry of Environment and Forests Government of India New Delhi Public Hearing is conducted for the proposal of MIs Gujarat State Petroleum Corporation Limited (For a Part of Dist Anand) for modification of existing Tarapur EPS and to enhance the production by connection of additional wells to the same EPS from Tarapur block CB-ON-2 at Survey No 497 Village Milrampura Ta Tarapur Dist Anand which is covered under Category A of above referred notification

An advertisement in English was published in the Business Standard dated 05082015 and in Gujarati language in Divya Bhaskar dated 05082015

Smt Rekha NShaikh Regional Officer GPCB and representative of Member Secretary GPCB - a panel member of the Public Hearing Committee welcomed all present to the Public Hearing She outlined the various provisions of the Notification and briefed the procedural details for conducting this public hearing including actions taken by GPCB for wide publicity of this Public Hearing and the advertisement given earlier in the local dailies She also informed the public that the Panel had no jurisdiction to decide on the status of EC but would only forward the Minutes to the MoEF

The Regional Officer GPCB then opened the Public Hearing after due permiSSion from the District Magistrate She invited the Project Proponent to give their introduction and to make the presentation of their project

Mr Ajay Patel representative of GSPC first welcomed everybody present at the Public Hearing and gave a brief introduction of the Project Then the representative of the consultant gave a power point presentation of the proposed project its Environmental Management System its impact on the environment along with proposed mitigation measures and socio-economic issues in the Gujarati language

The Regional Officer GPCB further informed the forum that one written representation had been received prior to the Public Hearing from Shri Mahesh Parmar Paryavaran Mitra Ahmedabad The representation and the reply to the same would be included in the proceedings The representation is enclosed as Annexure C-1 and the reply to the same as Annexure D-1

The Regional Officer GPCB then opened the forum to the objections of the Public after due permission from the District Magistrate Anand

He then added that the pits made six months back when the wells were dug have not yet been refilled He also said that the contractor leaves the land as it is once the work is over and the land is not levelled back to its original state He further added that GSPC should see to it that the land is restored to its original state once the work has been completed He said that there was one well of GSPC on his land which had been drilled around 15 years back He added that this well had not been filled up and the waste from inside was spilling over his farm and damaging his farm also He also said that wild animals and birds sat in this waste and spread it all over his land

Shri Sarthak Gautam of GSPC replied that any pits or holes still remaining will be filled up and the land restored to its original state

Shri Sanjay Kumar representative of GSPC replied that of the two wells on this site one was yet to be filled up and it would be filled up in one months time as soon as the few remaining operations were completed

He further added that he had complained about this wellshyOlpad-1 at Milrampura to the GSPC authorities but they did not care and did nothing about it He also said that he had been complaining on and off without any results

On hearing the reply he further asked that after fifteen years the company still wanted a month more to restore the land

The project proponent replied that the pits which were dug had a dyke area around it and the testing of the well which was done at various levels was a time consumin rocess

He stated that the road leading to the village got damaged due to the movement of heavy vehicles of GSPC He said that this was the only approach road to the village and was built for normal vehicular movement And so when the heavy machinery of GSPC plied over this road it got damaged creating problems for the farmer and other villagers

He also added that the pits dug by the GSPC are not filled up and when the villagers go to complain the staff do not understand the local language

He further added that although there were so many wells of GSPC in his village there was absolutely no benefit to the farmer They in fact suffered losses like the damaged roads He also said that this was a small village of around 2000 people and GSPC had not provided employment to the youth of the villqge He also said that GSPC made absolutely no contribution towards the socioshyeconomic development of the village He stated that the villagers had given an application six months back to GSPC for road repairs however no action had been taken so far He added that the road was a village road and had the

and since some work remained to be done they would take one more month and then depending on the results would restore the land to its original state The representative of GSPC replied that the road leading to the village was made and maintained by RampB Department and hence he said that GSPC could not make any repairs to the same He however added that they would coordinate with the department at Sachivalaya for repair work

The representative of the Company said that they needed skilled people for technical work and if any skilled person from the village approached them they would surely employ them He added that the villagers of Milrampura and surrounding villages were employed as security men

The representative from GSPC replied that if any application of skilled personnel was given he would surely be given employment at GSPC

As per the Ministry of Environment and Forests Government of India New Delhi vide its Notification No S O 1533 (E) dated 14092006 and subsequent amendment SO 3067 (E) dated 1s1 December 2009 Public Hearing is conducted on 08092015 at 11 00 Hrs near project site at Open Land near Gram Panchayat Office Village Milrampura Tal Tarapur Dist Anand for the project covered under Category A of Mis Gujarat State Petroleum Corporation Limited (For a Part of Dist Anand) for modification of existing Tarapur EPS and to enhance the production by pipeline connection of additional wells to the same EPS from Tarapur block CB-ON-2 at Survey No 497 Village Milrampura Ta Tarapur Dist Anand

Dr Dhaval Patel District Collector amp District Magistrate Anand supervised and presided over the entire public hearing proceedings

Smt Rekha NShaikh Regional Officer GPCB and representative of Member Secretary GPCB - a panel member of the Public Hearing Committee welcomed all present to the Public Hearing She outlined the various provisions of the Notification and briefed the procedural details for conducting this public hearing including actions taken by GPCB for wide publicity of this Public Hearing and the advertisement given earlier in the local dailies She also informed the public that the Panel had no jurisdiction to decide on the status of EC but would only forward the Minutes to the MoEF

The Regional Officer GPCB then opened the Public Hearing after due permiSSion from the District Magistrate She invited the Project Proponent to give their introduction and to make the presentation of their project

Mr Ajay Patel representative of GSPC first welcomed everybody present at the Public Hearing and gave a brief introduction of the Project Then the representative of the consultant gave a power point presentation of the proposed project its Environmental Management System its impact on the environment along with proposed mitigation measures and socio-economic issues in the Gujarati language

The Regional Officer GPCB further informed the forum that one written representation had been received prior to the Public Hearing from Shri Mahesh Parmar Paryavaran Mitra Ahmedabad The representation and the reply to the same would be included in the proceedings The representation is enclosed as Annexure C-1 and the reply to the same as Annexure D-1

The Regional Officer GPCB then opened the forum to the objections of the Public after due permission from the District Magistrate Anand

The District Collector and the District Magistrate Anand said that the issues raised in the consultation meeting were very pertinent He said that all the pits which were dug and then not covered in time were to be dealt with He also said that as far as the road problem was concerned the CSR activities of a company were always confined to the region it operated in and hence GSPC needed to contribute towards the socio-economic development of the area as part of their CSR activities He added that he would put in a word for the same to the MD of GSPC also As far as pollution issues were concerned he added that the issues surrounding the flaring activity needed to be examined in detail and care should be taken to avoid damage to the surrounding land during flaring He finally added that the waterways should be preserved and maintained clear to avoid water logging and stagnation of water at the farmland and near the wells
