The Norwegians finished their seismic surveys on Monday, after taking 7 200 kilometres of readings of the sea be,d This is appat'­endy the biggest survey done so far in Namibia. Klaus Endresen, general manager for Norsk Hydro, said local companies did not yet understand much about ~ oil business: "If the local economy shall benefit from what we are doing they must get into gear. It will need a long lead time. They must start their preparations now". ·

He was speaking after the start on Tuesday of a two­day seminar organised with · the Ministry of Mines and Energy and the parastatal National Petroleum Corpo­ration. This discussed how local businesses can best

supply the oil firms but many of the companies attending are based in Cape Town. Norsk Hydro Vice President 10han Mikkelsen flew in from Norway to introduce his company.

Some of the likely sup­plies will be a full-time helicopter contractor and a full-time supply ship to link Walvis Bay to a rig when drilling starts. Many nor­mal marine services will also be required such as special­ised welding.

It is particularly impor­tant supplies are delivered exactly as ordered and on time as according the Nor­wegians it costs R450 000 a day if an oil rig is shut down due to supply or staff prob­lems.

'Government not playing ball' THE Windhoek municipality has strongly denied that it is up to any "monkey business" with regard to transferring the Independ­ence Stadium to the Namibian Government.

The municipality was responding to allegations by Minister of Youth and Sport Pendukeni Ithana on NBC news on Tuesday night that it was deliberately delaying the transfer oftlie stadium. ·

During the news broadcast Ithana also apparently accused the City Council of still wanting to sell the stadium to private instances.

At a press conference yesterday City Council PRO Willie Kauaria said there was no truth in these charges, and blamed the delay on the Government. The tussle between the municipality and the Ministry of Youth and Sport dates back to January 1991.

At the time the Ministry indicated it strongly opposed plans by the municipality to seli the stadium to the private company Namibth Sports Promotions (NSP). Following discussions be­tween tq.e three parties NSP eventually agreed to give up its claim to Independence Stadium, while the municipality agreed to sell it to the state for the nominal sum of Rl-OO.

Kauaiia stressed that the decision by the City Council to sell the stadium to the Government still stood, and that there was no question of it being sold to a :private company. He however pointed out that state property could only be purchased by the Ministry of Works, Transport and Communications. At the same time the contracts for these purchases had to be signed through the Government Attorney and the Attorney-General's Office .. . Kauaria said the municipality had corresponded extensively

with all these departments in an attempt to finalise the purchase of the stadium; but without receiving any replies. He was able to show the media a list of at least 23 pieces of correspondence that the Government had failed to respond to. In fact the last letter they had received from the Government was on July 11 1991 when the Government raised objections to the sale to NSP.

Kauaria said the murucipality had held a meeting with five -government Ministries about Independence Stadium as recently 12 November 12. However, none of the ministri£s tlUII were supposed to attend the follow-up meeting had bothered to come back to the City Council.

LUSAKA: Zambia is to open an economic consulate in Taiwan ,~ start a direct air semce to Taipei, news reports said yesterday. Zambian Commerce, Trade and Industry Minister Ronald PEnza announced this when welcoming a group of South Afri­can-based Taiwanese businessmen to a trade seminar here on Tues­day, local newspapers reported. Penza said he expected an in­creaSe in trade be­tween Zambia and Taiwan as a result of his government's trade liberalisation.

Plutonium ship sailing 'off Namibian coast

Dangerous cargo stays clear of 200 mile zone JOHANNESBURG: The controversial Japanese ship carrying 1,7 tonnes of highly toxic plutonium was re­ported yesterday to be staying well out of Namibia' s 200 nautical mile econ omic exclusion zone as it sailed paral­lel to the coast.

Greenpeace International, currently tracking history 's largest shipment of piu to­mwn, yestenmysmdmeship was about 550 nautical miles west-north-west of Walvis Bay. The environmental orgamsation predicted the ship carrying the radioac­tive material will round the Cape coast on Satunmy, November 28.

"As the phitomum ship­ment enters the rough seas _ off southern Africa, we will all be starkly reminded of how foolish it is to be ship­ping such deadly cargo," said Tom Clements, of Green­peace International, in an update of the ship's loca­tion faxed to Sapa from Washington.

Greenpeace International also urged the South Afri­can authorities to join the African National Congress' call for an end to transport

of plutonium. The Japanese ship will

"South Africa faces the same situ­ation as the rest of the inter­national commumty and has no jurisdiction to forbid any vessel sailing along its coast as long as its stays outside its territorial waters." .

Pienaar said no permit had been either requested or issued by the Council for Nuclear Safety, the national nuclear regulatory body, for the Akatsuki Maru to enter South African territorial waters. The Japanese Gov­ernment had assured South Africa that it had complied with all international stan­dards and requirements for the transportation of pluto­mum.

The transportation of the Akatsuki MaI!J consignment complied with internation­ally-accepted conditions laid down by the International Atomic Energy Agency and supported by the interna­tional community, includ­ing South Africa.

The Namibian Govern­ment has made no public reaction to the shipment, although several countries along the Akatsuki Maru's route have said they do not want the shipment or any others that are due .to follow it to pass through their wa­ters.

talk today LUANDA: The Angolan gov­ernment and its Uoita foes will hold their first direct talks today since fierce battles in Luanda three weeks ago to seek ways to avert full-scale civil war, a senior UN omclal said yesterday.

Margaret Anstee, special representative of UN Secre­tary General Boutros Boutros Ghali, said the meeting was due to take place in southern Namibe provInce. "Tomor­row there will be the first meeting between the govern­ment and Unita delegations in Namibe," she told report­ers after meeting President Jose Eduardo dos Santos.

The meeting would be the first between the two sides since the battles In the capi­tal in which thousands died and several top Unita gener­als and negotiators were killed or captured.

Anstee met Unita leader Jonas Savimbi in his central highland headquarters of Huambo yesterday to try to re-open dialogue. Some dip­lomats speculated that Savlmbl might be trying to gain time to continue his military advance. But others believed he realised he could

-not win a war and should pursue dialogue instead. ''It is a step forwar d," said a Western diplomat.

DURBAN: The African National Congress is con­sidering the establishment of a government of national unity after a new constitution has been adopted to ensure the smooth democratisation of the country and to in­volve all major parties in dismantling apartheid.

MALAWI beat Zanzibar 3-1 in the last Group A match of the East, Central and Southern African Nations Challenge Cup tournament played here on Tuesday.
