Foreword

The University for Development Studies was established in 1992 as a multi-<:ampus institution with the h.eadquarters at Tamale and the Faculties spread throughout the four administrative regions in the northern sector of Ghana (Broug-Aharo, Northern, Upper Bast and Upper West Regjo~). The Campuses are located at Tamale, Nyankpal.a. Navrcagc, Klntampo and Wa.

The first batch of students wu admitted in September 1993. The University currently has a student population of 641.

The university is expected to blaze it new traU in higber education in Ghana by effectively combining academic studies with field practical training. The University is to produce men and. women who arepractical~oriented without sacrificing academic excellence.

The Institution is required to prepare individuals to establish careers in their chosen areas of specialization and. through its problem-based teaching. community­ orientation and empbasis on extc.nsion services. 10 train practitioners who would be prepared to Jive and work in the deprived rural communities.

The Unlverstty's principal objective. is to address and find solutions to the socio­ economic deprivations and environmental problems which characterize northern Ghana in particular and which are found in pockets and-in varying degrees in rural areas throughout the rest of the country.

Stmdures and Facilities of the University The University inherited the structures and facilities of the former Agricultural College at NyankpaJlI and the Institute for Fjeld Communication and Agricultural Training (IFCA T) in Navrougo.

Both sites had a few Halls of Residence. bungalows and quarters for sfaff and lecrore halls. There was a small Library at IFCAT. Most of these structures were dilapidated and some of them have been rehabi.Htated.

These facilities are inadequate and have greatly limited the growth of the University. Lack of pipe-borne wat.er has also made life on the Nyankpala Campus quit.e unbearable as both students and staff get water by tanker services.

The Vice-Chancellor's report for this occasion is a follow up to an earner one that was published for the period J993~98. Any person who wishes to know more about the activities (If the University from its inception in 1993 up to September 1998 may consult the earlier report.

4 Food and Nutrition Security Unit

TIle Food and Nutrition. Security Unit (FNSU), a training and research unit of the University, has for the past five years concentrated on short-term training courses in the areas of food and nutrition security. monitoring and evaluation as well as decentralized rural development planning. The training courses have been in collaboration with national and international organizations such as the Ministry of Health (Nutrition Unit) (MOH .. NU), National Develepment Planning Commission (NDPC). Centre for Social Policy Studies (CSPS) of the University of Ghana. Institute of &onomic Affairs (lEA), Accra. Wageningen Agricultural University (WAU) in the Netherlands and the International Food Policy Research Institute (lFPRI), Washington D.C.

The Unit has for the past one year also given technical assistance to Monitoring and Evaluation Teams of UNICEF..assisted community-based development programmes in six districts in the Northern and Upper East Regions. The Unit principally depends on donor funding for its activities. So far. the main funding sources have been UNICEF (Ghana) and DAMDA.

The FNSU has an Advisory Committee of Experts under the Chairmanship of the Vice-Chancellor while a Steering Committee under the Chairmanship of a Coordinator, Rev. Prof. Saa Dittoh is responsible for its day-to-day operations. The Unit draws its training and research staff from all Faclllti of tbe University and from relevant organizations outside the Univ i

The attached table gives a summary of the trainings so far undertaken Unit. The target group for all the trainings has been district level1'V'r(t~ and rural development workers.

Outreach Programmes! Activities

Gyawu. P. and Acquah. E.K. represented the Animal Science Department at meetings of stakeholders on Peri-urban milk development in Northern Ghana.

Development Activities in the Department During tbe 1998199 academic year, efforts were made to put some facilities in place for meat processing. When meat is processed different meat products are produced. and value is also added to the products. A consumer who may not eat a type of meat in one form may relish it in another form. This may tend to increase th base population of COllSUJDeI'S of meat and meat products and impro e the animal protein intake of the people. thus reducing problems associated with malnutrition.

Slaughtering animals and processing of meat at the Department started on June 28, 1999. With the limited facilities established, the Animal Science Depamnent is now in a better position to impart invaluable practical skills to our students. Tbis will help students who after graduation would like to be self employed and create jobs for themselves. The facilities will also be used to generate income

to support Departmental programmes, especially at this crucial time hen Go emment subvention to the Universities is fast dwindling.

tsallefactors The Smallholder Agricultural Development Project (SADEP) in Tamale has again given the Department of Animal Science a research project on Guinea Fowls in tbe Northern Savanna Zone of Ghana. In addition, SADBP bas financed the construction of a brooder-house at a cost of 028,200,000.00 (Twenty-eight million, two hundred thousand cedis) for the Department. The SADEP Programme Coordinator~ Mr Sylvester Adongo'" handed over the brooder house to the Department at the Nyaokpala campus on Wednesday, May 5, 1999. The Department is grateful to SADEP.

Field Placement The essence of the field placement is to enable students familiarize themselves with the rural community life, :identify and prioritize community problems and assist in the formulation of development programmes.

The students, therefore, live within selected communities for approximately six (6) weeb each year for three yem. They observe and participate in community Ufe, gathering information on variOU$ aspects ofme communities. This enables them to have a clear perspective to assist them in the formulation, implementation and monitoring of rural deveJopment programmes and projects based on the decentralized bottom-up approach.

For the 1999-2000 academic year, the East Gonja District Assembly gave financial support of four million cedis to the students who worked in the district.

District Forum During the forum students present their fmdings to the District Assembly, the Chiefs and local 'opinion leaders. The findings are discussed and a consensus arrived at on the development planning priorities of the district.

Development Workshop The DeveJop:tnent Workshop represents the climax of the Field Practical TrainJng programme. The students present their findings from tbe field to a panel of internal academic examiners:

s Printinc Press The old Printing Press inberited from Institute of Field Communication and Agricultural Training (lFCAt) whose premises on which the Faculty of Integrated Development Studies is currently localed was rebabilitated and has started producing documtnts for the University. There are plans to commercialize the services of the printing press.

7.1 GMT Pro&ramme The Ghana Rural Animator Training (GRA T) Prolramme is an inter­ university linkage project between Okanapn University College, Kelow.na. Canada and the University for Development Studies.

The o]:)jectives of the progranune are to: provide training that is based on the actual development needs and conditions of rural Ghanaian communities;

develop geDeral skills and knowledge in instructional design and management. facilitation strategies and the principles of adult training;

develop a sensitivity to rural Ghanaian cultures and issucs~

provide and introductory credential that may ladder into further training programmes in the University for Development Studies or other hlgher educational institutions.

The practical and intensive training progranune is intended to enhance rural development Plannina and management in Ghana. :The five (5) week ORAT training consists of six modules. comprising 10J training activities, requiring 162 hours and delivered by facilitators over a period of 29 days. Facilitators are drawn from Non-Governmental Organisations (NGOs) and UDS to maximise cross fertilization of ideas.

Details of the ORA T Programme include~

ModUle 1: AnlmatorlPartidpant Relations Equips participants with skills to develop and maintain vital animator/participanl interactions.

The fOCUi is on theoretical and practical approacbcs to effective· communication, basic counselling, group proc:esa skill., participant motivation and conflict resolution in the context of Ghanaian practices and ei:tcuDlJtanceI.

Module %: CommUDlty Development Uses Ghanaian case studies and rural conditions. partj~ipants are acquainted with participatory researdl and or .approaches to community programme development and implementation.

Module 3: Planning, Design and Evaluation Introduces and develops a unifying planning model witb emphasis on the essential elements including Participatory Rural Appraisal techniques. instructional techniques and use of instructional media.

ModUle 4: Working with Rural Adults Based on case studies of Ghanaian adults and culture specific activities. factors important to effective training of rural adults are examined. The focus is building on cultural assets, animation styles and issues of gender development.

Module 5: Popular EdueaUon and Adult Training Introduces participants to the concepts and principles of popular education and provides models specific and practical popular education techniques.

Module 6: Project Management and Facilitation Practice Trains participants in issues critical to effective project management with focus on publicity, proposal and report writing, management and facilitation skills.

Module 7: PracticlDU Creates the opportunity for participants to apply and consolidate the context of the six modules with the development and delivery at a workshop

The total GRAT intake since 1998 was 92. of whom 16 were females. Participants have come from all over Ghana, as far as Afram Plains. and also from Liberia and Sierra Leone. A sample of the background of the trainees under the ORA T programme, over the past three years indicates the diversity of development personnel and organisations being served. ORA T is bridging the gap created when District Assemblies and NOOs bring "people from the sky to work on the ground" •

Two studentS (Agandaa Thomas and Dzigbodi Adzo) spent one trimester at the Olatnagan University College during the 1998/99 academic session. Two students from Okanagan University College (Bernard Wilson and Carmen Teichgraber) also spent the first trimester of 199912000 academic session at FIDS. Navrongo.

Centre and Unil1ersity oJ Lemen The S<:h(X)1 of Medicine and Health Sciences. through the Department of Microbiologyahs established some collaboration with the Ministry of Health (MOll) Parasitic Diseases Laboratory Unit for both research and student practical! in parasitology. The unit, through the initiative of Prof. Tony Polderman and the spollSOrsbip of Leiden University. was recently upgraded into a Parasitic Diseases Centre.

The Centre, in collaboration with the University and with sponsorship from Leiden University os expected to research into known and common cases of parasitic diseases and a1so to arrest new cases of Oesophagostomum which hitherto was not known in our part of the country. The centre will not only be beneficial to the Medical School through research, but will also satisfy some aspect of the School's essential need for 8. laboratory.

The Department of Nursing and MInd Health Sciences The period under review witinessed the establishment of the Department of Nursing and Allied Health Sciences. The programmes of the department seek to upgrade the knowledge and general health delivery of Nurses in our

health institutions. The, prog~ is a collaborative initiative between the UDS and the Obnagan University College, Kclowna. Canada and is now in the p~oty ltagc and discussions with all s&akcboldcrs are in progress.

The Department of Works and Physical Development started effec:tive operation in January. 1996. It is an intqral part of the ·Ceolral Adminiltration and provides Teclmical Services for physical Plannina and deve.lopment of·the University. Nyankpa1a Campus

A 2*storey 16*unit block of lecture halls w~ staned in 1997. The ground floor of this block- is completed and is in use whilst work on the second floor has come to a standstill because there has been no budgetary provision for the continuation of work. Part of this block is being used as a temporary library.

Nyankpala campus

A 2*storey block of offices for Lecturers was staned in 1998 at the Nyankpala campus. The block is designed to contain thirty two (32) offices but part oUt would be used as lecture halls and a temporary computer laboratory.

Funding is beIng sougth from donor countries and other bodies/organisations to support the efforts of Govenunent in the provision of new structures for the University .

Navrongo Campus

A 2-storey office block has been started but it is still at the foundation level.
