9. The hallmark of the riotsource m ob iliza tion e ffort for the financing of the progr amme was the first co-financing meeting which ..... as held from 3 to 5 N ovember at: Pointe- f·.Joire. Congo. A lthough three of the four countr ies w hose proj~c ts w er e b~::fore donors were unable to attend. for the one country tha t did perticipat8. the success r ete was very high as donors expressed interest in five out of si x proj ~lcts. In t .;rn1s of monay this r E>presants CFAF 35.5 b illion out of n total cost of C::FAF 4 1.~~ b illion or over [!0 p.::r cen t . Tho mai n contributors to the IJecede financing continuod to b;; th0 \,..'orld f:lenk (espec ielly for roc:Jd proj<.icts) w ith :!:\03 a lso making an impressive contribution.

IMPLI:;i'IJENT A T!ON OF P~<OJECTS IN THE SECOND PHASE PRDGRt\i''iME

II. The approved programmE! of th8 second phase of the D ecade was updated at the fifth ryleeting of the Conference: of t ' i inistars of Transport. Communications and P lanning held a·t Harare. Z imbabwe, jn f,1arch 19~!fl . Of gr &:atest impact was the .:.pprovet of the deletion of proj~;:cts from the programme at the r equest o f the member Statt::s concerned. The irppact o"f these deletion_s is shown in Table I.

12. Thus. at yt1ar-end !GfJG. the second phase programm~::: consisted of a total of 1.017 projects costing an t!Stimated $ lfi . :j4 b illion a t 1084 pri ces. Undoubtedly, then~ have been changes in cost estim~tes as well. but t hese have not b~en reflected in the above partial update.

13. The analysis of progress th<::t f ollows is bSSdd on projects for which. information was obtained by . th~ secretariat as at the ~nc of 1Gf35 . Tablt'.l 2 shows thE:: status of implementation of the projtJcts at .th2 <;;!10 of l ~if.iLJ . 19B5 and JgEm.

14. In 1966. s total of 614 proj ;:;cts waro: monitored. up from 30 1 in 1985 and 253 in 1964. Out of the ;514 projects monitor8d in IHf.lb. 117 or 19 per cent have been completed and 251 or 43 per cent are sti II under im pkmentation. The corrt~sponding percentages in 1985 . were 12 and 45 respecti vely. i-hus there has been some improvemt:nt in the completion rat.:.

15. Resources mobilized also showt:d r.1ar ked improvement over 1985 rl~ports. A total of 54.75Ll mi llion i s r eported secured up t o the ~:nd o f l!:lb6. a :26 per cent increase from the IS65 level of $3,793 million.

;railway projects in Uganda - r::AP-45-001 and HAP-45-002 - costing $9.1 and $34.71 million. respec.t ively. were under execution. France had provided $9.0 million for the· implementation of the former while JNOIA/Frm/FRANCE/EEC have jointly provided $25.5 million for

. the execution o f the latter . The study of Lakes Tanganyika and Victoria and purchase of an additional ferry for Lake Victoria (INP-43-001) was in progress in 1966.

35. Dar-es-Salaam-Burundi-Rwanda: The st udy of t he r.Jya·n"?a Lac- Tu~~mb_ara road in Burundi. has !Jeen comp leted at a i::ost of 82.0 mi llion. provided by Libya. ROP-35-005 - construction ·of the Rwanda sect.ion of the Bugombo- Bugarama road is under execution.
