Bali News

There were 154,079 students outof 1,522,162 registered for the UN inIndonesia were stated to have notpassed the primary exam and giventhe opportunity to take the remedialexam. It means the graduation per-centage of high school/vocationalschool for academic year 2009/2010was only 89.88 percent. It decreaseddrastically compared to the previousacademic year which recorded a93.74 percent of graduation. The per-centage of ?free falling? graduationin the national exam also happenedin Bali.

Of the 25,562 students followingthe national exam for high school/Is-lamic high school, 24,860 students(97.25 percent) and 702 more students(2.75 percent) did not pass. Mean-while, for vocational school, the par-ticipants noted in the national examwere 15,034 (97.47 percent) passedand 391 students (2.53 percent) didnot pass. It was a significant reduc-tion compared to the percentage ofgraduation of the national exam in theprevious academic year where thepercentage of high school graduationreached 99.92 percent and for voca-tional school reaching 99.59 percent.

The high number of failed studentsin this year?s examination inevitablymade sad their parents, practitionersand observers of education in Indo-nesia. The majority of them blamedthe national exam assessment systemapplied by the government had notbeen proper and gave impression of?robbing? the true rights that shouldbecome the full rights of teachers. From impression of mass media, itwas discernible a number of teachersfeeling anxious because so many stu-dents having outstanding achieve-ment failed in the national exam.

Meanwhile, students considered tohave less capability even could passsmoothly because the scores of theirexam even surpassed those havingoutstanding achievement. In theirconsideration, the education processlasting for three years as if meant

PLAN of Parliament and theMinistry of National Educa-tion to formulate the nationalexam (UN) system or methodthat is really effective to pro-duce qualif ied high schoolgraduates was responded posi-tively by the Secretary Generalof Indonesian teachers? asso-ciation (PGRI) of Bali Chap-ter, Gede Wenten Aryasudha. To avoid the controversy andrejection from the world ofeducation to the national examformat enacted in the comingyears, the officials of PGRIasked the House and Depart-ment of National Education toactively involve the institutionin the preparation and determi-nation methods of the nationalexam. ?The making of everyvital policies in the educationsector including the nationalexam, government should ide-ally involve the PGRI as an or-ganization representing the as-p i ra t ions o f the t eachersthroughout Indonesia,? Gen-eral Secretary of PGRI of BaliChapte r, I Gede WentenAryasudha, told Bali Post, lastSaturday (May 1).

According to Aryasudha, the insistence in order PGRIcould be involved in the dis-cussion about the method wasvery logical. It was the teach-ers that were entitled to assessand evaluate the results ofteaching and learning processachieved by their students. Inother words, determinationwhether a student could gradu-ate from the level of the edu-cation unit would be fairer ifit was done by the teachers.?Because, it is the teacher trulyknowing the development ofachievement and quality oftheir students,? he asserted.

Aryasudha added the formatof national exam prevailed to-day had not given real descrip-tion on the quality of gradu-ates. Occasionally, some stu-dents having mediocre aca-demic ability even got excep-tional scores at the nationalexam. Conversely, studentswith prominent academic abil-ity pursuant to their teachersgot lower scores because theywere not cooperative. ?As aneducator, we are often made

WITHIN the past week, the mass media in Indonesia both print and electronic media inces-santly broadcast the news around the announcement of the results on passing of the nationalexam for high school/vocational school (SMA/SMK). Such continuous news presentation wasindeed worth observing considering the number of participants failing to achieve the minimalstandard of the national exam (UN) soared sharply.

nothing because it could be overcomeby national exam lasting for five days. All became unclear because there wasno guarantee that outstanding studentscould pass with ease. Conversely, stu-dents having not specialty suddenlybecame so special because of theirscores skyrocketed although it wasdoubted they gained the achievementsin unfair ways or cheating.

Admittedly, the organization ofnational exam had spread a fear andpotentially could trigger severe frus-tration among the students. If the fac-tual situation happened so, is the na-tional exam worth continuing?

When the question was deliveredby Bali Post to the Secretary Generalof Indonesian Teachers Association(PGRI) of Bali Chapter, I GedeWenten Aryasudha, and Chairman ofPGRI Denpasar, I NengahMadiadnyana, the two officials urgedthe government to review the imple-mentation of the UN system imposedover the years. Affirmed, the imple-mentation of the UN system has nowtransformed to be a very scary ghost, not only for the students but also forteachers and parents. ?In my opinion, the implementation of national examsystem, especially the process of de-termining the student?s graduationneglecting the central role of teacherswas very urgent to be evaluated,? af-firmed Madiadnyana and WentenAryasudha to the Bali Post, last Satur-day (May 1).

Aryasudha and Madiadnyana as-serted their party was not a priori tothe implementation of the nationalexam. Therefore, a national exam wasstill important to map the quality ofeducation throughout Indonesia. Un-fortunately, the concept of nationalexam currently adopted was drivingthe students to only study the subjectsconcentrated on the national exam ifthey wanted to finish their educationunits and could move on to higher edu-cation.

Meanwhile, as if the process oflearning other subjects was unimpor-

tant because the scores did not too af-fect the student’s graduation. “Theo-retically, the student’s graduation is notonly based on the scores of the nationalexam itself. It is also mentioned thescores of semester one to five and thestudent?s behavior as a determinantof graduation. But in practice, it mustbe admitted that the national exam iseverything,” said Aryasudha and jus-tified by Madiadnyana.

In this context, Aryasudha said, asif the brilliant achievement of studentin a number of subjects that were notinvolved in the national examachieved since the beginning to theend of the semester were meaningless. For example, they failed to completetheir education simply because thescore of Bahasa Indonesia subject didnot meet the minimum standards ofgraduation. Meanwhile, the scores ofthe national exam in English, Math-ematics and other subjects in factwere very good and so were thescores of all school exams. ?Manystudents should cry just because theyfailed in one subject only. Of course, the rating systems like this would notbe fair,? he said while criticizing.

The two officials of PGRI urgedthe government to determine thestudent?s graduation by fully handedover to the board of teachers. Actu-ally, teachers knew everything aboutthe progress of student?s achieve-ment from year to year, includinghow their behavior in school was. ?Asa matter of fact, the board of teach-ers knows much if a student is eli-gible to finish their education or not. Therefore, we hope to the rights todetermine the student?s graduationwould be entirely handed back to theschool. From the TV show, we cansee how helpless the teachers werein school when they witnessed theirstudents with outstanding achieve-ment did not pass just because theirscore dropped only in one subject,?Aryasudha and Madiadnyana saidcompactly. (ian)

Preference to be backto final evaluation inold Ebtanas model

confused to see this phenom-enon. Indeed, there is some-thing wrong with the format ofthe current national exam im-posed. On that account, westrongly support if the Houseand the Ministry of NationalEducation are really seriousabout formulating the nationalexam in a new format and cer-tainly the quality of its gradu-ates is more accountable,? hesaid.

Personally, Aryasudha whois also the Headmaster of SMPPGRI 2 Denpasar admitted tobe more convenient if govern-ment adopted the na t iona lexam in the old Ebtanas modelin determining the graduationof students from the level ofeducation unit.

To him the Ebtanas modelimposed before the nationalexam was more objective in as-sessing the student?s achieve-ment in their entirety. Because, student?s achievement in theprevious semesters, particu-larly the scores of report bookin odd and even semester at thefinal grade remained the mostimportant parameter in deter-mining the student?s gradua-tion. To determine the finalscores of students as outlinedin the certificate it used theformat of one-time score ofreport book in odd semesterand a one-time score of reportbook at the end of semesterplus two times of the score ofEbtanas and then they were di-vided by four. Above all else, the de te rmina t ion of astudent?s graduation from thelevel of educational unit whenthe Ebtanas format imple-mented would entirely becomethe rights and authority of theboard of teachers. Of course, they also considered the pro-cess and achievement of stu-dents along the three years.

?If government really wantsto examine and evaluate theformat of the final exam ap-plied at this time, we do hopethe format is returned to theold Ebtanas model. Of course,it is accompanied with variousstudies and improvements inorder to cover up the weak-nesses existing in the previousformat,? he asserted. (ian)

Expectation of vocational school(SMK) of Automotive Skills Pro-gram to increase their competencein accordance with the demands ofbusiness seems too far. Majority ofAutomotive Department of vocationschools in Bali have not been sup-ported by adequate educational fa-cilities. For practical purposes, forexample, students are still relying onthe old and outdated equipment.

Contacted last Friday (Apr 30),the Division Head of SecondaryEducation Agency of Bali Province,IGK Widiartha, did not refuse if theequipment of Automotive Depart-ment for SMK were averagely in-sufficient to cope with the demandsof business world. He said the ma-jority of the equipment provided forpractice mostly consisted of oldequipment which of course was veryoutdated. ?Inadequacy of equipmentposes a fundamental problem as wellas the weaknesses in improving thecompetence of the SMK studentsbelonging to Automotive Depart-ment. Most of the tools used in prac-tices were already obsolete and out-dated,? he said bluntly.

According to Widiartha, BaliEducation Agency continuallystrived to update the facilities-in-frastructures supporting the studentlearning activities including the vo-cational education. In the last 2009budget, he said, the Bali ProvincialGovernment had disbursed IDR 70billion for school?s infrastructureimprovement.

Meanwhile, in the 2010 budgetyear, Bali Provincial Governmentwould disburse again at IDR 40 bil-lion budget for the same purpose.?Especially for practice facilities ofAutomotive Skills Program forSMK Students, the procurement ofthe machines directly does not ex-ist. However, it may be channeledthrough social assistance funds inaccordance with the proposals of

Most of equipments in voca-tional schools outdated

the school,? he said while addingthat school could take advantage ofthe social assistance funds to com-plete the lack of facilities and equip-ment supporting the educationalpractice of students.

Compared to high schools, hesaid, graduates of vocational schoolwas judged far readier to enter theworking world because of their edu-cation curricula had been designedfor the sake of the purpose. On thecontrary, high school graduateswere projected to continue theirstudy to higher education so that thematerial life skill given to highschool students was not as intensiveas their colleagues at vocationalschools.

?Because of having no skills, highschool graduates are hard to find jobin the community so they tend toextend the line of educated unem-ployment. This condition is differ-ent from the graduates of vocationalschools where they are at least ableto work with others, forming jointefforts with fellow graduates of vo-cational school and establishing self-employment business in appropriatewith the competence/skills they ac-quired in school,? he said.

For that purpose, Widiartha ex-pected the management of voca-tional schools in Bali could competeto establish synergies with businessand industry. As soon as the SMKwas established, it was expected tocooperate with business and indus-try as a partner of the institution. ?Atthis moment, SMK is absolutely nec-essary to cooperate or establish syn-ergies with the industrial world. Ad-ditionally, the vocational studentscan have wider opportunities to en-hance their competencies through asystem of field work practices in thebusiness world becoming its part-ners. As consequence, the businessconcerned is expected to be moremotivated to provide assistance forthe equipment,? he said to give so-lutions. (kmb13)

The report suggested forming aneutral negotiation committee withhelp from international figuressuch as East Timor President JoseRamos-Horta, a Nobel peace lau-reate who recently met Abhisit inBangkok.

“Many countries are confusedand ask why there is no negotia-tion. I talked to the premier ofTimor and I listened to his advicethat we need two ways to solve theproblem,” Abhisit said in his tele-vision address.

“The first is that the governmentmust stop anyone who acts againstthe law. The second one is the gov-ernment must not ignore the needsof the people.”

The demonstrations are the lat-est chapter in years of turmoil pit-ting the ruling elite against theReds, who say the governmentcame to power illegitimately in2008.

Many of the Reds come fromThailand’s rural poor and urbanworking classes and supportformer prime minister ThaksinShinawatra, who was ousted in a2006 coup and now lives overseasto avoid a jail term for corruption.

The Reds have faced heavycriticism after about 100 support-ers raided Bangkok’sChulalongkorn hospital Thursdayevening in the mistaken belief itsheltered security forces preparinga crackdown.

The Reds have apologised pro-fusely for the action, but claim thehospital was used in an April 22grenade attack, during a standoffbetween pro- and anti-governmentsupporters, that killed one personand wounded dozens.

The government said the gre-nades were fired from inside theReds’ camp — an accusation themovement has denied.

About 70 bomb and grenade at-tacks have been carried out by un-known parties in Bangkok sincethe Reds began the street protestsin mid-March, according NewYork-based Human Rights Watch.

But tensions be-tween Pyongyang and Seoul have beensimmering since the sinking, with sus-picions growing that the North mighthave been behind the incident.

The North denies involvement.Defence Minister Kim told the KBS

show on Sunday that tiny “slivers of

aluminium” collected from where theship went down were being examinedto see if they came from weapons usedto sink the ship.

Kim has said a heavy torpedo wasamong the likeliest causes of the sink-ing. But he cautioned that the alu-minium pieces, three millimetres(0.12 inches) in size, were not yettreated as “decisive” evidence, add-ing the probe should clarify if theybelong to the vessel or something else.

Regivaldo Galvao — the last offive defendants to stand trial in thecase — was sentenced to 30 yearsin prison, said Telma Lima, aspokeswoman with the federalcourt in the jungle city of Belemwhere the trial was held.

The verdict came two weeks af-ter another rancher, VitalmiroMoura, was sentenced to 30 yearsin prison after being found guiltyof collaborating with Galvao.

Prosecutors say the pair offeredto pay a gunman $25,000 to killthe 73-year-old Stang because sheblocked their stealing a piece ofland that the government hadgranted to a group of poor farmerssupported by the nun.

The trials were seen as a litmustest for Brazil’s ability to begin toend the lawlessness that reigns inthe Amazon region — an area thesize of the United States west of theMississippi River. The governmenthas little presence in the area, andillegal activities like deforestationand illegal mining are rampant.

According to the Catholic LandPastoral, a watchdog group thattracks rural violence in Brazil,

RIO DE JANEIRO – A jury convicted a Brazilian rancher early Saturday of orchestrating themurder of U.S. nun and Amazon defender Dorothy Stang.

more than 1,500 activists, smallfarmers, judges and others havebeen killed across Brazil the past25 years — usually by gunmen paidby powerful ranchers with landclaims at stake.

“The vast majority of thesecrimes are met with absolute im-punity by the legal system,” saidAntonio Canuto, an official withthe group. “Today’s trial is a nearlysingular fact — and it is of supremeimportance to set a precedent tostop the violence.”

Canuto said Catholic Land Pas-toral delivered a report to Brazil’sJustice Ministry on Thursday show-ing that 1,546 people were mur-dered in land conflicts over the last25 years.

Of those, only 85 cases werejudged, according to the report. Atotal of 20 “masterminds” of thecrimes were found guilty, but onlyMoura and Galvao are behind bars— the rest either escaped fromprison or are free on appeals.

Canuto said 79 gunmen involvedin the killings are in prison.

In addition to Galvao andMoura, three other men were tried

in Stang’s case:_Rayfran das Neves Sales, who

confessed to shooting Stang sixtimes on a muddy Amazon road, isserving a 28-year sentence.

_Clodoaldo Carlos Batista, anaccomplice of Sales, is serving outa 17-year sentence in Brazil’s“semi-open” prison system, mean-ing he can work outside but mustsleep in jail.

_Amair Feijoli da Cunha wassentenced to 18 years in prison foracting as a middleman between theranchers and Sales. He is also inthe “semi-open” system.

Galvao had never stood trial inthe case before Friday, managingto delay prosecution by legal ma-neuvers.

Moura was first convicted in2007, then acquitted during an au-tomatic retrial in 2008. The acquit-tal was overturned on a technical-ity last year and a new trial or-dered.

Stang, a native of Dayton, Ohio, and a naturalized Brazilian citizen, worked for three decades to pre-serve the rain forest and defend theland rights of poor settlers.

Firefighters who arrivedshortly after the first call hearda popping sound, said Fire Com-missioner Sal Cassano, who de-scribed the sound as not quitean explosion.

“I think the intent was tocause a significant ball of fire,”Kelly said.

No suspects were in custody, though Kelly said a surveillancevideo showed the car drivingwest on 45th Street before itparked between Seventh andEighth avenues. Police werelooking for more video from of-fice buildings that weren’t openat the time.

“The full attention of city, state and federal law enforce-ment will be turned to bringingthe guilty party to justice in thisact of terrorism,” Gov. DavidPaterson said in a statement.Bloomberg did not describe it asterrorism.

Heavily armed police andemergency vehicles shut downthe city’s busiest streets, chokedwith taxis and people on one ofthe first summer-like days of theyear. Times Square lies aboutfour traffic-choked miles northof where terrorists bombed theWorld Trade Center in 1993,then laid waste to it on Sept. 11,2001.

The car was parked on one ofthe prime blocks for Broadwayshows, with seven theatershousing such big shows as “TheLion King” and “Billy Elliot.”

The curtain at “God of Car-nage” and “Red” opened a half-hour later than usual, but theshows were not canceled, saidspokesman Adrian Bryan-Brown.

Bloomberg left early from theWhite House correspondent’sdinner Saturday night. PresidentBarack Obama, who attendedthe annual gala, praised thequick response by the New YorkPolice Department, WhiteHouse spokesman Nick Shapirosaid.

He has also directed hishomeland securi ty andcounterterrorism adviser, JohnBrennan, to advise New Yorkofficials that the federal govern-ment is prepared to provide sup-port.

Brennan and others will keepObama up to date on the inves-tigation, Shapiro said.

The FBI Joint Terrorism TaskForce in New York respondedalong with the NYPD, saidagent Richard Kolko.

“We have no idea who didthis or why,” the mayor saidSunday, but said that the city isalways a top terrorism target. The latest threat came last fallwhen air shutt le driverNajibullah Zazi admitted to afoiled homemade bomb plotaimed at the city subway sys-tem.

“These things invariably ...come back to New York,”Bloomberg said.

The theater district in Londonwas the target of a propanebomb attack in 2007. No onewas injured when police discov-ered two Mercedes loaded withnails packed around canisters ofpropane and gasoline.

Officials said the devicefound Saturday was crudelyconstructed, but Islamic mili-tants have used propane andcompressed gas for years to en-hance the force of explosives. Those instances include the1983 suicide attack on the U.S.Marines barracks at the Beirutairport that killed 241 U.S. ser-vice members, and the 2007 at-tack on the international airportin Glasgow, Scotland.

In 2007, the U.S. military an-nounced that an al-Qaida frontgroup was using propane to rigcar bombs in Iraq.

Times Square has been a fre-quent target, if not for potentialterrorists, then for rabble-rous-ers. In December, a parked vanwithout license plates led policeto block off part of the area forabout two hours. A police robotexamined the vehicle, andclothes, racks and scarves werefound inside.

Belgian treasure-hunter LucHeymans said the haul was one ofthe biggest found in Asia and wascomparable to the most valuableshipwreck ever found anywhere, that of the Atocha, a Spanish vesselwhich sank off Florida in 1622.

“At the time there was a lot oftrade going on between Arabia andIndia and coming down to Java andSumatra,” said Heymans, who ledthe salvage effort and subsequentbattles with Indonesian officialdomto bring the treasure to light.

JAKARTA - An ancient treasure trove salvaged from a 1,000-year-old shipwreck found by Indonesian fishermen is set to go under the ham-mer in Jakarta Wednesday with a minimum price of 80 million dollars.

1125) and famous Yue Mise waresfrom the Five Dynasties (907-960),with the green colouring exclusiveto the emperor.

Around 11,000 pearls, 4,000 ru-bies, 400 dark red sapphires andmore than 2,200 garnets were alsopulled from the depths by Heymansand his team of international divers.

It took 22,000 dives to bring it allup but Heymans said the salvagework, from February 2004 to Octo-ber 2005, was the easy part. “All themajor problems began after we gotthe stuff on shore,” he said.

The police arrested two of thedivers even though Heymans’ com-pany, Cosmix Underwater ResearchLtd., and his local partner,Paradigma Putra Sejathera PT, hadpainstakingly arranged survey andexcavation licenses.

The divers spent a month behindbars before the mix-up was resolved.

There were also run-ins with theIndonesian navy, efforts by rivals tomove in on the wreck, a year of liti-gation and two years of waitingwhile Indonesia drafted new regu-lations to govern such work.

Some of Heymans’ backers whocovered him to the tune of 10 mil-lion dollars began to worry that theirinvestment would be lost at the bot-tom of the Java Strait, he said.

By coincidence, officials lastweek said another treasure hunterwho is well-known to Indonesia,

Michael Hatcher, is under investiga-tion for allegedly plundering valu-able Chinese porcelain from a newwreck.

Marine and Fisheries Ministryofficial Adji Sularso said the probecame after authorities seized 2,360items dating from the Ming Dynasty(1368-1644) which Hatcher was al-legedly trying to smuggle out of thecountry.

The porcelain was loaded in twoships that were intercepted in watersoff West Java in September, headded.

No charges have been laid butpolice said Friday that Hatcher wasa fugitive and alerted border officialto block him from attempting to fleethe country. His current whereaboutsare unknown.

Hatcher, who was reportedly bornin Britain but grew up as an orphanin Australia, is believed to have made17 million dollars from auctioninggold ingots and 160,000 pieces ofporcelain salvaged from wreckfound in the Riau islands in the mid-1980s.

Under the terms of Heymans’ ar-rangement with the Indonesian gov-ernment, which declared some of histreasure to be of national heritage, the state will take 50 percent of theproceeds of Wednesday’s auction.

The remainder will be sharedamong the salvagers.

The auction will be conducted bythe Indonesian government, bidderswill have to front up a deposit of 16million dollars to take part and theartefacts will be sold as a single lot.The deadline for registration is Mon-day.

During the last four years, noted Jarraud, several countries wereseriously affected by natural disas-ters such as earthquakes and tsuna-mis in Indonesia in July 2006 andSeptember 2009; mudslides andfloods in the Philippines, in connec-tion with typhoons Durian in De-cember 2006 and Ketsana in Sep-tember 2009. DENPASAR - Bali and several countries in the south-west Pacific region are prone to natu-ral hazzards that cause by climate change. To manage those possibilities, members of WorldMeteorological Organization (WMO) in the South-West Pacific gathered in Bali for seven days(April 30 - May 6).

‘’Among the main tasks ahead, weneed to further improvement in fore-casting and warning services throughnumerical weather prediction prod-ucts,’’ Jarraud explain further.

Many projects across the re-gion are underway, including the up-grading of satellite-based communi-cation of warnings to meteorologicalservices and natural disaster manage-ment offices in the Pacific Small Is-land Developing States (SIDS).WMO also providing special assis-tance to Cook Islands, Samoa,Solomon Islands, and Tonga in therestoration of their affected basicmeteorological infrastructures.

Milk made from instant powdered coconut will not turnrancid, although the flavor is not as good as fresh coconutmilk. (www.baliguide.com/balifood)

BUSINESS

Associated Press Writer

SHANGHAI - China’scommercial capital of Shanghaihas always been all about busi-ness. Nowhere is that more evi-dent than at its World Expo, agiant bazaar of ideas, technolo-gies and outright PR offensivesfocused on the world’s fastest-growing major market.

In a cash-strapped 21stcentury of market meltdownsand big bailouts, the Expo, which opened to the public thisweekend, is a multibillion dol-lar business opportunity that hasyielded massive contracts fordesign, equipment and engi-neering firms.

Since they started out dis-playing new industrial technolo-gies alongside new design andcultural offerings in the mid-19th century, world’s fairs havealways been something of a glo-bal marketplace in miniature.

With China’s economygrowing faster than most andpoised to soon overtake Japan’sas the second-biggest after theUnited States, the Expo’s roleas a venue for networking andmarketing is bigger than everbefore.

“It gives everyone an ex-cuse to come to China. It’s go-ing to be parties and receptionsand networking and minglingand looking around,” saidJames McGregor, a senior coun-selor for consulting firm APCOWorldwide Inc. and author ofthe book, “One Billion Custom-ers: Lessons from the FrontLines of Doing Business inChina.”

Given China’s growing sta-tus and power, even crisis-stricken Greece and Icelandwent ahead with plans to stagepavilions, wary of the costs oflost opportunities in this hugeand growing market.

“We’re getting the word outthat we stand for so much morethan just maybe the headlinesabout the financial crisis and ashclosing down the airports in Eu-rope, we have other things to of-fer,” said Hreinn Palsson,Iceland’s consul general inShanghai and its Expo commis-sioner general.

“We’re using this event andthese facilities to establish con-nections, establish a point thatcompanies can come to and workout of here in China,” he said.

While growth slowed from thefourth-quarter’s rapid 5.6 percent paceand was a touch weaker than econo-mists expected, the details of Friday’sreport from the Commerce Departmentwere fairly upbeat.

President Barack Obama, whosepopularity numbers have suffered be-cause of public discontent over theeconomy, hailed the data as a step inthe right direction, but stressed moreneeds to be done.

“Our economy is stronger, that eco-nomic heartbeat is growing stronger,”Obama said at the White House.“While today’s GDP report is an im-portant milepost on our road to recov-ery, it doesn’t mean much to an Ameri-can who has lost his or her job and can’tfind another.”

High unemployment remains a sorepoint as the economy climbs out of itsworst recession since the 1930s.

While the economy has now grownfor three straight quarters at an aver-age of 3.7 percent, widespread jobless-ness is hurting Obama’s approval rat-ings and dimming his fellow Demo-crats’ prospects for November elec-tions, in which they face a fight to keeptheir majorities in both houses of Con-gress. Consumer spending, which nor-mally accounts for about 70 percent ofU.S. economic activity, added nearly2.6 percentage points to gross domes-tic product growth last quarter — thebiggest contribution since the fourthquarter of 2006.

“The growth appears to be moreorganic in terms of the consumer be-ing the driver. We need to make sureit’s followed up with additional morebroad-based gains,” said DanielPenrod, a senior analyst at the Califor-nia Credit Union League.

But stock market investors were dis-appointed growth fell short of the 3.4percent analysts had expected. Com-bined with reports of a federal crimi-nal probe of Goldman Sachs, stocks onWall Street posted their worst weeksince January.

U.S. government debt prices rallied, tapping a safe-haven bid, while thedollar fell for a third straight day againstthe euro on hopes debt-stricken Greecewould soon receive emergency aid.

WASHINGTON - TheU.S. economy expanded at a 3.2percent annual rate in the firstquarter as consumers in-creased spending at the fastestpace in three years, the stron-gest sign yet a sustainable re-covery may be taking hold.

percent rate in the January-March pe-riod, more than double the fourthquarter’s 1.6 percent pace and the big-gest gain since the start of 2007.

“Consumers don’t seem as panickedas they were last year and they are be-ginning to unleash some of the pent-up demand,” said Ryan Sweet, a se-nior economist at Moody’sEconomy.com in West Chester, Penn-sylvania. “But that pace of (spending)growth is unsustainable. We’re goingto see a more cautious consumer overthe next few months because we stillhave a nearly double-digit unemploy-ment rate.”

The United States has emerged fromrecession more swiftly than Europe orJapan. Euro zone first-quarter GDP datadue in mid-May is expected to showannualized growth of roughly 0.8 per-cent. Japan, which has been strugglingwith deflation, does not report its datauntil later in May. Analysts said thewelcome but moderate pace of U.S.growth meant the Federal Reservecould bide its time before raising bench-mark interest rates from their currentlevels near zero, particularly with un-employment hovering near 10 percent.“This should provide additional com-fort for the majority on the (Fed’s policypanel) that will look to keep rates onhold into 2011,” said Joseph Brusuelas, chief economist at Brusuelas Analyticsin Stamford, Connecticut.

The central bank on Wednesdaynoted activity had strengthened and thatthe labor market was starting to im-prove. Still, it said it expects a modestrecovery and renewed its vow to keeprates low for an extended period.

The Commerce Department reportshowed that business inventories in-

creased $31.1 billion in the first quar-ter, adding 1.57 percentage points toGDP growth, as firms restocked to meetrising demand. It was the first inven-tory increase since the first quarter of2008.

Businesses also continued to spendon software and equipment, though abit less vigorously than in the prior quar-ter, boding well for the economic re-covery and jobs.

Last month, the economy registeredits strongest jobs growth in three yearsas private employers stepped up hiring.

“If they are spending on equipmentalready, it shows a lot of confidence forfuture hiring which supports consumerspending. If we continue to have em-ployment growth, we will have a goodyear,” said Kurt Karl, head of economicresearch at Swiss Re in New York.

But new home construction was adrag on growth in the first quarter aftertwo straight quarters of gains, with resi-dential investment contracting at a 10.9percent rate. Business spending onstructures subtracted from GDP for asixth straight quarter. A bigger tradedeficit as export growth slowed sharplyalso weighed on first-quarter GDP.

Signs of a durable economic recov-ery were bolstered by other reportsshowing manufacturing activity in theChicago area rose to a five-year highand increased for a ninth consecutivemonth in New York City.

Separately, the Thomson Reuters/University of Michigan’s Surveys ofConsumers showed sentiment fallingin April from March as consumers sawthe recovery as well underway, butslow. However, their view on how theeconomy will look 12 months fromnow improved from the prior month.

gripped Germany and the widerworld since November.

At the crux of the play is the ques-tion at the heart of the Demjanjuktrial. Is he a Nazi death camp guardwith the blood of thousands on hishands or, as he has always claimed,an innocent family man, the victimof mistaken identity?

As one character says: “How canit be possible that the nicest blokeyou could ever hope to meet is, atthe same time, a sadistic murderer?”

“The question we all want to knowis what is going on in John’s head andwhat did he actually do?” Garfinkel,36, who spent several days observ-ing the trial in Munich, told AFP.

To illustrate this dichotomy,

Garfinkel portrays one character,“John”, a man who is utterly de-voted to his wife and family and atrue baseball-loving believer in theAmerican dream after settling inCleveland, Ohio after the war.

“John” is tormented — likeGoethe’s Faust — by an evil alter-ego, “Ivan”, who tells disgustinganti-Semitic jokes, performs theHitler salute and simulates the rapeof a prisoner of war on stage whilegroaning “Sieg Heil”.

Addressing the audience at thebeginning of the play, one charactersays: “You’ve come here to have fun,so: why does Volkswagen have sofew Jewish customers? Most of themhave trouble with the German gaspedals.” This “joke” drew a sharpintake of breath from the audiencehere. No one laughed. WASHINGTON – What makes an oil spill really bad? Most of theingredients for it are now blending in the Gulf of Mexico.

ploded April 20 and sank two dayslater. Crews are using at least six re-motely operated vehicles to try toshut off an underwater valve, but sofar they’ve been unsuccessful. Mean-while, high winds and waves arepushing oily water over the boomsmeant to contain it. Besides BP, aslew of federal and state agencies arescrambling to minimize the on-slaught of damage.

Experts in oil spills have drillsevery few years to practice their re-sponse for spills of “national signifi-cance.” One of those practice runstook place just last month in Maine. The Gulf of Mexico leak is a “com-bination of all the bad things hap-pening” and makes it far worse thanany disaster imagined in the drills, said Nancy Kinner, director of theCoastal Response Research Centerat the University of New Hampshire.“This is relentless,” Kinner said.

Most Americans think of ExxonValdez when it comes to spills. Butthe potential and likelihood here “iswell beyond that,” said University ofRhode Island ocean engineering pro-fessor Malcolm Spaulding. Becausethe Deepwater Horizon well has notbeen capped and may flow formonths more, it should be comparedto a bigger more dangerous one froma well explosion in 1979, saidTunnell. That was Ixtoc 1, off thecoast of Mexico. It was the worstpeacetime oil spill on record.

The current spill “is kind of aworst case scenario,” Tunnell said.

What makes this spill relentlessand most similar to Ixtoc 1 is thatit’s an active well that keeps flow-ing. The Exxon Valdez was a tankerwith a limited supply of oil. The rig

major problem. While most of the oildrilled off Louisiana is a lightercrude, this isn’t. It’s a heavier blendbecause it comes from deep underthe ocean surface, Overton said.

Fighting more aggressivelythan usual, Mayweather over-came a near knockdown in thesecond round Saturday night todominate the rest of the way andwin a lopsided 12-round deci-sion over Shane Mosley in theirwelterweight showdown.

“I wanted to give the fanswhat they wanted to see, a toe-to-toe battle,” Mayweather said.“It wasn’t the same style for mebut I wanted to be aggressive andI knew I could do it.”

Boxing’s biggest box officedraw remained undefeated in 41fights, but not before giving hisfans and his corner a scare whena right hand to the side of hishead buckled his knees a minuteinto the second, and he had tograb Mosley to avoid goingdown. Mosley landed anotherright later in the round, but therest of the night belonged toMayweather.

If he didn’t please everyone,it was because he couldn’t knockout Mosley. But Mayweatherwon every minute of every roundafter the second and the nor-mally defensive-minded fighterkept after Mosley until the finalbell in a masterful performancethat earned him every dollar ofhis guaranteed $22.5 millionpayday.

“I think we could havepressed the attack a lot earlier, and then we could have got theknockout,” Mayweather said.

Fighting before a star-stud-ded crowd that includedMuhammad Ali, Mayweathernever came close to droppingMosley, but landed so manymore punches that the outcomewasn’t in doubt past the middlerounds. He had an answer foreverything Mosley tried to do,landing right hands to the headseemingly at will as the fightprogressed.

By the end of the night,Mayweather had put so manyrounds in the bank that the onlyquestion was whether he wouldstop Mosley or be content to wina lopsided decision. Mayweatherkept moving forward and contin-ued to press the issue in a fightthat wasn’t in doubt.

Two ringside judges scored it119-109 for Mayweather, whilethe third had it 118-110. All hadhim winning every round pastthe second.

The Associated Press hadMayweather winning 117-110.

The Cleveland forward wrapped upthe win with a three-pointer with 22seconds to play.

“If I’m on the court, I have to beproductive,” James told reporters whenasked about the elbow “No excuses.”

LAS VEGAS – FloydMayweather Jr. is usually con-tent to just win a fight. This time, though, Money Mayweatherwanted to earn his cash.

Ringside punch statistics were asone-sided as the scorecards. Theyshowed Mayweather landing 208of 477 punches to 92 of 452 forMosley.

Mayweather made Mosley lookevery bit his 38 years as he landedsharp punches to his head, domi-nating a fighter who had vowed toturn the bout into the fight of thedecade. Mosley tried his best, butcouldn’t match the speed of the 33-year-old Mayweather, who grewmore comfortable with each pass-ing round.

Mosley was a substitute forManny Pacquiao, who was all butsigned to meet Mayweather until adispute over drug testing derailedthe megafight. Instead, Pacquiaobeat Joshua Clottey on March 13in Dallas and is campaigning for aseat in congress in his native Phil-ippines.

“If Manny Pacquiao can take ablood and urine test then we havea fight,” Mayweather said. “If not,no fight.”

Pacquiao, who watched the fightin the Philippines, told Manilla ra-dio station DZBB that he wouldagree to blood testing, but only ifit is not taken within 24 days of thefight. That is basically the samestance that derailed the fight thefirst time around.

“For me, as long as the drug testis not done close to the match, I’llagree because if they’ll get bloodfrom me close to the match, it willbe a disadvantage for me becauseI’m smaller and he’s big,”Pacquiao said.

Mosley almost ruined a lot ofMayweather ’s best-laid planswhen he landed the big right handin the second that brought the fansat the MGM Grand Arena to theirfeet. They chanted “Mosley!Mosley!” as he followedMayweather around the ring, land-ing another good right hand before

the bell rang to end the round.“It’s a contact sport, and you’re

going to get hit,” Mayweathersaid. “But when you get hit, yousuck it up and keep on fighting. That’s what I did. I’m happy wefinally had a chance to fight. Thisis a fight the fans have been look-ing forward to for a long time, andthey deserve it.”

Mosley’s second-round flourishwas his last hurrah. Mayweathercame out in the third and beganlanding some shots of his own, while Mosley couldn’t find hismark.

“I caught him with my big righthand and I tried to move around butby that time he was too quick and Iwas too tight,” Mosley said. “Af-ter the right hand I thought I neededto knock him out and I needed todo it sooner than later. But Icouldn’t adjust and he did.”

Mosley said he thought the 15-month layoff since his last fighthurt him, as did a stiff neck. ButMayweather had a lot to do withhis ineffectiveness, too, fightinghis fight and refusing to allowMosley to dictate the pace.

Mosley’s corner kept imploringthe fighter to throw his jab moreand fight his way inside, butMosley was content to try to loadup to hurt Mayweather with a bigpunch that didn’t come.

“You can’t wait for one big shot, you’ve got to wake up,” Mosley’strainer told him after the seventhround. By the 10th round, NaazimRichardson was even more frantic, telling Mosley he needed a knock-out.

Mayweather, who earned $2,500in his pro debut 14 years ago, wasguaranteed $22.5 million but prob-ably will end up with much moreonce the final pay-per-view buysare added up. Mosley was guaran-teed $7 million, and also had ashare in the television revenues.

“It was a big play,” Williams said.“My intention was to shoot a floater ora layup. “I realized I was a little high soI thought I might try it. It turned outpretty good.”

He had 14 points in a productivethird quarter as Cleveland fought to getback in the game. “They came outswinging and then I think we just shiedaway and stopped doing what we weredoing,” Rondo said.

“We stopped being aggressive, notjust offensively but defensively as well.We stopped our pressure. They startedattacking us, and we fell back on ourheels.”
