A review of the student branches has been taken up by Dr. Elangovan and Mr. Mohan, which I request you all to pay attention. Students are the pillars of IEEE. It is necessary for all members to support student activities in some form or the other. While every effort is taken up by Dr. Elangovan to revive student branches which are not active, it is not his responsibility alone. It is the collective duty of all of us to support him to rejuvenate student branches. My request to all of you is to identify dormant student branches near your work place and take up supporting them in their activities. Student activities are unlimited. Sky is the limit. This may sound as a repetition but I really would like to emphasize this once again. Instead of conducting routine student activities like workshops, seminars and conferences, try some innovation say take up developing apps where in one could collect info on the weddings taking place in a locality and identifying the amount food that is going unused, which could be linked with poor homes for distribution among the needy. One could also take up volunteering activity among youngsters who may like to spend their birthdays or wedding anniversaries with the needy and downtrodden at old age homes and orphanages. Please understand that many of us are living in real luxury and it is not due to ones brains or ability. It is due to providence and for those who are believers due to grace of God. Hence it is our responsibility to give back to those who are not so well bestowed like us. Hence my suggestion is to identify some projects which are of social relevance. Many households have aged couple living alone without children abroad or far away. Some apps could be developed to support in terms of daily chores and also support in case of emergency. Simple apps developed could be made active and taught to them with simple operations so that they can use it on emergency. The app being set so that a nearby hospital attached could assist in taking them to hospital. These are only some tips. Please innovate and come up with new programs. As you are aware the IEEE Day will be celebrated in our Section during Oct 2016. While we will be coming with a programme schedule, to make it more relevant to your needs, please send us your suggestions and events to be included in the IEEE Day celebrations. Message from Chairman

Dear Members,

Season’s Greetings

Welcome to the August edition of the newsletter. A review of the student branches has

been taken up by Dr. Elangovan and Mr. Mohan, which I request you all to pay

attention. Students are the pillars of IEEE. It is necessary for all members to support

student activities in some form or the other.

While every effort is taken up by Dr. Elangovan to revive student branches which are

not active, it is not his responsibility alone. It is the collective duty of all of us to support him to rejuvenate

student branches. My request to all of you is to identify dormant student branches near your work place and

take up supporting them in their activities. Student activities are unlimited. Sky is the limit. This may sound as

a repetition but I really would like to emphasize this once again.

Instead of conducting routine student activities like workshops, seminars and conferences, try some innovation

– say take up developing apps where in one could collect info on the weddings taking place in a locality and

identifying the amount food that is going unused, which could be linked with poor homes for distribution

among the needy.

One could also take up volunteering activity among youngsters who may like to spend their birthdays or

wedding anniversaries with the needy and downtrodden at old age homes and orphanages. Please understand

that many of us are living in real luxury and it is not due to ones brains or ability. It is due to providence and

for those who are believers due to grace of God. Hence it is our responsibility to give back to those who are not

so well bestowed like us. Hence my suggestion is to identify some projects which are of social relevance.

Many households have aged couple living alone without children abroad or far away. Some apps could be

developed to support in terms of daily chores and also support in case of emergency. Simple apps developed

could be made active and taught to them with simple operations so that they can use it on emergency. The app

being set so that a nearby hospital attached could assist in taking them to hospital. These are only some tips.

Please innovate and come up with new programs.

As you are aware the IEEE Day will be celebrated in our Section during Oct 2016. While we will be coming

with a programme schedule, to make it more relevant to your needs, please send us your suggestions and

events to be included in the IEEE Day celebrations.

Wish you all the best

Till next time,

Dear Readers,

This issue is abuzz with multifarious professional activities on account of the resuming of academic session in all

colleges and universities. We have included 32 college-level reports on activities which were held at Bannari

Amman Institute of Technology, Sathyamangalam; Dr. NGP Institute of Technology, Coimbatore; Dr. Sivanthi

Aditanar College of Engineering, Tiruchendur; Erode Sengunthar Engineering College, Erode; IFET College of

Engineering, Villupuram;Jansons Institute of Technology, Coimbatore; Jeppiar Engineering College,

Chennai; Jeppiar Institute of Technology, Chennai; Kalasalingam University, Krishnakoil; Karpagam College of

Engineering, Coimbatore; Karunya University, Coimbatore; Kings College of Engineering, Pudukottai; Knowledge

Technology, Chennai; St Joseph College of Engineering, Chennai;St. Xavier’s Catholic College of Engineering,

Kanyakumari; SVS College of Engineering, Coimbatore and Thiagarajar College of Engineering, Madurai.

While this is an encouraging trend that IEEE Student Branches (SBs) are reporting their activities regularly, we note

that most of the above-mentioned institutions are 'regulars' in terms of sending reports. We reiterate the need to all

IEEE SBs to project and showcase their activities. As mentioned earlier, reporting in MAS LINK is tied to various

awards, incentives and benefits.

At this juncture, we need to spread the word among the academic community of the benefits of IEEE membership

and IEEE SB membership. Over 550 institutions are running engineering programmes in Tamil Nadu and the

number of active IEEE SBs is perhaps less than 100. This number has to change and we need to embark on a

membership drive and sign-up all colleges without IEEE SBs as also revive the dormant and inactive ones. With

many institutions finding the going tough to attract students and more than one lakh engineering seats lying vacant

in the state, IEEE SB activities, achievements and awards are yet another avenue to improve visibility and reputation

of the institution and get 'brownie' points for accreditation, ranking or affiliation.

The newsletter also carries brief reports on activities of chapters and affinity groups such as SIGHT, Control System

Society, Computational Intelligence Society, Information Society and Young Professionals.

We had compiled and presented a number of announcements which would interest the members and SBs to gain

maximum from IEEE and its offerings We are sure that members will find the references included in our regular column ”Information Resources” useful.

We look for contributions from all to make the MAS LINK a sought after publication from the Section.

The membership rates for the year 2017 have been announced. The new membership and renewals are open now.

September is the right time for enrolling as new member since by paying for 12 months one can enjoy the member

benefits for 16 months – till Dec 2017. SBCs are requested to encourage students to enrol as members and get

benefited. Professional members, pl. enrol your peers and friends and get “recruiter awards” under the Member-Get-

a-Member programme. Pl. refer https://www.ieee.org/membership_services/membership/join/mgm.html

Dr. B. Nagaraj, Head, KIC organized a DET Talk on 23rd

July,

2016. An experimental design was utilized to examine the

effects of elaborative talk during and/or after an event on

student’s event memory reports. Twenty Members were

assigned randomly to one of four conditions that varied

according to a researcher’s use of high or low elaborative

during- and/or post-event talk about a camping event. To be

able to structure such behaviour, different kinds of techniques

have been proposed, such as patterns, reflection and open

implementations, generative programming, model-driven

engineering and aspect-oriented programming (AOP). This talk will elaborate on these approaches and identify their

problems. The talk will further focus on the desired first-class abstractions of the languages and argue that the

concept of "Design", "Elaborate" and "Talks" should outline the boundaries of computational units of languages.

Finally, these three concepts will be illustrated by a set of examples.

Computing gives us tools to preserve disappearing languages: In 100 years, many of the world’s 7,000 languages

could be extinct. Hundreds of years of oral storytelling will disappear in the space of a couple of generations. The

knowledge and beauty locked up in these languages is irreplaceable. It goes beyond useful dot points about seasons

and cultivation and local medicines to untranslatable words and to an entire cosmology. Every language is a multi-

generational creative act. But the sounds, words and stories of all these languages are being captured online, for

example on community websites and on YouTube. Cyberlinguists of the future will have to devise algorithms to

decipher the recordings that were made before this mass extinction event. My collaborators and I want to determine

what language data must be uploaded to ensure that the world’s unwritten linguistic heritage is preserved and made

intelligible to all future generations. https://goo.gl/GKeOqJ

Apple is taking its first steps towards a more comprehensive post-PC world: Hands up if you’ve heard of Swift

Playgrounds? No, it’s not some new start-up providing quick playdates for bedraggled parents, although that might

be interesting. Swift Playgrounds is the new programming tool, introduced by Apple in June at its annual Worldwide

Developer Conference, based on the Swift programming language the company introduced a few years ago. What

makes Swift Playgrounds interesting is that it provides a first-party computer programming platform that can be run

entirely on an iPad, no computer required. While Apple has been slowly adding features to the iPad over the past few

years, this represents a pretty significant step change for Apple. https://goo.gl/klv28N

Study of top business innovators shows more is needed than being tech savvy: A lot of stress is placed on the

importance of science and technology skills for innovation in Australian enterprise and education. Innovation

actually demands a cross-range of technical and non-technical skills, even more so in an age where the value of tech

skills are diminished by the sheer number of people who posses them, a new report has found. The Skills and

Capabilities for Australian Enterprise Innovation report from the Australian Council of Learned Academies

(ACOLA), focused on human dimensions of innovation across every major sector of Australian economy and

society. The study interviewed 19 senior executives in organisations that were identified either by being recipients of

recent innovation awards or by their peers as leading innovators in particular sectors. The report emphasises that

innovation can play a greater role in tackling shared challenges of the Australian economy in the post-commodities

boom. https://goo.gl/hYT3MF

What makes Chinese maths lessons so good?: Chinese students begin learning their maths facts at a very early

age: maths textbooks begin with multiplication in the first semester of second grade, when children are seven years

old. In order to understand multiplication, pupils have to memorise the multiplication rhyme: “four times eight is 32,

five times eight is 40” and so on, which was invented by ancient Chinese scholars 2,200 years ago.Stemming from

this tradition, most classrooms have few concrete teaching materials for maths lessons. The cultural traditions of

Chinese maths education lead people to believe that routine practice is the most efficient way to learn. https://goo.gl/OAZAAT

Do students lose depth in digital reading?: Do students learn as much when they read digitally as they do in print?

For both parents and teachers, knowing whether computer-based media are improving or compromising education is

a question of concern. With the surge in popularity of e-books, online learning and open educational resources,

investigators have been trying to determine whether students do as well when reading an assigned text on a digital

screen as on paper. The answer to the question, however, needs far more than a yes-no response. https://goo.gl/1G1M2r

Far from bust: five ways MOOCs are helping people get on in life: Massive Open Online Courses (MOOCs) –

free, short courses made available to everybody online – were expected to herald the end of higher education as we

knew it when they began. But the hype soon died away and critics bemoaned the fact that learners quickly lost

enthusiasm and dropped out in large numbers. After promising free education to those who couldn’t afford soaring

tuition fees, most people signing up to do free online courses were also already highly educated – 80% already held

a degree according to one study. And there were concerns that employers would not trust certificates from MOOCs

on CVs. https://goo.gl/Fl9rZv

An innovative form of cheating emerges in MOOCs: What if Massive Open Online Courses (MOOCs) aren’t

actually courses at all? Our research teams at Harvard and MIT have shown over and over again that MOOC

students look and act nothing like conventional students of either residential universities or online programs. With a

broader age distribution, a more diverse and international student body, wide variation in commitment, and a

surprising number of teachers, the MOOC “classroom” looks like no physical classroom on earth. Now, I and my

colleagues, Curtis Northcutt and Ike Chuang of MIT, have discovered a different novel behavior on the MOOC

frontier: a new form of cheating, that only MOOCs can enable. https://goo.gl/FY99OX

Is social media messing with children’s morals?: We have all heard complaints that young people are spending

too much time online and not enough time in the “real world” – with studies showing that nearly three quarters of 12

to 15-year-olds in the UK have a social media profile and spend an average of 19 hours a week online. More

worrying, perhaps, than the amount of time spent online, are the findings that suggest social media use can actually

influence users' personality and character. Recent research, for example, shown that there is a link between social

media use and narcissism, and that the use of social networking websites may have an adverse effect on social

decision making and reduce levels of empathy. https://goo.gl/rkcj5N

IEEE Email Security Alert: Beware of Phishing Attempts Targeting IEEE Leadership Positions

Recently, IEEE has become aware of email scams or phishing attempts where IEEE volunteers are requested to send

money or to provide access to sensitive information which the attackers may then use to conduct fraudulent or

malicious activities.

Attackers may send you email that looks like it is coming from legitimate sources, using actual names and email

addresses of high-level IEEE leaders like Society Presidents, Section Chairs, and Conference Organizers. For

example, the attacker may pose as an IEEE volunteer and ask you to transfer money or to reply with bank account

information. In these situations, the email address used by the attacker may even look like it is coming from a

legitimate @ieee.org address or an address you may be familiar with.

To protect yourself against these types of attacks the IEEE IT Security and Legal and Compliance Departments

would like to offer the following tips and best practices:

Do not click on links or attachments received from unknown senders. Keep in mind that you could compromise

your computer system and any personal or business information stored in it.

Be familiar with and follow IEEE payment processes. If someone asks you to do something inconsistent with

these processes, do not do it.

Be careful of emails asking you to act immediately, especially if something sounds too good to be true. Think

before taking any action.

When verifying the sender, do not use the information in the suspicious email.

Trust your instincts. If a request appears to be coming from someone you know, but just doesn’t feel right,

contact that person using a different method (e.g. if the unusual request comes through email, call them on the

phone). Use the IEEE Online Roster for contact information. http://www.ieee.org/roster.

Be careful how much information you share on social media sites and do not share personally identifiable

information or passwords through non-secure communication platforms.

If you receive an email, call or text requesting that you take an action, even if it is consistent with the responsibilities

of your current IEEE leadership role, but you are unsure if it is legitimate, please notify your supporting IEEE

business unit and make them aware of the situation.

For additional information about targeted email scams: please refer to the following Spectrum article: Fighting

Today’s Targeted Email Scams.

If you have questions about this mailing or need assistance, please visit our https://supportcenter.ieee.org to view

the FAQs on Phishing Attempts ~ or ~ reach out to the Contact Center where a service professional can assist you.

2016 IEEE Annual Elections

The Elections process for the year 2016 is on and last date to vote is 3rd

Oct 2016. This time, along with the elections

for various positions in IEEE, a new item relating to constitutional amendments is included for voting by members.

This particular item appears to have opinions among a large cross section of IEEE members and society chapter

members. Members are getting emails from various IEEE OUs. As a specimen, we have included one such email

received from IEEE Communications Society to its member. We request our members to have a closer look at the

points and act judicially and vote without fail.

Mail from President-Elect, IEEE Communications Society to the members of IEEE COMSOC

Dear IEEE ComSoc Members,

First of all, I would like to take this opportunity to express my sincere gratitude for your trust in electing me as your

future President. I can assure you that as your next President, I will do my very best to serve you while bringing the

most value to members.

Second and as you are likely aware by now, voting in the annual IEEE election has begun. Members are asked to

vote on a constitutional amendment that would fundamentally change IEEE. The matter has become quite

contentious within the IEEE leadership.

The overwhelming majority of IEEE's technical societies, 26 of them, including the Communications Society, plus

many sections, have expressed opposition to the constitutional amendment at the level of their leadership. Six past

IEEE presidents, among other leaders (see the signatories below) have also expressed their opposition.

During its 26 May 2016 meeting, the Communications Society's Board of Governors (BoG) carefully reviewed and

considered the proposed IEEE Constitutional Amendment change. As a result, the BoG unanimously passed this

motion:

"The BoG of the IEEE Communications Society opposes the proposed constitutional amendment and modified

board structure."

The reasons behind the position include the following:

1. The problem statement that the proposed amendment is attempting to solve is not well-defined and the

proposed solution adds complexity;

2. The existing IEEE Constitution offers alternative, less complex ways of accomplishing the intended

improvements;

3. The risk associated with a major constitutional change is not clearly outweighed by its possible benefits;

4. There are serious risks that the Bylaws changes induced by the Constitutional Amendments will reduce

the visibility and control of IEEE societies and geographical regions on key strategic decisions made by

the IEEE Board of Directors for the future of the IEEE.

5. There is a risk that the proposed changes, like the Constitutional Amendment, will shift too much power

from IEEE members to IEEE Corporate Staff.

Additional reasons for opposing the constitutional amendment and the proposed restructuring may be found at the

"Loyal Opposition's" website and at the Washington, DC Section's website. It is important that you are informed

about the possible consequences if this Amendment were to pass. The possible benefits of the amendment are

discussed at the amendment website.

We urge each one of you to read about the proposed changes, make up your own mind about them, and dutifully

exercise your right to vote to influence IEEE's future.

You can access the ballot here.

Best Regards,

Dr. Khaled B. Letaief

President-Elect, IEEE Communications Society
