Executive Summery Upgradation of Khulna 150 MW Peaking Power Plant to 225 MW Combined Cycle Power Plant Project is identified by the Government of Bangladesh (GoB) to proper utilization of Energy. The executing Agency of the project is the North-West Power Generation Co. Ltd. and the Implementing Agency is the Ministry of Power, Energy and Mineral Resources (MoPEMR). Financial assistance is given by the Asian Development Bank (ADB) under the Tranch 1 of Power System Expansion and Efficiency Improvement Investment Program. At present, one 150MW Dual Fuel Peaking Power Plant has been established beside Khulna Power Station (KPS) complex by NWPGCL. Now, NWPGCL intends to add one 75MW Steam Plant using exhaust gas from 150MW dual fuel power plant to convert this open cycle power plant into combined cycle power plant to be used as base load power station with the financial assistance from Asian Development Bank (ADB). In order to convert this peaking power plant into combined cycle power plant, it has been proposed to add Heat Recovery Steam Generator, Steam Turbine, 75MW Generator, Power transformer, cooling system, 45 m long Stack etc. with the peaking power plant to be located in the existing rental power plant area.
The Environmental Management Plan (EMP) and Environmental Monitoring Plan (EMoP) are the main practical tools employed during the construction phase to provide the environmental protection measures. The purpose of the environmental management plan is to set out clearly the required mitigation measures and allocate responsibility for each, and to provide additional information to assist in planning and implementing the various activities. The impacts and mitigation for this project fall into two distinct categories, based on the phase in which the mitigation will be provided and the parties who will take necessary action. For this reason the EMP as well as EMoP for this project is divided into two parts. These are as follows: a) Construction Phase EMP b) Operation Phase EMP This report mainly addressed relevant environmental issues and their mitigation measures for the construction stage of the Project as mentioned in the following item. Summary of the Environmental compliance during the period of April, 2015 to September, 2015.

1.0 Introduction 1.1 Brief Project Description
Power System Expansion and Efficiency Improvement Investment Program is intended to finance a series of investments via Multi-tranche Financing Facility (MFF) of Asian Development Bank (ADB). Tranche 1 consists of several development projects in Generation, Transmission and Distribution sectors, including Upgradation of Khulna 150 MW Peaking Power Plant to 225MW Combined Cycle Power Plant Project.
Upgradation of Khulna 150 MW Peaking Power Plant to 225 MW Combined Cycle Power Plant Project is identified by the Government of Bangladesh (GoB) to proper utilization of Energy and reduce the exhaust temperature to release the atmosphere. The executing Agency of the project is the North-West Power Generation Co. Ltd. and the Implementing Agency is the Ministry of Power, Energy and Mineral Resources (MoPEMR).
Upgradation of Khulna 150 MW Peaking Power Plant to 225MW Combined Cycle Power Plant has been established in the same Khulna 150 MW Peaking Power Plant area and Agreeko 40MW Rental Power Plant area by adding 75MW steam plant with the Khulna150MW Peaking Power Plant. The Khulna 150MW Peaking Power Plant is already constructed within the existing Goalpara (Khulna Power Station) complex of BPDB, about 5 KM West of Khulna city. In Goalpara, there are already several power plants e.g. 110 MW Steam, 60 MW Steam, a 110 MW Independent Power Plant (IPP), KPCL and 40MW Rental Power Plant. The major components of the plant consisted of a Simple Cycle Gas Turbine with Generator, Control Room, 132/11kV Power Transformer, 132 KV Switch yard, Liquid Fuel System, Natural Gas Fuel System, Lubricating System, Cooling System, Water Treatment Plant, Effluent Treatment Plant and other associated accessories. The Gas Turbine is initially operate with High Speed Diesel and then with natural gas if natural gas will be available. In order to convert this peaking power plant into combined cycle power plant, it has been proposed to add Heat Recovery Steam Generator, Steam Turbine, 75MW Generator, Power transformer, cooling system, 45 m long stack etc. with the peaking power plant to be located in the existing rental power plant area.
1.2 Project Progress Status and Implementation Schedule
A. Progress Status
The updated status of Upgradation of Khulna 150 MW PPP to 225 MW CCPP Project from May 2015 to October 2015 is given below in Table:

4.0 Compliance to Environmental Management Plan
The Environmental impacts and mitigation for this project fall into two categories, based on the phase in which the mitigation will be provided and the parties who will take the necessary action. These are as follows:

Since at present this project is in construction stage, special issues of EMP and relevant environmental issues and their mitigation measures for construction stage of the project are being carried out and addressed in this report.

5.0 Safeguards Monitoring Results and Unanticipated Impacts
Environmental Monitoring Schedule The Individual environmental monitoring measures are identified in the EIA and in the EMP of EIA report and relate primarily to those activities in which there are measurable environmental emissions (air quality, water quality and noise, etc). These activities are drawn together in the Environmental Monitoring Plan (EMoP), which describes in detail the purpose of each monitoring activity and the methodology to be employed (including the approach, parameters to be measured, survey locations, frequency and other information).

6.0 Conclusion and Recommendations
At present the project is in construction stage. In this stage contractor is mainly responsible for the mitigation measures and action in the operational phase is mainly allocated to NWPGCL but some action is required of both parties, and the design consultant, in all phases. Construction contractors will require contractors to provide all mitigation and conduct all monitoring work assigned to them in the EMP and EMoP. The EMoP provides the mechanism to ensure that the actions mitigate impacts and protect the environment as intended. In each case (air, water and noise quality) the approach to the monitoring is described, including the method, parameters, location and frequency. Emissions monitoring is mainly the responsibility of the contractor, to raise awareness of the impacts of construction activities and the mitigation needed. Implementing the EMP for the project stage has got delayed by few months.

small industries and 2nd Largest sea port MONGLA are situated within Khulna City
Corporation area and within Khulna district and division. So importance of Khulna is
very much to Nation of Bangladesh. There are two important universities such as,
Khulna Engineering University and Khulna University play a vital role from
Educational point of view. So from Educational and Commercial point of view
importance of Khulna is very much vital.
As per power system master plan (PSMP), country’s maximum electricity demand is
7518MW in the year 2012, 8349MW in 2013, 9268MW in 2014 and 10283MW in
2015. So there is a shortage of power because of shortage of supply in comparison to
demand. To coverup the increasing demand in Bangladesh in the peak hour, a peaking
power plant of 150MW capacity is being constructed beside Khulna Power Station at
Goalpara Khulna. But there is also need a base load power plant to cover up base load
demand. So this peaking power plant can be used as base load power plant by
converting it into combined cycle power plant by adding Heat Recovery System
Generator (HRSG) to utilize heat of exhaust gas of this plant.
150MW Dual Fuel peaking power plant is being established beside Khulna Power
Station (KPS) complete by NWPGCL. Now NWPGCL intends to add one 75MW
steam plant using exhaust gas from 150MW Dual Fuel power plant convert this open
cycle power plant into combined cycle power plant to be used as based load power
station with the financial assistance from Asian Development Bank (ADB).

FINDINGS:
Through adopting the Government of Bangladesh and the Asian Development Bank
Environmental policies, we were not able to identify any significant negative
Environmental impact.
However, It is concluded from the environmental assessment that:
a) The CCPP project is not result in any unwanted loss of national resources and any
adverse impact on forest reserve.
b) The CCPP project is not causing any additional hazards to endanger species, flora
and fauna.
Recommendations:
The CCPP project is cause insignificant adverse Environmental impacts. This impact
generally is cause by the construction works and is mitigate through implementing the
EMP of the EIA of the project. Implementation of the prescribed mitigation measures
such as Air Pollution, Water Pollution and Noise Pollution is minimizing the predicted
adverse impacts. Moreover, the impacts are monitored continuously by implementing
and upgrading the EMP. It could be mentioned that the continuous monitoring is
needed during construction phase to get 100% benefit of the project.
