private hockey school (Banff Hockey Academy). The hockey school paid the Town for

private use of that space, and exclusive use in some areas. Recently, the hockey school left Banff and the space is not empty. (Note: The Hockey Academy’s space did not include the ice rinks). Which of the following statements do you agree with most: (select one)?

hockey but I suck • It is currently not open...so I guess the best thing is that we can use it for vaccines. Why

Sally Borden building is always extremely busy, hard to access unless buses are running (even when buses are running, the times are very limiting for a lot of people) and the Rimrock is so far that it is time consuming for buses as well. As a resident who has given up the family car, to be more environmentally conscious, this would be excellent for residents like us.

• The utter lack of welcome ice users experience regularly from administration and arena management. The feeling that as an ice user paying for my ice time I should be groveling to the staff to get the bare minimum. I don't like that the policies surrounding Fenlands since it moved under FCSS have been almost anti-organized sports. I wish the Fenlands would hire someone that actually KNOWS ice sports, LOVES ice sports, LOVES kids, and SUPPORTS minor sport athletes. Run like a business, this arena could be THE arena to run so many ice sport events! There are so many possibilities but unfortunately with current management, the answer always seems to be no?

• Scheduling • Limited space for fitness other than the arena. No large gym with a good floor. Lounge area

is odd. No gym, climbing or pool - it could be an attraction such as revelstoje pool or elevation place. Visitors need an indoor area especially since it rains or snows 8 months a year in banff

5:30pm instead of local banff kids? they pay more money?" • Its not run very good. We lost our adult hockey league and it seems as though the town

wants to destroy hockey for our community. It is great for the childeren as well it is good for adults to go out and play. Its good for the the mind and body.

• Tax payer costs that focuses on hockey and curling in the winter. • The customer service. The attitude and culture of the staff at the facility is a major problem.

Users of all ages are made to feel like they are a nuisance and not welcomed. Some of the staff try to be friendly and offer good service, but it is obvious there is a trickle down effect that hampers the staffs ability to deliver the service community members should expect at a recreation centre. It appears that no one who works or manages this arena has passion, fondness or even basic knowledge of ice sports. Or children. My children and their teammates are afraid of the facility manager and some of the staff members and in general are not comfortable in their own home arena.

I don’t like that we have this amazing facility right here in our back yard, yet I find myself driving to Canmore and Calgary on a daily basis for ice.

• The idea that it has to be changed to become sustainable in the future. Ice sports in Canada and AB are not going anywhere. They are huge revenue drivers in all seasons when applied properly. Especially in the desired location like Banff.

Recreation Centre • Since the demise of The hockey program there has been no effort to reach out to other

hockey schools to replace it. There has been considerable expense to retrofit the rink and to not at least try and see if some other user group would like to replace it doesn’t make sense. There are many groups out that if an offer was presented to them would like the offer.

• The hockey regulations pre-game (ie. not having access to dressing rooms less than 60 minutes prior), the inaccessible lounge that overlooks the original ice-surface, the lack of use of the meadow that is overlooked by the bistro inside.

- add a road under/overpass to the railway crossing (They did this for the Glover Rd./Mufford Cres. intersection in Langley, BC in the early 2010s. Would be a big big project and probably hard to get Parks' approval of this kind of development along the creek, not to mention CP.)

- construct a roundabout on Mt. Norquay Road at The Fenlands (Doesn't solve the compounding issues of trains and heavy traffic but roundabouts are far smoother and significantly less anxiety-inducing than waiting to turn left at a stop sign on a jammed up single-lane road.)

- eliminate the Banff sign already (There is no need to complicate this already congested road with a tourist attraction. Eliminate the attraction and put up a permanent one in the pedestrian zone on Bear St. It'll be like the Eiffel Tower.)

- construct a pedestrian overpass on the NE side of Mt. Norquay Rd. (There should already be pedestrian overpasses there and from the Marmot/Eagle Cres. illegal track crossing - both already have the supporting trail systems necessary to be useful.)"

• The idea of having all these activities at the Fenlands is great, but at what cost? None of it interests me if it is in lieu of having ice all year. Summer included. As well, it seems we already have a number of the suggested options. Sally Border, the new BES gym, BCHS... the Fenlands is an arena and was built for ice users. It is an amazing facility that is not run properly. It seems currently we are looking for the wrong solutions, to add amenities instead of figuring out how to properly utilize the ones we have. The only thing missing from the Fenlands is management who cares about and wants to run a ice house for ice users.

• 1) Ice availability in May, June, July, Aug, Sept; 2) Facilities for accommodating camps i.e residential dorms; 3) Library/web browsing facility.

• Table tennis • A schedule of junior and professional ice user's events including hockey, figure skating and

It's also a shame that different users can't see each other easily. I loved that about the Saville centre in Edmonton. On my way to my basketball court, I would see kids gymnastics, volleyball, other basketball games, etc. It makes it feel like a community hub.

This would be awesome. Banff track sucks. Like it’s literally the worst track I’ve seen. And indoor track would be awesome!!! Can also use it year round!

It would be open 7 days a week from 6:00 am - 11:00 pm.

I think the Fenlands was put there for the reason it laid out its sheets of ice and for the purpose of hockey. I do know the interest is high within our community and the talent of coaches are right here right now. It seems the town is reluctant to deal with hockey the way Canmore does it.

Elevation Place and other recreation centres gives me a sense of community immediately and draws more than just recreation users to one common place - it pulls library patrons, people who want to study, people who want to meet over a cup of coffee and people who want to recreate and we get a chance to mingle and cross-populate if you will. I leave with a sense of community. That's my ideal recreation centre.

Ideally I would have booked that ice right here in Banff making our programs affordable and accessible to all local families. I find it bizarre that so many local skaters and hockey players are looking for summer programming elsewhere while our own facility is asking how we could use the ice pads in the summer...

• This is a community center, however, a lot of the questions on options for changes are already being satisfied by other town facilities and private entities. BES, BCHS, Banff Centre are all town funded with specific functions and meet the needs of people in the community. This is an ice surface building and I feel we do not need to spend money to refurbish it to supply what is already available. Take that money and build a proper playground for the kids in our community. Plus this building is already set up to supply huge revenue to the town and the business that benefit from curling & hockey tournaments, summer hockey schools and camps, etc. It's already in place and waiting to be used to its potential.

• I think the team at Fenlands does an amazing job balancing the community needs with available resources. My ideal rec centre has 2 ice rinks available for hockey throughout the fall/winter/spring seasons!

Canmore has artsPlace. It is funded by the tax base of Canmore. Why are we not doing the same? We have a chance to make it a Re-CREATION centre, which will lead to more community engagement and community building. Also, I wanted to add that if you create a black box theatre, you should add a "recording booth" so that musicians can also use the space for bands, song-writing, streaming, etc. So much content is now created for online platforms. Banff should be providing that for the many artistic young people who live here.

best answer those questions. I am strongly opposed to private business encroaching on the Fenlands due to lost opportunities for those people who may not have the funds to participate. I strongly believe that this building should benefit the residents of Banff and not private enterprise.

• We have a field house. It is the new gymnasium at Banff Elementary school. Its opening coincided with Covid-19 so it has not had a chance to be utilized by the community. It is a beautiful gym with attached changerooms and kitchens that was essentially purpose built for community use and fee based bookings with the additional funding town council allocated to it. We also already have additional gym space, running track, climbing wall, weight room, fitness classes and swimming facilities at the Banff Center - also funded annually by our taxes. USE THE EXISTING FACILITIES.

• I support a field house but not if it means giving up an ice pad. Ice is hard to get a hold of at the best of times. I believe a tent out in the back green field would be the perfect place for a year round filed. I can see people sitting in the concourse looking out and down onto the field. It would be amazing.

• IPermanent Field house isnt a great use of space as usually limited to a couple of turfs. - run into same difficulty as hockey ice time- better use of space and $ to build climbing, pickle ball, cardio, yoga, art, music.

year. What kind of councilors are supporting this regime. Shame on you. • What about indoor skateboard park in the winter. Alot of Bow Valley Residents pay to use

the private indoor skateboard parks facilities in Calgary during the winter. • Maybe we should use the Fenlands as an arena, for ice sports. Consider full summer use of

the ice. Get someone to manage the facility who is in the know and passionate about ice sports and customer service. We could offer an amazing facility for all season programming which would bring in revenue from summer camps, tournaments, competitions, bonspiels AND have a great place for our local athletes. The Fenlands is a beautiful arena that was literally just built in 2013. 26 million dollars went into it and because it is so poorly run it can not be used to it’s potential or as it was meant to. Why are so many our our local figure skaters, hockey players and curlers driving to Canmore and far behind to find ice when we have this incredible facility right at our doorstep??

• between the two schools and the Banff center, Banff does not need to spend money on a new field house. Too costly and will be rarely used.

facts like what the cost and trade-off for these options are. It also fails to mention the fact that all these lovely options are things we already pay for in this community. We just built an incredible skateboard park, and you are offering to have an indoor one as well- instead of ice. While our local skaters are driving to the city to find ice? We have a neglected dirt bike park but we could sacrifice an ice pad in the summer to make a pump track? We just built the BES gym and you want put a pickle ball court on the ice pad over the summer instead of

ice?? We don’t even have a lacrosse program and you mention that as a possibility in this fieldhouse. Summer ice is prime ice in many communities. Why are we not a destination arena for summer programming?? Why do our local athletes need to travel to find summer ice? Why do we want to offer up our ice pads for these usages we all ready have? If someone wants a field house- let them bring that to the table. For now let’s focus on using the Fenlands for its intended purposes and need the needs of our ice users.

• Priority should be to do what we can to make Fenlands a great ice facility (purpose for which it was built), then focus on ancillary uses that would support its primary function of being an ice facility.

• We have a beautiful ice surface building that should be used for that purpose. Skating, figure skating & hockey are not just winter sports in Canada, these are year-round sport. We are in a unique situation with the town we in, and this facility should be harnessed to not only support our community ice users but also to bring people in to create revenue and support local businesses.

The Town does not need to spend any more money to renovate a brand new facility at tax payer expense. The schools can be used as fieldhouses. Build more outdoor basketball courts. Keep the ice in during the summer so we can still play hockey and figure skate. Promote summer ice for hockey schools and tournaments. Stop spending money!

• I strongly support the consultation and redesign process. If you don't engage and dream, nothing will ever change. There are opportunities to make better use of the space at Fenlands, to adapt to changing times, especially with the departure of BHA. Fenlands has a unique opportunity to capitalize on iconic Banff, and use a business lens to welcome local and external groups to help support a sustainable revenue model. This is unique to other destinations which are not world renowned tourism destinations. Fenlands can up its game from a hospitality perspective. Anecdotally, Fenlands is not known to have a flexible, welcoming, guest service culture. Comparatively, people feel welcomed at other facilities from a business/booking perspective and a guest interaction perspective. Fenlands could raise the bar in these areas. Perhaps a redesign can be a new slate for community use, revenue opportunities and guest service.

• I think it its great that the Town of Banff is finally realizing the lack of recreation programming available for its residents

• When the rink was upgraded to two sheets of ice. There was a major community movement and involvement that supported; figure skating club, hockey teams etc. Where is the community movement, groups, and teams for the field house?

• The Fenland's facility attracts organizations, events, and teams not just based in Banff - but across the province and country. The major draw being the 2-ice surfaces. Teams host tournaments every weekend that provides further revenue to other companies (ie. hotels and restaurants) and pays for the ice surfaces costs. If 1 of those ice surfaces is taken away, whether it be summer or winter, there is an inevitable drop in revenue from teams hosting their events in Banff. Not to mention local organizations seeking ice elsewhere, Canmore to be exact.

• There already is not enough ice time... • We have 400 members in the soccer club, and gym space is hard to come by. We are trying

to run a year round soccer program • It's embarrassing a mountain mecca the caliber of banff does not have a community center.

My grown children use the skills they learned from the BCHS drama program in their universities (even in a entrepreneur boot camp!) and in landing jobs. It is so clear that this kind of program is needed in Banff, especially when we look at changing demographics and the need to respect all cultures and to share and learn from one another. Sports can sometimes do this, but the arts REALLY do this, because of content, rehearsing, sharing different cultures when discussing a drama, etc. Not everyone has athletic capability. THose people should also feel welcome at a rec centre.

It important to offer free recreational activity (not just sports but artistic) to the young people in town and keep them out of trouble. A music jam space would be great. People can not play music in apartments and staff housing as it is too disruptive and contentious. Some community breakout spaces for artistic programming, classes, would be wonderful. An indoor track and some stretching or bootcamp spaces with portable equipment would also be great.

Why would we pile a bunch of money into the brand new facility and ignore the facilities we already have?

I don’t believe that there is enough of a child and youth population to keep field sports teams running in the medium to long term. There are already challenges keeping minor hockey teams running due to limited participation above a certain age and kids who are interested in soccer or baseball tend to eventually gravitate to Canmore or further afield in summer - not because of the lack of field space but because of the very shallow pool of potential participants. The question that should be asked of each age group of local kids is “would you join a winter soccer or baseball team and can you see yourself making a multi year commitment to the team when it would mean travelling weekly for competition”. If you don’t have at least 15 yeses from each age group, you don’t have a team. If you don’t have teams, you don’t have a need for the space. Though it’s true that there may be enough young adults in the community for a few rugby or soccer teams, I don’t believe that there are enough that the space would be fully utilized. Should we have built 2 ice surfaces in support of a private school that was never really able to pay its bills and was a drain on the taxpayers both up front and on an ongoing basis? no! We probably should have built a pool. But we did. The money’s already been spent and the community has evolved around the availability of the ice. The place, pre-Covid, was busy with multiple users mostly playing hockey. Did it see a lot of use when people were at work or school other than by the BHA? No. Will it if you build a field house? No. People will still be at work or school. Leave 2 ice surfaces in for the fall and winter and preferably one for the summer(use the other one for field activities in the spring and summer when our weather can be challenging) Rent the ice out as much as possible and generate whatever revenue we can. Things will change after Covid. We haven’t had the experience of no BHA and no Covid, so it may take some time to optimize revenue generation from the site, but it will come. Banff is a very popular venue for tournaments and training camps. Not only do they help keep the facility afloat, they also are a boon to local businesses. The concern about usage in this difficult time is understandable, but a proper trial post BHA and post-Covid needs to be made to truly

understand the situation before conclusions are jumped to regarding the ongoing viability and community usage needs of our facility.

Dislikes: disruptive behaviors from some participants (ie. drinking and smoking, not following the rules, etc.) Would like more signage and patrol with enforcement. Enjoyed having ambassadors to patrol and make them feel safe. - Rude Boys Skate shop: everyone is nice, helpful, and welcoming. -The Fenlands dry floor: felt welcomed, space was theirs, ability to choose what activity they can participate in, monitored, balance between planned and open-ended activities.

• I used to just go for hockey both my kids played there. I have attended lots of meetings and more recently dance classes.

• Main lobby is always packed and no place to sit. In concourse, by Oh Bento there is a nice place to sit and the kids love to play the ping pong and stuff up there.

• Didn’t know where to go the first time in The Fenlands. Signage was not super helpful.

• Wish there was more food options and more space to sit and enjoy a coffee.

• Have not been to The Fenlands in a long time as the kids no longer play hockey and that there are not things for me to do there. Seems that there are primarily three sports there.

• Like the concourse. One of the most beautiful rooms in town. Don’t love the design. Feels closed once you enter the entry ways. Don’t know where I am allowed to go or be.

• Used the lounge for a few events. However, every time it has been very cold.

• Feel that the building is nice when it is busy. However, when not it feels a bit awkward. Doesn’t quite seem to work for what you are usually using the space for. i.e. no space to grab water when you are in the meeting rooms.

• I wish would take some walls out, so from the entrance we can see what is going on other side of door

• Parking/ location very convenient for Canmore residents, spacious and beautiful views. Don't like that it is unwelcoming when you walk in. long hallways with too many doors and there's always a terrible sewage type smell!
