Disamping itu, kegiatan ini juga dimaksudkan untuk meningkatkan peran aktif Indonesia dalam mendukung program peningkatan kapasitas sumber daya iptek negara anggota NAM S&T Centre melalui knowledge sharing scheme di bidang transfer teknologi dan komersialisasi dengan mengangkat berbagai case study diantaranya inovasi teknologi untuk mendukung upaya mitigasi dan keadaan darurat. Sehubungan dengan hal tersebut, kami mengundang Bapak/Ibu/Saudara atau perwakilan dari institusi/satuan kerja yang Bapak/Ibu/Saudara pimpin untuk hadir dan berpartisipasi sebagai peserta pada workshop dimaksud. INTRODUCTION

In recent years, there is a great emphasis on transferring inventions and technologies originating from non-profitresearch institutes such as universities and state-owned research centers to industry through technologytransfer/licensing or commercialization. The main objectives of this technology commercialization includeleveraging R&D outcomes and intellectual assets, raise the accessibility of scientific outcomes to a broad range ofconsumers, development of new services and products ready for commercialization, and last but not the least, tointensify industrial competition.

The transfer literally can originate either due to technology push (through research) or market pull (throughindustry). However, in order to create socially useful innovation, the collaborative actors - involving academia orresearcher, industry and policy makers must formulate and implement coherent and feasible technologytransfer/commercialization strategies. A critical issue addressed to strategy development is how governments,especially from emerging economies, can make effective technological promotion policies, specifically byproviding incentives, patent protection and ownership or engaging the profit-oriented private sectors.

In order to discuss the underlined issues regarding technology transfer and commercialization in developingcountries, the National Research and Innovation Agency of the Republic of Indonesia, Jakarta, Indonesia will hosta two-day International Workshop on “Technology Transfer and Commercialization” during 7-8 December 2021jointly with the Centre for Science and Technology of the Non-Aligned and Other Developing Countries (NAMS&T Centre), New Delhi, India in order to enable Scientists & Researchers, Industrialists, Technology Providers,Technology Consultants, Project-planners, Government officials, Policy makers and other stakeholders fromindustry and non-government organizations from NAM S&T Centre Member Countries and other developingcountries to share, learn, collect, analyze and study best practices on how to encourage and reinforce technologytransfer/commercialization processes in order to accomplish technological enhancement and upgradation throughpolicy development.

The Workshop will be conducted virtually from Jakarta, Indonesia.

WORKSHOP OBJECTIVES

The Workshop will bring together key stakeholders in the science, technology and innovation sectors to discussways in strengthening the ecosystem for technology research and development (R&D) as well as technologytransfer and commercialization.

The objectives of the Workshop are:

1) To collect, study and share best practices and increase participants’ knowledge of various forms andpossibilities of technology transfer and commercialization strategies.

2) To strengthen the analytical skills of participants on leveraging their essential knowledge that has animpact on policy formulation/development regarding technology transfer and commercialization.

3) To assist the participating government officials to appreciate how public research agencies may bringthe real impact of industrial innovation in private sectors through technological licensing;

4) To illuminate instances where government can form new solutions in inducing the private sectors tomake contributing role through their profit-oriented activities in addressing public concerns, in thiscase, disasters and emergencies.

The sessions on Day-1 of the Workshop will examine the common technology transfer mechanisms and itschallenges. This will provide better comprehension towards the motivation and possible barriers in adoptingtechnology transfer and commercialization strategies.

The sessions on Day-2 will specifically provide essential knowledge which will help the participating governmentofficials to gain the key element of technology commercialization to attract private companies within their owncountries to participate in the matter by creating technological innovations to address disaster and emergencies.

ABOUT THE ORGANISERS

NAM S&T CENTRE

The Centre for Science and Technology of the Non-Aligned and Other Developing Countries (NAM S&TCentre), New Delhi is an Inter-governmental Organization with a Membership of 47 countries spread over Asia,Africa, Middle East and Latin America. The Centre was set up in 1989 in New Delhi, India in pursuance of thedecisions of various NAM Summits with the objective of promoting mutually beneficial S&T cooperation amongthe NAM and other developing countries for collective self-reliance.

The Centre undertakes a variety of programmes, including the organization of International Workshops,Conferences and Training Courses, and implementation of Collaborative S&T Projects. It also offers short-termResearch Fellowships to Scientists and Technologists from developing countries in association with the Centres ofExcellence in various countries. The Centre also brings out books, monographs and other scientific publicationson different subjects that are of interest to developing countries. The Centre’s activities provide an opportunity forscientist-to-scientist contact and interactions, familiarizing participants on the latest developments and techniquesin the subject areas, identification of the requirements of training and expert assistance, locating technologies fortransfer between the Members and other developing countries, and dissemination of STI information etc. Inaddition, the Centre encourages Academic R&D-Industry interactions in the developing countries through its“NAM S&T-Industry Network”.

The National Research and Innovation Agency (BRIN)

The National Research and Innovation Agency (BRIN) of the Republic of Indonesia is a governmental institutionunder the President of the Republic of Indonesia which has mandate to conduct an integrated research,development, assessment, and application as well as invention and innovation.

The BRIN is operated with significant autonomy as stated in the three basic directions and seven Agency goals.The three directions are to (i) Consolidating of national R&D resources (including human, infrastructure andbudget resources); (ii) Creating open global standard research ecosystem which is collaborative but inclusive; and(iii) Creating the strong and excellent ecosystem to support national economic growth based on sustainabledevelopment. While the strategic goals are focused on the (a) R&D institutes consolidation (b) Transformation ofbusiness process and research management – to accelerate the critical mass of Research, Development andInnovation (c) Refocusing on research program to accelerate added value economy based on natural resourcesand diversities (d) Re-shaping Indonesia as global excellent research center and platform for conductingbiodiversity, geographic, art and cultural research (e) Facilitation and enabler for national and internationalcounterparts to jointly conduct R&D and produce innovations (f) Creation of an awesome platform for excellenthuman resources to conduct research based on entrepreneurship, and (g) Improving economic impacts fromresearch activities, to establish S&T platform as a promising investment.
