Enclosed is Wulsh Trucking Co., Ltd.'s proposal for RFP 3396 lo r Solid Waste Transport Services issued by Metro.
We are a family owned trucking company based in Troutdale Oregon. We have been in business for nearly 60 yea rs with an extensive history of hauling solid waste and other bulk materials. including the past 9 years transporting waste for Metro from the Metro South and Central Transfer Stations to the Columbia Ridge Landtill.
The equipment package we offer has the ability to transport 35 ton payloads. This payload is anainable; however the weight distribution per foot on the waste bale is critical in order to meet the Oregon axle weight and bridge laws. It will require a bale with consistent density with an extremely small margin for error. We have successfully transported 35 ton loads from the Transfer Stations during this contract period. We have also had to adjust loads which were 34 tons because the weight was not distributed properly in the bale.
This proposal is valid for one year from the closing date of RFP 3396.

Walsh Trucking has provided the cost for tipping in RFP 3396 as instructed. These services and the price quoted are being provided by the landtill operators, Walsh Trucking will not be doing the tipping.

Walsh Trucking is presenting these quotes with the understanding the Landfill/tipper operator/owner of
tipper operations will be negotiating directly with Metro for the annual CPI adjustment and payment for
such services will be made directly to the party responsible for Lhe tipper services by Metro. Walsh
Trucking is not responsible for these costs or payment of these services.
Walsh Trucking has provided the cost for shuttling the trailers from the landfill staging yard to the tipper
for both Roosevelt and Columbia Ridge Landfills which the landfill operators will be providing. Walsh
Trucking will be delivering the trailers to the respective staging yards at each landfill. This cost is
included in #3 Price per container on the Pricing Lnput Form. [tis our understanding that Republic and
Waste Management, owners of Roosevelt and Columbia Ridge respectively, will negotiate directly with
Metro regarding the annual CPI increase for these services. lt is our understanding Metro wi ll pay
Republic and Waste Management directly for these services.
Walsh Tmcking is submitting its bid on a per load basis which it was instructed to do. The price
Republic provided us for both tipping and shuttling the trailers were presented on a tonnage basis. We
extrapolated these numbers based on a 34 ton average load.
Waste Management price for Shuttling services per load is $29.13
Republic price for shuttling services per ton is $5.25 x 34 tons = $178.50 per load
Our price for transportation to each of t11ese facilities is $670.00 per load plus the cost of shuttling each
landfill has provided us.
The discount we have offered on the Pricing Input Form 3a. is based on the $670.00 per load transport
cost only for Roosevelt and Columbia Ridge. lt does not include the landfills cost for shunting. There is
no discount for Wasco County.
The gallons of fuel per container on the Pricing Input Form #4 which we have submitted are for our fuel
to the staging yard at each landfill. We are assuming Waste Management and Republic have included
fuel in their shuttling number provided to us.
We are proposing ro receive I 00% of the CPI increase in our bid. The most significant impact on our
operating costs in recent history is the tight labor market for drivers and maintenance technicians. The
CPJ increases simply have not kept pace with the wage increases these positions are demanding. Thus
we propose to discuss with Metro placing labor in its own separate category for determining price
adjustment with the possib ility of reducing our CPf percentage of increase based upon the agreement
negotiated on labor costs.
We offer an open invitation to Metro personnel to visit our Troutdale facility to meet our management
team and tour our maintenance facilities. We appreciate the opportunity to submit a proposal for this
RFP.

Transportation Planning from Metro Transfer Stations to Coffin Butte Landfill
Republic Services will be providi ng Coffin Butte as a contingency landfill for transpottation providers if Roosevelt Regional Landfill is not accessible for any reason. Coffin Butte Landfill is located at 28972 Coffin Butte Rd, Corvallis, OR 97330 and Republic wi ll provide a dedicated tipper for the rare occasion that loads must be diverted from Roosevelt to Coffin Butte. In order to assist the transpmtation firm during these emergency operations activities, Republic is committed to reposition the tractors from Roosevelt that are typically used for shuttling containers from the staging area to the landfill, in order to assist Metro's transportation hauler for transporting waste from the transfer stations to Coffm Butte. This will help ensure that there is adequate capacity to keep your transfer stations from being overwhelmed dwing major events in the Gorge.
There are numerous routes that transportation companies could use to access to our landfill near Corvallis; the maps are for reference only.
From Metro South there are three main routes and the distance is just over 70 miles from the transfer station to the landfilJ .
From the Mett·o Central there are three potential routes with the distances approaching 80 miles, with one route just over 85 miles.

Republic Services Shuttling Operations Plan
Republic Services will be providing a location at our truck shop located at 49133 Washington State Route 14, Roosevelt Washington 99351 for transportation companies to utilize if they choose. A map of the location is
provided below.
Operations for the shuttling oftrailers is as follows. Transportation companies will deliver full trailers to the shuttle area, decouple the loaded trailer, and connect to an empty, and reverse course to the
Metro region. Republic Services plans on hiring 4 to 6 new union commercial drivers, depending on volume awarded, to shuttle the trailers to the landfill that is located at 500 Roosevelt Grade Rd, Roosevelt Washington, 99351 for disposal to Metro's dedicated tipper. These tractors will utilize at a minimum bio-diesel blend and we are investigating using B 100 or another higher blend variation for this haul. This facility will be available and accessible 24 hours per day to shuttle containers to the landfill if
needed or requested.
The route from the yard to the scale house is approximately 5 miles, not including the distance from the scales to the working face which is no more than 1/2 of a mile. Tractors will exit the yard and head northeast on WA-
14 toward Roosevelt Grade Rd, heading north on Roosevelt Grade Rd. tractors will turn north onto Republic Service' s private road heading to the landftll scale house, then to the working face to tip. The tractors will use the reverse route to return to the Roosevelt truck shop/shuttle yard, which is about a 10 mile round-trip. The empty trailers will be staged awaiting for the transportation firm to deliver another loaded trailer.

Orange EV T-Series Pure ElectrJc Terminal Truck Solution Purchase Terms and Conditions
1. These terms and conditions apply to the purchase of Orange EV vehide(s) by Customer ("Customer") described in the attached lhvoica. Any changes to these terms will be agreed mutually In writing.
2. Approval of Vehfeles for Remanufacture. If a remanufacture, the vehicles to be remanufactured must be approved ln writing by Orange EV and delivered by Customer to
Orange EV in the same condition as when previously approved.
3. Cost of Transport. Customer is responsible for cost of transporting vehicles, both vehicles accepted by and being delivered to Orange EV for remanufacture, as well as all finished
vehicles, both new and remanufactured.
4. Work Start. Work to produce Customer vehicles may commence when Orange EV receives:
a. Initial payment, generally calculated as the lesser of the net due or half of the total project, and
b. approved vehicle at Orange EV facility (as applicable for remanufactures).
Vehicle deHvery dates are subject to Orange EV's production schedule and commitment at time of order.
5. Delivery. Completed vehicte(s) will be delivered as mutually agreed, subject to:
a. A 30 day grace period subject to 15 day notice by Orange EV;
b. Force Majeure events, including an act of God, intervention of government, war or threat of war, act of terrorism, condi tions similar to war1 sanction, blockade1 .embargo or other cause or circumstance beyond the reasonable control of Ora11ge EV.
6. Speclfication. Vehicles will be manufactured to defined specifications provided wfth Tnvoice.
7 Vehicle Chatglng and Related Electrical Infrastructure. Orange EV will work with Customer's
designated electrician to define site charging and electrical requirements as well as to
complete electrical and charging eqllipment Installation In advance of vehicle delivery to site.
Actual installation of both electrical infrastructure and charging station will be completed by
the Customer's designated electrician.
8. Battery Pack. Beginning in the fourth year (i.e. after three complete years have elapsed) from date of vehicle delivery, Customer may exercise a one-time righl per vehicle to have Orange EV Install new battery packs. Total cost of all parts and labor per truck for this effort is: $49,995 for a 160~Wh pack or $24,950 for an 80kWh pack.
9. Title. If not already held by Customer, transfer of vehlc_le ownership occurs shipment of
vehicle from Orange EV to Customer site.
10. Vehicle Regulation. Customer is responsible for compliance wlth applicable vehicle laws, rules and regulations related to vehicle ownership and operation.
U . Taxes. Customer will pay to Orange EV or appropriate entity all applicable taxes, fees and other charges which are based on or measured by the sale, transportation, clellvery or use of
products sold or services performed by Orange EV.
1.2. late Payment. Payment is due as specified on the Invoice. If unpaid after 10 business days from
delivery date, a late payment fee will be due. The late payment wfll be $200 plus tS% annual
percentage rate of the unpatd balance, compounded daily.

Troutdale-Metro Central Shuttle Procedures
Shuttle empty trailer from Troutdale Yard to Transfer Station at Metro Central and back to
Troutdale Yard with loaded trailer. Loaded trailers will go from Troutdale Yard to Columbia
Ridge Landfill, Arlington.
1. Complete pre-trip on tractor and empty trailer at Troutdale Yard.
2. Start DVIR and regular paperwork for the day.
3. Review Disposal and Transfer Station Safety Rules.
4. Hook up tractor with empty trailer. Crank up landing gear, check lights and tires, and
review proper procedures for climbing steps and keeping deck plate clean.
5. Contact Dispatcher at Arlington.
6. Drive to Metro Central Transfer Station in Northwest Portland. Address is: 6161 NW 61 st
Ave, Portland, OR. Obey all posted speed limits.
7. Back empty trailer into open spot with other empty tra ilers. Unhook hoses and lower
landing gear. Unhook 5 th wheel. Drop trailer.
8. Back tractor under full trailer. Drop suspension. Do not slam under trailer. Lock the sth
wheel. Lift landing gear and check lights and tires.
9. Contact Dispatch at Arlington.
10. Drive full trailer to Troutdale Yard. Drop loaded trailer. Lower landing gear, unhook 5th

Troutdale-Metro South Shuttle Procedures

1. Complete pre-trip on tractor and loaded trailer. 2. Start DVIR and regular paperwork for the day. 3. Review Disposal and Transfer Station Safety Rules. 4. Hook up tractor with empty trailer. Crank up landing gear, check lights and tires, and
review proper procedures for climbing steps and keeping deck plate clean. 5. Contact Dispatcher at Arlington.
6. Drive to Transfer Station at Metro South in Oregon City. Address: 2001 Washington St., Oregon City, OR.
7. A. Entering Site:
• Communicate with other drivers via radio. Announce that you are approaching and entering site.
• Observe posted speed limit - 5 MPH.
• Yield to cross traffic and vehicle committed to the one-way lane (Trailer lot entrance/exit).
• Follow direction of the Allied Waste Traffic Control.
• Access trailer lot using one way lane (Don't bypass using queuing lanes). 8. Back empty trailer into open spot with other empty tra ilers. Unhook hoses and lower
landing gear. Unhook 51h wheel. Empty and loaded trailers are parked together. Check
front of trailer for paperwork. With paperwork, trailer is loaded. Without paperwork, trailer is empty.
9. Back tractor under full trailer. Lock 51h wheel. Drop truck suspension. Don't slam under
tractor. Lift landing gear and check lights and tires. 10. B. Exiting Site:
• Yield to vehicles that are committed to the one-way lane (Trailer lot entrance/exit)
• Notify Allied Waste traffic control prior to entering one-way lane by sounding air horn twice.
• Observe posted speed limit- 5 MPH. Yield to cross traffic.
• When exiting onto Washington St., if your trailer is standing, make sure that the trailer is clear of the remote operated gate track. If the remote control loop is
bridged, the gate will close onto your trailer which can cause damage to both the trailer and gate assembly.
11. Contact Dispatch at Arlington.
12. Drive full trailer to Troutdale Yard. Drop loaded trailers. Lower landing gear, unhook 51h
wheel and hoses.
13. Update paperwork, including the log and pay sheet. Update the DVIR.

Troutdale, Metro South, Central, or Troutdale to Columbia Ridge Landfill Procedures
From the Troutdale yard or one of the Oregon Metro Transfer or Waste Management Stations
to Columbia Ridge landfill, Arlington, Oregon with loaded Trailer.
1. Complete pre-trip on tractor and loaded trailer.
2. Start DVIR and regular paperwork for the day.
3. Review Disposal and Transfer Station Safety Rules. Follow all rules for each transfer
station.
4. Contact Dispatch at Arlington. Give them trailer ticket number and net weight.
5. Drive to Columbia Ridge Landfill in Arlington. Obey posted speed limits.
6. Call Dispatch from Cedar Springs Road. Drive to the landfill. Follow Dispatcher's
instructions to go directly to tipper, wait for opening, and the stage or to drop trailer in
trailer yard and pick up empty trailer if you are directed to do so at the landfill.
7. Call the scale house. Use channel 39 on the radio. Weigh tractor/trailer.
8. Drive to Walsh tipper. If directed to do so by Dispatch, use channel 51 on the radio.
9. At tipper, open door on the front of the trailer.
10. Stage the tractor/trailer to back up onto the tipper.
11. Back onto the tipper. Unhood the fifth wheel and disconnect the hoses.
12. After the dump is completed, lock the fifth wheel, hook up the hoses, and close the door
in front of the trailer.
13. Call Dispatch at Arlington and drive to Troutdale Yard or one of the Metro Waste
Stations with the empty trailer.
14. Update paperwork, including DVIR log and pay sheet.

Disposal and Transfer Station Safety Rules
The Following Safety Rules Must Be Observed While On Site:
• Landfill and Transfer station equipment has the right away at all times.
• All persons are to stay within 6 feet of their vehicles at all times.
• Never walk behind a vehicle that is or may be backing up.
• No repairs of any kind are to be performed on vehicles in the active work zone of the
site (If you experience a mechanical failure in this area, immediately notify site
personnel/equipment operator. Once notification is made you must remain in your
vehicle until site personnel instructs you to do otherwise).
• At no time is any person allowed to be under any position of the raised body of the
vehicle without proper blocking.
• At no time is any person allowed to climb into the raised body of the vehicle.
• No Speeding.
• No Rapid Backing.
• No Scavenging.
• No Smoking.
• No operations of vehicles while under the influence of alcohol or any non-prescribed
drugs or controlled substances.
• No firearms.
• At no time is any person allowed to enter into the body of the truck or trailer, walk or
crawl under any truck or t railer without following lock out/tag procedures.
All non-Waste Management personnel must comply with the following minimum procedures
for Lock Out/Tag Out:
• Set parking brake.
• Turn off ignition.
• Remove key.
• Place key in pocket.
• Identify and ensure all potential energy sources are controlled.
The following Personal Protective Equipment is required for all Personnel:

Come to a complete stop, take a deep breath and try to remain calm. Activate 4-
way flashers .Are you injured? If so, it might be best to wait in the cab of the
truck until emergency personal can respond. You can injure yourself further by
getting out of the truck. If not injured follow below check list.
(1) _Check for injuries of other motorists use extreme caution when exiting
the cab.
{2) _Set Warning devices
{3) _Do not move the vehicle unless instructed by Manager or Police
(4)_Contact your Supervisor or Manager as soon as possible
(5) _Discuss accident only with proper authorities do. not admit fault, do not

Follow Up Questions to Walsh Trucking
1. Republic's rate per load is $178.50 for shuttling to the tipper and includes fuel. Waste Management's
rate for shuttling includes fuel.
2. The trailer storage yard is on the Wasco County Landfill site and our price per load includes the
shuttling service and the fuel for the shuttle.
3. The mileages presented for each landfill are to the trailer drop yards. In the case of Wasco County the
rate is the same whether we take the trailer directly to the tipper or drop it in the trailer yard for a later
tip.
4. The tractor trailer combination we will use has the capacity for a 35 ton payload. If the compactor is
capable of producing a legal 35 ton payload we can haul it. Our history is this is not always possible due
to the variations in the composition of the waste.
Our proposed average payload is 35 tons, the 34.5 tons is based on historical averages.
S.Currently we have available storage for up to 50 trailers at Columbia Ridge, if needed, due to weather
issues, compactor issues at the Transfer Stations or other operational issues. Roosevelt has committed
to 30 trailer spots at their facility and we have a commitment for only 10 spots at Wasco County. Metro
South has limited trailer parking with only 10 spaces available on site, with a volume of 32 loads per day
currently, with the assumption that the volume will increase over the lifetime of the contract. Metro
Central, by comparison, has room for 40 trailers, a full day's production. We must turn the trailer
inventory 3 times per day to service South. With excess storage capacity at Columbia Ridge and
Roosevelt there is more elasticity in the system to handle issues which may impede the flow of waste as
mentioned above.
Due to the restrictions on trailer storage we will need to be able to tip approximately 24 loads for each
day's production "live" along with the leftover trailers from the previous day which would be staged at
the landfill. Currently we tip about 25% of our loads live and stage the other trailers. We have the
flexibility to bring loads at any time during the day or night because of the additional storage area on
site at the landfill. This is needed when a compactor goes down and loads are not available to be
delivered when the landfill is operating or the highway is closed for weather or just the traffic in
Portland is delaying trucks
Trailers loaded after approximately 1:00pm will need to be tipped the following day since the landfill is
currently closed at 4 pm. We are concerned these hours would need to be extended frequently due to
operational issues discussed and the limited trailer storage at South as opposed to Central.
We have an understanding with Waste Connections that we will be able to access the trailer staging
area 24/7, which will be mandatory for us to service the South Transfer Station.
Our concern is the capacity for tipping trailers at Wasco County with only one tipper which is what they
currently have. 32 additional loads per day is close to 5 hours of tipping time when operations go
relatively smoothly. Columbia Ridge and Roosevelt both have multiple tippers available to tip loads and
of course Columbia Ridge currently handles the volume from both transfer stations. Both of these
facilities also have larger staging areas for trailers.
6. The lease for the property adjacent to Metro Central is an Indefinite Term Land Lease which we
entered into with BNSF in March of 2009. BNSF is aware of our desire to continue the lease if we are
awarded the Transport Contract. The lease for the Rufus property is currently an annual lease and we
have the option to extend it if necessary based on the destination of the waste. Our facility lease at
Columbia Ridge is through the end of the contract and we have an option to extend it if waste continues
to go the landfill for the next contract and we are the transporter
We currently have no lease agreement with Republic or Waste Connections but we have been assured
leases will be extended if we are awarded the transport contract to either landfill.
We own the property in Troutdale so it will be available for us to utilize as a staging yard going forward.
7. Walsh Trucking has partnered with its suppliers to form a successful recycling program for many items
and in the process we are able to provide economic support for those in need in our communities.
Our tire program is managed in a manner where we utilize the original tire casing to the maximum. The
original casing is retreaded up to 3 times depending on age and injury. The tire at the end of its life is
recycled at Ultimate RB where the rubber is recycled into crumb rubber and the steel is removed for
recycling. Please see attached literature from Teague's Tires, Superior Tire and Ultimate RB Recycling.
The waste oil generated from engine and component oil changes in the tractors is managed through our
partnership with Oregon Energy Fund and internal waste oil heaters to heat our maintenance facilities.
We donate 70% of our oil to the Oregon Energy Fund and it is recycled into heating oil and distributed to
those in need. Please see the attached literature from Oregon Energy Fund and pictures of our waste oil
heating units. We also use extended life oils which reduces our total usage.
We have also provided a statement from ZEP Mfg. regarding our solvent program. We have invested in a
"closed loop" system for zero discharge.
We also recycle ferrous and non-ferrous metals, paper, cardboard packaging, anti-freeze and oil filters.
8. Waste Management and Republic both have thaw bays on site and they will be responsible for
thawing trailers since they will both be doing the shuttling to the tipper. Wasco County has committed
to constructing a thaw bay which will be available for our use since we will be taking the trailers to the
tipper.

We here at Teague's Tire provide truck tire sales /service and retreading for Walsh Trucking Co.L TD ,and have done so for over 30 years.
A tire starts off its' life cycle in the Steer ,Drive or Trailer position. When the tire has reached a certain tread depth, it is pulled from service for retreading. This process takes a worn out tire and re-applies a new tread to it so it can be returned to fleet service for its' second round of service. Barring injury and age restrictions a typical new tire can be re-used apprx. 2-3 times before it reaches the end of its usable "life".
When a tire has reached the end of its' life cycle, we remove it from service and take it to UltimateRB Recycling Ultimate RB -An Accella Company for its' final use. Tires that are no longer suitable for fleet usage are ground up into crumb rubber for usage in other aftermarket products and the steel in these tires is reclaimed for reuse as well.

We, Superior Tire Service are partners with Walsh Trucking for their tires needs. They currently run
285/75R24.5 originals on all steering positions and some originals on drive positions. All original casings
that are worn out then get retreaded in MRT XDN2 for drivers. Once the MRT XDN2 retreads are worn
out then we retread them into a trailer cap. If casings are still in good condition we will retread them
again in a trailer cap. If not we will dispose the scrap tire to a recycler. Walsh Trucking runs 11R24.5,
295/75R22.5 & 255/70R22.5 originals on all single drop axles on their trailers. Once these casings are
worn out we retread them in a trailer retread for their dual position trailer axles. Again if the casings are
in good condition we will retread them again in a trailer retread. If not we will dispose the scrap tire to a
recycler.

Thank you into your inquiry regarding our Dyna Clean Parts Washer program.
ZEP developed a closed loop cleaning system 30 years ago. The Safety Solvent DYNA 143, does not break down when used. Solvent stays in its molecular form, the only change that occurs, is the solvent can change color from clear to amber in color, This is due to a carbon molecule that attaches its self to the Dyna 143, thus changing its color. We have a 2 stage filter system. One ( Dyna TRAP BAG ) sits inside the unit, and captures petroleum hydro carbons (OIL). The other filter ( Model 5100 filter), removes fine particulates. Only the filters are changed (when needed). The solvent Dyna 143 is then reused . No solvent is ever removed from the premise. Filters can be disposed in the same manner as an automotive filter.
