electric cable by DVVNL through Class C Land, Mathura Cantt.

AGENDA NO. 74 PROMOTION TO THE POST OF OFFICE SUPERINTENDENT.
The post of office Supdt. in this office has fallen vacant due to the retirement of
Shri Devendra Singh from service on 30.06.2021, on attaining the age of superannuation. As
per Cantt. Fund Servant Rules 1937,the post of office Supdt. is a supervisor promotion post
and the channel of promotion to the post of Office Supdt., only Accountant is eligible for the
promotion to the post of Office Supdt. As per the ACRs of the Shri Tota Ram, Accountant,
the service of Shri Tota Ram, Account have been satisfactory and there is no adverse entry
in the service books.
In view of above it is recommended that Shri Tota Ram may be promoted to the post
of Office Supdt. in Level 6 of the pay Matrix of 7th Pay Commission. The relevant papers are
placed on the table.

AGENDA NO. 75 PROMOTION TO THE POST OF HEAD MASTER.
The post of Head Master in this office has fallen vacant due to the retirement of
Shri Brij Gopal from service on 28.02.2021, on attaining the age of superannuation. As per
Cantt. Fund Servant Rules 1937, the post of Head Master of Primary School Veterinary
College Campus is a supervisor promotion post and the channel of promotion to the post of
Head Master is from the posts of Assistant Teacher on the basis of seniority – cum –merit.
As per the ACRs of the existing three Assistant Teacher namely Shri Vivek Ballabh
Goswami, Smt. Rajni Meena and Smt. Alice Alva. The services of all three Assistant
Teacher have been satisfactory and there is no adverse entry in the service books of the
three Assistant Teacher. Shri Vivek Ballabh Goswami is the senior most among the three
Assistant Teacher.
In view of above it is recommended the Shri Vivek Balabh Goswami may be
promoted to the post of Head Master in Level 8 of the pay matrix of 7th pay Commission,
being the senior most among the eligible employees.
The Service books and ACRs of the above Assistant Teacher are placed on the
table.

AGENDA NO. 76 PROMOTION OF SANITARY INSPECTOR TO THE POST
SANITARY SUPERINTENDENT.
To consider applications dated 03.10.2019, 26.04.2021 and 11.11.2021 submitted by
Shri pramod Kumar, Sanitary Inspector requesting for promotion to the vacant single post of
Sanitary Superintendent.
Shri Pramod Kumar, Sanitary Inspector has requested for promotion being the senior
most Sanitary Inspector and on the basis of Office order No. 40 dated 09 July 2019 by which
he has been performing the duties of Sanitary Superintendent continuously Since
01.07.2019 after taking charge from Shri Madan Mohan Sharma the then Sanitary
Superintendent who was superannuated on 30.06.2019.
It is brought out the there is only one post of Sanitary Superintendent which is a
supervisory and selection post .It is so filled up by promotion of existing 02 posts of Sanitary
Inspectors . Shri Pramod Kumar, Sanitary Inspector is having 19 years of service (the senior
most S.I.) .As per existing rules, for single post reservation criteria does not apply.
The aforesaid applications, of Sanitary Superintendent along with all the relevant
papers are placed on the table.

AGENDA NO. 77 GRANT OF DEARNESS RELIEF TO CANTONMENT BOARD
PENSIONERS
To consider and approve the Dearness Relief in r/o Cantt. Board Pensioners of
Mathura Cantt. w.e.f. 01.07.2021 @ 31% Dearness Relief on their Basic Pension vide
PDDE, CC letter No. 49260/DR/Pens/LCP dated 16 February, 2022 at par with the UP
G.O. No. 24/2021/-G-3-804/X-2021-301/2000T.C. dated 22.12.2021. The financial
implications are as under:-

AGENDA NO. 78 CHARGING THE TEMPORARY LAND OCCUPATION FEE FROM
CRACKERS SHOP ON THE OCCASION OF DIWALI
To consider the proposal regarding imposition of temporary land occupation fee from
Crackers Shop on the occasion of Diwali in Cantonment area under Section 67(g) of
Cantonment Act, 2006. Under the said section of Cantonment Act the Board is empowered
to impose such fee for temporary occupation land fee. The temporary Crackers shops are
installed every year on road side berm on class-C land on Sadar Adda near Bungalow No.
53A. The permission for crackers shops is granted by the District Authority, which also
specifies place and time for installation of temporary shops. Presently Rs. 1200.00 per
cracker shop is being collected since last 6 years. It is proposed that Rs. 1500.00 shall be
collected for each cracker shopkeeper and the rates increase 10% every year.

AGENDA NO. 79 EXTENSION OF LEASE IN FORM ‘C’ OF CANTT CODE 1912, IN
RESPECT OF HOUSE NO. 44, SY. NO. 61/11, AHATA SETH,
MATHURA CANTT.
Reference Govt. of India, Ministry of Defence, New Delhi policy letter No.
11013/2/2016/D (Lands) dated 15.02.2021, DGDE letter No. 18/48/L/DE/57, Vol.-XI dated
18.02.2021 and PDDE, CC, Lucknow Cantt letter No. 41190/Land Policy/XVII dated
18.02.2021.
As per Government of India, Ministry of Defence, New Delhi policy letter cited under
reference, the period of the extension of expired / expiring Cantonment Code leases of 1899 &
1912 and Cantonment Land Administration Rules, 1925 & 1937 and renewal of Cantonment
Code and CLAR leases whose full term has not expired is extended upto 31.12.2021 or till the
finalization of new policy, whichever is earlier, to deal with the issue of extension / renewal of
expired / expiring leases of Defence land granted under Cantonment Codes, 1899 & 1912 and
CLAR, 1925 & 1937 on the terms and conditions mentioned in MoD letter dated 10.03.2017.
In compliance to above, this office had issued Demand Notice for extension of lease of house no. 44, Sy. No. 61/11 admeasuring 1977 sqft at Ahata Seth, Mathura Cantt for payment of annual lease rent of current year w.e.f. 01.01.2020 to 31.12.2021 amounting to Rs. 5,061/- to the legal heirs of lessees. The legal heirs of lessees have deposited the said amount vide Form No. 46S dated 01.11.2021. As per report dated 04.12.2021 of J.E. of this Board, there is no change of purpose and sub-division of site but unauthorized construction and encroachment are involved at the site. An original suit No. 1094/90 Ganeshi Lal v/s

Cantt. Board, Mathura and Civil Appeal No. 32 / 2007 filed by Shri Ganeshi Lal, is pending in the District Court, Mathura regarding encroachment. The stay order passed by the court in the said case for maintaining status quo. The PPE Act proceeding is under process. The un-authorized construction exist on the site, in this regards this office had issued notices for removal of the same.
The lease of the said house may be extended w.e.f 01.01.2020 to 31.12.2021 in
accordance with the provisions of the Govt. interim policy dated 15.02.2021. This extension
upto 31.12.2021 will regularize only the occupation of defence land and will not regularize
breach of lease conditions. Therefore, it is recommended that the lease of the subject
property may be extended by the Board upto 31.12.2021 in accordance with Govt. interim
policy dated 15.02.2021.

AGENDA NO. 80 SANCTION OF BUILDING PLAN: PLOT NO. HC-23,
CHANDANVAN COLONY, PHASE-01, MATHURA CANTT.
To consider building application dated 25.11.2021 alongwith plans by Shri Mahesh
Kumar S/o Shri Vasudev Agrawal u/s 235 of Cantts Act 2006, requesting sanction for
proposed construction of a double-storeyed building for residential house on plot No. HC-23,
Chandanvan Colony, Phase-01, Mathura Cantt., on private land comprising GLR Sy. No.
221, located outside notified civil area under the management of Cantonment Board within
the limits of Mathura Cantt. The F.A.R. of plot is 0.75<1.75. The plot area is 167.22 sqmt.
The set- backs proposed are as under:-
Front: 3.05 mt Back : 3.05mt LS: 2.29mt RS : 2.29mt
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 01.01.2022 and found that the site is
vacant. The building plan is in conformity with the existing building bye-laws of the Board
and restrictions imposed by CBR No. 21 dated 28.07.2011. The building plan is prepared by
Konark Architect, Mathura which is registered of this Board. The owner Shri Mahesh Kumar
S/o Shri Vasudev Agrawal has submitted sale deed for his ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.

AGENDA NO. 81 SANCTION OF BUILDING PLAN: PLOT NO. EG-40,
CHANDANVAN COLONY, PHASE-1, MATHURA CANTT.
To consider building application dated 07.12.2021 alongwith plans by Shri Krishna
Kumar S/o Late Tejpal Singh u/s 235 of Cantts Act 2006, requesting sanction for proposed
construction of a tripal-storeyed building for residential house on plot No. EG-40 situated at
Chandanvan Colony, Phase-1, Mathura Cantt., on private land comprising GLR Sy. No. 221,
located outside notified civil area under the management of Cantonment Board within the
limits of Mathura Cantt. The F.A.R. of plot is 1.02<1.75. The plot area is 185.65 sqmt. The
set- backs proposed are as under:-
Front: 3.05mt Back : 3.05mt LS: 2.29mt RS : 2.29mt
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 31.12.2021 and found that the site is
vacant. The building plan is in conformity with the existing building bye-laws of the Board

CHANDANVAN COLONY, PHASE-1, MATHURA CANTT.
To consider building application dated 30.12.2021 and plans re-submitted on
10.01.2022 by Shri Rishi Kumar Charag S/o Shri Ranveer Singh u/s 235 of Cantts Act 2006,
requesting sanction for proposed construction of ground floor building for residential purpose
on plot No. BB-25 situated at Chandanvan Colony, Phase-1, Mathura Cantt., on private land
comprising GLR Sy. No. 221, located outside notified civil area under the management of
Cantonment Board within the limits of Mathura Cantt. The F.A.R. of plot is 0.45<1.75. The
plot area is 209.02 sqmt. The set- backs proposed are as under:-

site by the Shri Munish Kumar, J.E of this Board on 11.01.2022 and found that the site is

and restrictions imposed by CBR No. 21 dated 28.07.2011. The building plan is prepared by
Konark Architect, Mathura which is registered of this Board. The owner Shri Rishi Kumar
Charag S/o Shri Ranveer Singh has submitted sale deed for his ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.

To consider building application dated 27.10.2021 and plans re-submitted on
25.11.2021 by Smt Nirupama Agrawal W/o Shri Roopendra Kumar u/s 235 of Cantts Act
2006, requesting sanction for proposed construction of a double-storeyed building for
residential house on plot No. IC-41, Chandavan Colony, Phase-01, Mathura Cantt, on
private land comprising GLR Sy. No. 221, located outside notified civil area under the
management of Cantonment Board within the limits of Mathura Cantt. The F.A.R. of plot is
0.71<1.75. The plot area is 167.22 sqmt. The set- backs proposed are as under:-
Front: 3.05mt Back : 3.05mt LS: 2.29mt RS : 2.29mt
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 31.12.2021 and found that only
boundary wall is exists on the site. The building plan is in conformity with the existing
building bye-laws of the Board and restrictions imposed by CBR No. 21 dated 28.07.2011.
The building plan is prepared by Konark Architect, Mathura which is registered of this Board.
The owner Smt Nirupama Agrawal W/o Shri Roopendra Kumar has submitted sale deed for
her ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.

AGENDA NO. 84 SANCTION OF BUILDING PLAN: PLOT NO. HC-28,
CHANDANVAN COLONY, PHASE-1, MATHURA CANTT.
To consider building application dated 27.09.2021 and plans resubmitted on
09.12.2021 by Smt Kalpana Singh D/o Shri A.P.Singh u/s 235 of Cantts Act 2006,
requesting sanction for proposed construction of a double-storeyed building for residential
house on plot No. HC-28 situated at Chandanvan Colony, Phase-1, Mathura Cantt., on
private land comprising GLR Sy. No. 221, located outside notified civil area under the
management of Cantonment Board within the limits of Mathura Cantt. The F.A.R. of plot is
0.97<1.75. The plot area is 167.22 sqmt. The set- backs proposed are as under:-
Front: 3.06mt Back : 3.06mt LS: 1.50mt RS : 1.66mt
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 31.12.2021 and found that the site is
vacant. The building plan is in conformity with the existing building bye-laws of the Board
and restrictions imposed by CBR No. 21 dated 28.07.2011. The building plan is prepared by
Buildmark Architect & Valuers, Mathura which is registered of this Board. The owner Smt
Kalpana Singh D/o Shri A.P.Singh has submitted sale deed for her ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.
RESOLUTION NO. 84 Considered and approved.
AGENDA NO. 85 SANCTION OF BUILDING PLAN: PLOT NO. B-45, MOTIKUNJ
COLONY, MATHURA CANTT.
To consider building application alongwith plans dated 24.01.2022 submitted by Smt.
Neelam W/o Shri Shiv Kumar u/s 235 of Cantts Act 2006, requesting sanction for proposed
construction of a double-storeyed building for residential house on plot No. B-45, situated at
Motikunj Colony, Mathura Cantt., on private land comprising GLR Sy. No. 221, located
outside notified civil area under the management of Cantonment Board within the limits of
Mathura Cantt. The F.A.R. of plot is 0.97<1.75. The plot area is 208.33 sqmt. The set- backs
proposed are as under:-
Front: 3.05mt Back : 3.05mt LS: 1.52mt RS : 1.52mt
On the perusal of the file, it is found that the said plot is mentioned in registered sale
deed of page No. 2 in Nagar Nigam area. However, the plot owner has submitted an affidavit

and mentioned that the said plot is exist under the Mathura Cantonment area. The plot
owner has also informed by her affidavit that due to Covid 19, the sellers of the said plot are
not able to come as she is residing in Indore. Although, the same case had been sanctioned
by this Board time to time.
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 03.02.2022 and found that the site is
vacant. The building plan is in conformity with the existing building bye-laws of the Board.
The building plan is prepared by M/s United Engineers, Mathura which is registered of this
Board. The owner Smt. Neelam W/o Shri Shiv Kumar has submitted sale deed for her
ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.
RESOLUTION NO. 85 Considered and approved.
AGENDA NO. 86 SANCTION OF BUILDING PLAN: PLOT NO. B’-2 (PART),
MOTIKUNJ EXT. COLONY, MATHURA CANTT.
To consider building application dated 27.12.2021 and plans resubmitted on
04.02.2022 by Smt. Smt. Pallavi Saraswat W/o Shri Ankit Saraswat u/s 235 of Cantts Act
2006, requesting sanction for proposed construction of a double-storeyed building for
residential house on plot No. B’-2 (Part), situated at Motikunj Ext. Colony, Mathura Cantt., on
private land comprising GLR Sy. No. 221, located outside notified civil area under the
management of Cantonment Board within the limits of Mathura Cantt. The F.A.R. of plot is
0.77<1.75. The plot area is 147.42 sqmt. The set- backs proposed are as under:-
Front: 4.04mt Back : 3.05mt LS: 1.52mt RS : 1.52mt
On the perusal of the file, it is found that the said plot is mentioned in registered sale
deed of page No. 4 in Nagar Nigam area. Therefore, this office had informed to plot owner
vide letter dated 19.01.2022 to correction the sale deed through registered corrigendum by
the Registrar, Mathura. In response to this office letter cited above, the applicant has
resubmitted the building application on 04.02.2022 alongwith registered correction deed
dated 31.01.2022.
The building plan submitted by the said applicant has been checked and verified on
site by the Shri Munish Kumar, J.E of this Board on 27.01.2022 and found that boundary wall
alongwith M.S. Gate is exist on the site. The building plan is in conformity with the existing

building bye-laws of the Board. The building plan is prepared by M/s United Engineers,
Mathura which is registered of this Board. The owner Smt. Pallavi Saraswat S/o Shri Ankit
Saraswat has submitted sale deed for her ownership right.
The Building plan is recommended to be approved from municipal point of view. The
said Building plan, along with all other relevant papers, is placed on the table.
RESOLUTION NO. 86 Considered and approved.
AGENDA NO. 87 SANCTION OF BUILDING PLAN: PLOT NO. A-19, MOTIKUNJ
EXT, COLONY, MATHURA CANTT.
To consider building application alongwith plans dated 31.12.2021 submitted by Shri
Pal Jain & Smt Anita Jain u/s 235 of Cantts Act 2006, requesting sanction for proposed
construction of a single-storeyed building for residential house on plot No. A-19, situated at
Motikunj Ext. Colony, Mathura Cantt., on private land comprising GLR Sy. No. 221, located
outside notified civil area under the management of Cantonment Board within the limits of
Mathura Cantt. The F.A.R. of plot is 0.46<1.50. The plot area is 334.44 sqmt. The set- backs
proposed are as under:-

Vide above referred CBR, the Board has resolved to republished the e-auction
without reducing the rates for 03 months. After that, an advertisement was re-published in
daily news papers in “Amar Ujala” and “Dainik Jagran” on 23.11.2021 for 03 months, in
response to the above re-publication no bid received through e-Auction portal. However, last
03 years average rates of Parking fee of Rs. 27,02,333.00 in this Board.

RESOLUTION NO. 92 The issue was discussed in detail. The Board was informed
that since Feb 2020, the Parking tender has been published 9 times, but no bids have been
received.
In this regard, advice was also sought from LAO, IFA and CBLA, and accordingly

The contract expired on 08.01.2022. E-Auction notice was published on 22.11.2022
but no bids were received. Model Code of Conduct was imposed on 08.01.2022 and was
applicable till 10.03.2022. In this period, new e-Auction notice could not be published. Thus,
to avoid revenue loss to the Board, CEO granted permission to the previous successful
bidder at the contract rates Rs. 49,700/- for the period w.e.f. 09.01.2022 to 31.03.2022. After
the Model Code of Conduct was lifted, e-Auction notice was published on 14.03.2022. The
e-Auction will open on 06.04.2022 and will be progress accordingly.

As per the above referred letters, new security money & EMD from contractors/
vendors/bidders is to be deposited in Cantt Fund through m-collect module of eChhawani
portal.
Now to ensure re-payment after the expiry of Security period, it is necessary that Cantt
Board secures this amount as FDs.
As per sec 120(2) of Cantt Act, 2006, The Chief Executive Officer may with previous
sanction of the President Cantonment Board may invest any portion of Cantt Fund or Cantt
Development Fund in securities of Central Government or in such securities, including fixed
deposits in bank in the best interest of the Board any may dispose of such investment or vary
them for others of a like nature.

Thus, the Board may direct the CEO to deposit the amounts received as EMD &
Security Money through m-Collect module of e-Chhawani as FDs (with the previous sanction of
PCB) at the end of each month and a report for the same be put in each Board meeting.

Reference Circular Agenda No. 57(i) dated 28.12.2021.
Vide above referred Circular Agenda, the Board had approved the lowest financial
bid i.e. (-) 25.00% below from MES SSR 2020 for the term contracts of repair / renovation of
Cantt. Fund Buildings for the financial year 2021-22 quoted by M/s Hotilal Contractor, B-68,
Motikunj Colony, Mathura Cantt.
However, estimates for repair / renovation of Cantt Fund Buildings during the financial year 2021-22 were approved by the Board vide Circular Agenda No. 60 dated 07.01.2022. Thereafter, only 02 work orders were issued to the contractors due to code of conduct was imposed in the State. Out of the 02 above work orders 01 approved work has been completed by the contractor within the stipulated time period. However, remaining 01 ongoing work which is not expected to completed within the current financial year due to increase the work as per site requirement i.e. Electric work, demolition of store work, etc. The present status of the remaining work is as under :-

below from MES SSR, 2020) for repair / renovation of Cantt. Board Office with CEO's chamber & Board Room with verandah at Sister Mess Road, Mathura Cantt. amounting to Rs. 16,95,000/- has been approved by the Board vide Circular Agenda No. 60 dated 07.01.2022. Accordingly, a work order has been issued to contractor on 07.01.2022. At

present, the said work is under process. Due to increase the work as per site requirement i.e. Electric work, demolition of store work, Glazed tiling work on roofs, etc., the said estimated cost of the work has increased to approx Rs. 40,00,000 (as per MES SSR 2020) and Rs. 30,00,000/- (as per quoted % by the tenderer (-) 25% below from MES SSR, 2020). Reference Circular Agenda No. 60 dated 07.01.2022. Vide above referred Circular Agenda, the Board had resolved to approve the estimate
(as per quoted % by the tenderer (-) 25% below from MES SSR, 2020) for repair / renovation of Cantt. Board Primary School Building at Veterinary College Campus, Mathura Cantt. amounting to Rs. 6,11,500/-
Accordingly, a work order was issued to Contractor on 07.01.2022. Due to increase of
Glazed tiling work on roofs, electric work, etc., the said actual cost of the total work has increased to Rs. 9,21,321/- . The details of the increased work on site are as under :-

Vide above referred CBR the Board has resolved that Considered and approved the building plan on subject to following conditions. (i) Fresh legal opinion and present status of case pertaining to OS No. 149/2019 (Sunil Agrawal Vs Rahul Sharma and Others) be sought from CBLA. (ii) An affidavit stating that the owner never construct any doors, windows of any type or exhausts on either sides of the building except front or back of the building. (iii) Illegal constructed of ramps exceeding the width of the road be demolished by the owner. (iv) An affidavit stating that the owner never makes any unauthorized construction in the said property if he does unauthorized construction, the building plan will be cancelled. (v) After detailed discussion, the Board resolved charge of composition fee @ 12% of the unauthorized construction cost i.e. Rs. 17,34,900 be deposited. (vi) JE of this Board will submit his report to CEO of Sr. No. (i), (ii), (iii) & (iv) on the compliance of these points then only the building plan be treated as approved as the composition fee deposited by owner @ Rs. 17,34,900/-. If, otherwise the matter will be put up to the Board again. In compliance to the above referred CBR, the following action taken by this office :-
(i) This office has obtained fresh legal opinion and present status of the case pertaining to OS No. 149/2019 from CBLA. However, a legal opinion also sought from Shri Abhishek Mishra (Advocate), High Court, Allahabad in this matter.
(ii) The owner has submitted his affidavit stating that he never construct any doors, windows of any type or exhausts on either sides of the building.
(iii) The owner has demolished the said illegal constructed ramps. Photographs of
the same are attached.
(iv) The owner has submitted his affidavit stating that he never make any unauthorized construction in the said property.
(v) The owner has agreed to deposit the said composition fee i.e. Rs. 17,34,900/-.
The concerned file alongwith legal opinions, affidavits, applicant willingness in r/o deposition of composition fees are placed on the table for consideration and decision of the Board.

RESOLUTION NO. 98 The issue was discussed in detail and the following
observations are made :
1. Although the case was compounded (subject to certain conditions) vide CBR No. 58
dated 03.02.2021. However, the plot being on private land, the Board is of the
opinion that proviso to Section 248(1) of Cantt Act was not given due consideration,
which requires concurrence of GOC-In-C. CBLA, vide his advise dated 19.01.2022
has also indicated that concurrence of GOC-In-C is mandatory for composition.
2. CBLA vide his legal advice dated 19.01.2022 has indicated that even if bye-laws
have not been followed, the Board can consider compounding on case to case basis.
This point was deliberated in Board meeting dated 03.02.2021. The PCB is of the
opinion that this sets a wrong precedent, undermines the authority of Cantt Board,
and may encourage such cases in future as well. Thus, before recommending the
composition case to GOC-In-C, the Board decided to know from other Boards,
whether such cases are being compounded or not.
AGENDA NO. 99 GRANT OF DEARNESS ALLOWANCE IN R/O CANTT BOARD EMPLOYEES RETIRED DURING THE PERIOD JAN, 2020 TO JUN, 2021.
To consider and approve the grant of Dearness Allowance as per PDDE, CC letter
No. 9334/UP/DA/LCP dated 11.03.2022 at par with the UP G.O. No. 19/2021/SA-3-633/ DAS-2021-301/2000 TC dated 09.11.2021, in respect of those employees of the Cantt. Board in UP who retired on or after 01.01.2020 and upto 30.06.2021, the amount of DA to be taken into account for calculation of gratuity and cash payment in lieu of leave will be deemed to be as under :-
