The Washougal Mill process scoured wool and other fibers into yams and fabrics for the apparel, home, upholstery and specialty markets. SLUG DISCHARGE CONTROL PLANPENDLETON WOOLEN MILLS, VASHOUGAL

A Slug Discharge is any discharge of a non-routine, episodic nature, including but not limited to anaccidental spilt or a non-customary batch discharge to the POTW (Public Owned Treatment Works). Thismay include any pollutant released at a flow rate which may cause interference with the POTW.

1. Notification

In the event of a spill or discharge that has the potential to interfere with the operation of the wastetreatment plant, the following steps should be taken immediately:

• Notify your supervisor• By telephone, notify the front office (7:00 a.m. to 4:00 p.m.) or notify the emergency

coordinator immediately.

The emergency coordinator is responsible for providing the Department of Ecology a written follow-upreport within five days of the slug spill or discharge.

2. Facilities, Equipment, and Training

A. Dyehouse

The dyehouse floor drains and drainage collection ditch discharge to a central collection sump in thedyehouse basement- The sump is drained by two submersible pumps discharging through the dyehousedrain piping to the pump station wet well. The wet well discharges to the Pendleton waste treatment plantflow equalization tank. All dyeing equipment also drains to the pump station wet well and to the flowequalization tank.

The dyehouse mezzanine is where chemicals and dyes are prepared and dispensed through add tanks to thedyeing machines. Acetic acid, hydrogen peroxide, and formic acid are stored and dispensed in acontainment basin with concrete curbing with no drain. The entire mezzanine floor is contained byconcrete curbing with a volume of 13,000 gallons and has a corrosive resistant coating. The mezzaninefloor drains are normally plugged and are only opened for routine cleaning. The floor drains discharge tothe dyehouse collection sump.

In the event of a spill or operational condition that results in a slug discharge on the dyehouse floor or fromthe dyeing equipment, the dyehouse drain collection sump discharge pumps will be shutoff to provideprimary containment until the spill can be evaluated hy the emergency coordinator and neutralized ordisposed. Secondary containment is at the pump station wet well where the discharge pumps are to beturned off. Final containment is provided by the waste treatment plant equalization tank with a storagevolume of 300,000 gallons. The equalization tank discharge valve is to be closed if a slug discharge withsufficient volume is not contained by the dyehouse sump and/or the pump station wet well.

In the event of a spill or operational condition that results in a slug discharge in the dyehouse mezzanine,primary containment is provided by the curbed catch basins and/or curbed mezzanine floor. The spill willbe evaluated by the emergency coordinator and remediated before discharge to the dyehouse drain sump.

Dyehouse operators and supervisors are trained in the prevention and containment of spills and slugdischarges through the Quality Management System work instruction Wl13-36.

Routine discharge from the dyehouse dyeing equipment is in batch form after exhaustion of the dyes andchemicals in the dyeing process. Non-routine discharge can be caused by equipment failure or operatorerror. In the event of a controlled non-routine discharge, the material will be evaluated and neutralized ifnecessary by the dyehouse supervisor.

B. Finishing Building

The finish building main floor is constructed with a storage ditch with a capacity of 40,000 gallons. Theditch runs the length of the building east to west adjacent to the wet process equipment. The purpose of theditch is to collect, store and meter process drain water through a heat recovery system to preheat incomingmake-up water. The concrete floor adjacent to the ditch is sloped towards the ditch for drainage. The ditchhas a manual shutoff drain valve that is normally closed, directing flow through a metering valve to the heatexchanger and then to drain piping discharging to the pump station wet well. The ditch is normally drainedand cleaned each week.

The fabric Carbonizer utilizes a sulfuric acid tank with a volume of 650 gallons. The acid tank drains to aneutralization tank located in the finish basement where the spent acid is neutralized with soda ash anddischarged to the pump station wet well.

The finish basement has floor drains that connect to a collection sump located in the finish basement that isdischarged to the pump station wet well.

In (lie event of a spill or operational condition that results in a slug discharge on the finish building mainfloor, the drain collection ditch discharge valve will be closed to contain the spill until the spill can beevaluated by the emergency coordinator and neutralized or disposed. Secondary containment is providedby the pump station wet well where the discharge pumps are to be turned off, Final containment isprovided by the waste treatment plant equalization lank with a storage volume of 300,000 gallons. Theequalization lank discharge valve is to be closed if a slug discharge with sufficient volume is not containedby the finish ditch andior the pump station wet well.

In the event of a spill or operational condition that results in a slug discharge in the finish buildinghasemeot, the floor drain collection sump discharge pump will be shutoff to provide primary containment.

Finishing operators and supervisors are trained in the prevention and containment of spills and slugdischarges through the Quality Management System work instruction W113-37.

Routine discharge from the finishing process equipment is in batch form or continuous depending on theprocess requirements. Non-routine discharge can be caused by equipment failure or operator error. In theevent of a controlled non-routine discharge, the material will be evaluated and neutralized if necessary’ bythe finishing supervisor.

C. Bulk Storage

Containment facilities for above ground bulk storage tanks are listed in the table below. The fuel oilstorage tank has cast-in-place concrete secondary containment and is the only tank that has undergroundpiping. This piping is contained in a concrete trench that connects the fuel oil tank with the boiler room.

The tank farm has cast-in-place concrete secondary containment and manually operated drainage control.The tank farm is divided into two secondary compartments: one compartment for mineral oil and acids: theother compartment for hydrogen peroxide. The concrete in the secondary containment has a corrosiveresistant coating. Each secondary containment compartment has a catch basin with a manually operatedvalve to drain accumulated stormwater. The accumulated stormwater is tested and drained weekly. Thevalves normally remain closed except for draining stormwater. The tank farm also has a truck unloadingpad located outside of the secondary containment structure with a manual drainage valve. Prior tounloading material from the truck, the valve will be manually closed. After the truck has unloaded and leftthe facility the valve at the truck unloading pad will be opened to allow drainage of stomiwater.

D. Wastewater Treatment Plant

Pendleton’s Wastewater Treatment Plant consists of the following components that can be used to containand control slug discharges and spills prior to discharge to the City of Washougal’s POTV:

3. Spill Response

Spill response team members made up of Maintenance personnel are trained through the QualityManagement System work instruction W113-35. Training is to be conducted annually and training recordsupdated to record the training.

SPILL RESPONSE AND CONTROL PLAN

I. A list of all oil, petroleum and other materials used and!or stored at the site is attached along with thequantities stored and a map showing where they are located.

2. Preventive measures and facilities to prevent, contain, and treat spills of these materials includeimpervious floors, secondary containment, and spill control supplies. An overall facility map isattached.

3. A description of the reporting system to alert responsible managers and legal authorities in theevent of a spill is also attached.

4. Operator training required to implement this plan is detailed in the attached Quality ManagementSystem Work Instructions.

SPILL RESPONSE AND CONTROL PLAN

Review procedures listed on the Safety Data Sheets (SDS) before containing or cleaningup a spilled chemical or material. SDS binders are located in each department and amaster copy is available in the mill Purchasing Manager’s office. A master list isavailable at G:\@data\GENERAL\1S09000\05-Records and Forms\J4Purchasing - (F34-14 SDS MASTER LISTS.xls).

Acids: Acids can cause serious painful bums to exposed skin. If acid comes intocontact with skin or eyes, immediately flush with water for a minimum of15 minutes and get medical help if needed. Provide adequate ventilationbefore attempting to clean up a spilled acid.

Notice: If an acid spill is too large to safely neutralize or is emittingdangerous amounts of fumes, do not attempt to clean up.Call 911 and notify the Toxic Chemical & Oil Spill responsecenter at 1-800-424-8802.

Response Procedure:

I. Review the appropriate SDS.2. Wear personal protective equipment:

- Gloves- Apron- Rubber Boots- Safety Glasses and Face Shield

3. Dike and contain the spill with absorbent material or neutralizingagent.

4. Add the neutralizing agent, typically Soda Ash. Start at the outsideedges and work inward.

5. Mix the acid with the neutralization agent carefully to make sure it iscompletely reacted, heat may be generated.

6. When the acid is neutralized and cool, add absorbent material to soakup any remaining liquid. Scoop up the material into plastic containersand dispose of as a non-hazardous waste if completely neutralized.

Caustics: Caustic chemicals are strong bases that can cause severe bums to exposedskin and eyes. Immediately flush with water for a minimum of 15minutes and seek medical help if needed. Also, like most acids, somecaustics can emit strong irritating fumes. Cleaning up caustic spilLs alsorequires adequate ventilation and appropriate protective equipment.

Notice: If a caustic spill is too large to safely neutralize or is emittingdangerous quantities of fumes, do not attempt to clean up.Call 911 and notify the Toxic Chemical and Oil Spill responsecenter at 1-800-424-8802.

much water as spilled chemical.. .wait 5 minutes.5. Add the neutralization agent typically acetic acid. Stan at the outside

edges and work inward.6. Mix the caustic with the neutralization agent carefully to make sure it

is completely reacted, heat may be generated.7. When the caustic is neutralized and cool, add absorbent material to

soak up the remaining liquid. Scoop up the material into plasticcontainers and dispose of as a non-hazardous waste if completelyneutralized.

Solvents: Solvents are typically flammable and release toxic and explosive fumes.Exposure can produce a wide variety of physical effects such as headacheand/or nausea. It is important to remove all sources of ignition in the spillarea and to provide maximum ventilation.

Notice: If a solvent spill is too large to safely contain and clean up or isemitting dangerous quantities of fumes, do not attempt to cleanup. Call 911 and notify the Toxic Chemical and Oil Spillresponse center at 1-800-424-8802.

Response Procedure:

I. Review the appropriate SDS.2. Wear personal protective equipment:

- Gloves- Apron- Rubber Boots- Safety Glasses and Face Shield

3. Dike and contain the spill with absorbent material.4. Add the absorbent to the spill in sufficient quantities to absorb all of

the liquid.5. The odor of solvent will be gone when the proper amount of absorbent

is used. If a strong odor persists, add more absorbent.6. Scoop up absorbent material into drums.7. Fill out the proper labels and dispose of as a hazardous waste.

4. The Emergency Coordinator will access the nature and extent of the spiLl and determine the appropriatelevel of response:

• Activate the alarm for evacuating the facility if necessary.

• Coordinate first-aid activity.

• Identify’ the spilled material, source, and volume and access its potential effect on human health,the environment, and the waste treatment system.

• Direct containment and control and determine proper procedures by consulting the appropriateMSDS.

• Notify the appropriate authorities and submit required reports within 5 days.

5. In the event of a slug discharge, the Emergency Coordinator or department supervisor on the scene illdirect personnel to close discharge valves or shut off pumps as needed (See the Slug Discharge ControlPlan).

5. Assigned response team personnel, at the direction of the Emergency Coordinator, will go to the closestspill control equipment storage area and bring the necessary equipment to the spill site.

6. Response team personnel will use the appropriate personal protective equipment and conLain and controlthe spilled material as needed. The recovered material will he disposed of in accordance withinstructions in the MSDS.

7. The spill site will be cleaned and secured with all materials stored away before releasing the area toproduction.

8. Assigned spill response team personnel will be trained in this work instruction and in the use of spillcontrol materials annually. Training records will be updated to document the training.

In the event of the need for a batch discharge that has the potential to interfere with the proper operation ofthe waste treatment plant from dyeing equipment or other sources, due to contamination, incorrect chemicalmix or other any other reason, operators are to notify the dyehouse supervisor. The supervisor viIl evaluatethe potential impact of the discharge and will take the necessary action to neutralize or eliminate any adverseeffects the discharge may produce. The dyehouse supervisor will notify the emergency coordinator of thedischarge.

3. In the event of a spill or operational condition that results in a slug discharge on the dyehouse floor, thedyehouse drain collection sump discharge pumps located in the basement will be shutoff to provide primarycontainment. Secondary containment is provided at the pump station wet well where the discharge pumps areto be turned off. Final containment is provided by the waste treatment plant equalization tank with a storagevolume of 300,000 gallons. The equalization tank discharge valve is to be closed if a slug discharge withsufficient volume is not contained by the dyehouse sump and/or the pump station wet well until the impact ofthe discharge can be evaluated.

4. Primary spill control on the mezzanine is accomplished by keeping plugs in the floor drains at all timesexcept for cleaning purposes. In the event of a spill or operational condition that results in a slug discharge in

It isthe responsibility of finish supervisors and operators to take the necessary actions to prevent and control spillsor finishing equipment discharges that have the potential for a slug discharge to the waste treatment plant.

Procedure:

1. A Slug Discharge is any discharge of a non-routine, episodic nature, including but not limited to anaccidental spill or a non-customary batch discharge to the waste water treatment plant. This may include anypollutant released at a flow rate vhich may cause interference with the operation of the waste treatment.

I. In the event of a spill with the potential of a slug discharge to the waste treatment plant, immediately notifythe emergency coordinator listed below. Finishing personnel are to initiate containment and controlprocedures if there is no threat to personal safety and if proper safety and protective equipment is availablethat is specific to the situation.

2. In the event of the need for a batch discharge that has the potential to interfere with the proper operation ofthe waste treatment plant from finishing equipment or other sources, due to contamination, incorrect chemicalmix or other any other reason, operators are to notify the finish supervisor. The supervisor will evaluate thepotential impact of the discharge and will take the necessary action to neutralize or eliminate any adverseeffects the discharge may produce. The finish supervisor will notify the emergency coordinator of thedischarge.

3. In the event of a spill or operational condition that results in a slug discharge on the finish floor, or fromequipment draining to the finish ditch, the finishing drain collection ditch discharge valve located in thebasement will be shutoff to provide primary containment. Secondary containment is provided at the pumpstation wet well where the discharge pumps are to be turned off. Final containment is provided by the wastetreatment plant equalization tank with a storage volume of 300,000 gallons. The equalization tank dischargevalve is to be closed if a slug discharge with sufficient volume is not contained by the finish ditch and/or thepump station wet well until the impact of the discharge can be evaluated.

4. Primary spill control in the finish basement is accomplished by turning off the basement drainage sumpdischarge pump and the spill kept contained in the sump until it can be evaluated. In the event of a spill or
