Bicycles are often found illegally parked on pavements, on cycle tacks, in pedestrian

subways, on footbridges and at public transport interchanges in Sha Tin District.

Besides, improper use of public bicycle parking spaces is not uncommon, including the

prolonged occupation of parking spaces, parking of multiple bicycles at single bicycle rack,

disposal of obsolete bicycles and abandoned articles at the parking spaces, etc. All these

improper acts will pose potential threats to the public (the pedestrians and cyclists

inclusive) and jeopardise the cityscape.

Illegal bicycle parking has all along been a concern of the relevant government

departments. On merits of individual situations, with respect to the safety of the general

public and road users and from the perspective of removal of street waste, etc., the relevant

departments will tackle illegal bicycle parking through routine inspections and law

enforcement actions on their own under their respective purviews.

In accordance with the authority vested under Chapter 28, the Land (Miscellaneous

Provisions) Ordinance, the Working Group will take possession of the bicycles unlawfully

occupied Government land; and the confiscated bicycles will not be returned to the orginal

owners.

On the other hand, the “Working Group on Tackling Illegal Bicycle Parking” (Working

Group) with members from the Sha Tin District Office, Sha Tin District Lands Office,

Transport Department, Food and Environmental Hygiene Department and Hong Kong

Police Force will carry out regular joint clearance operations at blackspots of illegal bicycle

parking in the District.

In accordance with Chapter 374C Road Traffic (Parking) Regulations, no bicycle parking is

allowed for a continuous period of more than 24 hours at the designated bicycle parking places.

Bicycle parking place is for pedal cycles only, and they must be parked at the bicycle racks.

Prolonged occupation of bicycle parking spaces and their surrounding areas by bicycles and

abandoned articles is a very common phenomenon in the District. As a result, insufficient bicycle

parking racks can be made available for the public to park their bicycles for a short duration.

Riding on the opportunity of the “District-led Actions Scheme”, a project named “Enhancing

the tackling of illegal bicycle parking for better management of public places” has been

launched in Sha Tin since 2016 with a view to enhancing the effort in tackling the problem of

illegal bicycle parking in Sha Tin District. In this relation, a Steering Group with membership

from the Sha Tin District Council Members and representatives of relevant government

departments has been formed to actively explore from various perspectives for different ideas

and proposals for taking forward the project. They include:

implementation of a pilot scheme to install wire mesh covers on roadside railings and railings

between cycle track and pedestrian way in pedestrian subways at three selected blackspots of

illegal bicycle parking in the District with a view to deterring illegal chaining of bicycles to

railings;

streamlining the strategies and arrangements related to illegally parked bicycle clearance

operations with a view to enhancing its effectiveness; and

working actively with relevant government departments trying to look for suitable locations

for setting up more designated bicycle parking spaces; and on the other hand, favourably

considering introduction and adoption of bicycle parking provisions of improved design for

use of the public in the District.
