As per the details available with the news agency—Kashmir News Observer (KNO), out of 25 Covid designated hospitals in Kashmir, 18 have no Covid positive patient admitted. As per the data, till September 07, just 51 Covid positive patients are admitted in seven hospitals in Kashmir, among them 47 are on isolation beds while four are on ICU beds. There are 3,353 Covid designated beds available in Kashmir including 3,074 isolation beds and 279 ICU and among them 3,027 isolation beds and 275 ICU beds are vacant. Pertinently, out of around 150 active positive cases, just 51 are in hospitals while the average hospitalisation is around 4.8 percent in Kashmir division. Police party of Police Station Qa-zigund led by SHO Qazigund Insp Irshad Reshi under the supervision of SDPO Qazigund Shri Govind Rattan-JKPS during patrolling in the jurisdiction of the Qazigund intercepted a person namely Aabid Ahmad Shah S/O Mohd Yousuf

Shah a resident of Churat moving in suspicious circumstances carrying a bag. Going through checking offi-cers were able to recover 400 grams of Charas like substance from his possession. He was arrested on spot. Regarding the incident, Case with FIR No. 217/2021 U/S 8-20/29 NDPS Act has been registered in Police Station Qazigund and inves-tigation has been initiated as more arrests and recoveries of contraband substances are expected. DC Reasi launches Project MADAD for welfare of Differently Abled Persons

REASI, SEPTEMBER 06: Deputy Commissioner Reasi, Charan-deep Singh today launched Proj-ect MADAD (Maintenance of Differently-Abled)-an initiative by District Administration Reasi for welfare of Differently Abled

Persons.Speaking at the launch pro-gramme, the Deputy Commis-sioner said that through this project the District Administra-tion aims to eradicate the stig-ma attached with disability. He highlighted that the recently concluded Tokyo Paralympics have shown that persons with disabilities are no less than oth-ers provided they are supported and facilitated suitably.The Deputy Commissioner fur-ther added that Project MADAD is an effort towards following a holistic approach to deliver ben-efits of all the existing schemes of the government to Specially Abled Persons.The project aims to provide a number of facilities to the Spe-cially Abled Persons in the dis-trict and to make all Public Of-fices/Public places accessible for them. As per Census 2011 data, the population of specially-abled persons in District Reasi is 5579.The Deputy Commissioner said that a fresh survey of popula-

tion to assess the current status of Specially Abled Persons (irre-spective of type and Percentage of Disabilities) along with their specific requirements will be con-ducted by a Panchayat Level team consisting of Sarpanch as Chair-person and Supervisor/Social Workers ICDS/VLW/GRS and Asha Worker as members of Pan-chayat Level Team. A total of 155 such teams shall be constituted for 153 Panchayats and 2 Munici-pal Committees.Project MADAD will be imple-mented through the Social Wel-fare Department and District So-cial Welfare Officer as the Nodal authority.The district administration will be providing free Health Insur-ance to all Specially Abled Per-sons under existing schemes like NIRAMAYA, PMJJBY & PMJSBY. The premium of In-surance shall be borne by Dis-trict Administration from Red Cross or from a Special Corpus Fund. Mass Awareness to foster respect for Rights of Specially Abled Persons and to counter dis-ability related discrimination to protect, provide and ensure that they enjoy all human rights shall be among the foremost priorities under the project.The Project envisages active in-volvement and participation of

all NGOs working in District Reasi for prompt delivery of services and assistance to Spe-cially Abled Persons. Shahbaz Ahmad Mirza today in his routine press briefing about COVID-19 status said that unless we follow Covid Appropriate Behaviour (CAB) and adhere to all SOPs there is every apprehension that positive cases may rise again.The DC said that from the past few weeks we have been witness-ing an increase in the number of cases in some areas resulting in desig-nation of some new Micro containment zones. He said with the opening of educational institutions from class 10th to 12th more precautions and safety measures are foremost needed.

Mirza once again appealed for 100 percent vaccination of all who fall in the age group of 18 to 44 years, particularly students shall ensure that they are vaccinated before entering classes. He added that students below the age of 18 shall have (RAT) mandatory in case they have to attend class-es.Regarding current status, the DC said presently there are 142 active positive cases in the district, recovery rate is 99 percent while positivity rate stands at 0.46 percent..

DC Kupwara reviews progress of data collection of media persons working in Kupwara

KUPWARA, SEPTEMBER 07: The Deputy Commissioner (DC) Kupwara, Imam Din today convened a meeting, here to review the progress of data collection of media persons working in the district.

The meeting was attended by SSP Kupwara Dr. G V Sundeep and Dis-trict Information Officer (DIO) Kupwara, Mohammad Yousuf Mir.

The DC was informed that the data of media persons working in the district is being collected as per devised proforma which was circulated in the media group and all media persons have been asked to submit required data by 4 PM today, positively.

On the occasion, the DC said that those media persons who fail to submit the data shall not be allowed to work in the district to weed out the self styled reporters, against whom allegations of exploitation are leveled in the district.The DC, however, allowed a two day extension to facilitate the media persons, who could not submit their data today.

Now, as per the directions of Deputy Commissioner, the media persons working in Kupwara district are once again asked to submit their data by September 09 up to 2 PM, positively, after that there would be no relax-ation.The District Administration Kupwara has initiated a drive to check the authenticity of media persons working in the district, following the reports of allegations of black mailing and exploitation.

Kulgam Police arrested a person for extorting moneyFarooq Rather

Kulgam Police received a written complaint from a person namely Shabir Ahmad Bhat S/O Ghulam Hassan Bhat a resident of Bachroo stating that one person namely Mohammad Iqbal Bhat S/O Bashir Ah-mad Bhat a resident of Bachroo came in contact with him and extorted money from him in the name of Police department. The said person put him in fear that police will arrest him as he was earlier involved in drug peddling and to avoid the arrest he demanded Rupees fifty thousand from him. The complainant paid him Rs. 20000 in advance as he was frightened that he may be arrested by police for the unknown crime. Taking cognizance of the matter, a case with FIR number 205/2021 U/S 384 IPC was registered in Police Station Kulgam and investigation was set into motion.

Div Com Kashmir reviews physical progress of PMAY

SRINAGAR, SEPTEMBER 07: The Divi-sional Commissioner (Div Com) Kashmir, Pandurang K Pole today reviewed the physi-cal status and progress made under Prad-han Mantri Awas Yojana (PMAY) in all the ten districts of Kashmir Division, here.

The meeting was attended by all the Dep-uty Commissioners through virtual mode while MD J&K Housing Board, Director Urban Local Bodies, Cluster Heads of J&K Bank attended physically.

During the meeting, the Div Com re-viewed the physical status of work and the release of installments in favour of bene-ficiaries selected after verification by the concerned department.

He also took district wise review of the progress made and directed the DCs to utilize entire funds released for the said scheme before September 25th, 2021 so the other part of the funds will be provided by the Government of India.

The Div Com enjoined upon DCs to com-pare the data available with them to the up-loaded one on the housing board’s to match the figure. He directed them to compile the list of eligible, ineligible and untraceable beneficiaries and release the installments which are due to the beneficiaries.

He also directed the DCs to issue the notices to those who have been given any installment but have been found ineligible later.Meanwhile, Div Com also reviewed the implementation of the scheme for promo-tion of traditional and cultural festivals of J&K and directed DCs to compile the data of religious institutions within two days.

SEPTEMBER 07: The Deputy Commissioner (DC) Bandipora, Dr Owais Ahmad on Tues-day urged the students above the age of 18 years to get vaccinated immediately so that they can resume their classes and appear in upcoming exams as and when allowed by Gov-ernment.While briefing the media about covid

situation in the district, Dr Owais said the class work may start soon in colleges and only vaccinated students shall be allowed to enter the college. He urged the students to get vaccinated as soon as possible so that they can resume their classes when allowed by the Government.Dr Owais said 65 percent of the 18-44 years age group

has been vaccinated so far and fifty thousand second doses have also been administered so far. He urged the left out persons to get vaccinat-ed at earliest.He said the people should come forward for vaccination voluntarily as it is abso-lutely safe. He said the health teams are also going for a door to door vaccination campaign so that the whole popu-

lation is covered.The DC said the

graph of Covid-19 cases is gradually going down and can further slip down if people continue to follow Covid Appro-priate Behavior and ensure they are vacci-nated at earliest.

He said there are 28 active positive cases in the district as on date and only one patient out of these is in hospital

isolation. He said the extensive sampling and subsequent isolation of positive cases helped to control the spread of virus in containment zones.He said the graph can go down in coming days if people continue to follow CAB and get vaccinated as soon as possible. DC Bandipora reviews developmental works, projects in districtBANDIPORA, SEPTEM-

BER 07: The Deputy Com-missioner (DC) Bandipora, Dr Owais Ahmad on Tues-day chaired a meeting of of-ficers to review and get the first-hand account of the developmental activities in vogue in the district.

The meeting discussed detailed proposals under the District Capex Plan, 2021-22 including physical status of projects targeted for com-pletion in the current fiscal and took a comprehensive review on the progress of developmental projects un-dertaken by various depart-ments.

It was given out that Rs 529 Crores have been ear-marked for the financial year 2021-22 with major thrust on Jal Jeevan Mis-sion (51%), PMGSY (21%), Rural development Depart-ment (8%), Education &

Health (8%) etc.The DC said 3316 works

have been targeted for com-pletion for the financial year 2021-22 which includes 114 Water supply schemes, 24 PMGSY works, 23 Ur-ban Development Works, 13 works of Education, 07 Hospitals, 13 Roads, 09 Ir-rigation Schemes and 1875 MGNREGA Works.

Officers informed that 629 works have been com-pleted so far under different schemes and Rs 16.61 Cr has been spent so far out of the released budget of Rs 70.81 Cr.

The DC sought details from the heads of depart-ments including Rural De-velopment department, Health, JKPDCL, R&B, Jal Shakti and other sectors about the approved works, tendering status and status of estimations and progress

JDP informed that Dis-trict Hospital Bandipora has

been completed and made operational during the cur-rent financial year besides four other major work proj-ects including Gujjar and Bakerwal hostel Bandipora at the cost of Rs 3.25 crores, Polytechnic College Bandi-pora at the cost of Rs 18.00 Crore, Dak Banglow Gurez at the cost of Rs 3.25 Cr and Indoor Stadium Shadipora at the cost of Rs 4.83 Crore.

It was revealed that the Wullar Dredging Project is being completed at the cost of Rs 200.00 Crores and the work is in progress at full pace and 60 lakh cubic me-tres have been dredged so far.

ADC Bandipora said among new initiatives, Bur-nai-Tulail has been provid-ed with a Mobile Network for the First time. He said Rs 2.00 Crores are being spent on 3 towns of Hajin, Bandi-

pora and Sumbal. He said in addition 900 solar street lights have been installed in 123 Villages including Gurez and 03 towns of Bandipora while 1175 Works with 06 school buildings, 06 Roads, 03 Irrigation Schemes etc have been completed during last financial year.

It was revealed that last year a record macadamiza-tion of 115 Kms was mac-adamized while this year the administration has set a target to macadamize 173 Kms out of which about 90 kilometers have been mac-adamized so far.

Dr Owais was informed that 10 MVA Receiving Sta-tion at Nasoo Bandipora was recently inaugurated that further augmented the power infrastructure in the district. It was announced that a modern ISM Health and Wellness centre with all

modern facilities was also established in Aragam.

Speaking on the oc-casion, the DC said that district administration is committed to ensure all de-velopment projects/works are completed within a set timeline.

He stressed on the con-cerned officers/officials to take all possible measures to accelerate the pace of the ongoing works for their time-bound completion and directed for regular moni-toring of works. He also di-rected all the officers to keep a close liaison and coordi-nation with PRIs (DDCs/BDCs/Sarpanchs/Panchs) so that a new system of im-plementation of develop-mental activities is ensured in a hassle free manner and people can realize the actu-al and intended benefits of work.

SRINAGAR, SEPTEMBER 07: The District Administration Sri-nagar/District Disaster Manage-ment Authority (DDMA) on Tues-day held a sensitization workshop session at Banquet Hall, here with the Heads of various Edu-cational Institutions (Schools/colleges) to discuss Modus ope-randi for reopening of schools in Srinagar district.

The programme was held on the directions of the Deputy Com-missioner Srinagar, Mohammad Aijaz Asad, who is also the Chair-man DDMA Srinagar and was at-tended by Officers from District Administration including Sub Di-visional Magistrate, East, Owais Mushtaq and Head Department of Community Medicine, Dr Rab-bane Tariq besides, Principals/ Headmasters of all Government and Private Schools and Colleges.

During the interaction, the Sub Divisional Magistrate, East, Owais Mushtaq sought sugges-tions from the heads of schools regarding the opening of schools. Further, it was informed that display Signages and necessary

Markings for enforcing Social Distancing and Safety proto-cols be ensured besides, outdoor spaces be also used as much as possible to prevent spread of infection, while facility for prop-er screening/testing regarding Covid-19 must be made available at the entry of all the schools.

It was said that the number of water supply taps/ toilet facil-ities needs to be increased in ev-ery school to avoid gathering and spreading infection. In addition School events, congregations, meetings etc. must be avoided till the situation with regard.

The Chairman District Devel-opment Council (DDC), Kupwara, Irfan Sultan Panditpori chaired the meeting.The Vice Chairman DDC, Haji Farooq Ahmad Mir, Deputy Commissioner Kupwara, Imam Din were also present in the meeting, besides, DDC Members, BDC Chairpersons and Officers.The objective of the meeting was to review the pace of progress un-der District Capex Budget, speed-ing up of estimation of works, tendering and Administrative Approval.Addressing the meet-ing the Chairman DDC stressed upon the officers to speed up the process of estimation of works so that execution of works could be taken up in hand and completed within the targeted time frame. The Deputy Commissioner Kupwara, Imam Din in his ad-dress said that the District Ad-ministration is here to remove the bottlenecks and resolve the problems confronting in the field, adding that all field functionaries should redouble their efforts to come up to the expectations of the PRIs.He gave a timeline of 4 days to all AEEs and JEEs for submission of estimates directly to the Deputy Commissioner’s Of-

fice for administrative approval so that tendering process could be started and works taken in hand on time.

He expressed his dismay over the poor performance of some of-ficials and asked the controlling officers to fix the responsibility upon the officials who are found lazy in submission of estimates.

The Deputy Commissioner asked ACP to constitute various Standing Committees of Coun-cil members on behalf of the Chief Executive Officer so that the progress of the development works could be properly reviewed and monitored in the district.

Earlier, Joint Director Plan-ning, Abdul Majeed gave a brief about the progress and informed that 5815 works are targeted for the current financial year under District Capex 2021-22. He said Rs. 56.78 crore have been expend-ed till ending August 2021 against the released amount of 132.65 crore.The concerned DDC mem-bers and BDC Chairpersons also spoke in the meeting and got in-formation regarding estimates and other developmental works of their respective constituencies from the concerned officers.

about 5:15 hours, a truck tralla (RJ19GB-8209) driven by Raju Ram (30) of Shiva Bermar Rajistan, on its way from Jammu to Srinagar hit one Canter Truck (UP66-T-1883), moving in opposite direction. Both trucks rolled down about 1000-ft down into a gorge, resulting in on the spot death of canter driver Anuj Kumar Tripathi (35)of Kalyanpur Kanpur UP.Conductor of Canter, Om Narayan (40) of Kartholi UP and driver of Tralla, Raju Ram (30) were injured and were removed to District hospital Ramban by police and QRT. “Full-fledged Degree Col-leges have been sanctioned and funds for the same also made available since long back. But much of the precious time has been lost fixing land/space for these buildings and pupils are being forced to study in rented buildings” she said.

He said that convergence among departments is the key to tackle the menace of mal-nutrition among children.

He emphasized for im-proving nutritional out-comes for children, adoles-cent girls, pregnant women and lactating mothers. He also asked for creating mi-cronutrient environments in every village. For this, Poshan vatikas are to be set up in Anganwadi Centres, panchayat areas, vacant lands in villages where ben-efits can easily be given to

women and children.He said the word cele-

District Development Commis-sioner, Kathua Rahul Yadav to-day chaired a meeting to review the status of projects funded under Rural Infrastructure De-velopment Fund (RIDF) of NAB-ARD in the district.

The meeting was informed that a total of 59 projects in dif-ferent sectors are being execut-ed under District and State Plan for infrastructure development in uncovered areas. The projects taken up include Roads, Bridges besides assets of Health, Flood Control, PHE, Irrigation, Sheep Husbandry, Animal Husbandry;

Ayush etc are being funded un-der RIDF of NABARD.

The DDC while reviewing the physical and financial prog-ress of the taken up works laid thrust on timely completion of those projects approaching the cut deadline.

Besides, threadbare discus-sions were also held on vari-ous issues related to fund flow, timely submission of Project Completion Certificates and Uti-lization Certificates, besides bot-tlenecks hampering the.

The DDC impressed upon the implementing agencies to speed up execution in view of

The hapless migrants had to leave behind their immovable as well as movable properties.The violence has affected all. Out of those 44,000 migrant families; 40,142 are Hindu Families, 2684 are Muslim Families and 1730 belongs to Sikh community, the Lt Governor added.“During the trial run period of the portal, we have received 854 grievances. It clearly shows a large number of migrant families were awaiting justice. Now, the time bound action on complaints will not only restore the faith of people in the system but I believe thousands of families achieve closure, justice and regain their dignity,” the Lt Governor said.It is pertinent to mention that with the onset of the Paki-stan-sponsored terrorism in Jammu and Kashmir in the year 1989-1990, a large number of people had to migrate from their ancestral places of residence, particularly in Kashmir Division. There was mass exodus of Kashmiri Hindus as well as a number of Sikhs and Muslims families. Under compelling circumstances, the immovable properties of these migrants got either encroached or they were forced to sell their properties at throwaway prices.In order to address this issue, on 2nd June 1997 an Act namely “The Jammu and Kashmir Migrant Immovable Property (Preservation, Protection and Restraint on Distress Sales) Act, 1997” was enacted. This Act provided preservation, protection and restraint on distress sales of the immovable property of the migrants.Under this Act, the concerned District Magistrate was designated as a Custodian of the migrant properties. The Act provides for certain restrictions to prevent distress sale, custody of immovable property, eviction of unauthorized occupants, implementation by the competent authority, etc.The implementation of this Act, however, was a non-starter and replete with instances of non-performance. Despite various provisions, numerous instances of distress sale and alienation by different means have been reported. The cases under J&K Agrarian Reforms Act 1976 were neither properly enumerated nor contested.Ex-parte decisions were taken, and non-migrants have been shown as prospective owners. Even in some cases, tenancy has been created by showing non-existing tenants since 1971 by way of fraud/cheating, which was not permissible under section 13 of the said Act.It is important to mention here that since 2018-19, to 2020-21(July), the office of Relief and Rehabilitation Commis-sioner received approximately 113 grievances. Instances have come to notice particularly when in pursuance of the orders of the Hon’ble High Court in OWP No. 477/2016 dated 06.03.2020 titled “All India Kashmiri Samaj and Ors. V/s Union of India and Ors.” directing diarization of complaints and monitoring thereof, that immovable property of migrants has been alienated without following due process.The government in March 2020 took the first step in the direction to address this abysmal state of affairs by doing away with the need for written complaint by the aggrieved for the competent authority to enumerate and evict unauthorised occupants. By virtue of S.O. 1229 (E) dated 31.03.2020 (Adaptation of State Laws) Order 2020, the requirement of written complaints for survey or measurement of a migrant property, proviso 2 of sub-section (2) of Section 6 has been omitted.In order to redress the grievances of the migrants and restore the properties to their rightful owners, the Lt Governor directed further action by the department. Subsequently, a notification, S.O. 275 dated 13.08.2021 was issued whereby the powers of Commissioner under Agrarian Reforms Act, 1976 have been conferred upon the Deputy Commissioners. The involvement of senior level functionaries, exclusively for the avowed purpose under the ARA 1976, is expected to bring requisite force and focus.Also, instructions under Section 10 of J&K Migrant Im-movable Property (Preservation, Protection and Restraint on Distress Sale) Act, 1997 have been issued for preservation and protection of immovable property of the migrants, vide Government Order No. 53-JK-(Rev) of 2021 dated 13.08.2021.The instruction provided for launching an online portal to receive complaints for correction of records/ demarcation and removal of encroachments/trespassing/alienation by way of fraud or distress sale, etc.The instruction clearly states that any violation of the Act, including in respect of religious properties, shall be taken cognizance by the competent authority with timely action for eviction, custody and restoration of such properties and also action under law against the violators.The revenue officers have been instructed to dispose of such cases on priority, with due consideration to the cir-cumstances and specificity, while taking decisions with regard to the limitation period.On the occasion, Sh. Since then I have been visiting authorities to seek compensation. When I saw several other people with huge damage also visiting the government offices for the same purpose, I lost my hopes of getting any compensation” he said.There is one case in our locality where a man had got Rs 50,000 compensation four times in four different bank accounts using different variations of his name,” Ali Mohammad, a resident of Bemina, said.Showing the documents of the Revenue Department, Ali Mohammad pointed out that one Mohammad Amin Bhat’s name also figured as ‘Mohd Amin’, ‘M A Bhat’ and ‘Mohammad Amin’ in the list of beneficiaries in Bemina.Another victim from Indra nagar said that he is yet to receive the assistance under SDRF which was disbursed soon after flood waters receded.‘’My file was processed for compensation in the deputy com-missioner’s office in 2015 but there has been no progress on my case since then. Despite knowing the status of my case, I visit the concerned authorities every week’.As reported earlier, over Rs 500 crore were disbursed among affected families of 2014 devastating floods in Srinagar under Prime Minister’s Development Package, reveals official records.The total number of residential houses damaged in various cat-egories in 2014 devastating floods remained 77569.When flood hit Kashmir on September 6, 2014, thousands of people were left stranded inside their submerged houses. Due to incessant rain and overflowing flood channels, the conditions worsened in the following days.As per the official records, the number of fully damaged pacca residential houses in 2014 floods in Srinagar was 5526, severely damaged 20813 and partially 51025.By September 25 that year, the death toll had reached 285. Even after 10 days of the flood, three major hospitals remained closed, while two of them partially resumed their services.The record further reveals that the number of Kacha fully damaged residential houses was 96, severely damaged 54 and partially 55.The amount, as per official records, disbursed among affected families was over Rs 500.22 crore.Meanwhile Kashmir Trade Alliance said that no comprehensive package has been announced for the rehabilitation of the Business sector in Kashmir after the 2014 catastrophic floods.KTA President Ajaz Shahdhar while speaking to CNS said that the catastrophic floods of 2014 had caused a loss of nearly Rs 10 Million crore to the Valley’s economy. He said About Rs 5 Million crore was lost, the same floods and post-floods have caused a loss of Rs 10 Million crore so far, which is still going on.“State government had proposed Rs 44000 crore to centre gov-ernment as part of the flood rehabilitation program but central Govt gave nod to only7000 crores, which too were not released fully” He observed Shahdhar said this has angered people especially the business community in Valley who were worst hit during floods.He said GoI and the State government have only paid lip service to flood-affected people by not releasing a full rehabilitation package.

The amount of bribe was also recovered on the spot in presence of an independent witness. The accused Riyaz Ahmad Wani was arrested on spot and from personal search an amount of Rs. 1,01,425/- was also recovered. Presence of bears create panic in ShopianWildlife team rushes to capture animalsShopian, Sep 07 (KNO): Panic gripped Baskochan and Shadab Karewa belt of Shopian after wild black bears were spotted in the area by locals on TuesdayLocals from the Baskochan area said some people spotted two black bears in the area on Tuesday morning and accordingly the concerned department was informed.Locals said that presence of bears have created panic among local residents and requested wildlife authorities to capture the animal at an earliest for the safety of people along with their livestock.The residents said that they are unable to move outside their residence due to the fear of the bear and requested the department to catch the animal as soon as possible.Later locals from Shadab Karewa belt of Shopian also said that a bear was spotted by locals in vast maize fields which have caused panic among locals.Officials within the wildlife department said that a team was rushed to the Baskochan, however, after conducting searches for hours it seems bears had escaped from the spot.“The team is conducting searches now in the Shadab Karewa area and efforts are on to capture the wild animals,” officials said.Wild animals have injured several people including wildlife officials this year in Shopian district besides several sheep were also killed.Two leopards were killed by locals in retaliation after the wild animals attacked them in the area this year.Moreover dozens of wildlife animals, mainly leopards, were caught by the department in the Shopian district this year.Pertinently several persons including two minors lost their lives in man animal conflict this year in the valley

Train service resumes on Baramulla-Banihal trackSrinagar, Sep 7 (UNI) Train service resumed on Tuesday on Baramull-Banihal track after remaining suspended for five days in the Kashmir valley as a precautionary measure.Official sources told UNI that train will chug on Srinagar-Badgam and Baramulla in north Kashmir track today. Similarly train runs also resumed on Badgam-Srinagar-Anantnag-Qazigund in south Kashmir to Banihal in Jammu region, they said.They said train service was resumed only after getting clearance from divisional administration and police.Train service was suspended on Thursday following direction from the administration and police as a precautionary measure after the death of separatist leader Syed Ali Shah Geelani who breathed his last at his Hyderpora residence on Wednesday night. They said in the past railway property worth crores of rupees was damaged in violence in the valley.Train service has become very popular as it is cheap, fast, comfortable and safe against other mode of transport available in the valley. Majority people are preferring to travel by train from Srinagar to Banihal and later to Jammu by road.

Masjid gutted in fire at KhanyarSrinagar CNS, 07th Sep; A mosque was gutted in a fire incident early on Tuesday at Aqalmir area of khanyar in Srinagar.Reports said that fire broke out in the building of Madrasa Mis-

ba-ur-rashid, which also houses the office of Baitulmaal Masjid Shareef at Aqalmir Khanyar damaging the second storey of Masjid. Locals and fire tender rushed to the spot and prevented the fire from spreading to nearby locality by dousing the flames.The cause of the fire is being ascertained. Drug Menace eating intoVitals of our Society...

Drug abuse has started eating into the vitals of our society. Kashmir which was once alien to any such crime is com-ming up as the capital of this mafia. Every day we get the

news about huge cashe recovered and various modules busted. Al-though Police seems to be doing its best, however blacksh sheeps Continue to play the spoilspot. Local politicians who have so far preferred to remain silent over this all important subject have also come up to speak against drug abuse. However height of the things being that they do so to score mearly the political points over the rival political parties. BJP spokesperson Darakshan Indrabi in recent past issued a statement against the drug abuse and expressed deep concern over this all important issue. By and by Indrabi tried to score political points by accusing the former political regimes of preferring crim-inal Silence against this what she termed as much dangerous Virus than Covid -19. She also accused the rival political parties of be-ing responsible for letting this crime flourish in front of their eyes. Pertinent to mention here is that Police’s revealeations day in and day out are an eye opener as they revealed “ the militancy connection to the drug mafia”, as claimed by J&K Police. SSP Kupwara claimed that this huge cashe of heroine recovered so far has a market value of about 120 Crore and also claimed that this money is being used for militancy related activities in J&K. Whatever may be the motive behind the scene however one thing which forced me to chose this all important subject as to-day’s Editorial of Headlines Today is that the future of our youth is at stake in wake of this flourishing drug abuse or narco-modules, a small part of which is being busted every next day Such a Sharp rise in the drug abuse cases is being witnessed across J&K which is definitely a thing to be worried about. Day in and day out huge consignments of drugs of various types are being caught and people, mostly youth are nabbed by the police for drug trafficking. Seemingly the drug trafficking has attained a form of a proper trade without licence. The revelations suggest that about 25 percent of youth have been engulfed by this menace. Thus the Future generation is at the verge of getting spoiled at the hands of the drug mafia. Every week we get the news about huge cashe of Codine phosphate being recovered from somewhere in the Valley. More than three decades of Sustained conflict in Kashmir valley has traumatized the people shows dangerous fallout as tens of thousands of youth in Valley are involved in different kinds of drug abuse. Every day the police bulletins are a buzz with news of Notorious drug peddlers being nabbed and huge hauls of drugs being recovered from their possession. In Kashmir Valley alone the aftermath the of conflict is de-pressing as well as dangerous for the society. Mass destruction of life and property, and overwhelming fear and uncertainty during the past many years of disturbance has taken heavy psychologi-cal toll- being manifested in terms of rampant drug abuse among youth. A recent study conducted by a local NGO in Srinagar revealed substantial increase in the number of patients diagnosed as drug abusers during last 10 years. Valley’s leading psychiatrists giving the background of the menace are of the opinion that over the past decade Kashmiri youth are highly traumatised and to re-lieve of the stress they often take drugs .Psychological problems are in the back ground. The use of various drugs has increased tremendously during these years of traumatic violence. The Study shows that the society at large is in deep slumber and needs to wake up and every member has a role to play to put this mess in order otherwise it is bound to spell the disaster. Another shocking revelations was made by a local and only de-addiction center in entire Valley through its recent survey carried out in different educational institutions and in the area be-lieved to be vulnerable to the drug addiction . The authorities and law enforcing agencies silence on this lethal menace have further aggravated the condition . No accountability and restriction on the sale of these drugs in the market has made them easily accessible to abusers and addicts . Abuse of drugs like codein and other me-dicinal opioids have reached epidemic proportions in the valley. There should be restriction on the sale of these drugs . To the utter surprise in J&K drug Act hasn’t been implemented yet .

Sheikh Noor u din RA and Sheikh Makdoom RA were the great sufis i have ever heard .They had a great spritual power which is beyond ones imagination. Mahjoor , Rasool Mir, Hab-ba Khatoon etc like brilliant poets lived, proved their mettle and kept all of us singing their beautiful lines all the time. Mahjoor if taken was really a realistic and an intellectual poet who by his writings conveyed message of brother hood, love and affection. If i have to define Mahjoor i would simply say that he is the Iqbal of Kash-mir .His famous “ sahibo sath chem mae chaeni wath mae aslech haavtam “ which everyone here keeps sing-ing is not less than a master piece and a legendry prayer. In short” Mehjoor is the poet who cannot be compared with anybody else”

that never Really materialized on the first place.The graveyard represents a symbol

of eternal peace in religion of Islam without which the cycle of life is incomplete. However, in Kashmir the majority of these religiously important places are in shambles with no maintenance and proper fencing. The cattles and roaming animals graze in the graveyards, which is pro hibited and not allowed in any circumstance. Islam categor-ically speaks about the respect that dead people deserve despite that, at many places in graveyard,ma-ny corners have become dumping grounds, where people dump trash and junk and disdain the sanctity of the place. It’s really shameful for us as a community where most of us ignore this menace. Our upbringings are of such type where in we are told from our early childhood that before living,we should care about one death.Cementries and graveyards being the final destination should not have been left at mercy of cows and goats .moreover such conditions of graveyards leaves lot of people unmoved many graveyards have been converted into the construction sites people are building residential houses,paths &lanes over graveyards and people have started trampling graveyards for which our beloved Prophet Muhammad S.A.W said

“If I were to walk on hot coal or on sword ,or if it were to mend my shoes using my feet,that would be better for me than if I were to walk on the grave of

Muslim “(Ibn Majah 1567).Materialism has taken over our

minds and our physical comfort zones are more important than our

spiritual values.Kashmir being called as “Pir

Waer”,we have our own cultural and religious diversity, conservation of such revered places should have

been our prime priority. In many civilizations be it ancient or modern ,death is a transition phase.Burying dead is one way to ensure the dead are accorded dignity and respected which is completely missing in our graveyards. In Kashmir, I personally saw a lot of places where apart from junk and litter opium,poppy and other addictive plants grow denser although naturally but people remain unmoved by its presence instead of actually clearing and cleaning it .As a consequence of this a lot of immoral activities have been wit-nessed in recent times where in even graveyards are also not spared.our

generation is going through a very difficult phase where lot of social evils have shook the pedestal of our moral highness. Drug menace being one such issue graveyards

have become sites of pleasure for drug addicts and acholics as well.It is such a tragedy for us that we are not able to maintain the sanicity of our eternal Abode. We do not dignify the dead and the feelings of the loved ones who are buried there are crumbled. Our Islam teaches us reverence and respect to death and dead but we have left this issue unheard and unseen.most of us dont even consider this a problem. We are so busy in living that we have forgot death.The need of the hour is to restore

the dignity of cemeteries and grave-yards. People themselves should take

initiatives to maintain the cleanli-ness,fencing and maintenance of graveyards.One of the foundational teachings of

Islam affirms that one brings nothing

into this world takes nothing with him at the time of death .the implication of that belief to the burial and grave site is simple humble representation of resting state .The acts and deeds of human should be in accordance with the natural laws.

one of the leading poets.Born in Shabad Duru (Anatnag) Rasool Mir is known for his romantic nature.He is the most celebrated poet of valley and most of the times he isquoted as John Keats of kashmir. Another one i mention here unfortunately left us recently in 2016 is prof.Ghulam Nabi Firaq .He was a renowned poet , writer and a good educationist. He has translated dozens of english poems into kashmiri. Besides he had been writing essays and beautiful writeups in his mother language. For his brilliant work he was felicitated with Sahitya Akademi Award. Moreover he is known for his awesome work to enrich and preserve kashmiri culture. The last but not least i would like to mention here is Amin kamil , a major voice in Kashmiri poetry. Besides being

a good poet he was master in writing short stories and novels. In the field of translation he has a good contribution. After joining the state cultural acedemy

he translated two journals of the acede-my “Sheeraza “ and “Son Adab” ..He retired from acedemy in 1979. This bright past our valley i consider as the age of legends.In present times, kashmir is still having

a no. of legendry poets,leaders,sing-ers,writers , good doctors etc who have gained the interest of people and live in their hearts. I personally love and respect all of them for they have maintained the identity of our valley and have kept our glorious past alive even today. I would like to mention a few amongst them .For example we have today a legend within us namelyAbdul Rehman Rahi who is not only

a poet but a legendry translator. For his collection “Nawruzi Saba “ ,he was awarded Indian Sahitya Akademi Award in 1961. Moreover in 2000 he was awarded with padmashri and Jan-path Award. Leaving the poets aside kash-

mir is having a good no of doctors and engineers. Among them i would love to mention here Dr Ali Jan who i consider

as the finest physician kashmir has ever had. His sharp diagnostic skills and the beautiful way of attending patients made him an exceptional doctor.More over we have Dr sultan khuru

who is also not less than a legendry doctor of valley. Discovery of Hepatitis E made brought him international fame and recognition. During his time SKIMS touched new heights in providing the best of its care to patients.I consider Dr Ali jan and Dr khuruu

as the best doctors of our time and i consider Kashmir as the most fortunate to possess both of the jewels.Talking now of singers here also Kash-

mir tops; Ab Rasheed Hafiz if taken is a brilliant sufi singer. By his soothing voice he has been successful in gaining the hearts of people. I would simply say Kashmir has its own Nusrat fateh ali khan and we call him Ab Rasheed Hafiz. Raj Begum the melody queen of kashmir was the leading 20th century singer and a noted folk singer. she was facilitated with padma shri award in 2002. Shameema Dev Azad the fa-

mous and leading singer of the present time has impressed me a lot. I have no words to explain her beautiful voice but surely without hesitation i would like to say that in Pakistan there was Noorjahan Beghum and in Kashmir there is Shameema Dev Azad. In the field of comedy, Qyoom

khan alis Badshah Khan, Rayies Mo-hideen etc , i consider as comedy kings ,always make us laugh. In short Kashmir can be considered as a fertile state for it possesses a number of assets in every field whether that is in beauty ,singing ,medical sciences or in poetry.Lastly i would like to mention I love

The boy has been killed? Should the matter be sorted out by a Kacheri!

It is strange, I thought, how you can a family be living their dreams

and their nightmares at the very same time. The dreams have been snapped off by what they believe

is the murder of their son and nightmares the people of Gholad Kalara along with the police are

giving them in plenty’!-‘ A few days back we carried this story in which a defiant mother

was running circles around Mend-har Police station so that the po-

lice got down to work and unearth what the lady was emphatically

saying that her son had been killed and subsequently thrown into a pond close to her home. She had also alleged that the police was trying to cover up the case as

some very influential personnel of Gholad Kalara village which in-

cluded some police personnel who never wanted the case to be inves-tigated because that would have created a furor of sorts. She was vehement that her son had been killed and all indications were that the boys close aunt chachi/her husbands younger brother’s wife was involved in this murder

so foul’.

Rukkaiya (the dead kidSharif’s mother) wants that the Police should carry out a full fledged investigation andsurprisingly Mendhar police have been

showing little or no interest and it has been three months since the boy was killed. The stress was

on sorting out the matter within the family by holding what is locally called as Kacheri, whether it be the relatives and Mohammed Sadiq (boys father) or the Police.The relatives , the villagers and the Police wanted it to happen this way but not the parents of the child.’From the above it is very clear that someone does

not want the reality of the culprit to come out and thus wants the compromise to be enforced. If that is the case then it obviously means that something hideous has happened which needs rather should be exposed by the Police but it is surprising that even the Mendhar police is sup-porting the Kacheri matrix which they should not be as a professional outfit? Why so ? Perhaps all the secrets are in the premises of Mendhar Police station and they ought to flow out because it is their job to excavate the murderer rather than suggesting the dubious khap kacheris! We are not living in primitive ages for sure. Killing and then going for a compromise is a thing which is not written in Policing. At least I have not read that and I’m quite certain about that’.-‘ About Rukkayia’s stance the readers know

begun to call the people and are taking down the statements but first it needs to be ascertained whether they have registered the case and carried out the initial probe or not? If they have then obviously a post mortem is a necessity. It was not carried out at the time when the boy died? It seems that the cover up phenomenon had begun there itself because in this entire intricate web there are a few police officials as alleged by the parents who do not want the culprit be made public’ !Why so is yet to be found out!-‘Further the cover up was cemented by the early

burial of Shariq in the odd hours of night which has sent the needle of suspicion free to oscillate at a great speed. Till the burial the Police had not intervened. Obviously the question is why and the answers well again in the eerie premises of Mendhar Police Station’!-‘A mother cannot be wrong when she is pin-

The Police should follow the leads given by her and the post mortem can still be done after exhuming the body and on this the medical fraternity in Sub District Hospital too have sounded the right vibes because at the time when Shariq had been brought in dead to the hospital the doctors had indicated at a post mortem but the crowd accompanying never wanted

Who is playing the role of a rogue has yet to be ascertained but one thing is sure, the role of the parents in this can be conveniently ruled out. The murderer can be a person who killed in self defense (in this case it cannot happen) so all the way it boils down to one who killed Shariq did it for his own purpose or greed. The motivation matters very much and there were very different neurologies at work at that particular moment of time that resulted in this outrageous episode. Here the person who killed Shariq was evil, when he killed from a sick addiction, when he was in a cold frame of mind and cruel surely is a tool of evil, an arm extension of demons. The killer knew the boy and he also knew perhaps that the boy had seen him in an act of something that if exposed would have fixed up the reputations of a few. The boy was a witness to something rotten happening within the family. This speculation is based upon what Rukkayia told us and this perhaps is the only reason for executing a young loveable kid who was turned pale yellow and lifeless by the cruel hands of the killers. They cannot be one, could be two and Shariq knew them for sure!The sequence of events are as baffling as the

case itself:I. The occurrence:

We had told the readers in detail as to what had happened. Here is a brief resume of the same. Shariq was found dead in a pond/well near to his eyes and he was submerged underwater. He was spotted after his parents and sisters had launched a frantic search for him. In that cold, paralyzing and numbing moment the body was carried to SDH Mendhar and the doctors declared him dead on arrival. Whether the Police were informed in this fast and frantically moving event is not known and whether the police knew about it at

all is also not known. The doctors wanted the postmortem to be done but some who had ac-companied Rukkayia to the hospital did not want it to happen and thus took the body and home and cremated it in the middle of the night. They thought that the matter had been conveniently closed but it was not so the case as the parents began making all the right but disturbing noises for a few in the village.II. Rukkayia files in applications to Mendhar

Police:When she spoke to us she clearly mentioned

that she had filed a couple of applications for the probe but the police was showing no interest in conducting the same. Obviously there had to be a reason? What exactly the Police know the best. Was it that they were under the influence of someone who never wanted this case to be investigated? Probably yes! That it is not known but it will be sooner or later. Other than calling one man and keeping him under detention for a couple of days, perhaps the one who was cutting the branches from a tree near the pond (please refer to our previous story) they inquired from no one. This lack of interest indicates many things and if they come out true it could be embarrassing for the Police. I do not want to spell the same at this moment of time!

III. Sadiq raises the crescendo:In Shehnaaz Akhter (the teacher who was mur-

dered) case it was her father Master Basheer who took to the social media to raise his concerns, this time doing the similar act as Sadiq the hand-icapped father of Shariq. He had plenty to say on the incident and this is what he said:* Ever since the eighth of June 2021, the day

my son was murdered the police showed no in-terest in getting at the culprits. My son had been ruthlessly killed and maybe I’m poor therefore no one is listening to me. Instead I’m being threatened. I do not have the resources to get the probe going but the others probably have the to block the investigations.* A few people in the village who are influential,

powerful and they include a few policemen are stressing upon me in heavy and stern language to take the application for the probe back and settle the case within the household and this I’m not going to do in any case.* I’m being hounded at nights with violent knocks

at my doors and voices that say in no uncertain terms that I’m doing all the wrongs and If I do not stop the consequences would be dear.* When I approach the police they tell me to

sort the matter out by a Kacheri in the village and that for me would be an abject surrender as I as a father could not get justice for my son. I cannot live with the guilt!* Therefore there is no option left for me other

than appealing to the IG Jammu Mukesh Singh, DIG Vivek Rajouri-Poonch Range and SSP Poonch Dr. Vinod Kumar to please get this case inves-tigated as it should not remain as an unsolved one which so far seemed was heading that way!Sadiq the handicapped is a feeble man dwarfed

by the load of his son’s gruesome death on his shoulders and he is not the kind of a person who can turn his nightmares he is having into fireflies and catch them in a jar. He is a scared man and needs to be helped and it is the police who can do it and they are not. He told me that in his dreams he knows he is falling. But there is no up or down, no walls or sides or ceilings, just the sensation of cold and darkness everywhere. I am so scared that I want to scream. But when I open my mouth, nothing happens. And I won-der if you fall forever and never touch down, is it really still falling? I think I will fall forever because no one is taking any interest in finding out the reasons as to why my son was killed! It is here that Mendhar Police can do a lot but it is a pity they aren’t! We don’t paint dreams or nightmares, we paint realities and this one at the moment staring at Mendhar Police!

Are they living a life of dignity? Put your hand on your heart, have a deep breath and think over it sincerely without any hypocrisy.Look in your society more than half of the crimes are because of this mindset that women are born slaves. At the time of her birth, when she opens her beautiful eyes to look around, her first look watches heavy headed people; people not enjoying her arrival, Why so?When a female child is born, right from that time her father used to plan for her better life without knowing how far she is going to survive. He, day and night doing, does hard work for her better life, praying for her bright future, trying everything to adorn her post marital life and what not. His whole life revolves around her daughter’s aims and ambitions, always in a thought to fulfil her dreams. Even after her marriage he shows more concern to fulfil her more dreams to make her life comfortable. One can’t imagine all this unless he himself is a father of a daughter. But all his efforts are in vain when he comes to know that his daughter has been burnt for mere her differ-ence of opinion with her in-laws. Why this cunningness?It is Unfortunate on our part that we don’t honour our women. But this folk are respon-sible for it also to a larger extent. They have chosen to live like that. The West Bengal government moved the division bench of the Calcutta high court on Tuesday challenging its ‘interim relief ’ to BJP MLA Suvendu Adhikari from arrest in the 2018 bodyguard death case. On Monday, the Calcutta high court granted relief to the Nandigram MLA from ‘coercive action’ against him without the permission of the court. Adhikari approached the court seeking relief from probes into six cases registered against him in four police stations across the state, alleging that they were “political-ly motivated.” The Crime Investigation Department (CID) had on Sunday summoned Suvendu Adhikari for questioning in connection with a case related to the probe into the unnatural death of his personal security guard Subhabrata Chakraborty, who shot himself with his service revolver at a po-lice barrack in 2018. The CID set up a team to probe Chakraborty’s death based on a com-plaint filed by his wife. Earlier in June, a four-member team of CID sleuths visited Adhikari’s home in East Medinipur as part of the ongoing investigation, in which at least 15 people, including some police personnel, have been questioned. The CID summons on a day the Enforce-ment Directorate asked West Bengal chief minister Mamata Banerjee’s nephew Abhishek Banerjee to appear before it in New Delhi for questioning in connection with an alleged money laundering case. A former henchman of Mamata Banerjee and a prominent leader of the Trinamool Congress, Suvendu Adhikari shifted alle-giance to the Bharatiya Janata Party (BJP) last December, months before the assembly elections in West Bengal. The BJP fielded Adhikari against chief minister Mamata Banerjee from the Nandigram assembly constituency. Even as the Trinamool Congress came back to power in the state with a thumping majority for the third term, Adhikari man-aged to win Nandigram with a wafer-thin margin of 1,900 votes.

Class 12 private, ‘patrachar’ and 2nd compartment students can apply for provisional admission: SC

NEW DELHI: The Supreme Court Monday said that pri-vate, ‘patrachar’ and second compartment students of CBSE class 12 can apply for admission for higher studies on provision-al basis subject to undertaking that they would produce their results before the concerned institutions within one week of its declaration.

The apex court was in-formed by the counsel appear-ing for the Central Board of Secondary Education (CBSE) that result of class 12 private, ‘patrachar’ and second com-partment students would be de-clared by September 30.

The ‘patrachar’ students, according to Delhi Govern-ment’s education department website, are those who are registered in patrachar vidya-laya where study materials are made available to those coming from weaker sections of society or those who are drop-outs.

A bench headed by Justice

A M Khanwilkar noted that lawyers appearing for the Uni-versity Grants Commission (UGC) and All India Council for Technical Education (AICTE) have submitted before it that these students can apply for admissions on provisional ba-sis subject to producing results which are to be declared by the CBSE.

“In other words, the peti-tioner can apply to relevant courses for pursuing higher studies on provisional basis and on giving undertaking that the results as declared by CBSE will be submitted to the concerned college/institution within one week from its issue by the CBSE,” said the bench, also comprising justices Hrishi-kesh Roy and C T Ravikumar.

The top court was hearing a plea which had raised griev-ances, including that there may be delay in the announcement of results of CBSE class 12 pri-vate, ‘patrachar’ and second

compartment students which may deny admission to these students for higher studies.

The counsel appearing for

the petitioner said that results of nearly one lakh private, ‘pa-trachar’ and second compart-ment students of CBSE class 12 have not been declared while for regular students, it has al-ready been announced.

When the bench asked the CBSE’s counsel about it, the lawyer said all the results will be declared by September 30.

The bench noted in its order that counsel for UGC has sub-mitted that even if the results are not available, admission process for higher studies com-mences before September 30 and the petitioner and similar-ly placed students can apply for admission on provisional basis subject to producing the results declared by the CBSE.

It noted that AICTE’s coun-sel has also submitted that these students will be permitted to take provisional admission subject to producing the result to be declared by the board.

The apex court had in July dismissed a plea seeking recon-sideration of its June 22 order refusing to interfere with the CBSE assessment scheme for conducting offline exam of class 12 students of private, ‘patrachar’ and second com-partment amid the COVID-19 pandemic.

The plea had sought review of the scheme as per which the

offline exams would be conduct-ed from August 15 to September 15 this year.

In its June 22 order, the apex court had refused to interfere with the assessment scheme propounded by both the CBSE and the Council for the Indian School Certificate Examina-tions (CISCE) for evaluation of class 12 students, whose board examinations have been can-celled due to the pandemic.

The court had approved the CBSE’s scheme to take offline examination of students of private, ‘patrachar’ and second compartment as their evalua-tion under the scheme based on internal assessment of their results in class 10, 11 and 12 re-spectively cannot be undertak-en.The Centre had earlier told the court that the CBSE will be adopting 30:30:40 formula to evaluate class 12 students based on the results of Class-X, XI and XII examinations respectively.

COVID-19: 219 deaths in last 24 hours, lowest in 167 days; 38,948 new cases reported in India

NEW DELHI: India logged 38,948 new coronavirus infections and 219 fresh fatalities, the lowest in 167 days, according to the Union Health Ministry data updated on Monday.

With the fresh cases, the total tally of COVID-19 cases has climbed to 3,30,27,621, while the death toll has climbed to 4,40,752.

The case fatality rate has de-clined to 1.33 per cent after 48 days, according to the data updated at 8 am.India had reported 199 deaths in a single day on March 23.

The active cases have declined to 4,04,874 comprising 1.23 per cent of the total infections while the national COVID-19 recovery rate was recorded at 97.44 per cent, the ministry said.

A decrease of 5,174 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.Less than 50,000 daily cases are being reported for 71 consecu-tive days, the ministry said.

As many as 14,10,649 tests were conducted on Sunday taking the total cumulative tests conducted

so far for detection of COVID-19 in the country to 53,14,68,867 .

The daily positivity rate was

recorded at 2.76 per cent while the weekly positivity rate was record-ed at 2.58 per cent.

It has been below three per cent for the last 73 days, according to the ministry.

The number of people who have recuperated from the disease surged to 3,21,81,995.

The cumulative COVID-19 vaccine doses administered in the country so far under the nationwide vaccination drive has reached 68.75 crore.

India’s COVID-19 tally had crossed the 20-lakh mark on Au-gust 7, 2020, 30 lakh on August 23,

40 lakh on September 5 and 50 lakh on September 16.

It went past 60 lakh on Sep-tember 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.

India crossed the grim mile-stone of two crore on May 4 and three crore on June 23.

The 219 new fatalities include 74 from Kerala, and 67 from Maha-rashtra.A total of 4,40,752 deaths have been reported so far in the country including 1,37,774 from Maharashtra, 37,409 from Kar-nataka, 35,018 from Tamil Nadu, 25,082 from Delhi, 22,856 from Uttar Pradesh, 21,496 from Kerala and 18,502 from West Bengal.

The ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

“Our figures are being recon-ciled with the Indian Council of Medical Research,” the ministry said on its website, adding that state-wise distribution of figures is subject to further verification.

Defence Forces Get More Financial

Powers In Centre’s New OrderNew Delhi: Armed forces have

been given additional financial powers for revenue purchases in an order released by Defence Minister Rajnath Singh today.

The order on Delegation of Financial Powers to Defence Ser-vices 2021 aims to empower field formations; focus on operation-al preparedness; promote ease of doing business and enhance jointness among services, a gov-ernment statement said.

The Defence Minister de-scribed the new order as another big step in the series of defence reforms undertaken by the gov-ernment. The new order, Mr Singh said, will not just over-come procedural delays, but also bring about greater decentralisa-tion and operational efficiency.

Chief of Defence Staff Gen-eral Bipin Rawat, Chief of Naval Staff Admiral Karambir Singh, Defence Secretary Dr Ajay Ku-mar and other senior officials were present on the occasion.

The last such enhancement at all levels for the defence services was done in 2016.

Under the new order, there will be a general enhancement of two times for Competent Finan-cial Authorities and up to 5-10 times at field formations in cer-tain schedules. New Competent

Financial Authorities have also been added.

There will be a 10 per cent increase in delegated financial powers of vice-chief of services and up to a three-time increase in schedules related to indigenisa-tion and R&D to achieve the goal of Atmanirbhar Bharat, .

South Korea Successfully Test-Fires Its Own Submarine-Launched Missile: Report

Seoul: South Korea has test-fired a homegrown sub-marine-launched ballistic missile, a report said Tues-day, as it seeks to build up its forces to defend itself from the nuclear-armed North.

Pyongyang has long sought to develop subma-rine-launched ballistic mis-sile (SLBM) technology, and showed off four such devices at a military parade over-seen by leader Kim Jong Un in January, with state me-dia KCNA calling them “the world’s most powerful weap-on”.

But while North Korea has released pictures of un-derwater launches, most recently in 2019, analysts believe that was from a fixed platform or submersible barge, rather than a subma-rine.

South Korea’s Agency for Defense Development last week carried out underwater ejection tests of the SLBM from a new, locally developed 3,000-tonne class subma-

rine fitted with six vertical launching tubes, Yonhap re-ported, citing unnamed mil-itary sources.

The SLBM is believed to be a variant of the country’s Hyunmoo-2B ballistic mis-sile, with a range of around 500 kilometres (310 miles), and will be mass produced for deployment after another round of tests, it added.

South Korea joins only a handful of countries to have successfully developed an SLBM.

stan have started returning to university for the first time since the Taliban stormed to power, and in some cases fe-males have been separated from their male peers by curtains or boards down the middle of the classroom.

What happens in uni-versities and schools across the country is being closely watched by foreign powers, who want the group to respect the rights of women in return for vital aid and diplomatic en-gagement.

When it last ruled from 1996-2001, the group banned girls from school and women from university and work.

largest cities — Kabul, Kanda-har and Herat — told Reuters that female students were being segregated in class, taught sep-arately or restricted to certain parts of the campus.

“Putting up curtains is not acceptable,” Anjila, a 21-year-old student at Kabul University who returned to find her class-room partitioned, told Reuters by telephone.

“I really felt terrible when I entered the class [...] We are

gradually going back to 20 years ago.”

Even before the Taliban took over Afghanistan, Anjila said female students sat sepa-rately from males. But class-rooms were not physically di-vided.A document outlining guidelines for resuming class circulated by an association of private universities in Afghan-istan listed measures such as

the mandatory wearing of hi-jabs and separate entrances for female students.

It also said female teachers should be hired to teach fe-male students, and that females should be taught separately or, in smaller classes, segregated by a curtain.

It was unclear if the docu-ment, seen by Reuters, repre-sented official Taliban policy.

The group’s spokesperson did not immediately comment on the document, on photo-graphs of divided classrooms or on how universities would be run.

The Taliban said last week that schooling should resume but that males and females should be separated.

Gold declines Rs 71; silver jumps Rs 263

New Delhi: Gold in the national capital on Monday declined Rs 71 to Rs 46,503 per 10 gram in line with weak global precious metal prices, according to HDFC Securities.In the previous trade, the precious metal had closed at Rs 46,574 per 10 grams.In contrast, silver gained Rs 263 to Rs 64,168 per kilogram from Rs 63,905 per kilogram in the previous trade.In the international market, gold was trading lower at USD 1,826 per ounce and silver was flat at USD 24.78 per ounce.“Gold prices traded off the two months high on Monday witnessing some selling on dollar recovery,” according to HDFC Securities, Se-nior Analyst (Commodities), Tapan Patel.—PTI.

With today’s surge in IRCTC share price, its mar-ket capitalisation of 50,000 crore.IRCTC shares have been on investors’ radar ever since the company’s board announced stock split last month. IRCTC had last month announced a stock-split in the ratio of 1:5 “to help enhance liquidity in the capital market, widen shareholder base and make the shares affordable to small investors.”A company’s authorised share capital re-mains the same in a stock-split, but the mar-ket price declines in proportion to the split ratio and this results in a greater number of shares available in the secondary market. The reduction of the market price and in-crease in liquidity makes the shares afford-able to retail buyers.IRCTC has also been the beneficiary of the opening up of the economy wherein people have started to travel using its travel portal, analysts said. IRCTC shares have so far this year more than doubled from 1,437, outper-forming the Sensex which has advanced more than 20 per cent. Domestic Air Passenger Traffic Grew 31% In

August: ReportDomestic air passenger traffic grew 31 per cent in August 2021 to touch 66 lakh, com-

pared to 51 lakh in July 2021, according to a report by credit ratings agency ICRA. The growth was witnessed mainly due to the Civ-il Aviation Ministry increasing capacity de-ployment on domestic routes.On a year-on-year basis, the domestic traffic grew by 131 per cent in August 2021 over Au-gust 2020, when it was 28 lakh.The ratings agency said that there is contin-ued stress on demand despite recovery visi-ble in the last two months.The airlines’ capacity deployment in Au-gust 2021 was at around 57,500 departures, as against 28,834 departures in August 2020, which was an increase of around 99 per cent, the report said. ”For August 2021, the aver-age daily departures were at around 1,900, significantly higher than the average daily departures of around 900 in August 2020, and higher than around 1,500 in July 2021, though it remains lower than around 2,000 in April 2021,” the report noted.The average number of passengers per flight during August 2021 was 114, against an aver-age of 106 passengers per flight in July 2021, she said.Capacity deployment on domestic routes has been increased by Civil Aviation Ministry, as it had permitted the capacity to be increased to up to 75 per cent from August 12, 2021 on-wards.

New Delhi: The rupee declined by 32 paise against the US dollar on Tues-day, September 7, to settle at 73.42 (provisional), tracking stronger American currency in the overseas market and a muted trend in domes-tic equities. At the interbank foreign exchange market, the domestic unit opened at 73.12 and dropped to a level of 73.44 during the trading session. In an early trade session, the local unit slipped five paise to 73.15 against the greenback. The domestic unit closed at 73.42 against the dollar, down 32 paise against its previous close.On Monday, September 6, the domes-tic currency settled at 73.10 against the greenback. The rupee was in line with other Asian peers, according to forex traders. ISLAMABAD: As the telecom indus-try’s market size has grown to $16.9 billion after attracting $1.2bn in for-eign direct investments in the last three years, the Ministry of Infor-mation Technology and Telecom is aiming to roll out 5G in 2023.The ministry has said that the target has also been welcomed by foreign investors too.In a recent presentation on the sec-tor’s performance to Prime Minister Imran Khan, the ministry has high-lighted that for meeting the future requirements of digitisation across the country and the launch of future technological needs such as 5G, proj-ects have been launched for “deep fi-berisation’ by the Universal Service Fund (USF) to expand the telecom services and internet even in remote and backward areas of the country.During the period 2018-22 more than 10,000 km optical fibre cable will be laid across the country providing high speed internet to 1,175 towns and the union councils. The minis-try has said that USF projects have

covered over 1,800km of unse rved road network including highways and motorways in Balochistan.While commenting over the impor-

tance of the deep fiberisation proj-ect, Minister for IT and Telecom Syed Amin ul Haq said that the gov-ernment was banking heavily on in-creasing exports of IT services up to $5bn by the end of 2022-23.“We will ensure affordable and high speed internet to people in small towns and I am sure even girls from KP and GB region will excel as free-

lancers, while working from their lo-cal areas,” the minister said.The export of IT services grew 47pc to $2.1bn in 2020-21.The report has highlighted that the USF has played an extensive role in telecom infrastructure development for future digital growth by con-tracting out 43 projects amounting to Rs29bn in unserved and under-served areas. These included over 65 districts in Southern Balochistan, former FATA and interior Sindh, catering to a population of over 25 million.The ministry maintains that the up-coming spectrum auction for AJ&K and GB for next generation mobile services, will help improve the tele-com and broadband services in these areas.The report highlighted that as connectivity was being expanded to secondary and tertiary towns and remote areas, the Pakistan Software Export Board (PSEB) has initiated projects in these cities and towns to develop IT growth hub there.While eight software technology

parks have already been established, the PSEB will establish 32 more in secondary and tertiary cities under public- private partnership mode, that will help development of soft-ware development industry and cre-ating white collar jobs for inclusive growth.It has been highlighted that 40 IT companies have been listed at the Pakistan Stock Exchange.The ministry has said that to meet the challenges and requirements related to the growth of IT and tele-com, several policy initiatives have been taken including the approval of the first ever Cyber Security Policy for Pakistan.Besides the draft of Data Protection Bill, NITB Act, Social Media Rules, PECI Rules, APT Rules, Personal Data Protection Bill, Digital Paki-stan Policy 2021, Pakistan Cloud First Policy 2021, Freelance Facilita-tion Policy, Startup Policy, Artificial Intelligence Policy and Block chain & Digital Ledger Policies have been finalised.
