1. WILL the Minister for Finance be pleased to state:

(a) the annual budget allotted to each Head/Department under the

Annual Financial Statement, amount of budget utilized, unutilized

and amount surrendered for the Financial Years 2016-17 to 2018-

19 with details year-wise of each Department

(b) the reasons for non-utilization/surrender of unutilized funds under

the Budget Heads/Departments; and

(c) the steps taken by the Government for maximum utilization of

allocated budgets and minimize non-utilization of funds or

mismanagement of budgeted funds as observed in the CAG

Reports?

the same place; and

(b) whether the project work is going on within the time schedule or

whether there is any delay; if so, the reasons therefor?

BORROWINGS BY GOVERNMENT OF GOA

23. WILL the Minister for Finance be pleased to state:

(a) the amount of total Public debt and other liabilities including

internal debt like GPF, Security Deposits, etc. as on 31/03/2019;

(b) the amount of all other liabilities including internal debt like GPF,

security deposit etc.) accrued from 01/04/2019 to 31/12/2019 (as

estimated);

(c) the amount of borrowings forming part of public debt availed by

the Government form 01/02/2019 to 31/12/2019;

(d) the limit on borrowing or ceiling of loans, approved by the

Ministry of Finance for the State of Goa for the year 2019-2020;

(e) whether the limit on borrowing has been breached for the financial

year 2019-20, after considering the total borrowing and debt

availed by the Government and State Government Corporations

and Autonomous Bodies;

(f) the re-payment of principal amount and interest payments on all

the loans and borrowings availed from all sources forming part of

the Public Debt and that of the internal debt (including other

liabilities like GPF, Security Deposits etc.) year wise for the period

01/04/2020 to 31/12/2029;

(g) the present net value of the total debt of the State and the net value

of the revenue generation year wise, whether the State Government

will be in a position to re-pay and service its debts, including that

of its State Governments Corporations and Autonomous Bodies;

(h) list the measures to be taken on this front;

(i) the amount of total outstanding debt held by State Government

Corporation and Autonomous Bodies as on 31.03.2019 who raise

loans or where Government provides off-budget borrowing(viz.

GSIDC, SAG, KTCL, GTDC, EDC, imagine Panaji Smart City

Development Ltd., Sewerage Corporation, Goa waste Management

Corporation, Sanjivani Sakhar Karkhana and Goa-IDC) etc.; and

(j) the amount of borrowing or capital raised by State Corporation and

Autonomous Bodies from 01/04/2019 to 31/12/2019 viz. GSIDC,

SAG, KTCL, GSUDA, GTDC, EDC, imagine Panaji Smart City

Development LTD., Sewerage Corporation, Goa Waste

Management Corporation, Sanjivani Sakhar Karkhana and Goa-

IDC)?

FIR IN THE MATTER OF SEZ ALLOTMENT

24. WILL the Minister for Vigilance be pleased to state:

(a) the present status of FIR filed with Anti-Corruption Branch,

Government of Goa for illegal allotment of land by GIDC to SEZ

allotted with copy of the FIR and preliminary report;

(b) whether the Government has decided to withdraw the FIR; if so,

furnish copy of the Government order;

(c) the procedure adopted by the Government to withdraw the said

FIR; furnish the copy of Court Order;

(d) the reasons for withdrawing the FIR; and

(e) the names of the Officials that have withdrawn the FIR?

STATUS OF VIGILANCE COMPLAINTS

25. WILL the Minister for Vigilance be pleased to state:

(a) the list if all complaints filed with the Police Inspector or SP of

ACB Vigilance and Director Vigilance Dept. respectively from the

year 2016 till date with details of complainant, subject of

complaint, details of the alleged accused, the date of filling of

complaint, whether preliminary enquiry report was filed, date of

filing preliminary enquiry report, name of Investigating Officer and

present status of complaint;

(b) the number of complaints that have been referred to the

Government for approval for proceeding with prosecution against

the alleged with details;

(c) the number of complaints not admitted after preliminary

investigations;

(d) whether the 2018 amendment in the Prevention of Corruption Act

prohibits the registering of first Information Report against a

Government Servant without the prior sanction of Government or

whether the sanction is required only with respect to filling of

chargesheet against the said Government Servant;

(e) furnish copy of Central Vigilance Commission circular No.

000/VGL/18 dated 23/05/2000 and CVC office order No. 13/02/04

based on the same circular; and

(f) whether any cases are referred by the Hon’ble Lokayukta?

NPS CONTRIBUTIONS

26. WILL the Minister for Finance be pleased to state:

(a) whether the Government is deducting NPS contribution from

Government servants salary every month;

(b) the times taken by the Government to deposit deducted amount in

the NPS account of respective employees;

(c) the month wise details of NPS contribution amount deducted from

employees salaries and the time it was deposited in Employees

NPS account for the period from April 2017 till date;

(d) the reasons for such delay in depositing NPS contribution amount

in Employees NPS account

(e) whether the NPS schemes is Market linked;

(f) whether the Government employees are losing benefits because of

delay in depositing NPS contribution amount in their NPS

accounts; and

(g) whether the Government will reimburse benefits lost by employees

due to delay in depositing NPS contribution amount and the ways it

will be done?

GOODS AND SERVICE TAX COLLECTION

27. WILL the Minister for Finance be pleased to state:

(a) the amount of SGST collected by the State for years 2018-19 and

2019-2020 upto 31.12.2019, year wise;

(b) the amount of share of IGST received by the State for years 2018-

19 and 2019-2020 upto 31.12.2019, year wise;

(c) the amount of share of CGST received by the State for years 2018-

19 and 2019-2020 upto 31.12.2019, year wise;

(d) the reasons of fewer collections on GST in the State taking into

consideration that this State is a service oriented consuming State;

(e) the measures the State Government will take to offset these losses

both administrative and enforcement related;

(f) the amount of compensation on GST received by the State for the

years 2018-19 and 2019-20 upto 31.12.2019, year-wise;

(g) the amount of revenue on GST to be protected for which the

compensation is being paid for the years 2018-19, 2019-20, 2020-

21, 2021-22; and

(h) the measures for increasing revenue on GST after the period of

compensation is over?

28. WILL the Minister for Home be pleased to state:

(a) whether the Government has given any time frame/dates in the

Legislative Assembly to shift the offshore Casinos from River

Mandovi; if so, the details of the same with date on which the said

statement was made in the House and the time frame given;

(b) whether the Government has undertaken any study to relocate the

Offshore Casinos; if so, the details of the same;

(c) whether any Environment impact assessment has been carried out

of the new location where the Offshore Casinos are to be shifted; if

not, the reasons therefor;

(d) whether there is any study conducted in consultation with River

Navigation Department and Captain of Ports for shifting of

Offshore Casinos to a new location; if so, the details of the same;

(e) whether the Government has decided to shift any Offshore Casinos

from River Mandovi; if so, details of the same with names of all

such Offshore Casinos ships;

(f) the number of Offshores Casinos that will be shifted and the name

of the location with details and time frame;

(g) the present status of Casinos Policy as announced by the

Government; if the policy is ready furnish copy of the same;

(h) the details of all the amendments carried out to the Goa Public

Gambling Act from 1/1/2015 till date with copy of the

notifications/orders issued;

(i) the present status of appointment of Gaming Commission and

reasons for delay with copies of file noting on this issue;

(j) the details of all casinos licenses issued/renewed from 1/1/2015 till

date including name of companies, name and addresses of

Directors/Partners, etc.; and

(k) the various times schedules the Council of Ministers laid down

since 2015 for shifting the casinos away from Mandovi river and

the reasons for non-compliance to the time schedule and status as

on date?

30. WILL the Minister for Home be pleased to state:

(a) the Police Station wise, year wise, case wise details of the number

of cases of crimes against women like rape, molestation, outraging

the modesty of women that have been reported and complaints

received in various Police Stations from 01/04/2016 till date with

documents;

(b) the Police Station wise, year wise, case wise details of the number

of cases of thefts/burglary of ornaments with attach on women,

snatching incidences reported and complaints received in various

Police Stations from 01/04/2016 till date;

(c) the Police Station wise, case wise details of the number of cases

solved, charge sheet filed and culprits convicted;

(d) the number of cases that are yet to be detected and the steps

initiated to solve these cases; and

(e) the number of Police Stations for Women that are functioning in

the State with details such as locations, staff posted and the police

station wise details of the number of cases registered with them

since 01/04/2016 till date?

STATE

31. WILL the Minister for Finance be pleased to state:

(a) the number of Induction Furnace Units in the State that have paid

their VAT on the products sold to Steel Rolling Mill with details

Unit wise, Mill wise and year wise from 2016 till date;

(b) the year-wise details of the amount outstanding till date;

(c) the year-wise details of the amount of VAT refunded to Rolling

Mills/Steel Units every year; and

IMPLEMENTATION OF CITIZENSHIP AMENDMENT ACT, 2019

134. WILL the Minister for Home be pleased to state:

(a) whether the Government is aware of the new Citizenship

Amendment Act, 2019 and whether it will be implemented in the

State;

(b) the measures taken by the Government to tackle any law and order

situation arising in the State;

(c) the number of illegal immigrants as per the new amendment

identified in the State who would be eligible for Citizenship of

India;

(d) whether the CAA include the word persecution and whether the

Government would insist upon Indian Citizenship only to those

illegal migrants staying in India on account of being persecuted

minorities as being proclaimed;

(e) the role of the State Government in granting citizenship to illegal

immigrants from neighboring countries staying in the State;

(f) the amount spent by the Government till date to show support to

the centrally notified CAA;

(g) the copy of the report submitted by the Government to the Central

Government giving details of all the illegal immigrants from other

countries staying in Goa;

(h) whether the Government plans to start the work of NPR in the

State;

PENSION FOR RETIRED SEAFARERS AND WIDOWS

(a) the reason the retired Seafarers are not getting their pension since

October 2019 under the Pension Scheme;

(b) whether the late CM Shri Manohar Parrikar had formulated a

scheme which was notified in 2012 and come into force in 2013 for

the retired seafarers and their widows and the pension restarted and

whether it has been stopped suddenly;

(c) the number of retired seamen and widows that are fully dependent

on this scheme for their daily living;

(d) the date for release of pension; the time frame to restart the scheme;

and

(e) whether the Government will assure that the retired seafarers

pension name will not be changed since it is transferred to Social

Welfare Department and also seafarers pension will be released on

par with other scheme regularly without any interruption with

details thereof?
