Framework Agreement on the Sava River Basin (2004)

• Parties to the FASRB: Bosnia & Herzegovina, Croatia, Serbia, Slovenia

• Specific goals:

– To establish an international regime of navigation

– To establish sustainable water management

– To prevent/limit hazards (floods, droughts, ice and accidents) and reduce/eliminate their negative consequences

• Area: 97 700 km2 (2nd Danube sub-basin; share: 12%)

• River length: 990 km (594 km of which is the waterway)

• Discharge (mouth) 1700 m3/s (1st Danube tributary; contr. 25%)

• Population: approx. 9 million

• Sava RBM Plan (2014) – Based on commonly agreed SWMIs for the whole basin:

• Sava FRM Plan (2019) – Common goals agreed

– 251 potential flood areas of importance for Sava FRMP identified

– Further grouped into 20 Areas of mutual interest (AMIs) as the basic element for the basin level analyses

– Total surface of AMIs is 5,659 km2, 1.4 million people

– Catalogue of measures

– Modes of cooperation in emergency situations

Sava Youth Parliament

• The main objectives of the Parliament to raise awareness of the importance of education on water issues, of education for

making decision at local and transboundary level, and of culture of dialogue between water users

to build connections between generations to solve common problems and challenges in the future, developing a balance between rights and responsibilities for water resources

• Members students of secondary schools from Bosnia and Herzegovina, Croatia, Slovenia and

Serbia

• Selection of participants on the basis of the results of competitions on various subjects (e.g. photo, video)

• The main messages from the Parliament are presented on different occasions like the Meeting of the Parties, sessions of the ISRBC and thematic workshops

Sava Youth Parliament meetings

• 1st meeting - Lonjsko Polje (HR), 1-2 June 2012 – aiming to get acquainted with integral planning and protection of

water resources, to discuss priorities, to present their ideas and projects, and to develop cross-border co-operation

• 2nd meeting - Zasavica (RS), 24-25 May 2013 – Statute of the Parliament was adopted in which the principles of

work of the Parliament were defined

• 3rd meeting - Ljubljana (SI), 19-20 September 2014 – postponed from June to September due to tragic floods on Sava River

in HR, BA and RS, special attention was paid to flood protection

• 4th meeting - Bihać (BA), 29-30 May 2015 – the main theme was raising awareness on the needs of sustainable

development in harmony with nature

Sava Youth Parliament meetings

• 5th meeting - Lonjsko Polje (HR), 3-4 June 2016– aiming to inform about and to exchange views in relation to

extraordinary ecological values and economic potential of the Sava River Basin

• 6th meeting – Belgrade (RS), 2 -3 June 2017 – dedicated to climate change mitigation and adaptation

• 7th meeting - Bohinj (SI), 1-2 June 2018– discussion on the exceptional tourist potentials of the Sava River

Basin;

• 8th meeting - Kumrovec,Vonarje,Kozjansko Reg. Park, 31May-1 June 2019– Selection based on a competition on the topic "LET'S COOPERATE FOR

WATER"

– The aim was to stimulate discussion and learn about the ideas of young people on how to harmonize the different interests of water users in a given area and how young people see ways to resolve potential disputes between different stakeholders, either at local, regional and / or cross-border level;

– Excellent interaction with the 1st International Conference for Geographyteachers
