Sub: Change of land use from Rural use' to urban use' for an areameasuring about 556.5 ha. (1381.25 acres) bounded by Northern Railwayline to Rohtak in the North boundary of National Capital Territory in West,National Highway No. 10(100 nw) in the South and existing urban area(Nangloi JJ Scheme) in the East

Technical Committee observed that policy regarding involvement ofthe private sector in the urban development and that of regularisation ofunauthorised colony is in process of finalisation by Ministry of UrbanAffairs and Employment. Further, the plan of the urban extensionprepared by the DDA as part of MPD-2001 was discussed in the meetingof the Planning Committee of NCR Planning Board. The decision ofNCR Planning Board is still awaited. In view of this, scheme required tobe put up in the Technical Committee after incorporating the decisions onthe above aspects.

The proposal was not agreed since the same is likely to be inconflict with the smooth movement of traffic at this location

After detailed discussion the proposal of relaxing the side setbacksin rio plot No. 6-B16 in Siri Fort Institutional Area was recommended forapproval of the Authority from 3 mt. on either side to 4.5 mt. and 1.5 mt.respectively as per the proposal.

After detailed discussion on the proposal of grade separator atMayapuri - Jail Road intersection together with other two grade separators(I) Nelson Mandela Marg - Mehrauli Mahipalpur Road and (ii) Ring Roadand Road No. 41 near Netaji Subhash District Centre, TechnicalCommittee observed that these grade separators proposals required to bediscussed by the Project consultant i.e. RITES with Director(PIg.) IT Unit,DDA at the earliest and to be put up to the Technical Committee in thenext meeting along with all relevant drawings and write up incorporatingobservations of DDA. The engineering details e.g. required superelevation, curves etc. be examined by the Engineering DepttiManagerProject, DDA in r/o these grade separator proposals.

A Technical note giving details of the proposal of

Grade Separator at. this location was put up to the TechnicalCommittee in its meeting hold on l7.1198 where Technical

Committee decided as follows:

"Various alternative proposals at this intersection i'erediscussed in detail. Finally, it was decided that a im piec--lane straight flyover from the existing ROB on Railwaylines be taken up which would take care of almostof the total traffic volume along this corridor. It waalso eiiphazised that the RUB below Pankha Road be takenup simultaneously so that the right turning traffic fromJahakpuri could use this underbitdge.The detailed proposal to a scale of 1500 be submittedalong ?ith the project report and feasbility note forfinal approval of the Technical Committee".

Intersection was submitted by RITES which has been forwarded

by Manager, Flyover Project, Group I, DDJL vide Letter NOb

The proposed grade separator is loc4d in West eihi,

It is a four armed Intersection formed by)4ayapuri Road and

Jail Road. On the Western side, Mar Central Jail occupies

running parallel to Mayapurj Marg. XT line runs along the

Maypuri Road. To the North of the Inters ection lies theMayapurj Industrial area and the residential localities

Of Jariakpurj and Dwarka lie towards South. The Jafl.Roadc onnects the major r esidential areas of Vikas Puri andJanakpurl to Dhaula Kuan 9 The Hayapurj Road C onnects PnkhaRoad and RingRoad.'

Based on the Tech. Committee d ecision dated 1701.98a straight flyover along .Tail Road has been proposed ôrlthe

Delhi Cantt, side. This flyover connects this before a'?'Junction next to 1Tanak Setu. The Tech. Report and Plat

Placed at Annexurel.

i) As per the Master Pland and Zone.]. Plan,. the Right ofway of both Mayapuri Road and Jail Road is -5 mtrwhile the proposal has been worked out on the existingroad right of way which Is much less than the proposedright of way of these roads. The Right of way (R/W)as per the Master Plan and zonal Plan needs to beshown on the all four arms of the grade separatorscheme. In the Tech. Note the R/W of the MasterPlan road on all four arms with regard to existingand proposed R/W needs to be correctly given. ItIs pertinent to mention that asper the agreem en tthe R/W line of each road was to be verified withapproved plan. full

1 01 In Inter Agency Working Committee of Traffic Management Task Force constituted byG NCTD to give suggestions to solve the Traffic & Transportation Problems in Deihl, it was

decided that DDA will process the case of finalisation of Policy on Multi Level Parking In itsmeeting held on 27 1.98,

1 02 The issue of Multi Level Parking in Planned areas has been also discussed In weeklymeeting on DDA matters held on 2 2.98 under the chairmanship of L.G. ,NCTD, it was decidedthat one pilot project each should be untertaken by DTC & DDA in their respective land to testthe viability of the project.

1 03 Additional Secretary Ministry of Urban Affairs & Employment vide letter dated 11.3.98has also emphasised the need to provide more parking. (surface/basement and also Multi LevelParking.),lt has also been ernphasied that these should be self financing /cost be recoveredover a period of lime and also to examine the existing parking standards/ norms and makenecessary revisions when MPD-2021 is prepared..

DTC terminals/depots. It was decided that:

i) Slize of plot ideally be (4000 sqm.) however smaller size of plot if technically feasible can

also be considered.

ii) No, of parking floors be with reference to the surrounding road capacity. Thcqmmercial

space should be restricted to 15% of plot area.

iv) Envelope area can be considered for super-structure & basement extent & in case of

integrated schemes it can even be 100% of the area earmarked.

Technical Committee desired that the norms proposed for DIC depots may be reviewed

keeping in view the following points

There should he graded norms separately for depots and terminals. Whereas depots

may allow petrol pump, terminals may not have petrol pump facility. The norms may be

revised keeping in view Technical Committee suggestions given above for multi-level

parking

Technical Committee further desired that DIC may frame a pilot project so that the

norms could be finalised keeping in view the ground realities.

3. PROPOSAL

Chairman cum Managing Director DTC vide letter No. Sr Mgr.(C)/F54/98/575 dated 26.8 98 has

submitted a pilot project The Project Report of this pilot Project is placed in the proposal of DTC

Terminal site formin g part of the Nehru Place Distt. Centre. The report is accompanied by

schemeatic drawings and circulation system as a pilot project.

4.5 PARKING SPACE NORMS

a For the use/premise for which the parking standards have not been prescribed, the same

shall be prescribed by the Authority depending on the merits and requirements of theindividual case.

b For the provision of car parking spaces, the space standards shall be as under:

For open parking 23 0 sqrn. Per equivalent car space.

Ii For ground floor covered parking 28.0 sq.mts. Per equivalent car space.

Iii. For basement 32.0 sq.mts. Per equivalent car space.

c In the use premises, parking on the above standards shall be provided on the Ground

Floor or in the basement (where the provision exists).ln case of organized centres like

District Centre and Community Centre to meet with the above demand of parking,

additional underground space (besides the basement) may oe provided below the

piazzas or pedestrian or open spaces but within the setback lines.

a Plots forming part of any commercial development such as Central business District,

District Centre, community Centre, etc. Basement(s) upto the envelope line maximum

equivalent to the plot area, could be permitted for parking and services such as electric

sub-station with specifications and approval of DESU, installation of electrification for fire

fighting equipment with the approval or Delhi Fire Services and any other

services/-equired for the building with appropriate approval. However, any other use in

the basement including storage, if provided, shall be counted in permissible FAR.

d. The basement beyond the ground coverage shall be kept flushed with the ground and

shall be ventilated with mechanical means of ventilation and

Commercial Centre, and informal sector The Distt. Centre is to be developed as anintegrated scheme to serve the community.

5. SALIENT POINTS OF THE PROPOSAL

The Extract of DTC proposal has shown a plot area of 16,500 sq. mtrs with its detailed groundcoverage and FAR calculations as enclosed in Ann -t

The Pilot Project has been submitted indicating a broad concept and State of the Art technology

Consisting of provisions of Fire Safety Systems, Ventilation, lift and escalators and electrical

digital display systems with adequate security and automation As per this reports the DTC has

Proposed a 7 storeyed building with 3 basements which is estimated to cost around 85 crores.

The DTC proposal as been examined by M/S CRAPHTS the consutants of PWD, NCTD for

the Flyover project at the Intersection of Ring Road and Hans Raj Marg. The consultants videletter no CRTS / PWD -FOV /98 /2033 dated 19.998 has informed that The circulation Plan asvisualised by CRAPHTS does not in any way interfer with the circulation of buses beingcontemplated at the Nehru Place DTC terminal

(i) MPD-2001 has recommended the maximum area of basement equivalant to plot areawhile DIC has proposed 1.88 times the plot area

(ii)010 has provided three basements which are in conformity to Technical Commiftee

decision date 26.5.98.

(iii) MPD -2001 has envisaged only surface/basement parking in District Centres,whlje DTCProposal has used 4 floors above ground level for parking.(iv) The Technical committee in its meeting held on 26.598 has recommended 15% of plot

area for Commercial use in such developments while DTC has proposed 125% plot areafor offices etc.

(v) The ground coverage of 50 % nas been proposed by DTC which is also higher then

25% envisaged in MPD-2001

(vi) The Technical committee in its meeting held on 26.5.98 has recommended that height

of the project will be subject to the height in surrounding areas. In this case the adjoing

buildings are four story while the height of the proposed building is 32 rnts (7 stoned).

(vii) As per MPD-2001 the basement beyond the ground coverage shall be kept flushed with

the ground and shall be ventilated with mechanical ventilation. This proposal is not in

or'formity

(viii .) he formulation of the policy for dealing with misuse of planned parking

soaces needs to be formulatred expediousy otherwise additional parking so

generated shall give further incentive to misuse the present available Planned

Parking spaces.

(ix) PWD GNCTD has formulated the scheme for the improvement of Outer Ring Road

betNeen Modi MILL (P08-22) and Chirag Flyover. The proposal shall also need

integration with this proposed scheme.

(x) The FAR generated on this clot may require adjustment in the Nehru Place Phase II

scheme.

xi) After the finalisation of broad concept the proposal shall also be examined by:

a. Lands/Finance/Legal Sections of the concerned Land Owning Agencies for

necessary modifications if equird in lease/allotment conditions/betterment

charges

b Shall be processed for modifications in the MPD-2001 if any.

c he Building Byelaws shalt also be examined by MCD in consultation with

concerned agencies for necessary modifications if any.

(xii) As per Technical Committee decision the parking capacity of such parking lots is to be

determined after making proper road capacity assessment. The DTC proposal is not

backed by such a study.

7. RECOMMENDATIONS FOR CONSIDERATION

which one of the agenda item No. 69/98 regarding Pilot Project of Multi-Level Parking inl)IC Terminal Nehru Place was discussed and it wazs decided to examine the proposal indetail with regard to the objectives, implementation of the proposed development and theeconomic viability etc. and discuss in the next meeting. The proposal has been studiedwith the available agenda note and our observations/coinments are given below:

(I) As per MPD-2001 flus Terminal is defined as premises used by public transportagency to park the buses for short duration to serve (lie population. It may include therelated fLcilitJc.c for passengers. The uses permitted are soil drink and snack stall,administrative office and other offices. The proposal envisages 25% of the plot area

. for offices etc. Such t ype ol proposalwill generate huge traffic and may lead tocongestion and bottleneck in the future. Besides, this will he a permanent loss to thefuture expansion of terminal activities.

(2)The propçal envisages parking for 171 buses and 733 equivalent car spaces Covering3 hasenicits and additional seven floors above the ground level for making provision

'/ of parking upto S floors and other 2 floors for the offices, etc. However, it is to beJ noted that MPD - 2001 has not postulated for provision for muhi-storeyed parking of

cars and buses in Bus Terminals. Before this is permitted it is necessary to study theimplications of such high rise development including en vironmental impact andgeneration of traffic at entry and exit Points.

(3) The technical committee meeting held on 26.5.98 has recommended that height willbe subject to the height restrictions in surrounding areas which is four stcyjyhjle

/ the height of the lroposed building is 32 nits (7 storeys). The modifications in the4 J building hyelaws in respect of FAR, height regulations and the urban form, skyline,

I etc. needs to he kept in ViC\.V.

(4) Development of such large scale parking would generate tremendous aniount oftraffic irrespective of peak and non peak hours considering the fact that the proposalinclude public dealing offices plus commercial development An examination in

Y respect of capacity and quality of the roads neds to be undertaken. Moreover, such aproposal should form an integral part of traffic management plan of the area.

(5) The project envisages induction of state of art technology which should preferably bethe IntelNgent Transport System technology. This will ensure efficient and costeffective management of parking spaces.

(6) The project developers also have to ensure that the investments made in such ventureare recovered with profit within a reasonable time period by charging parking chargesfrom the users and other reniunerative uses.

(7) It is necessar y to devise a parking policy for the whole of the area in order to assessparking demaiid, pricing, operational management, etc.

The overhead route alignment for the tower line unckrrefernce had already been approved by D.D.A.

Further DVB has stated that on Dabri- palam road it is not pOssibiHto take overhead line due to encroachment on the road and the availablecorridor is around 25 mts. Subsequently, it was decided in a meetingheld between DVB & DD.4 officers that the route on Dabri-Palam road wouldbe taken underground.

It was stated by DVB in the letter that in order to change frao;the underground route to overhead route, 2 no's of gantries would borequired. Based on site visit the DVB las submitted the location of2 l'JO's gantries and design of gantry.

Entire route from 220KV sub-Station in S'ector-2 and 66 XVstation in Pkt:. 6 1 Nasirpur in built-up area is orverhead as per Powerplan of sub-stations and route alignment plan of Dwarka. Modificationhas been requested by DVB in the stretch on 'Dahi-i-Palam road from overheadto underground duo to non-avialability of corridor. The entire routewould thus be partially overhead and partially underground. In caseof overhead route the towers would be accommodated in the 3 mt. stretchas per approved road cross section of 60 nit.
