MESSAGE
Nawada district is situated in the southern part of Bihar at the border of Bihar and Jharkhand.
After delimitation, the district has one Lok Sabha Constituency and 5 Legislative Assembly
Constituencies. The district is politically sensitive. But elections have been peaceful since the use of
meticulous planning by the administration and deployment of Central Para Military Forces. Nawada
has been seriously affected by communal violence in recent past. Another concern in terms of law and
order is Naxal problems in 6 blocks of the district. Two of the assembly constituencies Govindpur
and Rajauli are affected by movement of Naxals.
A lot of efforts have gone into improving the health of the electoral roll over the last six
months. 51,530 new electors, of which majority are young, will be exercising their franchise for the
first time. De-duplication exercise has been effectively done & efforts have been made to make
electoral roll more inclusive. The photo roll coverage in the district is 100%.
The voter turnouts have been 41.52 % in the 2009 Lok Sabha Election while it improved to
45.4 % in Assembly Elections- 2010. During Lok Sabha Elections 2014, it further improved to 52.25
%. In a way participation has been improving gradually. District election team is making efforts to
ensure the participation of remaining 48% electors in the festival of democracy, to exercise their
franchise. We are hopeful that the SVEEP campaign would lead to greater participation of electors.
Freedom of informed choice is the hallmark of a modern and robust democratic system. The
true test of a liberal democracy is to make available that informed choice to the electorate during the
conduct of elections. The District Administration in Nawada is committed to ensure a free, fair and
peaceful election to meet that end. District Nawada’s ‘Election Management Plan’, thus, includes
ensuring a strict adherence to the Model Code of Conduct, a rigorous implementation of the
Expenditure Monitoring System and a strategic deployment of the CRPF and the police personnel
keeping a watch on the previously identified vulnerable, critical and sensitive booths. In other words,
the aim is to eliminate the role of muscle and money power to provide a level playing field for all the
contesting candidates.
Apart from these preventive measures, the District Administration is also taking pro-active
steps in educating the electors to exercise their franchise in a free manner, unhindered by any undue or
extraneous influence and contribute towards making the Indian democratic system more participatory,
more representative and more responsible.

1.1 Introduction- Nawada district is situated in the southern part in Bihar and is one of the thirty-eight district of Bihar
State. Nawada town is the administrative headquarters of this district. It occupies an area of 2,494
square kilometers (963 sq mi) and is located at 24.88N 85.53E. In 1845, it was established as a Sub-
division of the Gaya district. On 26th January 1973, Nawada was formed as a separate district. The
origin of the name Nawada is believed to lay in a corruption of the old name Nau-abad or the new
town which was earlier known as ‘The Eliot Market (Bazaar)’. It is divided into two parts by Khuri
River, the Portion on the left bank being the older, while that on right bank is modern and Contains
public offices, sub-jail, dispensary and school. Famous "Sarvoday Ashram” inaugurated by Desh
Ratana Dr. Rajedra Prasad and nourished by Shree Jai Prakash Narayan has enhanced the glory of
Nawada.
1.2 Location: Nawada town is situated in the Magadh division in south Bihar. Nawada is located at 24.88°N
85.53°E. It has an average elevation of 80 meters (260 ft) with an area of 2,492 km2 (962 sq mi). It is
bounded in the North by the Nalanda District, in the East by Sheikhpura & Jamui District, in the west
by Gaya district and Koderma & Giridih districts of the state of Jharkhand lie on the southern border
of the district.

1.3 History & Cultural Background:
Nawada has been a place of historical imminence, King Brihadratha founded the Magadh Empire in
the region and the area was dominated by many dynasties like Brihadratha, Maurya, Kanah and the
Gupta that ruled over many states of middle and north India. The Surya Narayana Mandir of Handiya
is earliest & it is supposed to be of Dwaparayuga. The Surya Narayana Mandir of Handiya is
constructed by the King of Magadha Jarasandha, Jarasandha’s daughter Dhaniya was suffering from
leprosy and used to stay this holy place every day for devotion. The Myth goes; she used to bathe in
the nearby pond and was cured. Soon after Dhaniya established a place of worship of Maa Bhagwati in
a close to village and a Shivalinga at Dhaniya hill, which is just away from main temple.
Handiya is most remarkable place to visit for any one. It is beautifully surrounded on the north side by
Rajgir Mountain and on the south by river. The Surya Narayana Mandir of Handiya is earliest and it is
supposed to be of Dwaparayuga. Each year millions of people come to visit the holy place. The Surya
Narayana Mandir is also famous for betel nuts like Magahi Pan (handiya).
Historians believe this place was a reputed religious center for the Hindus in the period of Palas. From
Nawada famous tourist places like Bodhgaya, Pawapuri, Nalanda (Nalanda University), Rajgrih are
easily accessible at 1–2 hours drive by road. Train facilities are also accessible to Gaya and Kiul. It
also shares border with Jharkhand.
The mighty king Jarasandh whose birthplace was Tapoban and who fought with great Pandav Bhim
who was the champion among the kings of the time. The history bears the testimony that Bhim has
visited Pakaria village, which is three miles away from Nawada headquarter. The place Sitamarhi
situated in the lap of Nawada was blessed when Sita Jee made it her above in her exile and gave birth
to Lava. The village Barat was the abode of great epic maker Balmiki. In the southern side of Rajauli
sub-division of Nawada, Sapt-rishi had made the place their abode.
Great Lord Buddha and Lord Mahavira who are regarded, as the first lights of Asia loved this place
very much. The king Bimbisar was one of the most beloved disciples. Truly every inch of this place is
the witness that Lord Buddha and Lord Mahavir gave first priority to offer their mission to this place.
The historical sermon of Lord Buddha was reveled for the first time here.
The village Dariyapur Parvati in the Nawada District situated six miles north of Warisaliganj. There
are ruins and relic of Kapotika Bodh Bihar. In the centre stands a famous temple of Avalokiteshwer.
King Aditaysen founded the historical monuments in the village Apsar that is visible even today.
Kurkihar enjoyed its esteemed glory in the Pal dynasty. It is about three miles North East away from

Warisaliganj.
Some significant temples and religious spots within the district are Panchmukhi Shobhnath, Sankat
Mochan, Gonawa Jal Mandir & Bolta Pahad.
Kakolat Waterfall is a picturesque waterfall in Nawada district, popular with tourists due to its scenic
surroundings. The falls also play a role in Hindu mythology, when according to legend an ancient king
was turned into a python by a rishi's curse and lived within the falls. Folklore suggests
that Krishna used to go there with his queens for taking bath. This is one of the best waterfalls in India.
Water of this fall is cold for the whole year.
1.4 Geography
Physiography:-
The area of the district falls in the Zone-III B, South West Alluvial Plain agro climatic zone of Bihar.
The district of Nawada does not have any important perennial river. The topography of the district is
plain and border area adjoining Jharkhand is rocky terrain & mountains.
Climate and Rainfall:-
The climate of the district is sub-tropical to sub-humid in nature. The district experiences severe cold
during winter whereas on the other hand in summer it is very hot. The nights are generally hot from
the end of May till the first break of monsoon. The climate is generally hot and dry, the winter
temperature ranges from 16ºC to as low as 4 ºC whereas during the summer the mercury shoots to 46
ºC. During rainy season it becomes cooler and temperature drops to 35 ºC.
Monsoon sets sometimes in the third week of June and it lasts till the end of September. The average
annual rainfall in Nawada district is 996.5 mm.
Riverine System:-
The main rivers are the Sakri, Khuri, Panchane, and Bhusri by Kakolat, Tilaiya, and Dhanarjay. The
beds of these rivers are shallow, wide and sandy. They are ephemeral in nature and are virtually in
spate during the rainy season.

Soil:-
In the district there are five types of soils. These are (i) Loam, (ii) Sandy, (iii) Clay, (iv) Sandy loam
and (v) Clay loam. The areas where these kinds of soils are generally found and the corresponding
crops grown in these soils are described below: -
Loam – Found in Nawada, Sirdala and Akbarpur
Sandy – Available in some parts of Nawada, Sirdala and Hisua blocks. It is suited for crops like
Maize, Oil seeds and Groundnut.
Clay – Available in parts of Pakribarawan, and Kowakole blocks. It is suited for paddy, grams and
wheat.
Sandy Loam – Found in the development blocks of Nawada, Warisalianj, Akbarpur, Narhat and
Hisua. It is useful mainly for wheat, Maize and Paddy.
Clay Loam – Available in Rajauli and Sirdala blocks. It is useful for paddy, wheat and potato.

Road Nawada has a fairly good system of road communication. The NH-31 and NH-82 road run through the
district. National Highway 31 runs roughly north-south through the western side of district, serving
many villages and towns, including the administrative center of Nawada. The total length of both the
Highways in the district is around 84 Kms. There are 4 State Highways in the district name SH-8
(Hisua-Sikandra), SH-83 (Bagibardiha-Warisaliganj), SH-85 (Rajauli-Gaya) & SH-103 (Manjhway-
Narhat-Govindpur). State roads have the total length of 120 km. 90% of the total villages is linked to
the rural and urban road facilities.
Railways The district lies in the East Central Railway of Indian Railways; the Gaya–Kiul line crosses the district
roughly east-west, and connects with the Bakhtiyarpur–Tilaiya line at Tilaiya Junction. Two express
trains and several local trains run on the Gaya-Kiul line via Nawadah station.
The nearest airport is Bodhgaya Airport, Gaya which is about 58 kilometers from Nawada.
1.6 Economic Profile:
Agriculture: Agriculture is the mainstay of livelihood and 78% people depend upon agriculture. The principal
occupations of the people are rainfed agriculture, animal husbandry and casual labour work. During
Kharif period most part of the work mass engaged themselves for about 4 months.
Krishi Vigyan Kendra has been set up by ICAR, New Delhi at Gram Nirman Mandal, Sarvodaya
Ashram, Sokhodeora, District Nawada, for rapid transfer of technology to the farmers’ fields. The
operational area of this Krishi Vigyan Kendra is Nawada.
Industries: Nawada has no functional large industries and only some 18 small and medium enterprises (SME) are
located in the city in addition to a few stone chips factories and rice mills, however, potential of
industrial development may be explored. Kadirganj, located 6 km from Nawada, has a very old and
famous silk small scale industry where many artisans carry out the activities of cleaning and weaving
of silk. It has commercial and trading linkages with Bhagalpur, a city famous for its silk business
including export of silk from India. Nuclear Power Corporation of India Ltd has identified Rajauli in
Nawada district of Bihar as the possible site for creating additional 2,000-mW nuclear capacity in the
state.

There are great possibilities for agro-industries in this district. They include Rice Mill, Sugar industry,
oilseed industry, Corn Flakes industry and Agriculture machinery industry.
Tourism: Nawada district has its own glory in the field of tourism and has potential to be developed as a tourist
center. There are several places of interest located in the vicinity of the town. These include Kakolat
Waterfall (24km from town), Sekho Devra Ashram (Sarvodaya Ashram was established here in
Kowakole block by Jaiprakash Narayan and inaugurated by Dr. Rajendra Prasad), Hariya Sun Temple
(located in Hariya village under Nardiganj block), Baba Majaar and Hanuman Temple (located on NH
31, a shrine of Hazrat Saiyyad Shah Jalaluddin Bukhari and a Hanuman temple), Jarra Baba (located
in Sirdalla), Hanuman Mandir (located in Kendua village) and Maa Bageshwari Mandir (located in
Jamuawa, in 3 km of Jamui road of Nawada in side of Sakri River).
1.7 Places and Personalities of Importance:

Narad Museum
Narad Museum was established in 1974 and is
located in the district headquarter. This is one of the
major museums of the State which is under
renovation at present. The multipurpose museum
has Stone artifact from Paal Dynasty (750-1120 AD)
and spectacular manuscripts of 18th -19th Century
AD.
The museum has over 2,000 artifacts among them
are: Black red pottery from Devengarh, Clay seals
and beads from Dharaut, Lord Vishnu Stone statue
from Najardih dated 5-13th century, Gupta’s era
Temple flag from Mahrawan and Handmade axe
from the forests of Kakolat(which proves the
existence of human civilization) are spectacular to
watch.
Sokhodewra Ashram, Kowakole:
In the modern history of Nawada
History, the famous "Sarvoday
Ashram" owes its name. Sarvoday
Ashram is located in the district of
Nawada. This Ashram was
inaugurated by Desh Ratana
Dr. Rajedra Prasad and nourished by
Shree Jayaprakash Narayan. The
Ashram is situated one and half miles
away from Kawakole Police Station
at Village Sekhodewra.

The ashram is adorned with scenic beauty and is located at the backdrop of small hills.

According to census-2011 record, the total population district is 2,219,146 with the male &
female population being 1,144,668 & 1,074,478 respectively & the total house hold is
337,353.

2.1 Administrative Units Nawada was formed a separate district in 1973 from Gaya district. The district is moderately sized
measuring approx. 2494 square kms in area. At present, it has 2 sub- divisions, 14 blocks, 14 circle
offices, 1- Nagar Parishad, 02 Nagar Panchayats, 187 Panchayats, 1098 RevenueVillages, 21 police
stations. Its surrounding districts are Nalanda in the North, Sheikhpura & Jamui District in the East,

3.11 General Law & Order The District Nawada is a sensitive district in the state of Bihar with incidents of communal violence &
caste clashes in recent years. The District Magistrate and Superintendent of police are responsible for the
maintenance of Law & Order in the District.
The major concerns before the district administration while conducting elections would be to enable
people to participate freely particularly in Naxal affected blocks of the district. Some of the areas in the
district are highly politically sensitive. Border panchayats of Kowakole, Roh, Govindpur, Rajauli and
Sirdala have been affected by Naxal movements. 3.12 Past Election Offence
District Nawada saw no serious Electoral Offences in Assembly Election 2010 and no incident of booth
capturing as per records in SP office. There were 48 incidents reported during last elections in which
cases were filed.

239- WARISALIGANJ 239- Warisaliganj Assembly Constituency is situated in the North East of District Head
Quarter. The area comes under one of the most fertile zones of the state with well irrigated landscapes
by Sakri River and its canals system. It has been know for sugarcane productions and commercial
activities. Warisaliganj is the most urbanized block in the region after district headquarters; hence has a
sizable urban population with 23 polling stations. It has 303 main and 16 auxiliary polling stations.

5.1 Requirement of Polling Personnel Polling personnel are the key to successful conduct of the elections. An office-wise database of all
eligible poll personnel has been compiled electronically to facilitate computerized randomization. All
relevant particulars like name, sex, place (constituency) of residence, work place, home constituency,
designation, office and department have been entered. The data base contains a mixture of employees of
the state government, the central government, PSUs and banks, etc. Employees from PSU’s and bank
have been marked for appointment as micro observers. Presiding Officers and Polling Officers are a mix
of employees from all categories of institutions. Duty has been assigned on the basis of scale of pay and
their post and rank. While preparing the database, key holders of banking institutions, operating staff of
BSNL and other categories as ordered by the Commission have been exempted. Further, physically
challenged persons and persons of ill health have been exempted from it. A database of 7609 personnel
has been prepared. The data base has sufficient number of persons to manage elections internally.
A list of 110% of the required number of polling personnel has been generated (including reserve) from
the database on random basis using the software. One round of training has already been imparted to
them.

The first training programme of presiding and polling officers contained detailed inputs on the EVM and
poll procedures. Hands- on training of EVMs were given in small batches by master trainers. Well
designed power point presentations from the ECI website were used to impart training.
Micro-Observer: Micro observers are required to be deputed at critical booths who work under the direct supervision of
the General observer. A database of 406 personnel fit to be deputed as micro-observers has been
prepared from among the officials of PSU, Banks and Central Government employees. District has
adequate number of Micro-observers and appears to be in no need of external mobilization. They would
be deployed according to the final analysis of critical booths after discussion with the observer. Camera and Camerapersons Apart from the CPMF and micro observers, critical booths may be manned by camera persons. A
detailed analysis of the requirement and availability of cameras and camerapersons has been made. A
database of 105 Videographer & camera persons has been prepared. The numbers should be sufficient to
cover the remaining booths.
5.2 Management of Voting Machines EVM Requirement The polling for the Assembly elections are being held with the use of Electronic Voting Machines
(EVMs). The details of EVM and result of FLC was updated on the EVM tracking software of the ECI.
The EVM requirement was calculated with 20% reserve and 5% training requirements in mind. The
EVM requirement in the district has been calculated as follows.

During the election 1944 set of EVMs are required for poll. As per the directions of the Commission,
First Level Randomization will be done using the computerized software & EVMs required for poll
will be allotted to assembly constituency. 78 EVMs are being used for training have been segregated
and separate stickers marked “TRAINING” have been pasted on them. First Level randomization will
be conducted at EVM warehouse in the presence of representatives of political parties on 20th
September 2015.
Availability:
At present 1830 numbers of Ballot Unit, 1564 numbers of Control Unit and 399 numbers of VVPAT
are available in the district. All these EVMs are duly accounted for in EVM tracking software and
currently stored with appropriate security mechanisms in place in godowns in Gandhi Inter School,
Nawada.

Requisitioning and getting vehicles is a necessity for movement of different polling personnel and

5.4 Sector Magistrate/PCCP Planning Nawada has been divided into five super zones, 35 zones and 153 sectors for the Assembly constituency

5.5 Formation of Polling Parties:
Personnel Cell has been handed over the responsibility for identify the employees to be deputed as
Presiding and Polling Officers. It is a judicious mix of employees from State Government, Central
Government, PSU’s, Banks and other institutions. The identified personnel have been given one round
of training after issuing of press note. The formation of polling parties will be done in the NIC Unit of
the district using the software provided for the purpose.
5.6 District Helpline-Cum-Control Room
District control room is functioning round the clock in Vikas Bhawan, DRDA, Nawada. Personnel
have been deployed in three shifts to man the control room.

6.6 Programme to Submit the Sealed EVM after Polling
After the polling is over, sealed EVMs shall be collected by the PCCP along with the Presiding
Officer and submitted at the receiving centre with separate Assembly constituency wise
counters. Respective Assistant Returning Officers will be present to receive the EVMs and
other polling material.

6.7 Movement Plan for Forces
1. The CPMF will arrive in the district on 14th September and shall be stationed at several locations
throughout the district and will conduct flag marches and area domination exercises and shall
move to their deployment place in a decentralized manner.
2. The district armed forces will come to the district on 10th October, 2014, will stay in the Police
Line and will move from the Police Line to their places of deployment.
3. Rest forces shall be in reserve and other miscellaneous deployments and shall move from the
Police Line.

7.1 Requirement of Force: There are in total 1555 polling stations with 1115 polling station locations (buildings) in all. The district
and the constituency which are co-terminus have been divided into seven super zones and a total of 35
zones keeping into mind connectivity, geographical features, approachability and span of control.
Likewise, all the polling station locations have been divided into 153 sectors and 437 PCCP. The draft
assessment as to the requirement of force is as per the Table below:

7.2 Availability: 10 coy of CPMF have been made available to the district so far as against the requirement of 102 coy. In
addition, through mobilization of DAP from within the district and from other district apart from use of
SAP forces and Home guards has been planned for proper and adequate deployment of forces for
conduction of peaceful elections. There will be a total requirement of 2239 Officers, 1115 Hawaldar and
4620 Constables. Requisition has been sent to headquarters for meeting the shortage of Police Personnel.
7.3 Vulnerability Mapping
As per instructions of ECI, a Vulnerability Mapping Exercise has been conducted in each AC involving
Local police, and sector officers. In the process all the village/ hamlets/mohallas having the potential of
any intimidation of voters and castes, religion or political clashes/ tension have been identified as
vulnerable. The persons perceived to be responsible for trouble in these areas have also been identified
and a detailed vulnerability report identifying the vulnerable localities, families/persons having threat
and potential intimidators has been prepared for each Assembly Constituency/ Police Station.
After the Vulnerability Mapping exercise has been done, following actions are being taken to cover
vulnerable hamlets / villages- 1. Hold confidence building measures/ meetings, Visits by Sector officers, O/Cs of Police stations,
COs and SDMs, 2. Marches and Area domination exercises by mix of local Police forces and Paramilitary forces.
3. Execution of NBWs
4. Tracking of Potential trouble mongers
5. Preventive action under sec. 107/110 CrPC has been undertaken in a big way, apart from
that action has been taken under the Crime Control Act.
7.4 Identification of Critical Booths:
Critical booths are also being identified based on the criteria of ECI with the help of previous poll data
and local inputs from SDM’s, Police officials and other local officials. The final list of critical booths
would be finalized and categorized based on discussion with the observer and force deployment will
be done accordingly.

8.1 Legal Provisions: -
The counting of votes at an election where voting machines are used is regulated by the provisions of
Rule 66A of the Conduct of Elections Rules, 1961 (Amendment of 1992). Rules 55C, 56C and 57C
provide for the scrutiny and inspection of voting machines before the counting, actual counting of votes
recorded in the voting machines and sealing of voting machines after the counting. The provisions of
Rules 50 to 54 relating to time and place for the counting of votes, appointing of counting agents and
revocation of such appointments, admission to the place fixed for counting and maintenance of secrecy of
voting are also applicable as in the case of counting of votes where the system of ballot papers and ballot
boxes is followed. Rules 60 to 66 providing for continuous counting, re-commencement of counting after
fresh poll, recount of votes, declaration of result of election, counting at two or more places and grant of
certificate of election to returned candidate shall also apply in relation to voting by voting machines and
any reference in those rules to ballot paper shall be construed as including a reference to the voting
machine. Rule 54A provides for the procedure for counting of votes received by post.
8.2 Storage of Polled Voting Machines: -
Polled voting machines will be stored in the strong room KLS College, Nawada on the same campus at
25 meters from the counting hall. This strong room will house only the polled EVMs and the election
papers connected with the current elections.
8.3 Counting Centre And Counting Hall:-
There will be one separate counting hall for counting the votes polled of each assembly constituency.
There will be 14 (fourteen) counting tables in each hall excluding the Returning Officer’s table. The
layout of the counting centre and the counting hall is given on next page:

Counting of votes is scheduled to take place at respective counting centres from 8th November, 2015 at
8.00 a.m. onwards. There will be 14 tables for every AC and each table containing two persons (1
counting supervisor & 1 assistant) in addition to the Static Observers. Counting will take place in the
presence of Observers. Arrangements will be made for issuing passes for accredited media persons.
Sufficient security will be arranged for counting stations. Arrangements are made for online updating of
data from the counting centres to the Election Commission website.
8.5 Appointment Of Counting Personnel: - Sufficient officers have been earmarked for appointment as Counting Supervisors and Counting
Assistants. One Counting Supervisor and one Counting Assistant per table and sufficient Group
D staff to carry the voting machines to and from the counting tables will be deployed. Intensive
training of counting personnel will be given in time.
8.6 Security Arrangements:- A three-tier cordoning system will be set up in all counting centres to prevent the entry of unauthorized
persons inside the counting centre. No counting agent without proper identity card having the photograph,
duly displayed on its person, will be allowed to cross the first cordon of the counting centre. The identity

of all candidates, their election agents and of all the counting staff will also be thoroughly verified with
reference to their identity cards at the first cordon. The first cordon will be set up at the main entrance to
the KLS College, Nawada. A metal detector will be installed at this location. CPMF personnel from the
day of poll till the sealing of the voting machines and election papers are completed after counting of
votes.
Deployment of CPMF at counting hall/ strong room: -
One platoon of CPMF (SSB) will guard the Strong Room/Counting Hall round the clock w.e.f. 12th
October, 2015 till the completion of counting and final announcement of the election result. The Force
will remain in position till withdrawal order is given.
8.7 Barricading Of Counting Tables: - A Barricading about eight feet high made of wire mesh will be put up around the counting table and the
counting personnel. Separate entrance will be made for taking in and bringing out the voting machines.
8.8 Communication Facilities within the Counting Hall: - One telephone line without STD facility will be placed at the ROs table. One telephone line with STD
facility and fax machine will be placed in the observer's room/cubical. One telephone line with STD
facility and fax machine will be placed at the data manager table adjacent to the RO's table.
8.9 Room for Observer Inside the Counting Hall: - A separate room /cubical with tables and chairs, a telephone with STD and a fax and a toilet attached to
it will be provided inside the counting hall for the use of the Observers. The communication facilities will
be reserved for the exclusive use of the Observers for their communication with the Commission, in strict
confidentiality. The number of this telephone will be obtained from the BSNL authorities at least 15 days
ahead of the counting and made known to the Chief Electoral Officer and the Commission.
8.10 Data Management: - The Data Management Cell will be located adjacent to the Returning Officer's table. One computer,
printer, UPS, telephone attached with a fax machine, internet and sufficient stationary will be provided.

8.11 Seating Arrangements For Counting Agents: - Counting agents will be seated at each counting table in the following order- 1) Candidates of National Recognized Political Parties 2) Candidates of Recognized State Parties 3) Candidates of Recognized State Parties of other state who have been permitted to use their reserved symbols in the Constituency. 4) Candidates of recognized- unrecognized Political Parties. 5) Independent Candidates.
Counting agents will be seated outside the barricades which enclose the counting personnel and the
counting tables, in such a way that they have a clear view of the counting process but are not in a position
to reach out and handle the control unit.
8.12 Number of Counting Agents: -
Each candidate will be allowed to appoint as many counting agents there are counting tables and one
more to watch the count at the Returning Officer's Table.
8.13 Sequence of Counting: - Firstly, all persons who are allowed to enter in the counting hall will be given adequate warning about
maintaining secrecy of votes as provided under Section 128 of the representation of the people act 1951.
The postal ballots received in time will be counted first at the RO's table and the particulars will be
entered in the working sheets Constituency wise and candidate wise. While the postal ballot paper of
constituency are being counted. The control unit of the electronic voting machine of constituency will be
distributed to the 14 (fourteen) counting table in serial order of the polling stations. Only after the postal
ballot paper have been counted and results tabulated will the counting of votes polled in the control unit
begin. The final result of the counting of votes should be sent to the commission and the CEO by fax or
through VSAT/ dial up connection using GENESYS Software, if required as soon as counting of the
votes of the constituency is completed.
8.14 Media Centre: - The media centre is proposed to be set up in the KLS College, Nawada near the counting hall. The result
of each round of counting will be announced by the officer in charge in media centre or any of his
assistant, to be designated by the in charge.

8.15 Entry Into Counting Hall & Maintenance Of Discipline: - No person other than those mentioned under Rule 53 (1) of the conduct of Elections Rules, 1961 will be
allowed inside the counting hall. Only the following persons can be allowed inside the counting hall- (1) Counting supervisors and counting assistants, (2) Persons authorized by the Election Commission. (3) Public servants on duty in connection with the election; and (4) Candidates, their election agents and counting agents. However, entry of persons other than officials engaged in the counting of votes will be regulated by the
Returning Officer in such a manner as may be required for maintaining discipline in the counting hall.
Smoking carrying of cellular phones, cordless phones and wireless sets will not be allowed inside the
counting hall.
8.16 Refreshments: - Adequate refreshments will be provided for all counting personnel, candidates, their election agents,
counting agents, security personal, media persons, officers and staff on duty on the day of counting. KLS
College, Nawada assisted by sufficient number of staff will be in-charge of provision of refreshment.
8.17 Fire Tender: -
The services of the Nawada police fire organization will be requisitioned to keep watch over any event of
fire in and around the counting centre.
8.18 Medical Duty:- The services of the health department will be requisitioned to be on medical duty at the counting centre
on the day of poll.

9.1 Introduction:
SVEEP which is Systematic Voter Education for Electoral Participation which is an ongoing campaign
adopting a multi-pronged approach with participation and co-operation from various government and
private organization. In addition, all possible types of media would be used for the awareness
generation. In the district it has focused mainly on youth, weaker sections of society and urban voter’s
through measures such as:
9.2 Youth Component- All the eligible college going students were targeted through Campus Ambassador’s to get them
enrolled in the voter list. Debates, quizzes, essay writing competitions are proposed in colleges to spread awareness about
the electoral process. Cultural troupe is proposed to conduct Nukkad Naatak/Road shows to attract young voters. Organizing meeting in collaboration with youth organizations like NYK and Lok Shiksha
Samiti volunteers at Panchayat and Booth level to urge and encourage the registered voters to exercise their franchise on the Poll Day.
Campus Ambassadors to be appointed in all colleges and trained to educate students getting enrolled and participate in electoral process.
Facebook profile of District Election Officer has been made to attract and appeal to the youth for ethical and informed voting.
9.3 Female Component An analysis of AC-wise gender shows that in Warisaliganj, Govindpur and Nawada
AC the gender gap is highest. Special enrollment drive was launched under SVEEP program especially for electoral roll revision in which women’s network was extensively involved.
Jeevika is going to organize meetings with member of Self Help Groups (SHGs) to educate women about electoral process through its monthly meeting and administer oath to exercise their franchise.
Anganwadi workers, ASHA & Sakshar Bharat Prerak of each village of the district have been involved in creating awareness about getting enrolled in the voter list that are above 18 years of age.
Posters and Banners have been placed at maternity wards, labour rooms to exhort women to come out and vote.
9.4 Urban Components- Hoardings, banners and posters have been placed at public places like bus terminus, Tehsils,
RTO office, Banks etc. Posters on buses and auto rickshaws would be used. Private

organizations and corporate/PSU bodies would be motivated to support. Stickers appealing people to vote have been placed on buses, autos and ATMs. Similarly, pamphlets and leaflets would also be circulated, especially for urban voters,
through the newspaper hawkers.
9.5 General Components-
Focus on Low Turn Out Polling Stations:
150 low turnout polling stations were identified and extensive mobilization & motivational campaign
were carried out to educate and motivate the voters. This effort led to overall increase in turnout by 7 % in
the General Elections over the last Assembly election.
For this, district SVEEP strategy is to focus extensively on migrated labourers, youth & particularly
women. Removal of gender gap in voter turnout is one of the main objectives of this plan. To achieve this
objective Jeevika SHGs members are conducting door to door campaign since September 2015.
SMS Campaign
One lakh SMS’s are being sent to motivate people to vote, particularly first-time voters. The text
messages target urban middle class voters particularly, students and female voters whose voter turnout, it
has been observed, is usually on the lower side. The text reads as follows:
“Ink on your finger is the best fashion. Cast your vote on 12th October 2015”
“Apke Vote ki Shakti, Apke Nirnay ki Shakti, 12th October 2015 ko Apna Vote Avashya karein”
Hoardings
Attractive hoardings targeting every demographic group and exhorting people to cast their vote have been
placed in 50 prime locations across the city and at all subdivision and block offices.
Voter’s Awareness Mobile Van Voter’s Awareness Mobile Vans are planned to be flagged off on announcement of election to all 14
blocks of the district which will move across all the Panchayats of the district. The vans will have banners
carrying inspirational messages of voter awareness, playing jingles and particularly targeting localities
which have witnessed low voter turnout in previous elections. It also distributes pamphlets and student
volunteers travel with it performing street-plays along the way.

Stickers Stickers are going to be pasted on all houses during the pulse polio campaign. Along with that Stickers
will be pasted on the OPD receipt of Govt. Hospitals, Cooking Gas Cylinders etc.
Street Plays An unparalleled effort has been the conduct of street plays by student volunteers and drama groups in
collaboration with district administration across the city and villages on a daily basis primarily focusing
on targeted hamlets with low voter turnout.
Voter Awareness Rally
Voter Awareness Rally of students, volunteers is
planned by district administration and flagged days
before the poll day to motivate people along the
way to use their franchise on 12th October 2015.
Several rallies have been planned by SVEEP
committee during the month of September and
October. Cycle rally will be organized on 21st
September 2015 at 7.30 AM from Nawada Sadar
Block to Collectorate Campus, Nawada. In addition
to this, rallies have been planned to organize in
each block by Education department and Jeevika
SHGs.
Run for Vote On 5th September 2015, a running program for youth has been organized by SVEEP Committee and
Education Dept. at 8 AM to create awareness among youth voters.
Torch rally for Voter Awareness A torch rally in each of the block is planned from 4th October 2015 and another rally will be organized on
9th October 2015 to create awareness among people to cast their vote on 12th October 2015.
National Voters Day
On National Voters Day, i.e., 25th January, 2015, all BLOs were present at their respective polling booths

and administered an oath to the public. All schools have administered the oath to its students in their
assemblies so that children also carry the message of importance of voting to their parents and request
them to cast their vote.
Media
Immense interest has been generated in the media regarding the innovative methods being used by the
administration and high participation of youth as evident from the wide coverage being given to all the
events. Continuous efforts have also been made by the administration to spread the message widely
through print and electronic media as well.
Pledge Letters On Teachers’ day i.e. 5th September 2015, 3 lakh pledge letters have been distributed among school going
children to their parents and taking back signed pledge letters so as to make it morally binding on their
parents to cast their vote. So far 2,65,195 signed pledge letter have been received by Education
Department.
Voter Slips To facilitate the voters to know where he/she is enrolled as a voter at a particular polling station and what
is his/her serial number in the Electoral roll, the Commission has directed that voter slip including
photograph of the voter, where available in the photo roll, will be distributed to all enrolled voters by the
District Election Officer. The voters slip will be distributed by the BLO of the area concerned during 3rd
to 10th October 2015.
Awareness campaign by ICDS and Health workers A meeting of Sevika & Sahayika has been organized from 20- 25th September 2015 to create awareness
among them regarding SVEEP activities. They will further organize Rangoli making activities at Polling
booth and Aanganwadi Centres. They will also conduct block level rally in respective block headquarters.
ASHA and ANM will conduct door to door campaign in their respective villages to create awareness
among rural voters especially female voters. ANM will organize a rally in Nawada Sadar block on 28th
September 2015.

Oath Taking Ceremony
Oath taking is one of the innovative methods to
remind voters about their duty to participate in
election processes and cast their vote on poll
day. Under this, Oath taking ceremonies will be
conducted at various levels to cover maximum
voters. Jeevika SHG members will be taking
oath to cast their vote on poll day by lighting
lamps during their monthly meetings. ASHA
and ANM will also conduct oath ceremony on
their centres.

Ensure the availability of general medicines and medical kit in the material packet of polling parties in co-ordination with material cell.
Ensure arrangement of Basic Minimum facilities at every Polling Station as per the instructions of Commission.
10.2 Measures Taken For Welfare of Polling Personnel
Copies of the detailed schedules and venues of training, joining, dispatch, collecting, staying, reception, counting and polling stations has been communicated to the cell with the instruction to ensure the availability of basic amenities for the personnel.
Arrangements of drinking water, lighting, toilet facilities, refreshments, medical kit, help desks etc have been made to make the entire exercise pleasant and hassle free.
Facilitation centres have been established at all training venues to enable polling personnel to receive form 12 and apply for postal ballots/EDC.
It is being ensured that the Travel Allowance/Dearness Allowance is given to all polling Personnel with the least amount of hassle through their parent departments or through the BDO’s.

Advance assessment of requirement of vehicles for the transportation of staff has been made and vehicles requisitioned accordingly.
Ramps, toilets, drinking water and other facilities are being provided at all Polling Stations. Medical kits are being provided to all polling parties along with EVM material.
It has been so planned to immediately relieve the personnel from duty after handover of EVMs and polling materials by streamlining the process of receiving the EVM and polling materials.

Assessment of requirement of CPMF on the basis of Sensitive and Over Sensitive booths and sending the requisition to Election Department and Home Department in time.

Arrangement of all facilities such as lodging, transportation etc. for CPMF as per the instructions of Election commission.
Collect information of their arrival in advance and make necessary arrangements for their stay and provide them information regarding their stay.
Ensure identification of Government Daak Bungalows in the districts and necessary arrangement for stay of senior officials coming along with CPMF in advance.
