1.4 HISTORY AND GEOGRAPHY

Karera & Narwar is in Shivpuri Situated in the northern-west part of Madhya Pradesh district.

Karera has a latitude of 25°'47' North and 78°15`19” East as well as Narwar has latitude of 25°32' North and 77°97` East. It shares

its boundaries with Uttar Pradesh and Two districts: -Gwalior, Datia in MP and Jhansi district (UP) .this assembly has 2 blocks and 2

Tehsils i.e Karera & Narwar with a total population of 3,98,534 and a gender ratio of 889. This constituency covers the entire Karera

tehsil, Narwar Nagarpanchyat and part of Datia tehsil of the Datia district. Betwa and Sind rivers flowing northerly forms the major

drainage in the eastern and central parts ..The district Shivpuri falls in the Yamuna basin with 4 sub basins formed by Parvati, Sind-

Kuno, Sind-Betwa and Sind-Mahuar .The Karera AC-23 is an Up-land region over the Bundelkhand plains .The Karera AC-23 is covered

with sandy -clay derived from weathering of Bundelkhand granites and Vindhyan formations .Narwar is a town and a nagar panchayat in Shivpuri

district Narwar is a historic town and the Narwar Fort is just east of the Kali Sindh River and is situated at a distance of 42 km from Shivpuri. Narwar was known as

Narwar District during the times of Gwalior State. It is mentioned as Nalpura (Nala's town) in many medieval Sanskrit inscriptions. There are three dams, Harsi Dam,

Mohini Sagar and Atal Sagar.

Climate of Karera AC –

The Climate of Karera AC is characterized by general dryness, except during the south-west monsoon season. The year may be

divided into 4 seasons. The winter season is from December to February is followed by the summer season from March to about middle

of June. The period from Middle of June to about the end of September is the south-west monsoon season. October and November

constitute the post-monsoon or retreating monsoon season. Average rainfall of district Shivpuri is 668 mm.

AC Karera is in the north of Madhya Pradesh falling on M.P. and U.P. AC being adjacent to the bordering districts of

Jhansi UP.General Law and order situation in Assembly constituency are almost normal but few village have conflict in some village .After

Identification of critical polling station special force will be deployed . 10360 arms licenses in the district and to get them deposited in

concern Police station of their respective area.

The Communication Plan is under preparation as per the guide lines of the ECI.

All Polling Booths are covered by a mobile connectivity or landline telephone connectivity OR wireless connectivity

Postal Ballot & EDC (Form–12 ):

• The arrangement of Postal Ballots is made for the Polling Staff, Police Staff and Drivers etc.

• The SP is directed to prepare full data of police staff showing their full name, address regarding requirement of Form-12. These

Form-12 will be signed by the willing police men and then Form-12 will be sorted and sent to the RO. The RO will issue Postal

Ballot as and when it got printed. A special camp will be organized at SP office for Policemen to cast their vote by posted ballot.

• For Polling staff, the database is prepared. The pre-printed Form-12 issued to P0 & P1 in First phase of training and for P3& P4,

Form 12 given on the date of training. From-12 also made available in the RO office of concerned AC

• The Form-12 will be collected at the time of Second training and after sorting them Ac wise, it will be sent to the concerned RO

for issuing Postal Ballot.

PHOTO VOTER SLIP :

• All the voters will be given Photo Voter Slip by the BLO prior to 7 days of the poll day.

• Separate Matdata sahayata Kendra outside the Polling booth will be set up, in which the BLO will sit with second copy of voters

slip.

SVEEP :

• The Voter Awareness campaign has been started in the district at large scale and different organizations, groups; associations

are incorporated in the drive.

• Hoardings/Banners are put up at important places.

At District office of their respective assembly constituency

Counting Centers :

• One Counting Centre – Govt/PG college Shivpuri have been finalized and proposal will be send to CEO MP Bhopal through

Divisional Commissioner Gwalior

• The polled EVMs will be collected by the RO at the Receiving Centre at district level first and then they will be transported

directly to the EVM Strong Room of the Counting Centre under proper Police and CAPF escort.

• The arrangement on the poll day will be made as per the directives of the Election Commission. We are planning to do webcasting

of certain highly critical Polling Stations on the poll day.

Vulnerable Pockets / Hamlets:

• vulnerable pockets identification is under process where probable intimidation or use of undue influence may occur

• Review on weekly basis is done on this issue with the DEO/SP/ASP/SDOPs/ROs.

Weapon deposition

Order will be issued for depositing weapons after declaration of Schedule by ECI. 10344 arms are deposited in different police

stations of District Shivpuri.

Concerns of Shivpuri District

(i) Urban/Rural Apathy

A large section of the voters in Shivpuri district being from rural population, previous experience suggests that compared to

urban areas, the voters in rural areas show a lesser interest in voting. Therefore, we have to make special efforts through

SVEEP to take care of this problem.

(ii) Confidence-Building Measures

In several areas of Shivpuri city, we may require to undertake confidence- building measures by deployment of Para-military

forces so as to create a feeling of security so that voter turn-out is not adversely affected.

(iii) Tackling Money Power

Considering the socio-economic condition of Shivpuri, tackling with money power is also going to be a priority for district

administration. Regarding this, an efficient expenditure monitoring mechanism will be our priority.

(iv) Caste Conflicts

Though not as serious as the above three, but the possibility of caste conflicts in some of the rural areas cannot be ruled out. The district administration plans to keep a watchful eye on such possibilities and take necessary preventive measures to pre- empt the same.

All members of various teams have been trained at district level with the help of master trainer for Expenditure Monitoring

as per ECI Guidelines/ Respective annexure have been explained in detail during training to each team for the preparation

& submission of reports.

(a) Deployment & reporting of the teams

All team members have been deployed to AC. They have reported to Returning Officers, where they are given further

training/instructions at RO level and they have started their duties. RO is instructed to collect reports from various

expenditure and monitoring team in desired formats and send them to DEO office before 10:00 am on daily basis.

(b) Preparation of Data base of Expenditure Monitoring Cell

Data base of all members of all teams have been prepared including their office address, Residential address, Tell Nos,

Mobile Nos.

(c) Finalization of SOR- to be checked..

The standard rates of various items like furniture, light & sound system, vehicle etc., to be used by candidates in election

campaign are obtained from relevant Govt. agencies as per ECI guidelines.

{e.g. printing charges from Govt. press, Vehicle hiring charges from RTO etc. These charges will be discussed with the

political parties and then provided to the accounting teams for expenditure calculation.}

(d) Communication with Banks and other financial organizations

We have communicated to all banks & Post office authority-through letter. DEO has conducted a meeting with LDM &

group of banks and instructed them to open separate bank A/c for candidates & services may provide to them on urgent

bases so that time may not be taken more & they have also been instructed to provide daily report on suspicious bank

transactions and transactions above 50thousand.Three different meetings with the Cable Operators, Printing press

owners/managers has been organized and they were instructed to get the pre-certification before showing/printing any

political advertisement/slides/handbill/pamphlets as per the new guide lines of the ECI and printing press owners

instructed that they have to submit copy of printing material of daily basis via email.

(e) Asstt. Expenditure Observer. Name and number

As per ECI instructions Income Tax department has appointed four (1 IT officer and 3 Officials) for monitoring of Expenditure

in the district. For AEO, all facilities are provide as per ECI guidelines. The contact numbers of all four officers are circulated

to all RO sand EM team members for prompt contact in case of seizure.

(f) Database have been Generated at District level & relevant numbers will be circulated to all functioning teams for better

Co-ordination.

(g) Arrangement of video cameras, T.V. sets, CD Players have been done regarding MCC work at district level & for all other

(h) teams at RO level.

(j) Procedure to control Expenditure:

As a part of Expenditure Monitoring Cell, a 24x7 Complaint cell & Control room has been established at district level to

receive complains from the public. These would be passed on to relevant team/officer for necessary actions. They will

promptly react to the complaint & irregularity found if any & necessary actions like lodge FIR , Seize money or articles,

issue notice to the candidates or person on the same day & reporting of the event to the concerned officers for necessary

action on the same days. With the help of public address system mounted on the vehicle of flying squad, continuous

addressing in the constituency will aware the electors/public to refrain from taking any kind of bribe/gratification/cash

etc. With the help of print & electronic media through news items, working of various teams, seizure/FIR lodged & notice

issued may be widely circulated to the public. They are also informed to avoid themselves from gratification. Detail video

grapy of SABHA/RALLIES with a view to register actual expenditure incurred by candidate or party. With the help of

evidences, accounting teams will maintain shadow observation register to cross check the expenditure reported by the

candidates.

11.1 MCC MECHANISMS

• MODEL CODE OF CONDUCT (MCC)

In the anticipation of the declaration of the election the District Election. Officer had made arrangements to implement MCC

in advance. Instructions was issued to the RO, All Municipal Corporations. and all other concern departments that posters,

banners, cutouts, etc. remove them as and when election is declared. MCC came in to force it was immediately conveyed to the

above officer to take appropriate actions removing defacement of the public properties. Within the48hours all MCC recorded

cases of the defacements of the property were removed and this exercise is going on day to day basis from the declaration

of the election.

• COMPLAINTS REGARDING MCC

On the declaration of the election on the complaint monitoring/ redressal cell came in to the existence in the D.E.O. office. It

is working under direct control of D.E.O. having two Gazette officers to look after on 24 x 7 basis, for all complaints received.

As soon as a complaint is received and original copy with forwarding letter to D.E.O. and immediately convey to MCC team or

the concern nodal agency that has to take the necessary action. A report regarding the complaint is sought in the same day

and after taking the necessary action a complaint is solved. Telephone numbers are made available to the public & political

parties for receiving of complaints. One Fax number and email ID is also made available to the public & political parties.
