The round table has been organized by the secretariat at the request of the Conference of the Partiesat its second session. It will be held in two segments, with participation by of representatives ofgovernments, business and financial institutions.
' Segment I, with Mr. Maurice Strong, Under-Secretary-General, ExecutiveCoordinator for United Nations Reform, as moderator, will address the question:
How can we make a big jump in the diffusion of environmentally soundtechnologies to developing countries? (What can corporations do? Whatshould governments do?)
' Segment II, with Mr. Law Hieng Ding, Minister of Science, Technology andEnvironment of Malaysia, as moderator, will address the question:
What are the barriers and opportunities related to the transfer of technology?

IPCC papers
Impacts of Climate Change will be distributed toeach delegation today. The Summary forPolicymakers of this report has already beendistributed in each of the six United Nationslanguages. IPCC Technical Papers 1 through 4have also been distributed in several languagesduring the Conference.

INFORMATION FOR PARTICIPANTS
Information desk - UNFCCC Press briefings
The information desk provides generalinformation about the Conference, such asschedules, changes in the programme, locationof meetings, offices, etc., and also acceptsmessages to be forwarded to delegationsthrough their respective pigeon-holes located atthe documents distribution counter. A messageboard is available for all participants. There isalso a public announcement service. Theinformation desk is open daily from 8:00 to20:30, tel. 705-2701 or internal extension 2403.
Information desk - Local Committee
The Local Support Committee has a generalinformation desk where participants can obtaininformation on sightseeing, transportation in theKansai area and restaurants in and aroundKyoto. The desk will be open daily until 10December 1997 from 9:00 to 19:00.
Registration package
The Local Support Committee is providing participants with an information package uponregistration. This package contains a Kyoto citytransportation card free of charge, a tourpamphlet (with an application form), city andsubway maps, city guidebooks, an eventcalendar and a souvenir pin.
Tour registration desk
The Local Support Committee has a tourregistration desk where the “tour” applicationforms, distributed in the information package,will be collected from participants who areinterested in participating in the various “free”excursion programmes organized by the LocalSupport Committee. The desk will be open daily until 10 December 1997 from 9:00 to17:00.
Daily programme
The daily programme, listing all the formal andinformal meetings, activities within the KICH,location of various group meetings and contactpersons will be available to participants for theduration of COP 3.
Government delegations and United Nationsorganizations can book their press briefings inroom D by contacting the press desk near theinformation desk or by calling 705-2727, orinternal extension 2491.
COP 3 Web site
A comprehensive Web site is devoted toCOP 3. The site is located athttp://www.cop3.or.jp and is mirrored for easieraccess in North America (http://www.cop3.org)and Europe (http://www.cop3.de). This siteincludes a range of conference-relatedmaterials, including official COP 3 documents inUnited Nations languages, the daily programme,lists of participants, and information on specialevents. A host country outreach version (inJapanese) has also been developed in order toincrease public awareness(http://www2.cop3.or.jp).
CC:INFO Centre
Participants wishing to access the World Wide Web, in particular the COP 3 Website, may do so at the CC:INFO Centre, locatedon the 4th floor. The CC:INFO Centre is afacility arranged by the secretariat incollaboration with the Global EnvironmentInformation Centre (a joint project of the UnitedNations University and the Environment Agencyof Japan). It consists of 40 multimediacomputers connected to the Internet and madeavailable by private sector companies throughthe auspices of the Ministry of Posts andTelecommunications of Japan. Cyberguides areavailable to assist participants to familiarizethemselves with the World Wide Web, accessclimate change and other information on theInternet, and acquire e-mail accounts.Participants can also attend interactivemultimedia demonstrations. The CC:INFOCentre is staffed from 8:00 to 22:00.

The secretariat has made arrangements to individual office spaces, also in the Event Hall. broadcast the proceedings of the Conference on The office of the G77 and China is in room 105the Internet, thanks to the cooperation of the in the main building.COP 3 Information Support Committee ofKyoto. All public sessions of the COP arebroadcast live. Selected special events arevideotaped for later broadcast.
Computer centres
Two computer centres (one on the 4 floor of umbrella organization for many NGOs fromth
the main building, the other in the Event Hall) Japan - is also provided in the Event Hall.offer computer facilities (computers, printers)free of charge to all participants to do their dataprocessing and electronic communications work(including MS Office 97, WordPerfect 7 andInternet Browsers). Technical support staff areavailable in each centre.
Electronic mail for participants
Participants at COP 3 can open free electronic main building. An international TV and radiomail accounts on the Internet, using any of the broadcasting centre is located in the Princecomputer terminals in the KICH with an Internet Hotel. browser. Participants wishing to availthemselves of this opportunity may requestinformation from the cyberguides located at theCC:INFO Centre.
Business centres
Two business centres (one on the 4 floor of theth
main building, the other in the Event Hall)provide telephone, telefax and photocopyservices. Payment may be made by cash orcredit cards as well as prepaid cards. Furtherinformation can be provided by business centrestaff in each location.
Telephones, data communications
In addition to those in the business centres,coin, prepaid card, and credit card operatedtelephones can be found throughout theconference facilities. The grey, prepaid cardoperated public telephones have internationalaccess, and are also equipped with analogue aswell as ISDN modem jacks for datacommunications.
Work and office space for delegations
Tables and chairs are available, on a first come,first served basis, for all delegations in themiddle of the Event Hall, next to the area wherereserved tables are located for press agencies.

the bank and is open Monday to Friday from10:00 to 17:00.

Banking services are provided by Sanwa Bank,which is located on the 1 floor next to the postst

SOCIAL CALENDAR
A reception will be given by the Minister of State, Director-General of the Environment Agencyand Minister in Charge of Global Environmental Problems, for ministers, heads of delegation andother invited guests, at 18:00 on Tuesday, 9 December 1997 in the Sakura banquet room of theKyoto International Conference Hall.
A reception will be given by the City of Kyoto for all COP 3 participants at 18:00 on Wednesday,10 December 1997 at the Kyoto Concert Hall.
