CLARIFICATION

Association Post Graduate Homoeopathy – Common Entrance Test – 2010

1. INTRODUCTION:The entrance examination for the Post Graduate Courses in Homoeopathy in the Stateof Maharashtra for the Academic year 2010-11 shall be conducted by the CompetentAuthority appointed by the Association of Management of Homoeopathic MedicalColleges of Maharashtra (AMHMCM). The entrance examination shall be conducted forall the seats in the private unaided Homoeopathic Colleges.

2. COMPETENT AUTHORITY:Dr. D.G.Bagal, Mumbai is appointed by the Association as the Competent Authority andwill be available at Association’s office as and when required.The Competent Authority will supervise the conduct of APGH-CET-2010 and alsosupervise evaluation of answers and declaration of results & merit list. The CompetentAuthority will issue necessary executive instruction for implementation of these rulesand provide relevant information to be published and communicated. The managementof Association will be fully responsible for evaluation of answer sheets, declaration ofresults and merit list and conduct of examination.

3. NUMBER OF SEATS:The list of postgraduate courses available is given in Annexure- A and the number ofseats in the respective Colleges is given in Annexure- F

4. ELIGIBILITY CRITERIA:

M.D. (Homoeopathy) Regular Courses:

4.1 A candidate who has passed final B.H.M.S. Examination or equivalentqualification in Homoeopathy included in the second schedule to the Act aftercompleting 1 year compulsory rotating internship.

4.2 Bachelor of Homoeopathic Medicine and surgery or equivalent qualification inHomoeopathy included in the second schedule to the Act after undergoing acourse of study of not less than 2 years duration (Graded B.H.M.S. degree)

4.3 A candidate who has completed one year compulsory internship or is likely tocomplete the same on or before 31/08/2010 can appear for APGH-CET-2010.

5. NON ELIGIBLITY OF CANDIDATES:

Following candidates are not eligible for applying to APGH-CET-2010:

5.1 Candidates who are not completing internship on or before 31/8/2010.

5.2 Candidates who are registered for PG Degree and have not completed the terms.

5.3 Candidates who are previously registered and pursuing / completed the PG degreecourse or have obtained PG degree.

Note: The candidates should read all instructions of eligibility and he/she will befully responsible for fulfillment of all the conditions of eligibility.

6. APPLICATION PROCEDURE6.1 Prescribed application forms can be obtained from the Notified Centers

(Annexure- B) against DD drawn on the Nationalized Bank in favor of AMHMCMpayable at Mumbai for Rs. 500/- (Rs. Five Hundred Only) between 10 am to4:30 pm.

6.2 Application forms will also be available from Association’s office by post with anadditional DD of Rs. 200/- for postal charges.

6.3 The Application Form must be filled by the candidate in his/her own handwritingusing black ballpoint pen. The application form complete in all respect shall besubmitted directly to the office of AMHMCM, Mumbai either in person or by Postor Courier. The filled in application is to be duly returned along with DD favor ofAMHMCM payable at Mumbai for Rs.1, 500/-(Rs. One thousand Five Hundred)

6.4 Application Form should be submitted by Post and must be accompanied by aself-addressed and stamped envelope along with Receipt-cum-Identity Card(Annexure- C) for acknowledgement.

6.5 Incomplete application forms will be rejected.

6.6 The official at the AMHMCM office while accepting the application form shall issuethe Receipt-cum-Identity Card attesting the photograph of the candidatewith signature and stamp.

6.7 Candidate will receive the Admit Card by Post by 19/06/10. In case the candidatedoes not receive Admit Card by 19/06/10 he / she should approach theAssociation Office for further instructions.

6.8 The candidate is required to preserve the Receipt-Cum-Identity Card and AdmitCard for all future reference & correspondence.

6.9 The candidate shall submit one and only one application form. In casecandidate submits more than one application form, he/she shall be disqualifiedfor appearing for APGH-CET-2010.

6.10 In case of loss of admit card by the candidate, it shall be obligatory on the partof candidate to procure duplicate Admit card by paying fees of Rs. 500/- fromthe office of the Centre In-charge not later than one Hour before thecommencement of examination on production of receipt cum identity card andsufficient evidence to prove that he/ she is the genuine candidate.

6.11 The Association will not be responsible for Postal delays.

7. CONDUCT OF APGH-CET- 20107.1 All the eligible candidates are required to take the APGH-CET-2010 at their own

cost.

7.2 The APGH-CET -2010 will be conducted on 27/06/10 between 2 pm-5 pm.

7.3 The APGH-CET-2010 will be conducted in Mumbai city only.

7.4 The examination will be conducted in English language.

7.5 APGH-CET-2010 paper will be of three hours duration containing 250 MultipleChoice Questions (MCQ). Questions will be of single best response objective typewith four answer options. Each correct response shall be awarded one mark.There shall be no negative marking for wrong answers. Scratching, overwriting,tick mark, multiple answers will be considered as wrong answers and no marksare awarded to them.

7.6 The Common Entrance Test shall be of the standard of B.H.M.S. Examinationand shall cover all the subjects of B.H.M.S. Course.

8. RESULT:8.1 The Competent Authority shall conduct APGH-CET-2010, get the answer- sheets

evaluated and prepare the Merit list.

8.2 The Competent Authority, APGH-CET 2010, will prepare a Merit list indicatingMerit number, Name, Marks scored by the candidate.

8.3 The Merit list will be available only on AMHMCM website only on 29/06/10.

8.4 The statement of marks of the candidate indicating marks obtained and meritnumber of the candidate will be dispatched by Post.

8.5 The candidate who wants duplicate mark sheet will have to apply to theCompetent Authority with fees of Rs.500/- (Rupees Five Hundred Only) paid byD.D. drawn in favor of AMHMCM payable at Mumbai.

8.6 There will be no rechecking/revaluation of the answer sheets. However thecandidate can apply for verification of marks to the Competent AuthorityAPGH-CET-2010 through Dean/Principal of respective Notified Center within5 days of declaration of result in prescribed form (Annexure- D) along withprescribed fees of Rs. 1,000/- (Rupees One Thousand Only) to be paid byDemand Draft in favor of “AMHMCM” payable at Mumbai. Competent Authoritywill give the zerox copy of answersheet & answer key of his /her version.

9 MERIT LIST9.1 To be eligible for selection to 85% of the seats in PG Homoeopathy Courses a

candidate belonging to open category must secure not less than 50% marks anda candidate belonging to reserve category must secure not less than 40% marksat APGH-CET-2010.

9.2 15% of the seats (NRI) will be filled in by the management from candidatesfulfilling the norms as laid down by the CCH.

9.3 TIE-BREAKER: In case of two or more candidates obtaining equal marks in theAPGH-CET-2010, the inter-se merit of such candidates will be determined in theorder of preference as under:

9.3.1 The Candidate with more aggregate marks (converted into percentage) atFirst, Second, Third & Fourth B.H.M.S. Examination taken together shallbe preferred. If the tie still persists.

9.3.2 The candidate with more aggregate marks (converted into percentage) atFinal B.H.M.S. Examination will be preferred. If the tie still persists.

9.3.3 The candidate with more aggregate marks (converted into percentage) atThird B.H.M.S. Examination will be preferred if the tie still persists.

9.3.4 The candidate with more aggregate marks (converted into percentage) atSecond B.H.M.S. Examination will be preferred if the tie still persists.

9.3.5 If the tie persists, the older candidate will be preferred.

9.4 The statement of marks of the candidate indicating Merit Number, Name, MarksScored, will be dispatched on the address filled in the application form by thecandidate.

9.5 In case of any typographical error in mark sheet e.g. Name, Age, Sex Category,etc., representation should be submitted within 24 hours from the date ofdistribution of mark sheet to the Competent Authority, AMHMCM, Mumbai.

10. RESERVATION:10.1. Reservation of seats for SC, ST, Group-A, Group-B, Group-C, Group-D, Other

backward class including special backward class will be as per Governmentnotification No MED-2006/1196/CR 204/06 EDU-1 (2) dated 24/06/2006 subjectto legislation of Parliament or Judicial Pronouncement.

10.2 Candidates belonging to Backward Class Category will be required to submit theCaste certificate and Caste/Tribe validity certificate and non-creamy layerCertificate from the appropriate authorities of the Govt. of Maharashtra.

10.3 15% of total of intake for Wards of NRI.

11. SELECTION PROCESS11.1 The selection to a Course/College will be made as per Merit-Cum- Preference

given by the candidate.

11.2 The Candidate desires of claiming constitutional reservation must claim the samein the preference form. A Candidate belonging to backward class must specifythe name of the reserved category and must produced all the relevantdocuments. The Competent Authority will reserve seats for constitutionalreservation if applicable as per the announcement of Government Ordinancewhenever admissible.

The selection process shall be as follows:11.3 The Preference form shall be given to the candidates immediately after the

APGH-CET-2010 is over at the examination centre itself.

11.4 Eligible candidates from APGH-CET-2010 Merit List will be required to fill in the"Preference Form". The preference form should be submitted directly to theoffice of the AMHMCM on or before 21/7/10. Preference form received after21/7/10 will not be considered. The Preference filled by the candidates will becentrally processed and the final merit list prepared. As per the Merit-cum-Preference the selection to be made and the list of selected candidate will bedeclared on the website. As per the declared Selection List the candidatesshould report to the allotted college and join in the specified period.

11.5 The list of subjects and college codes is provided in Annexure- E.

11.6 Subject and College Codes:

a. The subject and college code is a four digit number specific for eachsubject and College combination.

b. Subject and College code numbers are specific.

c. Code number represents a particular subject is a specific College. E.g.

d. Subject & College Codes are given to course existing in thosecolleges. For these codes one and more number of seats may beavailable. Therefore subject and college code choices can be givenas preferences.

e. Seat distribution Chart (Annexure- F): Contains distributions ofavailable seats. The college wise & subject wise distribution will bemade available on the website of AMHMCM. Seat distribution chart issubject to change as per instructions of University/ Availability/ Nonavailability of PG Teachers etc.

11.7 PREFERENCE FORM: Candidate will collect the Preference Form after theexamination is over on 27/06/10 and fill in the relevant information along withhis/her Roll Number, Merit Number, APGH-CET-2010 Marks and sent it to theAMHMCM. Preference Form should be handled carefully. Please do not fold,staple and spoil in any way as Preference Forms are to be scanned. Lastdate for submission of Preference form is 21/7/10.

11.8 Candidate will be issued only one Preference Form. Another Preference Formwill not be issued to the candidate on any grounds.

11.9 In case the candidate is not eligible for admission according to the rules thePreference Form issued, already will be treated as cancelled.

11.10 Candidate should read all instructions before filling the Preference Form.Candidate should note carefully the subject and college code. The candidatesare instructed to make 2 Xerox copies of the Preference Form, 1 Xerox copymay be used as specimen copy to fill in the same for practice. Once thecandidate is satisfied with his/her filled in choices in the specimen copy, he/shemay fill on the Preference Form provided by AMHMCM by using Black BallPoint Pen. Second photo-copy will be retained by the candidate as his/her officecopy for record.

11.11 Candidate should write subject of Preference and college code numbers in theboxes. One digit in each box (4 digits in 4 boxes). Candidate should write thecodes with Black Ball Point Pen with neat legible and clear handwriting. Pleasedo not fold, pin, the preference form as the form will be scanned by thecomputer.

11.12 Candidate can fill minimum 1 preference or any desired number or maximumpreferences available. The same subject and college code should not be filledmore than once. In case the candidate fills the same code more than once,higher Preference will be considered and subsequent repeated PreferenceNumber will be ignored. If the candidate fills any wrong code of subject andcollege, it will be rejected.

11.13 If a candidate does not give Preference for a particular subject and college thenit means that he / she is not interested in those subjects and collegecombinations. Candidates should note that there will be No Change / Addition /Deletion in the Preference at a later stage.

11.14 The Candidate selected as per his / her Merit cum Preference for a particularsubject in the particular college, then he / she has to join the course as perprocedure. In failure to join the allotted course in the stipulated time, he/she isdebarred from subsequent admission process of APGH-CET-2010.

11.15 In case the candidate is not selected in the first round, then he/she remainseligible for the subsequent round for the preferences which he/she has given inthe Preference Form.

11.16 For filling of vacant seats after first round same Preference Form will beconsidered and no separate Preference Form will be required to be filled in bythe candidate.

11.17 Candidate should submit only one Preference Form, Submission of more thanone Preference Form will lead to disqualification.

11.18 Candidate should note that the Preference of subject and college combinationcodes once entered in the data shall be final and irrevocable. Thereafter, therecan not be any change, addition or deletion of Preference entered by candidate.This final data shall be used in entire selection process for the admission toPostgraduate Courses.

12 SELECTION PROCEDURE:12.1 The collected data will be centrally processed for the selection of candidates for

P.G. Homoeopathy Courses.

12.2 The selection will be done as per Merit and Preference given by candidates inPreference Form.

12.3 The list of candidates selected for P.G. Homoeopathy Courses shall bedisplayed on the AMHMCM website www.amhmcm.org.

12.4 The first selected list will be declared on 03/09/10 on the website of AMHMCMand the list of selected candidates will be sent to all concerned colleges.Candidates should report and pay the fees and submit all the original certificateswith one set of attested Xerox copies of all the certificates, at the respectiveColleges by 10/09/10. No separate selection letter will be issued to the selectedcandidates.

12.5 If the Candidate does not report within this date, his/her selection standscancelled and will be debarred from the subsequent process.

12.6 Filling Vacant Seats:

12.6.1 After selection in first round if the candidate desires to retain the same selection(Subject & College) and does not want to take any further betterment thenhe/she can do so by filling ‘Status Retention Form’ in prescribed Performa(Annexure- G). Status Retention Form is to be submitted to the CompetentAuthority through the college, where he/she is admitted. However, candidateshould note that he/she will be deleted from the further selection process forthe academic year 2010-11.

12.6.2 After the first round, the vacant seats, if any, will be filled in the second round ofselection on 17/09/2010 For these seats the selected as well as the not selectedcandidate who have filled in the Preference Form are eligible except those whohave opted for status retention.

12.6.3 The candidate selected in the first round except the candidates who havesubmitted the status retention form as per procedure will be considered forbetterment (higher preference exercised) in the subsequent round. The shift insuch betterment shall be compulsory and mandatory. Such candidates will haveto collect the original certificates and admissible refund of fees as per procedurementioned in APGH-CET-2010 Brochure and join the New Course and collegebefore 24/09/2010.

12.6.4 Candidate who has confirmed his / her admission may cancel it by submittingan application to the concerned Dean.

12.7 The Procedure for refund of fees shall be as follows.

12.7.1 Refund of fees by the College after change of College/course for higherpreference by the Competent Authority for the same year, the deduction ofRs. 2000/- from the tuition fees up to 19/09/2010* After 22/09/10 the cancellation will be Rs. 4000/-* After 25/09/10, no refund.

12.7.2 Candidate who has confirmed his/her admission wishes to cancel the admissionfor any other reason except betterment the refund of fees will be as follows

• Up to 10/09/10 Permissible deduction 30% of the remitted fee.• Up to 25/09/10, Permissible deduction 50% of the remitted fee.• After 25/09/10, no refund.

12.8 If a candidate expires or becomes invalid within three months from the date ofadmission, full refund shall be made after deducting Rs 1000/- as administrativecharges.

12.9 Any seat remaining vacant after the second round of admission will be filled inby the specific college, inviting applications from eligible candidates.

12.10 Last date of admission process of filling vacant seats for Postgraduate Coursesis 30/09/10.

12.11 The candidates must produce original certificates at the time of admission to thecollege and a set of attested photocopy of each of the document as per the listgiven below. The candidate should bring the following documents as per their:admission as a Regular candidate:

• Nationality Certificate or valid passport• Statement of 1st, 2nd, 3rd & Final B.H.M.S. or Gr. B.H.M.S. exams.• Passing/Degree Certificate.• Attempt Certificate for all the years.• Internship Completion Certificate• Registration Certificate of Maharashtra or other Council of Homoeopathy.• Migration certificate if require.• College leaving Certificate/T.C.• Education gap certificate after completing Internship• Physical fitness Certificate• Statements of Marks of APGH-CET-2010• Caste Certificate and Caste validity certificate where applicable.• Non-creamy layer certificate where applicable• Gazette copy of change of name.

12.12 The registration once granted is valid only if the teacher and the Dean aresatisfied about regularity, diligent persuasion of studies by the student as wellas good conduct.

12.13 Candidate selected for admission shall be subject to disciplinary rules ofUniversity / Institution / Government and Management.

12.14 A candidate selected for Postgraduate Degree will not be allowed for changeof subject.

12.15 In case of dispute in the matter of allotment of seat/ course / Institution or anyother matter pertaining to the provisional selection or cancellation of admission,the decision of the management of the concerned institution shall be final andbinding.

12.16 A candidate will have to deposit all his/her relevant original certificates,documents along with the complete tuition fees to the concerned college.

13. DISCIPLINE:13.1. Any candidate / authorized representative or accompanying person is Found

obstructing the admission process, trying to influence in unlawful Mannercreating nuisance, the candidate shall be liable for disqualification from theprocess of selection. The decision taken by the Management in this respectshall be final and binding.

13.2 All candidates selected shall be subject to the disciplinary rules of the Institution,University, Government and Management.

14. LEGAL JURISDICTION:All disputes pertaining to the conduct of examination and selection process shall fallwithin the jurisdiction of Mumbai High Court bench at Mumbai only or of the legaljurisdiction of the institution concerned.
