HOW FAR CF PROGRESS IN INDONESIA ?

Background

CF network and federation in Indonesia are :

KpSHK (Consortium for Supporting CBFM)

AMAN (Archipelago Indegenous Peoples Alliance)

FKKM (Communication Forum on Community Forestry)

KpSHK established on the early of 1997, FKKM on September 24, 1997 and AMAN established on March 17, 1999.

Members of KpSHK are local NGO, participants of FKMM are multistakeholders and AMAN’s member are indegenous peoples.

Role of AMAN is to promote and advocay indegenous peoples right, KpSHK’s role is to promote recognition of indegenous community forestry and FKKM’s role is to promote all varian of community forestry.

PROGRAMME ACHIEVEMENT AND IMPACT

Community Forestry iniated and developed by many more actors and stakeholders now. CF program developed by university, research instutute, donor agency, NGO and center and local goverment projects.

Clear right and acces for communites to manage forest base on Goverment Regulation No. 6/2007 about Forest Management , Ministry of Forest Regulation No. P.37/Menhut-II/2007 revised on Ministry of Forest Regulation No. P.18/Menhut –II/2008 about HKM and Ministry of Forest Regulation No. P. 49/Menhut-II/2008 about Village Forest.

44.769,30 Ha HKM working areas already determined in 8 provinces and 69 HKM permit already issued for 10.071,31 Ha ( 22 January, 2010).

10.310 Ha Village Forest areas already determined in 3 provinces and 3 district ( 22 January, 2010).

MAIN ISSUES AND CHALLENGES

There are no specific regulation on indegenous peoples right to manage forest. Unclear regulation on communities right to managet forest in conservation areas (National Park).

Procedure for HKM and Village permit need more simply, easy and quick. We need “break through’’ policy and regulation to accelerate and enlarge HKM and Village Forest areas.

Capacity building for Goverment officer specially in regional (District and Province).

Coordination and synergi community development program among goverment , donor agency, NGO, university and research institute.

District Bali . Already ditermined as HKM working areas in

(tanaman pokok: Jati). Already determined as HKM workig areas by Ministry

Forestry and HKM permit issued by Head of District to villagers groups.

HKm in Watudemba Village Sub-district Palangga District.

Konawe Selatan Prov. Sulawesi Tenggara. 500 ha Forest

Production: white teak, local teak, and sengon planted in 2001.

RECOMENDATIONS

Advocacy to get recognition of indegenous peoples right to manage forest or building understanding between goverment (MoF) with AMAN.

Advocay to make clear regulation on communities right to manage forest in conservation areas (National Park).

Advocacy to make break through policy and regulation to accelerate and enlarge CF.

Advocacy to increase structure and capacity of MoF for facilitating CF.

Persuade supports from stakeholders for capacity building of Local Goverment to facilitating CF.
