Objectives of the action To contribute to increase the enrolment and attendance of disadvantaged children and their families to day care and pre-school education services. The purpose of the project is to upgrade and establish quality child day care and pre-school education services for disadvantaged children and their families through the capacity building of MoNE institutions, public institutions, municipalities, NGOs, and development of community based models and partnership.

and pre-school education service models, including their cost analysis, for municipalities and NGOs and employers’ organizations and public institutions. Activity 2.3: Develop and apply quality community based child day care and pre-school education standards. Activity 2.4: Develop inspection system for the management and monitoring of quality community based child day care and pre-school education services. Activity 2.5: Establish a monitoring system at central and provincial levels. Activity 3.1: Design and implement a nationwide pre-school education campaign with the participation of public, private, civil sectors, and media. Activity 3.2: Capacity development of PIC members and Project Visibility.

1.5. Objectives

The objectives of the action are to upgrade and establish quality child day care and pre-school education services for disadvantaged children and their families through capacity building of MoNE institutions, public institutions, municipalities, NGOs, and development of community based models and partnership.

1.6. Relevance of the action

The Ninth National Development Plan “aims at expanding pre-school education, raising public awareness level and providing trainings on early childhood education.” The Plan also foresees the expansion of parenting education within the framework of the life long learning strategy. The Accession Partnership and the Multi-Annual Indicative Planning Document (MIPD) identify the “improvement of the general level of education and health, by paying particular attention to the younger generation and the disadvantaged regions” (Economic Criteria)”5 as a short term and a medium term priorities. The MIPD also outlines institution building as a key strategy for reducing social exclusion of vulnerable groups, including the Roma6 and for promoting women role in society (Economic and Social Rights/Women Rights). Further, the aim of this action is also in line with the targets of 2006-2010 Country Programme Action Plan between the Government of Turkey and UNICEF. Finally, this action will contribute to enhance Turkey’s compliance with the First Strategic Objective (improving the quality and effectiveness of education and training systems in the EU) of Lisbon Strategy, the provisions of the Convention on the Rights of the Child, the Comminuqué from 4th World Congress on Family Law and Children’s Rights and EU social inclusion policies and directives. In this respect, the objectives and the expected results of this action focus on increasing access to community based child day care and pre-school education services to disadvantaged households. Bringing children and their families into contact with public services will serve as an opportunity to detect lack of birth registration, health and nutritional problems, delay in cognitive development and social exclusion. By specifically targeting disadvantaged children living in remote rural and urban slums areas of Turkey, this action will increase children’s access to quality child day care and pre-school education services. This will contribute to improve their school performance, prevent their risk of dropping out of school and other risks such as child labour or early marriage.

At the national level, the outcome of this action will enhance the quality of child day care and pre-school education services as well as increase the pre-school education enrolment rate which is as low as 33% for children aged 48-72 months and 20% for children 36-72 months, far from the EU average, of 85%. For disadvantaged women, the provision of child day care and pre-school education services under this action, will increase women’s mobility, provide them with personal and professional self-development, work opportunities and empower them economically. In 2008, women labour force participation was low; 71.9 % for men and 26.6 % for women (Household Workforce Questionnaire, 2008). As a result of low learning achievements, cultural barriers, decline in agricultural employment, and rapid rural–urban migration, women access to the labour market remains a challenge. Women’s low participation in labour force is also strongly related with their perceived role in society. Child care and child rearing are duties expected to be done mainly by women. Moreover, insufficient and inadequate child care facilities affect women’s working lives. Furthermore, despite existing labour laws, employers are reluctant to avail child care facilities for their employees and therefore discouraging women with children to seek employment. Therefore, to bring about changes in mentalities and perceptions about women roles and position within society, contribute to women labour force participation and increase children learning achievements and cognitive development, a series of awareness raising and social mobilisation activities amongst others will be carried out under this action. Further, to increase the access and the quality of day care and pre-school education services, especially amongst disadvantaged children and their families, modelling community based child day care and pre-school education services are sought under this action with the support of municipalities, local administrations, NGOs, and private sector. In addition, a coordination mechanism amongst these various social partners and concerned government institutions will also be put in place for ensuring quality child day care and pre-school services.

1.7. Description of the action and its effectiveness

Under this action a series of activities will be implemented in ten provinces (Adana, Ağrı, Ankara, Diyarbakır, Erzurum, Hatay, İzmir, Mersin, Şanlıurfa, Van) for the purpose of achieving result 1, 2 and 3 as identified above. The project beneficiaries, with the support of the national and international project experts and consultant, contracted under this action, will be responsible for the implementation and the follow up of the activities. The latter will be throughout the project consulting with the various stakeholders. The Ministry of National Education, Pre-School Education General Directorate is well equipped for implementing this multi-sectoral project. Since August 2005, with the technical support of UNICEF, the Pre-school Education General Directorate and some of the other project beneficiaries have been implementing in an effective and coordinated manner an EU funded project “Towards Good Governance, Protection and Justice for Children in Turkey” (TR0404.01/01) and since 2008 “Modelling Child Protection Mechanisms at Provincial Level” (TR 0601.09-01/001). No delays are therefore foreseen with regards to establishing an implementation, monitoring, and coordination mechanism amongst the various institutions. The project beneficiaries and UNICEF are also familiar with the European Union Secretariat General (EUSG), Delegation of the European Commission to Turkey (ECD) and the Central Finance and Contracts Unit (CFCU) reporting mechanisms. A number of studies, reviews, need assessments, endline surveys, field testing and impact assessment will be carried out. The outcomes of these researches will assist in measuring the relevance, effectiveness and the impact of the activities as well as assessing whether the activities are contributing to the expected changes and results. The outcomes of these studies will be disseminated and used for planning and designing project monitoring tools. They will also be taken into account for reporting and for informing education policies, strategies, legislations, programmes and budget. In the ten selected provinces, all the project components will be implemented in coordination, as per the specific characteristics of the project components. Throughout the course of the project implementation a number of trainings will be conducted for the project beneficiaries to increase their skills and practices in project management, planning and monitoring, Project Steering Committee, Project Management Committee meetings and Sub-Coordination Committee meetings will

be held. Regular monitoring visits will be conducted within the ten provinces to observe the implementation of the activities and assess their impact. A series of activities are also foreseen under this action to increase the project visibility. These activities will range from organising an opening and closing ceremony; designing newspapers, TV spots, and etc to disseminating the projects outcomes; posting the project outcomes on all the websites of the project coordinator and beneficiaries. To achieve result 1, which aims at increasing the capacity of the Ministry of National Education institutions to provide children and their families with quality child day care and pre-school education services, a number of activities will be implemented in ten selected provinces. These activities will range from: - Upgrading and developing community based and institutional day care and pre-school programs with mainstreamed parenting education and management of day care components, - Conducting a need assessment of existing community based and institutional day care and pre-school programmes and assessing the capacities of institutions (ministries, municipalities, NGOs) to deliver these programmes including the materials, - Establishing and training a multidisciplinary team with relevant expertise to revise and develop modular and gender sensitive community based and institutional day care and pre-school programmes with mainstreamed parenting education and management of day care components including materials, - Establishing a master training team to train the implementers from the various institutions on the above-mentioned new modular programmes; conducting field monitoring and quick impact assessments to assess the effectiveness of the new programmes, - Finalizing, printing, and disseminating new modular programmes including materials to relevant institutions, - Loading new modular programmes including materials on the related institutions’ websites, - Revising existing community based and institutional day care and pre-school education programmes, - Revising the existing community based and institutional child day care and pre-school education curricula and developing the capacity of service providers on the revised curricula,- Conducting a review of existing curricula including material and assess the capacity of service providers, - Revising the curricula and field testing, - Conducting orientation on new curricula with selected service providers, - Improving consultation with YOK (Higher Education Council) to align its university programs with the revised community based and institutional child day care and pre-school education programs of relevant General Directorates with mainstreamed parenting education and day care management components, - MoNE Pre-school Education GD, Girls’ Technical Education GD, and Apprenticeship and Non-formal Education GD trainers to conduct at least 60-120 hours course including on the job training for 2100 disadvantaged women from urban areas in at least 10 provinces on community based and institutional child day care and pre-school education services with mainstreamed parenting education and child day care management components, - Conducting a feasibility study including cost analysis for public institutions, municipalities, and NGOs to expand and sustain the implementation of the course programmes with relevant MONE General Directorates. To achieve result 2, which aims at establishing quality community based child day care and pre-school education models, a series of activities will be implemented in the ten selected provinces. These activities will range from: - Carrying out a series of reviews of existing community based child day care and pre-school education services, - Conducting study visits to European Union (EU) members’ states to observe models and practices of quality community based child day care and pre-school education services being provided to children and their families by public institutions, municipalities, community based organisations, NGOs and employers’ organizations, - Establishing a partnership mechanism with the European institutions visited to encourage exchange of good practices, - Designing models including monitoring and evaluation system and materials, based on outcomes of the review and practices observed during study visits to EU members’ states,

- Developing the capacity of selected personnel of public institutions, municipalities, and employers organisations in urban slums in at least 2 provinces, - Conducting a need assessment on existing community based child day care and pre-school education standards and revising the standards, - Developing and applying quality community based child day care and pre-school education standards that includes conducting a need assessment on existing child day care and pre-school education standards, - Conducting capacity building programmes with selected child day care centers and pre-school education institutions on how to apply the standards, - Upgrading the existing inspection system and the child day care and pre-school education standards and the licensing system, - Developing training modules and conduct in service trainings for MONE personnel including inspectors on how to use the inspection and licensing system and apply the child day care and pre-school education standards, - Conducting an end line survey with the support of TUIK on the development of pre-school education and attitudes and practices of parents/caregivers, - Establishing a database for monitoring community based models in accordance with the Address-Based Registration System of the Population and Citizenship Affairs General Directorate, - Conducting regular assessment and reviews of the various components of the project to assess outcomes and inform about policies, strategies, legislations, programs and budget. Following the piloting of the community based day care and pre-school education models, reviews and feasibility studies will be conducted. Based on the findings and recommendations, strategy papers will be prepared to inform public institutions, municipalities, community based organisation and employers organisation how these models could be sustained and expanded nationwide. To achieve result 3, which aims at informing and motivating families to enrol their children in pre-school and in primary school on time, a number of activities will be implemented in ten selected provinces. These activities will range from: - Developing and carrying out an awareness raising and social mobilisation campaign strategy on pre-school education, action plan, and budget along with a campaign monitoring and evaluation system. - Conducting a review of the campaign. - Designing and implementing a fundraising plan to leverage resources from donors to support the campaign. - Conducting trainings on team building, project management, planning and monitoring for Project Management Committee and Project Sub-Coordination Committee. - Conducting quarterly Project Steering Committee meetings, monthly Project Management Committee meetings and weekly Sub-Coordination Committee meetings. - Producing visibility materials to disseminate project outcomes and lessons learned. Throughout the implementation of the campaign, the communication tools and materials produced will be field tested and evaluated. The campaign results will be widely disseminated and reviewed for further action. Local capacity will be developed to sustain and expand the campaign after the completion of the action.

1.8. Methodology

1.8.1. Planned Methodology to be used in Activities:______________________________________________ The project coordinator and UNICEF, have foreseen the establishment of a series of Ad Hoc advisory committees, which will be explained in detail under the heading of the Management Structure, for an effective management of the project and to ensure the completion of the activities on due course. These committees will be mandated to oversee the development, the implementation and monitoring of the activities. This will allow for an effective decision making process and to identify rapidly solutions to problems encountered. When possible, consultations with stakeholders including disadvantaged families, NGOs and academia will be held during the design and development of the planned activities. Stakeholders will also be solicited for their feedback and recommendations during the course of the implementation and after the completion of the

activities. Terms of references developed under this project will be prepared by UNICEF and main stakeholders of the relevant activities and will be approved by the Pre-School Education General Directorate due to their technical knowledge. Participatory and gender sensitive programme development, training and research methodology will be used under this project. Approval and dissemination of the new programmes, training materials and research reports will be sought from the responsible institution of the relevant activity. Conference, press release and website and etc will be used to disseminate the outcomes of this project. Community based child day care and pre-school education models will be designed in consultation with target groups to the possible extent and taking into account the cultural and socio-economical context. Educational and communication materials and tools developed under this project will be field tested and adjusted based on the feedback received. This is a multi-sectoral project with multiple components that requires synchronisation, coordination, and commitment from the project partners if the project results are to be achieved. Throughout the design of this component of the project, the Pre-School Education General Directorate with the support of UNICEF and PCC involved as much as possible all the partners including NGOs and sought their comments and recommendations. Memorandum of understanding (MOU) will be signed between the Ministry of National Education and the municipalities. The MOU will serve for the purpose of outlining the respective responsibilities and accountabilities of each institution for the design and piloting of the community based day care and pre-school education models. The educational and communication materials and tools designed under this project will be child friendly and gender-sensitive and in line with the branding guidelines of the MoNE, European Union and UNICEF. Any delays encountered with the implementation of the project activities will be brought to the attention to the project coordinator and to UNICEF team leader for immediate action. 1.8.2 Risks and Assumptions_______________________________________________________________ Based on the ambitious targets the Government of Turkey announced for achieving enrolment to pre-school education for children aged 48-72 months old, it is assumed that the Government of Turkey is committed to sustain efforts for achieving increased pre-school enrollment with quality programmes and attendance rate nationwide. Project goals are totally in line with and supportive to Government policies so smooth implementation regarding institutional day care and pre-school education has been expected. However, the risk for the action is that these efforts necessitate an important coordination mechanism among concerned central and local government authorities, national and international organizations, NGOs, Trade Union & Employers organizations, and the private sector. The project aims to contribute to the coordination mechanisms through Memorandum of Understandings between Pre-School Education General Directorate and local government authorities, direct activities regarding NGOs, local authorities, trade unions and employers organizations, making use of international skills and knowledge through UN and other international organizations channels and actively integrating private sector in the campaign studies. In 2008-2009 education year, 51% of children aged 60-72 months old have been enrolled in pre-school education. The overall population of children aged 5 year old solely is 1.162.951. The risk of targeting 80% of these population by 2013 is that it requires a lot of effort from supply side such as infrastructure for classrooms and teacher cadres while awareness raising and social mobilization are going on to increase the demand. Expanding supportive models like community based day care and pre-school education, on which second result of the project focuses, can enable to reach children, who live in hard-to-reach areas and benefit from early childhood education programmes the most, in a cost-effective way by strengthening the collaboration with various sectors.Therefore, it is assumed that the Government can overcome the risk of heavy supply requirements by careful plannings, which have been done in accordance with projections, and by committing itself to support the implementation of the model on the optimal division of costs of the quality community based child day-care services between government, trade unions, employers and individual parents. A number of project activities are taking place is relatively new concepts or not well-known in Turkey, e.g. community based day care and pre-school education. It may take time to create awareness on the importance

and benefits of community based day care and pre-school education. Additionally, the risk in the implementation can result with the heavy dependence on local authorities, civil society and individuals. This practice needs effective coordination and decision making mechanism so smooth operationalization of the model may take time. 1.8.3 Technical Assistance Team______________________________________________________________ Technical Assistance Team, who will be funded by the project budget, will be composed of seven personnel: Project manager, Pre-school education expert, Community based day care and Pre-school education expert, Programme communication expert, two project assistants, one Finance assistant and one Supply assistant (the qualifications and responsibilities are given below). The concerned project budget which is for 3 years foresees many different sub-items, such as Pre-School Communication Campaign, publications, studies, researches, reviews, short term consultancies, training, meetings, conferences, workshops which require a professional procurement function. As per the established principles of segregation of duties and related limitations in user rights in the software systems, the functions of other assistants with the procurement function can not be combined which necessitates a separate position for procurement issues; namely a Supply Assistant. Apart from this team, in order to reflect UNICEF’s in-house expertise in all areas touched on by the project, UNICEF Turkey Deputy Representative will spend 30% of her time, Education Officer will spend 50% of her time,Early Childhood Development Officer will spend 60% of her time, Operations Officer will spend 20% of his time, and Human Resources/Administration Senior Assistant will spend 40% of her time for the project and they will be funded by the own resources of UNICEF. In the same structure of project budget funded personnel, the Ministry of National Education will provide a matching team of co-project manager, co-expert on pre-school education, co-expert on community based day care and pre-school education, co-expert on programme communication and one expert to assist the first two experts. They will be funded by budget of the Ministry. The rationale behind establishing technical assistance team and a matching team from the MoNE is to increase and develop work force capacity in order to respond the delivery needs of project activities considering the amount of the budget and limited time frame. Although both the MoNE and UNICEF have internal expertise, profession and adequate administrative capacity, the project will be a supplementary part of the overall programmes of the institutions. Thus, while central supervisors and/or experts will be providing technical knowledge guidance, the project team will implement the activities on time and on budget with their specific qualifications required for the task they are hired. Like in many EU projects, this project also involves short term consultants on specific tasks as either supportive to the long term experts technical tasks (carrying out reviews, development of specific training programmes, training materials, etc) or tasks that falls out of terms of reference of the long term experts (training material design, distribution of materials, rendering IT services etc). Rendering the services of short term experts results with rigorous, effective and efficient implementation of the activities with supervision and guidance of long terms experts and central supervisors/experts from the MoNE and UNICEF. All supervisors, to whom the Technical Assistance Team will be reporting administratively, are listed in the justification for the budget. All mentioned personnel will be a member of Technical Assistance Sub-Coordination Committee whose details will be given under the heading of the Management Structure.

a) PROJECT MANAGER Functions and Duties: a) Provides operational guidance and knowledge to the MoNE Presidency of Project Coordination Center and

Pre-School Education General Directorate in the overall implementation and achievement of Result 1, 2 and 3 of the Project.

b) PRE-SCHOOL EDUCATION EXPERT Functions and Duties: a) Be responsible for the overall management, planning and monitoring of activities under Result 1 and

provide support to activities under Result 2 and 3. b) Analyse and evaluate the data for project planning, management, monitoring and evaluation purposes and

ensure that feedback is provided as required and recommendations are used in project implementation. c) Facilitate the development and/or introduction of new pre-school education and day care approaches,

methods, practices, education materials. d) Undertake field visits with government and other partners to monitor and assess the effectiveness of the new

programmes and trainings. e) Oversee trainings, meetings and capacity building activities under Result 1 and take corrective action when

necessary. f) Analyze project reviews, feasibility studies and implementation reports under Result 1 and evaluate in

relation to established project recommendations; plans of action and report the outcome of analyses and propose corrective actions.

g) Assess local conditions and resources, and monitor activities; communicates with local counterpart authorities on project feasibility and effectiveness; assist in advocating the identified areas of interventions in support children’s and women’s rights with the appropriate ministries of the government.

provide support to activities under Result 1.1 and 1.2. b) Analyse and evaluate the data for project planning, management, monitoring and evaluation purposes and

ensure that feedback is provided as required and recommendations are used in project implementation. c) Facilitate in the development and/or introduction of the community based pre-school education and day care

approaches, methods, practices, education materials. d) Oversee trainings, meetings and capacity building activities under Result 2 and take corrective action when

necessary. e) Ensure the development and effective piloting of community based child day care and pre-school education

service models for municipalities, NGOs, employers’ organisations and public institutions. f) Facilitate the development and application of quality community based child day care and pre-school

education standards. g) Undertake field visits with government and other partners to monitor and assess the effectiveness of the new

models, programmes and trainings.

a) Be responsible for all communication activities identified under Result 1 and 2 and the pre-school education campaign under of Result 3.

b) Assist in producing advocacy and communication and visibility materials (e.g., films, video, audio-visual, etc.), and oversees the qualitative aspects of production, (e.g., quality control, translation, review of layouts and graphic design).

c) In collaboration with selected PR Company and project partners, design a campaign strategy, action plan and budget.

d) In collaboration with selected PR Company and project partners, design a fundraising plan to leverage resources from possible donors to support pre-school education campaign.

e) Provide technical support to develop a campaign monitoring and evaluation system. f) Monitor and evaluate the review of the nationwide pre-school education campaign on the basis of

civil society organizations to orient them on project goals and to seek their participation in the implementation of the project campaign.

m) Prepare or assist to prepare project documentation and presentation of the Ministry of National Education, as and when required.

g) FINANCE ASSISTANT Functions and Duties: a) Assists the Finance Assistant of UNICEF Turkey in the financial administration, monitoring and recording

of expenditures incurred under the EU funded project. b) Maintains and records receipts and payments and financial records of the project, assures accuracy of

computation and completeness of documents, and maintains continuing status of allotments against obligations.

c) Assists in preparation of periodic accounting records by recording receipts and disbursements and reconciling data for recurring or special reports.

d) Calculates and compiles cost estimates and projected budget requirements and assists in preparation of budget statements for project staff.

e) Calculates payment of travel claims and other payments to experts and consultants, vendors and other claimants.

f) Checks monthly expenditure reports and ensures that charges are properly allocated and allotments are not exceeding budget lines.

g) Monitors financial transactions and accounting reports, and reconciliation of accounts, to ensure accurate and up-to-date financial information.

h) Maintains liaisons with project staff and provides advice on financial procedures and regulations, and matters pertaining to project implementation.

i) Prepares and analyzes financial data for budget estimates and financial planning. j) Any other financial and procurement related functions assigned by the Supervisor.

Qualifications, Skills and Competencies: • At least university degree in Business Administration, Economics or in any other relevant area. • Minimum 2 years of proven professional work experience in accounting, financial management and

financial monitoring and analysis, • Knowledge on general accounting and procurement principles of UNICEF would be considered as an

h) SUPPLY ASSISTANT

a) Timely initiation of procurement action (local and offshore) for goods ("office supplies" under budget 4.3,) and services procured under the EU funded project. b) Processes logistics requests from programme and ensures follow-up. c) Actively participates in the “supply planning” for the EU funded project and assists in review of requisitions for clarity, assist in identifying the technical specifications and completeness, confirms availability of funds, and obtains additional information considered necessary. d) Briefs project staff on financial and contractual matters, provides advice, and ensures support, as per within assigned area of responsibility. e) Identifies and compiles list of local sources for procurement, relevant service and/or product providers, and drafts and prepares invitation to Bids, organize briefing meeting with suppliers, prepares tabulation sheets and assists in the finalization of bid analysis. f) Assist to the programme staff in drafting of Contract Review Committee (CRC) submissions, acts as the Secretary to the CRC, prepare the minutes of the CRC meeting and ensures proper filing. g) Drafts/prepares purchase orders in accordance with UNICEF’s rules and regulations and assists in quality assurance and follow up of deliveries against purchase orders, closely monitors the production and ensures the required quality, delivery and storage. h) Monitors supply expenditure reports and prepares supply reports in accordance with UNICEF and EU reporting guidelines. i) Maintains contact with the Supply Division/Copenhagen on supply policies, maintains close follow-up with Copenhagen on trans-national shipment and delivery, facilitate efficient clearance, storage and distribution of supplies. j) Arranges meetings with project team and partners relating to supply matters, as required. k) Maintains updates and transmits supply inventory records, as required. l) Classifies, maintains and controls manual and automated supply files in support to performing this duty. m) Any other supply related function as assigned by the Supervisor. 1.8.4Short Term Consultants_________________________________________________________________ Both national and international short term consultants’ services will be rendered during the life of project for tasks having a specific technical nature. The number of units is an estimate required for the implementation of activities scheduled in the Action. The table below summarizes the information for short term consultants on the purpose that the project needs to take service, estimated number of working days and teams and time frame. The exact needs and planning will be clearer in the implementation phase. 1.8.5 The Management Structure of the Project_________________________________________________ The coordinator of the project will be the Ministry of National Education, Presidency of Projects Coordination Center (PCC) and responsible institution of the project will be the Ministry of National Education, Pre-School Education General Directorate. UNICEF has been identified as grant beneficiary providing technical assistance for the first three results. The project will be implemented within ten provinces with a special focus on disadvantaged urban and rural areas. A Project Steering Committee (PSC) will be established under the leadership of relevant Deputy Undersecretary (Senior Programme Officer) and it will include representation from the main institutions, namely, the Ministry of National Education (MoNE) Pre-School Education General Directorate, MoNE Girls’ Technical Education General Directorate, MoNE Apprenticeship and Non-Formal Education General Directorate, MoNE Primary Education General Directorate, MoNE - PCC, Social Services and Child Protection General Directorate, Status of Women General Directorate, Prime Ministry Family and Social Studies General Directorate, Ministry of Interior Ministry of Labour and Social Security, The Presidency of Higher Education Council (YOK), Prime Ministry Turkish Statistics Agency (TUIK), Municipalities Union, NGOs, labour unions, employers organizations, UNICEF, European Commission Delegation and the Central Finance and Contracting Unit (CFCU). The Project Steering Committee will meet quarterly and will take the necessary precautions and make decisions regarding the operation. The Project Steering Committee will also be responsible for facilitating the proper and timely implementation of the activities. The basic tasks of the Project Steering Committee are to: a) facilitate multi-sectoral coordination and synergy amongst project activities, b) reviewing projects outcomes, discuss challenges encountered during project implementation, c) identify follow up actions, d) enable the members, to provide timely reports regarding their own relevant project activities to the project coordinator. A Project Management Committee (PMC) will be established under the leadership of relevant Deputy Undersecretary and it will include representation from the main project beneficiaries. It will include high level representation from Ministry of National Education, Pre-School Education General Directorate, PCC, MoNE Girls’ Technical Education General Directorate, MoNE for Apprenticeship and Non-Formal Education General Directorate and Social Services and Child Protection General Directorate and UNICEF. The PMC will convene once a month, screen and assess the implementation of the activities, discuss problems which may occur during implementation of the grant agreement budget and advise on solutions. Technical Assistance Sub-Coordination Committee will also be established and chaired by the MoNE Pre-School Education General Directorate and co-chaired by UNICEF. The personnel identified by the MoNE and the experts identified by UNICEF will be the members of the Committee. They will meet once a week to assess the implementation and monitoring of the project and identify any problem encountered. They will also be responsible for preparing grant annual work plans and conduct mid-year and annual review. The sub-coordination committee will also be responsible for preparing the monthly report for the implementation of activities under Result 1, 2 and 3, submitting them to the PSC through the channel of PMC and secretariat services of PMC and PSC. 1.8.6 Reporting_____________________________________________________________________________ There are three main formal reports which need to be submitted during the project, Bi-annual reports, Progress reports stated in Article 2.6 of the General Conditions and Final Report.

Bi-Annual progress Reports, which includes a section on ‘remaining activities’ beside the activities to date, will be prepared by Technical Assistance Sub-Coordination Committee twice a year and will be presented to the Project Coordinator and Pre-School Education General Directorate. Following their feedback, the report will be submitted to the CFCU, EC Delegation, EUSG, Project Coordinator and UNICEF as five hard copies besides sending soft copies to all project partners. After the approval of the SPO, the report will be subjected to final approval from the CFCU. Final Report,will;

i) cover the whole of the actions described in the relevant contribution-specific agreements and their attached budgets and not only the contribution of the Commission (art.2.1 FAFA and GCs); ii) cover the whole implementation period of the agreement; iii) include information on the measures taken to identify the contribution of the EU; iv) include lists of remaining stocks and equipment and of expatriate personnel, and explain how the transfer of assets has been made at the end of the implementation period, if relevant, v) summarise the action’s income (and payments received) and expenditure. vi) include sections on ‘overall project impact’ and ‘institutional sustainability’,

The report will be prepared by Technical Assistance Sub-Coordination Committee and presented to the Project Coordinator and Pre-School Education General Directorate. Following their feedback, the report will be submitted to the CFCU, EC Delegation, EUSG, Project Coordinator and UNICEF as five hard copies beside sending soft copies to all project partners. After the approval of the SPO, the report will be subjected to final approval from the CFCU. 1.8.7 Role and Responsibility of UNICEF:______________________________________________________ The basic tasks and responsibilities of UNICEF during the Project implementation will be as follows: − Provide technical support to main project beneficiary and implementing agencies for effective management,

implementation and monitoring of the project, − Ensure achievement of the assigned planned activities identified under the first three results in cooperation

with the Project Coordinator and Pre-School Education General Directorate, − Co-chair Project Sub-Coordination Committee for Technical Assistance meetings with the Ministry of

National Education, − Provide technical support and guidance to project coordination to facilitate inter-sectoral coordination

amongst all project partners and synergy amongst project activities, − Provide technical support and guidance to all project partners to assure adherence to international and

European practices and standards throughout the project activities development, implementation and monitoring,

− Provide technical support and guidance during the development monitoring tools foreseen within the project framework,

− Manage and disburse funds as per budget for project activities and in line with UNICEF financial rules and procedures,

− Produce project visibility communication materials and publish materials as per project activities and in line with EU, MoNE and UNICEF rules and procedures,

− Prepare monitoring and progress reports in cooperation with the Project Coordinator and Pre-School Education General Directorate,

− Provide operational (administrative, financial and logistic) support throughout the implementation the planned project activities,

− Prepare and submit project monitoring and progress, final narrative and financial reports to the Prime Ministry Undersecretariat of the Treasury Central Finance and Contracts Unit (CFCU), Delegation of European Commission to Turkey and Project Coordinator.

In addition, UNICEF will be responsible for the recruitment, contracting and supervision of all short and long term experts/consultants under this project. The recruitment of staff will be made as per UNICEF's internal procedures which guarantee transparent competition. With reference to the preamble of the FAFA "...Multi-donor Actions, UN organizations may manage EC contributions in accordance to their own regulations and rules based on the understanding that these conform to internationally accepted standards as regards accounting, audit, control and procurement procedures.” This is also reiterated in paragraph 6.1 and 6.2 of the FAFA. The details of selection process of both short and long term experts/consultants have been clarified by a Memorandum of Understanding (MoU) that has been prepared and signed by the Ministry of National Education and UNICEF. The relevant clause of the MoU reads as follows: “Article 6.1 of the Financial and Administrative Framework Agreement (FAFA) between the European Community and the United Nations indicates that the procurement of any goods, works or services in the context of the Action financed or co-financed by the European Commission will be carried out in accordance with the applicable rules and procedures adopted by the UN. In this context, the long term project personnel will be hired as per rules and regulations of UNICEF and they will be accountable and reporting to UNICEF. The selection process of these personnel will be transparent and will be as follows: The qualifications of the project personnel will be in line with UNICEF’s global competencies for the specified post levels and the details such as the qualifications, skills and duties for each position are clearly given in the above Artice 1.8.3.. UNICEF will advertise the identified posts for two weeks. Short-listing will be completed by UNICEF’s Human Resources section. Short listed candidates will take the written examinations and the most successful candidates will be invited for interviews. Interviews will be conducted in an open selection panel structure where both Pre-School Education General Directorate and the Project Coordination Center of MoNE will participate. During the interviews, foundational and functional competencies of the candidates will be assessed as per UNICEF’s global competency based interview technique. Based on the evaluation of results, the three most qualified candidates, in sequence from the most successful to the third one, for each post ,will be submitted first to MoNE, then to the UNICEF Regional Office for approval.

The Finance Assistant will be located at UNICEF premises and other long term personnel will be located at the PCC. For technical discussions and follow up on operational issues, the project team will operate at UNICEF office when and where required.

Within the framework of Article 6.1 of the FAFA, UNICEF, together with relevant parties, prepares technical specifications, terms of references and completes the bidding process for goods, services and short term consultants for the project and the contract is awarded to the lowest acceptable bidder and approved jointly by UNICEF and MoNE. The project personnel and consultants will have an office at the MoNE PCC. For technical discussions and follow up on operational issues, the project team will operate at UNICEF office when and where required. UNICEF will participate in PSC and PMC with project team leader (Deputy Representative) for this project and other technical and support staff for whom UNICEF’s own resources have been used to contract. In addition, UNICEF Country Office and its National Committee for Turkey will identify potential private donors to mobilise additional funds for the pre-school education awareness raising and social mobilisation campaign. 1.8.8 Role and Responsibility of the Project Coordinator (the Ministry of National Education Project Coordination Center):_______________________________________________________________________ The basic tasks and responsibilities of the Project Coordinator, the Ministry of National Education Project Coordination Center will be as follows: − Assume overall responsibility for the coordination and monitoring of the project with the support of UNICEF, − Oversee the implementation of the project work plans, − Draft monthly progress reports, secure approval of the reports from all members of the PIC and submit every

months the report to the CFCU and share with PSC members.

1.10. Sustainability

The outcomes of the action are expected to contribute to sustaining the quality and expanding access of formal and community based child day care and pre-school education services especially amongst disadvantaged children and their families. While the project implementation concentrates only in ten provinces, it is expected that the dissemination of the project outcomes will motivate other provinces to adopt similar community based child day care and pre-school education models and conduct pre-school education campaign. The sustainability of the programmes and the models to be developed and implemented by the Ministry of National Education and other stakeholders within the scope of Results 1, 2 and 3 are expected to be secured through: 1) The active participation of the institutions during the development and piloting of these programmes and models. As a result, it is very likely that these institutions will adopt these programmes and models within their own structures. 2) Inclusion whenever possible of these programmes and models within the internal in-service training programmes of these institutions. 3) The legal basis for establishing these programmes and models are already in place. Such provision will enable the institutions to secure additional human and financial resources allocation after the project completion. Under result 2, the development of mechanisms to sustain and expand the community based child day care and pre-school education models developed under this project is also foreseen. These mechanisms will be described in a strategic paper which will also include the cost of expanding and sustaining these programmes nationwide. The development of monitoring and inspection systems and of standards will allow for measuring the quality of the programmes beyond the project implementation. Under result 3, securing the active participation and contribution of local authorities, the media and the private sector in the pre-school education campaign will lead to nationwide acknowledgment of the need to remedy to the low enrolment rate in pre-school education and secure nationwide ownership of the campaign. It will also allow for securing both financial and human resources for expanding and sustaining the campaign beyond the project period. From the start, the active involvement of all stakeholders has been envisaged. As a result, these stakeholders are more likely to own and use the outcomes and of this project in policy, programme and budgets formulation. They might also be more eager to assess the impact of the outcomes of this project and gather reliable data and find means for sustaining the activities beyond the project period. By working together, provincial and local institutions and organizations are more likely to improve their coordination, reduce duplication of their own specific activities and identify joint approaches for reaching disadvantaged population. This in return may lead to putting in place nationwide a series of coordinated and quality services targeted at disadvantaged groups. The documentation, the validation and the dissemination of the project outcomes will enable policy and law makers to assess the cost benefit for a country to expand and sustain its investment in the provision of child day care and pre-school services. Moreover, the planned researches under the project have great importance in terms of providing information on the future institutional sustainability of project activities.

1.11. Visibility Rules

The visibility strategies of the EC Delegation and of UN are synergised by the Joint Visibility Action Plan signed by Commissioner Benita Ferrero-Waldner and United Nations Deputy Secretary General Mark Malloch Brown in September 2006. The main objective of visibility activities is the communication of “positive results of the partnership”. In addition to inputs, visibility activities should focus on outputs and the impact of the action’s results. Moreover, the funding relation between the United Nations and the EC is governed by the 2003

Financial and Administrative Framework Agreement (FAFA). This agreement is applicable to all EC Directorates-General and all the United Nations Organizations that are party to it and sets out the legal obligations in relation to a number of aspects, including visibility. Furthermore, projects implemented in Turkey shall comply with the additional visibility measures and instructions as to the use of an EU-Turkey visibility logo provided on the EC Delegation web site: http://www.avrupa.info.tr/AB_Mali_Destegi/Gorunurluk,visi.html The communication and visibility activities of the project will comply with legal obligations of Article 11 of FAFA and Article 6 of General Conditions applicable to European Community contribution agreements with international organizations. UNICEF in cooperation with the MoNE will take all appropriate measures to publicize the fact that the project has received funding from the European Union and follow guidance provided in the Articles and Communication and Visibility Manual in terms of the target audiences and visibility tools, and delineate the correct procedure regarding the size and prominence of the acknowledgement, disclaimers on United Nations publications, and visibility requirements in relation to equipment bought with an EC contribution. The Programme Communication Expert and Co-expert, who will be responsible for the communication activities of the project and design and implementation of a nationwide pre-school education campaign in cooperation with other experts of the project, will ensure the compliance of all communication and visibility activities with relevant provisions. Additionally, periodical progress and final reports will contain a detailed description and evaluation of communication activities. Project budget has 100.000 Euro budget line separated for Visibility Actions to be spent in close coordination with relevant staff responsible for communication activities from EC Delegation. The elements of related activities such as press releases, press conferences, press visits, brochures and newsletters, web sites, panels, banners, supplies and equipment, audio-visual products, public events and information campaigns will be carried out in a way that to raise the visibility of the project and the EU in accordance with related rules and obligations.
