CABANATUANExecutive Summary

Cabanatuan City is one of the 25 ideal locations in the Philippines identified under the Digital Cities 2025Program. Its inclusion in the list validates the combination of very strong local government andcollaboration with an active private support gives Cabanatuan a bigger edge from other locations. InAugust 2021, stakeholders from the academe and business sector joined hands with the city governmentand national government line agencies to establish the Cabanatuan Information and CommunicationsTechnology Council (CICT). Several versions account for the origin of the name Cabanatuan, however, three are popularly accepted.One is from the Tagalog word KABATUHAN, which means a place where there is an abundance ofstones. The other is KABAN NG TUWA meaning a chest of happiness. And the latest origin to crop up isthat the name KABANATUAN was derived from BANATU, a sturdy vine that before amply grew alongthe swampy banks of Pampanga River. Whichever of the three versions is correct is not of importance atthe moment, for the City of Cabanatuan and its people have lived true to these versions of the origin ofits name. Indeed, Cabanatuan has become a sturdy pillar for national growth and advancement, andtoday, more than ever - Cabanatuan, the trade and economic center of the Province of Nueva Ecija isready to embrace the prospects of a thriving digital economy.

Cabanatuan City is one of the educational centers in Central Luzon being home to more than 20 highereducation institutions, four of which are part of the ‘Five Knowledge Eagle Universities of Nueva Ecija’.These are the Wesleyan University-Philippines, Nueva Ecija University of Science and Technology,Phinma Araullo University, and Our Lady of Fatima University. With this, the city is considered to be apart of the information highway in the region that will accelerate innovation and learning.

It is one of the chartered cities of the country today that is at the forefront of the total national effort toinsure social and economic advancement. It is an inseparable part of the “Rice Granary” of thePhilippines, which has risen as a typical community at the edge of the Pampanga River. At present thepotentials of the City of Cabanatuan cannot be discounted as it has made enormous gains in social,economic, physical, political, and cultural endeavors.

Executive Summary

Cabanatuan City is geographically lying at the center of the Province of Nueva Ecija, island ofLuzon. The city stands approximately 117 kilometers (72 miles) north of Metro Manila, 59kilometers (37 miles) northeast of San Fernando City (regional center), and 14 kilometers (8.7miles) southwest of Palayan City (provincial capital). There are five (5) municipalities and one (1)city that bound Cabanatuan, these are: the municipalities of Talavera and General Natividad on theNorth; Palayan City and the municipality of Laur on the East; municipality of Sta. Rosa on theSouth; and municipality of Aliaga on the West.

The city is a thriving and competitive location for digital jobs. The size, quality and scalability of itshuman resource serve as foundation of the city’s potential to effectively host small to large scalecompanies that provide and perform information and communications technology or ICT-drivenservices for international and local clients. It has a business-friendly local government unit, whichoffers tax incentives to investors in different industries such as tourism, agriculture, renewableenergy, and information and communications technology facilities. As such it has strong and stableinfrastructure to support IT-enabled businesses. The business infrastructure communicationfacilities houses three (3) major telecommunication companies’ cell sites and business offices-Namely Globe Telecom, Smart Communications and Sun Cellular, the Philippine Long DistanceTelephone Company (PLDT) and the advent of DITO Telecommunity, making the City BusinessProcessing Management-ready for online business transactions.

Cabanatuan today is a metropolis with more than three hundred thousand inhabitants. The cityheld tremendous promise, not only in its natural resources but also in its potentials ICT-basedindustries which help sustain its vital role in Information & Communications Technology.Commercial and trade activities in the city are further accelerated by the influx of financial lendinginstitutions and new businesses. It has low power and utility rates. TV and Radio Stations are alsopresent in the city.

The Philippines is a top tier destination for Information Technology – BusinessProcess Management (IT-BPM) services, and is counted among the leaders inthe market. In a span of four decades, the sector has achieved significantgrowth and progress, in terms of expanding its share of the global market.Today, it is the number one destination for voice-related services, and rapidlygrowing its capability and potential to offer non-voice BPM and IT services toan increasingly broader set of clients worldwide. The Philippine IT-BPM sectorhas grown rapidly with a potential market revenue growth of 5.5% andheadcount growth of 5.0% per annum from 2020 to 2022.

HISTORY

The Philippine IT-BPM industry started as early as the 1980s with companieslike Andersen Consulting and Innodata providing software development anddocument processing services. In the next decade, multinational corporationslike Citibank and Procter & Gamble set up their back office operations in thePhilippines to support their operations in the US.

The new decade saw the entry of the major call center outsourcing companieslike Sykes and Convergys. This was the start of a massive growth trajectoryover the next ten years, with the major providers from India also joining thefray.

The start of the millennium also saw the different subsectors growing such thateach started organizing themselves into their own organizations, following thelead of the software subsector.

Since 2010, the Philippines has been the leading voice BPM services providersurpassing all other markets. Today, the industry has proven its ability toevolve by expanding to multi-tower and higher-value services that haveattracted investors and locators globally. Offering more complex and digitally-enabled non-voice services, the Philippine IT-BPM industry has transformed toan omnichannel delivery model and continues to provide niche businessprocess services to various industries.

Robust and diverse talent – the Philippines has a 95% literacy rate, withmost people able to speak in English. More than 50% of the population isbetween the ages of 15 and 49. They possess good communication skillsand a high service orientation, characteristics vital to success in theindustry.

Expanding infrastructure – the availability of IT parks has helped IT-BPMcompanies expand very quickly. In addition, the Digital Cities program(and prior to this, the Next Wave Cities program) has helped cities outsidethe national capital region to develop and attract IT-BPM locators.

Strong linkages with the government, academe and industry – through theleadership of IBPAP, the industry has maintained a close workingrelationship with its partners. The government has been supportive inproviding fiscal incentives to investors.IBPAP is working closely with theacademe to help bridge any skills gaps that may exist.

The Philippine IT-BPM industry has shown tremendous gains in the last 15years. From revenues of US$3.45B in 2006, the industry is forecasted tocontribute US$29.11B to the economy by 2022. This represents about 8% ofthe country’s gross domestic product (GDP).

More significantly, the industry has grown from 236,000 full time employees in2006 to a forecasted employment of 1.432 million in 2022.

The Philippines continues to make considerable progress in the areas of easeof doing business and country competitiveness. For the next phase of IT-BPM,the Philippines will see joint initiatives for talent attraction and development,country marketing, policy shaping, and inclusive growth.

Aside from its direct employment of 1.3 million (as of 2019), the industry alsogenerated about 4.2 million indirect jobs. The industry works 24 hours a day, 7days a week and as such, required support industries like transportation andfood services on a full time basis. This accounts for the additional jobs createdby the industry.

The industry, in partnership with the Department of Information &Communications Technology (DICT), is a strong advocate of providing jobs inthe countryside. The Next Wave Cities program has so far generated 345,000jobs outside the National Capital Region. With the Digital Cities Program, theindustry is aspiring to grow the countryside contribution to about 30% of totalemployment.

Government Partnership & Support

The Department of Information andCommunications Technology (DICT), together withthe IT and Business Process Association of thePhilippines (IBPAP) and Leechiu PropertyConsultants (LPC), has been advocating forinclusive growth and development around thePhilippines through the Next Wave Cities™program since its inception in 2009.

This 2020, DICT, IBPAP, and LPC launched Digital Cities 2025 to further highlightthe value of countryside development and the capability of key locations outsideMetro Manila to become thriving business districts and viable investment hubs forIT-BPM services. These Digital Cities will hopefully motivate existing players toexpand beyond the National Capital Region and encourage new ones to set upshop in the Philippines.

The Digital CitiesProgram

In 2018, with the help of the National ICT Confederation of the Philippines (NICP),DICT and IBPAP rebranded Next Wave Cities into Digital Cities as a response tothe findings of research firm Tholons when it comes to innovation, the startupecosystem, and digital transformation.

The digitalcitiesPH Portal was also launched that year with the goal of providingcurrent and prospective locators with a comprehensive overview of the investmentlandscape and offer them strategic insights on cities and municipalities across thecountry.

The Digital Cities 2025 Scorecard

The Digital Cities scorecard is a four-point evaluation system that assessespossible IT-BPM locations against factors that make a city attractive to investorsand locators. These four factors are: talent availability, infrastructure, cost-effectiveness, and business environment.

The criteria used to measure talent availability include number of graduates ofhigher education, senior high, and technical vocational courses within a 25-kilometer radius of the location’s center; presence of educational institutionsdeemed as Centers of Excellence (COEs) or Centers of Development (CODs); andthe location’s share in the region’s pool of professionals—an indicator of talentdensity.

Considerations for infrastructure were: expanse of commercial real estate;accessibility by air, land, and sea; capacity of the power and telecommunicationsgrid; number of hotels and other accommodations; presence of major shoppingmalls; sufficient health facilities; and quality of road networks.

For cost-effectiveness, the scores were based on: wage, power, and rental rates.

Lastly, the following were taken into account for business environment: availabilityof PEZA IT Ecozones; existence of a local ICT Council; scope of the IT-BPMindustry’s footprint; vulnerability to natural disturbances; as well as security issueslike travel advisories and crime rates.

The “ideal” Digital City, one that would score 100 percent, would require to meetthe following parameters (by importance per metric):

By category, the talent-related metrics make up 40% of the weighted scores,infrastructure-related metrics 30%, cost-related metrics 10%, and businessenvironment 20%. The scores for each Digital City reflect how close or far it isfrom the ideal scenario based on predetermined points and weights for eachmetric. As much as possible, only the latest data from single, credible sourcesare used to determine the score for each metric for all Digital Cities.

Cabanatuan, officially the City of Cabanatuan is a 1st class component city in the province of Nueva Ecija.It is the largest city in Nueva Ecija, and 5th in Central Luzon with a population of 327,325 in 2020.

The city is popular for being home to more than 30,000 motorized tricycles, making it the "Tricycle Capitalof the Philippines” and its strategic location along the Cagayan Valley Road has made the city a majoreconomic, educational, medical, entertainment shopping and transportation center in Nueva Ecija andnearby provinces in the region such as Aurora and Bulacan. It has also earned the moniker "Gateway tothe North".

Cabanatuan City is a key urban and growth center in the province of Nueva Ecija. It spans a land area ofover 19,000 hectares classified as alienable and disposable, with no sections within its administrativeboundaries categorized as forest nor timberland. In 2015, the city had a population of 302,231 based onthe outcome of the latest national census done by the Philippine Statistics Authority, exhibiting an averagegrowth rate of 2.17 percent, slightly above that of Nueva Ecija (2.01 percent) and Central Luzon (2.13percent).

The population density achieved by Cabanatuan City over the years is an opportunity to steer growth. As itis, the city has already claimed renown for its economic significance both within the province and the largercontext of the region, largely founded on its strong service sector and agriculture, as well as emergingindustries such as distribution and logistics, information and communications technologies, financialservices, food and shopping establishments.

As it is situated at the center of Nueva Ecija,the city serves as a bridge of developments to other municipalities not only to the province itself but to theentire Region III. It is also not behind inserving its increasing population as basic and support facilities are available and functioning in the city.

Cabanatuan City’s strategic location as the well-connected center and historical capital of Nueva Ecijahas made the city the economic heart of the province. As a provincial hub, the city has experienced aregular influx of people from surrounding municipalities for work and commerce. AlthoughCabanatuan City does not have a significant industrial sector, its dynamic service sector together witha stable agricultural sector drives the local economy forward.

Social Advantages

In terms of the social context, the existing opportunities and comparative advantages of the cityare the following: the presence of good health and social services in the community, presence offully equipped and well-staffed protective services and disaster-risk reduction facilities, highliteracy rate among the residents, presence of educational facilities that produces high qualitygraduates, and best practices in the areas of social welfare and emergency response services.

Infrastructure advantages

The comparative advantages identified for the infrastructure sector are the following: highpercentage of electrification service and renewable energy capacity to sustain and improve thequality of life, presence of Unified Command Center that acts as a central monitoring station forflood level, solid waste management and traffic management, presence of basic communicationservices such as post office, telephone stations, and telegraph entities, and presence ofeducational, health and public social facilities.

Environmental advantages

The environmental advantages and opportunities identified for the environmental sector are asfollows: abated frequent flooding in the central business district due to the completion of the firstphase of the city’s comprehensive drainage system; development and construction of multi-millioncomprehensive drainage system to control the city-wide flooding; and high amount of groundwaterresource - roughly 88% of the city’s total land area has high groundwater availability which can beutilized for water supply, farming, and industrial processes.

Cabanatuan City serves not only as the provincial capital (historically), but also regarded as one of the center ofeducation in Central Luzon. It houses four (4) universities, eight (8) colleges, fourteen (14) techvoc schools, (30)senior high schools, (14)junior high schools, (97) elementary schools, (101) day care centers and pre-schools.Cabanatuan’s workforce is bolstered by the presence of these universities, schools, and other academicinstitutions, the strong LGU Support on Education and the presence of various NGA’s Training Programs (DICT,DOST, DTI, TESDA, CHED). With our Vision of being the Beltway of Central Luzon for Education, comes the huge responsibility ofproviding the best educational facilities to students coming from all parts of the region. The sheer presence of4 universities like the Nueva Ecija University of Science and Technology, Wesleyan University-Philippines,Araullo University, and Our Lady of Fatima University and numerous colleges like the College of theImmaculate Conception, M. V. Gallego Foundation Colleges, Good Samaritan Colleges, Midway Maritimeand Technological Foundation, Inc., La Fortuna College, Statesman College, Gloria Lacson FoundationCollege, Acatech Aviation College, AMA Computer College, and College for Research and Technology, andvarious vocational schools together with public and private secondary schools provide a wide range ofeducational opportunities to residents and students from neighboring municipalities and provinces.

Also, we must be able to provide complementary infrastructure developments in the primary and secondaryschool level. The Fair and Equitable Access to Education Act or Republic Act No. 7880 mandates that eachschool must have a student-classroom ratio of 45:1. In 2010, the Department of Education targeted a 35:1student-classroom ratio for elementary level.

In the previous years, the City of Cabanatuan has been able to meet the required student-classroom ratio of45:1. But the combined implementation of the Free Public Secondary Education Act (RA 6655) and DepEd’sK to 12 curriculum compelled us to construct additional school buildings for our growing student enrolleesespecially those that are in the secondary level. During the conduct of CDRA, we were also able to identifyseveral schools as belonging to High Risk Areas for flooding. Because of these circumstances, the citygovernment decided to implement a program of constructing multi-storey, flood-resistant J-type schoolbuildings for all of the city’s public schools. The funding for this continuing project would be the city’saccumulated Special Education Fund (SEF).

Being established as an educational institution in 1970. NEDCI provided OLFU Cabanatuan Campus a fertileground of academe experience on which OLFU immediately began building on through infusing its initialprogram offerings and widespread facilities upgrade. From its time of acquisition, continuous infrastructureswere built such as: a fully air conditioned multi-purpose gym and auditorium, (the 1st in Region Ill Nueva Ecijasport Complex). 3-storey classroom, most of which are air conditioned. Modern equipment for the laboratorieswere purchased to have a simulated hospital/hotel necessary for the training of their students.

TELECOMMUNICATIONSCabanatuan City is fully interconnected locally and internationally interms of information infrastructure. The 89 barangays are fully coveredwith the Cellular Mobile Telephone Service (CMTS) by GLOBE andSMART, in which all are also served with 4G/LTE technology for a fasterand reliable mobile internet connectivity. Apart from this, PLDT andGLOBE had already their Fiber-to-the-Home (FTTH) Technologycovering all our urban barangays and households along the MaharlikaHighway, providing a fast and reliable internet connectivity bundled witha landline subscription where PLDT alone catered 69,780 subscribers.And, with the ongoing roll-out, implementation and tower build-up of theIndependent Tower Companies for use by DITO Telecommunity, it isexpected that this will bolster a more reliable and efficient internetconnectivity as well as cost and service competitiveness.

POWERThe main power supply in the City of Cabanatuan is being provided byCabanatuan Electric Corporation (CELCOR). The electric cooperativegenerates and transmits power thru a 25.6 MW Diesel Power Plant and10 MW Solar Power Plant of the First Cabanatuan Ventures Corporation(FCVC) while the rest of the cities power needs is being supplied by theNational Grid Corporation of The Philippines (NGCP). CELCOR isserving around 81,431 (CY 2019), customers had a 4.63% increasefrom CY (2018). In terms of electrification, CELCOR is serving 96.96%(72,008 customers) of residential customers from 74,267 households.

WATERWater supply service in the city is mainly provided by the joint venture ofthe City of Cabanatuan Water District (CCWD) and Prime Water with atleast 48,309 service connections in 78 out of the 89 barangays as ofDecember 31, 2020. Based on the city’s 2018 CBMS, at least 31% ofthe total household population is still served with Level 1 water supply.

Infrastructure

Adding to the objective of having an effective traffic management would be the operation of our UnifiedCommand Center (UCC). UCC is a facility which acts as a central monitoring station for flood level/solidwaste management/traffic management monitoring. The facility is equipped with close circuit television(CCTv) monitoring system which enables real time observation from surveillance cameras. It also serves ascontrol station for the operation of smart traffic lights and paging system installed in strategic areas aroundthe city. Furthermore, our UCC employs Smart Traffic Management which is a system where centrally-controlled traffic signals and sensors regulate the flow of traffic through the city in response to demand.

In line with the city’s vision to be the beltway ofCentral Luzon for Education, the city isconstructing multi-story, flood-resistant J-typeschool buildings for all of the city’s public schoolsto address the growing student enrollees. Thereis also on-going capacity expansion for Manuel V.Gallego City of Cabanatuan General Hospitalwhich is the main public hospital in Cabanatuan.

Making Cabanatuan City further more accessible to other Regions would be the opening of the Central Luzon Link Expressway(CLLEx) Phase 1. CLLEx Phase 1 is a 4-lane, 30.7 km. expressway that would link the Subic–Clark–Tarlac Expressway (SCTEx)and Tarlac-Pangasinan-La Union Expressway (TPLEX) in Tarlac to Cabanatuan City. The Emilio Vergara Hi-way is a two-way, six-lane highway which is about 18.3 kilometers in length. Itstems from the road traversing the Soledad-Fort Magsaysay Road in the municipality of Sta. Rosa andwill pass through barangays Sumacab Este, Sta.Arcadia, Valle Cruz, San Isidro, and Cruz Roja. TheLeopoldo Vergara Bridge, one of the Hi-way’s main feature will cross the Pampanga River intobarangay Sapang. Then, the highway would pass through barangays Barlis, Dalampang, MayapyapSur, and Caalibangbangan, where it would connect with the Felipe Vergara Highway near theinterchange of the Central Luzon Link Expressway (CLLEx). This Hi-way acts as a very convenientbypass route from Metro Manila going to the Province of Aurora and the Northern Provinces of NuevaVizcaya, Isabela and Cagayan.

The Wesleyan Engineering Team was hailed as the champion in the24th SquEEEze Technological Contest last June 13. Among WUP’s twoentries, Project SWAT received the highest score while ProjectIBUHAWE was awarded 2nd runner-up.

Project SWAT or the Solar-and-Wind-powered Agripest Trapeller isdesigned to attract and zap moths and other insect pests while keepingthe birds away from the farm, protecting crops from any infestation.

The machine can produce 1.94 kilowatt-hours of clean energy per day topower up the ultrasonic bird repeller and UV bug zapper using acombination of 300-watt solar panel and 18.2 Savonius wind turbine.

Robert Miranda Jr, one of the inventors, said that the project used windand solar energy conversion systems to address pest managementproblems in farms.

He added that farmers usually do the standard pest managementsystems such as spraying chemicals, installing tied cans or plastic bagsto kill insects. In contrast, driving away birds, farmers were puttingscarecrows, firing gunshots, or lighting firecrackers. These are traditionalmeans of pest management, and it poses a lot of risks and potentialthreat to both human and environment.

Project SWAT is a sustainable and eco-friendly solution to pestmanagement since it introduces a new, cleaner, and safer way of pestcontrol.

SWAT proponents were all Wesleyan ECE students, namely RobertMiranda Jr (3rd yr, ECE), Roderick Fetalbero Jr (3rd yr, ECE), and JohnRimbirth Pangilinan (2nd yr, ECE).

Meanwhile, Project IBUHAWE used the principle of wave energy conversionsystem thru an inverted buoy addressing the problem of communication and safetyin the sea. Proponents were Simon Matthew Santillana (3rd yr, ECE), CarloRomulo (3rd yr, ECE), and Prince Ralph Emanuel Ramirez (2nd yr, ECE).

The Department of Trade and Industry is a national agencythat traces its history back to the creation of the Departmentof Commerce in 1898. On July 27, 1981 the Ministry ofTrade was created and by virtue of EO 133 dated February27, 1987, the Ministry of Trade was renamed as theDepartment of Trade and Industry. (dti.gov.ph)

The agency’s tagline is “Serbisyong Higit Pa sa Inaasahan.”It isresponsible in monitoring and reporting bottomlines on exports,domestic sales, investments, and employment, among others.

DTI-3 initiated the streamlining of procedure in the issuance ofbusiness permits as early as 2002 and started recognizing theoutstanding Local Government Units in the issuance of such in2007. Business One Stop Shop (BOSS) and computerization ofprocedure in the issuance of business permits were alsoimplemented that resulted to lesser turnaround time.

DTI implemented the web-based Business Name RegistrationSystem (www.bnrs.dti.gov.ph) to provide easier access forregistration of businesses.

DTI-Nueva Ecija was awarded by the CivilService Commission in 2013 with the Seal ofExcellence for the excellent performance inproviding services to the public and itsadherence to the requirements prescribed byRA 9485 or the Anti-Red Tape Act of 2007.

DTI-Nueva was granted ISO Certification9001:2008 in 2010 for its processes on MSMEdevelopment, consumer protection, andfinance and admin. Under the One DTI ISO,the whole DTI is now preparing for its ISO9001:2015 certification.

DTI implements yearly the Cities andMunicipalities Competitive Index (CMCI), anannual recognition of LGUs in four pillars orindicators, namely: Business Dynamism,Government Efficiency, Infrastructure andResiliency. Some NE LGUs have beenawarded in previous years.

Negosyo Centers were established nationwide by virtue of RA10644 or the Go Negosyo Act to provide assistance on businessregistration (physical and online), give free business information,conduct advocacy and advisory. There are 31 NCs established inNueva Ecija as of September, 2021.

It is designedto help them achieve more across work and life with innovative Officeapps, intelligent cloud services, and world-class security. Trainings inutilizing these applications and other innovative ways of learningdelivery is also being conducted for the teachers to better equip themfor the challenges of the millennium.

She is one among those who initiated the creation of the NuevaEcija and Cabanatuan City ICT Council then and instrumental inhaving the ICT Group locate its call center business operation at theformerly Megacenter the Mall (now SM Megacenter) which is PEZA-accredited.

She actively networks with MSME and Consumer Groups and wasinstrumental in the creation of the Likhang Novo EcijanoManufacturers Association (LINEMA), the Nueva EcijaEntrepreneurs Marketing Cooperative (NEEMC) now BILI NEAssociation, Association of Licensing Officers of Nueva Ecija(ALONE), Nueva Ecija League of Market Administrators (NELMA),and Association of Nueva Ecija Hardware Owners (ANEHO),among others.

In her nearly 37 years of service since October of 1984, it can be said thatMadam Teresa or Madam Esa, as we call her, has seen and done it all. Shemaintains the values and ideals of the old school type of teaching andleadership while still remaining flexible and ready to adapt to changes broughtabout by the passage of time and emergence of new developments in both ICTand society.

She frequently champions ICT, always reminding all her constituents that it isnot age that can slow one down in learning technology for as long as one hasthe will and effort to learn, it can be done. She maintains that learning can bedone anywhere especially in this digital age. She encourages people to look foralternative ways of gaining knowledge and skills by using online platforms andother technological devices. In all her time in the Schools Division ofCabanatuan City, she is always hands-on in utilizing technology, always givingpremium to programs and projects related to ICT.

Presently, the Division Office has also upgraded its network and hardware capabilities, providing smoother connection andsecurity to all the employees using state-of-the-art perimeter firewall to safeguard the data of its clients. She is also leadingthe way into modernizing workflow processes in the office by spearheading the journey in PRIME-HRM and ISOAccreditation ensuring its efficiency and reliability in providing service to its clientele. At present, most of the services at theDivision Office can be availed online, thanks to the collaboration with the program owners and the available ICTinfrastructure. But this is not all, she is also busy working with the local government and the DepED Central Office for the construction ofa new office building for the Division of Cabanatuan City, thus ensuring the continuous improvement of not only theservices but also the working environment for everyone. Truly, Madam Esa remains adaptable, strong and flexible in the face of the changing times. She is not only a leader butalso a mother whom the office looks up to as she serves as a mentor ushering in a new generation of strong-willed,knowledgeable, skillful and honest leaders for the City.

Dr. Ryan John L. De Lara has been a licensed electronics engineeringsince 2006 who devoted his time and efforts to the electronics engineeringprofession, academic, and research community. He finished his Master'sand Ph.D. in Engineering Management at the Nueva Ecija University ofScience and Technology. He received a leadership award from the Instituteof Electronics Engineers of the Philippines, Inc. (IECEP) by establishingand accreditation the IECEP Nueva Ecija Chapter in 2014. He served as itsInterim Governor.

Dr. De Lara was appointed the OIC Dean of the AMA Computer CollegeCabanatuan City in 2011, Dean of the College of Engineering, and theCollege of Engineering and Computer Technology of Wesleyan University -Philippines from 2012 to 2018, where he established a Cisco NetworkingAcademy in Nueva Ecija. At present, he is the appointed Director forResearch Development and Productivity Office of the same university.

Dr. De Lara is a Six-Sigma Blackbelt and has various certifications in ICTfrom TESDA, Google IT Support Professional, Microsoft InnovativeEducator, and an Accredited Member of the Kapisanan ng mgaBroadcaster ng Pilipinas (KBP).
