quickly promoted to supervisor and completed a hospitality and leadership level 3 qualification; believes that this led to further promotion and Laura achieving a level 4 hospitality management qualification; notes that she is now employed by Hilton as a meetings and events coordinator and considers that her apprenticeship is at the heart of her success; congratulates everyone who was honoured at the ceremony, which was held during Learning Through Work Week; notes that the week aims to forge closer links between education and employers and that apprentices, employers and training providers plan to visit over 300 schools to talk about their experiences, the benefits of work-based learning and the opportunities offered by foundation and modern apprenticeships; believes that Laura’s career path demonstrates the benefits of apprenticeships, and wishes her continuing success.

*S4M-14909 Jackie Baillie: Gold Award for the West Dunbartonshire Senior Wind Band—That the Parliament congratulates the members of the West Dunbartonshire Senior Wind Band as they celebrate winning a Gold Award at the regional heat of the National Concert Band Festival; understands that this is the second year in a row that the band has been given the accolade; believes that its success sets a great example for school pupils in the area; hopes that the band qualifies for the national final, and wishes its members every success.

*S4M-14908 Jackie Baillie: Gordon Reid, World Number One—That the Parliament congratulates Helensburgh’s Gordon Reid on going to the top of the men’s tennis doubles rankings for the first time in his career after partnering the Frenchman, Michael Jeremiasz, to victory at the UNIQLO Wheelchair Doubles Masters, the International Tennis Federation’s year-end championship for the world’s top doubles player; understands that Gordon has replaced France’s Joachim Gerard Stephane Houdet at the top of the doubles rankings after also winning his first two Grand Slam doubles titles this year at Roland Garros and the US Open; hopes that Gordon continues his prolific form, and looks forward to him becoming top of the men’s singles rankings.

*S4M-14907 Jean Urquhart: Scotland’s UNESCO Global Geoparks—That the Parliament congratulates Shetland Geopark and North West Highlands Geopark on becoming UNESCO Global Geoparks; understands that Global Geopark status is the first new UNESCO designation of its kind to be created in over 40 years; considers that this status now ranks the Shetland and North West Highland parks alongside UNESCO World Heritage Sites in importance and esteem; recognises with gratitude the work of everyone who contributed to Scotland’s two Geoparks receiving and

23

retaining the European Geopark Network green card status, which allowed them to become two of the inaugural 118 Global Geoparks worldwide; welcomes the support of the Scottish Government, which it believes has been crucial to the development of both Geoparks, and looks forward to the Geoparks’ continued success in bringing what it considers the fascinating story of Scotland’s geological history to visitors from across Scotland and around the world through the Global Network of Geoparks.

*S4M-14906 Johann Lamont: Linthouse Housing Association—That the Parliament congratulates Linthouse Housing Association in Govan on reaching its 41st anniversary; recognises its commitment to providing a safe and attractive environment for tenants while ensuring that they are included in decision-making processes; welcomes its support for the Remember Mary Barbour campaign, which aims to create a statue in honour of one of Glasgow’s first female councillors; celebrates its recent initiative to have a memorial plaque installed at 10 Hutton Drive in Linthouse, which is believed to be the site where the first rent strike demonstration took place in 1915, and wishes it continued success with the campaign to build a monument for Mary Barbour and in its wider role assisting with the economic regeneration of the local community.

*S4M-14905 Johann Lamont: Remember Mary Barbour Campaign—That the Parliament congratulates everyone in the Remember Mary Barbour campaign on their ongoing commitment to raise funds to establish a permanent memorial to Mary Barbour; recognises that Mary Barbour, who led the rent strike in Govan and across Glasgow that led to the Rent Restriction Act in 1915, had a pioneering life focussed on tackling inequality and injustice; welcomes the launch of the exhibition of the five small-scale models, or maquettes, from which the final design for the memorial will be selected; congratulates the artists, Andrew Brown, Mark Longworth, Kenneth Mackay, Roddy McDowall and Morag McLean, on what it considers their inspirational ideas; regrets that Creative Scotland has rejected the opportunity to support what it sees as this important initiative, and encourages the Scottish Government to consider how it might add its support to a significant initiative celebrating an important time in the history of Govan, Glasgow and Scotland.

*S4M-14899 Cara Hilton: Protecting Human Rights at Work—That the Parliament congratulates the UN on seven decades of protecting and upholding human rights and freedoms; condemns the UK Government’s attempts to abolish the Human

24

Rights Act 1998 and replace it with what it considers a watered-down bill of rights, which will use "discretion" defined by "British values" to determine whether human rights have been breached, by-passing globally accepted laws; believes that diluting universal human rights and removing the ability to challenge authorities and countries that breach them is a dangerous path to tread; considers that, if the UK Government was serious about protecting civil and cultural liberties, it would have introduced a bill of rights in Northern Ireland, which, it understands, was put to the main party leaders by the coalition government in 2010 as well as receiving overwhelming support from human rights and community groups in response to a consultation paper published at the time; understands that, five years on, there has been no movement on this; considers that the Scottish Government should make sure that it upholds the human rights of workers in its procurement practices and processes, and believes that the time is right to establish a human rights committee to ensure that robust debate takes place to defend the Human Rights Act and keep up the pressure to ensure that universal human rights are respected, protected and enforced.

*S4M-14846 Neil Findlay: UCATT Victory over Umbrella Company—That the Parliament notes the recent employment tribunal that was taken out by the construction workers’ union, UCATT, which resulted in a worker receiving almost £4,000 in compensation after having wages unlawfully deducted by a so-called umbrella company; understands that such companies are endemic in the construction industry in Scotland and include businesses working on publicly-procured projects and across other sectors; believes that workers forced to operate via these firms can be up to £100 a week worse off as they are required to pay both employers’ and employees’ national insurance contributions, have their holiday pay rolled up into the rate and pay a weekly administration charge just to be paid in this manner, and, in light of the tribunal’s finding, calls for an urgent review of public procurement rules to ensure that workers are not exploited in this manner and for the introduction of stricter regulations so that employers are required to pay workers on a standard PAYE basis.

Bills in Progress

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
