THE Fly By Night Musicians Club may have to cut back on staff or even move because a rent subsidy is at risk.

Fly general manager John Reid is “under the impression” the club’s annual $23,868 rent assistance from the WA arts department will run out in November.

After that the Fly would have to try its luck in a pool of funding doled out through the DCA’s music grants program. But Mr Reid is pessimistic about pulling in decent money because often the Fly’s acts don’t “tick the box”.

“We love this building, but we will move if we have to,” he told the Herald after an emergency board meeting on Wednesday.

“I would like the DCA to come down here and tell us what grants we can apply for.”

Rent increaseThe club’s landlord, the National Trust,

is also looking at imposing a steep rent increase.

“If they keep putting up the rent and we go, what are they going to put in there?” a frustrated Mr Reid asked. “A shoe store?

“I don’t think they realise the value of this community organisation. They just think we are a night club.

“We hear about all the buildings that are empty in the city and without people in them they will fall down. Without us staying in here it would have been knocked down years ago.

But Trust boss Tom Perrigo countered that the club paid $35,000 rent a year, well below commercial rates.

As the Herald was interviewing Mr Perrigo, an email from Mr Reid popped unexpectedly into his inbox.

“I understand they have lost their triennial funding,” Mr Perrigo said as he

read the email.“I don’t know what all

this funding talk means, but we can’t give them the building for free. We are not in the Fly business, if you know what I mean,” he said before adding: “It would be a tragic loss.”

Fremantle mayor Brad Pettitt said his council

would ensure the much-loved Fly stayed in the port city

“If this has come about through a loss of state funding then council will be making its concerns heard loud and clear with the department of culture and the arts as there are some very concerning funding trends for local arts and culture organisations at the moment,” he said.

“Expecting local councils to step and fund them instead is simply cost-shifting by the state.”

Mr Reid said another di culty the club faced was that it was the “piggy in the middle” between the Trust and the department, which made getting much-needed repairs done a hard slog.

But he’s upbeat about the Fly’s future, saying that because it received no operational funding and relied on its wits to stay afl oat, the loss of the subsidy would just be a blip in its 27-year history.

“We will have to tighten our belts and this is just another hurdle we will have to get over.”

Mr Reid said the Fly pulled in 20,000 punters each year to the old military drill hall, and made enough from headline acts to support a myriad of uncommercial, local projects.

At fi rst the arts department denied that the Fly was losing any funding, before DCA director general Allanah Lucas acknowledged the club’s rent assistance expired late this year. She said the Fly could submit an application for future funding.

herald earthcare

AS we move into state and federal election modes a strong topic of debate

has been the fi nancial capability of the parties; can they deliver surpluses and sustain growth?

Back in 2011 I wrote an EarthCare titled Peak Growth and I think it’s time to revisit the conundrum that is western society’s obsession with growth on a fi nite planet.

There’s a groundswell of thinkers, academics and even politicians who believe economic growth is the problem, not the solution.

To some degree this change of heart has come about since the global fi nancial crisis (GFC), which resulted an economic decline in parts of Europe and the US, with little chance of recovery in the foreseeable future.

Mild-mannered American Richard Heinberg, from the endearingly named Post Carbon Institute in Santa Rosa, California spoke recently in Queensland and made the point; “You can’t continue to grow forever in a fi nite world, let alone a world faced with dangerous climate change.”

He spoke on the speed we have consumed fossil fuels that took tens of millions of years to form; once it is all-but used up there are no alternatives, so society has to signifi cantly change.

Economic growth is directly linked to oil prices; as oil goes over $100 per barrel global economies start to hurt, and with high price peaks countries go into recession.

This is something we will have to get used to as oil becomes harder and harder to provide.

Governments responding with economic stimulus packages, designed to promote spending and growth, is the worst response; because at best this gives short-term respite whilst compounding the underlying problems.

The irrefutable fact is that the planet cannot continue to supply more energy, food and space for more people expecting an ever-increasing standard of living because the planet is not growing.

People are now starting to voice the view that we have reached the earth’s capacity.

Fish stocks are being decimated, farmland is being depleted and people are moving to cities to survive.

Last year Senator Scott Ludlam gave talks on the concept of “Doubling”. This deals with the compounding eff ects of what appears modest growth, be that population, consumption, energy use or fi nancial growth.

For instance, with population growth at 4 per cent doubling occurs in 17 years. A 4 per cent annual population growth doesn’t sound like a problem, but put in terms of a doubling of population in 17 years or a quadrupling in 28 years it’s a scary concept. Likewise, the demand for global resources doubles and quadruples.

Australia has hooked its wagon to China, which has growth at around 7 per cent resulting in a doubling in 10 years.

1.4 billion people growing to 2.8 billion by 2023 is a catastrophic and unsustainable trajectory that has to fail.

Last February Nicole Foss spoke at Fremantle Town Hall and scared half of Fremantle to death with her predictions of inevitable global economic meltdown brought about by rising oil prices.

Tim Jackson also visited Australia last year to promote his book Prosperity without Growth where he muses on how society can be prosperous without being addicted to economic growth.

I have previously defi ned economic growth as the world’s largest pyramid or ponzi scheme.

It is inevitable global fi nancial systems will become so top heavy that they crash and in so doing bring down society as we know it.

Stark predictions! How can we insulate or buff er

ourselves from this?We have to become resilient:

Australia is blessed with plentiful resources, we have to plan their responsible use on an extended timeframe, not the three- or four-year election cycle used now, rather for three or four generations.

We at least owe this to our children and grand children.

We have to remove the arbitrary indicator of societal success that growth has become and introduce indicators that are meaningful to us as a society.

Health and well-being, societal cohesion and inclusiveness are far more important than how banks and multinational businesses fair on the stock market.

And we need to treat the world’s resources of food, water, minerals and energy as something special to be used wisely so there is some available for future generations.

THE 120-strong crowd at a forum to grill candidates for the

state seat of Fremantle this week turned the night into a desperate DIY for the port city.

Questions about greedy landlords, traders leaving in their droves, anti-social behaviour, gra ti, homelessness and tra c congestion were fi red at the six candidates from the fl oor and via a live twitter feed.

The fi rst question about regulating rents set the tone for the evening and made it clear to the candidates the crowd hadn’t turned up to listen to spin.

Can’t dictateLiberal Matthew Hanssen,

who was often heckled during the 90-minute debate for slipping in party slogans, said the market should be left to determine fair rents.

“You can’t dictate to someone that has paid for their property how they can charge rent,” he said. “It’s just wrong.”

Greens Andrew Sullivan, whose long-winded responses also drew the odd boo and raspberry, similarly shied away from regulating rents.

“It’s a tough one, because the cafes and restaurants that can aff ord to pay top dollar have squeezed out the butchers,

ON THE HUSTINGS BRENDAN FOSTER

OOOHHHHHB

bakers and candlestick makers,” he laughed.

Although there was no clear winner on the evening, independent MP Adele Carles will take much heart from her performance; her opening speech was the crowd favourite and the response to her answers would have buoyed her after last week’s disappointment when the Greens virtually preferenced her out of the race.

When former Fremantle councillor John Dowson asked Ms Carles about high-rise in the port city, she picked up a theme that got a bit of a workout during the night—whether the council was helping or hindering the city’s revival.

“The council has panicked—it has gone to far with amendment 49,” she said. “High-rise across the CBD will destroy our heritage.”

Kerry Parsons also vented her spleen at the council, saying it was pre-occupied with “plastic bags, skateboard parks and the loss of the Dockers”.

“I’m third-generation and I’ve never seen it so bad—it’s disgusting.”

Cr Sullivan scored the most dramatic moment of the night; just as he reached the crescendo of a speech on how Fremantle would have to change its ways because of climate change and the looming energy crisis, the lights went off in Notre Dame’s Tannock Hall, emphasising his point. The Chook suspects there may have been a little staging, as the lights in the foyer were mysteriously unaff ected.

Labor’s Simone McGurk also spoke with authority, although one Tweeter noted that she was the only candidate brandishing an iPad, a subtle query on whether she was being fed answers from the audience.

She also joined the chorus bemoaning the current state of Fremantle.

“The decline of retail is depressing,” she said.

“The artists community is struggling and we need a more vibrant and resilient Fremantle.”

Just watch meTHE Herald reported last week that I conceded I had virtually no chance of re-election.

I did not. I made the point that the Greens and the Liberals have attempted to deal me out of the game through their preference deals.

A vote for either the Greens or the Liberals will simply see Labor returned by default.

However, Fremantle voters should not be taken for granted, nor should they be taken for fools. Fremantle voters will decide the outcome of the election on 9 March. I am standing to give them the option to choose an experienced, eff ective and Independent MP. Am I the underdog? Yes. Am I in with a fi ghting chance? Absolutely.

Adele Carles MPWilliam St, Fremantle

CapitalARCHITECTS, consultants, artists and former politicians (Herald, February 23, 2013) don’t bring much to the struggling business sector, which is vital to a vibrant and successful city.

Freo needs capital injection and customers, not just fancy fl owerboxes and more art galleries. Money doesn’t grow in communal gardens—although a complete makeover of the tired old city is in order.

David EdmondsonAdrian St, Palmyra

I protestI AM delighted the Save Kimberley concert was such a success. It showed people power at its best and illustrated it is important to ensure the Esplanade is not taken over by a skateboard park.

Now we need to have a Save Fremantle concert held in Fitzroy Crossing to ensure more bad decisions are not made by council.

Roger GarwoodMcCleery St, Beaconsfi eld

Take their leadWHAT a pleasure it is to wander along Rockingham’s foreshore. It’s clean, well kept and all the dogs are on a lead under the control of their owners as per the signs posted everywhere.

However, yesterday in Fremantle this was not the case. Whilst taking a stroll along Marine Terrace to Esplanade Park we were continuously on our guard and having to steer clear of dogs walking/running with their owners off lead.

Does the dog act not apply in Fremantle?

Unfortunately, like so many, our dog is a rescue dog, he has been attacked and he does not like to be approached by other dogs. He is afraid of some and this makes him very vulnerable and may react instinctively and bite.

Yesterday on the park there were at least four large dogs running loose and I had to quickly cross the road to avoid one in particular, placing me in the middle of tra c trying to escape. Don’t these selfi sh dog owners understand that not all dogs want to play or socialise? Some are unsociable, some elderly or perhaps unwell. They are just content to be out for a walk.

Any owners out there being fi ned by the rangers should take note and accept they are in the wrong and that the rangers need our support. They are only doing their job after all. So keep up the good work, hopefully the message will eventually get through and we’ll all be able to enjoy a carefree stroll in Fremantle in the future. In the meantime I shall continue to walk my dog with care and of course always on his lead.

Jackie GrayLeaside Way, Spearwood

G4NTHE G4F (Herald February 23, 2013), is another example of a bunch of fl at-white drinking middle-aged bores who have bought renovated workers’ cottages in Fremantle at infl ated prices and is now complaining there are no artists in the city and saying it “isn’t what it used to be”.

These people have made some money working in the mines or somewhere, moved into Fremantle, parked their Euro hatchbacks and giant 4x4s in the narrow streets and sit down at coff ee shops to complain.

Of course there are no artists in Fremantle anymore, they can’t aff ord to live in Fremantle anymore, you have driven them out.

If you look closely they are the people serving your soy latte.

You complain about the traders leaving town, well that’s because the once-vibrant street shopping has been replaced by online shopping by people in renovated limestone cottages on their iPads.

Before the likes of you came along people used to use the local shops on a daily basis for their shopping and enjoy the community contact.

Shops weren’t some interesting curiosity, all we hear now is, “oh look darling, what an interesting Italian man”.

I am no way associated with Fremantle council, but it seems to be doing a good job with all this complaining from groups such as

G4F. It’s like listening to a spoilt child.

Look at how privileged you all are, you seem to have everything, but complain about the very thing you have driven out—culture and vibrancy—by your presence.

Better get used to it, Fremantle won’t go back to what it was.

It will become another Claremont with a lot more day spas, funky architects’ o ces and upmarket hairdressers.

FREMANTLE often feels like the place that respective state

governments forgot.Over the past decade, very

little state government funding has fl owed into Fremantle. There was a huge boost of funding before the America’s Cup Defence, but that was more than 25 years ago.

The Fremantle Maritime Museum was the last major project that was state-government funded. I challenge anyone to name any major state infrastructure or development funding that has fl owed since.

It is not as though the dollars aren’t there. The past decade has seen the mining boom take hold in WA and, as a consequence, the money has been fl owing in and expenditure by the state government has increased accordingly—just not Freo’s way.

In recent years, hundreds of millions of dollars have been thrown at projects to rejuvenate the Perth CBD, from the development of Perth Arena to the sinking of the rail line to the Perth Cultural Centre and the highly topical (and oddly-named) Elizabeth Quay. In Midland there is the amazing railways workshops project which the state has invested tens of millions of dollars in. Similarly, in Subiaco, East Perth and Armadale, serious state money has supported the rejuvenations of these town centres.

But Fremantle, Perth’s second city, hasn’t been treated to the same love and aff ections of late. Premier Barnett came to Freo in 2009 and said the council had two years to turn our economic fortunes around.

Well, Mr Premier, we have done our bit. Not only has Fremantle helped you edge towards your 2031 planning

targets for slowing Perth’s unsustainable rate of urban sprawl (which now eclipses that of Tokyo and LA combined!) with ambitious and innovative amendments to our town planning scheme, but we have also embarked on the biggest public/private partnership Fremantle has ever seen with the $220m Kings Square project set to rejuvenate our CBD.

But there is only so much Fremantle can do by itself.

This is not about taking a swipe at one side of politics over the other. Both major parties have been guilty of benign neglect and shifting funding to marginal seats at the expense of Fremantle. In the past, this neglect may have even been partly understandable as Fremantle was seen as an almost impossible place to get approvals for any major redevelopment.

However, in recent years the Fremantle council and community have shown this “no” and “less” attitude has now changed.

It’s time for whichever state government we have after the election to assist Freo in its recovery.

Here are some essentials for state assistance over the next few years:

• Lock-in and fast-track the shifting of a major government

department into new o ces in the centre of Fremantle’s CBD;

• Build a new Fremantle tra c bridge with an integrated new rail line to get more trucks off our roads;

• Invest in an integrated, transit-orientated development around the Fremantle train station to reconnect the Fremantle CBD to Victoria Quay;

• Undertake a serious study of the feasibility of light rail to Fremantle’s south and east using greater density along these corridors to help pay for it; and,

• Build aff ordable housing for key workers and seniors in the Fremantle CBD.

As Western Australians we all have a stake in Fremantle’s future, but a big part of this future rests on some important and far-reaching decisions that will be made by our state government in the next few years. Not being a marginal seat shouldn’t get in the way of us getting the support and investment we need to realise Fremantle’s collective vision as a rejuvenated, vibrant and sustainable regional centre.

This article is not a whinge—it’s an invitation. The Fremantle council and the local community have prepared a feast and asked the state to dinner. Now we are looking forward to the state joining us at the table and kindly contributing towards the bill.

Well, Mr Premier, we have done our bit

Survey biasTHE survey by Fremantle council in regard to the boat ramp on South Beach proposed by the Fremantle Sailing Club is a disgraceful abuse of public communication.

This “survey” assumes the ramp will go in. In the options we could strongly agree with it but there was no opportunity for anyone who opposes it to strongly disagree with the ramp all together. This level of dishonesty is absolutely astounding.

Allowing canoes and junior sailors to use the ramp as displayed, sailing straight into an area used by swimmers and dogs, would surely alarm anyone, as boats in the hands

MisleadingTHE council survey is misleading and appears to be intended to skew results to a preconceived outcome.

I am a daily user of South Fremantle beach and do not support the plans for a boat ramp at the club end of our beach. That part of the beach is about people, dogs and swimming, not about boats.

Who wants to go for their morning swim in a boat pen area?

Liesbeth GoedhartFrancisco St, Sth Fremantle

Inside jobI HAVE sailed dinghies, been a local club member, trained children to sail, and crewed on large racing yachts. But I am strongly opposed to this development proposal.

Fremantle Sailing Club has a very extensive parcel of land, and it is shameful that over the 25 years plus it has had virtually free use, it has done bugger all for dinghy sailors.

If the club really wants to increase the facility for youth, it should get its own members to reorganise their extensive and luxurious confi nes. Why haven’t they already done something on the other side of their club at the south-western end of Capo D’orlando Drive?

Paul LoringNewmarket St, Beaconsfi eld

Complicit?IN 2007 and 2008 we had to fi ght the club’s plans through the then-state government’s Three Harbours Policy.

It’s at it again and this time with the aid of our council, which according to the club’s own report has provided “extensive consultation”.

I wonder who was consulted outside the club and who paid for the coff ee coupons that were received by some lucky recipients.

Helen MartinSamson St, Fremantle

RampantTHE proposed universal ramp is an underhanded grab for control of public property.

The linking of the disabled to the dinghy launch ramp is an emotive, political and divisive plan to hoodwink the public by appealing to our compassion.

It shows total disregard for the public having any intelligence at all.

The survey put out by the council is biased toward the sailing club, and was probably devised by the club. It should be scrapped and a public forum held before proceeding any further.

Any future developments for the 500 boat pens required by the club should be made public knowledge.

The disabled ramp at South Beach should be under the control of the council and the state government, and not the club.

Jude Mclachlan Orient St, South Fremantle

I love itTHIS business about the pros and cons of a proposed small groyne and ramp is causing great concern to a good few dog beach users.

A few of my friends and I are probably amongst the silent majority who want the ramp.

Let’s wait to see the outcome of the questionnaire. We are all for it as a good amenity for us locals.

As an elderly gopher driver I long to be able to get close enough to the water to be able to get in and swim without the crutches sinking into the sand at every step while walking to deeper water.

The knockers will say there is plenty of launching area at the sailing club (of which I am a member) but who can aff ord to make yourself a member just for the simple chance of teaching kids to sail?

of inexperienced sailors could obviously create problems.

An aspect of great concern to me is the fact this proposal is being put forward by the Fremantle Sailing Club, who has already alienated much of the remaining beach even though it promised it would allow public access to the beach at all times.

I strongly believe the club, most of whose members do not live in Fremantle, can’t be trusted to look after locals’ interests. If the club acts according to the historical precedent it has set it will soon attempt to fence off the ramp—perhaps in the name of safety—and annex just a little bit more of what remains of the beach that is open to the public.

Bryn DavisJenkin St, South Fremantle

• Sorry folks, we had so many letters on the ramp that to fi t more in everyone’s got a haircut. In case you think we’re not being even-handed, we got just one letter supporting the ramp and it’s in here.

For some reason the knockers seem to believe the club has some ulterior motive and have a hate on it. Why? Just because they see expensive boats around and are jealous.

MORE than 15,000 hit the streets of Fremantle last Sunday to protest the Barnett government’s plans to build a gas hub at James Price Point.

The Concert for the Kimberley saw one of the biggest rallies ever staged in the port city, outstripping the 2002 Rally for Ningaloo.

Fremantle bluesman John Butler led a lineup against Woodside’s proposed $40 million gas hub that included Missy Higgins, former federal Greens leader Bob Brown and a few thousand locals.

Earlier in the day Phil Roe, a lawman of the Goolarabooloo people, said he was “here to protect his heritage, culture and burial sites”.

“I’m here to spread the message and invite the people

to come up to the Kimberley and help fi ght Barnett,” he said, clearly overcome with emotion.

“This is our life. “It is as simple as that.”

When the Herald asked what his single most important

message to Colin Barnett was, he snapped: “Back off ”.

Butler says the area 60km north of Broome is a pristine environment that shouldn’t be touched.

“The reason we have come here today in solidarity—and many diff erent people from diff erent walks of life and many diff erent backgrounds—is to

protect something that is near and dear to our hearts,” he said. “Which is a beautiful place called James Price Point.

“It’s a pristine environment and the last thing we want is the world’s largest gas plant built on that site.”

Butler said despite open invitations to Mr Barnett and Labor leader Mark McGowan neither bothered to turn up. A host of local Greens pollies turned ou, as did federal Fremantle Labor MP Melissa Parke.

Missy Higgins, who had come came straight from the airport, said she considered herself a local of the Kimberley.

“I’m a ratepayer in Broome and I spend a lot of time there,” she said.“I can’t think of anything worse than desecrating this area,” she said.

“I really feel like our generation is going to regret it if we ruin it.”

FREMANTLE sailing club denies exploiting people with disabilities in order to expand its activities at the northern end of popular South Beach.

Junior sailing program manager Denis Cullity says the club’s proposed launch ramp 75m out from the beach along the existing groyne will be accessible to everyone, not just club members.

Last week Mr Cullity rocked up to the Herald with disabled sailing club volunteer Jim Cairns to counter claims made the day before by critics.

“Currently, young sailors have to sail around what we call the gutter, a narrow alley of water which runs past our power boats and into the ocean,” Mr Cullity says.

“You have to be enormously skilled to sail up that gutter

which stops a lot of young people tackling it.”

He says the club is prepared to contribute up to $1 million to build the 75m-long ramp, which would consist of $500,000 worth of rock from its nearby groyne.

The rest would be sought from the state and federal governments.

Vest land“The club will vest land to

the City of Fremantle,” he says, adding it is prepared to lose parking bays and build purpose-built change rooms for people with disabilities on Curtin university’s marine research site opposite the carpark.

A hydraulic lift for people with severe disabilities could also be installed at the proposed launch site.

“Certainly, there is some resistance to the proposal, but everyone who uses South Beach

will use this facility,” he says.“At some stage, they will be

disabled by no other reason than ageing.”

Mr Cairns, 53, crippled in a motorcycle accident in 1985, says moving the 75m spur further along the groyne will isolate disabled people from families on the park.

“We’ve been searching for a place for the past fi ve years, and this ticks all the boxes,” he says. “There is parking, shops and I can go swimming without feeling that I’m disabled.”

Mr Cullity is critical of a council decision to conduct a survey as part of its community consultation process: “How can they survey for opinion if you haven’t explained what is on the table? I am in discussions with Fremantle to hold an independently facilitated open forum on the proposed universal access (thank you for the suggestion).”

FREMANTLE landlords who get tenants into long-empty buildings could be rewarded with zero rates for a year.

Fremantle council is currently looking into whether it can charge landlords double rates for buildings left empty for more than 12 months.

Mayor Brad Pettitt, who’s stuck in the Cocos Islands due to bad weather, says that’s the “stick option” for landlords who set their rentals so high that no business can aff ord them.

He now wants to look into a carrot for landlords who do the right thing by off ering either half-rates or zero rates for a year.

Dr Pettitt says the council’s getting legal advice on whether it can charge diff erential rates, and expects an answer in a couple of weeks.

Currently the city charges the long-vacant and decrepit Woolstores double rates but only on the basis it’s uninhabitable.

Local government minister John Castrilli says under the local government act, rates for habitable building must be consistent within a zoning “which would mean all shops within that zoning—both open and closed—would be aff ected”.

However the double rates plan could still legally apply to vacant land like the long-empty site opposite the hospital.

The idea’s catching on, with Vincent city councillor John Carey exploring higher rates to penalise landlords who leave buildings vacant too long. When asked if his council would consider rate exemptions for compliant landlords, Cr Carey said “we’re not that desperate”.

Now the carrotby JENNY DʼANGER

THE Fremantle Arts Centre is reputedly the most haunted building in WA.

Unexplained sightings, doors opening and closing on their own, strange lights, the feeling of a kiss on the cheek when no-one is about, these are just some of the things reported at the heritage listed building.

Jane Hall fi rst heard the stories working at the now disbanded local history museum that was housed in the former women’s asylum.

“I haven’t seen ghosts but many people told me they had,” she says.

The former Freo local has written a book May They Rest in Peace detailing the grim history of the hauntingly beautiful complex that dates back to the 1861.

It’s not just hearsay but a detailed and well researched history.

“[Documented] by the museum curator,” Ms Hall says.

Stories of a woman in black, seen in various parts of the building, and in the grounds at night holding a lantern, have been told by numerous people.

It’s believed she was the mother of a red-headed young girl who’d been abducted.

Driven mad with grief she was admitted to the asylum, where she eventually threw herself from a window.

A photo of a woman peering from an upper-storey window is said to be the tragic fi gure’s phantom.

“Speculation is the girl who took the picture managed to get the image because she had red hair,” Ms Hall says.

The solid door of the woman’s cell was bolted to the wall after a school girl

• Jane Hall

was locked in by mates. As the terrifi ed girl begged to be let out a virtual tornado ripped through the room, rattling windows. The girl ran when the door was opened and refused to speak of her experience.

On another occasion a group of young men asked Ms Hall about piano music coming out of a well-lit upstairs room the previous night, as they had walked by.

The place had been locked and supposedly quiet as the grave, Ms Hall says. “A couple of days later a second group said the same thing.”

The book is not all about ghouls, with an easy-to-read recounting of the complex from its beginnings to the close of the asylum and the fi ght to save it from the demolish ball in the 1970s.

It’s a story with heroes and villains, and one that proves, if ever there was doubt, that mental health has never been a high priority with any government.

Politician and newspaper editor Frederick Vosper once called for a Royal Commission into the inhumane conditions and treatment of women at the asylum.

The slim volume is available the Fremantle Arts Centre book shop, Dymocks as well as the Perth Museum and State Library for just $16.50.

A SMALL bar and short-term accommodation are planned for the historic but long-closed Newmarket hotel in Cockburn.

The heritage-listed building at the corner of Cockburn and Rockingham roads was sold at auction a fortnight ago for $1.4 million.

Derelict for many years it was recently structurally renovated but requires more work before opening for business.

Original stateFormerly owned by the Boucher family,

the two-storey limestone structure with timber verandah and corrugated iron roof was built in the Federation fi ligree style to create shade while allowing for the free fl ow of air.

The new owner, who does not want to be named until the deal is settled, says he wants to return the building to its original state and prevent another buyer, “chopping it up into apartments”.

Having arrived in WA when he was 11, the owner says he plans to possibly use the building to house a wellness centre providing health information and services to the public.

After its construction in 1912, the hotel

became a popular watering hole for local workers including market gardeners and abattoir workers, horse trainers and jockeys.

Newmarket Hotel was the second hotel built in the area and from the early days until the 1960s there was a drinking trough for horses on its western side.

Professional boxerFrom 1945 to 1949, the Newmarket was

run by hotelier George Russell Thompson, a professional boxer from 1922 to 1930 and Australian heavyweight champion.

The hotel was also a starting place for bicycle races which were popular before cars appeared.

Cockburn deputy mayor Kevin Allen, who was at the auction attended by up to 50 people, says the council is keen to see the “fantastic site” redeveloped.

“Structurally, renovations were completed about 18 months ago and involved renewing the balconies,” he says, acknowledging the di culty of selling such buildings.

“Finally the old pub (Newmarket Hotel) sold today,” Harcourts agent Sam Fazio crowed on facebook. “Tough listing, but three years of hard work and persistence, dedication, fi nally paid off .

“Looking forward to see this icon building come alive again after many years.”

CHRISTIAN Brothers College in Fremantle has been interim-listed on WA’s register of signifi cant places.

Steeped in history and late 19th century architecture, the site consists of Edmund Hall (named after Irish-born missionary and teacher Edmund Ignatius Rice), administration building and classroom block.

Principal Shaun Kenny says the school is chuff ed at the listing.

“That building is one of the fi rst 20 buildings in Fremantle,” he says, pointing to Edmund Hall built in 1883 off High Street and now the chapel museum.

“The stone came from the same quarry used to build Fremantle gaol. Pictures of it from the 1890s show High Street as a dirt road.”

Heritage council documentation for the site describes it as, “an illustration of the development of educational

PLANS to sell off the fringes of East Fremantle Oval for aged housing have been abandoned—for now.

The town council dropped its plans following intense public backlash that had come to a head two weeks ago at an electors’ AGM.

Save Our A-Class Reserve convenor Damien Flynn said the group was “happy” council had listened to its ratepayers.

“We are happy the process has gone back to square one,” he told the Herald.

“Our only concern is we want council to write to the relevant minister because they should be aware of it.

Oval plan dropped“And we need to ensure that the

council undertakes some decent community consultation.”

Mr Flynn said the group was never against plans to improve the grounds.

“We got painted as anti-football in Allen Street, but it must be a long street, because residents came from all over the ward,” he said.

“Something needs to be done, it’s just how they do it.”

East Fremantle Croquet club president Bill Turner said members were rapt to learn they were staying put: Their site had been slated as a new aged care village. “We are very happy with the facilities and building and we just want to get on with making full use of the new lights.”

Town mayor Alan Ferris acknowledged the “community was fi ercely protective about maintaining the A-class status”.

The council will now set up a community reference group to help steer any future development.

“Council is pleased that the concept plan has ignited so much interest and passion within the local community,” he said. “There’s no doubt that the residents of East Fremantle have much to contribute to the planning process and the establishment of the community reference group will create a terrifi c avenue for ideas to be raised and discussed.”

This is the second time sale plans have been abandonded following uproar.

Since 1901, the site has been associated with the Christian brothers and its name continues to recognise their association even though teachers are no longer from the order.

“The place is valued by the Catholic

community and wider community of Fremantle because it was one of the fi rst schools in the town which provided schooling to all boys, and which has continued that function since 1882,” the council states.

THE Kill Devil Hills frontman Brendon Humphries won’t be rushing to the southern US

town the band is named after.A resident of Kill Devil Hills in North

Caroline sent hate mail to the muso, who as a self-confessed fi lm geek immediately thought of the slack-jawed yokels in John Boorman’s fi lm Deliverance.

“Your music is the worst thing I have ever heard,” Humphries mimics, putting on a comical southern American drawl.

“You should be ashamed of yourself – you are bringing disgrace to our town.

“You are shit. “This guy thought we were bringing

disrepute to his lovely little redneck town.”

While the fi ve-piece outfi t won’t be heading to the area known as the “buckle of the bible belt” any time soon, it is jetting off to Europe in July for a string of festivals.

RawkusHumphries said the band needed

to take “something with them” so is planning to record a live show at the Fremantle Arts Centre inner courtyard on March 9 and turn the tour into an extended CD release.

The rawkus, rollicking rockers haven’t put out an album since the acclaimed 2009 release Man, You Should Explode.

The menacing live shows they’re notorious for will be “stripped-back” to a more acoustic, lo-fi gig.

“You need to have something behind you otherwise people are not that interested,” Humphries told the Herald.

“We’ve been to America and Canada once and realised unless you’ve got some

kind of business plan in place it’s pretty hard.”

The Beaconsfi eld local said recording an album in one night “was a real roll of the dice”.

“Normally you might record over two or three shows, but we needed something out, so we said ‘let’s just do it’,” he said.

“We have recorded some shows before and we haven’t been happy with the results.

“I think you just you want to be careful of extraneous sound or talking shit over the beginning of songs. But once you start playing live you forget about its being recorded.

“I think one of the band’s strengths’s is playing live.”

Since starting out some 10 years ago the portsiders have been trying to shake the alt-country tag.

This is despite the group in the last decade traversing the musical landscape of blues, dark folk, swamp music, and roots.

“Musically when we started it was kinda blues with a country tinge and a lot of people like that but we are kinda bored with it,” he said.

“I think the music we are writing and playing is going down a another path at the moment.”

Humphries said despite a number of line-up changes over the years and band numbers swelling, he said “fi ve was a good number”.

Still delivering

herald at home

AN enduring childhood memory is the pleasure of

walking home each day from primary school for lunch.

In a distant time when parents didn’t think kids might dissolve if rain touched them, I would don a raincoat and head home to be greeted by the smell of soup cooking on the stove.

Tree-lined streets provided shade in summer when lunch was sandwiches, washed down by cold water, not sugar-laden soft drinks.

This Redmond Road, Hamilton Hill home is only a bit older than the home I grew up in and it had me thinking of my childhood.

Perhaps it was the local primary school being just down the road.

The three-bedroom/two-bathroom abode has undergone many a facelift over the years, which no doubt included ripping out carpet and lino to expose the lovely old jarrah fl oors.

More recently the kitchen was given the same treatment, turning it into a cooking space to be reckoned with.

Gorgeous black granite on the benches and central island, and solid timber cupboard doors create a thoroughly modern domain.

German engineering is behind a series of tall, slender pull out pantries—and a smaller one just for herbs and spices.

AT HOME JENNY D’ANGERAA J

This area has been opened to create an open living/dining/kitchen area, with sliding double doors to shut off the lounge at will.

The main bedroom is a spacious room with a stylish ensuite.

High walls facing the street create a lovely courtyard front garden. With a peaked roof over the verandah this is a great spot to enjoy the sunshine in winter over coff ee and the paper.

But in these scorching months, with 809sqm of land, you can bet there’s the lush backyard, with plenty of trees and a grape-covered pergola.

Former owners planted the copious, and heavily fruiting, vines that are everywhere—and transformed the grapes into wine in the cellar under the garage.

This is the sort of place you could just move into, do nothing to and feel right at home.

Or you could turn the rear garage (there’s one at the front too) into a huge family room with relative ease.

Stock up on raincoats and move in with the kids.

WARNING: Don’t call any electrican until you read this

Not all Electricians are the same... most contractors don’t turn up when they say, if at all & when they do they are often rude, unpleasant & leave you with an unfair bill, a messy

house & feeling really annoyed.Hi, I’m Dave from “My Sparky”. I know good, reliable tradies are

hard to fi nd, that’s why I guarantee you’ll have me arrive

on time. I’ll be courteous, respectful & in uniform. I will

only do the best quality work - no short cuts, then clean up after

the job & leave you with a smile. If you’re not happy at the end

you’ll receive $50 cash, on me.

Under the new proposal

by STEVE GRANTAMENDMENT 49 sailed through Fremantle council Wednesday night.

The changes to the council’s city planning scheme, touted as the biggest to hit Fremantle since CY O’Connor’s harbour was built, will now be sent to WA planning minister John Day for approval after winning unanimous support from councillors.Despite his support for the

amendment, Cr Jon Strachan presented a 732-signature petition calling for a maximum six storeys. It was not supported (the Woolstores shopping centre site will be allowed 10 storeys).

Councillors remained stony-faced as the petition was presented,

while the Chook detected a slightly

Their demand sought to pre-empt any decision by the WA environment department to extend a temporary operational licence. That decision was expected yesterday (Friday March 30, 2012).

Jandakot MP Joe Francis and Riverton MP Mike Nahan—who occupy two of the Liberal-National government’s most marginal seats—are demanding that premier Colin Barnett deal with the issue once and for all.“Colin said he’s going to take

it up,” Mr Francis told the Herald. “If he can’t take it up, there’s something wrong with democracy.

“This blatant and cynical disregard for the welfare and comfort of families in the neighbourhood cannot continue.

“The plant must be closed immediately.”Mr Nahan—a one-term MP

facing a challenge from Kim Beazley’s daughter Hannah—says, “the plant should be closed a dit should remaib

HERALDby BRENDAN FOSTER

A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

EVIDENCE has emerged the Barnett government instructed public servants to

“She laughed and everybody laughed.”

The street artist was gobsmacked when the cops phoned, asking him to head down to the Fremantle police station so he could be charged with assault.

The Herald understands Fremantle city council—the festival’s organiser—tried to head things off by offering the aggrieved woman a free haircut and 50 bucks, but she wouldn’t have a bar of it.

“I was thinking this must be a joke—are you kidding?” Mr Couthouis said. “I spent a long time at the of ce, trying to nd a solution, trying to nd a lawyer, worrying what’s going to happen.

“It’s so stupid and ridiculous.”Originally told to front the

Fremantle Magistrates Court on May 11 he pleaded for the case to be brought forward to Thursday April 12 as he was due to y out that night.

The Frenchman said he wouldn’t be changing his routine anytime soon: “I did it 50 times during my shows and never had a problem,” he said. “It seems like a lot of problem for a piece of hair.

“I didn’t cut her nger off.” • Rodolphe Couthouis—aka Flochard—surrenders to a hair-raising charge of assault. Photo by Steve Grant• More festival photos by Matthew Dwyer on pages 6 and 7.

ARIES (Mar 21 – Apr 20)After a lot of swimming around in circles, it seems you have found

magnetic north. Though you are in unfamiliar waters, at least your sense of direction is back. Fortunately you are fl exible and resilient, which has you in good stead. Life has moved you closer to reality.

TAURUS (Apr 21 – May 20)This is defi nitely a feeling time, not a thinking time. If you are daunted by

feelings, then you might be a little vulnerable. If not, you will be only too happy to drop down from your head to your heart. Venus is now in Pisces, pulling you towards your deeper longings.

GEMINI (May 21 – June 21)The one thing you can rely on is change. This is important right now,

because cosmically you are under a lot of pressure. With so many planets in watery Pisces, encouraging depth, emotion, longing and dreaming, there’s little room for much else. Change is going to come.

CANCER (June 22 – July 22)Seven planets are in water signs. This delivers you a golden opportunity

to be yourself. You are comfortable with feeling – though you hide it – but others aren’t always as comfortable. Discomfort is shown by confusion and emotionality. Relax your defences and fl ow.

LEO (July 23 – Aug 22)There is so much water around at the moment, it would be easy to let

your fi re fi zzle. Don’t! Adjust yourself to the circum-stances. Water means fl ow. Water means feeling. Water means that we have to learn to trust and fl oat rather than fi ght. Attune yourself to the current.

VIRGO (Aug 23 – Sept 22)Mercury, along with just about every other planet, is in Pisces. Pisces is the sign

of poetry and longing. It’s certainly not the sign of straight lines and logic. There is a poet inside us all, just waiting to see the world through the eyes of beauty. Scrap practical matters momentarily.

LIBRA (Sept 23 – Oct 23)Venus has now slipped into Pisces. With Pisces comes a keen awareness

of separation, alienation and lonesome-ness. This can turn into a dirge, or a deep spiritual longing that can turn our lives the right way up. Seek the all-consuming bliss that satisfi es. Hunger for truth.

SCORPIO (Oct 24 – Nov 21)The Moon begins her week in Scorpio. She pulls all that is real in-

side, to the surface. She doesn’t let you get away with hiding what you feel from yourself, or anybody else. She invites you to fi nd that courageous part within that can fl y through challenges and come out golden.

SAGITTARIUS (Nov 22 – Dec 21)Lay low and you’ll keep your target in sight. If you make the mistake of doing

battle with all and sundry, you’ll come out very confused and soaking wet. There are now seven planets in water signs. This is tough for fi re signs. Retreat is ok. One can’t fi ght a king tide.

CAPRICORN (Dec 22 – Jan 19)Life is very much on your side. Though you are renowned as a builder and a

chronic achiever, there is a feminine side to goat-lore that is very wise to the benefi ts of relaxing, trusting and receiving. Ride the currents and life will offer a cornucopia of myriad blessings.

AQUARIUS (Jan 20 – Feb 18)Not so long ago all the action was in Aquarius. Now it’s in Pisces. Though you

are out of the limelight, the limelight has all sorts of intrusive drawbacks. Anonymity brings with it the blessings of peace and quiet. Park your heart in a pleasant place and rejuvenate.

PISCES (Feb 19 – Mar 20)There are seven planets in your midst – and most of the rest are in

water signs as well. This is a lot like a planetary king tide. The whole ocean is coming your way. If you are prepared for it, this could open up your vision and show you how to get there. If not, it’s overwhelm.
