COLIN BARNETT is safe—Joe Francis says he has no plans to lead the Liberal party, despite his elevation this week to Cabinet.

The Jandakot MP, re-elected March 9 with an enormous swing, has been given three portfolios: emergency services, corrective services and veterans.

Despite the premier saying last year Mr Francis would one day make a good leader, the MP laughs off the Herald’s suggestion his promotion could mean he’s being groomed.

“I’ve made it clear I have no leadership aspirations,” he chuckles. “I’m not that bloke.”

He was surprised but pleased to get promoted.

“I wasn’t expecting anything. I was quietly hopeful but if you go to bed with expectations you are only going to wake up disappointed.”

He’s not fazed by the high-pressure emergency services

by DAVID BELL

THE dinghy purge has started along the Swan River foreshore.

Melville city council rolled out signs Tuesday calling the program, “an environmental win for the foreshore”.

Dinghy owners like Bill Brown label the ban “disastrous” and “the end of my canoe” but mayor Russell Aubrey says it’s environmentally necessary.

“The degradation of vegetation and habitat, and increasing erosion of the natural foreshore due to man-made tracks created when accessing dinghies is now a signifi cant concern,” he says.

“And while we are aware many people do enjoy the dinghies as part of our river history and culture, the reality is we need to act today to ensure the best possible outcome for this wonderful natural environment.”

He also wants others to access the river without tripping through dozens of dinghies,

•The signs roll in, the dinghies roll out.

some of them rotting. There are three phases to the

ban:• May 31: All abandoned

dinghies to be removed;• November 30: Removal

of dinghies not registered and labelled as a tender to a licensed

mooring; and,• June 30, 2014: Complete

prohibition: All dinghies removed from the foreshore.

It was a contentious vote, with councillors June Barton, E e Nicholson, Nick Pazolli and Susanne Taylor-Rees opposed.

Dinghies keeled off

portfolio, which cost Rob Johnson his ministerial career when he bungled handling the Roleystone-Kelmscott blazes.

“I think we have a proud record in emergency services, but there is still a bit to do,” Mr Francis says. “All I can do is be overly prepared for every situation.”

Formerly an o cer in the Royal Australian Navy, he’s looking forward to getting his teeth stuck into the veterans portfolio. One of the fi rst big jobs to manage will be Anzac Day, including preparations for a centennial commemoration in Albany next year.

A SHATTERED Adele Carles has laughed off suggestions she might run for Fremantle mayor in October.

“The Sunday Times made up the mayor rumour, I laughed when I read that," she wrote to the Herald shortly after being trounced in the March 9 election.

Analysts had suggested she might score a primary vote in the "low to mid-teens" but she polled much lower, just 5.5 per cent.

Given her high local profi le over the past four years she'd have expected to have done better. The woman who'd made history for the Greens by wresting Fremantle from Labor at a 2009 by-election—only to later quit the party following her aff air with Troy Buswell—begged off a face-to-face interview saying, as she emptied out her o ce, she wasn't in the right frame of mind .

"I am disappointed but also relieved, it's bittersweet for me. Simone [McGurk] worked hard to win the seat and I wish her well," was all Ms Carles would provide via email.

BEN ELTON has mocked WA’s creeping authoritarianism in a broadside at an arts launch.

The world-famous North Fremantle playwright, author and comedian sledged grog rules while launching the Sculpture@Bathers show on March 15.

“I just want to inject some negative vibe and to speak briefl y about these booze restrictions,” he told the adoring crowd of about 50, who’d gathered at Kidogo Arthouse at Bathers Beach.

“I’m quite serious about this. I never heard any political party, on any side of the spectrum, standing for election say there were going to put little fences up and make people queue to sign in, so law-abiding, taxpaying adults wait 25 minutes to get a drink when there is a temporary licence.”

Mr Elton says he’s spoken to local politicians, arguing the creeping authoritarianism throttles Fremantle life.

He says authorities’ fear of yobboes is no reason to criminalise everyone.

“We need, as law-abiding, taxpaying adults to say that Fremantle needs life, it need culture and it needs a party spirit. Every time anyone wants to do anything they are confronted by a raft of mealy-mouthed restrictions for which no-one has voted for.”

He noted Kidogo had run a popular small bar during the world sailing championships and wanted to get it going again. But the red tape had been a nightmare.

“We had to stand behind a one-metre restriction, while people walked up and down and said ‘your toe’s over it mate, get back or there’s going to be trouble’.

“This is silly. Making laws is

easy—it’s us that has to live with them.”

Mr Elton told the Herald in an email he felt strongly that most didn’t realise freedoms they’d taken for granted were being whittled away.

“We suddenly have a situation where sculpture exhibitions and school concerts that have happily existed for decades are being required to hire bouncers, stamp and tag parents, restrict children to the length of an apron string and rope off the hospitality, all at prohibitive cost.

“It truly is insane and actually contributes to loutishness by criminalising having a drink and scaring away civilising events in the city.”

In confi denceWITH the fi nal results in and tallied, the voters of Cockburn can now refl ect upon the political future they have democratically chosen for themselves.

They have opted to return a time-expired, drive in-drive out, ineff ectual Labor hack who is past his use-by date and will have no role in any future Labor government. This is democracy at work as we understand it.

However, what is not part of our democratic process is the puerile defacing and theft of electioneering material and the physical intimidation of candidates by a few morons of whatever persuasion that sadly occurred in the Cockburn electorate during the last weeks of the campaign.

I am opposed to the club’s planned dinghy launch ramp which will need more community funds (state and federal) to be established. I have three objections:

1. Disabled people are very unlikely to use a slippery ramp which is shared with boats from the sailing club. The club already has such facilities within its harbour, so the new dinghy ramp is probably unnecessary. A universal access ramp can be built in the lee of the central groyne further south.

2. The gorgeous vista over the ocean to the west from the small park will be lost forever, and the many groups that enjoy this place, especially in hot summer evenings, will have their amenity reduced.

3. Having sailing boats weaving through swimmers from the dog beach adjacent is likely to cause trouble and possible injury.

I hope all users of this special place (park and beach) will rally together to save it from this development.

I’m going to write it in the fi rst person so you might feel it more.

As an asylum seeker you have seen all the members of your family brutally killed in front of you by an (government) authority; or you have been hung by the skin and muscle on your back from a huge hook in a gaol for hours, and the authorities do this a little bit each day; or you have your head forcibly plunged into water so that you think you will die of drowning repeatedly; or you have been badly beaten twice, to within an inch of your life with metal wire, and you are told your torturers will be back, they don’t come back for a year, but every day you wait in fear, and when they do come back you only just survive the beating, and you can do nothing but wait for the next visit because there is nowhere safe to run to; or you have been raped by 15 men for three hours in a dark room with cloth stuff ed in your mouth so you can hardly breathe, and this happens on a regular basis and you cannot leave as you are a prisoner; or you come home to fi nd your whole village has been massacred.

Or you’ve lived with planes overhead that drop bombs, dodging machine guns or dodging bombs, with shrapnel in your body that daily reminds you of the land mine that killed 11 of your friends.

So you leave your country alone, you survive the very, very dangerous boat trip to Australia—because Australia is a signatory to the UN Convention on Refugees, so you think you will be safe there.

And then you are punished by being put on a desert island for coming to Australia, and your mind is going now, you are deeply, deeply depressed, no hope, no end to this torturous life, because you thought you would be safe on arrival in Australia and you have been on Nauru or Manus or locked up in the middle of the desert for six months, with fences around you just like a gaol, and you have no idea whether your will get a visa, whether you will be believed, whether your visa claim is in process, no-one will say what is happening, and people all around you are hanging themselves.

This is what we are talking about. Oh. . .and you are a child! The people we treat this way are people, just like me and just like you. Ninety per cent of those who come to Australia by boat (which is not illegal) are found to be refugees requiring our protection. We should not damage them more when they arrive, many have experienced the things above.

Media mix-upFrom the ground up

THE federal government stirred the hottest national media

fi restorm in decades with its attempts at wholesale reform.

Every big publisher in Australia went into meltdown over six separate bills which would have changed the face of the industry. The reforms included a regulator to oversee the complaints process and media ownership.

The reforms appear to have stalled without the support of key independents in Federal parliament, but that begs the question of what the Gillard government does now to address the issues these reforms were meant to tackle.

Or were there actually pressing issues to begin with? Perhaps this was little more than an exercise in diverting Rupert Murdoch’s empire from its thinly-veiled attempts to topple Labor.

First, we have to ask: where are the complaints that triggered the need to shake up the industry?

Across the nation there has been no phone-tapping scandal, as in the UK (largely involving the Murdoch press), or any other major complaints to hit the headlines and alarm us about the moral decay of the Fourth Estate.

Even complaints to the Press Council, a driving force for government-funded media regulation are few and far between.

There are critical issues regarding media diversity that should be resolved, but these

reforms would have fallen short, particularly as they were aimed at the media rather than the government itself.

That’s where the real threat to diversity comes from.

The Murdoch domination of Australian media is the Frankenstein from decades of cosy deals between federal governments—including Labor—and Rupert Murdoch: we at the Herald live under that burden every day, up against uneconomic, cross-subsidised adverts aimed at forcing us out of business.

DiversityIf media diversity really

was a motivation for some of the reforms, as the Gillard government claimed, there’s a much simpler solution than imposing a new layer of bureaucracy, particularly one that sounded scary enough to scare the living daylights out of the moguls but in reality would have been surrounded by more pomp than power.

As one of the top four largest advertisers in Australia the federal government could have used its serious fi nancial clout to promote real media diversity—traditional and internet—by foregoing its slavish practice of pouring the lion’s share into the big end of town, much of it to Murdoch.

What really needs a shake-up is the government’s centralised advertising system. It hands

control of all advertising placement and rates negotiations to just two companies, and they negotiate simply by price. They should have a drive for diversity at the heart of their criteria.

And why restrict the debate to the national level?

The same style of duopoly exists here in WA, with Marketforce and Adcorp managing the Barnett government’s advertising dollar. They’re profi t-making companies; it’s not in their interest to eat into their profi ts to foster media diversity and you can bet your bottom dollar (well, it is yours) they don’t.

At the local government level there’s another nefarious practice eating into diversity—councils punishing independents who dare to report critical opinions by withdrawing all or part of their advertising. It’s funnelled to the big end of town, which has increasingly adopted the el-cheapo method of rehashing council spin without critical analysis. Where’s the public interest in that?

We’ve felt it: the Cities of Melville, Cockburn and Fremantle have all hit us with black bans at some point.

If prime minister Julia Gillard wants confi rmation this goes on, she need only ask Greens senator Scott Ludlam or federal Labor MP for Fremantle Melissa Parke, as both have key political advisors on the Fremantle council—among the most blatant off enders.

ANDREW SMITH is publisher and editor of the Fremantle Herald and Perth Voice newspapers, bastions

of independent reporting in an industry now seduced by the wink and nod of corporate PR. Having withstood 22 years of media moguls trying every trick in the book to crush the competition, he reckons he’s got a pretty good perspective on why the Gillard government’s media reforms were off the mark. In this weeks’ THINKING ALLOWED he argues it’s the government, not the media, that needs reform if they really want media diversity.

Be a constructorTHE dismissive letter against the new Fremantle G4F group (Herald, March 16, 2013) made me wonder why people express an opinion about people they know little about.

The writer attacks G4F for being baby boomers and home owners who are against development, but had he done his homework he would have found architects and business owners are part of G4F.

I have yet to meet an architect against development or a business owner who does not want to revitalise the city and attract more people. Let’s also not forget former WA premier Peter Dowding is a member. Peter was a vocal proponent for the proposed North Port Quay development which would have seen islands with massive high-rise built just off the North Mole. It does not look to me as if G4F is a loony group of anti-development yuppies who want to protect their own patch.

I am all for G4F initiating more community debate and engagement. Better cities and good place-making happen when the community leads, rather than planners and bureaucrats. G4F is a welcome addition to the scene to help make Fremantle an even better place. To dismiss it as irrelevant is narrow-minded, negative and not constructive to community dialogue.

Roel LoopersCaptain’s Lane, Fremantle

Press gangIT is di cult to believe management of The West Australian actually reads its own newspaper.

Otherwise we would not see the sustained anti-Gillard frenzy, much of which contradicts information already published.

herald lettersOne can understand political partisans

ignoring the intrinsic merits of serious public issues in favour of challenging the authority of the other side, even if this appears odious.

But the media doing that? Surely that is nearly as bad as a partisan judiciary.

Two days ago Kerry Stokes wept on TV, “What have we done wrong?”

Well, I could give a long list of cases where freedom of the press dominated and suppressed freedom of the public.

One example: The government has not rushed the legislation to put its own agenda on media regulation. This issue has been investigated, debated, given expert testimony, plus proposals, not from politicians but from industry specialists, for six years. It is simply one of the cases where implicit bi-partisan support for policy has been sacrifi ced to expediency with the backing of the media.

Rather, I will remind everyone of what the entire media brigade did not do, in woeful neglect of the public interest. Both examples are centred on the USA, but were pursued in Australia in the same way.

First, a decade ago, innumerable published stories told us Saddam Hussein was militarily fi nished. His air armada and tank fl eet had been decimated by sanctions denying replacement spare parts and by war with Iran and then the fi rst US war in Iraq. After that, US planes fl ew freely above the country, and US satellites could virtually tell the Pentagon when Saddam went to the toilet.

Weapons of mass destruction (WMD) require substantial industrial backup, easily detected in such a situation.

Then came the 9/11 terrorist attack and the hysterical White House war to stop Saddam’s “weapons of mass destruction”. So where was the media? Baiting and intimidating the expert international investigaters and backing the disastrous outcome for the Iraqi population, the Americans and the world. And of course, no WMD found.

Secondly, although some US media chiefs later apologised for failing to challenge the White House case, the same thing happened over Wall Street’s mad mortgage loan behaviour. This unlawful behaviour, still causing worldwide damage, was exposed by whistleblowers and given some media airing. But again the media was sucked into the euphoria.

That climate persists, so while many lesser lights have been prosecuted, convicted and punished, to date not one senior Wall Street fi gure has been properly investigated let alone charged, as revealed on the recent 4 Corners, based on US sources. The fallout continues around the globe and remains threatening.

These are striking examples of a trend which is extreme enough to emasculate democracy altogether.

Governments are bullied and conned out of responding to public need. Increasingly, governments are rendered impotent in the fundamental task of regulation in a global community of ever-growing complexity and interdependance.

Locally, we do not allow individuals to bury nightsoil in the backyard and a host of other requirements of living together. Globalisation just magnifi es the need for mature understanding of new problems that such international togetherness throws up.

Without that maturity, we drift into more extreme dysfunction and no-one, rich or poor, can escape the severe consequences.

The tragedy is the alternative is so attractive, the potential for community creativity quite brilliant.

LYNN MacLAREN admits there’s some soul searching going on amongst Greens after the party was steamrolled by the conservatives at the state election a fortnight ago.

On Tuesday this week the south metropolitan veteran was confi rmed as one of only two Greens MPs to survive in the upper house.

Ms MacLaren again snagged the sprawling region’s sixth spot on the back of preferences from Labor and independent mental health campaigner Keith Wilson.

Despite losing party heavyweight Giz Watson and veteran Alison Xamon, the party won’t be ditching its values, she says.

The rethink will be more centred on matters like communication and tactics.

There could also be renewed eff orts to pick up a lower house seat, given the upper house gerrymander has entrenched the conservative vote and given the Greens little chance of ever again holding the balance of power.

When Labor was in power in 2005 the Greens briefl y held the balance of power in the upper house, which then-attorney general Jim McGinty used to get one-vote one-value through for the lower house.

However, to his surprise and alarm he was unable to convince the Greens to back upper house reform as well.

As a result, an MLC for mining and pastoral region still only needs half the votes that someone in south metro requires, eff ectively giving regional voters twice the voting power of Perth voters.

Mr McGinty once bitterly told the Herald the Greens had condemned themselves to a generation of irrelevance.

With the upper house now overwhelmingly dominated by socially conservative Liberal, National and Shooters’ MLCs, it is unlikely to pass socially progressive legislation for the forseeable future.

Ms MacLaren was tight-lipped on the

• Lynn MacLaren

Greens’ thinking, other than to say Mr McGinty hadn’t off ered regional voters compensation for losing their unequal representation.

Nonetheless she maintains her party supports one-vote, one-value. She believes the malapportionment played little part on March 9.

“I think the biggest factor was that we’ve got a strong economy while there’s a globally precarious economic position and people were nervous to change,” she says.

She says Fremantle still remains in reach for the party, despite the 8.9 per

cent swing against it, and notes it polls well in Willagee, Perth, Mt Lawley and Maylands. The Kimberley has proved a good hunting ground this time around, with opposition to proposed industrial development giving the party a sniff of victory.

But a closer look at Fremantle shows the Liberals score only slightly less than Labor on primary votes (36 to 38.2 per cent), so it’s hard to see the Greens (18.2 per cent) clambering above either to avoid early elimination. As for the other seats, the Greens suff ered a 6.5 per cent swing in Perth, 3.6 in Mt Lawley and 6.7 in Maylands—all of it going to the Liberals.

Ms MacLaren said another tactic the Greens may employ is to comment more on bills introduced to the lower house.

She says the media often doesn’t think to ask the Greens’ thoughts on issues until bills reach the upper house, by which time public debate has moved on.

“It’s di cult for us to get our message out, because we have scarce resources,” she says. “What was missed and what went under the radar during the election were issues the Greens led on like aff ordable housing and renewable energy.

“I mean, Scott [Ludlam’s] renewable energy package managed to get one story in the West.”

Ms MacLaren bemoans the fact the environment didn’t feature in the campaign. “No-one in the campaign raised climate change other than us,” she says. “Where was the vision and where was the media? The media was absent.”

And as to the Greens’ hopes for this electoral cycle: “I’m hoping that we can weather the storm in the next four years.”

She says this will be a bad time for democracy, as the government’s domination of parliamentary committees means there’ll be less real scrutiny.

Even in his fi rst term leading a minority government Colin Barnett showed little enthusiasm for the committees, she says. The premier has also stopped referring bills to the children’s commissioner, which she says is a travesty.

EMMA CICCOTOSTO was a relentless soul with the voice of an angel.

The Samson mother of four, grandmother of eight and great-grandmother of 11 was a foundation member of the popular choir Le Gioie delle Donne (The Joys of the Women). One of its songs will be sung at her funeral at St Patrick’s Basilica on Wednesday. Ms Ciccotosto died in Fremantle this week, aged 86, surrounded by family and friends.

Born in Italy in 1926, young Emma and her parents left their impoverished rural village to settle in WA at the start of WWII in 1939.

Within a year, the family became embroiled in “enemy alien” fears that swept the British Empire following Italian fascist Benito Mussolini’s alliance with Nazi Germany and declaration of war.

“She was a trail blazer, no obstacle could be put in her way,” youngest son Brian told the Herald.

“There was a lot of bigotry and prejudice when the family tried to build a house in Waroona. But she convinced the authorities to build it.”

Emma’s father Giuseppe and older brother Dominic were both interned on Rottnest Island.

Unable to run the family’s 40-hectare property with her ill mother Marianina, the 15-year-old rode to Waroona police station to demand their release. A couple of months later, after much pleading and pestering, her father was released while her brother was taken to Harvey.

Brian Ciccotosto, the long-time general manager of the South Fremantle Football Club, and a 211-game player for the club in his youth, recalls the family moved from Waroona to Fremantle in the mid-1950s.

“Mum was a role model and matriarch of the family,” he says. “She also made great pizzas, the secret was in the dough.”

Mrs Ciccotosto married in 1943 and for most of her adult life lived in Fremantle. For 32 years, she worked at the old Mills and Wares on South Terrace where during the war years she was forbidden from speaking Italian.

She retired in 1986 and became actively involved in various social and sporting clubs, gardening and in voluntary community work.

Her book, Emma: Recipe for Life won the WA Premier’s Book Award in 1991, the story of her life transformed into a successful stage production.

• Emma Ciccotosto, who died this week, lived a celebrated life: Born in Italy, raised on a WA farm and spending much of her adult life in Freo where she raised a large and accomplished family, she sang with the Joys of the Women, authored an award-winning book and was the subject of a theatre production.

RAYMOND GUERINI is the key to a Da Vinci Code-like intrigue involving the Italian royal family.

The 62-year-old retired Southern Cross farmer claims to be the grandson of the last king of Italy, Umberto II, who died in exile in 1983.

He says DNA tests conducted in Italy prove it, but members of the House of Savoy—which had ruled Italy since its unifi cation in 1861, to its declaration as a republic in 1946—do not want to know.

The Carramar father of two and grandfather of four children holds the honorary title of Count of Savoy, bestowed on him by WA’s Association of the Orders of the Knights Templar.

He says he sent his DNA to Italy 10 years ago, when it was compared to samples acquired without the permission of Umberto II’s son, Vittorio Emanuele and a nephew.

He says he was told by phone—because the testers refused to put it in writing—“you have nothing to worry about, you are a match, but one of the others isn’t”.

Mr Guerini, who almost became a priest until he met his wife Anna, says he wants o cial recognition for his 87-year-old mother Leina before she dies.

DanteHis grandmother Erminia died in 2004, aged

99. Hailing from a noble family referred to by Italian poet Dante, Erminia Malatesta had told her grandson her family had managed one of Umberto’s estates, where she fell in love with the teenage heir during one of his visits.

Badabing badaboom, Erminia fell pregnant. Umberto’s father, king Victor Emmanuel III, reportedly spat the dummy, having pre-arranged his only son’s marriage to Belgian princess Marie Jose at a time when Europe faced being torn apart by war.

Reportedly married by a Catholic priest but sworn to secrecy, pregnant 21-year-old Erminia survived at least one assassination attempt before her young husband insisted she fl ee Italy in 1926 to settle in Koorda (north-east of Northam) with her brother, Peter.

To further conceal her identity, Mr Guerini says his grandmother married an Italian immigrant on September 14, 1926, in Wyalkatchem—despite the bigamy—giving birth to Umberto’s fi rst-born child, Mr Guerini’s mother Leina, named for Umberto’s mother Queen Elena.

MussoliniIn 1930, Umberto also married again and had

four children to Marie Jose, who was known to have had an aff air with fascist dictator Benito Mussolini.

Sophia Loren’s sister—a former wife to Mussolini’s youngest son Romano—once said, “my mother-in-law Rachele (Mussolini’s wife) accepted the relationship between Mussolini and Marie Jose. For her she was just a woman, one of many lovers her husband had.”

Mr Guerini says Umberto’s only son Vittorio, now 76 refuses to answer questions, though he did receive a belated Christmas card signed by the elderly prince and his wife a few days ago.

Umberto ruled Italy for just 34 days in 1946 before moving to Portugal where he remained

king-in-exile, as he never abdicated.According to family records, Mr Guerini’s

mother Leina married Bernardo Guerini, an Australian army interpreter for Italian prisoners-of-war, in 1945, settling in Southern Cross where they supplied wood for the pumping station that sends water to Kalgoorlie.

PrincesHe says in 1976, Erminia had told Leina she’d

married Domenico Partigliani on April 7, 1926, which meant Leina—the potential princess of Italy and Umberto’s fi rst legitimate child—assuming the secret marriage did occur—must have been conceived in Italy, before Erminia’s arrival in WA.

Mr Guerini says his grandmother felt shame and fear over her past, telling her grandson, “I have not done the right thing in the eyes of God”.

He plans to write again to Vittorio and last week handed the Italian consulate in Perth a letter addressed to the Italian government calling on it to release 2.5 billion euros worth of crown jewels and property to help the needy and put on public display in museums.

Farmer claims royal blood

• Raymond Guerini, left, says he has the evidence to prove he is a grandson of Italy’s last king, Umberto II (right). Furthermore, he says Umberto’s

acknowledged heirs may actually be descendants of Umberto’s wife and her lover, the fascist dictator Benito Mussolini (if true, it would remove them from royal lineage). Mr Guerini says blood tests will prove or disprove his claims

but the Italian royal family is refusing to cooperate.

IT’S not easy interviewing a deaf person. It wasn’t the communication barrier so much as the stream of smutty jokes that transcended speech and constantly derailed the interview with gales of laughter.

Fremantle’s Rae Gibson, now in her 70s, learned mime from Marcel Marceau during his visit to Perth in the 1960s.

She was the only deaf person in the workshops and the great man was so impressed with her quick mastery of mime he kissed her hand in appreciation.

“Gesture is easy for the deaf, hearing people were bad at it and couldn’t do it,” the diminutive actor recalls.

Gibson went on to earn a living—and travel the world—in her chosen profession, including roles on stage and TV and an invitation to take part in a Broadway summer school, where she added juggling and fi re-eating to her repertoire.

Leaving school at 15 her fi rst job was at Spicers Printing (where the Henderson Street car park is now) stapling books together.

“It was boring—I hated it, I wanted to work in theatre,” Gibson says through Auslan interpreter and friend Dani Begg.

Breaking out of her hum-drum job Gibson booked a cruise, via the Suez, to the bright lights of London—telling her horrifi ed parents only after the ticket was purchased.

Deafness was no barrier to the 22-year-old and sign language was a universal passport—albeit with some diff erences.

“I arrived in a country and would seek out deaf people.”

Seventy years ago, when communication was pretty much limited to airmailed letters, her parents enlisted the help of the John Tracy Clinic in the US. They determinedly taught their daughter piano and banjo by tapping out the tune on her shoulder so she could “feel” the music through her body.

When she took up dance as a teenager, at an all-hearing dance school, her mum tapped out the rhythm from the front row. She passed with fl ying colours.

• Rae Gibson mimes it up with a sculpture outside her Fremantle home. Photo by Jeremy Dixon

“[The] deaf are not dumb…children have to be encouraged, they can do anything,” Gibson says.

A member of WA Deaf Arts, Gibson is directing a production of Cabaret (choreographed by WAPA graduate Carrie Brock), set to hit the stage in July.

Songs will be signed and interpreted

for a hearing and deaf audience, with a cast of deaf, hard-of-hearing and hearing actors.

A HERALD PROMOTIONAL FEATUREWHAT’S NEW

The word functionality refers to the sum of what a product can do for its user. And although described in many good ways before, functional has never been one of them. Yet, when Sandrino’s carved a hole in the wall and became one with the restaurant formerly know as Ecco next door, functional is exactly what they became -and are.

Going from a modest seating capacity of 140 to an impressive 300, Sandrino more than doubled in size - and doubled its functionality. The expansion has marked a new era for Sandrino, and a whole new world of entertainment possibilities for Freo locals. “Not only do we still provide everything that you have come to love about Sandrino’s - wood fired pizzas, fresh and local seafood and handmade pastas - but we are now also able to cater for large functions, parties, wedding receptions and

all kinds of social occasions” says Jelena with excitement and love for her Mediterranean inspired restaurant that she owns together with husband Sam, now for over a decade.

And there’s something very Freo about the two becoming one.

The atmosphere is a mix of trendy and traditional; sleek but rustic, old and new, all at the same time. A wall covered in aged photographs at the turn of last century showcases Fremantle’s strong migrant and shipping history. All in all, it perfectly captures where Sandrino’s at – rooted in tradition

but still moving forward; improving without changing. In a nutshell – staying true.

And why change what’s working. “Our motto’s fast service - fantastic food” Jelena continues, and customers seem to agree that Sandrino’s the place to be - and now even more so with large spaces for all your function needs.

To book a function, party, corporate lunches or meetings, or your next social gathering email [email protected] with your enquiry.

“The atmosphere is a mix of trendy and traditional; sleek but rustic, old and new, all at the same time.”

by CARMELO AMALFI

FREMANTLE sailing club will ask its members to vote on a $3.6 million expansion plan which nearby residents say threatens popular South Beach.

The proposed 89-pen extension of C and D jetties and upgrade of all jetties will be presented at the club’s general meeting on Wednesday.

It follows a four-year review into how to redevelop the inner harbour to meet demand for more pens.

“The proposal is self-funding within our existing budgets, can be built almost immediately, and will return a solid dividend, helping to future-proof our club.”

The proposal follows opposition to the club’s expansion plans, with an estimated 60 per cent of people surveyed by council opposed to a new 75m spur off the existing southern groyne to accommodate junior and disabled sailors.

Petitions with hundreds of signatures by people who described the survey as not worth the paper it was written on were also sent to council, which would not confi rm the numbers involved.

“A city consultant developed the survey and the sailing club was invited to comment before its release,” council media man Jason Cunningham says. “I’ve been told the sailing club’s input into the fi nal survey was minimal.”

Club commodore Bob Kucera’s report to members says it has consulted with council on the ramp: “Unfortunately this has resulted in a campaign of misinformation and scaremongering.”

As a result, he’s asked junior sailing program manager Denis Cullity to, “re-appraise the consultation process and to undertake a much more vigorous public consultation and information sessions involving all stakeholders, so that the true picture is made clear”.

FREMANTLE yachties say existing facilities at the Fremantle Sailing Club can accommodate the young and disabled without resuming more land north of South Beach.

One member, who did not want to be named, says expansionist members at the club are covering up years of mismanagement by pushing a plan to build a new public boat ramp.

“I believe the main interest of the club is launching sailing dinghies, not providing a ramp for disabled persons,” he says. “If not, a disabled ramp could have been easily installed years ago within the existing (now apparently private) calm beach within the club.”

A club member for fi ve years, Soren Lovmarck says members he’s spoken to are happy with existing facilities.

But they are mixed about the perceived demand for pens, which is driving the proposed $3.6 million expansion. Mr Lovmarck, who lives on his 10.3m yacht and will attend the meeting to discuss the new plans this week, says a beach already exists for junior sailors.

Junior sailing manager Denis Cullity

Locals say the club is using the disabled card to win support, yet the word disabled is not mentioned once in the proposal to members. It is mentioned once in Mr Kucera’s report.

In vice-commodore Terry Baker report, which also doesn’t mention the D word, he says if the ramp fails to get up, “the planning committee has considered a number of alternative future options, all of which remain available with the current pen development proposal”.

A “key pillar” of the redevelopment is expansion of the club’s junior and dinghy section, which has grown signifi cantly.

“We are currently pursuing a South Beach universal access ramp to provide access over the sea wall, as well we have formed a strategic partnership with a river club to provide additional options for that section,” Mr Kucera, a former WA Labor minister, says.

“If the club is unsuccessful in developing a dinghy ramp over towards South Beach then the only alternative will be to relocate the storage and launching facilities to ensure safety for our sailors.

“Our recent partnership with a river club may also provide alternatives for our learn to sail fl eet.”

says young sailors navigate a narrow 1km channel to reach open waters (Herald, March 2, 2013).

Under its proposed expansion, the gutter will grow to about twice the length, prompting another sailor who lives in South Fremantle to blame the club’s lack of planning.

“This is an appalling lack of planning at the club mixed in with some over zealous expansionary management,” he says, adding a decision to build H jetty and extend pens to the maximum leaves little room for sailors to get to the ocean.

Attfi eld Street resident Anneka Hoorn’s family has used the beach south of the proposed ramp site for a quarter-century: “What a splendid waterfront Fremantle would have had if the council had had the vision to protect that, rather than give in to proposals such as the boat stackers and businesses on Mews Road and Capo D’Orlando Drive.

“There is now only about 1km of beach left for the general public.”

Mrs Hoorn says existing ramps, two of which have silted up, were originally built to give public access, including for disabled people and canoeists.

Does your child want to be the next Junior Masterchef? If so, give them a head start with a morning of fun and education at one of the fantastic Kids Cooking Classes held at Bluewater Grill. Three lucky Herald readers have the opportunity to win a double pass to attend one of the Kids Cooking Classes during 2013, read on for more details.

If you think your child has what it takes to be the next Junior Masterchef or if they just enjoy cooking and creating in the kitchen, Bluewater Grill off ers them the chance to learn from their very own chefs.

The classes are held on Saturday mornings from 10 am until 12 noon and are held in the Private Dining Room. Children aged between 8 and 12 are invited to join the classes where they will work with the chef to prepare an array of appetising dishes. Classes are limited to 12 children.

The children receive their own aprons to use throughout the morning and lollies, chips and drinks are provided over the duration of the class. Each child takes with them the collection of recipes made on the day. That way, they’re able to show you what they learnt, and maybe

MISS YOUR OPPORTUNITY!

IN BBC comedy The Good Life, Tom and Barbara shock their Surbiton neighbours by turning their manicured garden in the swanky suburb into an

allotment, complete with chickens, a pig and a goat. The vendors of this Surbiton Street, East Fremantle

Federation home on the other hand have done their best to ensure this turn-of-the-century abode retains all the grace and charm of the era–including the delightful terraced gardens–with nary a vegetable or dinner on the hoof in sight.

While current housing trends are leading to the loss of the backyard, this home off ers a series of delightfully lush and shaded nooks sprawling across 1214sqm–with room for a sparkling pool on the side.

Beautiful stained-glass doors off the wrap-around verandah open to reveal a gracious entry hall, which is an introduction to some of the most gorgeous pressed tin ceilings I’ve seen in a long time.

But before you cross the threshold it’s the view from the rocky limestone ridge this home sits on that catches the breath.

A timbered deck is the perfect spot to take in stunning views of the river, ocean, Garden Island and the sweep of Fremantle Port—framed by a hedge of purple Bougainvillea.

The front rooms of this fi ve-bed/three-bathroom, home are pure genteel formality, with glowing jarrah fl oors, soaring, lovely pressed tin ceilings and ornate fi replaces.

The main bedroom is at the front, with French doors onto the deck.

The formal lounge is the sort of place you can image the gentry of a past age qua ng port after dinner in the formal dining room across the spacious hall.

Fine wine…

French doors open on to the verandah and a beautiful set of casement windows form a large bay window, with view across leafy East Fremantle to the hills.

A rear extension gently brings this home into the 21st century with an open kitchen/dining area.

Granite tops the benches, including an angled breakfast bar/island, while a massive three-door pantry and a large appliance cupboard ensure plenty of storage in this ultra-modern kitchen.

(The wall mounted I Mac is staying–so you won’t miss the news while whipping up dinner).

Overhead a spacious mezzanine is a relaxed, casual space for the family to gather to watch TV or socialise.

Cathedral ceilings ensure a sense of space, and huge windows take in the views.

Stairs off the kitchen area lead down to what is currently a teenage pad.

With two bedrooms (one with ensuite) and a spacious living area and a laundry there’s scope to turn this area into a granny fl at, or a guest wing.

This delightful home sits aloft in a well established community of like homes, where it is close to schools, the

river, shops and a swag of cafes and restaurants. This is one not to miss.1 Surbiton Rd, East Fremantleauction Saturday April 6, 11am on siteMary Burns0413 749 944dethridgeGROVES Real Estate9336 1166

ANNE HATHAWAY is one. Hugh Jackman is another. And WA

Academy of Performing Arts student Emily Hart thinks she has what it takes to become one. They are rare triple threats—performers who can act, sing and dance.

Hart says she knew she wanted to walk the boards of musical theatre after fi rst getting a taste of the spotlight at the age of fi ve.

The Yokine local has been building up the pipes ever since, belting out Tina Arena songs into her hairbrush when she could barely walk.

“I have been dancing since I was three and have been incorporating singing along the way,” she told the Herald. “I did my fi rst song and dance at fi ve in a dance competition.

“As embarrassing as it is, it was Ring Ring from ABBA and it was lots of fun and I remember it fondly.”

In a move that might seem odd to the hordes of WA teens who emigrate east every year, this Sydneysider packed up her tap shoes and tooth brush two years ago to head west to study

ARTSBRENDAN FOSTERAAAAABR

at WAAPA (where Jackman cut his pre-Wolverine teeth) . She says it has a global reputation for excellence that’s up there with much more famous schools.

“I couldn’t even put into words how much I have learnt,” she says. “It’s been the most life-changing experience of my life. I’ve been surrounded by some of the most talented people in Australia and taught by some of the best teachers in the world. It’s just amazing.

“It’s really brought my singing voice to a new level.”

The 21-year-old is hoping to join an ever-growing chorus of local musical theatre shows when she graduates at the end of the year.

“I would love to see myself on the stage doing musicals, that would be an absolute dream,” she says. “Whether its as an ensemble or a lead, I’d love to part of the musical theatre.

“There are so many opportunities and there are some great gigs around Perth.

“Don’t get me wrong, it’s a

very hard industry and it’s not like everyone is going to get a job, but if you have the passion for it then there is nothing holding you back.”

Hart and some WAAPA chums are boarding the musical bus for the Fremantle Arts Centre on March 28 for a night of big band and musical theatre.

Backed by the 18-piece WAAPA band, Hart will dance and sing her way through show tunes from George Gershwin, Stephen Sondheim, Andrew Lloyd Webber, Cole Porter, Richard Rodgers and others.

While Hart confesses to not knowing what songs she will be belting out next Thursday, she is bouncing out of her skin to front the 18-piece band.

“We have a meeting today and we will discuss a couple of the songs,” she says. “We’ve got so many songs in our repertoire and I practice them all the time.

“It’s not stuff I have to learn right off the bat—it’s stuff I’ve been preparing for a while.

“And while I’ve never technically played in front of the band, it’s something that is so exciting, there will be nothing like it. I can’t wait.”

WAAPA Direct starts at 7pm. $15 adults; kids under 16 free.

Fisherman’s catchThey say only fi shermen know how to cook their catch - Joe is no exception. After years of catching the best, the Fremantle lad decided to serve the best up instead. The result is Joe’s Fish Shack.

The funkiest seafood restaurant in Fremantle is perched on fi shing boat harbour. It’s decked out in the spirit of an authentic waterside experience, creating a casual vibe that makes for fun fi ne dining.

Established in 1998, the Gold Plate award winning restaurant is fully licensed with a seating capacity of 320. It features a 75m decking area that extends over the water, providing the perfect setting for all dining occasions.

Joe’s attitude to seafood is simple: if it’s not the best you can get, you won’t

fi nd it on his tables. Some of the delights on the fi sherman’s menu include stuffed prawns, chargrilled Spanish mackerel, chili

mussels, premium rib eye and marinated snapper fi llets. It also boasts a selection of pastas, salads and winning desserts like the hot fudge brownie and Bundaberg chocolate mousse. If you’re keen to eat on-the-go, there’s an impressive takeaway menu and outside dining with

the smells of the sea just meters away.Joe’s hosts functions, large or

small, on-site or off premises. There is an enclosed function room for 50 people and a similar sized alfresco decking area, ideal for cocktail parties overlooking the bustling harbour.

Function menus can be individually designed to suit a particular taste, style or budget. Special dining requirements can also be catered to.

What makes this place a cut above the rest is the fresh seafood platters, which offer cray fi sh, prawns, salmon and lots more treats from the sea.

Joe’s is the authentic fi shing shack experience - one of the best spotsin W.A.

“The funkiest seafood restaurant in Fremantle is perched on fi shing boat harbour. It’s decked out in the spirit of an authentic waterside experience.”

herald food

WITH rumours a new cafe had opened up a bean-throwing

distance from Herald HQ, a few world-weary Chooks made the lazy sojourn on a Friday to check it out.

Given Voice scribe Stephen Pollock and production chief Matt Eeles are no Sebastian Coe nor Steve Ovett, the 100-metre amble to Chalky’s Espresso Bar, at the bottom end of High Street, was the perfect distance for these arm-chair sport fanatics. The West End cafe (look down from the Round House and it’s across the road) has hopped aboard the foamy espresso bandwagon blanketing the city with single origin coff ee, blends and luxury loose tea.

But we hadn’t come for the bean, we’d come for the food.

The eatery off ers an array of contemporary Australian fare with a European twist.

My eye instantly spied the Thai beef salad ($18). Rare Harvey beef with coriander, mint, crispy noodles, tat soi, cashews, capsicum, cabbage, and sweet chilli and lime dressing. The meat was perfectly marinated and was rich and intense with fl avours

FOODBRENDAN FOSTERFFFFFBR

but the salad sadly lacked the snappy tang you look forward to in good Thai restaurants, that magical combination that is nirvana when done right.

Matt went for the sticky pork cheek ($18): “Tender and fell apart at the touch of my fork,” he said happily, before adding in sonorous Matt Preston tones, “unfortunately the meat was dry and lacked any fl avour beyond the heavy sticky sauce”.

“The shaved fennel, apple and radish salad was fresh and crunchy but the menu said it came with candied walnuts, which seemed to be missing in action.”

Pollock waved the fl ag for the vegetarians and settled on the veggie burger ($18): “My burger

—a fat corn fritter, wedged in-between two light buns—was moist and tasty. The topping—salsa, guacamole and sweet chilli—performed an exotic cabaret in the pit of my mouth.

“Crowning the vegetable stack was some peppery rocket and tasty cheese. The supporting chips were the highlight of the dish— thick and crispy with fl uff y innards.”

There is a lot to admire about what the new owners have done with Chalkys. The interior is almost unrecognisable from previous incarnations as greasy spooner meets school canteen. It’s bright and airy and the sleek fi nishes and furniture have transformed the place into an uber cool-style eatery that would look great in any location. The menu is adventurous and interesting and you can see they have tried to create something a little diff erent than what’s on off er down the road.

Here’s hoping they can nail the niggles and get this place really heaving.

ARIES (Mar 21 – Apr 20)The planets of love are both in Aries. Life is about to show you both sides

of the coin. The masculine will be there in all his courageous glory – and the feminine will be there in all her sensuous magnifi cence. They are speaking different languages, so be very aware.

TAURUS (Apr 21 – May 20)Venus has just moved into Aries, putting your life’s passion on a hot plate. Dance,

or get off. If you stay stagnant, your hoofs will sizzle. The disease of ‘tomorrow’ robs us of life. Existence is sending you a beautiful reminder. Spice energises, when used in the correct measure.

GEMINI (May 21 – June 21)Though you are feeling all the right impulses to leap forth into adven-

turous delightedness, the moment isn’t ready. There is still work to be done in the deep, silent waters of Pisces. You want your action to mean something, not just be there for its own sake. Let it ripen.

CANCER (June 22 – July 22)As the Moon rests in Leo, you gain courage. As the Sun shifts into Aries,

so it’s time for action. There’s no point sitting around wondering. List all you need to do, in order to claim the throne. It could be the throne of love. It could be the throne of wisdom. That’s your call.

LEO (July 23 – Aug 22)The Moon starts her week in Leo - the Sun in Aries. There is passion

and fi re in the air. You are a romantic adventurer. Your business isn’t to battle for battles sake. There needs to be signifi cance to your escapades. They need to light up your heart. Create yourself anew.

VIRGO (Aug 23 – Sept 22)There is plenty of power in the forces of ignition. Having been both becalmed and

out of your depth for a couple of weeks, it comes as a relief to hear the great motor of life kick back into gear. Even the discomfort of misconstrued action feels better than no action at all.

LIBRA (Sept 23 – Oct 23)Venus has leapt into Aries. Mars is already there, along with the Sun. This

implies decision time, action stations. It certainly doesn’t imply decidophobia. Though the energy is a little raw and your cultural fi nesse could be compromised, your hidden passion is ready to rise.

SCORPIO (Oct 24 – Nov 21)Of all the water signs, you are the most comfortable with fi re. This

is a good thing, because after weeks of endlessly deepening emotion, something had to happen to get the ball rolling again. Support movement wherever it arises, even if it is a little unrefi ned. Say yes to life.

SAGITTARIUS (Nov 22 – Dec 21)Though you are nowhere near being the centre of attention, you have an

important role to play. Others have decided to break the stasis by doing something - anything. This is bound to create reaction and controversy. Your job is to articulate what is going on. Name things.

CAPRICORN (Dec 22 – Jan 19)Somewhere back there you must have decided that you needed to grow some

wisdom by taking on a challenge. Life has certainly been generous in its response. The challenge you have landed involves nothing less than transforming negative emotions. Have you found gold yet?

AQUARIUS (Jan 20 – Feb 18)Friends are important. To be with one’s tribe brings a feeling of wholeness.

Community is as precious as water in the desert. None of this makes it easy. As you navigate friendships, so all sorts of trouble surfaces. Help turn the reactivity into understanding and closeness.

PISCES (Feb 19 – Mar 20)Though there will always be tremendous strength to your

emotional currents, others don’t always swim with you down the same waterways. Your soul is a motor that drives you to realises its wishes and dreams. There is no need to get caught in everybody else’s impatience.

FABULOUS FIND!!!

12 1

This brick and tile circa 1950s cottage, complete with timber fl oors and high ceilings, is divine. The living room displays that wonderful ‘old world feel’ which extends to a formal dining where you overlook an expansive alfresco area (complete with spa), through a bank of glass doors. The kitchen is near new with plenty of cupboard space. The whole area has a great ambience for easy entertaining. There are three bedrooms, the good size master has built-in robes. The bathroom is also well sized and a study nook is tucked away off the laundry at the rear of the home. But, the ‘piece de resistance’ of this very magical place is the massive 857sqm block. The rear garden is totally hassle free, with very established, lovely shade trees, and a huge covered alfresco. There is a studio, perfect for a home offi ce, gym, kids or teenagers’ ‘getaway’. This property has so much potential to just enjoy as is and let it capitalise at a fast rate, or create that extension to take advantage of a big block of prime land!!
