Purpose of Report: This report sets out the progress of all the current schemes in the Southall Area.

1. Recommendations It is recommended that the Committee: -

i) Note the contents of this report; 2. Reason for Decision and Options Considered To update councillors of the progress of all the current schemes in the Southall Area.

3. Key Implications There are no key implications however, it is important for the Council to update councillors on the progress of transport and environment schemes. 4. Financial

All the schemes in this report are funded by allocations from Transport for London, Southall Area Committee Budgets or from Section 106 Contributions. Cost of the schemes and funding sources are shown in the table at Appendix 1. For details of the Area Committee budget 2007/08 please refer to the 2007/08 Southall Budget Report, which can be found elsewhere on this agenda.

5. Legal All proposals in this report can be implemented using the Council’s statutory powers as a highway authority. Where relevant, traffic management orders will be advertised in accordance with the Traffic Regulation Act 1984. Where schemes are implemented with s106 funding, the schemes can only be implemented if they are consistent with the terms of the relevant agreement/s.

6. Value For Money All consultations and implementation work are carried out by the council’s term consultants, who have won a contract on the basis of competitive rates. The improvements proposed will enhance the lives of residents and improve safety for all road users in Southall.

7. Risk Management The main risks to the schemes listed in this report arise from delays preventing implementation, during the timeframe of available funding and unforeseen problems on site. The processes in place to minimise the impact of any such eventualities are:

a) To carry out public consultation in order to establish local support for the scheme;

b) Extensive site investigation at the preliminary design stage in order to minimise the risk of any unforeseen problems during implementation.

8. Links to Strategic Objectives The proposed measures will reduce traffic speed and improve road safety. In conclusion, by providing a healthier and safer road environment the proposed measure will contribute to meeting the strategic objectives listed below:

Making Ealing the safest place in London; Making Ealing a better place to live;

9. Equalities and Community Cohesion An EQIA (Equality Impact Assessment) was approved for the Local Implementation Plan for Transport (July 2006) that covers all of the Council's transport policies, and programmes and proposals to 2011. Reference: Chapter 15 Local Implementation Plan, July 2006. All schemes shown in Appendix 1 are considered within the approved LIP or covered by policies in the LIP and therefore considered assessed under its EQIA.

12. Any other implications: None. 13. Consultation There are generally three stages of consultation for most of the schemes detailed in this report. These are:

(i) Consultation with ward councillors regarding initial scheme proposals;

(ii) Consultation of residents and businesses in the scheme area by way of posted consultation document, letter drop and/or public exhibition;

(iii) Statutory advertising of the necessary Traffic Management Orders–on street-side notice boards and in the local newspaper.

A scheme is progressed to the next stage only when the results of each level of consultation are favourable and/or the Committee has authorised officers to proceed. In addition, the emergency services and bus operators are consulted where appropriate during scheme development. 14. Timetable for Implementation Timescales for the progression/implementation of all projects are shown in the table at Appendix 1. 15. West London Tram

On 2nd August 2007, the Leader of the Council met with the Mayor of London Borough of Ealing, following which, it was announced that the West London tram scheme would be shelved “on the assumption of a positive government decision on the construction of Crossrail”. It was further announced that “the Mayor and the local boroughs will work together to address the problem of improving public transport on the Uxbridge Road, between Uxbridge and Shepherd’s Bush, via a bus-based solution rather than the tram originally envisaged.” Council officers are now formulating recommendations to be put to Members soon on how best to move forward in tackling the Borough’s public transport needs and to reduce traffic congestion.

These include some small changes to the kerb layout and junction design at locations on this route. No work is due to be carried out on or in the immediate area of South Road. Ward Members will be kept informed as appropriate.

New road from the Hayes By-pass and Springfield Road (Hayes) to Windmill Lane/Iron Bridge on the Uxbridge Road to improve traffic flow, improve the town centre environment and facilitate new development
