A Bill to give effect to a certain Resolutionadopted by an Im perial Conference held inLondon in the year nineteen hundred andtw enty-six.

W H EREAS' at an Imperial Conference held in Londonin the year nineteen hundred and twenty-six, a resolution wasadopted recom m ending that arrangem ents should be m adebetween the differeut parts of the Em pire whereby sum sawarded under the law relating to 'W orkm en's C'om pensation'in one part of the Empire to beneflciaries resident or becomingresident in another part of the Em pire m ay, at the requestof the authority by which the award is made, be transferredto and adm izaistered by a ctlrtlpetezzt authority in that partof the Empire in which such beneficiaries reside, and invitingthe several Governm ents of the Em pire to take such stepsby way of legislation or otherwise as each may conjidernecessary al'ld appropriate for the purpose of promoting sucharrangem ents :

BE TT THEREFORE ENACTED by the ActingGovernor of the Colony of Kenya, with the advice and consentof the Legislative Council thereof , as follows :-

1. This Ordinazzce m ay be cited as ( t the W orkm en's short title.Compensation (Transfer of Funds) Ordinance, 1929. ' '

BE IT ENACTED by the Governor of the Colony ofKenya with the advice and consent of the Legislative Councilthereof , as follows :-

Short title. 1. This Ordinance m ay be cited as t ; the AppropriationOidinance, 1929. ' '

PublicRevenuecharged.

2. The Public Revenue for the year 1929, and otherfunds of the Colony and Protectorate of Kenya, are herebycharged towards the Sezwice of the year ending the thirty-flrst day of December, one thousand nine hundred and twenty-nine, with a sum of three million one hundred and eighty-eightthousanfl one hundred and sixty-flve pounds.

IN EXERCTSE of the powers conferred upon him bysection 105 of the M ining Ordinance , 1925 , H is Excellencythe Acfing Governor in Council has been pleased to make thefollowing Regulations :-

W hen gypsum is exported from claim s, but notexported out of the Colony, properly authenticated vouchersshall be produced for the inspection of the Com m issioner ofM ines by the Claim H older at the end of each m onth showingthe actual gross price realised for such exported gypsum audthè royalty shall be calculated and paid on such price.

4. W hen gypsum is exported from the Colony by theClaim H older the value thereof shall be assessed provisionallyby the Com m issiolAer of M ines before export and royalty shallbe calculated and paid on the am ount so assessed :

Provided that within six m onths of the exportation ofgypsum from the Colony, or within such further period as theCommissioner of M ines may specify, properly authenticatedvouchers showing the actual gross price realised for suchgypsum shall be produced for inspection by the Com m issionerof Mines and any adjustment necessary shall be made bypaym ent or refund as the ease m ay be of the difference betweenthe royalty paid on stzclz value provisionalty assessed and theroyalty payable on the actual gross pricp realised.

5. Eoyalty on gypsum sball be paid to the Commissionerof M ines.

6. Export of g'ypsum from the Oolony shall not be per-m itted unless proof of paym ent ()f royalty is first produced tethe Custom s Authorities.

1. These Rules may be cited as 6 ' the Njoro Township(Dustbin) l'tules, 1929,' ' and shall apply to the Township ozNjorc!.

Q. The expression d ( nuisance ' ' here'in shall include anyaccum ulation or deposit of dom estic refuse whether the sam eshall be detrimental t.o health or not.

8. The oceupier of any building or premises shall provideand m aintain to the satisfaction of the Resident Com m issionel.or 'M edical Offlcer of H ealth a l'eeptacle for ashes and othernon-liquid dom estic refuse of a sufficient size, of a capacityuoj nlore in any case than 6 cubic feet, of an approved patternancl fltted witla a good and effieient lid. Provided that in thecase of any house occupied by m ore tenants than one, tlleowner shall be deemed to be the occupier f or the purposes oftlnese Rules.

4. The occupier of any building or premises shall dailycause to be placed within the dustbin provided in terms ofthe foregoing lRule tile dom estic refuse from the said buildingor premises il1 so f ar as stlch (lustbin shall be stzfficient tocontain the sam e, and not elsewhel'e, and shall cause suchdustbin to be plaeed and kept ila an appttoved place on theplot or sub-plot upon which such building or premises standalad shall not cause or suffer the same to be placetl or keptelsewhere and shall make and keep such dustbin accessibleto the public sweepers during the whole period between 6 a.m . 'and 62 p.m . 'on Saturdays and between 6 a.m . and 5 p.m . , onother days. For the purpose of this Rule premises not oc-cupied for llum au llabitation shall not be deem ed to beoccupied on any day in which they are not actually occupiedafter the hour of 4 p.m.

5. If any nuisance shall exist upon or near any premises,by reason of domestic refuse, the Ttesident Commissioner orM edical Olcer of H ea1th, or persozl acting .on his behalf shallserve upon the occupier of such premises a notice in writingrequirirlg him to remove the nuisance within such period as .may be speci:ed in the notice, and to prevent its recurrence ;and if after the expiry of the time specified in such noticeas aforesaid such nuisance shall continue or shall, by the act,default .or suFerance of the person upon whom such noticeshall have been served, recur, then in either of such casessuch person shall, be guilty of an offence.
